In the current scenario where an average of 88 cases of rapes are reported daily and unfortunately or fortunately, we fail to provide a safe environment for our girls.
Chetna Alagh
A new shame descended on our country known for ethics and morals, not even a day passes by without rape being heard. The traumatic event that took place in Hathras, Uttar Pradesh that sparked protest all over the country is the clear depiction of how flawed our government is. These rape cases are the dire consequences of asociety governed by a misogynistic and patriarchal mindset. Mentioning the victim’s religion or caste won’t amplify the seriousness of the brutality and trauma that has inflicted over the victims and their families, the very fact that shewas raped in itself should be enough to determine the parameters of this traumatic event, rape in itself is a heinous act, any
form of sexual intimidation is heinous and what is even more concerning is the people and the media still prefer to remain ignorant and apolitical towards the current social issues that need immediate attention The 19-year-old was not only brutally gang-raped but the police officials stepped out of the scope of their jurisdiction by cremating her body without the consent of the victim’s family. The rapists of Dr. PriyankaReddy were shot by the police officials, this act of heroism is actually concerning because the police stepping out of the scope of their jurisdiction and instigate further police violence. The delay of justice, police brutality, lack of Media coverage, vague provisions have caused hindrance in seeking justice for these rape victims. The core issue that hampers their chance
to seek justice is the vague and obsolete rape provisions which remain silent on marital rapes and transgender rape cases, these loop holes need to be amended and provisions need to adhere too. Our country is still ignorant of the concept of ‘consent’. These obsolete mindsets expect sexual favours from women and Bollywood and media is to be held accountable as well for objectifying women under the pretext of ‘Item songs’ which continue to instigate normalisation of rape culture in India. Judging the parameters of any rape case or sexual intimidation in itself is absurd. Unless and until the prerequisite to seeking justice isn’t impeded, Along with stringent provisions, the offender will keep getting away without facing any consequences. It

a part of our duty to induce awareness among the ignorant regarding the persisting social issues for a better and safe environment. Someone once said,I want every girl to know that her voice can change her world and this caught my attention as to how is this relevant in India, in the current decade, in the current scenario where an average of 88 cases of rapes are reported daily and unfortunately or fortunately, we fail to provide a safe environment for our girls. It’s not at all about sensitising the matter and sympathising the girl gender but it’s about when will we awaken our minds and preach equality in its true sense and also our morals!Let’s not neglect them, considering them to be an option, instead broaden our thoughts and emerge as warriors in striving for a better society

Goa IT professionals to state government

On Wednesday, the IT professionals of Goa said that the state government needs to shun political interference and bring in deemed approvals for implementing reform measures to revive businesses. While advocating for reform measures, the IT professionals said that the state government must recognize the urgency and take steps towards the economic revival of businesses. Gurudev Naik, the President of Goa IT professional (GITP) said, "Eliminate the practice of obtaining approvals from ministers and chairpersons for investment proposals". He further added that
time and again, the centralized file system has proven to be a major bottleneck. GITP has recommended that the state government, with deemed approval, should introduce an online single-window system for all government services within a month. Goa's position on the ease of doing index has slipped from 21 to 24; prompting associations like State Industries Association and Confederation of Real estate Developers' Association of India (CREDAI) to come forward and raise concerns regarding multiple issues, including corruption in the state. “Despite having the highest per capita number of government em-
ployees, if Goa shows such a dismal performance, it is clear that we need to fix the bottlenecks”, said Naik. GITP said it believes that if reform measures are implemented, it will give a boost to the Chief Ministers vision of Swayampurna Gaon, Sampanna Gaon. The government is in the process of reviewing the implementation of the Business Reform Act Plan (BRAP) 2020. The Ease of doing business ranking of Indian states and union territories of India is based on scores of action item points of annual Business Reform Action Plan (BRAP) under the 'Make in India' initiative. The World Bank has been
ranking the states since 2105. The World Bank along with Department for Promotion of Industry and Internal Trade (DPIIT); under the Ministry of Commerce and Industry (India) of Government of India has been ranking the states since 2015. The rankings are based on the progress of states in completing annual reform action plan covering eight key areas which have several points that vary every year. The year 2017 and 2016 reform plan had 372 and 340 action points. The World Bank ranks individual nations on the Ease of doing business index. The ranking of states is not done on the same criteria as the ranking of countries. The states' rank does
not reflect the level of businessconducive nature of the states; it demonstrates the willingness of states to reform and attract investments. GITP's professionals recommend closing irrelevant departments, establishing partnerships between industry and academic partnership, simplified registration process and use of e-governance. In addition to the above measures, GITP has asked the government to utilize the services of consultancy firms such as Ernst & Young (EY) for setting up newer industries. Goa also needs to develop power infrastructure, explore renewable resources of energy, says GITP.
MUI seeks use of CSR funds by major ports on maritime training infra
Nishica Choudhary
Maritime body MUI on Monday said it has sought spending of corporate social responsibility (CSR) funds by 12 major ports of India on strengthening the country’s maritime training infrastructure. India has 12 major ports under the control of the central government — Deendayal (erstwhile Kandla), Mumbai, JNPT, Mormugao, New Mangalore, Cochin, Chennai, Kamarajar (earlier Ennore), V O Chidambarnar, Visakhapatnam, Paradip and Kolkata (including Haldia). “India”s oldest union of merchant navy officers, the Maritime Union of India (MUI) has sought CSR support from 12 major ports of India to strengthen the country”s maritime training infrastructure,” the MUI said in a statement. The Lok Sabha last month passed the Major Port Authorities Bill, 2020, that seeks to provide greater autonomy in decision-making to 12 major ports in the country and professionalise their governance by setting up boards. The MUI said since the Major Port Authorities Bill, 2020 explicitly mentions that CSR benefits could be
provided to the employees of port’s board, customers, business partners, local communities, environment and the society at large, thus, the major ports of India should also offer CSR support to skilling initiatives aimed at increasing the global share of Indian seafarers, it said. The MUI also demanded that every port should invite the suitable representation from Indian seafaring community in the proposed composition of the Port Board which will replace the existing Port Trust.
The Major Port Authorities Bill, 2020
g The Major Port Authorities Bill, 2020 was introduced in Lok Sabha by the Minister of State for Shipping, Mr. Mansukh Mandaviya, on March 12, 2020. The Bill seeks to provide for regulation, operation and planning of major ports in India and provide greater autonomy to these ports. It seeks to replace the Major Port Trusts Act, 1963. Key features of the Bill include: g Application: The Bill will apply to the major ports of Chennai, Cochin, Jawa-
example, (i) the penalty for setting up any structures on the harbours without permission may extend up to Rs 10,000, and (ii) the penalty for evading rates may extend up to 10 times the rates. Under the Bill, any person contravening any provision of the Bill or any rules or regulations will be punished with a fine of up to one lakh rupees.
harlal Nehru Port, Kandla, Kolkata, Mumbai, New Mangalore, Mormugao, Paradip, V.O. Chidambaranar, and Vishakhapatnam.
g Major Port Authorities Board: Under the 1963 Act, all major ports are managed by the respective Board of Port Trusts that have members appointed by the central government. The Bill provides for the creation of a Board of Major Port Authority for each major port. These Boards will replace the existing Port Trusts.
g Composition of Board: The Board will
comprise of a Chairperson and a deputy Chairperson, both of whom will be appointed by the central government on the recommendation of a selection committee. Further, it will include one member each from (i) the respective state governments, (ii) the Railways Ministry, (iii) the Defence Ministry, and (iv) the Customs Department. The Board will also include two to four independent members, and two members representing the interests of the employees of the Major Port Authority.
g Powers of the Board:
The Bill allows the Board to use its property, assets and funds as deemed fit for the development of the major port. The Board can also make rules on: (i) declaring availability of port assets for port related activities and services, (ii) developing infrastructure facilities such as setting up new ports, jetties, and (iii) providing exemption or remission from payment of any charges on any goods or vessels. g Penalties: Under the 1963 Act, there are various penalties for contravening provisions of the Act. For
The Major Port Authorities Bill, 2020 mandates the inclusion of two to four independent members in the creation of each port’s board. Shipping is one such industry wherein women constitute a very miniscule part of the shipboard workforce, the MUI said. It is for that very reason that the global bodies like International Maritime Organization and International Transport Workers’ Federation have laid such high emphasis on the inclusion of more women in the industry, it said. “I propose that all major ports of India should primarily focus on providing their CSR fund support to Indian women keen on becoming world class merchant navy officers,” said Amar Singh Thakur, MUI General Secretary.

The Personal Data Protection Bill, which proposes to put restriction on use of personal data without explicit consent of citizens, is likely to be tabled in the next years Budget session of Parliament, according to a source. The bill was tabled in the Indian Parliament by the Ministry of Electronics and Information Technology on 11 December 2019.As of March, 2020 the Bill is being analyzed by a Joint Parliamentary Committee (JPC) in consultation with experts and stakeholders. The JPC, which was let up in December, 2019, is headed by BJP Member of Parliament Meenakshi Lekhi. While the JPC was tasked with a short deadline to finalize the draft law before the Budget Session of 2020, it has sought more time to study the Bill and consult stakeholders. The draft of the bill, approved by the Cabinet , proposes a penalty of up to Rs 15 crore and up to three-year jail term for company executives for violating privacy norms. As per the sources , "The time for the joint committee on the Personal Data Protection Bill has been extended to the second week of
the winter session. The final bill is expected to be tabled in Parliament in the Budget session after incorporating the suggestions of the committee." The draft approved by the Cabinet in December mandates storage of critical data of individuals by internet companies within the country while sensitive data can be transferred overseas only after explicit consent of the data owner. The bill has been drafted following a Supreme Court judgement in August 2017 that declared 'Right to Privacy' a fundamental right.
Data can be broadly classified into two types: personal and non-personal data. Personal data pertains to characteristics, traits or attributes of identity, which can be used to identify an individual. Nonpersonal data includes aggregated data through which individuals cannot be identified. For example, while an individual’s own location would constitute personal data; information derived from multiple drivers’ location, which is often used to analyse traffic flow, is nonpersonal data. Data protection refers to policies and
procedures seeking to minimise intrusion into the privacy of an individual caused by collection and usage of their personal data. Data related to health, religious or political orientation, biometrics, genetic, sexual orientation, health, financial etc have been identified as sensitive data. Currently, the usage and transfer of personal data of citizens is regulated by the Information Technology (IT) Rules, 2011, under the IT Act, 2000. The rules hold the companies using the data liable for compensating the in-
dividual, in case of any negligence in maintaining security standards while dealing with the data. But once the bill will be passed then it would regulate personal data related to individuals, and the processing, collection and storage of such data. Under the Bill, a data principal is an individual whose personal data is being processed. The entity or individual who decides the means and purposes of data processing is known as data fiduciary. The Bill governs the processing of personal data by both
government and companies incorporated in India. It also governs foreign companies, if they deal with personal data of individuals in India. As per the provisions of the bill, all internet companies will have to mandatorily store critical data of individuals within the country. However, they can transfer sensitive data overseas after explicit consent of the data owner to process it only for purposes permissible under the proposed legislation. Critical data will be defined by the government from time to time. Social media companies will be required to come up with a mechanism to identify users on their platform who are willing to be identified on a voluntary basis. Even a Data Protection Officer to be appointed by the Significant Data Fiduciary, and instituting grievance redressal mechanisms to address complaints by individuals. Since the bill is compassionate towards the needs of citizens and other countries are also looking forward to this law, the bill should be discussed by a committee comprising members from both houses of the Parliament and need to be passed as soon as possible.
students and their teachers how to use the interface so they could successfully carry on with their regular classes. The organisation therefore, gathered a lot of learning from this experience and decided to come up with a concept of ‘Laptop Bank’, to reduce the disparity between different strata of students owning to technology and its use for education.
Supersonic Missile Assisted Release of Torpedo (SMART) has been successfully flight tested today 5th Oct 2020 at 1145 hrs from Wheeler Island off the coast of Odisha. All the mission objectives including missile flight upto the range and altitude, separation of the nose cone, release of Torpedo and deployment of Velocity Reduction Mechanism (VRM) have been met perfectly. The tracking stations (Radars, Electro Optical Systems) along the coast and the telemetry stations including down range ships monitored all the events. SMART is a missile assisted release of lightweight Anti-Submarine Torpedo System for Anti-Submarine Warfare (ASW) operations far beyond Torpedo range. This launch and demonstration is significant in establishing Anti-Submarine warfare capabilities.
A number of DRDO laboratories including DRDL, RCI Hyderabad, ADRDE Agra, NSTL Visakhapatnam have developed the technologies required for SMART. Raksha Mantri Rajnath Singh congratulated the

Aahwahan Foundation inaugurates Successful Flight Test of SMART Laptop Bank for poor students
Mumbai, The recent COVID lockdown brought many hurdles to normal day to day life routine and other important activities. The education for poor students particularly faced a major challenge to continue at this time owning to the stringent lockdown measures as they also did not have hands on access to any sort of technology to help them with their regular education. At this time some organisations and individuals came forward to help these students carry on their regular education, as unlike their counterparts in private and public schools who had access to technology to carry on with their regular education. One such organisation working Pan- India is Aahwahan Foundation which realized the difficulties these students were facing due to
lack of resources which disrupted their regular education. The organisation started by collecting or pooling in their resources to buy basic android phones to distribute to the small group of students (one phone for a group of 3 students) in the same neighbourhood. Using apps like Google Meet and Zoom to carry on their classes, the volunteers had to teach both the

Marketing in another world DARKNET MARKETS:

13 marketplaces operated between one and two years but were closed. They are: Hansa, Agora, Nucleus Marketplace, TheRealDeal, Acropolis, Middle Earth Marketplace, Apple Market, Blackbank Market, House of Lions Market, Evolution, Silk Road Reloaded, Silk Road 2.0 and Anarchia.
The Internet is an immensely vast place, made up of billions of individual sites that are connected to one another in various, intricate ways. The most famous Internet destinations Facebook, Google, Amazon, etc. generate traffic from around the world. The vast majority of the internet is made up of basic, accessible areas that are less-trafficked than the most popular destinations. Another part of the internet is a group of sites referred to as the “deep web”. The Dark Net is part of the deep web. A darknet market or cryptomarkets is a commercial website on the WEB that operates via darknets such as Tor or I2P. These markets mediate transactions and provide a largely anonymous platform for trading of illegal drugs and other illicit goods as well as the sale of legal products; it attracted significant media coverage, starting with the popularity of Silk Road and Diabolus Market and its subsequent seizure by legal authorities. The transactions in these markets are anonymized. It is estimated that around two-thirds of the offers on the Dark Market are drug-related. Drug Sales on these markets although modest when compared to
the overall retail drug market are significant and appear to be expanding. Though E-Commerce on the dark web only started around 2006, illicit goods were among the first items to be transacted using the internet. Without close examinations of the images of illicit drugs or the complicated soups of characters that make up the market’s web address, drugs boutiques on the darknet looks like any other retailer. The first pioneering marketplace to use Tor and Bitcoin escrow was Silk Road, founded by Ross Ulbricht under pseudonym “Dead Pirate Roberts” in February 2011. It was online blackmarket and the first modern darknet market, best known as a platform for selling drugs. As a part of Dark web, it was operated as a TOR HIDDEN SERVICE, such that the online users were able to browse it anonymously and securely without potential traffic monitoring. In October 2013 the FBI shut down the website stating that it has emerged as the most sophisticated and extensive criminal marketplace on the internet at the time serving as a sprawling black market bazaar where unlawful goods and services including illegal drugs of all varieties were brought and sold regularly by
site’s users. On 6 November 2013, Silk Road 2.0 came online, run by former administrators of Silk Road. It was also shut down and the alleged operator was arrested on 6 November was arrested on 6 November 2014. 35 days after Silk Road 2.0 was closed Silk Road 3.0 was launched. Yet another Dark web market had emerged to fill the gap left by demise of the Silk Road and Silk Road 2 or at least that’s the way it would appear with concern within the security industry of TheRealDeal Market. This market operates within the Tor network space to supposedly stay under the radar and provide anonymity for those who trade within it. Unlike the Silk Road incarnations though, TheRealDeal isn’t primarily concerned with the state of illegal drugs, instead it is concentrating on the trade in zero-day exploit code. That isn’t to say there are no drugs, weapons and stolen credit card data sets for sale, but rather these are not the main focus of the site. New decentralized market places have started popping up, making it harder to shut down a darknet market by targeting a specific batch of servers. Sellers have also opened their own online shops in the dark web, allowing customers to buy di-
rectly from them. These online marketplaces have review systems similar to e-commerce sites like eBay and Amazon. Darknet Markets provide resources for sellers and buyers on how to get the products through the mail, including what supplies are needed to disguise shipments and techniques to foil detection. Nine Marketplaces have made it for a period of between two and three years: Silk Road, AlphaBay, Silk Road 3.0, BlackMarket Reloaded, T●chka, Diabolus/SR3, The Farmer’s Market, Darknet Heroes League and Crypto Market. Nevertheless, trafficking on Dark Net markets is difficult to analyse based only on digital data. a more holistic approach for investigating this crime problem should be developed. This should rely on a combined use and interpretation of digital and physical data within a single collaborative intelligence model.
Study suggests gut microbiome may influence cancer patients response to oral therapies health
5
Shivani Shukla The way gut microbiome interacts with oral medication in prostate cancer patients has been illustrated in a new study from Lawson Health Research Institute and Western University. The study also suggests that the bacteria in the gut play a role in treatment outcomes. The findings, published in Nature Communications, highlight how the drug abiraterone acetate is metabolized by bacteria in the gut to reduce harmful organisms while promoting those that fight cancer. The team suspects this is one of many examples of how the microbiome influences our response to medications. “Research is beginning to uncover the ways in which the human microbiome influences cancer development, progression and treatment,” said Brendan Daisley, a PhD candidate at Western’s Schulich School of Medicine & Dentistry who is conducting research at Lawson.”Our study highlights a key interaction between a cancer drug and the gut microbiome that results in beneficial organisms with anti-cancer properties,” added Daisley.

Traditional prostate cancer therapies are designed to deprive the body of hormones called androgens, which are responsible for prostate cancer growth. “Unfortunately, traditional androgen deprivation therapies are not always effective. In those cases, alternative therapies are explored,” said Dr Joseph Chin, Lawson Associate Scientist, Professor at Schulich Medicine & Dentistry and Urologist at London Health Sciences Centre (LHSC). Abiraterone acetate is a highly effective therapy used in the treatment of prostate cancer that has been resistant to other treatments. While abiraterone acetate also works to reduce androgens in the body, it does so through a different mechanism and, unlike traditional therapies, it is taken orally. “When drugs are taken orally, they make their way through the intestinal tract where they come into contact with billions of microorganisms,” said Dr Jeremy Burton, Lawson Scientist, Associate Professor at Schulich Medicine & Dentistry and lead researcher on the study.”While it’s long been a mystery why abirateroneacetate is so effective, our team wondered if the gut microbiome plays a role,” added Bur-
ton. The team’s study included 68 prostate cancer patients from LHSC, including those being treated with abiraterone acetate and those being treated with traditional androgen deprivation therapies. The research team collected and analysed patient stool samples, and conducted further experiments in their laboratory at St. Joseph’s Health Care London. They discovered that patients’ gut microbiomes changed drastically after taking abiraterone acetate. Bacteria in the gut metabolized the drug leading to a significant increase in a bacterium called Akkermansiamuciniphila. Referred to as a ‘next-generation probiotic,’ this bacterium’s relevance has recently been explored in several large cancer studies. It’s
been shown to facilitate a better response to cancer immunotherapy drugs and it can elicit a wide range of other positive health benefits as well. The increase in Akkermansiamuciniphila also led to increased production of vitamin K2 which is known for anti-cancer properties that can inhibit tumour growth. The team also observed the impact of androgen depletion on the microbiome. Both abiraterone acetate and traditional androgen deprivation therapies led to a decrease in organisms that utilize androgen. “These findings clearly demonstrate that the gut microbiome is playing a role in treatment response,” said Dr. Burton The team hopes to further explore drug-microbiome interac-
tions with a goal of harnessing the microbiome to improve treatment outcomes for a variety of diseases. In another study, they are exploring whether faecal microbiota transplants from a healthy donor can change the microbiome of melanoma patients to increase organisms like Akkermansiamuciniphila and improve response to immunotherapy. They also plan to study whether analysis of a patient’s microbiome can be used to predict their response to specific therapies. “While more research is needed, we may one day be able to analyze a patient’s microbiome to determine the best course of treatment or even influence the microbiome to improve outcomes. This could lead to a new frontier in personalized medicine,” said Dr Burton.
INDIA 2020, A Reality Check
6 October, 2020 Faridabad/Delhi NCR THEASIANCHRONICLE.COM
October 2nd, 2020 marked the 151st birth anniversary of Mohandas Karamchand Gandhi, popularly known as the father of our nation. The man who believed in non – violence and the one who took on the British with Ahimsa. He believed in the upliftment of all fellow beings and that no one was inferior to the other. But most importantly he believed in fighting for the one big peaceful nation which would put others to shame. With him, there were others, who shed sweat, blood and sacrificed their lives, just so that the dream of freedom would be achieved. A REALITY CHECK ON WHERE WE ARE TODAY. HAVE WE

How many more daughters are we going to lose? When will our minds be free from prejudice and bias against our own people in the name of religion, caste and sex? without them to lead us astray from the goal of independence. Well if we look around our great country today and spend a few minutes to ponder upon, we may arrive at the realisation of the ultimate truth that, we as a population of 1.3 billion are not fighting anybody in the modern world, but are a part of the strongest force leading ourselves towards destruction. The country is breaking from the inside and its intensity is far beyond one can fathom. We are a sovereign democratic republic. Our values should adhere with live and let live. Our morals should be based upon love and mutual respect for each other. Our constitution grants us the right to freedom of Speech and Expression, Assembly, Association, Movement, Residence and Profession. Despite this right, are the people of India at liberty to exercise it? Are the principles of Justice, Liberty, Equality, Fraternity being given their due significance? Our forefathers would be frowning at

India marches forward with knowledge, technology, science and other advancements putting itself on the map, but at the cost of humanity, values and character. Technological outreach has become directly proportional to escalating numbers in other sectors such as poverty, unemployment, malnutrition, child trafficking; to name a few.India is progressing yes and there are a lot of things to be happy and proud about, but to what end?It pains to grasp that it is not true for the
developments in the entire country. When the spinal cord is hit, man is paralyzed for life. Agriculture is the backbone of the country and we are hitting it so deep, when it should be given the highest priority. Why aren’t we giving enough importance to the rights of farmers and ensuring the best for their crops? How many farmers and their families are we going to sacrifice at the altar of poverty? It is difficult for a poor family to get the minimum of three-square meals a day. Is technology really doing its job? Hate crimes are on the rise owing to extensive false outrage. Men and women - deprived of their own safety and privacy, their sensitive data is up for grabs. People have degrees and immense knowledge but at the expense of character which forms the core values of humanity. The most crucial thing we need to look into is the safety and comfort of our brethren. Into the heaven of freedom my father, Let my country awake – Rabindranath Tagore Wake up dear people, it’s time to get our affairs in order. Wake up before we run out of time. Let non – violence become the way we live life and Sarvodaya (the upliftment of all) be the ideal we follow. There should be a demand for stricter laws in the country against wrongdoers. Let’s work towards ridding this country of evil and restore its former pristine glory. Let humanity with integrity prevail, winning over worthless duels and bloodshed. It doesn’t really matter, which political party governs us or what laws we have in place. That comes later. Although there is something else, which is of vital importance. “CHANGE”. Change starts from within. It starts at home. Maybe if we
are j u s t good to our neighbours and people in general, half the obstacles would vanish. Maybe if humanity triumphed over everything else, the stumbling block towards India’s development would disintegrate. Perhaps, if we gave a second thought to the agony, our fellow citizens go through for days on end and for even just a minute considered it our own, the change would be humongous. This dream today seems so far - fetched and out of our hands but in reality, it isn’t. It’s never too late to act upon the shortcomings happening in the country or take action. It’s never too late to bring about hope and rekindle hope in the heart and minds of our brethren and to mend what’s lost. Mahatma Gandhi said, “Be the change you wish to see”. It is high time we acted upon it. Our forefathers deserve better honour than this and change would be the best way to make it happen. Let’s work towards making India a superpower, because the tag of “Developing nation” has stuck with us far too long. Let’s ensure that due importance is given to safety of the people living here because home is where one feels safe. Remember, a fake idea when fed enough, becomes true and the media knows this. Why not use our minds and hearts to question the logic before gruesomely hurting our own brothers. The true spirit of independence and the true essence of being Indian should resonate in our hearts so that the dream of India is realised. This is the least we could do for our countrymen. JAI HIND!

Centre are ready to permit 4G network in more districts of J&K
Haritha Senthil Kumar
The Centre has granted permission to restore the 4G internet services in more districts of Jammu and Kashmir after 15th October. The officials said that the restoration of high-speed internet services will be done in a calibrated manner with strict monitoring and reviewing at regular intervals by security agencies. To check, a trial has been carried in August 2020 in the districts of Ganderbal and Udhampur by the State Administration after the years of suspension of the network. The Centre in January this year restored 2G services and later announced the setting up of a special committee on the directions of the Supreme Court to examine the resumption of 4G internet. After several rounds of hearing before the SC, the centre in August 2020 informed the apex court that the panel has decided to allow internet on a trial basis in limited areas of the UT after August 15. The high powered committee presided by union home secretary Ajay Bhalla is
likely to hold another detailed review of the situation before October 15. On speaking the essential need of high-speed Internet services in J&K, addressing the Lok Sabha, the National Conference president Farooq Abdullah on 19th September 2020 said, “Jammu and Kashmir situation is such that where progress was supposed to happen, there is no progress. Today our children, shopkeepers don’t have a 4G facility that is there in the rest of the country. How will they study, get an education, when everything these days is on the internet?.” He said the Union Territory of J&K should have the same rights as the rest of the country for it to progress. After a trial took place on September 9th, the Centre refused to extend high-speed mobile internet outside the two districts, citing inputs about “terror modules” trying to lure youths into terrorist organisations. The measures have been taken by the officials to ensure the prevention of misuse via the network in Jammu and Kashmir. They've
considered few districts in the priority list of reporting low violence and not close to the Line of Control (LOC). Last year in August, the Union government abrogated Article 370 and bifurcated the State into two UTs - Ladakh and Jammu and Kashmir.J&K consists of 10 districts each where Rajouri, Poonch and Sambha in Jammu and Kupwara, Bandipora, Baramulla in Kashmir, share the border with Pakistan. Districts such as Srinagar, Anantnag, Shopian reported the most number of violence in wake of the abrogation of Article 370. In order to confront the incidents of violence, 4G services were suspended as well. So, many agencies have backed the decision for full restoration of 4G services across J&K, MHA officials are opposed for a complete resumption of the internet due to danger of “misuse”, explained a senior government official. Newly appointed LG Manoj Sinha, however, has given an assurance on the matter of 4G which is being examined very seriously.
