"We have a culture of 5,000 years. Every human being should first become a citizen and should get his right as citizen of a country and the first person to say this was Gandhi. every human being should have rights as a citizen. "Gandhi ji fought against evils of the society by bringing in equality, secularism. These are the principles I follow in my daily life and teach people to follow them," a trustee of Gujarat VidyaPeeth said. Eighty years old academician SudarshanAiyengar not only adopted Gandhi's principles but also his lifestyle and he has been wearing Khadi for the past 60 years. "Gandhi ji's principle of cleanliness is important but his biggest contribution is towards the secular movement and I am trying to act on it. If you go by ritual, then for the past 60 years I have been using khadi in my clothing" he said.

On Friday, the Indian Army paid tributes to two soldiers who were killed in Pakistani firing along the Line of Control (LoC) in Kupwara district of Jammu and Kashmir. The Army paid a befitting tribute to Havildar Kuldeep Singh and Rifleman Shubam Sharma, who made the sacrifice on Thursday in north Kashmir, an Army spokesman said. The two soldiers were killed when Pakistani troops resorted to unprovoked ceasefire violation along the LoC in Naugam sector of frontier Kupwara district on Thursday morning. In a solemn ceremony at Badamibagh Cantonment, Chinar Corps Commander Lt Gen BS Raju and all ranks paid homage to the brave hearts on behalf of the proud nation, the spokesman said. Singh and Sharma were directing retaliatory fire from a forward post on the LoC in response to an unprovoked ceasefire violation by Pakistan.

The spokesperson added that Singh (37), who belonged to Raju Dwakhari village in Hoshiarpur District of Punjab, had joined the Army on 26 August 2002. He is survived by his wife, a son and a daughter, whereas Sharma (22) had joined the Army on 17 September 2016, and hailed from Shakhian Chak village in Jammu district and is survived by his father. The spokesman said while Singh was enrolled in the 15 Sikh Light Infantry, Sharma belonged to the 8 Jammu and Kashmir Rifles.They both displayed their mettle by doing exceptionally well in their trade work and all fields. These brave sons of the soil showed immense physical and mental strength in the face of the enemy, said the army spokesperson. Their bodies were taken for last rites to their native places, where they would be laid to rest with full military honors, the spokesman added. In this hour of grief, the Army salutes their sacrifice and stands in solidarity with the bereaved families, said the spokesperson.

COVID-19 disrupting mental health services in most countries

World Mental Health Day on 10 October to highlight urgent need to increase investment in chronically underfunded sector The COVID-19 pandemic has disrupted or halted critical mental health services in 93% of countries worldwide while the demand for mental health is increasing, according to a new WHO survey. The survey of 130 countries provides the first global data showing the devastating impact of COVID-19 on access to mental health services and underscores the urgent need for increased funding. The survey was published ahead of WHO’s Big Event for Mental Health – a global online advocacy event on 10 October that will bring together world leaders, celebrities, and advocates to call for increased mental health investments in the wake of COVID-19. WHO has previously highlighted the chronic underfunding of mental health: prior to the pandemic, countries were spending less than 2 per cent of their national health budgets on mental health, and struggling to meet their populations’ needs. And the pandemic is increasing demand for mental health services. Bereavement, isolation, loss of income and fear are triggering mental

health conditions or exacerbating existing ones. Many people may be facing increased levels of alcohol and drug use, insomnia, and anxiety. Meanwhile, COVID-19 itself can lead to neurological and mental complications, such as delirium, agitation, and stroke. People with pre-existing mental, neurological or substance use disorders are also more vulnerable to SARSCoV-2 infection - they may stand a higher risk of severe outcomes and even death. Survey finds major disruptions to critical mental health services The survey was conducted from June to August 2020 among 130 countries across WHO’s six regions. It evaluates how the provision of mental, neurological and substance use services has changed due to COVID-19, the types of services that have been disrupted, and how countries are adapting to overcome these challenges. Countries reported widespread disruption of many kinds of critical mental health services: · Over 60% reported disruptions to mental health services for vulner-

able people, including children and adolescents (72%), older adults (70%), and women requiring antenatal or postn a t a l

services (61%). · 67% saw disruptions to counseling and psychotherapy; 65% to critical harm reduction services; and 45% to opioid agonist maintenance treatment for opioid dependence. · Nearly a third (35%) reported disruptions to emergency interven-

tions, including those for people experiencing prolonged seizures; severe substance use withdrawal syndromes, and delirium, often a sign of a serious underlying medical condition. · 30% reported disruptions to access for medications for mental, neurological and substance use disorders. · Nearly three-quarters reported at least partial disruptions to school and workplace mental health services (78% and 75% respectively). While many countries (70%) have adopted telemedicine or teletherapy to overcome disruptions to in-person services, there are significant disparities in the uptake of these interventions. More than 80% of high-income countries reported deploying telemedicine and teletherapy to bridge gaps in mental health, compared with less than 50% of low-income countries. WHO has issued guidance to countries on how to maintain essential services - including mental health services - during COVID-19 and recommends that countries allocate resources to mental health as an integral component of their re-

sponse and recovery plans. The Organization also urges countries to monitor changes and disruptions in services so that they can address them as required. Although 89% of countries reported in the survey that mental health and psychosocial support is part of their national COVID-19 response plans, only 17% of these countries have full additional funding for covering these activities. This all highlights the need for more money for mental health. As the pandemic continues, even greater demand will be placed on national and international mental health programmes that have suffered from years of chronic underfunding. Spending 2% of national health budgets on mental health is not enough. International funders also need to do more: mental health still receive less than 1% of international aid earmarked for health. Those who do invest in mental health will reap rewards. PreCOVID-19 estimates reveal that nearly US$1 trillion in economic productivity is lost annually from depression and anxiety alone. However, studies show that every US$1 spent on evidence-based care for depression and anxiety returns US$5.

Crime Rate has been rising day by day. Indore recorded the highest percentage of crime (769.1%) among mega cities in India, accompanied by Bhopal (719.5%) and Jaipur (597.1%). Jammu & Kashmir (33.7%), Manipur (33.0%), Assam (30.4%), and Daman and Diu and Pondicherry (29.4%) recorded higher violent crime rates compared to 18.4% at the national level. Rape is India 's fourth most prevalent crime against females. In India, minor girls are trafficked into prostitution, so abuse of minors converges into misery over a lifetime. Uttar Pradesh Chief Minister Yogi Adityanath spoke to Prime Minister Narendra Modi about the gang rape and murder of a Dalit girl in Hathras. He also called for strict penalties for the guilty. Yogi Adityanath established a three-member Special Investigation Team (SIT) to investigate the case of gang rape and murder of a Dalit girl in Hathras. This information was given by Uttar Pradesh Chief Minister on Twitter on Wednesday. The tweet suggested that the SIT would submit its report within a week. The Chief Minister has ordered the prosecution of the convicts in the case in a fast-track court and successful lobbying. The Uttar Pradesh government and the Uttar Police are faced with a lot of criticism of the way in which the Hathras gang rape case took place. The police and the administration are accused of having executed their funeral without the permission of the family of the deceased. Hathras District Magistrate Praveen Kumar, however, said the charges of the victim's funeral without the permission of the family were baseless. "The father and brother of the victim had decided to hold her funeral at night," he said. The victims' families were also present at the funeral. The car carrying the body was present in the village from 12:45 to 2:30 p.m. The victim's family said that her tongue had been cut off and that she could not speak. Vikrant Veer, SP, BBC, said the victim's tongue was not cut with a knife of any sort. The media and social media posts are deceptive. He also said that the medical report preparation team has not yet given a clear opinion on gang rape, the forensic report is expected. However, the four accused arrested were charged with gang rape. According to the Superintendent of Police, the murder section has also been added to the case following the death of the victim. He said the victim had reported his statement to the police team in a gesture. AamAadmi Party MLA from Delhi Saurabh Bhardwaj tweeted that he was talking to the victim's family who said that his daughter's body had vanished.

BOLLYWOOD REJOINDERS

Bollywood actors, including Akshay Kumar and Diya Mirza, reacted badly to the demise of a 20-year-old Dalit girl via media platforms on Tuesday. Akshay Kumar tweeted, "Angry and disappointed! Such cruelty in Hathras gang rape. When will all this stop? Our laws and

their observance should be so strict that the rapists tremble in fear of thinking about punishment! Let the culprits be phansi. Pick up voices for the safety of daughters and sisters. At least we can do these." Diya Mirza posted on Twitter, "We forgot the victim of Hathras. We failed it at all levels. This is our collective conscience." Swara Bhaskar responded, "Hathras case is a shocking incident. We should all be ashamed."

Demise occurred while she was hospitalised

Last night, a 20-year-old Dalit girl who was allegedly raped in Hathras, Uttar Pradesh, died while seeking treatment at Safdarjung Hospital in Delhi. While the victim's brother confirmed death from the BBC, Hathras police said all the four accused in the case have been arrested and sent to jail. The victim was taken to Safdarjung Hospital from Aligarh Muslim University Medical College on Monday. She's been battling death for the last two weeks. The victim's family is said to have been gang-raped on September 14 when she went to mow with her mother and brother. "My sister, mother and older brother were mowing," the victim's brother spoke. The brother had returned home with a bale grass. “Mom was cutting grass further, she was behind. She was dragged and gang raped. She found my mother in a state of unconsciousness." According to the relatives, the woman was

first taken to the local community health centre in a state of unconsciousness from where she was moved to the Aligarh Medical College. She had been on the ventilator for 13 days at medical college. She was taken to Safdarjung Hospital on Monday, where she succumbed to her wounds at around 3 a.m. "Her tongue was cut off, the spinal cord was broken, a part of the body was not working," the victim's brother told the BBC. She was unable to speak. Somehow the gesture was making." Four people in the village themselves are charged with gang rape. The police arrested the four of them. Vikrant Veer, SP, Hathras, responded to the BBC, "The four accused have been arrested and sent to jail. We will ask the court for a fast track hearing. The victim's family has also been given security in the village." Hathras' DM also tweeted and assured him of all possible support. He tweeted, "In the Chandapa police station case, the family members of the victim were given financial assistance of Rs 4,12,500 in the past. Today, rs 5,87,500 is being provided. Thus, a total of Rs 10 lakh has been provided financial assistance."

All in VAIN-NIRBHAYA FUND

In 2013, following the December 2012 Delhi Gangrape and Murder Case, the Nirbhaya Fund was created. A name was then given to the perpetrator, Nirbhaya (which means fearless, literally). Not only in Delhi, but even in far-flung areas, people showed up

for weeks. According to the latest data presented in Parliament in November by Women and Child Development Minister Smriti Irani, the ministry allocated Rs 2,050 crore to various states from the Nirbhaya Fund, in the wake of issues posed about the safety and protection of women regarding the Hyderabad gangrape and murder case. On its part, the Union Home Ministry has issued Rs 1,656 crore to states and Union Territories over the past five years. But the Nirbhaya Fund's usage rate has been rather dismal. Data submitted to Parliament by Irani on 29 November shows that six states and UTs-Maharashtra, Manipur, Meghalaya, Sikkim, Tripura and Daman & Diu-have not spent a single rupee from the Nirbhaya Fund allocated by the Ministry of Home Affairs of the Union. This shows the harsh side of the world. It’s really very disappointing and shameful for as us HUMAN BEINGS It’s a bit difficult for us, so-called ‘HUMAN BEINGS ‘only do not realize the true meaning of HUMANITY! 'Understanding common gynecologic cancers will help women take preventive steps, make timely detection at an early stage, and seek prompt treatment,' says Dr SushmaTomar, Infertility Specialist at Fortis Hospital, Kalyan 'The prevalence of cervical cancer is the most common type of cancer in women, especially in developing countries. Cancer is something that people struggle to understand even today. Most people fear it, because there is a general lack of understanding and knowledge. That cancers are of different kinds is known, but what people do not know is that timely diagnosis and awareness can help in the fight to beat cancer into remission. Every year, the month of September is observed as the Gynecologic Cancer Awareness Month, with an aim to encourage women globally to learn and understand about cancers of the vagina, the ovaries, the cervix, vulva and the uterus. She says there, however, are some common symptoms related to gynecologic cancers that women need to know:

– Abnormal vaginal bleeding – White discharge from the vagina – Pain in the lower abdomen – Bloating of the abdomen – Constipation – Need for frequent urination – Vaginal bleeding posmenopause – Itching vulva and soreness

“Understanding common gynecologic cancers will help women take preventive steps, make timely detection at an early stage, and seek prompt treatment,” the doctor says. Cervical cancer “The prevalence of cervical cancer is the most common type of cancer in women, especially in developing countries. It occurs when the cells inside and outside the cervix (lower part of the uterus) mutate. The Human Papillomavirus (HPV), which is sexually transmitted, causes most cases of cervical cancer. “Cervical cancer is preventable through a vaccine that safeguards against the HPV virus; regular screening, timely diagnosis and therapeutic procedures have proven to be effective. It is found that regular screening and pap smear tests have helped bring forth cases of cervical cancer in the early stages,” explains DrTomar.

Endometrial cancer

“Endometrial cancer — which is also known as uterine cancer — begins in the uterus. This type of cancer is often detected at an early stage as it frequently results in abnormal vaginal bleeding. If endometrial cancer is diagnosed at the early stage, removing the uterus surgically often provides a cure. To reduce the risk of the cancer, one may talk to their gynecologist about the pros and cons of hormone therapy after menopause. Consider taking birth control pills and maintain a healthy weight.”

Ovarian cancer

“Ovarian cancer typically starts in the ovaries. It often goes undetected until it has spread within the pelvis and stomach; it is also harder to treat it at a later stage. Early-stage ovarian cancer, in which the disease is restricted to the ovaries, is more likely to be treated successfully. Prevention includes considering taking birth control pills. A family history of ovarian and breast cancer must be discussed with a specialist.”

Vaginal cancer

“It is a rare type of cancer which takes place in the vagina. Early-stage diagnosis of vaginal cancer has the best chance for treatment; if the cancer spreads beyond the vagina, it is a lot more difficult to treat. Undergo regular pelvic exams and pap smear tests on schedule, consult with your gynecologist about the HPV vaccine; and avoid smoking.” The doctor states some important points: * Women must undergo pap smear tests periodically after 30 years of age * Older age can be a risk factor * Genetic factors play an important role in ovarian cancer; up to 10 per cent of women having family history of fallopian tube cancer, ovarian cancer, and peritoneal cancer, should undergo genetic testing for mutation in the BRCA1 and BRCA2 gene.


Congress to prepare a draft model law to countermand centre’s three legislations

The Congress is hardly opposing the Centre's three legislations passed by Modi's government. And while they have prepared a draft model law that will be legislated by party-ruled states in order to countermand the central farm laws. Sources said on Friday that the model law has been drafted and will soon be sent to Congress-ruled states to replicate it in their state assemblies. The three legislations which were introduced through the ordinance way. First, the Modi government has amended the Essential Commodities Act to remove

the existing restrictions on stocking food produce. Second, it has introduced a new law — The Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Ordinance, 2020 or the FPTC Ordinance — to end the monopoly of the Agricultural Produce Market Committees (APMC) and allow anyone to purchase and sell agricultural produce. Third, another law — The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Ordinance, 2020 or FAPAFS — has been enacted to legalise contract farming, so that big businesses and companies can cultivate vast swaths of land on contract. As these three laws may

benefit agriculture but not the farmers, the farmers protest against this was catalysed. And the Chief Leader Sonia Gandhi asked partyrules states to pass the annul the Centre's three farms laws to enact legislations. And the move also comes ahead of the tractor rallies to be taken out by the Congress in Punjab and Haryana from October 4, in which party leader Rahul Gandhi will participate. The rallies are part of Congress agitations against the farm legislations. The Congress president had advised the Congress-ruled states to pass laws in their respective states under Article

From CCTVs to Safe Houses, This Delhi Initiative is Going All out for Women’s Safety

Delhi is considered to be one of the most dangerous places for women in the world, and as sexual predators continue lurking in its streets, ‘Safer Cities’ works to tackle the issue from multiple angles. Safer Cities is an initiative by Plan India which is an organisation working for children’s rights. It works towards better infrastructure in city areas as well as in educating teens about gender equality and consent to change the existing dogma about “the place of women.” Safer Cities was established in 2014 and partners with few other NGOs to tackle the issue of sexual harassment. Currently, the programme has about 10,000 members, 8,300 of which are girls and 1400 are boys. The programme holds separate sensitisation workshops for adolescent boys and girls. The topics covered in the workshops are gender norms, stereotypes, and gender equality. Educating boys and girls at this age is crucial since this is when their mindsets can be shaped for better or for worse. Including them in workshops that sensitise and educate seems to be a wise step to tackling sexual harassment in the present as well as the future. One of the teenage boys who attended these workshops told Al Jazeera, “Now we tell our friends that we

shouldn’t [harass] girls and that it isn’t right. If someone teased you like that, how would you feel?” The lessons are getting ingrained in the minds of the youth, and have a broader scope of spreading since the attendees of the workshop will even restrict people from their vicinity from harassing women.Safer Cities is working not only towards the future safety but also of the present. One part of the programme is to conduct safety audits in various areas. They map out the area and check for blind spots where no street lights are functioning or areas where there are no CCTV cameras. They then approach city officials to get the dysfunctional street lights working. Where there are no street lights, they urge officials to install. The programme has also successfully convinced shopkeepers to install CCTVs that assure safety to women on streets.

In addition to these measures, Safer Cities has identified about 100 shops and houses in Delhi’s Mangolpuri area which women can approach if they are feeling insecure. The houses are all marked with a neon sign and women can walk up and knock on their doors at any time of the day or night. Safer Cities takes a multiangular approach to prevent sexual harassment of women on the streets. They firmly believe that it is not just an individual effort that will work towards the security of women. Some members of the programme also conduct regular meetings with police officers and discuss safety concerns in specific areas. These concerns are backed by the stories of children who attend the workshops. One of the members has also successfully convinced police to get rid of drunkards from a local park, and patrol the area so children can play there safely.

Govt launches 100-day campaign under JJM to ensure potable water supply in schools

Under guidance and leadership of Prime Minister, Shri Narendra Modi, Union Minister of Jal Shakti launches 100-days Mission Mode Campaign to provide potable piped water supply in Schools & Anganwadi Centres. Prime Minister Shri Narendra Modi has appealed to all States to make best use of the 100 days campaign to ensure provision of potable piped water supply in public institutions. Under the guidance and visionary leadership of Prime Minister, Shri Narendra Modi, with the noble endeavour of providing clean and safe drinking water to children across the nation, the Union Minister of Jal Shakti, Shri Gajendra Singh Shekhawat today launched a special mission mode campaign to provide potable piped water supply in all Schools & Anganwadi Centres across the nation within a short span of 100 days. This mission was envisaged by the Prime Minister on 29th September, 2020 while releasing the ‘Margdarshika’ for Gram Panchayats and Paani Samitis for implementation of Jal Jeevan Mission (JJM). The Prime Minister spoke about launching a ‘100 days campaign’ on 2nd October, 2020 to ensure piped safe water in schools and anganwadi centres across the country. He also appealed to the States to make best use of this

campaign to ensure provision of potable piped water supply in these public institutions. Ensuring safe water to children is a priority, as they are the most vulnerable to waterborne diseases, therefore provisions have been made under Jal Jeevan Mission for ensuring safe water through tap water connection in schools, anganwadi centres, health care centres, etc. National Jal Jeevan Mission has reached out to States/ UTs to ensure that during this campaign, Gram Sabhas are convened at the earliest to pass a resolution for providing safe water in all schools, anganwadi centres and other public institutions in the village in the next 100 days. These facilities will be operated and maintained by the Gram Panchayat and/ or its sub-committee i.e. Village Water & Sanitation Committee or Paani Samiti. This campaign will go a long-way in ensuring safe water supply to our children that will positively impact their health and overall development. This is a befitting tribute to the ‘Father of the Nation’ Mahatma Gandhi on his 151st birth anniversary. al Jeevan Mission (JJM)

aims at the universal coverage of provision of tap water connection to every rural home by 2024. Under the mission, special focus is on women and children. Ensuring safe water to children is a priority, as they are the most vulnerable to water-borne diseases like diarrhoea, dysentery, cholera, typhoid, etc. Repeated infections due to consumption of unsafe water in their formative years may have adverse effects, resulting in stunting. The situation is much more complex in areas where water sources are found to be contaminated with Arsenic, Fluoride, heavy metals, etc. and prolonged consumption of water having these contaminants may lead to degenerating diseases resulting in serious health problems. This mission holds the potential to tackle all these serious issues and all Gram Panchayat and/ or its sub-committee should participate in this mission to make it a grand success and provide a big boon to the masses in their respective regions, especially the most vulnerable sections of the society. As a ‘nodal department’,the Public Health Engineering Department of States will spearhead the campaign by involving Gram Panchayats and/or its sub-committees, along with other line departments including Education, Women & Child Welfare, Panchayati Raj & Rural Development, and Tribal Welfare.
