UPBEAT SONA SETS THE TONE FOR A MORE POSITIVE ECONOMY AND PROPERTY MARKET Things have moved rather rapidly since the ANC’s Elective Conference in December with Cyril Ramaphosa elected as ANC President and now President of SA. Development on the political front has been swift and it has lifted the overall mood in the country. President Ramaphosa’s maiden State of the National Address (SONA) signalled a strong intent to cut corruption and wasteful expenditure and get the country back to political stability and economic growth. This has now been reiterated with President Ramaphosa making a number of changes to his Cabinet including selecting highly respected Ministers such as Nhlanhla Nene, who makes a welcome return as Minister of Finance and Pravin Gordhan, appointed as Minister of Public Enterprises, both of which send a strong signal of action. While Budget 2018 was a little more sobering, it was to be expected in view of the current economic state of the country and we were warned late last year that there was a significant fiscal deficit that needed to be funded. With a sluggish, albeit improving economy, this could only come from higher taxes. While the budget has necessarily brought higher taxes and costs for consumer households, it has also hinted that the economic outlook is on the up. The budget and commitment to cutting corruption and costs have been well received by economists and the international ratings agencies, all of which must be welcomed amidst one of the most challenging phases for the country and economy. We are already seeing business and consumer confidence lifting and there is a renewed energy in the country which is filtering through to the property market. Seeff’s branches nationwide are reporting that there is more demand for property, but at the same time, with more stock to choose from, serious sellers need to heed the call to price correctly if they want to make a successful sale. Is it a good time to buy property? Indeed. Conditions are favourable for buyers given that price growth has for the large part remained fairly flat and with so much more stock on the market, buyers have much more to choose from across most areas right now.
The South African property market remains on a firm foundation and as we have seen over the past few years, just a slight improvement in the economy tends to boost the market and price growth. The improved economic outlook will no doubt encourage buyers and investors to get into the market now and with the superb choice of property on the market, they have plenty to choose from.

he 10ha estate is located high on the slopes of Leeukoppie, just off Victoria Road with stunning views towards Chapman’s Peak, the bay, valley and mountains. The estate offers 48 luxury houses with three, four and five bedrooms, priced from just over R20 million inclusive of VAT with no transfer duty payable. Ross Levin, Seeff Atlantic Seaboard and City Bowl developments director, says that Seeff has enjoyed the opportunity to work closely with the Kerzner family again. Given that this is the Kerzner’s home here in South Africa, this is a project close to their hearts, so much so that this is the first development ever to carry the Kerzner family name. Kerzner needs no introduction and is a hotelier of world standing who has brought enormous prestige to South Africa. He bought the original property in 1983 and it has served as his Cape Town home since and is famed for hosting visiting celebrities and delegates and for his New Year’s Eve parties. Developed as an eco-estate, each plot is around 1500sqm. The luxury houses feature unique designs with greening elements and the use of natural building materials such as wood and stone, tailored to suit each individual site, all under the careful eye of Sol Kerzner and his daughter, Andrea, says Levin. In typical Kerzner style, six architectural firms are involved in designing the homes of the first release. These include Dennis Fabian from Fabian Architects, who has a long-

standing history with Sol Kerzner along with Stefan Antoni from ARRCC, Sean Mahoney from studioMAS, Jon Jacobson from Metropolis, Sally Tsiliyiannis from Gapp and Ian Gray from COA (Craft of Architecture). Each home is designed in a manner that it cannot be picked up and placed on any other plot, because the architecture of each home is tailored to the site like a great suit. This means that every home maximises on the unique features that the particular site has to offer. All houses enjoy air conditioning, fireplaces in the living areas, en-suite bathrooms to every bedroom, provision for grey and rain water harvesting and top of the line finishes. House sizes range from 374sqm-738sqm, but there is no onesize-fits-all here and each house will be unique, designed by a different architect to fit the plot perfectly and bring out the best views/features possible. Aside from the top class architectural designs by some of South Africa’s top architects, the finishes will be of superior quality. This will include EuroCasa Kitchens and Miele appliances, aspects such as stone and wooden flooring, top quality bathrooms, double glazing, air-conditioning in bedrooms, fireplaces in the living areas, a swimming pool, an allocation for rain water and greywater harvesting and landscaping allowances. One of the core principles that Mr Kerzner built his hospitality success on is to ‘blow the customer away’ and Levin says that the same attention to detail and the highest standards applies to this estate.

The estate will have top security, a fitness centre, and access to a host of Kerzner Hospitality services that residents may want to make use of. The indigenous vegetation of the estate will be restored with fynbos replacing all alien pine trees. The estate is just a 15-minute drive from the Atlantic Seaboard attractions and Blue Flag beaches and also from the top private schools here and in the Southern Suburbs. Levin says that he expects significant interest in the development to come from buyers within the Cape looking for a luxury security estate home as well as from upcountry areas such as Johannesburg and Pretoria. The estate will also appeal to international buyers looking for a second home in South Africa.

f you are not yet aware of the enormous interest that the Woodstock-Observatory-Salt River area is currently enjoying, then you are in for a real treat, says Steven Holvec, Developments Manager for Seeff Southern Suburbs. This area is now seen as the next big thing given the rising prices and growing unaffordability of the Cape Town CBD. It is basically adjacent to the CBD, but also offers excellent access to the Southern Suburbs and other areas of the city. It is highly sought after for the convenient location, but also has its own unique attractions and enjoys the same streetcafé culture and urban energy of the CBD, he says. To meet the enormous demand for housing in the area, there are a number of new developments that seem to be selling like hotcakes, he adds. Use paint colour for best effect
Make use of mirrors and glass
Paint colour is your first - and simplest - resource when wanting to make a home appear visually larger than it is. White is a popular choice for walls purely for the fact that it creates an optical effect, enhancing the size of a room. You can further enhance the effect by painting trim in the same colour.
Glass or transparent acrylic offers the advantage of closing off spaces without blocking lines of sight. It’s also ideal for closing off rooms that don’t receive any natural light. Use glass or acrylic panels in place of traditional brick walls in a small home, to create rooms within rooms, or section off a particular area.
If you’re not a fan of white and find it boring, you can achieve the same effect with almost any light colour hue. Cool down hot rooms by a hint of blue or blue-grey, or warm up cold rooms by adding just a hint of red..

Create open spaces
Conventional doors are space-wasters. The amount of floor space needed to open and close a door could be incorporated into total area simply by removing conventional doors and relacing them with sliding doors. The only consideration for fitting sliding doors, is that there be enough wall space at one side of the opening, on which to mount the sliding hardware.
While you may not want a totally open plan floor space, simply by partially removing a wall and replacing the top section with transparent glass, you visually enlarge the space. An architectural feature that measures less than a metre in height facilitates visual depth. Opening up rooms in this way will make a floor plan appear more spacious and brighter.

Let in natural light
Did you know that by installing laminate floors at an angle perpendicular to windows or sliding doors gives the illusion of a large floor space? The line of the flooring draws the eye along the seams, visually extending the length. The same applies to large rectangular tiles.
If the opportunity arises to replace existing window frames, install larger frames that let in more natural light. Alternatively, keep window treatments as minimal as possible, using blinds or shutters for privacy.

Not just your average edible sac of flowers! Among the oldest of fruits consumed by humans, figs are still one of my favourite ingredients. Truthfully, not a fruit at all, but an involuted sac of tiny flowers, these delicacies originated in northern Asia Minor, but we have the Greeks and the Romans to thank for their widespread availability throughout the world today. So prized were these fruits, that ancient Olympians earned figs rather than gold medals as a reward for their athletic abilities. Before sugar was used, figs were used to sweeten dishes. Today, however, they are used in many different ways in both sweet and savoury dishes. Bon appetit!
SEARED FILLET WITH COFFEE, CARDAMOM AND FIGS SERVES: 4 DIFFICULTY: quick and easy PREPARATION TIME: 30 minutes
INGREDIENTS 500 ml strong filter coffee 4 tsp sugar 4 fresh Adams figs seeds from 2 cardamom pods, dry roasted in a pan and ground in a mortar and pestle 4 thick-cut fillet medallions olive oil for searing salt to season
METHOD Dissolve the sugar in the coffee. Pour into a pan, add the cardamom and reduce to half. Cut the figs into slices to make flat discs, about 4 per fig, and place into the coffee mixture. Allow to cook for 3 minutes and set aside. Heat a heavy-bottomed skillet until very hot. Rub the fillet medallions with a little olive oil. Sear on all sides until brown. Remove from the heat and season with the salt. Serve topped with the fig-and-coffee mixture.

ARANCINI WITH FIG AND CANDIED PISTACHIOS MAKES: 8 golf-ball-sized arancini DIFFICULTY: a little complex PREPARATION TIME: 1¼ hours
INGREDIENTS Pistachios 1 tbsp butter 60 g pistachios 1 tbsp honey Risotto 1 tbsp olive oil 1 small onion, chopped 200 g Arborio rice 190 ml white wine 500 ml vegetable stock 60 g Parmesan, finely grated 1 tbsp butter For frying 8 small figs, peeled 2 tsp cream cheese 1 egg, beaten 185 g couscous, uncooked canola oil for deep-frying
METHOD To make the candied pistachios, melt the butter and fry the pistachios lightly. Add the honey and allow to bubble for 3 to 5 minutes. Pour onto an oven tray and allow to cool. Prepare the risotto by heating the olive oil in a saucepan and frying the onion on a medium heat until transparent. Add the rice and fry for 2 to 3 minutes. Add the wine and cook until all the liquid has been absorbed. Ladle the stock into the risotto, making sure that every spoonful gets absorbed before you add the next. The rice should be al dente within 20 to 30 minutes. Remove from the heat, add the Parmesan and the butter, stir and leave to cool. Stuff each fig with a quarter teaspoon of cream cheese and two pistachios. When the rice has cooled, divide it up into 8 portions. Roll a ball in your hands and press it flat onto your palm. Place a stuffed fig onto the rice and roll into a ball about the size of a golf ball. Dip the balls into the beaten egg and then into the couscous. Heat the oil in a saucepan, and when hot, drop the arancini into the oil. Deepfry until golden brown, drain on paper towel and serve immediately.
CHEF’S NOTES: Arancini are Sicilian rice balls, made golden with saffron and traditionally stuffed with a ragù (meat sauce), cheese or peas. They are then rolled in crumbs and fried. The name is derived from the Italian word for ‘little orange’ (arancino) because of their colour and shape. In the rest of Italy it is an innovative way of getting rid of leftover risotto. If you cannot find small figs, then use half a fig instead of a whole. These are a great accompaniment to a cheese board.

a Sunday Feast in Franschhoek I may have mentioned before that I am a sucker for Sunday lunch. Franschhoek is also one of my favourite destinations and so when I heard that Haute Cabriere were offering a Sunday Feast, my table couldn’t be booked soon enough.
N
estled under the mountain and with truly breathtaking views of the valley below, Haute Cabriere’s location is perfect. One feels as though you are miles and miles away from the bustle of the town yet are literaly two minutes away. With a beautiful underground cellar built into the mountain, which can be viewed from the indoor restaurant, Haute Cabriere has always been a cosy winter venue. I always thought that their outdoor area was underutilized so I was delighted to see that the terrace is now cleverly shaded and guests can enjoy tastings as well as dine outdoors. The new(ish) Sunday lunch offering is a set three course menu which changes regularly and which includes complimentary Pierre Jourdan and Haute Cabriere wines. It was a gorgeous March day exactly one week after my birthday, so I thought that a glass of the Pierre Jourdan Belle Rose was the perfect way to start the afternoon. The pretty pink bubbly was served icy cold in beautiful tall flutes. After explaining how the lunch worked, our fabulous waitress, Thobeka soon brought us a selection of still warm vetkoek and rye bread which was served with a tomato chilli jam and salted butter and which took the hunger pangs away. The starter was a plated venison salad served with spanspek and avocado on a bed of bulgar wheat and topped with 76 | Seeff Property Pages | April - May 2018
a raspberry vinaigrette. The salad was tasty, light and fresh and I loved the combination of textures, colours and flavours. The main course is served to your table on a selection of Mervyn Gers platters and bowls that you can help yourself from. It feels like Sunday lunch at home but without any of the shopping, cooking, mess or cleaning. How perfect! The Charcoal Roast Chalmar beef fillet was beautifully cooked, pink, juicy and melt in the mouth tender. It was served with a garlic thyme cream. One almost didn’t need the pork belly which was the other main (although I have to admit that I still managed to eat half my portion as it was so tasty). Sides were a riot of colour and tastes – savoury black rice, sticky garden beetroot, spicy roast pumpkin, celeriac and apple roulade and a tomato salad. Haute Cabriere is renowned for their famous blend of Pinot Noir-Chardonnay blend , and I could not resist a glass to accompany my lunch. As I had to drive back to Cape Town I could unfortunately not succumb to a second glass nor to the Pinot Noir (that will have to be for another day) Everything about our lunch was delicious and we felt fabulously satisfied but not uncomfortably full as one often does after a heavy lunch.

Nic van Wyk and Westley Muller (both of whom have excellent credentials) took over the helm at the Haute Cabriere restaurant in September last year after consulting to them for some time prior to that. Chatting to Westley, he confirmed that their focus is on flavour and fresh produce. This clearly shows in the gorgeous food that they are preparing. Dessert was crème brulee which made me a little nervous as whilst I LOVE crème brulee, I am very fussy about it. I had no need for concern. The portion was generous… a good start as I although I don’t like large helpings there is nothing worse than having two bites of dessert and thinking “is that it?” The brulee successfully passed the teaspoon crack test … and then you got to the real deal. A creamy, perfectly textured, sweet but not too sweet vanilla-y filling. Yum! And then the little surprise at the bottom, Ratafia poached prunes which added a delicious contrast and tartness. I could not resist a taste of the Ratafia (Haute Cabriere’s dessert wine) with my crème brulee and our obliging waitress accommodated me by pouring me a teensy glass so that I could satisfy my taste buds but not feel guilty. We didn’t have room for coffee but we were happy just to sit and soak up the view. Lunch was just as it should be….
Long, lazy with an abundance of delicious food and wine and good company and with excellent but unobtrusive service. The Sunday Feast is only offered on Sundays. On all other days the restaurant offers an a la carte or a six course wine pairing menu which are available for lunch and dinner. Both menus sound delicious and having experienced Nic and Westley’s food I simply can’t wait to book again to sample their other menus. If you are looking for something a little lighter, perhaps before or after a wine tasting on the terrace, the Tasting Room offers a fabulous selection of small plate tapas. On Sundays, the tapas menu is not available, but you can indulge in a cheese board or some oysters to accompany your glass of bubbles. I have been visiting Haute Cabriere for many years now… and it never disappoints. I love the fact that whilst it is a bit of an icon in the Franschhoek valley, it keeps on innovating and creating new offerings for us to sa-vour!

There are also a variety of boats from small private boats of 8 to 10 people up to large party boats that carry 120 people. In Zimbabwe the boats launch about 5 Kilometres upstream of the Victoria Falls well out of dangers way of going over the edge, some people are often wary of this. The bigger boats normally head upstream a little way and then turn around to return slowly giving you plenty of time to really take in the magnificence of your surroundings. 7 TIPS FOR A THRIVING AUTUMN GARDEN IN CAPE TOWN. • Trim and cut back: Right before the harsh winter weather arrives, consider going in for some pruning in the garden. Please, consider cutting back your groundcovers that have flowered. • Pests: Pests will start to re-energise after the heat and start coming out… watch them, especially the snails and slugs with the damper weather in the evening. • Preparing for winter: Because we live in the Western Cape, preparing for winter is not necessarily as drastic as areas which experience frost, however what we should consider is what preparations we can take for our hectic Cape Town winds and heavy rains. When chewing becomes destructive
Dogs use their mouths in much the same way we use our hands - as tools for exploring. This means they examine anything they find interesting by chewing and gnawing it. Unfortunately, with some dogs this chewing becomes destructive and a problem. Why do they chew?
Timing is everything
Most puppies will chew when they are teething. As they become older they may chew on something they’re playing with, out of boredom or from an instinct to chew. Chewing may result from a dog being in unfamiliar surroundings suffering from separation anxiety. Identifying why your dog is chewing is the key to stopping the behaviour.
The only time you can effectively discipline your dog for chewing is when you catch him in the act. If you find a chewed up shoe an hour after your dog has done the deed he won’t be able to associate any punishment with the act of chewing. Your dog may seem ‘guilty’ when you wave the shoe in front of his face but this is just submissive behaviour. When you do catch your dog chewing, stop him with a verbal command or a loud noise. When he stops, give him his chew toy. When he starts chewing on it, praise him.
If your dog is chewing on a wide variety of objects in the house regardless of whether you are there or not, he’s probably chewing out of boredom. Your dog probably needs more play, exercise and physical activity to work off some of that excess energy. Providing appropriate chew toys will also help your dog kick its destructive chewing habit.

Teething trouble If your dog is teething it’s something you’re going to have to wait for him to grow out of. Whenever possible you want to redirect your teething pup’s chewing to appropriate objects. Try making some frozen treats in popsicle moulds or leaving some of your dogs toys in the freezer before giving them to your dog. This will not only provide an appropriate toy, but one that will be soothing on your dog’s teeth as well. Some dogs chew as a result of separation anxiety. They may be chewing or pawing in an effort to escape from the area they’ve been left in. They may also chew on inappropriate objects as a nervous reaction to your absence. This is probably the most difficult type of chewing to treat because it happens when you’re not present and it is the anxiety itself that needs to be treated. Dog behaviourists will use socialisation, desensitisation and counter-conditioning techniques to cure separation anxiety.

For most types of chewing you should help your dog by redirecting him to chew on appropriate objects. Choosing the right type of chew toy for your dog is the first step. Never give him anything that looks like something you don’t want him to chew on. If you give him old shoes or clothes he won’t be able to understand the difference between them and the items he’s not supposed to chew. There are some products that can be applied to household objects to discourage your dog from chewing them. These products have a taste or smell that is unpleasant to dogs but inoffensive to humans. As always, consult your veterinarian. They’ll be able to provide useful advice and suggestions.

History of the South African Astronomical Observatory (Part 1) Sailing by the stars
refused all payment of ‘one penny’ of Fallows’ expenses on land or sea, but refused to give the observatory instruments any storage space. Only the intervention of President van Breda of the Burgher-Senate prevented the ship’s captain from dumping the unbuilt observatory’s first load of instruments on the beach. As it was, Fallows was allowed a room in the town granary, and the government eventually granted him one of the pre-fabricated huts intended for settlers at Algoa Bay. From this hut (originally in Kloof Street) Fallows began observing the southern stars. His results from these early observations appeared as a catalogue of 273 ‘principal fixed Stars’ in the 1824 Philosophical Transactions of the Royal Society. Though intended as a first rough effort, Fallows’ positions for southern stars were at least as good as any others readily available at the time.
Modern astronomy in South Africa begins with ships – and their unfortunate habit of colliding with the South African coastline. Accurate positions for southern stars that might be useful to navigators were simply not available, and the position of the African coastline wasn’t very well known either. In 1685 a French ship stopped briefly at the Cape so that Father Guy Tachard could set up a small temporary observatory. He and his assistants discovered that most of the stars shown on their charts of the extreme southern sky did not exist at the marked positions, while many others were omitted altogether. He also estimated (from observations of Jupiter’s moons) that Cape Town was nearly 300 km west of its position on his maps of the Earth. The most notable early visiting astronomer at the Cape was Nicholas de la Caille, who spent two years (1751-53) charting the positions of almost 9 766 stars and measuring the shape of the Earth.
The Admiralty and the Divine

None of these temporary efforts had achieved high enough accuracy to satisfy navigators or astronomers, however, and on October 20, 1820 the ‘King’s Most Excellent Majesty in Council’ authorized the ‘… Lords Commissioners of the Admiralty to cause an observatory to be erected at the Cape of Good Hope …’, thus establishing the first permanent modern observatory in Africa. As its head the Admiralty chose a brilliant young Cambridge mathematician, astronomer and clergyman who had studied books on mathematics while working at his father’s loom. He would need all his grit and determination… When the Reverend Fearon Fallows arrived at the Cape, he found himself landed in the wrong place (Simon’s Town) and with no way of getting his cargo of astronomical instruments to Cape Town except by putting them on another ship at his own expense. Faith in the Clerk of Works
The only one of Fearon Fallows’ portable instruments still at the observatory is a Dollond ‘repeating circle’, made of brass with inlaid silver vernier scales read by microscopes. Two wagons were broken trying to move these massive blocks, and Henderson wrote that the largest block had to spend three weeks reaching the observatory on rollers. But getting the permanent observatory built was another matter. Most possible sites were plagued by sand and dust storms or local ‘tablecloth’ clouds, and finding a site took nearly a year. The better part of three more years went by as the Admiralty Office mislaid and redrew the plans, and the ground selected turned out to be claimed by several different local inhabitants, each of whom had to be paid off to avoid lawsuits. When a contractor was finally found in 1825, the building was somewhat hampered because ‘we had only two or three stone Masons in the Colony’, while the less skilled labourers were ‘the most idle and unprincipled set of men I ever witnessed’. Ten soldiers had to guard the site so that tools and materials didn’t disappear every night. There were

no dust storms because the building site was between the swampy areas created by the Liesbeek and the Black River, on a barren rocky mound crossed by cattle trails – and justly known as Snake Hill. Fallows saw ninety snakes killed by his digging crew in a single day.. Thirty tons of lead for the roof had to be moved over bad roads to the new building, as well as huge stones for mounting the permanent instruments. Teak for construction had to be purchased quietly so that the merchant who owned the only available supply didn’t raise the price beyond reach. Not until 1829 could the main instruments be used for ‘the improvement of practical astronomy and navigation’ so that the work of the Royal Greenwich Observatory in the north could be complemented by the efforts of His Majesty’s Astronomer at the Cape of Good Hope. But the construction was solid, thanks to Fallows and Skirrow (the Admiralty’s seconded clerk of works). The original Georgian building which Fallows and Skirrow `worried into existence’ at Slangkop is now the headquarters of the South African Astronomical Observatory. Fallows is buried in front of the building, 12 feet deep to discourage grave robbers. After only three years in residence, he died of recurrent scarlet fever and overwork.

What would you think if on putting out your candle to step into bed, you were to find one lurking beside the Bed?’ His assistant’s wife wrote: The ‘Slough of Despond’ intercepts our main road, And near ‘Dismal Swamp’ stands our stately abode. Drinking water had to be brought in by wagon, as the only water supply was a an unimproved hole dug down to the level of the (salty) river water, with a bucket on a rope slung over the limb of an adjacent tree. The Admiralty’s refusal to pay for fencing left the observatory ‘surrounded by cows enjoying its shade ready to thrust their horns through the windows’, so that it was hard to ‘keep the doors in better trim from filth than a Hottentot craal.’ In the midst of a battle with the Admiralty’s bureaucracy about the Observatory water closets, Henderson lost his patience and took the next ship for Scotland, where he became Astronomer Royal in Edinburgh.
Two observers were often necessary to get results with the instruments of Fallows’ day, but Fallows had great difficulty getting even one reliable assistant. As a result he often observed with his wife Mary Ann: ‘He was relieved from this difficulty by the affection and intelligence of Mrs. FALLOWS . . . the Cape astronomer had, like HEVELIUS, the pleasure of finding his best assistant in the partner of his affections.’ Her independent discovery of Comet 1830 I (‘Mrs. Fallows has discovered a comet in Octans. We are observing it.’) places her first on the roll of South African women observers in this field by more than a century.
A wild life in the dismal swamp
According to one early resident, in Fallows’ days an astronomer might find a leopard disputing his right to adjust the shutters on the roof, and hippo could sometimes be found in nearby marshes. Fallows’ successor Thomas Henderson had difficulties with smaller, scalier creatures.‘
