Affordable Health Care Act hits home to many Hallandale Beach residents

By Mayor Joy Cooper HALLANDALE BEACH - Last Friday I had the chance to attend a breakfast hosted by Hallandale Beach Area Chamber on the Affordable Health Care Act or Patient Protection and Affordable Care Act. I know even the President calls it “Obamacare” now, but in reality this does a disservice to the significance of what the act actually does, provide many Americans the ability to buy affordable insurance in a competitive market.

Millions of people around our state and country who get sick go without medicines or lifesaving treatments. Many end up in the hospitals’ ERs costing thousands of dollars, when if they had access to preventive care could have not gotten to that point. Shame on our congress that continues to try and kill the act while they sit comfortably with government provided healthcare.

I loved the recent article in the Miami Herald that showed the continued comments from Senator Rubio on what the act does as “false and mostly false”. I have not written on federal issues for a while but this issue is a local issue.

Now with a government shut down mayors around the country are speaking out! We are the closest to the people and see people struggling every day.

We are tired of obstructionist and inaction.

Over the recession I received many calls from people that lost their jobs and in most cases this meant their insurance. If they had part-time employment they were struggling to afford a doctor or worse collection agencies were after them for outstanding hospital bills. Congress needs to wake up. As a wealthy industrial country it is morally wrong not to provide care. Many people do not even expect a hand out they simply want affordable access.

Just think about those that work full time for many of the mom and pop companies that cannot afford insurance. All this has changed as of October 1st small business and employees can apply for affordable insurance.

What the act does not do is make everyone buy insurance. If you do not get insurance you will pay a fine. The problem is these individuals that do not pay and do not buy insurance will still be the ones ending up in emergency rooms

I have spoken to many people that are so happy. After years of not having insurance they are finally able to purchase it.

When signing into the market you have a choice to select from many plans. All have to have provide minimum of wellness services and other treatment opinions.

They cannot cherry pick clients. They cannot deny adults or children that have a preexisting condition.

Just think of the person that has a child with asthma that cannot get their baby insured or must pay astronomical rates to get coverage.

When visiting the Market Place the information gathered when signing up is not retained. Another misconception. Once you select an insurance plan the provider takes it from there. That is the way it is now. If you have insurance you do not have to do anything. I do suggest researching to see if

you can get better prices in the market place. If you have Medicare you can buy supplemental enhancements through the market with more options. Your current coverage will remain in place. Based on incomes of up to 400% of poverty levels you will get a tax credit at the end of the year graduated to on your income level.

For example if I am single and make 45,000 I could be eligible for a calculated tax credit. Say an individual purchases a policy costing 300 dollars per month. They could get up to a 200 dollar a month tax credit deducted from their annual taxes. So their true cost would be 100 a month.

The program also opens up the market to sole proprietors or in Florida’s case incorporated businesses where the owner is the only employee. Business that have under 50 employees are not impacted at all. Business that do employ over that amount

would have to provide insurance to their employees or pay a penalty. This has been the biggest complaint to date from the naysayers. I find it alarming a Company as big as Home Depot is complaining. I am sure their corporate officers and full time employees get insurance already. To suggest they are going to lay people off or reduce hours is a disgrace. They should do the right thing and make sure their employee are taken care of. I know many small businesses that provide insurance already without being require to simply because it is the right thing to do.

The Market Place is open. To date there have been computer glitches due to the volume of visits. These issues will get worked out. The enrollment is from now until March 31st unless you have some life changes that will impact the timing of your application; moving, divorce, etc.

You can apply later in the enrollment period

but it will delay when you start to get coverage. If you enroll now your coverage can start as early as January. Turn around can take four to six weeks to get enrolled with the insurance company.

You can request a person to work with you over the phone or request a printed application. If you are curious about the Market Place there are many resources. The main on line site is Healthcare.gov or you can call 1-800-318 -2596.

Unlike your state government we are here to help. I also know Senator Sobel is working on outreach through her office and kudos to the County who has opened up there facilities to outreach workers.

No matter how you slice it, safety is a major concern, and nobody will ever stand in the way of trying to save a life, but the reality has now come and this is really about money - and the way many cashstrapped communities - will try and dig their way out to the tune of $1 million a year.

"The trouble," Hollywood resident Clem Harris admits, "Is that the cities have gotten used to tuning out the residents in favor of adding additional revenues to their budget. They listen to nobody but their wallets."

While red light cameras are not disappearing, the very fact that there are more and more lawsuits, challenging the validity of these moneymakers, are popping up every day. Most feel that for the 70 years prior to someone coming up with the brilliant idea to install red light cameras, things worked out just fine, and violators were ticketed.

Many residents who have been caught by the cameras are not pleased, and while parting with $150 or more is never pleasant, many are convinced that having these cameras in their city really serve no purpose other than to gain financially.

"I am someone who can understand the need for safety and to cut down on horrific accidents," Kelli Wilson of Aventura said. "But the people who glide through a yellow that turns red while they are under the light - or inches toward that right turn lane, are really breaking no laws and harming very few people at all."

Several former policemen also admit that some of the violations that red light cameras are handing out on a daily basis are citations that they would never think about ticketing. They watch the tape from these red light cameras and are surprised at the time and effort that is being spent.

Statistics may prove that red light cameras save lives, but they are not revealing how many of those same cameras were responsible for many crashes as well - with motorists spending too much time looking at the countdown light and not driving.

Manny Munoz has been an automobile insurance agent for 28 years in south Florida. He agrees with the majority of those ticketed drivers, and he has been prodded by the companies he has worked for to tell customers about the safety.

"I remember back in 1997, Alaska's state lawmakers banned "red light cameras" after they had already been removed from the state by local municipalities," Munoz recalled. "Alaska in 2012 had just 5 fatalities at traffic-controlled intersections, with no red light cameras."

So, the debate will rage on between safety, which is always important, and making money, which is a priority in cash-strapped cities.

Hollywood's Annual Water Line Flushing Program Set to Begin on Oct. 7 HOLLYWOOD - The City of Hollywood's Department of Public Utilities will begin its annual water line flushing program on Monday, October 7, 2013 through Friday, November 8, 2013. Although the City's water might become cloudy or contain a slight chlorinated taste and/or odor, the water is safe for consumption. To remove the chlorinated taste or odor, simply store the tap water in an open container (pitcher) in the refrigerator.

The annual water line flushing program is mandated by the Broward County Department of Health to help rid the water lines of any accumulated sediments.

The water line flushing program will take place Monday through Friday, during the day and evening hours. Residents and businesses might be affected during these times. The program will be conducted in one section of the City at a time, starting at Park Road heading west through the City to University Drive and then from Park Road east through the City to the beach.

Jorge Llapur is one of the owners of this fastgrowing business, that sunk his life-savings into the belief that if you give your customers great food and a memorable dining experience, they will come back and spread the word.

Llapur's confidence came from making it happen as a regional manager at Boston Market for 14 years and with Burger King for 10 years. Being responsible for 36 stores, and gaining so much valuable knowledge, he knew that his concept would be a win/win.

"I understood people were looking for a place to get quality Cuban food, fast and for under $10," Llapur explained.

"Getting them in here to try us was the thing that has really started to catch on."

IMPORTANT ADVICE As he searched for the first location to open this impressive concept, Llapur came across Isaac Sklar. The longtime south Florida resident and businessman offered some ad-

vice to Llapur. That advice started a partnership that is now going strong for nearly two years.

What Sklar represented to the business and to Llapur was someone who is a well respected architect and real estate broker that also happened to be in the restaurant business since 1988, when he and nine others opened what is now the highlysuccessful fast-food chain, Pollo Tropical.

Sklar is truly an icon who would never put his name on anything that wasn't first class and unique. His advice on location was based on his feel for what makes it and what doesn't in this highlycompetitive business.

"I had the same vision as Jorge did about the great food that is served fast and very affordable," Sklar explained. "Take a look around you and you'll see why this is such a different dining experience. Bright, clean and menu choices that really boggle the mind."

The Future of Prostate Cancer Treatment is Here Now • Breakthrough Therapies Fight Cancer with Body's Own Immune System (BPT) - Prostate cancer is the second leading cause of death among men in the United States. In fact this year alone, an estimated 240,000 men will be diagnosed with prostate cancer and over 28,000 men are estimated to die from the disease. Recent advancements in screenings and detection for prostate cancer have resulted in more men being diagnosed at an earlier age.

These statistics solidify the need to create awareness with men and their families about the importance

of early detection and innovative treatments available for this disease.

Prostate cancer survivor and advocate, Isadore Wayne of St. Louis, Missouri, was diagnosed with the disease at the age of 46 in 2002. After undergoing a series of treatments over several years for his own prostate cancer, including a radical prostatectomy and hormone therapy, Wayne’s cancer recurred and spread beyond the prostate.

Life with advanced breast cancer: a daughter's perspective (BPT) - Cate Edwards, daughter of Elizabeth Edwards, became part of the cancer community in 2004 when her mother was first diagnosed with early stage breast cancer. Shocked and defiant, Edwards and her mother assembled the best team of healthcare providers and confronted the cancer with grace, courage and perseverance.

"I moved back in with my family to be with my mom through the early stages of her treatment," said Edwards. "I was sure there was an end to cancer in sight and I wanted to see her through it."

Less than a year later, they were able to breathe a sigh of relief when Elizabeth's scans came back clear and she appeared to be in remission. Unfortunately, the cancer was not gone for good.

In 2007 the cancer returned. This time, it was metastatic breast cancer that had spread to the bone, which was treatable but incurable. Advanced breast cancer (ABC) is composed of metastatic breast cancer (stage IV) and locally advanced breast cancer (stage III), according to the American Cancer Society. Metastatic breast cancer occurs when the cancer has spread beyond the breast to other parts of the body, such as the brain, bones or liver. Locally advanced breast cancer means the cancer has spread to lymph nodes and/or other tissue in the area of the breast, but not to distant sites in the body.

The advanced breast cancer felt different. The focus turned from becoming a "survivor" to simply surviving, and Edwards and her mom sensed they were part of a new cancer community.

"Before my mom was diagnosed with advanced breast cancer, I assumed breast cancer patients fell into two categories - those who were "survivors" and those who were not," said Edwards. "When Mom's cancer metastasized, I realized this wasn't the case. There is a community of cancer patients who are challenged by an unpredictable, chronic disease that they could live with for weeks, months or years."

While there are many resources for early stage breast cancer, information specifically for the ABC community - which includes patients and those who care for them - has been limited. A 2012-2013 global survey of nearly 1,300 women in 12 countries, conducted online by Harris Interactive on behalf of Novartis Oncology, showed that 70 percent of U.S. women living with ABC often feel isolated and left out of the broader breast cancer awareness movement. Additionally, 75 percent of women with ABC feel resources to help family and friends cope with and understand the disease would be especially helpful.

To address the unique needs of the ABC community, the "Count Us, Know Us, Join Us" (Count Us) program was developed with guidance from 13 leading cancer advocacy groups. The Count Us program, which is available in English and Spanish at www.advancedbreastcancercommunity.org, provides education and support to patients, caregivers, loved ones and supporters.

In honor of her mother, who passed away in 2010, Edwards has joined Count Us as an ambassador to share her caregiver experience and to help amplify the voice of the ABC community.

"Anyone impacted by this disease - whether a patient, daughter, husband, friend or colleague - is part of the community," said Edwards. "Living with advanced breast cancer means living with uncertainty, but knowing first-hand the struggles this community faces, there is one thing that's certain: no one should face it alone."

Rosalie Canosa, MSW, MPA, LCSW-R, Program Division Director, CancerCare, agrees more support is needed for the ABC community, which has different needs than the early stage breast cancer community, especially when it comes to caregivers who need support as well.

"Seventy percent of women with advanced breast cancer have a caregiver, whether it's a family member who attends every doctor appointment or a neighbor who brings a meal once a week," said Canosa. "However, caregivers are often so focused on helping that they underestimate support theymay need over time. That's why I am happy that Cate is joining the Count Us program, to raise awareness for everyone in the advanced breast cancer community."

Dry mouth can produce significant and permanent mouth and throat disorders

Dry mouth, also called xerostomia, is a condition that usually results from decreased production of saliva. At times, xerostomia can make it difficult to speak and may lead to malnutrition. Extreme dry mouth and salivary gland dysfunction can produce significant and permanent mouth and throat disorders and can impair a person's quality of life.

HOW COMMON IS DRY MOUTH? Xerostomia affects about 10% of all people and is more prevalent in women than men. Disorders of saliva production affect elderly people and those who are taking prescription and nonprescription medications most frequently.

WHAT CAUSES DRY MOUTH? There are many causes of dry mouth.

Xerostomia most commonly occurs as a side effect of many medications, including blood pressure medications, antihistamines, antidepressants, diuretics, nonsteroidal anti-inflammatories, and many others. Other causes of dry mouth are radiation treatments to the head and neck, salivary gland diseases, diabetes, hormonal imbalance, and autoimmune disorders such as Sjögren's syndrome, rheumatoid arthritis, and systemic lupus erythematosus.

Salivary production can be decreased if a major salivary duct becomes blocked. Other causative factors include stress, anxiety, de pression, and dehydration

our oral tissues keeps them intact, thereby protecting these tissues from bacterial invasion and infection.

Minerals in saliva can repair microscopic tooth decay. In addition, the mechanical action of saliva is important in helping wash food and debris away from our teeth and gums, a function important in preventing decay and periodontal/gum disease.

Saliva facilitates swallowing by lubricating our food. Further, in making our food soluble, it makes it available to the taste buds located in the back of our tongue. It is an important factor in our ability to taste normally.

Normal salivary lubrication facilitates speech.

Saliva decreases the amount of plaque (thin bacterial film) on our teeth, thereby reducing the risk of periodontal disease.

Proper salivary flow reduces the risk of fungal overgrowth in our mouths. Specifically, saliva helps prevent the development of oral candidiasis.

COMMON SIGNS AND SYMPTOMS We all know what a parched mouth feels

like. Clearly it’s an uncomfortable, unpleasant sensation. There are, however, very specific signs and symptoms that correlate with hyposalivation (a decrease in or lack of salivary flow). Here are some of the more common signs and symptoms of too little saliva: • A sticky, dry feeling in the mouth or throat • Trouble chewing, swallowing, or speaking • Burning sensation of the tongue, lips, or cheeks • A sensation of a loss of or altered taste • Saliva that seems thick and stringy • Bad breath • A rough, dry tongue; tongue often feels cracked or excessively fissured • Cracked lips, often with sores or split skin at the corners of the mouth • Increased and persistent plaque on the teeth; teeth feel “slimy” and unclean • An increase in tooth decay, especially along the gum line Evidence of the fungus Candida albicans (thrush) in the mouth or throat (manifestations include excessive redness of oral tissues; white, curdlike patches that stick to the tongue and cheeks and result in bleeding if rubbed off; inflamed and often painful fissures at the corners of the mouth) STRATEGIES FOR RELIEVING DRY MOUTH For most of us with problems requiring HPEN, the causes of dry mouth are numerous

FUNCTIONS OF SALIVA Saliva is necessary for a healthy and normal mouth. Saliva serves multiple functions in addition to those mentioned above: Saliva helps maintain a neutral oral pH, thereby neutralizing potentially damaging acidic foods and liquids.

• There are many causes of dry mouth that all patients should be familiar with and complex. Solving one reason alone for dry mouth is unlikely to eliminate the problem.

ORAL HYGIENE You should brush and floss several times each day. However, lack of adequate salivation tends to desiccate our oral tissues, making them unusually susceptible to local trauma, including toothbrushing.

Use only very soft-bristled toothbrushes in order to avoid cutting and abrading fragile gums and adjacent tissues. In addition, avoid using excessive pressure when brushing. A light, gentle touch, even with the softest bristled toothbrush, will adequately remove debris and harmful plaque from teeth.

Toothpastes and mouthrinses: Using toothpastes and mouthrinses specially designed for people with increased oral dryness will avoid burning cracked, dried, sensitive lips, gums, and cheeks. Avoid products containing alcohol. Alcohol, especially in mouthrinses, will further desiccate already sensitive oral soft tissues, making them more prone to cracking, abrasions, and increased sensitivity. In addition, dry mouth toothpastes and mouthrinses should contain no sodium lauryl sulfate, a commonly used ingredient that can cause apthous ulcers (canker sores), further damaging already fragile oral soft tissues.

Rinsing multiple times daily with properly designed mouthwashes is important for removing food and other oral debris that normally would be eliminated by proper salivary flow. These mouthrinses are recommended for people with dry mouth (none listed contain alcohol): Biotène Mouthwash with Xylitol (contains the same enzyme system as the toothpaste); Oasis® Moisturizing Mouthwash; Tom’s of Maine Cleansing Mouthwash; and Crest Pro-Health™.

Saliva substitutes are designed to be used frequently, and unless otherwise indicated, can be safely swallowed. Oral Balance®, a gel, claims to provide hours of relief, although most saliva substitutes provide only short periods of lubrication. City recognizes its many volunteers

Hallandale Beach relies on hundreds of volunteers to operate efficiently. Young and old, the volunteers help the city run. In late August, the City honored adult volunteers and the dedicated advisory board and committee members who devote time each month to advise the City Commission on a myriad of City issues. In late September, the City hosted the youth and teenage volunteers who devote time in the parks, at the Police Department, Fire Rescue, at the Hepburn Center and as members of the Safety Patrol at Hallandale Elementary School or Gulfstream Middle School. Surrounded by Safety Patrol members is Mayor Joy Cooper at the Hometown Buffet. Each volunteer was presented a certificate of appreciation and a pin for City service.

Simple steps to perfect slow-cooker meals (BPT) - The slow cooker captures the essence of the season with the first sniff of simmering comfort food. Convenient, economical and versatile, slow cookers are becoming popular again.

"This isn't your mother's slow cooker," says Ginny Bean, publisher and founder of Ginny's catalog and Ginnys.com. "Beyond coming in bright colors and stunning designs, many of today's models are programmable, with digital timers that start automatically, and a self-adjust feature that switches the temperature to 'keep warm' at the end of cooking."

While replacing your 20-year-old slow cooker with a newer model may be a logical place to start, Bean offers these additional tips for preparing perfect slow-cooker meals. * Plan ahead. If you want to use your slow cooker first thing in the morning, cut and trim meat, chop vegetables, measure out dry ingredients and prepare sauce the night before; then refrigerate ingredients in separate containers. Don't

refrigerate in the slowcooker insert, as a cold insert takes too long to heat up, affecting cooking time and, potentially, food safety. In the morning, add ingredients to the cooker according to the recipe. Reheat any sauce to a simmer before adding. * Size matters. Slow cookers are available in sizes from 1 quart to 8 1/2 quarts. If you're using a different size cooker than that called for in the recipe, adjust your ingredient quantities proportionately.

Most manufacturers recommend filling a slow cooker one-half to two-thirds full. Foods will not cook properly if the pot is filled to the brim. Conversely, if the food and liquid level is too low, meals will cook too quickly. * Keep a lid on it. Resist the urge to lift the lid to stir or peek at your meal. Each time you remove the lid, enough heat escapes to lengthen cooking time by 20 to 30 minutes. Only open it once, within the final hour of cooking, to check doneness. * Check your temperature. For safety, food being cooked needs to

cooker meals to cook too quickly, and can carry an unpleasant texture. So remove skin from poultry and trim excess fat from other meats for optimal slow-cooker results. * Brown when you can.

While not necessary, browning meat and vegetables before adding them to a slow cooker provides color and a richer flavor to finished dishes. Time permitting, Bean likes to "deglaze" her browning pan with the recipe's liquid and add the flavorful, caramelized bits into her slow cooker. * Follow layering instructions. Vegetables

Put vegetables in bottom of a 6 1/2-quart slow cooker. Salt and pepper the meat and place on top of the vegetables. Mix tgether the onion soup mix and wine and pour over the meat. Cover and cook on low for 10 to 12 hours, or on high for 5 to 6 hours.
