ASELINES FOR IMPROVEMENT adopt the methodology used in previous years, incorporating the most recent three years average performance. For some KPIs an adjusted improvement target has been implemented rather than the straight three-year average. This takes account of developing trends or patterns over the last 36 months and alters the target up or down accordingly. Improvement Targets are agreed annually through a process of consultation with Local Policing Area commanders and heads of departments. These are ratified through the force Performance Committee. Results are colour-coded against the following criteria: On or above target Below target

Targeted Community Activity

Detection rate • Best detection rate across the Local Policing Area for groups 1-4 at 57.3%, an 0.4 percentage point improvement over last year • Improvement in detection rate for violent crime from 75.0% last year to 87.5% • Improvement of 66.7 percentage points in detection rate for robbery from 33.3% to 100% against 3 crimes recorded in both years • Fall of 31.7 percentage points in detection rate for domestic housebreaking, from 40% to 8.3%

Sergeant David Small said:

“It is always encouraging to see a reduction in any type of offence, however, I was particularly pleased to see a drop in reported vandalism which clearly has an effect on the community. I was also delighted at the increase in the detection rate for vandalism and shall ensure my staff, assisted by our partners, continue to target this type of behaviour and provide a high profile presence in areas of concern.

Targeted Community Activity Inspector Steve Main said:

The detection rate for crimes of dishonesty also increased quite considerably and again this was very encouraging. We very much rely on information from the community and this helped my staff achieve a 100% detection rate with regards to domestic housebreaking.

“The most recent results for the Section were encouraging with improved detection rates for violent crime and, in particular, robbery. Not only was the detection rate for violent crime improved upon but there was also a good reduction of 33.3% concerning this particular type of crime. I acknowledge that there was a significant increase in domestic housebreaking and that this remains one of the main issues for the local communities. I would however like to reassure the communities that a couple of key apprehensions have been made and I have also put measures in place to address this issue”

One of my main aims is to reduce the amount of violent and drug related crime in the Lochee and Ryehill area, and measures are already in place to tackle such issues. I very much want to eradicate drug activity within our local community, both on the street, within private accommodation and also licensed premises.”

Inspector Paul McCord said: Targeted Community Activity “The police officers serving the communities of Coldside and Strathmartine experienced a challenging period recently with a variety of issues to tackle. Despite this they performed in an excellent manner and succeeded in reducing the number of crimes committed in April, including vandalism and dishonesties. At the same time their efforts were rewarded by an improvement in our detection rates for domestic housebreaking from 25% at the end of April 2011 to 80% this year. The officers should be recognised for this outstanding effort and contribution to community safety.

Inspector Kevin Williams said: “It was a challenging start to the year, particularly in relation to domestic housebreaking. Along with the Criminal Investigation Department, we are working hard to tackle this. There have been recent arrests which are significant and will make an impact on crime levels and detection rates. The substantial reduction in vandalism was welcome but does not detract from the main issue of increased housebreakings which will remain our focus until we achieve a sustained reduction in this type of crime.”

In the next few weeks we hope to continue this excellent success and at the same time tackle the issues surrounding an upsurge in violent crime in recent weeks. We intend to continue to carrying out high visibility patrols to provide re assurance and crime prevention measures to our community, as well as carry out a great deal more stop and search tactics. These tactics will centre around identifying those in our community who still threaten the well-being of others through violence, often as direct result of alcohol or drug abuse. We intend to disrupt such individuals by enforcing legislation in relation to drugs, alcohol and anti-social behaviour. Our intention is to make our communities safer and provide an environment where all individuals from our diverse community can enjoy their personal lifestyles without the fear of becoming a victim of crime.”

Inspector Adrian Robertson said: “It was pleasing to see that the general crime rate for the Arbroath area continued to drop (10.3% reduction in Group 1-4 crime), whilst the detection rate

for the main crime groups also improved. Given that we are only one month into the recording period, it is not possible to say if this is a trend that is likely to continue. However, officers are committed to preventing crime through being visible and proactive in their community and to making effective investigation into crime that is reported.

Targeted Community Activity Inspector Fiona Jarrett said: “At the end of the first month of the year, all areas of crime had decreased in Section 4, when compared to April last year, ~ apart from vandalism where 1 extra crime was reported.

Violent crime figures have increased - but only by one crime from the same period last year. It is too early to read anything into this at this time in the recording period.

There is concern regarding detection rates which had decreased and this situation will be improved by analysing the crimes and looking for trends where extra resources can be put in place to address the issues.

Vandalism rates continued to drop significantly - predominantly due to the proactive patrolling of hotspot areas, and targeting of known offenders by local officers. By their very nature, vandalism crimes are difficult to detect on occasion, and often protracted effort is required to yield results. The fact that detection rates are down from the previous year is disappointing, however several linked vandalism crimes are currently under investigation and it is hoped that these will yet be detected. Once more, it is too early in the recording period to suggest any pattern or trend in this area.

With a new directive that everyone will receive contact details from officers on first contact we aim to increase the customer satisfaction of Tayside Police and keep them up to date on how their enquires are progressing. “

Over the next few months, local officers in Arbroath will be concentrating on reducing violent crime and assaults, linked to the over consumption of alcohol, and alcohol related antisocial behaviour. Officers will undertake highly visible proactive patrols around pubs and clubs in the area and will also target known repeat offenders to deter further incidents of violence. People who are involved in any disorder will be subject to stop and search for possible weapon concealments and metal detection equipment will be used around bars and clubs to deter the carrying of knives. Known domestic perpetrators will be regularly monitored and support offered to victims of domestic abuse in order to reduce this type of crime.”

Sergeant Ian Shepherd said:

Crime • Reduction in groups 1 to 4 of 18.1% (13 fewer crimes) • Vandalism down by 44.8% (13 crimes).

“It was heartening to note the lower numbers of crimes of dishonesty recorded during the first month of the year. The summer months are always a busy time for this rural section and this is reflected in upcoming and ongoing operations. Operation Ironworks, designed to address the problems of anti-social behaviour associated with unofficial camping, was launched over the Easter Weekend in the Crieff area and we have been carrying out joint patrols with Central Scotland Police and the Ranger Service. Attention has also been focussed on Dunning Glen as part of the action plan to address the issue of ‘wild camping’.

Detection rate • Fall in detection rate for groups 1 to 4 from 58.3% to 32.2% • Fall in detection rate for crimes of dishonesty from 70.3% to 20.0% • Improvement of 8.6 percentage points for vandalism from 41.4% to 50.0% Targeted Community Activity Inspector Wayne Morrison said:

‘Street Presence’ aimed at engagement with staff and pupils on an informal basis for information sharing, intelligence gathering and reassurance continues on the Loch Leven Campus. Tayside Police chair the Strathearn Community Action and Tasking Group and also attend the Kinross area group. These groups have been addressing local issues in partnership with Perth and Kinross Council, the National Health Service and Tayside Fire & Rescue service. Preparations are also underway in relation to the T-in-the-Park music festival which involves not only internal planning but attendance at a various community meetings.”

“The figures for housebreaking were very encouraging with only one crime committed in April. There were no serious assaults or robberies within the section, which can be attributed to the work of the officers conducting pro-active searches in support of Operation Dorado designed to deter the carrying of knives and offensive weapons. Recorded vandalism was also down by around 50% compared to last year. Theft of fuel, plant and metal remain an issue in the section and, together with partners, we aim to improve the situation by developing and implementing initiatives. Overall crime had reduced by 18% and whilst this is very positive news, we realise the importance of continuing to maximise opportunities

Operation Dorado, again aimed at those carrying offensive weapons, continues to be a Section priority.
