Our GDP growth forecast for 2015 is nominal in world terms at 1.7% and possibly this figure may not be achieved. GDP in our 2nd quarter saw a fall of 1.3% quarter-on-quarter (q/q), with record declines q/q in agriculture -17.4%, mining -6.8%, manufacturing -6.3% and wholesale and retail -0.4%. All from our primary and secondary sectors which are under significant pressure especially the agricultural sector which is experiencing the worst drought in 23 years. Other contributing factors for the negative growth are power shortages, low commodity prices and weaker international demand. Add in wage disputes, possible strikes and resulting loss in production all does not bode well for our GDP performance in the remaining quarters of this year. Globally is equally a challenge with China’s significant stock market correction, where they saw the highest 1 day fall in 20 years; coupled with 5 interest rate cuts in less than a year in an attempt to boost their local demand. Meanwhile, the United States (US) economy remains strong as there is “talk” of their first interest rate hike in nine years. Yet the combination of the world’s 2nd largest economy, China, cutting rates and our world’s largest economy, US, raising interest rates clearly suggests that our global economy remains in a state of volatility.
So where lies the opportunity? From a GDP perspective our Finance and Business sector is the only good news, which remains highly resilient in recent years, with a q/q growth of 2.7%. If we look at our property sector, according to the Residential Building Statistics, number of residential units concluded, saw a q/q growth of 9.8% and a significant acceleration of 34.8% year-on-year in the 2nd quarter! Although these figures are not close to our boom time highs in 2006 it is still a positive outlook in relation to the rest of our economy. Rising interest rates and low economic growth will place pressure on the Residential Building Statistics but John Loos (FNB) forecasts a positive 8.5% growth for 2015. At the same time the Household Sector Credit Growth has seen significant decline with credit card year-on-year growth down from 20% in 2014 to 8.9% in 2015, overdraft year-onyear 20.9% to -8.2%. This slowed demand for household credit is appropriate given the weak economic growth, and the slowed demand for credit we expect will result in few interest rate hikes going forward. The exchange rate remains positive for foreign buyers looking to buy in South Africa, especially our Peninsula of Llandudno, Hout Bay and the Southern Suburbs. Although our GDP figures may deter the investor clients, the foreigners looking for the “lifestyle” now find the Peninsula well affordable. We expect an influx of enquiries and the move by Seeff to strategically link with Hamptons International could not have timed it better www.hamptons.co.uk/international Further good news is that the FNB Western Cape House Price Index findings reflects that the average house price for the 4th quarter of 2014 rose 13.8% year-on-year, representing strong growth and well above the national average of 6.6% in the same quarter. The Western Cape “has a strong net inflow of repeat buyers from other regions” due to our good governance, stronger provincial economy and quality lifestyle (Loos, FNB Property Barometer, Feb 2015). According to our economists our economy is running well below potential at present. We have low business and consumer confidence, electricity difficulties, manufacturing sector in the negative and weak external demand has pushed our economy into a position that would make any investor want to stay away. The recent interest rate hike only adds to these sentiments. Do we have a fear outlook or do we seek opportunity? We see the Western Cape property market, especially the Peninsula of Llandudno, Hout Bay and Southern Suburbs an opportunity for local and international buyers.

Kenilworth’s golden oldies selling fast, strong value growth for sectional title properties When it comes to sectional title property, Kenilworth’s golden oldies are not only proving a popular option with buyers snapping these up in rapid succession, but also an excellent investment with strong capital appreciation reports Sean Guy and Belinda Keys, Seeff’s sectional title specialists for the area.
Two recent Seeff sales were also at record prices. The first, a 69sqm unit in Pine Place on Main Road sold for R21 884/sqm (R1.51 million), up from the previous highest rate of R19 074/sqm achieved in 2014. The second, a 163sqm unit in The Close (Summerley Road) sold for R21 166/sqm, up from the previous high of R17 857/sqm paid last year. At R3.45 million, it was also the second highest price paid for a sectional title unit in the suburb this year. As we head towards the spring and summer months, we anticipate a further increase in demand and, it remains a very good time to be a seller in the area.
The demand for sectional title property in particular is now so strong that we are easily seeing about two to three sales on average per week, add the team. Kenilworth is home to a wealth of older properties, about 60% of which are sectional title properties, predominantly apartments and these are often more spacious compared to new builds. Some even boast rare treasures such as parquet flooring and pressed ceilings that have become highly sought by buyers, many of whom are looking to renovate and upgrade. Kenilworth’s location in the heart of the bustling southern suburbs is yet another attraction for buyers. Despite its prime location though, it is still generally cheaper than neighbouring Claremont and Newlands. The sales trend clearly illustrates the affordability on the one hand, but also the value growth on the other, says Guy.
THE CLOSE - The Close, Kenilworth Upper where Seeff recently sold a 163sqm unit for R3.45 million that equates to a new record of R21 166/sqm for the complex and suburb.
Of the 116-odd sectional title sales to the combined value of just under R153 million that have been recorded for the past year, almost half were for example still below the R1.5 million price band. At the same time, just over 15% of the sales were above the R2 million price band, significantly more than in 2013 when only about 3% of sales fell above this mark. Top end sales ranged to as much as R3.5 million for a unit in Palm Grove on Main Road and R3.45 million for a unit at The Close in Kenilworth Upper, sold by Seeff. Two years ago, the suburb still boasted an average sectional title price of around R991 000. Today, it is around R1.3 million, about 31% more than in 2013 and 15% up on last year’s R1.129 million. In 2014 apartments in the area above the railway line were selling for an average price per square metre of R13 687. Based on this year’s sales, the rate is now at around R15 845, about 16% up year-on-year, such is the demand and growth. A few notable sales, reports Guy, are two sales at Robyndale on Kenilworth Main Road where an 85sqm unit sold for R20 588/sqm (R1.75 million) and an 86sqm unit sold for R21 512/sqm (R1.85 million). A 97sqm unit in Oak Lodge in Oak Avenue also sold for R21 134/sqm (R2.05 million). In Main Road, a 144sqm unit in Glen Valley sold for R18 056/sqm (R2.6 million), a 91sqm unit in Northdene for R19 780/sqm (R1.8 million) and a 161sqm unit in Palm Grove for R21 739/sqm (R3.5 million).

Property market still packed with opportunity It is not a lack of buyers, but rather a lack of stock that is characterising much of the housing market right now. The recent twenty five basis point interest rate hike notwithstanding, conditions within the market continue to by and large favour sellers. While the economic climate remains muted and many sectors are slowing down, the property market is one area that still provides plenty of opportunity. Although activity is slowing in some areas, our branches continue to report strong buyer interest with excellent attendance at show houses. Sellers are still seeing good offers and provided they are pegging their price in line with what buyers are prepared to pay, are seeing good prices, often close to or even full asking price. In many areas, the time that it now takes to sell a property has practically halved from what it was two to three years ago. Well priced properties in high demand areas can sell for well within a month of listing it, sometimes in less than a week.

In most areas, the number of properties on the market has reduced drastically, yet another factor pointing to the still favourable selling conditions. Agents report that in primary areas for example, there are now waiting lists of bond and cash-ready buyers just waiting for the next new listing. The buoyant conditions have also led to many areas seeing excellent doubledigit price growth over the last two years. This, on the back of stronger demand and buyers willing to pay more to get their hands on the right property in the right location. While the economic challenges are no doubt mounting, we believe that the housing market will maintain its good balance throughout this year. Regardless, there will always be buyers and people who need to move for whatever reason, being transferred to another location, or getting a promotion and looking to move to a better house or area for example. This means that there will always be activity in the housing market, sometimes a bit less as the case was three to five years ago and, sometimes more as we have seen over the last two years. TAX-FREE SAVINGS ACCOUNTS MAKING SAVING FOR THE LONG TERM MORE ATTRACTIVE Tax-free savings accounts can help you save more for the long term because you don’t pay tax on the growth of your investment. There are quite a few providers that offer these types of investments, so where do you start? Some good news is that independent online investment platform, Beanstalk, has extensively researched the options that are available. Comparing this investment option with the tax you would pay on other investment and saving vehicles makes it easier to grasp the tax benefit:
• You pay tax on the interest you earn on your savings account at the bank. • You pay tax on the interest and dividends you earn on a unit trust investment. • You pay capital gains tax when you sell an asset, for example your house. • If you put your money in a retirement annuity, you get an upfront tax deduction (which you don’t with a tax-free savings account). However, when you withdraw your money from a retirement annuity at retirement,

It is clear that a TFSA can be a great way to save for the long term when compared to other savings vehicles. BEWARE OF THESE PITFALLS AND RISKS You won’t gain the full benefit of a tax-free savings account if you do any of the following: 1. Use the TFSA like a bank savings account and withdraw from the fund before you’ve invested the maximum investment amount, or ideally, reached retirement (whichever comes last) One of the myths about tax-free savings accounts is that the flexibility to withdraw money at any time is a key benefit. Although this is technically true – you can make a withdrawal and there are no exit penalties – it is not to your benefit, since it will seriously compromise your savings goals and tax savings. You won’t get the full benefit of the product if you make withdrawals – you need to be disciplined and to keep your money in the account to make the most of the tax saving. Remember, this is an initiative to
promote savings for retirement – not to promote short-term savings. 2. Invest in cash-linked products These products won’t keep up with inflation, which means the value of your investment will actually decrease over time. Although cash is the safe option, you need to take on some risk and stomach some fluctuations in your investment’s value to beat inflation and grow your money over the long term. 3. Invest in high risk products High risk products can lead to greater capital losses – choose your underlying investments well and get professional advice about this if needed. 4. Exceed the annual savings limit If you save more than R30 000 per year in a tax-free savings account, you will be taxed heavily. The brief was to create a fresh, inviting space which blends the elegant interior living spaces of our client’s home to the natural beauty of the garden. “This patio really just needed some pulling together,” says interior decorator Johanna vd Merwe of House of London Interiors. Our starting point was re-arranging the clients existing furniture and adding an area rug to create a more balanced seating arrangement. This not only created a more open and inviting space, it also worked better with the clients existing coffee table which previously looked small and out of proportion. Our inspiration for this scheme was a gorgeous fabric called ‘Peony Marigold’ by Hertex Fabrics. This contemporary floral laid the foundation of the design. “This fabric is a current favorite of ours as it specifically highlights the blue, green and yellow hues of the garden”, explains Johanna. Once we had this fabric the rest of the styling fell together effortlessly. We introduced copper lanterns and accessories together with candles, books and natural succulents to create a modern yet earthy feel. String Garden IN 7 EASY STEPS
Kokedama, which means moss ball, is a style of Japanese bonsai that takes presentational aesthetics outside the box - literally. Kokedama are made by transferring your plant out of its pot and into a ball of soil held together with moss and string. String gardens take this tradition a step further by suspending these little green worlds in the air. They’re a great way to bring the outdoors inside of your - dare I say - teeny, tiny apartment, where surfaces are reserved for your collection of novels and your laptop, but definitely not more plants. WHAT YOU NEED:

• Plants! Preferably shade-loving ones with small root bases. Ferns, begonias, and even orchids are ideal for string gardens, but most plants should happily thrive provided there’s enough sunlight. • A 7:3 ratio peat moss and bonsai soil (Akedama). Mix the peat moss and the bonsai soil together, adding water when necessary, until it is a clay-like consistency. • Sphagnum moss soaked in water. Sphagnum moss is important because it holds water like a sponge and guarantees that the roots of your little Kokedama will stay moist. • Cotton thread. • Sheet moss. You are welcome to forage for your own, but I recommend buying bags of pre-picked sheet moss where available. Moss takes ages to grow, so it’s best to leave it in its natural habitat, on those rocks by the river. • Twine or string (natural and biodegradable). 42 | october - november 2015 | the property pages

Step one: Knock the soil from the roots. It’s easier to do this when the soil is a bit dry - not rock hard, just dry. Be careful not to disturb the roots too much, as you might have to tug them apart if they have wrapped around themselves in the pot. If so, just gently scrunch them like you would when replanting and slowly massage the soil until it begins to loosen up.
Step two: Once you’ve managed to free the roots from the majority of the soil, give them a quick dip in room-temperature water.

Step six: Cover the ball with your sheep moss. Be sure to have your twine or string nearby. As you wrap the sheet moss, secure it with the twine to keep it all from falling apart. Continue to wrap with the string or twine until the ball feels secure. Don’t forget to consider the string that your garden will be hanging from when wrapping!
Take your sphagnum moss, enough to wrap around the roots, and squeeze out the excess water. Wrap the moss around the roots and tie together with cotton thread. The thread will eventually disintegrate and the roots will spread through the moss and into the soil.
Step four: Take your bonsai and peat moss mixture and shape it into a ball about the size of a grapefruit. Small grapefruit for smaller plants and a larger grapefruit for larger plants. Don’t be afraid to use your better judgement when it comes to this step since it can be a bit tricky.
Step five: Once you’ve shaped the soil mixture into the appropriate sized ball, break it in half and sandwich the roots between the two halves, reshaping the sphere around the roots. (If the soil doesn’t want to hold shape, just add more to bind it.)
Step seven: Pick a spot and hang it.
MAINTENANCE: To keep these guys alive, soak them for 10-15 minutes in water once a week (ferns twice). Fill a bucket with about 2 cups of water, place the string garden in the bucket and wait for it to absorb all of the water. Let the garden drain in a sink until water stops dripping before changing.

You do not want to be arguing over the small print when your goods are on the vehicle outside your new home and the removal company is refusing to unload until you have paid an extra amount. If the removal company is packing your entire household contents or merely your breakables, do ensure that they notify you immediately if they are going to exceed the quoted number of cartons. If you pack your own cartons make sure that they are reasonably sturdy and, preferably, of a similar size. They should also be firmly sealed top and bottom. This will make it easier for the removal company to pack the vehicle safely. Before the removal make sure that the company have the correct date and enquire as to the time of the removal. If you do not have a large house you may find that your move is scheduled to take place after lunch. If this is not acceptable to your plans ensure that you have informed the movers timeously.
On the day of the move be well organised. Make sure that any items not to be moved are clearly marked. Also clearly mark on the cartons which room they should be placed in at your new home. This will make the removal much smoother. You should follow the vehicle to your destination to ensure that there is no delay. There is nothing that will frustrate the crew more than having to wait at the destination because the client has not arrived. Finally, ensure that the movers have placed the furniture in the correct place. However please remember that they are not interior designers and will not want to move individual items more than twice before you are happy.

THE VENUE The apartment is a spacious (100sqm) flat situated on top of the barn. It has the best view in the entire suburb of the forest and mountains. The sunrise and star gazing is unbeatable from the deck which has patio furniture to seat 6. There are 2 bedrooms, a bathroom (shower only), a reading nook and open plan kitchen, dining room and lounge. The main bedroom has a queen bed, wardrobe and chest of drawers. The second bedroom has 2 single beds, but a third bed can be installed if necessary. A cupboard is also available. All facilities required for self catering are available in the kitchen. Also provided are towels, linen, electric blankets and a braai.
OUR ANIMAL FAMILY We are a self sufficient farm with just enough livestock to provide for our needs. As a result, we can afford the time to spoil our animals so they are extremely tame and used to human interaction. We have sheep, a couple of cows (and the occasional calf) and chickens. Included in our menagerie are 2 donkeys (Bella and Eeyore) that are the sweetest girls and enjoy being fed apples and carrots.
FARM ACTIVITIES There are a number of activities for you/your kids in Chillin’ Out. We welcome your interest and will love to share a farming experience with you.
OTHER ACTIVITIES FOR YOU TO ENJOY We are 20 minutes from Sedgefield beaches, watersports, fishing and entertainment. Make sure you take plenty of sunscreen with you! Spring is in the air and there are a few tasks to be done in the garden to ensure your garden puts on a show in the summer months. September and October are busy months in the garden, so let’s look at some quick spring garden tips to find out what to do this month. COMPOST
TOPDRESSING & FEEDING
If you haven’t already done so, now is the time to add compost to your garden so that your plants, now entering their active growing season, take up plenty of minerals and nutrients from the soil. A good 75mm layer of quality compost around all your shrubs, perennials and annuals will suffice. You don’t need to dig it into the soil, as the natural process that breaks down the vegetative matter will draw it down into the soil such as earthworms, watering and small roots growing just under the surface. Obtain good quality, weed-free compost from a reputable source otherwise you may have lots of weeds and thorns around by the Summer. Buying in bulk makes it more cost effective as you are usually charged for transport, so go with the full load and then share the cost with neighbors who also need it.
Topdressing and feeding of the lawn can be done now for all Kikuyu, Buffalo and Cynodon lawns in the Cape region. Top dressing can be bought in bulk and allow a 5-10 mm layer across the lawn area to be gently raked in. Your lawn could also do with feeding now with a lawn fertiliser like superphosphate. Follow the manufacturer’s instructions and remember to water your lawn immediately after feeding and regularly feeding now every 6 weeks into summer. Now is also a good time to plant new buffalo lawn sod or plugs in areas that have become bare during winter. Spraying the lawn for weeds with a lawn cleaner herbicide is also recommended this month to ensure you have a thorn-free lawn by summer.

NASTIES! Keeping an eye on insects and bugs is also important to do this month. It is that time of year when you will notice incidence of lawn caterpillar. This can be determined by placing a black plastic bin bag on the lawn overnight. This should draw the caterpillars to the surface which will be visible on the lawn when you remove the bag in the morning. Alternatively you can make a mix of approximately 5 tablespoons of dish washing detergent (ammonia based) and pour it over the area that you suspect is infested. The caterpillars should show themselves within 10 seconds. If caterpillars are present you can visit your nearest nursery and they will recommend a suitable insecticide. Watch out at this time of year for tip wilter beetles on your ornamental plants. You can simply pick them off and squash them if they are present. Snails should be kept an eye on as they start becoming very active and will need to be controlled. Use snail bait or the beer method of pouring a little beer into a margarine tub and collecting them once they have drowned in it. Sad, gross…but effective!

WATERING & MULCHING Your irrigation system or watering cycle can start to be slowly be increased once the warmer days persist towards the end of Spring and into the hot Summer. Do ensure though that you give your garden water when it is dry for long periods as even now new growth needs more regular watering in the warmer weather. Mulching now will help to keep the roots of your plants cool in the baking summer months as well as helping to retain moisture in the soil for longer. Recommended mulches include compost, wood chips or fine bark. Apply a 30-50mm layer without digging it into the soil.
SPRING PLANTS Remember to sow any summer annuals from seed such as Arctotis and Ursinia and summer bulbs are now available in the nurseries such as Eucomis, Zantedeschia, Nerines. Bulbs flowering now include Watsonias, Ornithogalum, Babiana, Ixia and Sparaxis. Other plants making a big splash this month are Clivias, Jasmines, Prunus (Japanese maples), 1. Roses, 2. Smartphones, iPads, Kindles, notebooks, lap and desk-tops and our TV screens……we love them – and yes they have a purpose… but they are also destroying us. Accompanied by the often-associated weight gain and sedentary behavior – is an ever-increasing risk of heart disease, diabetes and other chronic diseases of lifestyle. Not a pretty picture – especially when obese kids as young as 12 years old, are visiting cardiologists instead of having fun and enjoying their youth. And the stats tell us a rather sad story. In the 2014 Healthy Active Kids South Africa (HAKSA) Report Card, a scientific panel comprised of academics and experts from six universities, the Medical Research Council of South Africa, the Sports Science Institute of South Africa, the Heart and Stroke Foundation of South Africa, and Discovery Vitality, found some distressing trends. There were a few promising improvements when compared to the 2010 and 2007 report cards - but overall, not nearly enough is being done to help children eat better and exercise more.

Constantia Veterinarian, Hamish Currie of the Alphen Veterinary Hospital started the non-profit organization Back to Africa which is an organization dedicated to the preservation of Africa’s wild life. Back to Africa forges relationships between Zoological Institutions and conservationists in Africa. They source rare animals in zoos to start breeding projects in Africa that will be used to re-stock National Parks where numbers of these species have dwindled.
Roan antelope
Back to Africa’s first project involved the importation of rare Sable antelope from European Zoo’s to South Africa. These animals can now be seen in the SANParks Mokala National Park in the Kimberley area, where they run free without human management. Their second project involved Roan antelope from European zoo’s to the Kingdom of Swaziland. The animals are thriving in the breeding project with animals now being released into free ranging conditions in the Red Tiger Ranch which is part of the Mkhaya reserve in the Swaziland lowveld. Whilst they are ranched extensively in South Africa both Sable and Roan numbers have diminished to critically low levels in the Kruger National Park. They were then involved with the importation of eastern Black Rhinoceros from a zoo in the Czech Republic to the Mkomazi Reserve in Northern Tanzania. This has been successful with the animals breeding well. A sad story involves the rarest large mammal on earth the Northern White Rhinoceros which is now extinct in the wild. Back to Africa and its partners brought the last four potentially fertile animals from a Czech zoo to the Ol Pejeta Ranch in Kenya. Sadly they have not bred so efforts are now underway with reproductive experts to attempt embryo transfer using Northern White embryos in Southern White cows. Extinction is a reality for our wild life. One hopes the fate of the Northern White Rhinoceros will not be followed by extinction of Africa’s other rhinos. Vigorous debates exist within conservation circles as to whether the legalization of the trade of rhino horn is the solution to saving these prehistoric species.

historyseries The grazing rights on the lands around the Tokai Manor House was once owned by Simon van der Stel. In 1792 the estate was sold to Johan Andreas Rauch, chief of the armory and head caretaker of the Groote Schuur Estate. The following owner, the German Andreas Teubes, was ultimately responsible for the construction of the manor house. The gifted French master architect Louis Michel Thibault is credited with its design. The homestead is unusual among Cape Dutch houses, in that the verandah, or ‘stoep’, was raised well above the customary ground level. The very high front ‘stoep’, with its massive round pillars, was created by dramatically curving the twin flights of stairs. The residence was completed in 1796 and was described as the most out-standing homestead on the Peninsula. The cost of building this splendid house ruined Teubes financially and he was forced into bankruptcy in 1799.

In the early 1800s the residence was owned by Petrus Michiel Eksteen, an exuberant and indulgent man. He was a gregarious spendthrift who spared no money in hosting the finest banquets for the Cape’s socialites. His parties became well-known and his cellars were always well stocked. He was eventually declared insolvent in 1849 and the estate was put up for auction. Eksteen’s two brothers, Sebastiaan Valentyn and Jacob Pieter, became the new masters of the estate.

MANOR HOUSE The Spectral Horseman During a lavish Eksteen New Year’s Eve party, young Frederick accepted a wager from his father to ride his horse up the steep staircase and into the dining room. The guests watched expectantly as he mounted the precipitous steps of the Manor House on horseback. The horse-man circled the dining room table, hooves clattering, spurred on by cheers and laughter from the revellers. Tragedy followed: in full view of all the dinner guests while descending the exceptionally steep steps, the horse tripped and both horse and rider fell. The eccentric young man broke his neck in the fall, and was lying dead next to his horse at the bottom of the staircase. It is said that the spectral horse and rider still canter through the forest and sometimes, especially on New Year’s Eve, they still try to repeat their foolhardy act. Over the years there have been several reports about the pair frequenting the area around the Manor House. Without a logical explanation, sometimes exuberant laughter and neighing of horses can be heard from inside the Manor House at night. The Tokai Manor house was proclaimed a National Monument on 8 September 1961.
At the foot of Constantiaberg, directly below the Elephant’s Eye Cave, exists one of the finest examples of historic Cape-Dutch houses. THE ABC OF IMMIGRATION LAW - by Belinda Lewis As we know, South Africa is a popular destination for the purposes of travel, work and as a place of residence, whether on a permanent or temporary basis. This month we take a look at various terms and phrases commonly used in the context of Immigration Law.
1. THE DEPARTMENT OF HOME AFFAIRS This is the government department that is, firstly, the custodian, protector and verifier of the identity and status of citizens and other persons resident in South Africa. Secondly, the Department controls, regulates and facilitates immigration and the movement of persons through ports of entry. It also provides immigration services at foreign missions and determines the status of asylum seekers and refugees in accordance with international obligations.
2. IMMIGRATION (TO SOUTH AFRICA)

In terms of the Citizenship Amendment Act of 2004, it is an offence for a South African citizen with dual citizenship to enter or depart the Republic of South Africa making use of the passport of another country. Once a person has been granted dual citizenship, the holder must always enter and depart South Africa on their valid South African passport. This is in order that a South African cannot gain an advantage or avoid a responsibility or duty which she/he which would otherwise have or not have been entitled or subjected to. Should they leave or enter South Africa on their foreign passport, they will not be stopped from doing so; however, they will be given a warning by the immigration authorities giving them 3 months to obtain a South African passport. A South African citizen can use his or her foreign passport / citizenship / nationality freely outside South Africa.

The Collins Dictionary defines nationality as “the state or fact of being a citizen of a particular nation”.

7. FOREIGNERS (TO SOUTH AFRICA) OR NON-RESIDENTS Basically, citizens of other countries who wish to enter and visit or reside in South Africa.
8. FOREIGN NATIONAL A foreign national is a non-resident or foreigner who has temporary residence status in South Africa. They are neither a South African resident nor a South African citizen.
• A resident of South Africa resides in our country - lives here. A resident and a citizen are not necessarily the same thing. For example: A resident here may have been born in Germany and lived there until 40 years of age but then received permission from the South African authorities to live either temporarily or permanently in South Africa. Therefore, s/he is a German citizen but (now) also a South African resident (by permission granted by the South African Department of Home Affairs). • If a South African citizen goes abroad to work for 5 years and stays on there for another 5 years, they remain a South African citizen but a resident of the country where they reside in terms of that country’s residency laws and regulations. • Residency in South Africa can be granted on either a temporary or permanent basis. Application is made to our Department of Home Affairs in South Africa by virtue of the Immigration Act, No. 13 of 2002.
9. REFUGEE A refugee is a person from another country who has fled to South Africa to escape war or persecution and who has been granted refugee status under the Refugee Act no 130 of 1998. The act of leaving South Africa to settle permanently in another country; moving abroad.
4. CITIZEN Every person in the world is a citizen of a particular country - either by being born there or by being granted citizenship by that country’s authorities in certain circumstances.
10. ASYLUM SEEKER An asylum seeker is a person from another country who has fled to South Africa to escape war or extreme violence and who is formally seeking refugee status but has not yet been granted it.

11. AN ILLEGAL IMMIGRANT / ILLEGAL “ALIEN” / UNDOCUMENTED FOREIGN NATIONAL
It is possible for a person to be a citizen of more than one country. This is often described as “having 2 passports”. Before a South African abroad applies for citizenship of that country, they must ensure that they first apply for the retention of their South Africa
A person who lives and (possibly) works in South Africa without the country’s authorisation, ie. illegally. They may have overstayed their welcome by remaining beyond the permitted period granted to them by Home Affairs or slipped through the border undetected (having
Temporary Residency: A temporary residence permit allows a foreigner / non-resident who is not the holder of a permanent residence permit to enter / stay in South Africa for a limited period of time. Temporary residence permits are issued on request to applicants who intend to visit South Africa for longer than 3 months but not exceeding 5 years. There are many different forms of temporary residence permits, such as: • Study Permits: which are issued to foreigners intending to take up studies in South Africa.
• Treaty Permits: which are issued to foreigners conducting activities in South Africa in terms of an international agreement to which South Africa is a party.
• are in possession of a permanent work offer in South Africa, or have exceptional skills and qualifications;
• Relative’s Permits: which are issued to relatives/spouses of South African citizens or residents intending to move to South Africa and take up permanent residence.

• Medical Permits: which are issued to foreigners intending to visit South Africa for the purpose of undergoing medical treatment.

13. IDENTITY DOCUMENT OR IDENTITY BOOK
• are relatives (biologically or judicially adopted) of a South African citizen/permanent residence permit holder.
• Business Permits: which are issued to foreigners who intend to establish or invest in a business in South Africa in which they may be employed. • General Work Permits: which are issued to foreigners with general qualifications intending to work in South Africa. • Intra-Company Transfer Work Permits: which are issued to foreigners being transferred by their own company to an affiliate company in South Africa; and • Critical Skills Work Permits: which are issued to applicants in possession of exceptional skills or qualifications that are scarce in in South Africa, and more. Permanent Residency A permanent residence permit is issued to a non-resident allowing them to live permanently in South Africa whilst remaining a citizen of another country. Applications for permanent residence in South Africa are considered in terms of section 26 (Direct Residency Permits) and section 27 (Residency-on-Other-Grounds Permits) of the Immigration Act. In considering such applications, the Department of Home Affairs will place emphasis on prospective immigrants who are in a position to make a meaningful contribution to broadening the economic base of South Africa.
As a South African this is important to get as soon as you are eligible which is from the age of 16 years onwards - it proves your identity. You also need an identity book to apply for a passport and visa for overseas, whether to work, study, visit friends or family or simply holiday overseas, ie. travel. Identity documents are issued to South African citizens or permanent residents of South Africa who are 16 years or older.
14. PASSPORT An official document issued by a government certifying the holder’s identity and citizenship and entitling them to travel under its protection to and from foreign countries.
15. VISA
South Africa for the correct purpose and length of time. • It is the actual endorsement on the foreigner’s passport indicating that the holder is allowed to enter, leave or stay for a specified period of time in a country. • A visa allows a foreigner to visit South Africa for tourism or business purposes for a period of 90 days or less. • In order to apply for a tourist visa extension, applications need to be made to our Department of Home Affairs 60 days prior to the expiry of the current visa and can be made whilst still in the country. An extension can only be applied for once. If you are granted the additional stay then you would need to leave South Africa by the extension date. The extension is not “a given” or a formality but entirely at the Department of 2013/2014 Home Affairs’ discretion. Those visitors to South Africa who spend 6 months here each year may need to consider obtaining a more secure form of tenure in the form of either a temporary residence permit or even permanent residency.

16. SOUTH AFRICAN EMBASSY / CONSULATE / HIGH COMMISSION • An Embassy is described as a permanent diplomatic mission which is generally located in a country’s capital city. The embassy is responsible for representing the home country abroad and handling major diplomatic issues, such as preserving the rights of citizens abroad. • A Consulate is a smaller version of an Embassy and is generally located in the larger tourist cities of a country but not the capital. Consulates (and their chief diplomat, the Consul) handle minor diplomatic issues like issuing visas, aiding in trade relationships and taking care of migrants, tourists and expatriates. • The High Commission is a specific subcategory of the former bodies and refers to an Embassy of one Commonwealth country in another.
Direct residence permits This category of permit is applicable to foreigners who have been residing in South Africa on the basis of their work permits for a minimum period of 5 years, their spouses and also to dependents of South African citizens/ permanent residence permit holders. Residency-on-other-grounds permits This category of permit applies to foreigners who:
