Spain’s solar PV market shines on Recently the European Union’s National Energy and Climate Plans (NECP) pledged to install 209GW of solar PV by 2030 – equivalent to 19GW per year. The region as a whole has grabbed onto the reins of the sector, and countries are slowly showing signs of forming and bolstering their own respective portfolios. Spain has been leading this race into the sunny horizon as one of the fastest growing European PV markets. The Spanish NECP has a 74% target of renewable electricity generation for 2030 and is anticipated to install 92.2GW of solar PV alone by 2030. Healthy additions in the last few years helped the country become the second largest PV market in Europe, with over 2.6GW installed in 2020 amidst the global pandemic. The country’s favourable environment for the technology, with one of the highest volumes of sunshine in Europe and land accessibility, has provided a strong foundation for its deployment. However, it is its financial and legislative backing that further supports its installation, which was only recently introduced. In 2015, the Spanish government suspended all incentives for solar PV due to its financial situation. The removal of feed in tariffs brought construction to a halt until 2018 when the legislation was finally eased. Since then, capacity market auctions in the country have continued to thrive for the sector. In January, the Spanish government announced the results of its latest renewable energy auction for 3GW, with solar PV securing 2.04GW of the allocated capacity. Costs have now drastically fallen below wholesale power market prices, allowing for a range of new routes to market and more investors to enter the country. As such, Spain has been able to further stabilise the market’s financial standing, with an evolving portfolio of subsidy-free developments. Spain currently covers 46% of Europe’s subsidy-free solar PV pipeline and is the largest market for power purchase agreements (PPA). More upcoming proposals now include PPAs and merchant investments, or models combining both, providing routes to market with lower risk. The start of 2021 continued the trend of an influx of PPA agreements, with the country now also becoming an exciting space for corporate PPAs in particular. In January, Iberdrola signed a PPA with Danone for the 590MW Francisco Pizarro plant. The €300m project is claimed to be the largest in Europe and is set to begin operations in 2022. PPAs are also starting to be signed with developers for specific power capacities generated from a portfolio of solar plants (or combined with wind power plants), rather than from an individual project. For example, in March Spanish steel company Sidenor signed a 10 year PPA with Naturgy Energy Group to procure 350GWh of renewable energy generated from its wind and solar farms.

Sharan Amidst the flood of solar ya Kum aramu rthy additions, industry experts have been concerned about limited grid access for the rapidly developing sector. In June 2020, the country was facing a surplus of requests for grid access for renewables, which amounted to over 430GW of generation – seven times what is needed to meet its 2030 targets. New legislation was passed last summer to tackle the grid access backlog from the last 16 months. The new law creates a three month moratorium on the issuing of new permits until the regulation is approved by congress and the regulator. This resulted in 39.3GW of new renewable capacity being renounced by developers in December, due to not meeting the new deadline.

With so much activity and opportunities in the sector, major oil and gas players have also made large investments in Spain to easily transition into the solar industry. Lightsource BP is dominating the scene, having recently added another 845MW to its Spanish pipeline from local developer Iberia Solar. The company has added nearly 2GW of Spanish capacity in the last two months to its portfolio, with 1.06GW from RIC Energy. Eni has made its first renewables investment in the south of Spain, acquiring three PV projects totalling 140MW from X-Elio. Both companies have also entered further discussions for a larger collaboration of clean energy projects in the country. Total has an agreement with the Spanish developer Ignis to develop 3.3GW of solar projects near Madrid and Andalusia. Repsol also has three projects under development – the Valdesolar, Sigma and Kappa plants – totalling just under 600MW. The strong market has also become a hotspot for the future development of green hydrogen via solar energy, with the country having a target of 4GW of green hydrogen by 2030. The European initiative – HyDeal Ambition – includes a number of solar developers that aim to deploy 95GW of solar for green hydrogen production by 2030. Small-scale floating PV plants are also anticipated to be of interest in the long-term future, with pilot projects slowly emerging in the region. One example of this is a 250kWp pilot floating PV unit off the coast of Gran Canaria, by a consortium including Ocean Sun and Fred Olsen Renewables. As the prices continue to drop for the technology, the country’s new targets mark a clear policy shift in favour of renewables. With its strong foundation for development and future opportunities arising through other technologies, Spain is expected to hold its crown as the leader of solar PV and be a huge driving force in the growth of not only the European but global PV market too. The little-known barriers that could devastate your energy project in Mozambique (and how to overcome them) Mozambique boasts a wealth of renewable energy potential, yet explosive remnants of war and an insurgency threat are barriers to harnessing this unrivalled potential. SafeLane Global (formerly BACTEC Mozambique Lda) has been working in Mozambique, demining and mitigating the risks of all explosive threats since 2004 – both on land and in the marine environment. In this article, Åsa Gilbert explains the explosive threats you need to be aware of, and how you can mitigate them to keep your project on track, your reputation intact and your personnel protected. The renewable energy potential and natural resource opportunities in Mozambique Together with the government, the Mozambique Energy Fund (FUNAE) conducted a renewable potential feasibility study focusing on: • Solar • Hydro • Biomass • Wind • Geothermal • Maritime Resources Together, they identified a total potential in excess of 23,000GW – with solar the most abundant at 23,000GW alone. Solar is followed by hydro (19GW), wind (5GW), biomass (2GW) and geothermal (0.1GW). Mozambique is also blessed with an abundance of natural resources including iron ore, tantalite, gold, graphite, marble, bentonite and limestone.

However, because of historic conflict which resulted in the nation being widely affected by landmine and unexploded ordnance (UXO) contamination, these resources have been under-explored and under-utilised – until now. Thanks to political stabilisation after the peace accord of 1992 and the years of demining and battle area clearance (BAC) that followed, Mozambique is now a safer country – ripe for investment. However, it’s critical that investors are aware of the remaining explosive threats when planning their energy project activity in Mozambique; these explosive barriers to safe development must be fully understood, planned for and mitigated against. Understanding Mozambique’s conflict history For centuries, Mozambique was colonised by Portugal. When the collapse of colonialism began in the 20th century, Mozambique was no exception in seeking independence with the Mozambican War of Independence lasting a decade from 1964 to 1974. Independence was declared and Mozambique as we know it was born in 1975. However, political uncertainty was common in many newly independent countries; in Mozambique, this unrest resulted in the 15 year-long Mozambican Civil War, 1977-1992. The deadly and devastating effects of the Mozambican Civil War included the country being heavily contaminated with landmines and other explosive remnants of war (ERW).

After the years of conflict ended, intense focus was placed on decontaminating the land and returning it safely to the Mozambican people. In 2015, after two decades of clearance operations the country was declared free of anti-personnel mines in all known minefields. The Mozambican Minister of Foreign Affairs and Cooperation has explained that there may still be areas that are contaminated: “It would be unrealistic to say that there will never again be accidents related to mines or other explosive devices. History shows otherwise.” His comment regarding ‘other explosive devices’ is of critical consideration to those who wish to develop Mozambique and invest in its natural resources. Further consideration must also be given to the explosive threat impact presented by the recent RENAMO insurgency, and the ongoing Islamist insurgency. Planning to enable investment in Mozambique’s future As well as its natural resources, its solar levels and trade winds make Mozambique an ideal location for investment into the development of renewable energy. Consequently, many of the world’s energy companies are planning developments, and the government is hugely supportive because, in spite of a steadily growing GDP, Mozambique is still a developing country affected by poverty. New green energy developments can create employment for local nationals, as well as helping the world move towards a future fuelled by clean, renewable energy.

Although Mozambique has been declared anti-personnel mine free in known minefields, other items of explosive ordnance (EO) still pose a risk to the advancements of the nation today. These include the improvised explosive devices (IEDs) utilised by insurgents as well as UXO such as mortars, grenades and rockets as a result of past conflict. Mitigating the explosive risk to your energy project Unlike victim activated anti-personnel landmines or IEDs, historic ordnance has not been designed to detonate due to pressure. However, as a result of lying dormant for decades, this ordnance becomes increasingly unstable due to degradation and erosion. When items are disturbed by flooding or exposed to heat, vibration or shock, a deadly detonation can be triggered – just as a mine or an IED can be triggered by someone walking or driving over them. This means both current and historic explosive threats can impact the safety of personnel and project delivery for any intrusive project such as infrastructure, mining, construction or energy developments. Once these threats are understood however, they can be mitigated against, thus enabling the utilisation of the nation’s inimitable resources and the advancement of your project. SIEMENS ENERGY’S BLUEDRIVE DC-GRID TECHNOLOGY Siemens Energy’s BlueDrive DC-Grid technology was developed and refined over many years to meet the offshore industry’s demanding energy distribution requirements, especially for propulsion and drilling systems. It is an efficient, environmentally friendly solution that provides high levels of reliability, availability and ease of service, with low emissions. The Siemens Energy BlueDrive DC-Grid solution consists of DC/DC converters connected to the existing four drilling drive DC buses from one side and to DC/ DC converters connected to energy-storage systems. This allows platform operators to conduct peak shaving of drilling loads, so fewer generator sets can run at higher and steadier loads – reducing fuel consumption and carbon emissions, improving sustainability and minimising a rig’s carbon footprint. Deployment time is three to four months, the system has low O&M requirements, and is well suited for use in harsh and remote environments. RentCo Africa, an independent leasing company with headquarters in Nairobi, Kenya, provides structured financing solutions through operating leasing and working capital solutions to both the private and public sectors in Africa. The strategic partnership between Amarinth and RentCo will enable organisations making investments in pumping equipment to flexibly finance Amarinth’s world-renowned and proven horizontal, vertical and inline vertical centrifugal pumps and associated equipment. In particular, those organisations that have capital constraints and are seeking to avoid upfront CAPEX cash outflow, or that are seeking a flexible payment plan.

The new system seamlessly integrates with the company’s battery storage products and thermal generators. All three assets are managed by intelligent software using one control system. Investment in new European warehouse for CMP Leading cable gland and cable cleat manufacturer CMP Products has further strengthened its European distribution network, with the opening of a warehouse facility located in Aachen, Germany. The 1000m sq site, strategically positioned close to the borders of Belgium, Holland and Luxembourg, will act as a central hub for product distribution throughout Europe, improving accessibility and lead times. All existing product ranges will be stocked within the facility, including CMP’s new plastic cable gland range TruSeal, cable cleats and accessories. Kathleen Kearns, Head of European Sales, said: “The investment in our warehouse in Germany cements our support for customers across the continent, and will mean product can be distributed at pace. “With Brexit transitions now in place, the facility will play an important role in ensuring there is no impact on stock reaching our customers from our manufacturing headquarters in the UK.” Despite the challenges of the pandemic, CMP has temporarily relocated experienced members of its UK team to oversee a smooth transition. Siemens Energy to unlock new era of offshore green hydrogen production

To reach the Paris Agreement goals, the world will need vast amounts of green hydrogen and wind will provide a large portion of the power needed for its production. Siemens Energy and Siemens Gamesa have announced that they are joining forces combining their ongoing wind to hydrogen developments to address one of the major challenges of our decade – decarbonising the economy to solve the climate crisis. The companies are contributing with their developments to an innovative solution that fully integrates an electrolyser into an offshore wind turbine as a single synchronised system to directly produce green hydrogen. The companies intend to provide a full-scale offshore demonstration of the solution by 2025/2026. The German Federal Ministry of Education and Research also announced that the developments can be implemented as part of the ideas competition ‘Hydrogen Republic of Germany’.

Over a timeframe of five years Siemens Gamesa plans to invest €80m and Siemens Energy is targeting to invest €40m in the developments. Siemens Gamesa will adapt its development of the world’s most powerful turbine, the SG14-222 DD offshore wind turbine to integrate an electrolysis system seamlessly into the turbine’s operations. By leveraging Siemens Gamesa’s intricate knowledge and decades of experience with offshore wind, electric losses are reduced to a minimum, while a modular approach ensures a reliable and efficient operational set-up for a scalable offshore wind-hydrogen solution.

Fugro selects Sonardyne for its uncrewed vessel operations

Fugro has chosen underwater positioning and communications technology from Sonardyne to support its global fleet of uncrewed surface vessels (USVs) and remotely operated vehicles (ROVs). Fugro will integrate Sonardyne’s Mini-Ranger 2 Ultra-Short BaseLine (USBL) positioning system, configured with the company’s Marine Robotics software extension pack, into its new 12m-long Blue Essence USV.

Siemens Energy will develop a new electrolysis product to not only meet the needs of the harsh maritime offshore environment and be in perfect sync with the wind turbine, but also to create a new competitive benchmark for green hydrogen. The developments are part of the H2Mare initiative which is a lighthouse project likely to be supported by the German Federal Ministry of Education and Research.

Mini-Ranger 2 with the enabled Marine Robotics pack will allow the Blue Essence to be used to deploy, track, command and control the Blue Volta electric remotely operated vehicles (eROVs) and autonomous underwater vehicles (AUVs) as part of inspection, survey and data harvesting projects, all controlled from Fugro’s onshore remote operations centres. Construction of further vessels that will bolster Fugro’s global footprint are under way at SEA-KIT’s bespoke facility in Tollesbury, UK, where integration of the Mini-Ranger 2, complete with hull-mounted acoustic transceiver will take place. Mini-Ranger 2 is ideal for use from small vessels, including USVs, where survey-grade positioning performance is required. It can simultaneously track 10 targets at very fast update rates, is quick to install and has a standard operating range of 995m, extendable to 4000m. Sonardyne’s Marine Robotics software pack unlocks valuable additional capability when used with a compatible subsea vehicle mounted instrument such as AvTrak 6. This includes secure data exchange and remote control of multiple AUVs deployed in swarm scenarios.

We held our first Latte Series LIVE e-vent, The Impact of Brexit on the Energy Sector in March. EIC CEO Stuart Broadley moderated the session and our panel of Jo Cam pbell experts discussed how Brexit has and will impact the energy sector. We also dedicated one week to floating offshore wind, welcoming Blue Float Energy, Falck Renewables as well as a leader in the field, Principle Power. Both webinars drew a lot of attention, with Principle Power’s chief commercial officer and senior business development manager discussing market developments in the UK and Ireland and the path to full-scale commercial projects that will bring clean renewable energy to all. We then heard from newcomers, Blue Float Energy and Falck Renewables, who discussed how each plan to leverage their complementary capabilities to unlock the potential for floating offshore wind in Scotland, and deliver economic growth for the broader Scottish community. Thank you to our global digital supporters for these e-vents: Wood, TEXO and Donut. We were also delighted to work with ABB last month and discussed the recently awarded ‘project of the year’ Trans-Anatolian Natural Gas Pipeline (TANAP) project. Senior management from TANAP described the project, its purpose, challenges and successes. ABB then spoke on the delivery of its largest ever fully integrated telecoms, security and SCADA system. With the pipeline spanning 1,850km and securing 5% of Europe’s energy needs, the e-vent was both informative and inspiring. This month we will be looking back on what has been a demanding year for the energy sector and how businesses are now gearing up for a recovery period, with operations resuming and new opportunities on the horizon. Petrofac clinches deals worth £220m in Oman

Petrofac has won two contracts worth a total of £220m through Petroleum Development Oman (PDO). The first is a direct EPC contract for PDO’s Marmul Main Production Station (MMPS) gas compression project. Located in Marmul in the south of Oman, the purpose of the new facility is to eliminate permanent flaring and manage associated gas. The work includes gas recovery and booster compressors, gas sweetening, dehydration and other units, utility systems and modification of existing facilities.

The energy transition dialogue continues to dominate proceedings where we are proud to be part of the journey while ensuring that all support is provided to our members in the oil and gas sector. I feel that it is important that we do not make this a binary choice and remember that this sector still has a critical role to play not just in the current energy mix but in the transferable skills, knowledge and standard operating procedures (SOPs) that will be required in order to make this ‘transition’ as efficient and effective as possible.

In the interim we will continue with our series of virtual events with a focus on Uzbekistan and Azerbaijan in the coming weeks. We are also working in the background on several new EIC Connect’s which we hope to announce shortly. I am interested to hear of any other countries or topics that you would like us to cover in what is fast becoming a busy arena of virtual events.

Last month witnessed an interesting announcement from the Kingdom of Saudi Arabia (KSA) stating that they will no longer sign contracts with foreign firms who do not have a regional headquarters in the Kingdom after 2023. The policy will apply to government agencies, institutions and funds and with new regulations to be issued later this year, certainly an area to keep our eye on in the coming months. New members continue to join us from the region where we recently welcomed Venture and look forward to welcoming in many more throughout the course of 2021. Our first Membership Open Day of the year led by our Membership Managers, Anand Kumar and Dina Abieva, helped to highlight the range of member benefits on offer for those wishing to join. The second contract is with Petrofac’s partner and main PDO contract holder Arabian Industries Projects, for selected PDO concession areas in the north of Oman. The scope of this seven year contract is for provision of reimbursable engineering services, integrated project support and management services, and has an option to extend for three years.

Asia Pacific news Regional update

Prior to that, on 10 March 2021, EIC APAC was invited to speak at a virtual event organised by the British-Malaysia Chamber of Commerce on the topic of ‘The Energy Outlook for APAC’. Other speakers at this prestigious event included Jay Mariappan, Head of New Energy from Petronas, Datuk Zarinah from the Ministry of Environment and Energy of Malaysia and Head of Petrofac Malaysia, Hanif Hashim. On 30 March 2021, EIC APAC organised a webinar involving a total of eight speakers from the energy industries in Malaysia and Indonesia. Among the speaking companies were Petronas, Shell Malaysia, Serba Dinamik Malaysia, PT PLN from Indonesia, PT Adaro from Indonesia, EEW APAC, DIT Indonesia and our very own Dr Madana who presented the latest findings on APAC energy projects. EEW APAC was kind enough to participate in the event as our digital sponsor. In April we are looking forward to holding a couple of webinars including an EIC Inform webinar on behalf of our member from Japan, Riken Keiki, which will be held on 16 April 2021. This webinar will then be followed by another virtual event held in partnership with the UK’s OGV Energy which will be held on 29 April. Speakers at this event include the regional director of EIC, Dr Madana and our special guest Tim Rockell from Energy Strat Asia, Singapore. In 2021 we are planning to organise three Connect events involving three countries: India, Indonesia and Taiwan. EIC Connect India will be held in July with Connect Indonesia and Taiwan to be held in December 2021 and March 2022. On a final note, we would like to welcome Azzahrah Zuraimi who has joined the KL team as a research analyst and in addition we would like to congratulate Dr Madana who has been promoted as APAC Lead Analyst. International players compete for giant Hai Long offshore wind contract

At least four leading international offshore contractors or consortia are understood to be competing for the EPC contract covering two offshore wind substations for the Hai Long offshore wind project in Taiwan.

EIC Connect Virtual Vietnam was held on 16-17 March 2021 with a total of 18 speakers consisting of energy players already Azman operating in the country. Nasir The platinum sponsorship was taken by Endress+Hauser while the gold sponsorship was BMT UK. Other sponsors who participated in the event included Unit Birwelco, Destec Engineering, MudRock Media, Renews, Scottish Development International and the British Chamber of Vietnam. We were excited that 150 delegates registered for the event over the two day period. His Excellency the UK Ambassador to Vietnam Gareth Ward gave the opening address to welcome the delegates followed by a special address by the CEO of EIC, Stuart Broadley.

Those believed to have submitted a second round of bids in January 2021 included a grouping of Petrovietnam Technical Services Corporation with Semco Maritime, another consortium of Sapura Energy and Ramboll, Keppel Offshore & Marine and McDermott International. The EPC job is thought to be valued between US$200m to US$250m and the offshore facilities are comparable to an offshore riser platform, which is more commonly used for oil and gas infrastructure development. The operator is expected to award the EPC contract by the middle of 2021.

Aker and Mainstream to collaborate on green hydrogen in Chile

Aker Clean Hydrogen and Mainstream Renewable Power (MRP) have signed a letter of intent to collaborate on the development of green hydrogen and low-cost ammonia production in Chile. The LOI leverages on Aker’s hydrogen capabilities and Mainstream’s strong position in Chile’s wind and solar power generation market. Aker Horizons announced the acquisition of a 75% equity share in Mainstream for €1bn in January 2021.

Colombia expects 1GW of renewable capacity by year end President Ivan Duque has said Colombia is expected to reach a wind and solar generation capacity of 1GW by the end of 2021. Current capacity from the two sources stands close to 100MW, as of February. A key pledge of his administration is to achieve a 14% share of wind and solar capacity by the end of his term, which concludes in 2022.
