property angle by JAMES LEWIS Southern Suburbs and Hout Bay rental markets are thriving The rental market across Southern Suburbs and Hout Bay is performing extremely well with opportunities for landlords and tenants alike. Aside from corporate rentals, we continue to see an influx of people into both residential areas, especially from other inland areas such as Johannesburg and Pretoria. Renting is often preferred as an initial option as it gives newcomers to the areas time to look around before buying.

Aside from strong demand for holiday and corporate rentals, the village too is seeing an influx of people from other provinces, especially from Gauteng. We are also finding an influx of people from within the metro itself, the northern and southern suburbs and families from the Atlantic Seaboard looking for a bit more yard space. Holiday rentals tend to spike over the summer periods, but demand extends to about the end of April with European visitors choosing that time of the year to travel to a warmer climate. The two big Cape Town sporting events, the Argus Cycle Race and Two Oceans Marathon, as well as the Easter weekend holidays are also a big boost for short term rentals. Daily rates in the village now start at around R2 000 per day for a two bedroomed apartment and range to R6 000 per day for a three to four bedroomed house in a security estate or with good views.

The southern suburbs is popular with families given that it has the highest number of schools per square kilometer in the country along with a number of tertiary educational institutions, including the University of Cape Town.

Monthly rental rates for a two bedroomed apartment ranges to about R10 000 while a three bedroomed townhouse can achieve up to R18 000. A nice family house with a swimming pool can go for upwards of R28 000 per month to as much as R35 000 on average.

Areas such as Claremont, Newlands and Kenilworth with its cosmopolitan vibe and infrastructure also attract young people, especially young professionals and this together with the student market drives massive demand for apartment rentals.

For landlords, working with a rental agency has become preferable and we have seen notable growth in our rental business. The demand is such that we are always short of rental stock and we have seen an increase in investors buying apartments to let.

Monthly rental rates now start at around R7 500 for studio apartments and up to R12 000 per month for a two bedroomed unit. Family homes range from around R25 000-R70 000 on average, but can go to about R120 000 for a top end furnished home.

Working with a credible agency also provides peace of mind for the tenant, especially in view of the rise in internet and property fraud.

Hout Bay too has seen strong demand for the wonderful laid-back village lifestyle on offer, yet with top class facilities including The International School in the vicinity.

Woodstock and surrounds top of the list for smart city buyers looking for excellent investment value Smart buyers have been heading to the new investment hot spots of Woodstock, Walmer Estate, University Estate and Salt River on the cusp of the sought-after City Bowl area according to Craig Algie and George Clelland, Seeff’s agents for the area. Buyers who are now finding the central city prices a bit steep have been heading here. Consequently, demand for property has not only increased, but there is now a shortage of stock and excellent opportunity for potential sellers. The good value on offer, central location and ease of access into the City Bowl, Atlantic Seaboard and even the southern suburbs is a big draw-card for the area. Young professionals are seeing the potential of renovating older homes in Woodstock while family buyers tend to favour Walmer and University Estates. We are also seeing interest from Johannesburg buyers.

That amounts to a growth rate of 53% in under three years and already 15% up year-on-year. It is always good for buyers to get in sooner rather than later. Buying early on means that you benefit from excellent value growth as demonstrated in the preceding paragraph.

Famous for the Old Biscuit Mill and other popular hot spots such as the Woodstock Exchange and the Palms Centre, Woodstock is benefiting significantly from the rising trend in urban renewal, a return to artisan craft and the demand for urban living. The area is therefore seen as one of the most exciting property investment hot spots in the city right now. The variety of property options too is a big draw card. These include for example apartments that start at around R900 000 for a one-bedroomed unit and range to around R3 million for an upmarket three-bedroomed duplex. Houses start at around R1.2 million for a two-bedroomed semi and range to about R4 million for a large family home.

The opportunity to buy, renovate and sell on for a profit also exists in the area. Seeff for example recently concluded a sale where the purchaser bought two houses on a single erf for R1.2 million (R600 000 each) and, after renovating, each unit is now worth about R1.5 million. The investment value is further illustrated when looking at the price growth in the area. In Woodstock for example, the average price for a freehold property was R921 000 in 2012. In 2014 this had risen to R1.225 million and in 2015 we are currently sitting at R1.411 million based on the latest Lightstone data.

Some of the best opportunities are currently in Lower Woodstock, between Victoria and Albert Roads, and Salt River. Properties here are still coming of a relatively low base and are showing excellent capital appreciation.

Property market still favours sellers Despite a generally more subdued economic mood setting in, the property market retains its upbeat outlook. Agents remain optimistic about the rest of the year and continue to cite stock shortages as the biggest challenge for the market right now. On the whole, the market continues to favour sellers. Most agents are now working with lists of ready buyers, quite a change from two years ago. Properties are still selling faster compared to preceding years, often before they are even put on show. Prices remain firm. In some areas, up to 40% of sales are now concluded at close to or full asking price. In some instances, buyers are even paying more than the asking price to secure their dream home. For the most part, the oversupply of properties, including the large volume of distressed stock, that characterised the market for about five years post-2007/8, has largely now been sold. Even the secondary holiday markets are reporting favourable conditions and stock shortages.

The banks are still lending and the low interest rate continues to boost buying in the sub-R1.5 million sector of the market. There are simply too many constraining economic factors, not least of which a looming interest rate hike and higher transfer duty at the top end that is already beginning to affect sales. • 1x6 cedar planks

• 1 wooden shipping pallet for seat top

• nail gun

• measuring tape • pencil • circular saw • 2" deck screws • angle brackets • 1/2" wood screws

• finish nails • drill • trim piece • orbital sander • 80-grit sandpaper • seat cushions • throw pillows

CHOOSE PALLETS

ATTACH TOP AND BOTTOM PALLETS

Search local stores or warehouses for discarded shipping pallets. You need two pallets: one for structural support and one for the seat top, sides and back. The seating structure and back pallets should be the same length.

Lay structural pallet on the ground, and stack the seat pallet on top so edges and corners are aligned. Attach the two pallets by drilling through the top pallet into a solid point on the bottom pallet with 2-inch deck screws. Drill 4 points along the front and back edges.

PREP SIDE PIECES Measure and mark 24 inches on the side pallet, and use a circular saw to cut in half perpendicular to the top boards of the pallet.

CUT STRUCTURAL PIECES Use measuring tape and a pencil to mark the sofa back, seat structure and top pallets to 24x72 inches. Cut with a circular saw.

ATTACH TOP SIDE TRIM PIECES

Align the front edge of the side pallet piece with the bottom front corner of the seat section, and attach the side pallet to the bottom structure along the front and back corners of the seat with 2-inch deck screws and a drill. Repeat this step for the opposite side.

Measure along the top of each side pallet from the front edge of the back top trim piece to the face of the arm pallet fascia to determine the length of the side pallet top trim pieces. Use a pencil to mark and cut 1x6 cedar plank with this measurement, and cut with a circular saw. Attach top side trim pieces to the top edges of the side pallets with finish nails and a nail gun. Tip: Make sure all corners and edges are flush before nailing.

INSTALL BACK PIECE Install the back pallet piece to the seat by aligning the back pallet boards with the back of the side pallets’ inside edges. Attach with angle brackets and 1/2-inch wood screws using a drill.

ATTACH TOP TRIM Measure the top edge of the sofa back — including the outside edges of the side pieces — to determine the length of the top trim piece. Mark a 1 x 6 cedar plank with a pencil, then cut to size with a circular saw. Using a nail gun, attach the top trim piece with finish nails into the solid points on the back pallet piece, ensuring the front and side edges of the trim are flush with the inside edges of the back and side pallets.

CUT FASCIA Measure the distance along the top front edge of the seat section between the two side trim pieces. This should equal the length of the back, structure and seat pallets determined in step 2. Use a pencil to mark a 1x6 cedar plank to the determined length. Cut the plank to size with a circular saw, and install with finish nails — aligning the top edge of the fascia with the top edge of the seat pallet.

SAND SURFACES Use an orbital sander with 80-grit sandpaper to smooth out all rough corners and exposed surfaces. Decorate with colorful outdoor pillows and cushions.

The desire to maximise a small space for many different functions and can often cause one to try and cram too much into a small space, creating a rather messy and cluttered feel. There are a few tips to keep in mind when planning a small garden, courtyard or patio garden to help maximise the feeling of space. 1. Try and limit the functions that are only absolutely necessary for one particular area. For example if a washing

line is paramount but so is an entertaining space, then try and make one (the one you don’t use as much) a flexible ‘fold-away’ option, by using a fold away washing line, or seating that doubles as storage etc.

2. For paving or tiled areas, always try and use the largest format (size) to reduce the number of grout lines. This will maximise the ground plane and simplify it, echoing the clean lines of the sky above. Use grout in a light shade rather than darker than the tiles/pavers.

3. Light coloured materials like tiles, wall paint and

furniture help to increase the feeling of space and draw the eye out of the space rather than in, giving an illusion of more space.

7. A light strip of pebbles around the perimeter of the paving or lighting the perimeter with tube or spot lighting can draw the eye out of the centre of the space and so increase the feeling of space.

DEATH - HOW DOES IT AFFECT THE OWNERSHIP AND SALE OF PROPERTY? A “grim” topic but important to understand as many readers’ property rights and interests are affected by this unavoidable event. I have put together several questions and answers to help you get an understanding of the processes involved. 1. Mrs Smith has sold her property and transfer is scheduled for 1 November 2015. She passes away before transfer. What happens now?

2. Mr Jones has bought a property and transfer is all on track for 3 weeks’ time, with the Seller anxiously awaiting her sale proceeds. Mr Jones passes away. What happens now? The transfer is put on hold until the Executor is appointed to administer the winding up of Mr Jones’ estate. Consider for example where Mr Jones had been granted a bond on the strength of his income stream. The Bank will certainly withdraw the finance in the circumstances. This would mean that Mr Jones’ estate would have to come up with other guarantees – effectively the cash. If it could not do so, it would be in breach of its contractual obligations and the deal would be cancelled by the seller. Mr Jones’ estate would in all likelihood forfeit any deposit paid, without prejudice to the seller’s rights to claim other damages sustained.

3. You have inherited a property from a relative but have decided to on-sell it as you would rather use the funds to upgrade from your current home and purchase elsewhere. You want to give the mandate to an estate agent but you don’t actually own the property yet. What is the procedure and timeline for the sale and transfer of the property?
