Globalisation back in the bottle? by JAMES LEWIS

The market analysts are saying 2017 is certainly not business as usual. Politics is leading economics, and therefore instability and uncertainty is the order for the Western world. An interesting similarity in that over 90% of Washington DC’s voters voted for Clinton and the majority of Londoners voted to remain in! Have the ruled over ruled the rulers? What does Trump mean for South Africa…Trump will need commodities to achieve his Fiscal Policy objectives and rebuild America’s secondary sector (manufacturing). South Africa has commodities. Yet South Africa is known to politically favour the Chinese to whom Trump has shown little favour. It is therefore imperative South Africa start to embark on good governance.

Seeff Southern Suburbs have found property prices have held firmly throughout 2016, despite an expected slowdown at the start of the year. Equally pleasing is that the market activity has remained strong with 2015 and 2016 figures for the branch remaining on par.

2016 Market performance overview Total residential property sales for the Southern Suburbs as a whole for the year to early November, amount to just over R3bn, based on the latest Propstats data. The average price stands at around R4.66m for full title property and about R1.68m for sectional title property. Bishopscourt continues to achieve the highest average residential property price at around R14.36m and a highest price of R42m in Upper Torquay Road, achieved by Seeff Southern Suburbs this year. Sales have again comfortably breached R10m with several properties sold for between R15m (Rhodes Drive) and R19.4m (Klaassens Road). Claremont boasts an average full title price of just over R5m, boosted by the higher value sales concluded in the Claremont Upper area ranging from over R10m to around R13.9m in Struben Road and R16.05m in Talana Close. Three sales were also concluded in early 2016 above the R20m price mark.

Our Treasury is holding strong and needs to do so to make any attempt to avoid the downgrade. It is also time for our government to be overhauled and the reintroduction of Nelson Mandela’s values. The question is who will champion such reform? Regrettably, politics is the overriding force in South Africa and heavily undermining our economy. It is reported that the private sector have over R3 trillion rand to invest in local business yet political uncertainty is the single biggest barrier. 2017 a year of opportunity…?

Kenilworth remains one of the more affordable neighbourhoods, but it too now boasts a substantial average price for full title homes at around R4.58m. The average has been largely boosted by sales in the Kenilworth Upper area that has reached prices this year of R15.95m in Stellenberg Avenue and R20.2m in Highwick Avenue.

Southern Suburbs property market remains active

Although there appears to be a great deal of uncertainty for the Western world in 2017, we at Seeff Southern Suburbs, Hout Bay and Llandudno remain confident about the future of our property market next year. We are extremely fortunate to live in a beautiful part of the country that is also well governed.

Based on the current activity in the market, we expect the Southern Suburbs property market to remain upbeat into next year. The early part of the year tends to be dominated by families looking for homes close to one of the many top schools across the area. Additionally, there is the student market with parents and students looking to invest in a student apartment or for a rental close to the UCT Jammy Shuttle route. The #FeesMustFall campaign has caused a slowdown in the sectional title market in the last quarter of 2016 but we expect this lag will be made up in the 1st quarter of 2017 as things settle down for our students. Aside from that, we are still seeing strong demand for property to buy and rent coming from people moving into the Southern Suburbs neighbourhoods, not just locals, as we continue to have more families moving from other provinces. Our Hout Bay market also continues to see good interest from foreigners looking to buy or rent. 2 | december - january 2017 | the property pages

A ROUND-UP OF SOME OF THE BEST SCHOOLS AND TERTIARY EDUCATIONAL FACILITIES ACROSS THE SOUTHERN SUBURBS Last year, the Western Cape topped the list of best performing schools with no less than 27 private schools obtaining a 100% matric pass rate. Top schools and tertiary educational facilities are a big drawcard for buyers flocking here from across the country and continent for that matter. The city of course also boasts a number of international schools including German and French, all of which contribute to the desirability of the city. Aside from the world-renowned University of Cape Town, the Southern Suburbs residential belt that stretches from Rosebank and Rondebosch to Tokai also boasts about 160 schools in all, the highest concentration in the country. Ronbebosch tops the list with five schools with a 100% pass rate in 2015, namely Bishops, Rondebosch Boys’ High, Vista Nova High, Rustenburg Girls’ High (in neighbouring Rosebank) and Star International High School in the Sybrand Park area. Charmaine Scott-Wilson, agent for the neighbourhood says that there are about 16 private and government schools in the Rondebosch area alone. Aside from the high concentration of schools, the suburb is also home to the University of Cape Town that adds to the high demand for homes here. The demand for a home near a school or close to the university is now such that she expects the market to remain resilient. Houses close to top schools such as Bishops can now sell for upwards of R8 million to R12 million. Neighbouring Newlands is home to two of the top performing schools, Sans Souci Girls’ High and Westerford High. Aside from the schools and close proximity to UCT, demand for homes in the area and property values are also influenced by its location close to the city and the fabulous Table Mountain views. The suburb is of course also home to the historic Newlands cricket and rugby grounds. Other top schools in the area that have made the 100%pass rate list include Herschel Girls’ School in Claremont, Springfield Convent in Wynberg and of course Constantia Waldorf School. The top performing pupil in the country was also a Capetonian from SACS (South African College Schools), based in Newlands.

Property market outlook expected to remain stable into early 2017 Despite a now widely accepted slow-down in sales, the outlook for the residential property market for the rest of 2016 and into early 2017 looks stable for now. Although there is still plenty of activity to keep estate agents and sellers busy, we have seen that much of the energy of the last two to three years has subsided for most of the country. The exception is the Western Cape that continues to benefit from an influx of demand from other provinces and excellent business and market confidence. That said, the market remains reasonably balanced, albeit now slower in terms of sales volumes and price growth. The flat interest rate should serve as encouragement for buyers and we expect the rate to remain flat for the remainder of this year. The banks are also still lending to qualifying buyers. While FNB recently reported phenomenal price growth for the Cape of 12.1%, Gauteng and KZN just managed 4.1% respectively and the Eastern Cape 5.3%. While slower, we do not expect the price growth to dip much lower for the time being and buyers should not wait for lower prices. Buyers though are cautioned to act responsibly and budget carefully as we are operating under volatile conditions, both economically and politically.

Serious sellers should also not be tempted to hold out for higher prices as we are unlikely to return to the positive sellers’ market that prevailed during the 2012 – 2015 period any time soon. This year, we have seen more stock come onto the market and buyers are now more cautious about paying high prices. That means that if you are serious about selling, you would now need to be more conservative with your price expectations if you hope to conclude a successful sale. This year has highlighted the importance of good governance and economic and political stability. Despite the recent improved economic growth, the outlook remains weak and this will directly influence the property market. Nonetheless, we are looking to see the year out with still fairly good trading. Remember, there is always a degree of activity in the market, regardless of the economy. the year-end fast approaching, this demand is likely to increase further as families relocating to the Cape in January 2017 commence their search for affordable properties close to the top schools. Top end rentals of R50,000-R80,000+ per month are also fewer than at this time last year. Demand at this end though has decreased somewhat due to fewer international corporate executive relocations. We anticipate that this trend will be remedied as various factors within South Africa influencing the fall-off of international relocations stabilise. “The excessive annual rent increases have also slowed down”, according to Jacqui. “Where we had previously maintained increases of 8%-10%, we have been forced to reduce these in line with inflation. In some instances, as low as 4% and even a reduction in rent has been recorded. Statistics show that the average national rental escalation was 3.29% in the first quarter of 2016. Also pertinent, is that in some instances, landlords are now having to drop their asking prices considerably to secure a lease after months of exposure with no offers.”

Urgent demand for furnished and unfurnished rentals close to good schools Marinda Bienz, says that there is now an urgent demand for unfurnished and furnished rental properties close to good schools across key neighbourhoods of the Southern Suburbs - from houses to townhouses and garden cottages. The Bishopscourt rental market has exploded over the past six months. Kenilworth and Wynberg Upper including Chelsea Village too are currently experiencing high demand and a shortage of rental properties, says Bienz. In Kirstenhof, the demand is such that properties are rented out on the day that they are listed.

There has been no drop-off in demand for student housing despite the student protests. Student demand is one of the biggest drivers of the rental market in the Southern Suburbs and there is a chronic shortage of student housing with many parents preferring to put their students into offcampus accommodation. Added demand comes from new market entrants - young working professionals or couples looking for their own place and secondly we are currently dealing with about 400 enquiries with up to 80 people looking to view properties. It is certainly a good time for landlords, so if you are not already on the market, now is the time. For areas such as Claremont, Rondebosch and Kenilworth in particular, it is now peak season for student accommodation and we expect this to last until February next year. Two-bedroomed units are popular for sharing while onebedroomed units are favoured as they tend to be few and far between. Tenants in one-bedders generally renew their leases year on year. Anything close to the Jammie Shuttle route is always preferred with security and preferably parking. As a guideline, the current rental rates for a two-bedroomed apartment can now range from R9,000-R20,000+/month, depending on the position, views, security and parking. Time to sell, record prices still achieved for Hout Bay and Llandudno If you are a seller, then Hout Bay and Llandudno is undoubtedly where you would like to be right now. Both areas are still seeing plenty of activity and even record sales. Wellpriced properties are still selling within a day to a month of listing and often for close to or even the full asking price.

Sales for the Hout Bay village already stand at well over R864.5m and the average selling price is just short of R4m. Seychelles Clichéd or not, the Seychelles are about as close to paradise as you can get: once you’ve felt the sand between your toes here, beach holidays will never be the same again. Made up of 115 tropical islands in all, the Seychelles archipelago is a destination where white, sandy beaches are as pure as the driven snow; where frothy turquoise waters harbour colourful coral reefs and bountiful marine life; where secret coves allow you to have your very own Robinson Crusoe moment with only birds and tortoises for company. Mahé may be the biggest – and the busiest – of the islands, but it has its fair share of secluded bays, which are accessible only by yacht, motorboat or on foot. Together with its sisters Praslin and La Digue, it attracts the lion’s share of tourists. More adventurous travellers, on the other hand, may prefer to take a flying boat to more remote islands such as Fregate or Bird Island and enjoy secluded beaches all to themselves. These islands are especially popular with birdwatchers and nature lovers, due to their abundance of wildlife. The absence of people on many of the islands means that rare plant life has thrived on this Indian Ocean archipelago. Tropical life abounds below the waves, too. This is best viewed by going scuba diving or snorkelling, experiences which are made all the more memorable here thanks to the crystalline seas.

HISTORY OF SEYCHELLES The Seychelles is a relatively young nation dating back just 200 years to 1770 when French planters claimed Mahé and seven other islands for France. Until then, the islands were uninhabited, and many of its 115 islands remain so today.

The islands were under French rule for 44 years until Napoleon was defeated at the battle of Waterloo and the British took power under the treaty of Paris in 1814. The population of around 3,500 had grown to 7,000 by 1825 under the British. Important estates were established producing coconut, food crops, cotton and sugar cane which employed workers of many nationalities. They later faced economic difficulties following the abolition of slavery. The islands became a Crown colony in 1903 and achieved independence from Britain in 1976. Shortly afterwards, the Seychelles underwent a period of single party rule by the government of Albert René, who despite several

attempts to depose him, retained control of the one-party state throughout the 1980s. Pressure from France and Britain eventually persuaded the Seychelles to adopt a multi-party system of government. The first multi-party presidential and legislative elections, held in 1993, were won comfortably by René. Efforts to build up infrastructure, tourism and public services ensured that René enjoyed more than a quarter of century in power. The islands’ melting pot of cultures has contributed to its colourful history. Throughout the centuries, it has attracted a rich diversity of people that have included freed slaves, European settlers, political exiles and traders of Arab, Persian, Chinese and Indian origin. Its isolation has also contributed to the development of the islands’ own traditions, language and culture.

Feel like a castaway on Frégate Frégate Island, the most easterly and isolated of the granitic islands, is home to the almost extinct magpie robin and many other important bird species. Scuba-diving is particularly good here too, with sea cliffs, tunnels and caves open to exploration. Visibility is best from September to May.

Hike through prehistoric forests on Praslin A UNESCO World Heritage Site, the Vallée de Mai on Praslin is one of only two places in the world (Curieuse is the other) to see naturally-growing Coco de Mer trees and their enormous fruit, which is shaped like a female’s lower torso. Visitors can hike three prehistoric forest trails, looking out for endemic palms and birds such as the shy black parrot.

Spend a night with turtles With numerous hatching sites around Bird, Praslin and Mahé islands, you’re in with a good chance of watching a hawksbill turtle lay her soft round eggs and cup her flippers to shovel sand back into the hole to cover them. Just because you are travelling this festive season, doesn’t mean that you have to revert to coach-potato mode resulting in loss of fitness and a thicker waistline. Pack these two light, simple and cheap objects for highly portable workouts and transform your holiday into a healthy, active one. First up – is the skipping rope. Yes, those skipping games you played at school were actually pretty effective workouts!

So what potential does a skipping workout have? If you are fit enough, you can use the skipping rope as an aerobic workout in itself. Another effective option, is to use it as an interval-training workout, alternating two-minute intervals of skipping with sets of toning exercises, such as situps, press-ups, lunges and squats. Skipping provides you with many benefits including improved cardiovascular (heart) fitness, muscular endurance (if you keep it up for long enough periods of time), improved agility and rhythm, better eye-hand coordination as well as greater muscle strength (depending on workout). Furthermore, it can be done just about anywhere, including in a hotel room or chalet (no more excuses), it’s easy to learn, it adds variety to a programme and research shows that people are far more likely to stick with a fitness regime where they don’t get bored. And to top it all, it’s a great calorieburner.

Here are some basic guidelines for skipping: •

Your body should be erect but relaxed when you jump (have a friend check that you are not leaning forward).

• You should look straight ahead, not at your feet. • Land on the balls of your feet, not on your heels. • Keep your knees slightly bent. • Try not to move your arms much. • Initially, turn the rope just fast enough to keep its arc. • As you become more comfortable, you can pick up the speed. When you first start out, alternate 60 seconds of skipping with 60 seconds of jogging on the spot for the first few days. As you become fitter, you can increase the skipping component until you are able to skip for 10 minutes continuously, which will give you a good aerobic workout. If you opt for the interval training “circuit” concept, you could pick about 5 exercises and intersperse them with 2-minute intervals of skipping. Incorporate some brisk walking in your day and you should stay in shape this festive season.

a Bree Street Bistro and Wine Bar Earlier this year Cape Town was named the Best Food City in the world by Conde Nast Traveller. And as Capetonians we should hardly be surprised, since we are totally spoilt for choice by the amazing eateries in and around our City. And that choice is ever increasing as new spots are popping up pretty much on a daily basis.

With all the options, it’s difficult to keep track, let alone know which of the myriad of restaurants are actually worth trying. Unfortunately there are a number of fly-by-nights that enter the restaurant scene only to soon disappear but then there are those gems, which when you find them you almost want to keep them to yourself… but you just can’t. Mink and Trout on Bree Street, is one of those. I’m particularly partial to Bistro food. Simple yet interesting and delicious dishes, prepared using quality ingredients and served in a relaxed setting. Mink and Trout has got that recipe just right, and is fast becoming one of favourites in the City for both lunch and dinner. Whilst this eatery is not completely new, (it used to be Birds Café ), it has recently reinvented itself and been transformed into a fabulous Wine Bar and Bistro and is certainly adding something special to the trendy Bree Street foodie scene. Situated in a Heritage building the revamped space has retained the crumbling exposed brick walls as the feature but the gorgeous décor (by Attik designs) has given it completely new look and feel with a fabulous mix of textures and colours. The new name is not just a combination of the two owners, Frank Mink and Leigh Trout’s surnames. It also represents the ethos of the restaurant … land and water. And this theme flows throughout… from the patterns on the wooden tables, to the beautiful crockery sourced from The Potters Gallery in Kleinmond, to the fish hooks on the menus as well as the all the dishes on offer. My first experience at Mink and Trout was an early dinner. The restaurant has two evening sittings – the first at six thirty and then a later sitting at eight thirty and bookings are essential. I got there at six and was fortunate to secure a corner table alongside the window and so could watch Bree street as the City changed from a busy daytime workplace

to a vibey night time buzz. The exterior of Mink and Trout is dominated by a huge Bluegum… to me it always feels very special to be in the heart of city but have the sprawl of a tree casting shadows on the sidewalk. In time Mink and Trout plan to expand the restaurant to have outside seating on their pavement areas which I really look forward to. There is also a small but beautiful bar area where you can enjoy a drink ahead or your meal or en route to or from somewhere else. The winelist at Mink and Trout is concise but offers a good selection of interesting local wines, and will be expanded over time. A number of their wines are available by a 250ml carafe (which is always a winner when dining with someone who is drinking something different from you or when one is driving) . The night we visited was a balmy summery evening so we opted for an elegant carafe of the Delaire Rose… one of my favourites. Aside from its deliciousness its pale pink colour is just so pretty. Whilst we were sipping our wine and deciding what to order we were offered some crispy toasts served with an aioli and the most incredible smoked snoek and aubergine pate. It sounds like an unusual combination (land and water again) but trust me when I say it was moreishly delicious. The aioli was also fantastic... so much so that we had to ask the waiter about the olive oil they were using. And rather than just being passed a name, one of the owners, Kevin, joined us to discuss the olive oil and where it came from. This is what makes a restaurant and dining experience special… small personal touches and interaction. The Mink and Trout menu is relatively small but still comprehensive, and it’s evident that they are focused on using only the best quality seasonal local ingredients. They have retained some of the old Birds’ favourites like the very popular Caesar salad, but also added new and interesting dishes and they will continue to evolve their menu… their primary focus always being what it is that their guests want. As we couldn’t decide we opted we to share the Chicken Leek and Mushroom Pie and the Gnocchi. Both of these are favourite dishes of mine (which I often cook a version of at home) and so I can be disappointed. Not so at Mink and Trout. Both were beautifully presented and delicious. The pie is packed with chicken and served with a delicious truffle sauce and the gnocchi is a deconstructed dish comprising lightly pan fried gnocchi, pancetta, baby spinach and

topped with a poached egg and a pine nut and parmesan sauce. We also ordered a side of steamed vegetables which were fresh and perfectly cooked. Such a pleasure to get decent vegetables… one tires of the standard offerings of creamed spinach and butternut! On my second visit I couldn’t resist sampling their speciality dish, LAND AND SEA which is a feast for the eyes and the palate. It’s a beautiful combination of confit pork belly, prawns wrapped in parma ham and parsley and asparagus risotto. Land, sea…. Heaven! Another great choice is the pasture reared steak with a mushroom and thyme butter… but be sure to order the triple cooked chips! There are only three desserts on the menu and all sound delicious. I sampled the crème brulee… which is served with the most perfect meringue, lemon curd and a selection of berries. I will be back to try the flourless chocolate torte. Mink and Trout is an intimate and relaxed yet elegant dining spot. Frank and Leigh are hands on and engaged. They are taking their time in growing their offering and you can clearly see that their focus is on their guests’ dining experience rather than herding numbers through the doors. foodrecipes MAPLE AND MUSTARD GLAZED GAMMON WITH STAR ANISE AND ORANGE PLUM SAUCE INGREDIENTS 2 kg uncooked gammon 1 large onion, roughly chopped 2 carrots, large dice 3 long stems celery, including the leaves, chopped 4 bay leaves, preferably fresh 8 cloves 10 peppercorns FOR THE GLAZE 30ml pure Canadian maple syrup 30ml low sodium soy sauce 1 heaped teaspoon Dijon mustard juice of half an orange TO MAKE THE PLUM SAUCE 300g red plums, pitted and cut into pieces 2 tablespoons brown sugar 1 tablespoon balsamic glaze 2 whole star anise zest and juice of 1 whole orange salt and black pepper PREPARATION 1. Place the gammon in a large, deep sided pot and cover completely with water. Add the chopped vegetables and all the aromatics. Bring the water up to the boil and then turn the heat down to a gentle simmer. Cover partially with the lid and cook for 30 minutes per 500g of meat, which will be 2 hours, in this instance. Once the relevant cooking time is up, turn the heat off and allow the gammon to cool down in the stock.

2. Remove the gammon from the soaking stock and snip off the binding string. Retain a cup of the stock water for later. Carefully, cut away the hard outer fat layer from the gammon and discard. Be sure to keep the soft inner fatty layer intact. With a smooth bladed knife, score the fat in a pattern of your choice. Stud the top with whole cloves. 3. Preheat the oven to 200ยบ C. Place all the glaze ingredients in a small saucepan and reduce until thick and syrupy. Brush the sticky glaze over the top of the gammon and lay the meat in the roasting tin. Pour 180ml of the reserved stock into the roasting pan. Roast uncovered for 40 minutes. Turn the oven onto grill and allow the top to caramelise until the fat is darkly scorched, but not burnt. A deep chestnut-brown is perfect. 4. Remove the gammon from the roasting tin and cover with foil. Allow to rest for 10 minutes before carving. Reserve the pan juices for later. 5. To make the plum sauce, place all the ingredients in a saucepan and cook on a high heat until the plums are broken down and the liquid is reduced. Strain the plum compote through a sieve, pressing through all the delicious, soft, plummy goodness. Discard the zests and skins. Pour the plum sauce back into the saucepan, add the reserved pan juices and heat through. 6. PREPARATION 1. For the jelly, start by soaking the gelatine leaves in cold water for 5 -8 minutes. In the meanwhile, heat 250ml of the Grapetiser, castor sugar and lemon juice in a saucepan. Bring up to the boil and stir until the sugar is completely dissolved. Remove from the heat. Squeeze excess water out of the gelatine and add to the hot grape juice. Stir through until the gelatine is completely dissolved. Set aside to cool for about 10 minutes. Add the remaining 250ml Grapetizer and liqueur to the warm juice and stir through gently to retain some of the bubbles. Pour into a mould and refrigerate until set. 2. To make the pannacotta, soften the gelatine as per above. In a saucepan, heat together the cream, vanilla seeds and castor sugar. Bring the mixture up to the boil. Remove from the heat. Gently squeeze the excess water from the softened gelatine and add to the hot cream. Whisk the mixture until the gelatine is completely dissolved. Set the cream aside to cool for at about 20 minutes before pouring over the set jellies. Refrigerate for 3-4 hours or overnight. 3. To serve, un-mould by dipping into boiling water. CROPS in POTS

There is nothing more rewarding than picking your own grown ingredients for salads, pasta dishes or to blend in your nutribullet. Plus you know it’s organic and further more trust me when I say home grown tastes soooo much better than supermarket produce. You don’t have to have a large garden to grow your own edibles. If you live in a flat in the city or just have a small back yard we at Village Gardens can help you achieve a stunning container garden. A wide range of edibles can be grown successfully in containers and containers can be moved around easily.

Types of containers: Terracotta has universal feel to it, and won’t break the bank. However the plants will dry out quicker so make sure the plant is watered and please make sure there is drainage and aeration. Metal pots to me are a blah, they are unsightly and normally do not have drainage. The plants will get very hot in these pots if in the sun due to the reflection. Plastic pots although not the prettiest they are the most practical for edibles. Because plastic is nonporous so will not dry out as quickly as the others.

There are numerous rules in my handbook on containers but I have chosen the main ones and to be honest the obvious ones. My mum always told me, a little common sense goes along way.

Crops to grow in containers: Cabbage, cauliflower, kale, lettuce, oriental greens, spinach, rocket, sorrel, watercress, beetroot, potatoes, radish, turnip, parsnip, garlic, leek, spring onion, onion, French pea, pea, runner beans, aborigines, zucchini, cucumbers, peppers, chilies, tomatoes, blueberry, cape gooseberry, citrus (large pots), blackcurrants, strawberry.

Stone pots are very fashionable and look lekker, just be aware of the weight. Once you add soil this weight will increase dramatically. Timber wood is my bestest and its also edible plants bestest. This kind of planter or pot is sympathetic to edibles, and will last a long time if treated with organic waterproof.

Rules to abide by when owning a container with edibles in: 1. Soils and compost for the containers will work if you are growing edibles. I like to use 70% compost with some kraal and 30% potting soil. Because of water restrictions I would recommend water retaining granules to aid water retention. Also mix in some perlite just to add aeration to the mix. 2. Drainage is as important as us humans having to eat! That’s how important it is. Before you add the soils, make sure there are holes at the bottom of container for drainage. You can add stones, broken crockery, or netting with holes in please. Once filled then make sure your pot is on little stands or stones, it needs to be at least 3cm from the ground for the water to drain from.

All herbs and edible flowers can be grown in pots/containers easily.

3. Watering is obviously important so don’t under or over water. If your container does not have proper drainage the chances are your plants will die. My solution to the water mystery is stick your finger right in the soil, if you can feel the soil is moist then chances are you don’t need to water.

BASIL PUG

Love is in the eye of the beholder! BY HAMISH CURRIE BVSc

Basil is a black pug who lives in Constantia. Most would think he is no beauty, but according to his owner Lucy, he is beautiful. As they say “love is in the eye of the beholder!” Pugs come in a variety of colours, mostly fawn or black and mostly have curly tails. They are brachycephalic which means they have squashed faces like bulldogs, boston terriers and boxers. They have stenotic nares, which means their nostrils are small and constricted making it difficult for them to breathe. They also have elongated soft palate’s, further making it difficult for them to get air into their lungs. On top of this they have exopthalmia, which means their eyes bulge, and this predisposes them to injury such as corneal ulcers. Basil has a tongue that is unbelievably long, which often protrudes out of his mouth! He breaths noisily, and often has a stridor which is a wheezing noise as he attempts to get air into his lungs. Sleeping next to as pug can be challenging, as snoring is part of the deal, and when he is play fighting with his friends he makes the most dreadful guttural sounds ! Sounds awful, doesn’t it! However his respiratory abnormalities don’t appear to affect him at all. The truth of the matter is Basil has boundless energy and he can run like the wind. He walks with a swagger and spends his whole day playing with his canine friends. He is pugnacious (excuse the pun), fearless and he brings much amusement to those around him. Basil is charming and is loved by all. Pugs originate from China and were often kept by Buddhist monks and it is believed they came to Europe in the

sixteenth century. Story has it that Chinese emperors owned them and Queen Victoria was a pug fancier and breeder. Pugs were the official dogs of the House of Orange in Holland, after a pug saved the life of the Crown Prince alerting him of danger. Josephine the wife of Napoleon used her pug to carry secret messages under his collar to her husband while he was in prison at Les Carmes. They are good with children making them great family pets. If you own a pug be careful on hot days. Heavy breathing can lead to an oedema of the soft palate which can interfere with thermoregulation causing them to overheat. Avoid exercising them if it is hot! Those wrinkly faces can be a perfect environment for bacterial activity. Cleaning them with baby wipes can keep them smelling like a rose! Gluttony is one of their failings, so watch their diet and speak to your vet about an appropriate diet. Get a pug, you won’t regret it and laughter will be the order of the day!

THE CAPE TOWN - SIMONS TOWN RAILWAY - PART 5 MUIZENBERG

Moetjesons - a Khoi group living in the area in the late 18th century may have been the origin of the name recorded on a 1782 map. It was certainly used as a Dutch East India Company winter anchorage and cattle post in 1782 and the man in charge - Willem Muijs - may also have given his name to the place destined to become an extremely popular seaside resort. The present station - by far the most splendid on the line - was built in 1913 to replace the original simple structure of 1882. The station building is a proclaimed national monument. The magnificent beaches and surf have attracted holiday-makers and the rich and famous since the end of the 19th Century. Palatial homes and historic buildings are strung out along the road to St James. Among them are the Posthuys probably built in 1673, the Fort - the former Labia palazzo and now an annex of the National Gallery, the magnificent Rust en Vrede of Sir Abe Bailey and the simple seaside cottage where Rhodes died. Muizenberg was also the destination of the first South African airmail - sent from Kenilworth on 27 December 1911.

ST JAMES

When the line was extended to Kalk Bay in 1883, a stopping place and platform were erected near the St James Church built in 1858. The destination became so popular that a proper station had to be built in 1900 when the Church as demolished and replaced across the road. The station kept the name at the suggestion of the parish priest, Father Duignam who built the second St James as well as the Star of the Sea Convent School next to it.

KALK BAY

The lime kilns which operated here in the 17th Century gave the bay its name. Always a fishing ground, it was a busy whaling station at the beginning of the 19th century. the line reached Kalk Bay in 1883 and was the end of the line until 1889. A turntable for the locomotive was built at the north end of the station building, originally a private house. the present-day Brass Bell was the site of the old pavilion. It was only in 1913 that work began on the little fishing harbour and life was made marginally easier for the fisher folk.

CLOVELLY Opened in 1936 to service the residents of Mayfield Estate (later Clovelly), the station was built right on the rocks and became a favorite but illegal fishing spot. The concrete footbridge giving access from the road to the beach was built in 1930 and demolished in 1990 when the station was also closed. The station was at the foot of the perilous Trappieskop, for long the only access across the beach to Fish Hoek.

FISH HOEK

Visch Baay was being used for cattle grazing at the end of the 18th Century and in 1818 Bruyns applied for a 1300 morgen quit-rent farm. Governor Lord Charles Somerset granted it with several conditions including a ban on the sale of alcohol which is still in force today. Subsequent owners developed the fishing industry of the area including a prosperous whaling station. By the end of the 19th Century it was a popular venue for Cape summer picnics but the owner Oom Jacob de Villiers would sell no part of his property. After his death in 1916, 3000 plots were auctioned and the town of Fish Hoek was born. When the line came through in 1890 it was continually plagued by sand drifts which were carted away and dumped at various sites including the reclamation of Salt River. The station - actually below sea level - was built in 1928.

SUNNY COVE

The small unmanned halt was built in 1928 at the whim, some say, of a senior railway official who lived close by. It is built on top of iron tanks filled with concrete that form a sea wall on which the railway runs. The line crosses the mouth of the Elsje’s River.

GLENCAIRN

Elsje’s Bay was home to vegetable, wheat and cattle farmers at the beginning of the last century and may have taken its name from the many els trees that grew here. In 1901 a syndicate of Scots got together and called their enterprise after the pile of stones at the one end of the valley Glencairn. 56 plots were sold. The brewer Ohlsson built a glass factory that thrived for a few years at the beginning of the century. The present modest station was built in 1905 to replace one at a lower altitude.

SIMON’S TOWN

The white-washed cottage before entering Simon’s Town was called Klein Vishoek and belonged to the same Bruyns family associated with the beginnings of Fish Hoek. Next to it is a reminder that one is entering a naval base. The lower North Battery began as Zoutman Battery and was designed by Thibault in 1793. It is the oldest fortification in South Africa that is still armed. The bay was visited by Governor Simon van der Stel in 1687 and later became the winter anchorage for vessels of the Dutch East India Company. A village grew around it. After the second British occupation, it became a Royal navy base and remained so until it was handed over to the South African Navy in 1957. The town was proclaimed a municipality in 1883 and is the second oldest in the Peninsula. It has a rich architectural heritage and one of the best preserved streetscapes in South Africa. Iziko Groot Constantia Heritage Day 2016

FASHION SHOW Unstitching the Past – an 18th century dialogue with contemporary South African fashion

Iziko Museums of South Africa and Groot Constantia Wine Estate collaborated with the Design Academy of Fashion and Elizabeth Galloway Academy of Fashion Design to stage the inaugural Iziko Heritage Day fashion Show ‘Unstitching the Past’ which took place on the 24th of September 2016 at the Groot Constantia upper wine cellar sundial garden. The theme was 18th century fashion with a contemporary African twist. It was developed to explore exciting ways to grow the audience for fashion, culture and heritage in Cape Town that showcased 43 fashion design students and which aimed to allow diverse museum public’s access to a unique cultural event. Furthermore it proposed a modern reading of 18th century cultural, political and aesthetic qualities as reflected in clothing of the period. The worldwide rarity of surviving 18th century costumes is well known. Hayley Hayes-Roberts, Textile and Fashion historian and Iziko Groot Constantia Museum educator, provided historical support through extensive design briefs. A special focus has been the attainment of critical conceptual and creative skills by the students drawing on historic sources such as the Iziko Social History Textile and Fashion Collections archive looking at rare fragile 18th century dresses and Cape dressmaking traditions. Studies of Neo-classical, Baroque and Rococo patterns, a visual history of Cape Slave attire, contemporary SA Fashion designers, film references with 18th century fashion, sketching and photographic documentation and the creation of an 18th century visual diary formed part of the programme. Students were given an opportunity to give their imagination free reign and

create garments infused with 18th century references while exploring Eurocentric dress forms decorating the body as a reflection of status, power and position in the context of colonisation and Cape slavery. Therefore ‘Unstitching the Past’ was an exciting opportunity to explore culture in a new light. INSTITUTIONAL PROFILE: IZIKO MUSEUMS OF SOUTH The Southern Flagship Institution (SFI), now Iziko Museums of South Africa (Iziko), was formed in 1999 when five clusters of established museums in and around Cape Town merged. The amalgamation was given legal effect by the Cultural Institutions Act, 1998 (Act No. 119 of 1998) and was part of the effort by the Department of Arts and Culture (DAC) to create national museum institutions aligned with the new government’s transformation imperatives. WHERE DOES THE NEW OWNER STAND?

Capital Gains tax in relation On the 7th of November 2016, the Pretoria High court handed down a very important decision with regards to property to property owners’ liability for historic debt owing to Council – that is, the municipal rates and taxes owing on

immovable property. It delivered good news for property owners in general and provided welcome relief. The case was Jordaan versus City of Tshwane Metropolitan Municipality. 2013/2014 But, first let us go back a step. Up until that date, an unsuspecting property owner in South Africa could find himself liable for historic debt owing on his newly acquired property - debt incurred by a previous owner. This was due to the fact that in terms of section 118(3) of the Municipal Systems Act, historic debt remains a charge against the property. Courts had previously confirmed and entrenched this law and thus, to much concern of property owners in the country, the municipalities were allowed to hold a current owner liable, with the debt attaching to the property itself even after a transfer to the new owner. Surely this was unfair? Most certainly so and it was duly challenged and ruled by the Pretoria High Court to be unconstitutional in the above-mentioned case. One may ask, but how could it be that there is historic debt in the first place? After all, what is the purpose of obtaining a rates clearance certificate? WELL: When a property is transferred, a municipality is obliged to issue a rates clearance and authority to transfer the property if the municipal accounts for the preceding 2 years (only) have been settled in full. Therefore, any older, uncollected debt (defined as historic debt) could remain unpaid. Procedurally, the arrear rates can be overlooked and it is important to note that this would be more likely to happen in a poorly administered municipal setup. It would be unlikely in a well organised municipality and one can confidently and positively state the City of Cape Town to be as such.

If one thinks of buying a property at a Sale in Execution, in the case where the Sheriff has attached the property for a judgement creditor and is selling it to settle the debt owing, one must be fully aware that there may well be arrear rates and taxes owing on the property, given the very nature of the circumstances at play. The Conditions of Sale would most often state that the buyer will be liable for all arrear rates and taxes owing to council. If there is municipal debt which is older than 2 years then the buyer will still, once having taken transfer and become the (new) owner of the property, be liable for payment of those amounts to council. The above-mentioned latest case would not offer him any relief. This is due to the fact that his liability is specifically and contractually regulated in the auction sale agreement. Those debts would remain the Purchaser’s and beware when attending Sheriff auctions and auctions for the sale of a “distressed property”, generally speaking. Ask the auctioneer for details regarding the total amount owing to Council (and not just for the preceding 2 years).
