It’s back to business as many issues loom for Hallandale Beach

HALLANDALE BEACH - Hope all our readers had a great Thanksgiving! Our City Commission held our regular meeting last Monday. After all the pomp and circumstance of our swearing in ceremony the new commission went right to work.

Before reporting on the meeting I want to apologize for a typo in the last article that left off the “w” in Commissioner Michele Lazarow’s name. After writing this article for almost 10 years I continue to have a deeper appreciation for the fine art of not only writing but proof reading. My apologies.

The first course of business was the implementation of our numbered seat assignments which I covered last week.

RESPOSIBLE BANKING POLICY TO BE REVIEWED Under commission communications Vice Mayor Alex Lewy asked that Staff review a responsible banking policy that he has seen implemented in other communities around the country. It was agreed that Staff would look at our current practices and see if a resolution or ordinance would be necessary.

into better marking and signage for the bike lanes that are being installed as part of the project on NE 10th an NE 8th Avenue. The original plan to replace the double one way street with two way traffic was changed to reducing the roadway to one lane. Since the city has marked the lane change drivers are not following the new pattern. The City Manager will be updating the commission during the next meeting on what can be done to improve and enforce the new lane change.

MORATORIUM ON THE ISSUING OF NEW FILM PERMITS Over the past years our city has been very welcoming to the film industry. We have had the Sopranos filmed here, Glades, a reality show and even a show on our city that will be highlighted on national TV. The intent of our city is not to ban filming, but to continue to support the

filming industry. We are looking to amend our permitting process to insure that individual property owners and residents are not being adversely impacted. Our current ordinance does not allow for any denials and needs to be fine tuned.

Recently Miami Beach started to look at this issue as well. Some homeowners are up in arms that their once quite residential communities have become the staging areas for reoccurring shows. Staff will be working to review changes and improvements to our regulations focused on the quality of life of our residents while supporting the growing film industry.

The moratorium was passed 5-0.

CITY APPROVES LOAN PROGRAM FOR VEHICLES This past budget the City Commission approved a lease purchase program for our city vehicles. The program will allow our city to lease vehicles and plan for vehicle replacements in a more streamlined cost savings manor. Currently the city programs into the annual budget a replacement schedule that is proposed annually. In years when the budget is lean vehicle purchases are often postponed. This delays the purchase but then creates issues in the fol-

lowing years and increases maintenance costs. The new program allows for smoothing out the purchases. When the lease is up the city will own the vehicle and will be able to sell them.

CITY APPROVES NEW SHOPPING CENTER Over the past years our commission has been focused on improving the western side of Hallandale Beach Boulevard. We recently dedicated a new shopping center on the north side of HBB and last commission meeting we approved the redevelopment of the Southeast corner of SW 10th Avenue. The new center will replace a vacant lot that once was the site of an old gas station and the original McDonalds.

The development was passed 5-0.

COMMISSIONS

APPROVES ADDITIONAL SENIOR EXEMPTION FOR 2013 In 1998 the state constitution provided the opportunity for cities to adopt an additional senior exemption yearly by ordinance. In 2001 we adopted an additional exemption and when it was not going to adversely impact other taxpayers we committed to provide this relief. Over the last years the city commission was reluctant to displace the cost on to others taxpayers.

Since values have begun to rise in our city and the average age of our population has decreased the commission agreed to revisit the additional exemption this year. The impact is projected to be only 49,000 for 2013. The city passed the ordinance on a 5-0 vote, which will give relief to our full time seniors over 65 that are

illegible.

GREEN TIP: Hallandale Beach approved a partnership with Broward County “Go Solar” program.

'North Pole' getting back together for the NMB Snowfest event

No matter where you grew up, it was a special place and time, with plenty of memories, but with all the things that North Miami is doing to keep tradition alive - year round, there is simply not a more progressive area - anywhere, and they continue to show it - every Thanksgiving morning.

If you love a parade with a local flair to it North Miami is the place to be every Thanksgiving. On the very streets that I grew up on, floats, bands and many local businesses join large crowds and political dignitaries for the hour long trip down 125th Street.

Having been to every Winternational Thanksgiving Day Parade since its inception - 38 years ago - I have personally been responsible for bringing hundreds to North Miami every year - to join in what has been so special for so many generations. My glowing reports on this yearly tradition has brought in friends and former residents from as far away as New York City - and as close as the neighborhoods of North Miami.

While this may not be

the same city I grew up in, I say thank goodness for progress and for so many community leaders who work year round to make this stream of high school bands and local businesses such a success.

That is in addition to everything else that is done year round to make this the progressive community it has become.

As I walked my way east down 125th Street, this parade has really grown. The numbers are always in the thousands, but the faces and sounds change from year to year, and that shows why the city that grew me up, continues to do the same for generations and generations of our future leaders.

What the parade has become is a series of different block parties with friends and family members - capturing the moment on film and also with music. It's food, drink and dancing in anticipation of that traditional dinner later in the day.

"I have been to three

of these with my children," said North Miami Beach resident Desiree Carter. "I don't think we've ever walked this far down. It's a whole new world down here, with music and people dancing on the curb.

Like that kind of thing that spotlights cultures."

Carter, who had the chance to walk and dance with the bands in the parade - as well as the music coming from the local DeeJay - had a great morning. She saw North Miami High's Pioneer marching band as well as others from the region. She also had the chance to see some of the newer businesses who have moved into the heart of the downtown area.

"It's great to see these communities come together," Carter pointed out. "This is a huge Haitian community, which is mixed with other Caribbean and South American nations. It's quite the melting pot."

What the City of North Miami and Mayor Andre Pierre play on is a community that is heavily loaded with Haitians. The city has the largest population of Haitians anywhere in the world - outside of Port Au Prince. Last year, Haitian music sensation Wyclef Jean served as the Grand Marshal. As the floats wound down, and those who came out to see the parade, headed to their cars, another Winternational Parade came to an end, pushing thousands more off to a great holiday season.

MORE THAN $1 MILLION IN IMPROVEMENTS Gulfstream Park's opening on Saturday, will showcase with more than $1 million in customer-friendly improvements, including a new 25-table restaurant overlooking the walking ring and 32 box suites overlooking the finish line.

The cost of the off-season improvements exceeded $1 million.

"Gulfstream Park and The Stronach Group are committed to finding ways to upgrade our state-of-the-art facility and making customer service a priority," said Gulfstream President Tim Ritvo. "Our customers wanted a unique dining experience near our walking ring that overlooks the fountain and the horses. The Fountain Club will provide such a location.

Meanwhile the 32 boxes facing the track will each have six seats and will give our guests another unique location to spend the afternoon watching the races."

Along with the new boxes and Fountain Club, Gulfstream has replaced the roofs on 12 barns on its backstretch.

"Along with constantly updating our main building, it's important we continue updating our barn area," Ritvo added.

"Horsemen both locally and nationally have been enthusiastic supporters and partners of Gulfstream Park. Our relationship with the horsemen is very important and one we want to continue growing."

CLAIMING CROWN GENERATES ENTHUSIASM The 14th edition of the $850,000 Claiming Crown promises to make Opening Day even more special occasion, judging

from the long and talented list of nominees for the seven-race series that will be renewed for the first time.

The horsemen’s enthusiastic response to the event that offers rare lucrative opportunities for horses that have run in claiming races resulted in an aggregate of 232 nominations, including a number of horses nominated for more than one race.

"The response and cooperation from horsemen for the Claiming Crown has been exceptional," said Gulfstream Park Racing Secretary Dan Bork. "Everyone is eager for Opening Day at Gulfstream."

The quantity of nominations may only be surpassed in excellence by the quality of nominees, which includes several Grade 1-stakes performers.

Willy Beamin, who captured the King’s Bishop (G1) at Saratoga in August, tops the list of 25 nominees for the $200,000 Jewel, the richest of the Claiming Crown races open to horses that have run for a claiming price of $35,000 or less.

Claimed for $25,000 at Belmont Park in May, the 3-year-old colt won five straight races, culminating in the King’s Bishop score, for new owner James Riccio and trainer Richard Dutrow before finishing a close second in the Oklahoma Derby at Remington Park.

Dutrow also nominated Associate, a former $25,000 claimer who finished third in the Bold Ruler (G3) at Belmont last time out and third in the Malibu (G1) at Santa Anita last December.

Homeboychris, whom Dutrow saddled for a victory in the 2009 Champagne (G1) at Belmont, was nominated to the Jewel by new trainer Ron Moquett, who saddled him for a victory in a starter allowance at Churchill Downs last time out.

Jewel nominee Second City, who ran in the Breeders’ Cup Dirt Mile at Santa Anita in his last start, is owned by J. Paul Reddam, who campaigned 2012 Kentucky Derby and Preakness winner I’ll Have Another.

The $125,000 Emerald, a 1 1/16-mile turf race for horses that started for a claiming price of $35,000 or less, has also attracted Grade 1 talent. King David, who captured the Jamaica Handicap (G1) at Belmont Park in October less than a month after being claimed for $35,000, tops a list of 50 nominees for the Jewel.

Ainsley, multiple stakesplaced filly who was claimed for $12,500 at Gulfstream in February, has been nominated for the Tiara, as well as the $100,000 Glass Slipper, a seven-furlong sprint for fillies and mares who raced for a claiming price no higher than $16,000.

The $100,000 Express (a six-furlong sprint) and the $100,000 Iron Horse (slated for a 1 1/16miles), both for horses that started for a claiming price of $7500 or less, round out the seven races dedicated to the unsung heroes of the racing industry.

The Claiming Crown, which was co-founded by the Thoroughbred Owners and Breeders’ Association and the Horsemen’s Benevolent and Protective Association, has been hosted by four other tracks, Canterbury Downs, Parx, Ellis Park and Fair Grounds, since 1999.

Mr. Stronach, who set up a similar program at Santa Anita, has been an industry leader and innovator in the care and retraining of retired Thoroughbreds. Award winning smash hit ‘Stomp’ returns with some new surprises to Adrienne Arsht Center

"Stomp" is an explosive, sophisticated, provocative, sexy and an utterly unique show that appeals to audiences of all ages. The international percussion sensation has earned numerous awards and has appeared on national television shows.

The eight member troupe uses everything except conventional percussion instruments, using only matchboxes, wooden poles, brooms, garbage cans, Zippo lighters, hubcaps and much more in order to bring to the stage some of the most magnificent rhythms. Performers create a special kind of choreography similar to a gladiators hand to hand combat with trash-canlids. The oddest objects are: A janitor’s broom, a crumpled piece of paper and super sized laundry baskets, which produce the greatest sounds.

Last week, members off the Hallandale Beach Police Athletic League and Kiwanis Club made sure that this was going to be a very special holiday. Dozens of turkeys were delivered around the City of Hallandale Beach.

This caring group of people - from throughout the City of Hallandale Beach are what makes any community strong.

Last week was the official ribbon cutting for The Dog Pound at Mardi Gras Casino, an outdoor smokerfriendly slot area located at the south side of the casino.

Getting to Know Hollywood’s Re-elected and Newly Elected Officials

By Raelin Storey, Public Affairs and Marketing Director HOLLYWOOD - Returning and newly elected commission members were sworn in during the City’s Inaugural Ceremony held on November 20, just two weeks after the general election.

Mayor Peter Bober was re-elected to a second term, with District 1 Commissioner Patty Asseff, District 4 Commissioner Richard Blattner and District 6 Commissioner Linda Sherwood also returning for additional terms. The new faces on the Commission are District 2 Commissioner Peter Hernandez, District 3 Commissioner Traci Callari and District 5 Commissioner Kevin Biederman.

Mayor Peter Bober, a lifelong resident of Hollywood, was born in Miami. He is the youngest Mayor to serve in Hollywood’s history and is the first elected official of Hispanic background (Cuban). He was elected Mayor in 2008 and re-elected earlier this month. Mayor Bober previously served as a City Commissioner.

Vice Mayor Linda Sherwood was first elected to the City Commission in 2008 and re-elected to a second commission term representing District 6 earlier this month. Born in North Tonawanda, New

Commissioner Patty Asseff serves on many boards and is involved in many community organizations including the Hollywood Art and Culture Center, Gold Coast Clean Air Coalition, Board member of the South Florida Regional Planning Council (SFRPC), South Florida Water Management Advisory Board Member, Greater Hollywood Chamber of Commerce, South Florida Ballet Theatre, Florida League of Cities, Broward League of Cities, and West Palm Beach Maritime Charter School.

Commissioner Asseff has been a realtor for more than 26 years

and is married for more than 45 years to Dr. Abraham Asseff, a long-time practicing dentist on Hollywood Beach. They raised their three children in the Hollywood Hills neighborhood and now reside in the Hollywood Lakes neighborhood. The Asseff’s greatest joy is spending time with their three beautiful granddaughters.

Commissioner Richard Blattner’s political career began with his election to the City Commission in 1994, serving until 2000. He was reelected in 2007 to complete a term, elected for a full term in 2008 and re-elected earlier this month.

Commissioner Blattner is the Chair of the YMCA of Broward County, Chair of the Broward Metropolitan Planning Organization and represents the City on Broward County’s Enterprise Zone and Water Re-

sources Advisory Boards.

Commissioner Peter D. Hernandez was elected to his first term on the City Commission serving District 2 earlier this

month. He was born in Havana, Cuba. His family migrated to Madrid, Spain when he was 9 and then to Florida when he was 11, deciding to settle here and start a business in Hollywood.

Commissioner Hernandez is married to Jeisse and has one daughter, Adriana.

Commissioner Traci L. Callari was elected to the City of Hollywood Commission on November 6, 2012 and is committed to representing and improving the quality of life both in her District and across the City. Born in Sacramento, Calif., she has lived in Hollywood since 1978. She is a

graduate of Hallandale High School and earned her degree in nursing at Broward College.

Commissioner Kevin D. Biederman has been a resident of Hollywood, both in Boulevard Heights and Driftwood, for the past 27 years. He and his wife, Donna, have a 15-year-old daughter, Ciara. The Biederman family has worked together to serve the community for many years. What to Know About Iron Deficiency

(NewsUSA) - Iron deficiency, according to the World Health Organization, is the number-one nutrition disorder in the world -- affecting approxi-

mately 7.8 million women in the U.S. The most common symptoms of iron deficiency are fatigue, weakness, headaches and irritability.

Common causes of dry eye During winter months, many experience dry eye as humidity levels drop and home heating systems are activated resulting in drier air. This often causes tears to evaporate more quickly. Other leading causes of dry eye include aqueous gland dysfunction. In this situation, tear-producing glands do not produce enough tear volume, or there is less-than-optimal tear composition. Contact lens wearers are particularly susceptible to dry eye as soft lens materials require additional lubrication and a balanced tear film is vital to successful lens wearing. In many cases, medicated eye drops may exacerbate dry eye in contact lens wearers. It is estimated that up to half of contact lens wearers discontinue use due to discomfort often caused by dry eye.

Relieving dry eye Many doctors and patients reach for an eye drop to provide immediate relief of dry eye. Unfortunately, that immediate relief is temporary. Much has been written about Omega-3s in recent years including its use as an effective treatment of dry eye. CITY COMMISSION IS SET

Mayor Joy Cooper, Vice Mayor Alexander Lewy and Commissioner Anthony Sanders welcomes Bill Julian and Michele Lazarow

Hallandale Beach City Commissioners took the oath of office and were assigned seats Monday, Nov. 19, fulfilling a City Charter change approved by voters in the Tuesday, Nov. 6, general election.

Voters overwhelmingly supported a City Charter change to assign seats numbers and require future candidates to declare

for a specific seat.

Once seated, the new board unanimously elected Commissioner Alexander Lewy as Vice Mayor.

Three City Commissioners and Mayor Joy Cooper took the oath of office at the special meeting. Reelected City Commissioner Anthony Sanders was assigned seat 1; new

City Commissioner William “Bill” Julian was assigned seat 3, and new City Commissioner Michele Lazarow was assigned seat 4. The seat held by Commissioner Alexander Lewy was not up for re-election. Vice Mayor Lewy was assigned seat 2. The Mayor’s Office does not have a seat designation.

Hallandale Beach Fire Rescue leads helping hand after Hurricane Sandy

Three Hallandale Beach Fire Rescue staff spent about three weeks in Long Beach, N.Y., tending to the medical needs of victims of Hurricane Sandy.

The firefighter/paramedics were part of the FL-5 DMAT team sent to help the victims in areas where hospitals were closed by the hurricane.

The Disaster Medical Assistance Team (DMAT) included 40 members from throughout South Florida.

Assigned to a field hospital set up on a soccer field in Long Beach, were, from left, Firefighter/Paramedic Francisco Deuringer, Division Chief Mark Ellis, and Firefighter/Paramedic Jennifer Scheiblich. The team returned home last weekend.

All City Commission seats and the Mayor’s Office are fouryear terms. Commission seats 1 and 2 have two years remaining on their offices and will be up for election in 2014. Commission seats 3 and 4, and the Mayor’s office will be contested in 2016.

The Hallandale Beach electorate supported the City Charter change 6,090 to 3,844, to modify the way City Commissioners run for office and are elected. The change requires commissioners to declare for a specific seat.

Candidates may only run for one seat. In the past, City Commission candidates would run at-large for all open seats, and the highest vote getters would be seated.

All City Commission seats and the Mayor’s Of-

fice are four-year terms.

Commission seats 1 and 2 have two years remaining on their offices and will be up for election in 2014.

Commission seats 3 and 4, and the Mayor’s office will be contested in 2016.

HOLIDAY LIGHTS City will light up the holiday season at the annual Holiday Celebration, Nov. 30

Hallandale Beach will light up the holiday season at the annual Holiday Celebration, 6 p.m. to 10 p.m., Friday night, Nov. 30, at 1750 East Hallandale Beach Boulevard. The Holiday Celebration lights are setup along the median.

The event will include carnival-style amusement rides, music and dance performances, plenty of food and a visit from Santa Claus.

There is no charge for the Holiday Celebration; however, the amusement rides will have a charge. Visitors may obtain an unlimited ride pass for $3 at the event.

Hallandale Beach Parks and Recreation Department and the City’s Public Works Division worked to get the lights and event ready to get area residents in the mood for the holiday season.

How Therapy Works and How to Know When We Need It

Many of us struggle day to day with something that has knocked us off balance. For some, the issues are specific. For others, it may be difficult to pinpoint the cause of our distress. One thing is certain. Each of us has dealt with or will deal with uncertainty and difficult times during our lives.

The purpose of therapy is well-defined. The relationship between therapist and client is different from our relationships with family or friends. The therapeutic alliance is one that is marked with empathy and unconditional positive regard.

Even though clients present with different issues in treatment, ironically, I am often asked one common question, “Can you help me?”

With a strong therapeutic relationship notable gains can be achieved.

Therapeutic outcomes can never be predetermined, but as a clinician I see myself as a catalyst for change. Therapy can be hard work. The process can help us to answer questions we have about our lives and feelings: Have we been honest with our spouse? Have we made the right decisions for our children? Have we enabled family members to manipulate or to

take advantage of us? It forces us to look inward, but with the help of an objective eye and nonjudgmental support, and this process of self-exploration can be productive and enlightening.

The therapeutic process assists us in taking a closer look into our individuality, at our own selfworth. This helps us in getting our needs met.

Therapy promotes empowerment, cultivates strengths and helps to develop better coping skills. But how exactly does this happen?

The idea of empowerment and how it relates to the therapeutic process is important for my clients to understand. It means that I encourage individuals that I work with to develop skills that help them to take on new perspectives, thereby allowing them to manage obstacles in their lives.

Whether an individual is dealing with depression, anxiety, trauma, divorce, or substance abuse, one thing remains the same: We are not powerless in our relationships, feelings and/or decisions.

We all have the ability to change and therapy can be a great way to facilitate this process.

With the holidays coming upon us and in the face of the New Year we can create inner peace with the idea that our goals are possible.

unsweetened baking cocoa1 bottle (1 ounce) red liquid food color (about 2 tablespoons)Frosting2 1/2 cups marshmallow creme (from two 7-ounce jars)1 1/2 cups butter, softened1 teaspoon vanilla1 to 2 tablespoons milk4 1/2 cups powdered sugar.

1.- Heat oven to 350 F. Spray 3 (8-inch) round cake pans with cooking spray. Line bottom of each pan with cooking parchment paper. Spray parchment paper with cooking spray.2. In large bowl, beat White Cake ingredients on low speed 30 seconds, then on medium speed 2 minutes, scraping bowl occasionally.

Loosely cover and refrigerate.3. In another large bowl, beat Red Velvet Cake ingredients on low speed 30 seconds, then on medium speed 2 minutes, scraping bowl occasionally.4. Spread 1/2 cup red velvet batter in bottom of each pan. Loosely cover and refrigerate remaining batter. Place all 3 pans on oven rack positioned in center of oven. Bake about 8 minutes or until cake is set when lightly touched in center.5. For next cake layer, spread 1/2 cup white batter evenly over each baked red velvet layer.

Bake 8 to 10 minutes or until cake is set when lightly touched in center.-

6. Repeat steps 4 and 5, twice, baking 9 to 12 minutes per layer or until top of cake layer is set when lightly touched in center.7. Cool 10 minutes. Remove cakes from pans; remove parchment paper from bottoms of cakes. Cool completely, about 30 minutes.8. Meanwhile, in large bowl, beat marshmallow creme, butter, vanilla and 1 tablespoon milk with electric mixer on medium speed until blended. Beat in powdered sugar until fluffy. If necessary, beat in more milk, a few drops at a time until spreading consistency.9. To assemble, stack cake layers, spreading 1/2 cup frosting between each layer. Spread remaining frosting on side and top of cake.-

3. In 2-quart saucepan, heat beer over medium heat, stirring frequently, until reduced to 1/4 cup, about 6 minutes. Pour into glass liquid measuring cup to confirm measure. Add back to saucepan. Stir in brown sugar, syrup and butter.

8 cups popped popcorn1 cup roasted salted almonds1/2 cup stout beer1/4 cup packed brown sugar1/4 cup brown rice syrup or corn syrup3 tablespoons butter1/4 teaspoon salt1 cup chopped premium milk chocolate (6 ounces).

1. Heat oven to 300 F. Line two 15x10x1-inch pans with foil. Spray foil with cooking spray.2. In large bowl, place popcorn and almonds; set aside.-

To get you started in the kitchen, our American Lamb family has a recipe ideal for sharing with your own flock: PECAN-CRUSTED RACK OF LAMB 8 servings 2 American Lamb racks, frenched 2 tablespoons oil 1 teaspoon salt 3 tablespoons coarse grain mustard 2 cloves minced garlic 3/4 cup fresh bread crumbs 3/4 cup toasted and chopped pecans 4 tablespoons chopped fresh rosemary, divided 4 ounces semi-soft goat cheese, crumbled 1 cup balsamic vinegar

Rub lamb with oil and salt. Place in a roasting pan, fat side down. Roast at 425 degrees F for 8 minutes; turn and roast an additional 8 minutes. Remove from oven.

Combine mustard, garlic, bread crumbs, 2 tablespoons of the rosemary and cheese. Spread over lamb. Return to oven; cook 15 minutes, until crust is golden brown. Remove from oven; cover with foil to keep warm.

In saucepan, combine vinegar and remaining 2 tablespoons of rosemary; simmer for 6 to 8 minutes or until reduced to half.

Slice lamb into individual chops; drizzle sauce over chops. Serve with roasted butternut squash.
