When helping one of our most loyal residents is met with numerous obstacles

By Mayor Joy Cooper HALLANDALE BEACH Over the past year, our CRA staff has been working to improve the living conditions of one of our long standing residents, Mrs. Iva Wallace.

She has lived in Hallandale Beach since the 1940’s and raised her children in the same home. It is an original Bahamian styled house.

Regretfully, the house is crumbling around her.

Mrs. Wallace is 84 years young and truly needed help.

The story began almost a year ago when Mrs. Wallace received notice that there were multiple code violations that must be repaired. At that time, our officer informed Mrs. Wallace that our CRA had programs to help her repair her home. These programs provide forgivable loans to fix code violations.

She was given the information and our staff was committed to work with her to ensure she was living in a safe home.

Obliviously, Mrs. Wallace being in her 80’s, needed extra assistance to navigate the process.

She reached out to community leaders. In turn, they reached out to Commissioner Sanders who lives in her neighbor.

He was also committed to help her. The first step in the process was securing a full assessment of the home and what needed to be done.

Anyone that has done

work on a home knows, how complex it becomes even with the simplest renovation jobs. This home was even more complex due to the age.

Engineering surveys of the land and structure of the home needed to be completed. All of the plumbing and electric needed to be inspected.

There also needed to be certification and inspection to ensure no asbestos was present in the home. All of these inspections were needed to get a baseline of what need to be completed.

Mrs. Wallace hired Nujak which is one of the companies that has done multiple jobs in our CRA and is very familiar with the process. The combined bill for the inspections were over $7,000 dollars. The bill has been audited and verified by our staff and is and was in line with all the customary fees for construction inspections.

After all of the inspections were performed, it was found that the worked needed, cost well over 50% more than value of the house. It became a catch 22 with what to do. The CRA did not have a policy to cover replacement homes and had not had to face this type of issue.

We also have to be fiscal prudent with our CRA. We do not just give people a new home. We help people buy new homes with down payment assistance, they then have

Director Sanders, Executive Director Miller and Director Rosemond started to tackle this issue. As a Board of Directors, we cannot talk among ourselves unless it is at a public meeting.

Director Sanders brought up this issue in an open transparent manor at our CRA meeting. Mrs. Wallace was even present with her daughters at one of the meetings. It was discussed and the entire board agreed that we would establish a replacement home policy.

The policy was adopted as a way to help address antiquated homes.

Over the course of the next few months, staff met with Mrs. Wallace and her daughters on numerous occasions to work out the details. Our CRA is in the process of building brand new for sale affordable housing.

Eight such homes were being built and it was agreed that Mrs. Wallace could be eligible for one of the brand new homes which were being constructed for sale by agreeing to a land swap.

Mrs. Wallace's current home was on the tax

rolls at $28,000 valued.

The CRA agreed to land swap the property. This land swap combined with the down payment assistance of $50,000 provided the ability to Mrs. Wallace to purchase the brand new home.

The contract would have provided the same benefit as our other agreements. Forgiveness of the down payment assistance. The CRA approved the agreement and directed staff to execute the necessary contracts.

Mrs. Wallace’s daughters when sitting down with staff pulled the deal.

They did not want to pay for the originally cost of inspections and did not want to have to pay any payment to the cost of the new home. The monthly fee would have been $100 dollars monthly. They thought it was all going to be free and clear. After a month of coming up with a solution, not only did they not agree, they went to the press to complain that the city was trying to take Mrs. Wallace’s home which was the furthest thing from the truth. It comes down to the old saying no good deed goes unpunished.

Last week, Reverend Fox from Mrs. Wallace’s church, former Commis-

sioner John Saunders, CRA staff, Director Sanders, Mrs. Wallace and her daughters all met to try and resolve the disagreement. Executive Director Miller offered to absorb the inspection cost, however the dilemma over the value of the land swap and the brand new home was not resolved. To date, Mrs. Wallace is now living with her daughter in West Park and the home is sitting empty and falling apart.

The family will now have to decide what they are going to do to help their mother. Ideally, she wants to rebuild her home on the same site.

The question now be-

comes how she will pay for it. Our solution gave her a brand new two bedroom home to live out her days at a minimal cost. If the family had to sell the home they still would be able to take the proceeds from the sale that is valued well over the current home and land.

Hallandale High football opens on Friday After losing to Miramar, the No. 1 8A team in Florida in last week's Kickoff Classic, Hallandale High's football team will open the 2014 season at home this Friday night against McArthur.

Developers, contractors and builders learned about the City of Hallandale Beach’s new interactive online permitting process in a seminar at the Foster Park Community Center last Thursday, Aug. 21. Building Official Sergio Ascunce, at podium, explained how the new online system will streamline the process and include live building inspections updates posted by inspectors on jobsites. The process will save builders time, eliminate some delays and speed the process. The new system will be going live in the near future. Every builder, developer, contractor, subcontractor and property owner will be required to register online to access the system. It will provide real-time tracking of permits and the review process. Hallandale Beach Boulevard Bridge to close for eight hours from Sept. 3 and Sept. 4 The Florida Department of Transportation plans to close the Hallandale Beach Boulevard Bridge over the Intracoastal Waterway for eight hours from 9 p.m., Wednesday, Sept. 3, through 5 a.m., Thursday, Sept. 4, for maintenance, weather permitting. The work on the bridge lock is required to ensure continued safe operations.

All residents accessing the island or leaving the island will be required to use either the Hollywood Boulevard Bridge in Hollywood to the north or the William Lehman Causeway in Sunny Isles Beach to the south to access the island.

FDOT officials said the contractor will make special arrangements with Hallandale Beach Police and Fire Rescue in case of emergencies during the maintenance operation.

Study Shows New Wound Care Technology Can Reduce Costs, Improve Outcomes A new wound-care dressing developed by a California firm has been shown to not only reduce the cost of treating wounds, but also to improve the outcomes of those treatments.

That's good news for diabetics. According to statistics, about 15 percent of those with the disease develop chronic wounds most often foot ulcers that can result in amputation.

The study, conducted at the Southwest Regional Wound Care Center in Lubbock, Texas, found that the Enluxtra Any Wound dressing, developed by OSNovative Systems, Inc., reduced medical costs of chronic wound care by 30 percent, in part because it replaces many different products, including primary foam, the gelling agent alginate and hydrogel dressings, hydro-conductive fiber, super-absorbent collagen, the opaque dressing hydrocolloid, gauze and combination dressings.

The Any Wound dressing, crafted of FDA-approved polymers, is designed to sense and accommodate the different parts of the wound that need hydration or absorption, and a single dressing can remain in place for up to seven days.

It is, designers say, â the first dressing that is capable of sensing the woundâ s need and to act in accordance with it.

If a wound or even part of it changes its state while the dressing is on, the dressing will automatically and reversibly change its function at this particular area.â As part of the study, the Any Wound dressing was used on 547 patients suffering from 1,168 chronic wounds.

According to the results, obtained through patient and caregiver surveys, compared to prior dressings, the Any Wound dressing led to â consistently faster wound improvements, decreased dressing change frequency, reduced pain and odor, painless dressing changes, superior drainage management, and prevention of skin maceration.

According to statistics, about 6.5 million patients in the United States are treated for chronic wounds each year at an estimated annual cost of $25 billion, with figures expected to rise as cases of chronic conditions including type 2 diabetes also rise.

The Enluxtra Any Wound dressing was released in 2012, and has been used by 20,000 patients across the United States.

Women attempt suicide 3 times more than men, but men are more successful at it… Middle-aged to elderly people are the highest risk group by age, and white people attempt suicide more than people of color… SO ATTENTION PLEASE, if you are an elderly, white, male getting up in years, please, do not hesitate to get yourself a depression screening…

But depression is not the only reason people choose to end their life. Some people commit suicide to leave their spouses insurance money….Some even do it out of honor, like the Japanese ritual of Hari-Karl...some just want to get out of painful physical conditions. But by far, of all variables associated with suicide... depression tops the list…

But Robin Williams wasn’t just suffering from depression…I’m surprised I have not heard it mentioned, but I believe he suffered from Bipolar Disorder, with mood swings ranging from super low to super high…. Robin used his mania constructively, unleashing his racing mind on stage in frenzied, super-manic performances…Like Ted Turner, he built an empire on his mania…

But there was something extra special about Robin….He was for the people, and by the people…never afraid to be silly, always representing and fighting for the under-dog, and the poor folks who are barely making their bills…. It’s been said he was a very charitable and generous man.

Robin had a severe drinking problem…

Booze is a coping mechanism…Yes a coping mechanism; albeit, not a healthy one…

Maybe in the beginning the alcohol or drugs help to forget feelings of hopelessness…Hopelessness is a key state of mind that correlates with severity of depression and suicidal ideation.. But the booze or drugs eventually stop working, and when this happens Beware!...That is when an awful lot of suicide is contemplated, and too often attempted….

The sad man hiding behind the clowns happy face…a worldly, somewhat eerie icon, that is branded deep within our brain and soul. It projects sadness and to some extent, madness, and how frail we are as humans..

By Eleanor Hannan It all started in 1968 when Chris Curtis formed the group and they’ve been around ever since. The name “Deep Purple” was adopted from guitarist Ritchie Blackmore’s (original member) grandmother’s favorite song. The band drew great acclaim for their original material.

“In Rock,” the groups next success, established them as a leading heavy metal attraction and introduced such endearing favorites as: “Speed King” and “Child In Time.” Ian Gillian’s powerful vocals brought a new sound which enhanced the group’s new singles like: “BlackNight,” “Strange Kind of Woman,” “Fireball” and “Machine Head.” All topped the album charts.

In 1999, Deep Purple had an extremely successful tour of Australia and Europe. Together with Led Zeppelin and Black Sabbath, Deep Purple has been referred to as the “Unholy trinity of British hard rock and heavy metal.”

ORENTA GRANT Orenta Grant, called Irene, was born on August 31st, 1918, in a district called Stony Gut in the parish of St. Thomas, Jamaica, to the union of Betsy Ann Stewart and David Johnson. She was raised by her Aunt Jenny during her formative years, while her biological mother migrated to Cuba. Orenta was married on August 27th, 1957 to the late Herman Grant and was blessed with nine children and three step children. Unfortunately, one of the children passed away at an early age, however, Orenta continued to nurture her remaining children.

She is loyal in character, loving, caring, and a wonderful mother to her Immediate family and her extended family members. Orenta maintained an Overall healthy lifestyle throughout the years until July 13th, 2013 when she took ill. Her daughter Audrey fought not to give in to Doctors and their suggestions. Audrey and Doreen slept in the hospital, day and night until her mother came home. She took care of her mother in a loving, warm and caring environment, with the help son-inlaw, Jeff McLean, family members, friends and most of all Murine, Monica, Uncle Raffael, Petol, Ermine, Mr. Jones, Autha, Harry and Nurse Pollack, (who became a family friend). With God’s grace she has lived to see her 5th generation of children and is now Looking forward to enjoying her 96th birthday on August 31st, 2014.

5 foods for better moods, and 5 more that only bring you down (BPT) - Did you know the food you eat can literally make you feel happy or sad? Nutrition is one of the main components of mental health, so it's important to stock your plate with good food while cutting some of those less beneficial alternatives.

"Food can definitely alter your mood," says Dr. Shoshana Bennett, clinical psychologist, mental health expert, and radio host. "Sometimes the effect is immediate, other times there's a delay of an hour or so. Over time, the wrong foods can create a continuous foul mood or negative state of mind. Many people still aren't making the connection between their emotional well-being and what they ate for dinner - or the last 200 dinners."

Bennett explains that certain foods can negatively affect the neurotransmitters in our brains; these chemicals control sleep, appetite, mood and more. Bad foods can also cause inflammation, which may lead to other physical and mental disorders.

2. COLD-WATER FISH Salmon, mackerel and sardines are high in the omega-3s that help boost mood. Several studies show that a deficit in omega-3 fatty acids is linked to anxiety and depression. Most people in the U.S. don't eat enough fresh, coldwater fish, so supplements are required.

One-of-a-kind ‘Hollywoof’ Dog Park Coming Soon HOLLYWOOD - Stan Goldman Memorial Park, located on Knights Road just off of Johnson Street in Hollywood is about to become an oasis for man’s best friend. The City will soon be at work on the new 20,000+ square foot “Hollywoof” dog park to be located within the existing park and have secured fenced areas for both small and large dogs. The park will be furnished with dog play and training equipment; fresh water troughs, new pedestrian walkways, themed park benches, waste bins, signage and security lighting.

The signage at the entrance to Stan Goldman Park will be enhanced, as well as the landscaping. Upgrades to the roadway at Johnson Street and Knights Road will include a new paved entrance drive, pedestrian and vehicular entrance gate and parking lot for 15 vehicles which will also serve the existing pavilion and children’s playground. Renovations to the existing restrooms are also planned. The park enhancements were presented to the community at a recent meeting and are available on the City’s website at www.hollywoodfl.org under the “Hot Items” tab.

Planning and permitting of the estimated $375,000 project are currently in progress. Construction is slated to begin in January 2015, with the new “Hollywoof” dog park grand opening scheduled for early summer 2015.

DEADLINE FOR HOLLYWOOD'S GREAT NEIGHBORHOODS CHALLENGE II FAST APPROACHING Homeowners from every neighborhood in Hollywood worked hard all spring and summer to improve their properties for a chance to win up to $2,500 in the Great Neighborhoods Challenge II. All entries for the challenge are due by 3:00 p.m. on Tuesday, September 2. The challenge began on April 1st and was extended an extra month due to the excessive rain South Florida experienced in the month of July.

The City hosted two free home improvement design workshops, plant sales and paint giveaways. Over 250 property owners submitted “before” entries in the challenge and are working to finish their project and submit “after” photos by the deadline. Those neighborhoods with at least 25 homeowners completing the challenge in their area are then eligible to compete for a chance to win one of three neighborhood grants of up to $25,000.

While Gibbons has done tremendous things for this area over the years, it did come to his lack of being in the news and attending numerous local events where people often gather.

Furr has never stopped being the face locally, and that is what truly propelled him against his fellow Democrat.

While the weeks leading up to Tuesday's primary election in Miami-Dade and Broward Counties were slow when it came to the early voting process, things picked up a little bit more yesterday.

Still, low voter interest and turnout, which has been evident for the past few years, kept many away from the process that will eventually play out for the General and Municipal Elections on Tuesday, Nov. 4.

It was indeed a vital day for those looking to grab party nominations that will give them three full months to continue campaigning for the coveted seats.

A Universale Primary is a contest in a primary election in which all candidates have the same party affiliation and the winner will have no opposition in the general election. All qualified electors may vote in a Universal Primary contest regardless of party affiliation.

STATE SENATE DISTRICT 36 IS SETTLED WITH

BRAYNON, II This race came down to veteran and popular Oscar Braynon, II and newcomer Anis Auguste Blemur, who based his platform on the "regular working guy", who came from Haiti and made the American Dream come true with hard work and a proven business plan.

While everyone embraces change, Tuesday spoke volumes what Braynon has done for the residents and local communities. His 21,237 votes was nearly 70% of the final count - and will give him a huge advantage on a position that since 2011.

STATE HOUSE DISTRICT 100 SELECTS JOE GELLER The voters also spoke on Tuesday, choosing Joe Geller (3,270) over fellow Democrats Benjamin Sorensen (1,051) and aggressive newcomer John Paul Alvarez, who received 989 votes.

Geller is a longtime leader in South Florida.

A prominent attorney who was a leader with the American Jewish Congress, Geller led the Miami-Dade Democrats for more than 10 years and served two terms as North Bay Village mayor.

CONGRESS, DISTRICT 24 SELECTS WILSON AGAIN Change gave way to veteran and proven leadership on Tuesday - with 71-year-old political veteran Frederica Wilson running away with nearly 81% of the vote (35,280) against fellow Democrat Michael Etienne (8,595).
