News RAJYA SABHA - BILL PASSED TO RE COGNIZE SOWA-RIGPA SYSTEM OF MEDICINE A bill to amend the Indian Medicine Central Council Act, 1970 was sought to regulate educational standards, maintaining Register of names of approved Medical Practitioners of the Central Council of Indian Medicine, overcome shortage of staff and infrastructure of Indian systems of medicine and recognize Sowa-Rigpa as a system of “Indian Medicine” in 2006. The union cabinet, under the Government of India approved in 2009 for amendment of the Indian Medicine Central Council Act, 1970 to make necessary changes to accept and recognize Sowa-Rigpa system of medicine on par with other system of traditional medicines. The Indian Medicine Central Council (Amendment) Bill 2010 was introduced in the Rajya Sabha on 6 May, 2010 and referred to Department-related Parliamentary Standing Committee for examination and report within three months. The Parliamentary Standing Committee considered the Bill in three meetings on 9 June, 21 July and 9 August, 2010. Extensive discussions with experts on the report of the Bill were considered and on 9 August, 2010 the committee adopted the draft report. The report was presented to the Rajya Sabha and laid on the table of Lok Sabha on 11 August, 2010.

September 2010 need for a survey for assessing the exact number of traditional SowaRigpa practitioners and professionally trained practitioners (state-wise). This is all the more required in view of the process of legal recognition of Sowa-Rigpa system having been initiated by the Department”. The committee also pointed out that with the statutory recognition the need for having a uniform standard syllabus for different courses, duly certified and recognized by the appropriate authority will also be essential. It also stressed the Department for being cautious in formulating rules and regulations strictly as there would be scope for increase in quackery and illegal drug manufacturing units soon after the system is given legal recognition. An important issue raised was concerning the composition of SowaRigpa drugs and formulations and their labelling. In recent past some AYUSH drugs were banned in few countries abroad due to the use of heavy metals and the matter was cleared after demonstrating the efficacy and safety of drugs. So the committee observed “since the Bill proposes to bring the Sowa-Rigpa system from the informal to the formal sector, it is imperative that, in this

era of science, the ingredients of the Sowa Rigpa should be properly tested in a transparent manner” and “The Committee is all for scientific validation of the Sowa Rigpa medicines and the initiatives of collaborative research undertaken by the Tibetan Medical Insitute, Dharamsala. However, the Committee suggests that the Department of AYUSH should determine the veracity of such researches before they are opened for public use”.

On 25 August, 2010 Rajya Sabha passed the Indian Medicine Central Council Amendment Bill 2010 recognizing Sowa-Rigpa system of medicine practiced in the SubHimalayan regions. COLLEGE: TRANSMISSION & TEACHING BY VEN. KHAMTRUL RINPOCHE Garje Khamtrul Rinpoche Jamyang Dhondrup (born on 19 December, 1928, in Kham, Eastern Tibet) gave the oral transmission and teaching on Bhyin rLab bLa sGrub sDug-bsngal Mun-sel Thugs-rjei Nyi-od phyi-nang gSangSum Nyams-su Len-pei zin-bris bKlags chog tu bkod-p a Yon-tan byung-gnas Zhes-bya-ba bzhugs-so (by Kongtrul Rinpoche Yonten Gyatso) to Seven lecturers of the Tibetan Medical & Astro.College from 21-25 September, 2010. The doctors and lecturers received the teachings in the afternoon from 2p.m-4.30p.m and this special transmission and teaching was completed in five days. As in the case of empowerments (Wang - purification, initiation, teaching and visualizing oneself as inseparable with the master who in the process is considered the deity itself are the process of meditating to gain higher spiritual insight) this special instruction is also important for doctors as it has relevance to Gyud-shi and Yuthok Nyingthik (the offering of tsok and feast during the 10 lunar day Guru Rinpoche day and 25 lunar day Dakini day) spiritual healing process. Receiving instructions from a master who has received that lineage from another teacher that possess direct and unbroken lineage is an essential aspect in the spiritual process. It is important that one receives instructions on any teaching from a lineage master before it is lost forever. The doctors and lecturers of the College had this precious opportunity and received the instructions from Khamtrul Rinpoche to gain experience, knowledge and spiritual insight to further their healing

The second medicine consecration ceremony ( 3-6 Sept, 2010) performed in Men-Tsee-Khang

Pharmaceutical Department, Men-Tsee-Khang performed medicine consecration ceremony from 3-6 September, 2010 for four days. Garje Khamtrul Rinpoche Jamyang Dhondrup and 15 monks from Namgyal monastery carried out the special ceremony. According to the tradtional Tibetan medicine raw materials, herbs and manufactured pills are considered precious by nature and it is important to perform spiritual ritual - medicine consecration ceremony. The pharmacy compound, finished pills and herbs received blessings through the consecration from medicine Buddha and deities to further purify and sanctify the area as a whole spiritually. Thus medicine as a chemical formulation and sacred blessings collectively helps in curing diseases effectively. Doctors, students and staff participated in the ceremony.
