Addition of two more parks will keep Hallandale Beach moving forward into a very bright future

By Mayor Joy Cooper HALLANDALE BEACH Another two parks are under construction in Hallandale Beach. If you have not been down to North and South Beach, I encourage you to go check them out.

North Beach Park’s foundation has poured and they are already working on the above ground frame work.

This three story structure will house locker rooms, dressing rooms - on the first floor. On the second floor, there will be a restaurant concession with both indoor and outdoor seating.

On the third level there will be a bar area and a plunge pool. This park is being built for the city by the developer Related Group. It will be open to the public. Not only is this park replacement not costing taxpayer dollars, but the city will be guaranteed revenue from the concession at a minimum of $60,000 dollars a year.

South Beach Park’s concession building foundation has also been poured and the single story structure can now be seen from the street. The contract to run the concession is out to bid.

The city is looking for a vendor to come in and run the beach amenities. To find out more about the contract, you can visit the city website a www.cohb.org.

This is a unique business opportunity and the city gives local bidders preference. In addition to the concessions, this park also will have new showers dressing rooms, playgrounds, bocce, and large pavilion to replicate old Cheeky Hut, smaller

cover picnic areas, walking areas, volleyball and entire new parking area.

Both of these parks are scheduled to be open early 2015. The city construction at South Beach is targeted to be done January. If Burkhart Contractors and our staff continue with their current track record, this park should also come in on time and under budget.

It is very important for all our residents to understand that every park that we have rebuilt has required a Community Benefit Program (CMP). The CMP ensures that any project built within our city utilizes local workers, vendors, contractor and or subcontractors. That means a large percentage of your tax dollars stay right in in our city.

Over the past weeks I have had the opportunity to educate voters on the Government Obligation Bond.

The Parks GO Bond will be a decision of the voters here in our city come November.

During these discussions a few questions and comments have come up that I want to share with our readers.

The first comment was, we already have enough parks. It is true we are fortunate to have many parks and green spaces in our city. The GO Bond is not about buying anymore land but improving all our parks.

Our parks are all very old.

The buildings are not sufficient for our demographics or efficient by today’s standards. The GO Bond will provide revenue to replace and upgraded our entire

park system.

Over the past eight years, the city has for the first time in 30 plus years - maybe more - expanded our green space. Regretfully, some naysayers have complained about these purchases; however they have created an important balance between development and green space. The best example is Peter Bluesten Park. Rather than having another development project come in where a trailer park was located, the city bought the 7 acres to expand the park. We did the same thing with another three acres that was across from the park. This land has not been redeveloped yet as a park. It is largest park in the plan.

Another purchase was the land adjacent to Sunrise Park. This was a site were the Jewish Center used to be located. A private developer wanted to build a charter school there. Rather than having a school built in the center of the neighborhood, we purchased the property to add it to the park system.

Land around Chaves Lake has also been dedicated to be a park. The city owned the land where Chaves Lake Apartments are now located. It was sold to a developer. Originally this developer was going to build on the entire parcel and decided to reduce the development. This commissions saw fit to preserve it.

All these strategic purchases have increased our park land and added to our environment.

Yes, the parks have not been built because it will take tax dollars to build them. That is where the GO Bond comes in. The voters will be asked if they want to complete the Citywide Master Park Plan thru a debt service.

What does the service mean? The simplest way to explain is, it is like buying a home. The mortgage for the house is paid for over a 30year period. In the case of the GO Bond, it is not a monthly payment, but an annual payment that is part of your tax bill. It is a common practice to fund large project in cities around the country.

What will it cost? The cost will be depending on the taxable value of your home.

If a home is valued at $100,000, the debt service will be $86.40 annually. That is $7.20 a month or .24 cents a day. Each case would be different. Voters will also need to remember that because of our CMP on average over 40% of these dollars would remain within our city creating and supporting local jobs and businesses.

What happens, if the voters approve the Bond? It means all our parks would be redone within a six year time frame.

What happens if it does not pass? It would mean that the parks master plan would not be completed for over 20 years.

City to introduce the new EnerGov software system The long anticipated automated, interactive online streamline permitting process for builders and contractors will be rolled out at the City’s next Construction Talk Forum at 10 a.m., next Thursday,

Aug. 21, at Foster Park Community Center, 609 NW 6th Avenue. The meeting can be accessed by any member of the public, but the informational session is to help builders and contractors save time

and learn more about the permitting process in Hallandale Beach.

The City will introduce the new EnerGov software system in the Development Services Division that will go live later this month.

Back-2-School Bash begins at 6 p.m. Friday, Aug. 15 New shoes will be fitted and presented to the first 500 children pre-registered for the annual Hallandale Beach Bask-2-School Bash beginning at 6 p.m. Friday, Aug. 15, at O.B. Johnson Park, 900 NW 8th Avenue. Samaritan’s Feet and Davin’s Dream Team Foundation lead 16 charities that joined with the City for the annual event to prepare children for the 2014-2015 school year.

The City, Samaritan’s Feet and Davin’s Dream Team Foundation started registering children in June for the shoe giveaway. Parents were required to provide the student’s name, age, school and shoe size. The cutoff for registration was July 21.

The children of parents who did not complete the registration form by the deadline are not eligible for free shoes. The response was overwhelming. Shoes will be provided at the Back-2-School Bash for the first 500 children pre-registered. To see if your child is within the first 500 qualified students, please call 954-457-1452. All children in attendance are eligible to participate in the other activities at the Back2-School Bash.

This is the first year the City joined with Samaritan’s Feet and Davin’s Dream Team Foundation to provide new shoes to students. • Interactive online streamline permitting process for builders and contractors will be rolled out at the City’s next Construction Talk Forum on Aug. 21, at Foster Park The EnerGov system will allow access in two ways, online through the Internet on the Citizen Access Portal (CAP), or the Interactive Voice Response (IVR) telephone system. The IVR code provided to the contractor will allow the callers to request inspections when accessing the system at 954-457-1312.

Among the features of the new software are:

Field inspectors will use tablets to post instantaneous inspection results.

A new online userfriendly program to view results, or request inspections, and also, the new system will assign separate permit numbers to each trade working within the project. This allows the contractor to track each permit individually and monitor the progress without the information becoming comingled.

With the new software, homeowners and project developers can track the progress of

improvements being made by the contractor.

The City has been sending contractors and builders with active permits, a letter with the old permit number, the new EnerGov permit number and the IVR code. The outreach meeting next Thursday will include a question and answer session to assist builders and contractors making the transition.

NEW TECHNOLOGY IS AVAILABLE If, however, you have a loss that requires sound amplification, there is good news. New technology has resulted in devices that are far superior to those of yesteryear. Gone are the large, unsightly hearing aids of the past. “It used to be that appearance was a big reason people refused to get a hearing aid,” Cox says.

But now, many of them fit into the ear canal so no one else knows you are wearing one.”

Even more important, many of today’s digital hearing aids are designed to adjust automatically to your environment. A modern hearing aid may be able, for example, to perform differently in an intimate, one-to-one conversation than it does when you are in a group or in other situations where

“Someone who mostly stays at home may want a different device than someone who has a very active lifestyle,” he notes.

Fitting the hearing aid correctly and then making sure it is serving the patient in the best possible way requires time and follow-up. “It’s not just a

matter of putting in the hearing aid and sending the person out the door,” Cox says. “Much of what we do is counseling, and helping the patient get used to the device.”

RETRAINING THE BRAIN When a person begins to lose his or her hearing, the brain starts to forget what particular sounds are like, Cox explains.

“Then when you get a hearing aid, you are rewiring the brain so it relearns those sounds,” he says.

“But because you’re no longer used to the sounds, adjusting to them again may be a

very gradual process.”

After an initial fitting, an average patient is likely to have a return visit scheduled in one week to see how the device is performing and how he or she is adjusting. The next follow-up might be two weeks beyond that. “But someone else might need to come back the next day after the first fitting,” Cox says. “We do whatever the person requires to make the process easy and worry-free.”

Success with a hearing aid can, in fact, depend on the rapport a patient establishes with the hearing professional.

Nadeau along with the City of Hollywood and host Mardi Gras provided an atmosphere that was interactive. Not only were there booths with different information, but also all the things that make Mardi Gras a premier destination.

Along with the drawing for the prizes, there was music, food and plenty of unique giveaway items. Arlen Ross, Community Liaison for Community Relations for Memorial Healthcare System, was on hand along with his staff to demonstrate CPR, handing out informational brochures and other things that will benefit in case a storm approaches.

"It was very important for us to be here and to be a part of this community event to inform and keep people prepared," Ross explained. "This is our community and we want to make sure that those who live here understand what is needed to survive a season."

Also on hand for this informational gathering was the Hallandale Beach Community Emergency Response Team (CERT). Hard work and results have paved the way for political newcomer Anis Blemur

Seasonal Affective Disorder Q… Dr. Ron.., My son suffers from something called Seasonal Affective Disorder. He lives in the Northeast, and every winter as the days grow shorter, and the sun becomes less bright, he becomes depressed. Have you heard of this before?

A…Seasonal Affective Disorder. (SAD) is in fact a documented disorder. For reasons that are not yet clearly understood, some people suffer from depressed episodes primarily in the late autumn and winter months. Geographically, incidences of SAD are more likely to increase in areas that are further north of the equator. So while fewer incidences of SAD are reported in our state, much more reports of this problem are noted in northern continental states and Alaska. The lessening of sunshine and sunlight hours during these months is believed to be the primary cause of SAD. Symptoms of SAD include apathetic behavior, weight gain, a loss of interest in pleasurable activities (including sex) and disturbances in social and work activities. Episodes rescind as the Northern Hemisphere receives stronger sunshine during the spring and summer months.

Treatments for SAD include the daily use of “light therapy” which involves sitting in front of bright fluorescent lights for 1-2 hours per day. Results have shown many people obtain relief from treatment, while some report little to no benefits.

Another option, as in the case of your son, is to spend the winter months in locations more towards the equator, like Florida, but of course this is not a viable option for most.

DRAWBACKS OF HIRING YOUR OWN AIDE

By Terry Adler, CEO, Always Classic Care This one is the most frequently asked question I am asked: Why should I go through an agency when I can hire my own aide and pay less per hour?

Remember the age-old adage “You get what you pay for”? You may pay less for your aide hourly, but when you hire independently, do you really know what you are getting yourself into?

These are just a few of the complaints that I have heard from patients who contacted us: • Things seem to disappear too often • She didn’t listen to what I wanted • She got so bossy that I felt like I was the employee • With her problems, I felt that I needed to help her with extra money • She kept coming late and leaving early • She was on her cell phone all the time • She was nervous driving to unfamiliar addresses, even to the doctor • She did not cook the way I like and would not listen to my suggestions • She didn’t buy the brands or cuts of meat that I wanted • She didn’t dress appropriately and when we went out, I was embarassed.

• Does your aide have a legal right to work in this country? That translates to a Green Card, Permanent Residency or actual citizenship.

• Will you be paying your share of their Federal taxes? Our agency does. We report and we pay, as good citizens should.

Many people are unaware of their responsibility to IRS when hiring a household employee, or of the aide’s legitimate status to work in the US. Our aides are our employees and we report their earnings and our share to the IRS. Protect yourself by preventing problems. An agency is your safest way to go. Even the home health aides know that, and although they accept statewide standard rates that may be lower than what they could get from the client privately, reputable aides know that by working through reputable agencies, they also are protected and can be steadily employed with respect.

HOME GARDEN TOMATO CAPRESE Dressing ingredients: Balsamic Reduction 1/2 cup balsamic vinegar Salad ingredients: 4 large tomatoes, sliced 1 pound fresh mozzarella cheese, sliced 1/2 bunch of fresh grown basil

2 cups baby arugula Juice from half a lemon 1 teaspoon extra virgin olive oil 2 tablespoons extra virgin olive oil 2 teaspoons balsamic reduction (see below) 1 dash sea salt 1 dash fresh ground pepper Directions: For the balsamic reduction, reduce 1/2 cup of balsamic vinegar in a small pot on low heat until vinegar is reduced by twothirds. Set aside and allow to cool to room temperature.

On a large platter, place the sliced tomatoes, sliced fresh mozzarella and basil sprigs. Toss the arugula with the lemon juice and 1 teaspoon of extra virgin olive oil in a mixing bowl. Arrange the salad in the center of the platter. Drizzle the tomatoes and mozzarella with the rest of the olive oil and balsamic reduction. Garnish with sea salt and fresh ground pepper.
