HOLLYWOOD - For the past 18 years, I have been in awe of what the Greater Hollywood Chamber of Commerce has produced this time of year. It is an event

that was authored by this community and continues to be one that everyone tries to emulate.

On Wednesday, April 10th, Expo Alfresco - the Ultimate Food, Wine & Tradeshow Experience - will be held

from 5:00 p.m. to 8:00 p.m. at ArtsPark at Young Circle (Hollywood Boulevard and Federal Highway). It is one of those events that you mark on your calendar at the start of the year and make plans to attend.

For three hours,

there is enough food and business promotion to keep everyone happy. It is one of those outdoor events that will attract over 3,000 people - who will sample some of the great foods from local restaurants and eateries as well as take part in activities and enjoy the entertainment.

In a world where

networking is everything in this sluggish economy, this is tremendous opportunity to meet and greet as well as enjoy what the City of Hollywood has to offer.

Karen Miller has been to the past 10 Expo Alfresco events.

Hallandale Beach CRA Draft Report is examined HALLANDALE BEACH - As of March 5th the OIG sent a copy of the draft report of the findings and opinion from a yearlong investigation of the Hallandale Beach CRA that began in early 2012 to all parties to the investigation.

At that time the OIG accompanying letter stated that the record was a draft and not yet a public record. All parties involved were provided the opportunity to respond to the findings before April 4th. At that time the draft and responses would all be made part of the public record. In respect of the process, even though the record was released by another party, I have refrained from responding until this date. As Chair of the CRA Board and Mayor I want to take this opportunity to address the draft report.

First and foremost I want to reassure the taxpayers of Hallandale Beach that I take all matters pertaining to oversight very seriously. As noted within the findings, many of his observations have already been addressed by our CRA Board of Directors and City Commission as a result of our own special procedures audit. The report confirmed “as early as 2011 changes were made.” I am pleased that this investigation has been completed. I am concerned that the complaint/s and complainant/s referred to in the report were not included. I would hope that they are disclosed as part of the public record, as with other reports from the OIG’s office.

The report also affirms the lack of stable constant management staff had impacted the day to day operations of the CRA. I, along with the rest of my colleagues, have hired

Mayor Joy Cooper different staff and will continue to hold the Executive Director and the City Manager accountable for deficiencies in the day to day operations of the CRA and City respectively. We recently dismissed the Executive Director Alvin Jackson for failure to perform day to day operations and communicate clearly his actions to the BOD in an open transparent manor.

The CRA goals and objectives are set by the Board.

Over the years there was never a vote taken without legal counsel present. This was to insure actions were within the scope of State Statue 163. The duties of the Executive Director have also been executed under the laws that govern state statue.

The OIG has opined on an Attorney General advisory opinion that narrowly defines CRA spending activities. This is an opinion and not binding law.

Policy and goals are set by governing body. Administrative procedures and internal controls are implemented as the result of the leadership of the manager and executive director. With this said, the City Attorney, the CRA Attorney and Executive Director have drafted a response to all the allegations where the OIG

suggested there was gross mismanagement in the day to day operations under a different cover letter.

Our CRA attorney will also address the greater concern that the OIG does not have jurisdiction over CRA’s within the county ordinance. In order to maintain transparency and avoid the chilling effect a lawsuit would have had on public trust during this investigation, the CRA BOD and City Commission agreed to move forward with full cooperation in the investigation rather than challenge the OIGs actions.

I stand firm in the fact that the action of the CRA has been within state statue.

The act provides fairly broad language that provides the CRA ability to eradicate slum and blight through a CRA plan. The nature of a CRA while using tax funding is quite different then general government. The flexibility in 163 creates great opportunity to address slum and blighted condition though a dependant taxing agency.

In addition to establishing the plan, the BOD has responsibility of providing oversight of TIF budget. The Hallandale Beach CRA Board of Directors has always met as a separate board. We have conducted our meetings in the sunshine as required by state law. We have implemented CRA plan since the inception of the CRA and have updated the plan and budgets by majority vote. We have submitted our annual report; not only to the city, but to the County and State.

It has been the policy of the Board of Directors to comprehensively address slum and blight conditions by many programs; not solely

with “Bricks and Mortar” projects. The grant and loans referred to are not a significant portion of our CRA, but we do expect our professional staff to insure that administrative protocols are in place; not only to meet the policy of the BOD, but insure TIF dollars are spent for the sole purpose of benefiting the CRA. The Executive Director is also responsible for hiring other personnel, executing contacts and the purchase of goods and services to maintain operations in the CRA. I am in agreement and have supported actions that addressed deficiencies pointed out in our own special procedures audit and reevaluated and reaffirmed by the OIG. There are areas, in my opinion, where the OIG report is not accurate.

The suggestion that due to OIG inquiry, staff has developed a plan for the City to pay for parks outside of the CRA is not accurate. There was never and would never be a time that the CRA BOD would spend money on “Bricks and Mortar” outside of the CRA. Pro rata bond proceeds would be paid for appropriately by the city. The contract for the construction of the two parks in question has not even been fully executed and not one shovel has even been placed in the ground.

Grants to outside agencies are permitted within our CRA plan according to our legal counsel. The projects that have been paid for have been implemented. The many nonprofits that we have partnered with have implemented successful programs that have kept children off the streets and people employed.

While these programs reflect

only a small percentage of our CRA budget the monitoring of these programs has continued to become more elaborate.

As for the Palms Art Center, I do not have intimate knowledge of their book keeping, so I cannot comment on “the probable cause”. I have witnessed the work they have performed in the community first hand. They have provided afterschool programs, summer camps and an art to work program.

The loan to DOI in my opinion was not gross mismanagement of the CRA. The loan was made and approved by the BOD to establish a minority owned start-up business in the core of the CRAs blighted area. It was an opportunity to develop a technology based service business unique to the traditional business model. While the business did not succeed, it would have been a different story if they did. Regretfully, the economy was failing and sadly, the owner suddenly died.

The Business Incentive Programs will have inherent risk by the nature of them being in a CRA and not being a municipal function. It should be noted many CRAs simply provide grants without repayment. Our BOD decided to create a combination of grants (loan forgiveness) and

loans to allow for the repayment of TIF for future use and to further the goals of the CRA. It is inaccurate to state that the SBREP was established “for particular borrowers” and then suggest it was for one business. The Small Business and Retention Program was discussed during a CRA workshop as a program to include relocation dollars, micro loans and rent subsidies for “any” business within the CRA in light of the changing economy. Mr. Good did not set up the programs policy in a timely manner after the CRA workshop.

The loan that was given to the Sun Times to relocate was executed and approved by the Executive Director within his authority. Mr. Good has since stated that if he had known the salaries of the principal owners, he would not have loaned them money.

Since this decision, salaries were added as one of factors to be considered when loans are evaluated.

I do not agree with the conclusion of the OIG in the handling of the purchase of HVM. It was done in the sunshine and was vetted appropriately by the Executive Director through an appraisal process.

By Steve Cummings It has been said over and over again, when Hallandale Beach Commissioner Bill Julian hosts a fundraiser, everyone comes out as winners. Last Friday night was proof of that.

The Eighth Annual Pasta Dinner Fundraiser hosted by the Kiwanis Club of Hallandale Beach saw a record turnout of over 300 patrons at the Hallandale Beach Cultural Center and will enable the Kiwanis Club of Hallandale Beach, the Hallandale High School Key Club, Gulfstream Middle School and Hallandale Elementary School to replenish their coffers.

Although it takes the assistance of many workers and sponsors, Hallandale Beach Commissioner Julian coordinates having the food and beverages mostly donated and works tirelessly for three months on promotion and collection of raffle prizes. He is nothing short of spectacular and the most altruistic person I know. Bill also credits his mother, Elsie, who works behind the scenes making critical preparations.

"For me, part of a successful community is the chance to give back to those who step up during the course of a year," said Julian. "This was by far our most impressive event that we have had, and it only makes me look forward to doing it all over again next year.

On a weekend that included Good Friday, Passover and Easter, many came out to do their part in helping raise money for a great cause. It also goes without saying that when you have volunteers who step up and do their part, everything seems to run a lot smoother.

Last Friday night, the kitchen ran flawlessly thanks to Ivette and Greg Pizzano and Henry Hann, and many thanks to Hallandale Beach civic leader Ann Henigson, who helped serve the food.

Ann is another quality person in this community who is always doing things and rolling up her sleeves with little or no fanfare.

Also, I wanted to single out the Hallandale High School Key Club that rose to the challenge of serving all the guests in an efficient manner and stayed late into the evening cleaning up. Those are little things that are never mentioned, but still need to be brought out.

Hard-working Barbara Southwick, who is always involved in something, was in charge of raffle sales as

Commissioner Julian collected prizes exceeding $5,000. Our great friend and former commissioner Francine Schiller also collected dinner tickets at the door.

It was also a big night for Gulfstream Middle School.

Teacher of the Year, Stacie Conner, was selling dinner tickets out front and was assisted by fellow teacher Steven Carlo from the same school. Both were proud that their school Principal, Brian Kingsley was in attendance as he was just recognized as Principal of the Year in Broward County.

Last week we wrote a column on how hard Kinglsey works not only at the school, but also within the community. He is always involved in everything and anything.

Hallandale Beach Mayor Joy Cooper and Kathy Conover assisted at the bar with Hallandale Beach PAL Board Member Pat Brennan and Kiwanis member Joe Kessel assuming the duties at the microphone. Joe Kessel is one of the great people who is never short on words in front of a crowd.

An event of this magnitude necessitates assistance from many sponsors, and while I will probably will miss a few, which I apologize for, there are those who continue to make this event special.

Among the food donors were Mama Mia’s in Hollywood, Carini’s and Flashback Diner in Hallandale Beach, and Protano’s Bakery.

Violetta agrees to make the sacrifice. Upon departing, she leaves Alfredo only a note. When she appears at a ball with an old admirer, Baron Douphol, she infuriates Alfredo, also attending the ball. Later on, Violetta becomes ill, all her friends desert her, leaving her almost penniless. After Alfredo’s father tells his son of Violetta’s sacrifice, asking his son to seek her forgiveness, Alfredo at last returns to her. Overjoyed at the

sight of him, but too ill to respond, she dies in Alfredo’s arms.

and negotiated by the Executive Director. Since the average appraisal of the property was found to be over the 200,000 dollars purchasing authority it was brought to the board. Nobody from the public sector was denied any access to the process and every meeting that has been held by the board has been accessible. Any comment to the contrary is only hearsay.

I am pleased that the OIG has concluded that there was not an over payment for the property purchased from Higher Vision Ministry. OIG states that the property was purchased for fair market value and that the only error was a staff miscalculation of the payoff at closing. This was concluded to be a human error in calculations.

Since then, even though the Executive Director was going to waive the cost to the church, it is still being paid off by them. The continued complaints and speculations on this purchase were solely due to the fact this property was owned by Higher Vision Ministry that is run by Pastor Sanders who serves on the Commission and BOD. No policy or procedure would have changed the politics behind these complaints.

The other area that was not addressed is the fact that the CRA “is” participating in the overall Technology Replacement Program being implemented by the city. These technology advancements will provide new accounting framework and software to accommodate all departments and also be beneficial to CRA. I will continue to work side by side with residents, my colleagues and Staff to further the goals of our CRA. We will continue to work within the state statute that governs CRA’s and provide oversight to our Executive Director. There is always room for improved efficiencies and in this case, the BOD has implemented changes even before the OIG started his investigation.

The fundraising gets started at 7:30 p.m. at Whiskey Tango. It’s a $20 donation to participate and be eligible for drink specials throughout the evening. The Hollywood Junior Chamber also known as the Jaycees, will be hosting a pasta dinner to support the relay on Tuesday, April 9 starting at 5:30 p.m. at the Hollywood Jaycee Hall, 2930 Hollywood Boulevard.

The dinner is $7.00 per person and once again, the event is open to the public. This is a great opportunity to make new friends, find out about the Jaycees and help in the fight against cancer.

If you can’t make the pre-events, you can still take part in the Relay for Life on April 19 and April 20. Beginning at 6 p.m. on April 19, the Relay will feature an opening ceremony, musical performances, a silent auction, prize drawings and recognition of cancer survivors and their caregivers.

Veins and Valves

Most of our blood volume is carried in the veins (64%). Veins can expand to hold large amounts of blood. Veins are blood vessels that carry blood from the body back to the heart. Blood return from the legs occurs mainly through the deep veins.

Within the veins, especially those of the legs are valves. Venous valves are bicuspid (two) flap like structures made of elastic tissue. The valves function to keep blood moving in one direction.

The flow of blood in the venous system is complex for several reasons: the low pressure within the veins, flow rates that vary from high (during muscle contraction) to almost no flow during quiet standing or sitting positions, the effects of gravity, the collapsible nature of the venous wall, the presence of valves, and the large volume of blood carried in the veins.

Once the blood has passed from the arteries through the capillaries, it is flowing at a slower rate because little pressure remains to move the blood along. Blood flow in the veins below the heart is helped back up to the heart by the muscle pump.

The walls of the veins are thin and somewhat floppy. To compensate for this many veins are located in the muscles. Movement of the leg squeezes the veins, which pushes the blood toward the heart. When the muscles contract the blood within the veins is squeezed up the vein and the valves open. When the muscle is at rest, the valves close helping to prevent the backward flow of blood. Atherosclerosis: What Puts Certain People at Increased Risk?

(BPT) - Do you consider yourself at increased risk for atherosclerosis? If you answered “no” – you’re not alone. A recent survey* conducted by AstraZeneca of more than 2000 American adults revealed that only 1 in 5 (20 percent) respondents consider themselves at increased risk for this potentially dangerous disease where plaque builds up in the arteries slowly over time.

The survey also re-

vealed that only 21 percent of respondents could correctly identify all 6 atherosclerosis risk factors that were asked about in the survey (high cholesterol, high blood pressure, diabetes, family history of early heart disease, smoking and obesity).

Q… Dr. Ron…, my daughter works for a large corporation who treats their lower level employees miserably.

They rule by threat & fear. Their managers are abusive to many, while showing undue favoritism to some. She is at her wits’ end, & is about to look for other work. Why do employers like this continue such policies, when they are just losing their best people…….

S.H.., Hollywood A… Two thoughts come to mind; ignorance & poor communications. Employers who manage via threat, domination, & fear unnecessarily perpetuate high levels of stress in their employee’s working environment, which actually cost their company a considerable amount of money. An entire field of research, known as Industrial-Organizational Psychology, devotes itself to the study of problems & solutions in the work-place, and almost all studies conclude that a stressedout worker is a less productive, and cost-efficient one.

Some of the most common underlying variables which facilitate a stressful working environment include: unstable work hours, pressure to meet unreasonable deadlines, inequities displayed by supervisors, conflicts with supervisors or co-workers, and workers feeling they have no voice in decision making. But some shortsighted employers will just ignore validated research, and continue to rule by blind obedience & fear, feeling it’s easier to do so, and that it makes no difference to their bottom line if employees are unhappy, or stressed…. They are dead wrong. Stressed out employees do effect the bottom line, and in a very costly manner.

Job stress relates to lower productivity in many ways. On the job accidents, absenteeism, poor job performance, high turnover rates, and job "burn-out" significantly affect a company’s bottom line. How much does this cost American Industry? In a study undertaken by Karasek & Theorell (1990), it was estimated that job-related stress cost American industry over $300 Billion dollars per year., not exactly what could be called pocket change!… But on the job stress has other costly consequences, and that is the toll it takes on the mental & physical health of the workforce. Heart disease, high blood pressure, stroke, ulcers & arthritis, are some of the physical illnesses that are highly exacerbated by job-stressors. When you combine that with mental problems also associated with job-related stress, such as depression, anxiety, and substance abuse, the cost to our already taxed healthcare system is staggering….Often the root & cause of a company’s dysfunctional stress-environment can be easily resolved, by change of a simple procedure, or elimination of a maladaptive manager, but a successful outcome is much less likely when poor & non-objective communications exist between administrators, management & workers…

A stable, communicative, and fair work-place environment, facilitated by administrators who respond to the thoughts & feelings of the workforce, rather than reacting to them, benefits not only corporations, but society as a whole……

Mount Sinai to Host Annual Focus on Caregiving MIAMI BEACH Mount Sinai’s Wien Center for Alzheimer’s Disease and Memory Disorders will host the annual Focus on Caregiving, an educational seminar geared towards caregivers of Alzheimer’s patients, presented in part by the Miami-Dade County Alzheimer’s Disease Initiative.

The public seminar will be held on Monday, April 29, from 8 a.m. – 2 p.m. at Mount Sinai Medical Center located at 4300 Alton Road in Miami Beach.

“This program is designed to provide knowledge, skills and methods of coping to

family caregivers and others involved in the care of individuals with Alzheimer’s disease and other memory disorders,” said Dr. Ranjan Duara, Director of the Wien Center at Mount Sinai and one of the seminar’s presenters.

Experts from around South Florida will discuss various topics related to the care of Alzheimer’s patients and be on hand to interact with the audience. Dr. Duara will provide an update on the latest research and treatment of Alzheimer’s disease.

Sarine Salama, of the Alzheimer’s Associa-

tion Southeast Florida Chapter, will discuss the effects of living with Alzheimer’s on caregivers. Sophia Salver, Esq., will discuss elder law issues. Judi Hamelberg, a physical therapist and certified driving rehabilitation specialist, will address the challenges and evaluation process of safe driving. The program will conclude with Dr. Dolores Perdomo, from the University of Miami Miller School of Medicine Department of Psychiatry, discussing caregiver stress.

The event will also serve as a means to earn continuing educa-

tion units (CEUs) for healthcare professionals such as nurses, social workers, marriage and family therapists, mental health counselors and certified health education specialists.

Cost to attend is $10 for caregivers, students and professionals; $20 for professionals seeking CEU credits. Complimentary breakfast is provided.

The Hallandale Beach Parks and Recreation Department created four categories for children, ages up to 3 years old, 4 to 6 years old, 7 to 9 years old and 10 to 12 years old to ensure all children had an opportunity to scour the park to find the eggs left by the City’s Easter Bunny, Flop E. Ears.

GRANT WORKSHOP April 11 event is open to community organizations

Community organizations seeking grant funding from the City of Hallandale Beach in fiscal year 2014 are urged to attend a grant workshop at 2 p.m., Thursday, April 11, at the Cultural Community Center, 410 SE Third St. The workshop is not mandatory for applicants, but is highly recommended.

The City will explain the grant program and application process. The application is very specific and requests for support must meet specific core services.

“The workshop will provide information on the grant process and requirements of the grants upon selection and award,” said Cora Daise, Assistant Director of Human Services. Human Services administers the grant program.

Hallandale Beach annually provides support through grants to non-profit agencies that provide community-based services to the City. The City provides grants up to $5,000 in the minigrant program, and up to $50,000 through community partnership grants. There is limited funding for the Community Partnership Grant program.

For an explanation of the program and list of core service requirements, visit the Human Services page on the City’s website, www.cohb.org. Application process opened on April 1, and applications will be accepted through 4 p.m., Monday, May 13. All applications must be delivered to the Human Services Department, at the Austin Hepburn Center, 750 NW 8th Avenue.

Applications received after the 4 p.m. deadline will not be considered.

The first two years, EcoFair concentrated on energy savings and conservation. In 2012, the Chamber and City merged EcoFair with the annual Arbor Day tree giveaway and Earth Day obser-

vance to create GreenFest.

Trees play a large role in GreenFest. Hallandale Beach has received the “Tree City USA” designation for 23 consecutive years. This year, the City will distribute a limited number of free citrus trees to City residents only. Residents must provide proof of residency to sign-up for a tree. Registration will begin at 10 a.m. Trees will be distributed during GreenFest.

“We will have an Arbor Day tree planting ceremony at GreenFest,” Mr. Perdomo said. The tree will be planted at a loca-

tion around the Municipal Complex.

The Hallandale Beach Beautification Advisory Board will present the Hallandale Elementary School 2013 GreenFest artwork awards. The board selects first, second and third place artists in each grade, and chooses an overall winner. The artwork from the overall winner will be used on the GreenFest 2014 poster. The design on this year’s GreenFest flier is the artwork of 2012 GreenFest artist Inez Iskander, who last year was a student at Hallandale Elementary School.

Make entertaining as simple as possible by stocking your fridge a few days in advance.- Consider using appliances that will help you save time, such as

A celebrity chef's tips for scoring big with game-day partying

ENGLISH MUFFIN PIZZAS For the dough: 2 2/3 cups unbleached bread flour 2 teaspoons instant yeast 3/4 teaspoon kosher salt 1 1/2 cups whole milk, heated until lukewarm 1 tablespoon olive oil 2 teaspoons honey 1/4 teaspoon baking soda 3 tablespoons warm water 2 tablespoons vegetable oil, plus more as needed About 1/4 cup fine cornmeal *Not enough time to bake from scratch?

No shame in using your favorite store bought brand English muffins instead! If you'd rather go that route, feel free to skip down to step 7.

Directions: 1. To make the dough: In a large bowl, whisk the flour, yeast and salt to-

gether until combined. In a large liquid measuring cup or a bowl, stir the milk, olive oil and honey together until combined.

While whisking, slowly pour the milk mixture into the flour mixture, whisking until the liquid is absorbed and spongy dough forms. Cover the bowl tightly with plastic wrap and refrigerate for at least 12 hours, or overnight.

2. Remove the dough from the refrigerator and let it come to room temperature.

3. In a small bowl, stir the baking soda and warm water together until the baking soda dissolves.

With a large rubber spatula, gently fold the soda mixture into the dough until just combined.

4. Cook the muffins: Heat the vegetable oil in a large skillet over medium heat. Grease four 4-inch English muffin ring molds into vegetable oil and dust the interiors with cornmeal, shaking out the excess. Place the molds in the pan and fill each one two-thirds full with dough. Sprinkle 1/2 tea-

spoon cornmeal over the top of each muffin, reduce the heat to low, and cook until the bottoms are golden brown, about 12 minutes. With a large spatula, flip the muffins, in their molds, and cook for an additional 12 minutes.

5. Using the spatula, transfer the muffins, still in the molds, to a rack and set the pan aside.

Cool for three minutes, then remove the molds, stand the muffins up on their sides to keep them from collapsing under their own weight, and let cool completely on the rack.6. Meanwhile, heat the pan again over medium heat. Regrease the muffin molds and dust again with cornmeal. Place them in the skillet, fill them two-thirds with dough, and sprinkle with cornmeal, then reduce the heat to low, and cook as directed above. Let cool, and continue making muffins until the dough is used up.

7. To make the pizzas, preheat the broiler. Split the muffins and toast

them lightly. Top with your choice of sauce and/or other ingredients and broil until the toppings are hot, the cheese is melted, and the edges are crisp.

Note: Store completely cooled muffins in an airtight bag at room temperature for up to three days or freeze them for up to one month.
