Police Memorial Dedication The Hollywood Police Department will dedicate a new police memorial to the six courageous officers who have lost their lives in the line of duty since the City’s founding in 1926. The ceremony will be held on Friday, May 23 at 10:00 a.m. in front of the Hollywood Police Department at 3250 Hollywood Boulevard.

The Hollywood Police Memorial features six Officer Podiums to individually honor each fallen officer. Installed in each officer’s podium is a photo along with a plaque with silver-colored raised lettering, a silver-colored badge and a silver-colored patch. There is also a Main Podium adorned with an aluminum plaque that matches each officer’s plaque.

The six officers whose service and sacrifice are honored by the memorial include: Officer Owen Coleman (09-1925 to 01-25-1926) was one of the first men hired when the newly formed City was establishing the police department. Officer Coleman was killed in a shootout in Davie in January of 1926.

Most news accounts of his death were destroyed in the hurricane of 1926.

In the early 1990s, an historian of South Florida Police Officers killed in the line of duty discovered records of his death. Officer Henry T. Minard (9-6-1971 to 11-18-1972) was killed in the line of duty on November 18, 1972. Officer Minard was answering a silent holdup alarm at a jewelry store and interrupted a robbery in progress. He was fatally shot by the robber.

Officer Byron W. Riley (10-111971 to 8-30-1973) and Phillip C. Yourman (10-11-1971 to 8-30-1973) began a pursuit of a strong-arm robbery suspect vehicle. As they

Officer Frankie Shivers (12-201981 to 9-6-1982) lost her life while responding as a back-up to a car accident. This bizarre incident began with a traffic stop by another officer, John Lunney. While writing the citation, another car slammed into Lunney’s police cruiser, hurling him onto the roof of the vehicle he had stopped. The vehicle causing the crash burst into and Officer Shivers attempted to rescue the woman in the burning vehicle. The female driver grabbed Officer Shivers, revolver and shot her several times.

Officer Alex Del Rio (4-12-99 to 2-22-08) is the City of Hollywood’s most recent fallen officer. Officer Del Rio was conducting traffic enforcement on Sheridan Street on the evening of February 22, 2008. In an attempt to stop a speeding motorist, he was involved in a motor vehicle crash and lost his life.

Hallandale Beach has a new commissioner

By Hallandale Beach Mayor Joy Cooper Hallandale Beach has a new commissioner, Commissioner Leo Grachow.

On Wednesday, the city commission went through a 4 hour selection process. In our charter, it does not spell out what the process needs to be, only that the vacant seat is filled by a majority vote of the commission. In

On Monday, we held a Commission Workshop after the CRA meeting and it gave us an opportunity to redefine how the meeting would be

Commissioner Sanders proposed a great idea that was agreed to. Rather than each commissioner asking their own question, a set list was to be provided with the commissioners giving a point ranking of 1-5 on each question. At this point we had 9 finialists. The top three ranked candidates were Leo Grachow, Sherri Natelson and Etty Sims.

Going into round three, each commissioner had 4 minutes to ask their own question of each finalist. At that point it was in the hands of the commission. The commission did not want to do a direct nomination they wanted to do a written vote. It needs to be noted that all these lists are public records.

The commission cannot vote by a secret ballot. The first vote was two for Leo, one for Sherri and one for Etty. A motion was made for Leo and seconded.

His nomination was passed 4-0.

While some will criticize the process at least we all in the end worked together to make a decision. We were all very impressed by the diverse committed group of candidates. I want to once again thank them for their commitment to work for our

We adopted our annual budget and recaptured money that was allocated for various projects that were delayed or rolled into new initiatives.

Some projects that were rolled into larger projects were crosswalks, pedestrian and drainage improvements that were being planned block by block. The CRA adopted a large scale plan for “Complete Streets”.

Rather than simply doing a few in each area, we are doing each area of the CRA in phases.

After the designing we will be looking to bond the CRA dollars to expedite these improvements.

Another program that we are adding to is land acquisitions.

There are various parcels that the city is looking at to address slum and blighted conditions. This money was budgeted but no

purchases will be approved until they are brought forward to the commission.

The CRA is moving forward with OB Johnson Park and focusing on the Foster Gateway completion.

Operationally we are on target except accept for additional attorney costs for last quarter and additional legal needs for anticipated negotiations on Foster Gateway. With a portion of the recaptured dollars we are budgeting for the Old School House and the Moffit House restoration projects.

The CRA continues to look at all of our programs and projects to keep them in line with the boards shared goals for the area. We have streamlined many of our programs, made our application process clearer and have partnered with the city to evaluate all grant applications for nonprofit entities that provide an array of services to our residents.

A new board was established that is comprised of one appointment that has direct experience with a nationally recognized nonprofit, one business owner, two residents from the CRA area at large and one resident that does not live in the CRA. Rainbow 6 Mandatory Payout Set For Memorial Day, May 26 HALLANDALE BEACH, FL - Gulfstream Park announced today there will be a mandatory payout of the Rainbow 6 on Monday, May 26.

The 20-cent wager, which had a carryover entering Saturday of $5.9 million, has not been hit since Jan. 10 and could hit a record $6 million by this weekend. If there is no single winning ticket on the Rainbow 6 through Sunday, May 25, the total pool on Memorial Day could be anywhere from $10 to $20 million.

Including today, there are eight more days of live racing until Memorial Day. The mandatory payout was originally scheduled on June 29, Gulfstream’s last day of racing before the end of the state fiscal year, but Gulfstream President Tim Ritvo said guests and customers

have been unanimous asking the mandatory payout date be moved up.

“Since the end of our Championship Meet our guests, fans and customers have been asking for us to move the mandatory payout, and many specifically said Memorial Day would be the perfect weekend,” Ritvo said. “In our effort to always listen to our customers, we petitioned the state to change the date of the Rainbow 6 and we were granted permission.

“We believe having the mandatory payout on Memorial Day will be a memorable one for one or several of our players. All the major tracks will be

Locally, all property east of Federal Highway (Biscayne Blvd in Metro-Dade County) was noted as a high risk Coastal Flood Zone. Since then, there have been geological changes resulting from land development, erosion, increased storm intensity and other impacts to our shorelines. New studies have been made to determine if that Flood Zone should be reconsidered farther west based on these reports,. The studies also identify new flood plains and areas of highest risk.

These new maps are called FIRMS (Flood Insurance Risk Maps) and can be researched on the FEMA website.

All homes or business owners with mortgages are required to carry flood insurance, as of the Flood Disaster Protection Act of 1973.

In 1994, the National

Flood Insurance Act helped reduce Federal expenses in flood assistance. The National Flood Insurance Program (NFIP) enabled property owners to buy insurance protection against losses from flooding. Rates were based on FEMA studies.

Rate increases to come With all the flood, fire, hurricane and tornado disasters that FEMA has contended with over the past few years, the agency has also become financially stressed.

Disaster assistance cannot be put aside, but may become more limited in the future. That intensifies the need for private insurance.

Insurance rates will be affected by FEMA studies.

Section 100236 of the Biggert-Waters Flood Insurnace Reform Act, passed into law on July 6, 2012, explicitly instructed FEMA’s administrator to submit an affordability study to Congress for (rate increases to) property owners “not later than

Several governors are very concerned about this.

The Honorable Phil Bryant, governor of Mississippj in conjunction with the governors of Florida, Alabama, Louisiana, South Carolina and Massachusetts, filed a lawsuit challenging FEMA’s decision to unilaterally raise flood insurance premiums before completing an affordability study, as mandated by the Biggert-Waters Act. Many in Congress have also spoken up, especially U.S Rep Alcee Hastings.

“My concerns are for the hundreds of thousands of Floridians, and millions more nationwide,” said Hastings at a gathering

of city and state officials and local businessmen in Hallandale Beach last week. Rep. Hastings officially pledged his support to the governors’ lawsuit, admonishing FEMA’s failure to conduct the affordability study in time.

Hastings feels there is no question that reforms are necessary to enhance the solvency of the NFIP, but it should not come at the expense of affordability for the people. “If unchecked,” says Rep Hastings, “ property owners could experence untenable rate hikes that threaten to wash away property values and push people out of their homes.”

Homeowners Insurance Usually Does Not Cover Floods Meanwhile, hurricane season is on its way. and being proactive can prevent major prob-

lems. Most homeowners feel they are covered for flooding by their homeowners insurance., and many others have faced disaster when they realized they were not.

Unless stipulated, most policies do not cover natural disasters such as wind and flood damage.

FEMA recommends that now is the time for all property owners and renters to review their insurance coverage with an insurance agent, to ensure that their homes, businesses and possessions are adequately protected from all types of disasters.

“Although only mortgaged properties are required to have flood insurance,’ says Stephen Riemer of Riemer Insurance in Hallandale Beach, “everyone is susceptible to flooding.” Riemer recommends that property owners and renters assess their personal risks and protect themselves from serious losses.

Insurance professionals agree that flood insurance policies should be viewed as protection against a continuing threat, not only if flooding appears imminent. In fact, most flood insurance policies typically have a 30-day waiting period from the date of purchase before going into effect, except in the case of a closing or refinancing.

Back in the late 1990s, Michael Dezer, a successful New York developer, visited the beachfront and had a vision. He began purchasing the old motels that had seen their best days and slowly began leveling them. His first planned property, Ocean Grande was changed to Trump Grande as he initiated partnership in development of the beach with The Donald. A total of six Trump properties currently line the beach, including Trump Palace, Trump Royale and Trump Towers, all developed in conjunction with Dezer Development.

Today, the high construction cranes are highly visible and concrete trucks are a regular sight.

Currently under construction is The Jade, being developed by Fortune International, St. Tropez by J. Milton, Chateau Beach by Chateau Development, and an addition to Acqualina with a special penthouse unit that will be priced at $50 million. Also under construction is Dezer Porsche, another super luxury condo being built as a partnership of Dezer Development LLC and Porsche, a concept inspired by Gil Dezer, the second generation. This fascinating building features a robotic parking system with a unique auto elevator that will allow owners to park their cars right up to their residential unit door.

Major changes have also happened on the west side of Collins Avenue, across from the beach.

Much like Dezer, RK Developers bought up most of the shopping centers, remodeled them, and brought in new tenants to service the influx of new buyers and the three-quarter million visitors that flock to the city each year. Residential buildings fill the western area of the island along the Intracoastal, bringing in an increase in permanent residents, now numbering 22,000.

This massive development activity has had a major impact on Sunny Isles Beach.

“When the City of Sunny Isles Beach incorporated in 1997, changes began to happen,” says Norman Edelcup, Mayor. “This new development changed us from a growing retirement area to a highly desirable international resort destination, and has attracted a multi-age, multi-cultural residential population. Aside from creating a magnificent beachside resort city, our tax base from all this development is $7 billion annually and growing, which allows our millage rate to remain very affordable.”

Historically speaking, Sunny Isles has always been a fun city.

Honey Scriff began vacationing in Sunny Isles as a child and her family so enjoyed the ambiance that they eventually moved there. She remembers the glamour and glitz of Sunny Isles when it was considered the playground of the world. “Motel Row was such a hot spot back in the 60s and 70s with places like the Sahara, Aztec, Desert Inn, Colonial and Castaways. It was like Vegas on the beach, and we could bounce from one motel to the other to enjoy top talent every night.”

Entertainment is still key to Sunny Isles Beach lifestyle.

The intent of the Mayor and city management was to maintain the ambiance of Sunny Isles Beach being a city of fun for its residents.

“Susan Simpson, head of the Cultural and Community Services Department, has developed a fantastically creatve program for our Sunny Isles residents,” says City Manager Christopher Russo.” He added that the programs were designed to increase social interaction and community pride.

“When I first began, our programs were geared to seniors,” says Ms Simpson. “With the opening of the elementary school and new residential development, the demographics shifted to families. This gave me the opportunity to expand into very creative offerings, adding diversified elements of fun.”

The Sunny Isles Beach activity schedule is jampacked with athletic programs for kids, teens and adults that include organized basketball, beach volleyball, soccer and a walking club.

Starting with kids, there are after-school programs at Pelican Community Park during the school year. Students at Norman S. Edelcup Elementary school can remain on the premises after school for an organized Afternoon Fun Zone, and their younger siblings who have an earlier dis-

There is a menu load of activities for adults, as well. Sunny isles Beach runs bus trips for cultural events throughout South Florida. For example, during this month of May, there was a trip to see the Blue Man Group on the 18th, and upcoming trips to attend performances of Evita and Ballet Hispanica, a Miami Marlins game, and visits to the Festival Flea Market and the Miami New Construction Show.

The city features a Golden Era Film Series, and sponsors a Poet and Writers Forum on the third Saturday of the month. Alliance for Aging conducts regular workshops in the community center in which they address diet, diabetes management and healthy lifestyle. Other workshops or seminars that the city presents during the year cover driver safety, tax assistance, computer training, English as a second language, art, karate for teens and adults, and yoga. Through city sponsorship, the Hearing and Speech Center of Florida provides FTRI telephones for the hearing impaired.

Cultural beauty includes love and appreciation for the environment. Unlike earlier development in beachside communities that permitted tall buildings adjacent to each other, zoning laws on Sunny isles Beach ensure view corridors between buildings and beach access for everyone. Beach events definitely have a priority with this community and the community parks are well attended. Outdoor art is very apparent in all public places, and the high rise architecture is some of the more exciting monuments to creative design.

“We have a great city,” says Mayor Edelcup, “Beaches, shopping, great activities for all ages, as well as being a global attraction for visitors, many of whom choose to make their second home here, adding to the fabulous fun-loving international flavor that we have always had.”

Do you have yellow teeth?

You may not understand why, but here is the solution

While many celebrities may sport pearly white teeth, the smiles of most people are a bit duller. But this shouldn’t be too surprising: A number of different things can affect the color of your teeth and turn them yellow.

Yellow teeth are not a great look in an appearance but what causes yellow teeth and how can you prevent it from happening in the first place?

There are two related reasons why your teeth slowly turn from white to yellow. The first well known one is foods and drinks that stain them directly and the 8 worst offenders for doing this will be covered ahead.

The second less commonly known reason is acids in certain foods and particularly drinks that wear away your teeth’s white enamel coating.

Soda for instance is highly acidic and regularly leaving it sitting on your teeth can start to wear down their protective outer layer.

When it’s at its thickest, tooth enamel is naturally white. Unfortunately as it is worn down it becomes translucent and starts to show through to the next layer of the tooth underneath called dentin.

This dentin layer of your teeth has a naturally yellower tone to it than that of the enamel that covers it, so the thinner your enamel layer becomes the more yellow your teeth will appear.

This is why many elderly people have relatively yellow teeth. The longer you’ve had your teeth, the more chance you have to wear down their white protective coatings.

Ahead are a list of foods and drinks that are some of the worst culprits for making your teeth go yellow. The reason that most of them have made this list is that they not only stain, but they are also acidic and can wear away enamel, so providing a double whammy of teeth yellowing.

While some of the drinks and foods that cause your teeth to turn yellow are unhealthy anyway and worth avoiding, one or two of these are otherwise good for you and following this list is a couple of surprisingly simple things you can do to minimize the damage these foods and drinks do to your teeth without giving them up.

There are several causes of tooth discoloration, including: Foods/drinks. Coffee, tea, colas, wines, and certain fruits and vegetables (for example, apples and potatoes) can stain your teeth.

Tobacco use. Smoking or chewing tobacco can stain teeth.

Poor dental hygiene. Inadequate brushing and flossing to remove plaque and stain-producing substances like coffee and tobacco can cause tooth discoloration.

Disease. Several diseases that affect enamel (the hard surface of the teeth) and dentin (the underlying material under enamel) can lead to tooth discoloration. Treatments for certain conditions can also affect tooth color. For example, head and neck radiation and chemotherapy can cause teeth discoloration. In addition, certain infections in pregnant mothers can cause tooth discoloration in the infant by affecting enamel development.

Medications.

The antibiotics tetracyclne and doxycycline are known to discolor teeth when given to children whose teeth are still developing (before the age of 8). Mouth rinses and washes containing chlorhexidine and cetylpyridinium chloride can also stain teeth.

Antihistamines (like Benadryl), antipsychotic drugs, and drugs for high blood pressure also cause teeth discoloration.

Advancing age. As you age, the outer layer of enamel on your teeth gets worn away revealing the natural yellow color of dentin.

Genetics. Some people have naturally brighter or thicker enamel than others.

disturb enamel formation in young children whose teeth are still developing. Trauma can also cause discoloration to adult teeth.

How Can I Prevent Tooth Discoloration?

By making a few simple lifestyle changes, you may be able to prevent tooth discoloration. For example, if you are a coffee drinker and/or smoker, consider cutting back or quitting all together. Also, improve your dental hygiene by brushing and flossing regularly and getting your teeth cleaned by a dental hygienist every 6 months.

If your teeth appear to be an abnormal color without ready explanation and, if other symptoms are also present, make an appointment to see your dentist.

Teeth Whitening Who doesn’t want a sparkling smile?

Coffee, tea, wine, and other foods discolor teeth over time. If your smile has lost its luster, several teeth-whitening techniques are available.

At-Home Products Whitening rinses. Used like a mouthwash, these products contain whitening agents. They’re easy to use. All you do is swirl the rinse around your mouth for a minute. Because the whitening agent is in contact with teeth for a short time, rinses whiten teeth gradually.

Whitening toothpaste. Whitening toothpastes have mild abrasives or enzymes that remove surface stains with gentle brushing. Some people develop sensitive teeth if they use these products.

Gel strips. These are usually applied to teeth once a day for up to 2 hours. For full effect, most strips are worn for 10 to 20 days, depending on the strength.

Ask Dr. Ron “Step Parenting Issues can be difficult” Q…Dr. Ron: My brother who is the custodial parent of his 9 yr old daughter recently remarried a woman who is just plain not the motherly type, and can often be quite testy. My niece is miserable, and is starting to act out both in school, and at home. I know she is a child, but I believe her attitude towards this new woman is justified. I want to help, but I’m not sure how involved I want to get in their family business…They tried some therapy, but it did not work out for them…What can I do? A.M. N. Miami A…Divorce, or the loss of a loved parent is difficult enough for a child, and the reality is that many children are expected to be compliant, and appreciative of step-parents that have no business raising children. On the other hand, sometimes a child is so shut off to the idea of having a new parent, that even with the best intentions, the new parent is not given a fair enough chance.

Both the child and new parent bring into relationships some very important pre-existing thoughts, and beliefs will greatly influence the outcome of the relationship, such as the experiences they have had in their past family lives, and their flexibility in accepting a non-biological family member. For a child accepting a new authority figure may be particularly difficult.

Personality also plays a major factor in some situations. You may have a child yearning for a father, or mother figure, but finds the particular personality of his new dad, or mom unacceptable, while in other cases, a child may have strong misgivings and doubts about accepting any new mom, or dad, but the new parent’s personality wins the child over….If things go well it is a blessing..., but often times there can be chaos in the home, with the biological parent continuously playing referee, and being torn apart between the people he or she loves most.

My advice to you is simple..., be a good listener to your niece, Try not to over direct her, but be a non-judgmental, loving good aunt, with a great ear. That will help your niece gain more ability to process, and understand her thoughts and emotions…And yes.., watch out that you do not get caught up in the whole family’s unhealthy dynamics…

One other suggestion, although you mentioned that there was an unfruitful attempt at counseling, they may not have engaged a counselor who specializes in step-parenting issues.

Counselors, books, magazines, and support groups are available that specialize in this field.

Are You Dehydrated During Your Workout Program?

Studies have shown that Americans are chronically dehydrated. In fact, it appears that we will drink anything but the one thing our body needs -water. Highlighting this point is a study of college football players preparing for a major NFL scouting event by trainer Amanda Carlson. She found that 98 percent of them were dehydrated at the morning evaluation. Another study by researchers at Tufts University found that college athletes who were mildly dehydrated and engaged in highimpact aerobics for 60 to 75 minutes without adequate water intake were more likely to feel fatigued, confused, angry, depressed or tense. No matter if you’re an elite athlete, a weekend warrior or a gym rat, water matters. “In my experience, most people are not aware of how much they’re drinking and are not drinking enough -- many, as little as half of what they need,” says Carlson, director of performance nutrition at Athlete’s Performance, a training facility for world-class athletes. Not only does water help your workout performance, but also can help control those pesky (unwanted) pounds. “Water’s

involved in every type of cellular process in your body, and when you are dehydrated, they all run less efficiently -- and that includes your metabolism,” says Carlson. Additionally, it’s difficult for the body to distinguish between hunger and thirst. So quite often, when you feel hunger, it may just be your body needing a drink. But not all water is the same. White Elephant Sale and Pancake Breakfast More than 100 residents turned out last week for the annual Austin Hepburn Center White Elephant Sale and Pancake Breakfast. Sponsored by the City of Hallandale Beach, the annual sale and morning feast is held on the third Thursday of May as a fundraiser for projects at the Hepburn Center. Senior Program Coordinator Victor de Souza was busy cooking up a storm for the visitors.

HBCRA providing a pathway to affordable housing in the area

The Hallandale Beach Community Redevelopment Agency (HBCRA) is providing affordable housing! The HBCRA demolished two blighted duplexes in the 500 block of NW 6th Street last

week to clear the way for new homeownership opportunities. The sites are part of the HBCRA’s dedication to improving neighborhoods and providing a pathway to affordable housing in the

area.

There are three new single-family homes being constructed on the same block. The HBCRA is building a better community with eight homes under construction with another 11 set to break ground in the months ahead. All of the new homes being built are available for sale to low and moderate income families who qualify for mortgages.

Preparing for a Hurricane The City of Hallandale Beach is ready to help you prepare with informative tips, information and supplies at the annual Hurricane Preparedness Forum, 6 p.m. to 9 p.m., Tuesday, May 27, at the Cultural Community Center, 410 SE Third Street.

“With the help and preparedness of all residents, it makes it safer for all of us,” said Deputy Fire Chief Gregg Pagliarulo. “If you’re prepared, we can do our job more efficiently and make it safer for all residents.”

The annual forum will include presentations from Chuck Lanza, former Broward County Emergency Management Director, Alex Gibbs, of the National Oceanic and Atmospheric Administration (NOAA) which oversees the National Hurricane Center, Dan Vargas of Florida Power & Light (FPL), Stephen Reimer of Reimer Insurance

and Howard Perlman, Esq, of Katzman, Garfinkel and Berger Law firm. The panel will offer advice on how to prepare for a storm, what insurance papers and legal papers to take should you have to evacuate, and how to prepare to take your pet to a location or shelter.

The region has been fortunate to avoid a direct hit for almost a decade, but the effects of passing storms have left their mark. Flooding, high winds and serious erosion have affected the area as recent storm passed offshore.

Deputy Chief Pagliarulo said if residents are prepared, and an evacuation is required, it’s easier to move residents to a safer location. “Help us help you by being prepared,” he said.

In an effort to meet the growing demand among consumers for more healthful menu options, a number of restaurants - in hometowns across America and at various vacation destinations - are offering more nutritious and great-tasting menu options for kids.

Restaurateurs are committed to ensuring the meals they offer for children are healthy, flavorful and innovative. The participants of the National Restaurant Association’s Kids LiveWell Recipe Challenge Initiative offers tangible proof of this.

Sponsored by founding partners McCormick For Chefs and Healthy Dining, the challenge gives operators the opportunity to showcase the creative, healthful and flavorful dishes they plan to feature on their menus.

During the competition, which uses an “industry tested, kid approved” approach, a panel of food and nutrition professionals select the finalists and a team of elementary school students choose the eventual winners.

The Kids LiveWell Recipe Challenge provides chefs

and foodservice professionals with a forum to develop nutritious recipes that promote fun dining experiences.

National chains, foodservice companies, independent restaurants and noncommercial organizations, have displayed their culinary creativity and competed in the contest, inspiring young patrons to be excited about eating healthful foods.

The winning recipes have embodied nutritious and imaginative ideas, such as a sandwich that uses multigrain and pumpernickel bread shaped to look like a piano, a dish that turns a kid favorite - spaghetti and meatballs - into a pizza, and a quesadilla and soft taco that incorporate whole wheat, lean proteins and vegetables into meals that are tasty and exciting.

All of the challenge’s recipes are required to meet nutrition criteria set forth by the National Restaurant Association’s Kids LiveWell Initiative, which is based on the 2010 USDA Dietary Guidelines. The program’s goal is to increase the consumption of fruits and vegetables, lean proteins, whole grains and low-fat dairy, while limiting unhealthful fats, sugar and sodium.

The Kids LiveWell Initiative today includes 145 restaurant brands in more than 42,000 locations, and all of

them are committed to providing more healthful meals for children.

Nutritious meals can be found at all types of restaurants, from independent to chain to casual dining to quick-service, fast casual and fine dining.
