INTEREST RATES REMAIN UNCHANGED, CONFIDENCE UPSWING OR CHALLENGING MARKET? by JAMES LEWIS Lesetja Kganyago, our respected Reserve Bank Governor, kept interest rates unchanged at the recent July Monetary Policy meeting. The property sector looks to interest rate movements to adjust the forecasts. The zero cut in interest rates along with our Governor adjusting the Gross Domestic Product (GDP) forecast down from 1.7% to 1.2% for 2018 is a clear sign of an economy that is lagging. What will make the change to move our GDP from 1.2% to a healthy 5%? We require confidence to return to our economy. Confidence is driven by sound economic policies. Our President’s “Ramaphoria-effect” created the confidence I spoke of in my previous newsletter but unfortunately this was short lived. With the wage negotiation season in full swing, seeing Eskom buckling under union pressure does not create the structural environment needed to ensure GDP growth. Eskom produces less electricity than it did 10 years ago and yet a wage increase is granted! The lack of demand within the economy and land policy uncertainty weighs on the property market. The economic indices have been disappointing. Along with the latest property barometers from the major banks after an encouraging uptick in the first quarter of this year, there has been a notable decline in the second quarter. The property forecast for the 3rd and 4th quarters of 2018 are therefore consistent with the 1st and 2nd quarters of 2018; reported as follows with input from First National Bank (FNB) July Property Report:
2nd Quarter indicators point to a weaker property market One of the first observations from the 2018 FNB Property Barometer for the 2nd quarter, is that there has been a shift in the market equilibrium. The 2nd quarter FNB results tell the story of an overall weakening of the property market performance. This, according to FNB, ties in with a second quarter weakening of National Business Confidence as per the Rand Merchant Bank Business Confidence Index, which also showed a short-lived first quarter spike. The results further point to a notable rise in the property stock levels and a decline in the number of buyers in the market. As a consequence, property now takes longer to sell and more sellers have to drop their asking prices, especially in the upper end of the property market. The FNB Property Barometer shows that the national average time on the market has lengthened notably from 14 weeks in Q1 to 16 weeks in Q2. In a healthy market, properties take on average around 8 - 12 weeks to sell and you can therefore see the shift in balance, away from favouring sellers to favouring buyers. Gauteng’s estimated average time of property on the market is performing better than the coastal metro areas, at 14 weeks as at the 2nd quarter of 2018 compared to the aggregated national coastal metro estimate at 20 weeks. The good news is that the Cape Town property market compared to national coastal metro areas still shows the better performance at an average of 15.86 weeks on the market compared to Nelson Mandela Bay (Port Elizabeth and surrounds) at 22.29 weeks, and Ethekwini (Durban and surrounds) at 21.71 weeks.

High-end properties take the longest to sell Regardless of the market conditions, the lower to midmarket price ranges sell relatively quicker than the high end price ranges, for example an average of 24 weeks in the case of the High Net Worth Area segment and 11 weeks in the Lower Income Area segment.
House price growth expected to remain unchanged The FNB National House Price Index showed that overall price growth remains down year on year. The average for June 2018 stands at 3.4%, slower than the 4.2% average growth for 2017.
Challenges for the property market According to FNB, current property market conditions relate predominantly to four key elements, being: (1) the economy, (2) pricing and affordability, (3) seasonality and (4) consumer sentiment. Apart from seasonality, the primary risks for the market, are concerns around the continued economic weakness, secondly rising costs which puts significant pressure on household budgets, and thirdly policy uncertainty (sentiment) around the land expropriation issue also remains a concern, especially for agricultural and upper income buyers.

What we know about the property market, is that it is never static - what goes down will inevitably come up again. The property cycle can be unpredictable but over a 10 year period prices always go up and up significantly. The same cycle approach applies to the rental market. 2014 to 2017 the residential rental market performed extremely well in the Southern Suburbs, Hout and Llandudno area. Yet 2018, quite the contrary, Landlords are finding it difficult to secure annual rental increases. Savvy tenants are aware they can negotiate down on rate increases and in some cases elect not to renew their leases for better alternative properties to rent.

Each area and market is unique In the Southern Suburbs, Hout bay and Llandudno property market, each area is different. Whereas activity for the first six months of this year for Hout Bay remained largely on par with the same period last year, the Southern Suburbs market has cooled, mirroring the overall Cape Town property market performance. SLOW ECONOMY STYMIES PROPERTY RECOVERY, HYBRID MARKET FOR THE YEAR AHEAD Disappointingly, the Ramaphoria-effect is waning fast and it is has not had the desired effect on the economy and property market. The anticipated economic and property recovery seems to be taking much longer than hoped. Where we were looking forward to an improved market performance as the year progresses, the data and our agents’ experience is that the market is struggling, although the Johannesburg/Pretoria metro markets seem to be better off compared to Cape Town for a variety of reasons. The lustrous Cape market appears to be reeling from the effects of the poor economy and policy decisions, water crisis and dip in tourism and semigration. Most areas are facing tight trading conditions, especially at the upper end which is also seeing a decline in foreign buying into high demand areas such as the Atlantic Seaboard and City Bowl. Household budgets under pressure due to rising costs, low investment and constrained confidence and uncertainty about property ownership are all concerns for the market. With the General Election on the horizon for next year, there also seems to be a strong slant towards political expediency. That said, life goes on. The country’s micro-economic challenges notwithstanding, there are many positives for the property market. The banks are still granting more bonds and price growth remains flat which means that it is a great time to buy. Historically, SA property has benefited from good capital growth which should encourage buyers who are still sitting on the fence.
For sellers, there is simply no room for overpricing if you hope to sell. Buyers should take care not to overpay, do their homework and guard against getting caught up in the hype. If you are looking at investing into a second property, be especially careful about where and what you are investing in and how much you pay. Do your homework and ensure you make a sound property investment and always work with a credible area agent who will give you the best advice.
Predicting the market is always difficult, but indications are that the economy is poised for growth if we can just clear a few hurdles, which will naturally boost the property market. For the time being, we are seeing the emergence of a hybrid market with some areas performing well while others are struggling. Overall, the Seeff Property Group continues to achieve excellent results for our clients countrywide with record sales in many areas including over R50 million for an Atlantic Seaboard apartment. We have been in business for over five decades and have seen the market through its many ups and downs. While no doubt challenging, there is still plenty of activity to keep the market ticking over. Regardless of the challenges, there is always a level of activity in the market and you can still conclude a good deal provided you know where the ‘sweet spot’ is. This is where the expertise and guidance of a local area agent becomes vital to property transactions.

Ross Levin, Seeff Atlantic Seaboard and City Bowl developments director, says that Seeff has enjoyed the opportunity to work closely with the Kerzner family again. Given that this is the Kerzner’s home here in South Africa, this is a project close to their hearts, so much so that this is the first development ever to carry the Kerzner family name. Kerzner needs no introduction and is a hotelier of world standing who has brought enormous prestige to South Africa. He bought the original property in 1983 and it has served as his Cape Town home since and is famed for hosting visiting celebrities and delegates and for his New Year’s Eve parties. Developed as an eco-estate, each plot is around 1500sqm. Each home is designed in a manner that it cannot be picked up and placed on any other plot, because the architecture of each home is tailored to the site like a great suit. This means that every home maximises on the unique features that the particular site has to offer. All houses enjoy air conditioning, fireplaces in the living areas, en-suite bathrooms to every bedroom, provision for grey and rain water harvesting and top of the line finishes. House sizes range from 374sqm-738sqm, but there is no onesize-fits-all here and each house will be unique, designed by a different architect to fit the plot perfectly and bring out the best views/features possible. Aside from the top class architectural designs by some of South Africa’s top architects, the finishes will be of superior quality. The indigenous vegetation of the estate will be restored with fynbos replacing all alien pine trees. The estate is just a 15-minute drive from the Atlantic Seaboard attractions and Blue Flag beaches and also from the top private schools here and in the Southern Suburbs. Levin says that he expects significant interest in the development to come from buyers within the Cape looking for a luxury security estate home as well as from upcountry areas such as Johannesburg and Pretoria. The estate will also appeal to international buyers looking for a second home in South Africa.

f you are not yet aware of the enormous interest that the Woodstock-Observatory-Salt River area is currently enjoying, then you are in for a real treat, says Steven Holvec, Developments Manager for Seeff Southern Suburbs. This area is now seen as the next big thing given the rising prices and growing unaffordability of the Cape Town CBD. It is basically adjacent to the CBD, but also offers excellent access to the Southern Suburbs and other areas of the city. It is highly sought after for the convenient location, but also has its own unique attractions and enjoys the same streetcafé culture and urban energy of the CBD, he says. To meet the enormous demand for housing in the area, there are a number of new developments that seem to be selling like hotcakes, he adds. The latest, is SALT, a fabulous new mixed-use development which offers 184 one and two-bedroomed apartments of 55.4sqm and 78.4sqm respectively. The development is very affordably priced from just R1.295m per unit. Careful thought has been given to maximise the modern, upwardly mobile lifestyle, says Holvec. While this wood can be sourced for very little - or no - cost, it does take time to prepare to a condition suitable for mounting onto walls. To make it easy to add, or remove when necessary, secure reclaimed wood planks to battens mounted onto the wall. If glued directly onto the wall, the planks will be extremely difficult to remove and may leave behind a lot of mess to fix up.

THE QUINCE AND THE SERPENT In the time of the Old Testament, apples were not yet cultivated in the ancient world and were therefore unknown. So the Garden of Eden was probably adorned with beautiful quince trees with their pink blossoms and yellow fruit, and it is believed that a quince was the probable cause of the fall of the first woman who walked the earth. What Eve saw in a raw quince only Eve will know as this fruit is best eaten in its cooked form. I must say, that after learning this seemingly useless information, I will never look at a quince in the same way ever again. Tempting, I tell you!
DECONSTRUCTED QUINCE CRUMBLE SERVES: 8 to 12
INGREDIENTS For the quince 8 quinces, peeled, cored and cut into slices 1½ cups sugar 750 ml water A generous pinch of saffron For the crumble 150 g cake flour 100 g butter, salted 75 g caster sugar 1 tablespoon water For the topping 250 g cream cheese 125 g crème fraîche About 1 tbsp icing sugar ¼ teaspoon vanilla paste
METHOD Preheat the oven to 180°C. Place the quince, sugar, water and saffron in a saucepan and bring to the boil. Lower the heat and allow to simmer for thirty minutes. Remove from the heat and set aside. To make the crumble, rub the butter into the flour with your fingertips until it resembles breadcrumbs. Stir in the caster sugar. Sprinkle the crumbs with the water and stir through lightly with a fork. Bake in the oven on a baking tray covered with sheet of baking paper until golden brown. Remove from the oven and allow to cool. If you are not using immediately, seal in an airtight container. To make the topping, mix the cream cheese and crème fraîche until smooth. Add the icing sugar to sweeten slightly. Mix in the vanilla paste. To assemble, arrange the crumbs in the bottom of a glass, top with the quince and some of the syrup, and then a dollop of the creamy topping. 76 | Seeff Property Pages | August - September 2018

MEMBRILLO (QUINCE PASTE) Also called ‘quince cheese’, this version differs slightly from the original Spanish version. By adding rosewater to the mixture, I have brought a dash of my Lebanese heritage to this dish. MAKES: 750g
INGREDIENTS 2 quince, washed and cut into chunks 1 vanilla bean, split The rind of 1 lemon, cut into strips (pith removed) Water Caster sugar Freshly squeezed lemon juice 1 tablespoon rosewater
METHOD Place the quince pieces, vanilla pod and the strips of lemon rind in a large saucepan and cover with water to about two centimetres above the quince. Boil for about one hour until tender. Remove from the heat and use a slotted spoon to remove the quince and lemon rind from the water. Discard the liquid and the lemon rind. Use your fingers to remove the pips and the hard core. Discard. Place the quince in a bowl and purée using a stick blender. Measure the amount of purée and use an equal amount of caster sugar. Add one teaspoon lemon juice for each cup of purée. Scrape out the seeds from the vanilla pod and add this to the mixture, along with the rose water. Return to the saucepan and simmer over medium heat for about an hour and up to ninety minutes, stirring frequently to keep the mixture from burning. The paste will thicken and turn a deep ruby red. Line a baking dish with parchment paper and brush the paper with butter. Pour the paste into the dish and smooth it out. Top with another sheet of greased parchment paper, cool and refrigerate overnight.
NOTE: Membrillo can successfully be stored in the refrigerator, wrapped in parchment paper and then in foil, for up to a year. It makes a great accompaniment to a cheese board and is equally amazing served as a sweet with coffee!

You may remember that their Beach House in Jacobsbaai was featured as a giveaway towards the end of last year. An now having experienced their Country House I can’t wait to make a booking there too The excitement was bubbling in the weeks leading up to the weekend, although given our busy schedules, none of us really had time to think about our plan much. The beauty of a group of girls though, is that a plan does come together pretty easily. The food shopping was done on Thursday night so that we could head out straight after work on Friday and be there before dark. I have to say there is something very appealing about a weekend away that is literally an hour out of Cape Town. And that’s Wellington for you. As I turned off the N1 on Friday afternoon, I could feel the stresses of the week slipping away, and I as I headed closer to the mountains, the sun was dipping and the sky was changing colour and l could feel the weekend beginning. My girlfriends had arrived ahead of me, so the groceries were unpacked and all there was to do was a quick explore of the house and then to pop a cork and pour a glass of cold Sauvignon Blanc in celebration of the two days ahead… a wine farm, beautiful manor house, good friends …heaven! Dunstone Country House offers three accommodation options, a Country House with six en-suite bedrooms in the centre of a herb garden, a two bedroom self-catering cottage in the guava orchard and a three bedroom Manor House with the one bedroom Acorn Cottage alongside it, set amongst the vineyards. We were in the Manor House, which is exactly the kind of home I would love if I was fortunate enough have a Country

Retreat. It is spacious and elegant and made me feel as though I could just as easily be somewhere in Provence as in the Cape. A long drive leads up to the property… blue shutters, a vine and bouganvilla covered patio and a wraparound stoep welcome you, and then there’s the house itself… high ceilings, spacious airy rooms and beautiful warm furnishings. After our glass of wine (ok maybe two) we were ready for dinner. Whilst I love to cook and am very happy in the kitchen, on the first night of a weekend away I do not want to have to think about doing ANYTHING. Another bonus about Dunstone Manor is that there is a fabulous restaurant on the estate. The evening chill had set in, so we grabbed our jackets and scarves and headed down the drive to The Stone Kitchen. The restaurant was fairly full and there was a welcoming warm fireplace which added to the relaxed ambience. The bistro menu has something for everyone – think pizzas, quiche, ribs. We were all in the mood for burgers… which were hearty and delicious and accompanied by two of the Dunstone wines, the Sauvignon Blanc and Merlot. The fire was burning when we got back to the Manor House and we just couldn’t resist a nightcap in the gorgeous lounge. The attention to detail at Dunstone is just perfect. The furnishings are beautiful and there are comfortable and homely touches everywhere. I was sleeping in the Willow Room which overlooked the pool and the gardens. All the rooms are en-suite with king size beds and are individually decorated with gorgeous Provencal style furniture and natural hues. My bathroom was enormous with a free standing claw bath (reason enough to visit again when the water restrictions are lifted), shower and two basins. Again the décor is flawless and all the little extras like Charolotte Rhys toiletries and vases of lavender add to the special feel.
foodlifestyle My bed was unbelievably comfortable and made up with a goose down duvet and pillows and beautiful linen. The rooms are darkened with block out blinds so we all slept like logs and were happily wakened the next morning to the sound of drenching rain.

We made coffee in the lovely farmhouse kitchen (I had packed our own supplies but didn’t need to as the House is well kitted out with all the basics) and then headed back into the gorgeous Olive Room where we sat chatting, drinking coffee and munching on rusks whilst soaking in the tranquil beauty of the room and watching the pouring rain outside. As much as we didn’t want to leave the house we felt we had to explore the area. So after a light breakfast of fruit, croissants and cheese we popped our seven hour lamb in the oven and we headed out in the rain. First stop was Bosman Family Vineyards where we enjoyed a lovely tasting in their 260 year old tasting room alongside a roaring fire and then filled the boot with our purchases. My favourite was the Hemel and Aarde Chardonnay. Next stop was Doolhof which is also just gorgeous. Their wine tasting was wonderfully presented on individual round trays with labelled glasses and ordered a light lunch of cheese platters and salads to go with our wines, which were fresh and delicious. After some more purchases (my favourite here was the Cabernet Sauvignon) it was back to the Manor House. As we opened the door we were met with the mouthwatering aroma of lamb slowly cooking in the oven. In no time at all the fire was lit, tea was made and we were on the comfortable couches watching the French Open, soon to be followed by the rugby test. A few of the girls retreated to their rooms for a nap before reconvening downstairs a little later for a gin and tonic. The Manor House is the kind of place that you feel a sense of togetherness but yet there is so much space both inside and out to find your piece of quiet to retreat to. The kitchen at Dunstone is so well equipped that we wanted for nothing as we prepared dinner. We had planned to eat in the elegant dining room, but by this time we had a roaring fire in the lounge and we felt it would be a waste to light another. So instead we moved the hall table into the lounge and enjoyed a totally delicious meal in front of the fire… seven hour slow cooked lamb, creamy potato mash and a pomegranate and haloumi salad. YUM! All accompanied by a number of bottles of wine since no driving was involved and all we had to do was wend our way up the stairs to the comfort of our beds! Next morning we went for a long walk. Everything was fresh and clean after the rains and we were all feeling invigorated after a couple of nights in the country. Sadly the city was calling and we had to head back. Dunstone really is just one of the loveliest places to stay and we are all still talking about our weekend spent there. The owners have really taken their guests’ every want and need into account but retained a casual and relaxed ambience. The house is self-catering but is fully serviced (with the most incredibly friendly and helpful staff) and you can also opt for a private chef should you wish. It really is perfect for a winter retreat but I would love to go back in summer to enjoy the shaded outdoor patio area and fabulous pool. I’m picturing steaks on the braai, a chilled Dunstone Rose in the cooler and the outdoor table set for a long lazy lunch. Time to book another girls weekend!

THINGS TO DO Wonder at the Torre de Belém If there is just one landmark you visit when touring through the Portuguese capital, make it this one. Soaring high above the seafront of the Lisbon quays, this great tower displays a veritable fusion of architectural styles from the Mudejar to the Moorish, the Gothic to the Romanesque. It has stood watch over the mouth of the Tagus River since its construction under the patronage of Saint John back in the 16th century. Since then, it has risen to become perhaps the most iconic feature of the city, famed as the last sight adventurers like the prodigal Vasco da Gama would have seen as they drifted out into the vast Atlantic Ocean. Antiga Confeitaria de Belém Since 1837 this patisserie has been transporting locals to sugar-coated nirvana with heavenly pastéis de Belém. The crisp pastry nests are filled with custard cream, baked at 200°C for that perfect golden crust, then lightly dusted with cinnamon. Admire azulejos in the vaulted rooms or devour a still-warm tart at the counter and try to guess the secret ingredient available).
Ride Tram 28 Like San Francisco in the United States, Lisbon is a city famed for its historic, rattling tram lines. None are more iconic than Tram 28 which has been working its way up the steep, cobbled roads and into the old Alfama district for decades. The journey starts below the palm-spotted hills of Graça, and weaves toward the hair-pin alleys of Escolas Gerais, before pulling up to a halt beneath the gorgeous domes of the Estrela Basilica. The people-watching opportunities from the windows are second-to-none, and you’re bound to discover decades of history as you pass the various majestic palaces and castles along the route.
Get lost in the Alfama District The compact little Alfama District is Lisbon’s answer to the old town centers of Europe’s other ancient capitals. Like the Forum of Rome, it’s hailed as the oldest part of the city, although this one dates back to the Moors of Africa instead of the kings of Latium. Delving into the warren of winding streets and alleys that forms the district is one of the top activities for visitors to Portugal’s capital. As you stroll, great cathedrals like the Lisbon Cathedral and tile-fronted chapels reveal themselves on the corners. Cue Lisbon’s great National Tile Museum, which is dedicated to everything fired in a kiln. The institution traces the important history of tile making and its associated technologies from the days when the Moors first brought it to Iberia. Of course, the best part of all the exhibitions is the blue-hued azulejos. These famous ceramic works of art gave the country its reputation for craftsmanship in ceramics. You’ll get to see all types, sizes and designs, and learn about the development of the enchanting motifs that adorn their cobalt surfaces.
Conquer the bulwarks of St George’s Castle St George’s Castle is unquestionably the most visible landmark of Lisbon’s historic center. Standing tall and firm above the streets of the old Alfama District, the great citadel was first built more than 2,000 years ago by the Romans. Since then, it has been developed by subsequent rulers of the city, from the Berbers to the Reconquista knights. Today it has mighty palisades and crenulated towers to admire, along with an encircling dry moat and other anti-siege features. Pass beneath the large gate here and notice the Portuguese royal seal, marking the country’s monarchic strength.
Trace glorious history in the Monastery of Jerónimos Just a glance at the ornate spires and grand carvings of the great Monastery of Jerónimos should be enough to deduce the raison d’être for this massive landmark which is nestled close to the banks of the Tagus River. It was built to mark Portugal’s most glorious age which was called ‘The Age of Exploration’. The fusion of architectural designs, known as the Manueline style, stands as testimony to the cultures encountered by Lisbon’s explorers, while the money used to build the structure came from Portugal’s international trade in cloves, cumin and exotic spices. It is also another of the city’s UNESCO World Heritage Sites.
Go underwater in the Lisbon Oceanarium Located out in the blue waters of the Tagus Estuary, the huge Lisbon Oceanarium rises like a hulking aircraft carrier. Inside, the structure houses countless exhibits related to marine life, which together pull in over one million visitors each year. You can get up close to colorful puffer fish as well as watch the marauding sharks. You’ll see curious moray eels and meet cuddly penguins.There are also interesting collections of sea anemones and corals, not to mention an artificial boating lagoon out front where you can rent a pedalo if it is sunny.

Hop aboard the funiculars Like Rome, Lisbon was built on seven hills. Unlike Rome, the city planners here developed a series of funicular railways to help with transport to and from the neighborhoods above the city. It’s a real joy to ride on some of the tracks such as the old Ascensor do Lavra which dates all the way back to the late 1800s and has been honored with a national heritage tag. There is also the Ascensor da Bica, which winds up the tight-knit cobbled lanes off Largo do Calhariz. Enjoy the Mercado da Ribeira There are two distinct sides to Lisbon’s most famous food market. First of all there is the downstairs part, which throbs with local fruit and vegetable sellers touting succulent legumes and Mediterranean fruits every morning of the week, so make sure to get there early if you want to get the best deals. Then there is the upstairs section which comes packed with more modern, often quirky food stalls and cutting-edge eateries. It is there that you will be able to taste the local specialty of custard tarts, sip fine Portuguese wines, and even attempt to conquer a massive francesinha sandwich which is one of the treats to come out of Porto in the north.
People watch on the Rossio The plane tree peppered Rossio Square is where Lisbon’s local life ticks over each day. Officially titled Pedro IV Square, the spot marks the very heart of the Pombaline Lower Town, which spreads out in wide boulevards between the Tagus and Baixa rivers.The site of the plaza itself has been famous since the medieval age, when public beheadings and bullfighting showdowns were held on its cobbles. Today, it’s a fine place to stroll and people watch. You can relax on the shady benches, watch the locals play dominos in the park, and enjoy elaborate Baroque fountains babbling under the sun..
Eat and drink in the Bairro Alto Apart from being the premier touristic district of Lisbon, packed with al fresco cafes and international restaurants, the Bairro Alto is also the city’s top nightlife spot. You’ll typically have to wait until early evening for the establishments to really get started, but when they do, it’s all about the authentic pastelaria bakeries and the bohemian drinking joints. There’s a smattering of old Fado music holes if you fancy a night full of artistic passion, all interspersed with cool new breweries and beatnik style bars.
Haggle at the Feira da Ladra Polish your haggling skills for a trip to Feira da Ladra, because this sprawling midweek and weekend market is the place to go for quirky, curious and often downright weird trinkets and antiques. Believe it or not, the history of the buzzing bazaar goes all the way back to the 12th century, when you can almost imagine a similar array of gypsy traders and motley talisman dealers assembling on the sidewalks of Campo de Santa Clara. You will need to arrive early if you want to be in with a chance of grabbing anything worthwhile, and you can even travel to the market on historic Tram 28.
Discover the Basílica da Estrela If you are in need of a dose of idyllic scenery after the hustle and bustle of downtown Lisbon, then there is arguably nowhere better to go than picture-perfect Cascais. This old fishing hamlet on the edge of the Atlantic Ocean sits to the west of the city, and has been transformed over the years by an influx of upscale Lisboans looking for sun, sea and sand. There are no fewer than three cliff-backed golden bays along with a peppering of some of the best seafood restaurants in the region.
Enjoy the seafood and sun in Cascais You will almost certainly have glimpsed the gorgeous domes and spires of the Basílica da Estrela as you alighted from the rattling carriages of Tram 28. It’s worth lingering below the whitewashed facades of this iconic church and convent for some time as many visitors consider it to be one of the most beautiful in Lisbon.

HOW TO PREPARE AND PROTECT YOUR GARDEN DURING WINTER ROSES: Roses and ornamentals need to be pruned end June, July or beginning of August. All too often, roses are not pruned down hard and this doesn’t allow for healthy growth and flowering during the summer months. Two thirds of the rose bush can be taken down, so you can give it some welly! Make sure all the dead and hard wood is removed at the base of the plant. Prune at a 45-degree angle away from the bud so that water doesn’t rot the new bud. It’s best to seal with a pruning gel after plants have been cut but not a necessity. Aim to create a vase shape after pruning. Cut out all the stems that grow through the middle of the plant - you only want the green healthy stems to remain. Sometimes two to three stems are all that will remain, but they will flourish during the growing season as the roots will be able to feed them with all their zeal. After pruning, use a quality rose fertiliser to feed your roses and cover the base of the plant with kraal manure or mulch. Remember to always water after fertilising.
FRUIT TREES: Fruit trees also need to be pruned and fed during winter. To do this, ensure that all the old and diseased wood is removed. From there, cut the branches that grow through the middle of the tree and shade other branches. Shaded branches will not provide fruit. Any branches that are rubbing onto another branch, remove it. Direct sun on new buds will encourage healthy growth and fruit. Cut at a 45-degree angle and feed the trees a 3.1.5 fertiliser and kraal manure after pruning.

LAWN CARE ADVICE Lawns don’t look great or grow a lot in winter. During winter, many lawns get invaded by moles. These little fellows love lawn caterpillar. If you treat the lawn for caterpillar, you’ll get rid of the moles. During winter, lawns need aerating (spiking) and feeding with a good root stimulating fertiliser such as 2:3:2. Remember not to cut lawns too low during winter as this can cause disease. It is not recommended that you use any top dressing through winter, rather wait until spring. Also if you do have a lawn, just remember although we have had some rain, water is still a precious commodity and lawns are extremely thirsty.
GENERAL GARDEN CARE Mulching all the beds, especially newly planted bulbs is key. This will retain moisture in the soil and keep weeds from germinating around the new plants. Make sure that all beds are turned and kept weed-free. Most plants love a well turned, aerated soil. Winter is the best time to plant trees and shrubs. The plant roots develop fast and get lots of deep watering from the rain, and growth is exponential during summer. Contrary to what many of us think, winter is a good time to add colour to your garden. Azaleas, clivias, aloes and succulents all flower during winter. I
t can be tempting to give your dog leftovers or to share your food with them, but what we consider to be tasty and perhaps even nutritious may be extremely dangerous for our canine companions. Here is a list of popular human foods dogs can’t eat.
1. Chocolate Chocolate contains a stimulant called theobromine — a bit like caffeine — that’s poisonous to dogs. The amount of theobromine depends on the type of chocolate. Theobromine mainly affects the guts, heart, central nervous system, and kidneys and signs of theobromine poisoning will occur between four and 24 hours after your dog has eaten chocolate. You may see vomiting, diarrhoea, restlessness, hyperactivity and seizures.
2. Caffeine Like chocolate, caffeine is a stimulant. Dogs are more sensitive to the effects of caffeine than people. A couple of laps of tea or coffee are unlikely to do any harm, but if your dog swallows a handful of coffee beans or tea bags they could be in danger. Signs and treatment of caffeine poisoning are similar to chocolate toxicity.
3. Onions, garlic, and chives (allium species) Eating these vegetables and herbs can cause stomach and gut irritation and potentially lead to red blood cell damage and anaemia. Onions are particularly toxic and signs of poisoning often only occur a few days after your dog has eaten the vegetable. All forms of onion can be a problem including dehydrated onions, raw onions, cooked onions and table scraps containing cooked onions or garlic. Left-over pizza, Chinese dishes and commercial baby food containing onion, sometimes fed as a supplement to young pets, can cause illness. Many prepared foods (including takeaways), sauces and gravies contain onion or garlic powder.

4. Alcohol Alcohol is significantly more toxic to dogs than to humans. When consumed, even small quantities of alcoholic beverages and food products may cause vomiting, diarrhoea, decreased coordination, central nervous system depression, difficulty breathing, tremors, blood changes, coma and even death. So, remember to keep alcohol well out of your dog’s reach.
5. Grapes & raisins While the toxic substance in grapes and raisins is unknown, it can cause kidney failure in sensitive individuals. Dogs that already have underlying health problems are at greatest risk and just one raisin can be severely toxic. 6. Macadamia nuts Within 12 hours of ingestion, macadamia nuts can cause dogs to experience weakness, depression, tremors, vomiting and increased body temperature. These symptoms tend to last for approximately 12 to 48 hours. If you suspect your dog has consumed macadamia nuts note the possible quantity consumed and contact your vet.
7. Yeast dough Yeast dough can cause gas to accumulate in your dog’s digestive system as a result of the dough rising. Not only can this be painful but it may also cause the stomach or intestines to become blocked. So while small bits of bread can be given as a treat — due to the fact that risks are diminished once the yeast has fully risen — never give your dog yeast dough.
8. Bones While feeding your dog bones may seem like a good idea, it’s important to remember that dogs may choke on them, develop intestinal obstructions after swallowing pieces of bone, damage their teeth chewing them, or sustain internal injury as bone splinters can puncture your dog’s digestive tract.
9. Corn on the cob Corn on the cob may seem like a healthy table scrap to give your dog, but unlike most vegetables, it does not digest well in a dog’s stomach. If your dog swallows large chunks of the cob, or even whole, it can cause an intestinal blockage due to its size and shape. Signs to look out for are vomiting, loss of appetite or reduced appetite, absence of faeces or diarrhoea and abdominal discomfort.
10. Xylitol The artificial sweetener xylitol is found in many foods including some sugar-free gums, diabetic cakes and diet foods. It causes insulin release in many species (but not in humans) leading to potentially fatal hypoglycaemia (lowered sugar levels). Dogs are extremely sensitive and even small quantities can cause toxicity. Some sugar-free sweets and gums have very high amounts per piece. Early symptoms of xylitol poisoning include lethargy, vomiting and loss of coordination. Seizures may also occur. Xylitol has also been linked to fatal acute liver disease and blood-clotting disorders in dogs. This effect is not thought to be dose related so even very small amounts can be extremely dangerous. If you think your dog has eaten any xylitol seek urgent veterinary advice.

History of the South African Astronomical Observatory (Part 3) Eros and the Prime Minister
pistol from the roof so that ships could see the flash (at night) or the smoke (by day). Maclear erected a ‘time ball’ visible from the harbour, which dropped at 1 p.m. every day. The first addition to Maclear’s ‘time empire’ was a man on ‘Lion’s Rump’ who watched the observatory time ball with a spyglass, releasing his own time ball as simultaneously as he could manage. In 1865, an electrical signal dropped time balls at the observatory, Simon’s Town, and Port Elizabeth – and fired the Cape Town noon gun. An electronic signal from the observatory still fires the noon gun today.
Observatory staff in 1897, including four ladies hired to measure photographic plates. At one point all the “lady computers” left for higher salaries in the gold fields.
Gill’s successors developed the programmes he had begun. The motions of tens of thousands of stars were measured, and the distances to over 1600 nearby stars. Sir Harold Spencer Jones (HM Astronomer at the Cape 1923-1933) organised a collaboration of 24 observatories worldwide to remeasure the distance to the Sun by observing the position of the minor planet Eros during an unusually close approach to the Earth. The 1153 Cape photographs of Eros were the ‘longest and best distributed series taken at any observatory’. Jan Smuts admired this work enough to say: ‘Dr. Jones is chairman of the Eros Committee. I would rather be chairman of the Eros Committee than Prime Minister of South Africa.’ Other work continued to pour out as well. Nearly one million star positions had been published by 1927, without the aid of electronic computers. Detailed analysis of the light from an exploding star (Nova Pictoris 1925, discovered on his way to work by John Watson of Beaufort West) added much to scientific understanding of such events. By 1950, 150000 photographic star images were being analysed for brightness each year.

From the beginning, the Cape observatory was expected to provide accurate time, especially for the ships in Table Bay. Fallows experimented with an Argand lamp which he doused at a prearranged hour, while Henderson apparently fired a 92 | Seeff Property Pages | August - September 2018
By 1903, Gill’s persistent lobbying finally got South Africa’s clocks keeping the same Standard Time, something which had become rather necessary as railways tied the country together.
Trekking to the Karoo
But the history of the South African astronomy has roots in other parts of the country as well. The present observatory was formed in 1972 by combining the Royal Observatory at the Cape with the Republic Observatory (Johannesburg). Headquarters are in the old Royal Observatory buildings in Cape Town. The three most modern telescopes from the two observatories found a new home on a Karoo koppie just off the road between Sutherland and Fraserburg. Britain’s Minister of Science flew in for the opening ceremonies, speaking under striped tents pitched between the domes.
Passing the salt to Sergeant Botha
Dr. R.T.A. Innes was the first director at the Transvaal (later Union and still later Republic) Observatory, and knew perfectly well that in the modern South Africa of the 1910s, wildlife was supposed to be confined to remote areas, zoos, and game reserves. When his typist asked him somewhat hysterically what to do about a leopard outside her door, he calmly replied ‘Put salt on its tail.’ But when his mother also phoned to say that her dog was barking at the leopard, Innes had to persuade the Yeoville police station to send a certain Sergeant Botha with a rifle. The circus from which the leopard had likely escaped kept a low profile. When not repelling wildlife, the Transvaal/Union/Republic Observatory was a leading centre in the study of of double stars (pairs in orbit around each other), of asteroids (discovering 105) and of planets. More than 100000 photographs of Mars recorded changes on its surface for yearly maps, as well as similarly vast numbers of pictures of Jupiter. About 8000 new binary stars (pairs) were discovered, and Innes found the dim red star Proxima Centauri, the closest star to Earth other than our own Sun.
Buried mirrors and hope deferred
In 1974 the Radcliffe Observatory telescope at Pretoria was sold to South Africa, and moved to the Karoo with the other modern telescopes of the new South African Astronomical Observatory (SAAO). Building a large telescope in South

The discovery of RR Lyrae variables (stars varying their light in a regular cycle in less than a day) in globular clusters and in the Large Magellanic Cloud helped prove that the universe was older than the 4.5 thousand million years which radioactive dating of meteorites had shown was the age of the solar system. For a time, evidence had seemed to indicate that the expanding universe was younger than the Earth.
How hot? How bright? How old?
After World War II, work at the Cape began to concentrate on measuring precisely how bright the stars are, first with the aid of precision Fabry photometry (spreading starlight into a patch and measuring the light passing through a photograph of the patch) and then with electronic photomultiplier tubes. Precise measurements of the brightness of stars through standard coloured filters allow astronomers to assess the temperature of a star, its brightness compared to the Sun, its age (if part of a cluster), and the basics of its chemical composition.Cape and SAAO measurements of standard and variable stars are widely used around the world, and the SAAO systems of standard star brightnesses remain among the world’s most accurate. The image shows Dr A W J Cousins and the 0.45-m telescope with which he made many of his measurements of ‘standard stars’. Dr Cousins’ work in the ‘establishment of an accurate system of photometry in the southern hemisphere and the high quality of his photometric observations of variable stars’ earned him both the Gill medal from the Astronomical Society of Southern Africa and the Jackson-Gwilt medal from the Royal Astronomical Society in Britain.
Modern times
Since 1972, SAAO has had the advantage of the dark, unpolluted skies of the Karoo, with no special ‘cloudy season’ when observing would be difficult. Research has concentrated on understanding the nature and life cycle of stars of various kinds, and on galaxies, both the nearby Magellanic Clouds and the more distant galaxies seen colliding or showing strong evidence of one or more black holes at their centres. SAAO research has also contributed to understanding the centre of our own galaxy, using infrared cameras and detectors to pierce the thick dust clouds that hide the centre from view. A particular field of interest is the study of stars whose size and light vary, which is why the International Astronomical Union sponsored a conference on variable stars in Cape Town in 1995 – the first IAU conference ever to meet in Africa. SAAO’s contributions to the study of nearby galaxies made it logical that the first IAU Symposium in Africa, on galaxies in the Local Group, should also meet in Cape Town.
Back to the future
New instruments and techniques have kept the telescopes at SAAO competitive, although the largest telescopes in the southern hemisphere are now considerably larger than any in South Africa. According to a recent survey, research by SAAO’s dozen astronomers has more impact than research by the entire staffs of all but four South African universities. But the construction of telescopes with 8 m mirrors in Chile and elsewhere meant that South African astronomers needed a much larger telescope in order to continue to carry out first class research. The Southern African Large Telescope uses an array of 91 1-metre hexagonal metres with a maximum diametre of 11 metres. With a light-gathering surface of 77.6 square metres, SALT’s giant mirror array makes it the largest single optical telescope in the southern hemisphere, and one of the largest in the world. The construction phase was completed at the end of 2005 and from 2006 to 2009 it entered a period of commissioning and performance verification. Since September 2011, observing is now in full swing and the telescope is finally realising its huge potential as Africa’s Giant Eye on the Universe.
Rings and explosions
Occasional ventures into studies of our own solar system have included the first reliable measurements establishing the size of Pluto’s moon Charon (also confirming the small size of Pluto), the first ground-based measurements of the rings of Uranus (using the Victoria refractor in Cape Town when Sutherland was clouded out), and numerous

At completion the Radcliffe telescope was the largest in the southern hemisphere, and it remains the largest functioning telescope in sub-Saharan Africa. With their new telescope, Radcliffe observers helped determine the mass, structure and rotation of our Milky Way Galaxy and of the Large Magellanic Cloud (the nearest galaxy to our own). At a mass of ‘only’ ten thousand million suns, the Large Magellanic Cloud weighs 5% as much as the ‘visible’ mass of our own galaxy.

Africa took the Radcliffe foundation more than 20 years. Three years of lawsuits were necessary before Oxford University could be forced to let the trustees spend so much money outside Britain, and several more years went by as Corning glassworks in America tried three times to cast a 1.9m diameter mirror without cords of ‘poison glass’. The final Corning mirror blank reached Grubb Parsons’ workshops in Newcastle-on-Tyne late in 1938, months after the rest of the telescope had been set up in Pretoria. Grinding and polishing had to wait during the war years, as the mirror spent much of the time buried near the factory ‘in case we are all blown up’. Not until 1947 was the main mirror done, and the Cassegrain mirror and spectrograph were both ready only in 1951, 22 years after the decision to build. (The coude mirrors arrived a year later still.) No wonder the Radcliffe Observatory director, who finally retired two years before the telescope commenced serious work, wrote to a supplier, ‘Hope deferred maketh the heart sick’.

PREVENTION IS BETTER THAN CURE:
TIPS FOR A SMOOTHER TRANSACTION
This month I have put together a few guidelines for Sellers on what to consider when selling their immovable property. A “Prevention is Better Than Cure” approach towards selling or buying property is what I firmly advocate and which can only serve to enhance the whole experience of what is after all a very big event in one’s life and, surely, one of the biggest financial transactions one will make. This list, comprising Part 1, is based on some of the problems I work with everyday and which situations I believe and, in a perfect world of course, could be avoided. In the next Edition, I shall provide tips for a Purchaser, comprising Part 2 of this article.
YOU AS A SELLER: 1. Lost title deed If your property is unbonded, do you have the original title deed? This will be needed. Not a copy and not even a certified copy. Start looking for it early and do not wait until you have packed up half the house in boxes, one of which it may be in, when you start looking for it! A lost title deed can cost you approximately R1 900 in terms of the cost of formally obtaining a substitute copy, fit for Deeds Office use.
2. Dealing with an existing bond If your property is bonded, the bond holder bank will have the original title deed. Have you given your bond holder 90 days notice that you will be cancelling the bond? This can be done just as soon as you decide to sell/ put the property on the market. If not, the bondholder will charge you penalty interest for cancelling within those 90 days. (Cancelling would coincide with the same date as the transfer of the property - on average between 6 to 12 weeks and depending on the type of deal concluded.) Keep a record of your notification which should be done in writing addressed to the home loans department of the

bank. Remember that any access facility will be frozen once the bond is under cancellation.
3. Rates payable for transfer purposes Have you budgeted for making payment to the transferring attorneys of a large/bulk amount in order to obtain the hallowed and essential, Rates Clearance Certificate? It is required for both conventional and sectional title transfers. I have been told by many Sellers“... but my rates and taxes are up to date” and whilst it may be so, that is an entirely separate issue I am afraid. In the sale and transfer of property process, the amounts called for are over and above the monthly bills payable. The payment required comprises (for both rates and services): A) any arrear amounts; plus B) the current bill; plus C) advance collections being 4 months’ worth- of bills

(Sectional title is obviously rates only as the services form part of the levy.) The requirement for a lump sum payment prior to transfer is often a nasty surprise, especially for a Seller who is selling for reasons of financial difficulty and where cash flow is tight. Q: Can the amount be advanced to the Seller prior to transfer from the deposit or purchase price held in the attorneys’ trust account? A: No, the purchase price is only payable to the Seller on transfer. The deposit/any portion of the purchase price remains the Purchaser’s funds and earns interest for the Purchaser until transfer. Q: Can the transferring attorneys not just pay the amount to council? A: No, generally not. The transferring attorneys do not cover this disbursement themselves. Remember that rates are a Seller’s

obligation and not refundable by council should a deal fall through. Therefore, it is risky for anyone but the Seller, as the account holder, to pay the amount due. However, the amount can be loaned from a bridging finance company which loan attracts fees and interest but this solution is a means to an end and is employed frequently. Q: Do you get anything back from council in terms of the advance amounts paid? A: Yes certainly, but only after a number of months so be patient. You get a refund of what you effectively overpaid, for the post transfer period. Usually refunds take 4 to 6 months or so. Remember to take readings on transfer to double check council’s figures later on.
4. Occupation on “xyz” date versus occupation “on Transfer” If you have agreed to give the Purchaser occupation on a set, fixed date in the Agreement of Sale, make sure that you have a place to move to as the Purchaser will be moving in regardless of whether the transfer has gone through or not. The transfer date which the attorneys aim for, which is dictated by the Agreement of Sale, can never be guaranteed. You will be obliged to vacate by the agreed calendar date. If you only want the Purchaser to move in “on transfer”, when he is actually the new registered owner, then rather insert those 2 important words at the occupation date clause. Occupation “on transfer” is most common and I believe, preferable.
6. Are your fixtures and fittings in working order? Whilst you may be selling your property Voetstoots, as is, “warts and all”, there is no getting around the fact that most Agreements of Sale have a separate clause that requires the fixtures and fittings to be in working order. Some even say “good working order”. So, before you sign off on this clause in the Agreement of Sale, make sure that they are in fact working. For example, consider the following:

5. Undertaking / Warranty regarding Building Plans If you have warranted that approved building plans are in place or if you have undertaken to provide them to the Purchaser, make sure that you are able to do so. Many a Seller is shocked to learn that there are no plans available for either the whole or a part of their property. Some may have bought the property years ago and others after a renovation by the previous owner and either way, assumed that there were approved plans. Some Sellers may even have done the renovation themselves and ignored the need for plans or left it up to their builder to sort out, which was never done. Do not presume they are in place as this can be a costly Warranty or Undertaking which you make to the Purchaser. Be sure as to the actual status quo first.
