Will the LathiCharge on Farmers by Police have any adverse effect on BJP-JJP Govt?

Jag Mohan Thaken Farmers from the different parts of Haryana, who gathered at Kurukshetra on September 10, 2020, to protest against the three anti- farmer central ordinances on the call of BhartiyaKisan Union (BKU), were lathicharged by the Haryana Police . Since long the Farmers’ Unions of the state have been demanding withdrawal of these three ordinances namely Farmers' Produce Trade and Commerce (Promotion and Facilitation) Ordinance; the Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Ordinance, 2020 and The Essential Commodities (Amendment) Ordinance, 2020 an amendment in the Essential Commodities Act, 1955. Amid an increase in the number of coronavirus cases, the state government had asked the Kisan Unions not to organize the farmers rally ,but despite government’s appeal the farmers gathered to attend the rally. While making an appeal, on September 9 , to the farmers to postpone the rally in the time of this COVID-19 crisis, Haryana Agriculture and Farmers’ Welfare Minister, Mr. J.P Dalal had said, “Haryana Government is a farmer friendly Government as it has consistently taken farmer-friendly decisions, whether it is about giving compensation, or developing new Mandis.” As the farmers' bodies fear that farmers may not get a minimum support price (MSP ) for crops after the introduction of new rules , commenting over the this , Mr. J.P Dalal had clarified that the State Government was committed to provide Minimum Support Price for all the crops of the farmers of the State. Besides this, Government is also dedicated towards further expanding the government Mandis in the State. He divulged that in the meeting held late last evening between BhartiyaKisan Union (BKU) leader, Mr. GurnamChaduni and

senior officers it was clarified that the State Government is also ready to strengthen the statutory arrangements in this regard. Therefore, he expects that the proposed Kisan Rally scheduled to be held on September 10, 2020 will be withdrawn. However the farmers’ leaders were adamant to hold the rally ,but they appealed to the farmers to attend the rally adhering to the Covid distancing norms to neutralize the plea of the state government to cancel the rally on the pretext of COVID-19 crisis. Expressing the urgency and unavoidability of the rally, BhartiyaKisanUnion Haryana unit president Gurnam Singh Chaduni had stated on Wednesday, “We want withdrawal of these anti-farmer ordinances, which will destroy the peasants and leave them at the mercy of market forces." Paying no heed towards the government appeal, theBhartiyaKisan Union and other supporting farmer bodies ultimately on Thursday blocked the national highway at Pipli in Kurukshetra to protest the Centre's above stated three farm ordinances, which they were claiming “anti-farmers” . Noticing inconveniencing position to the commuters and causing a traffic jam the police resorted to a lathicharge to disperse the congregation and control the situation . After a chaos over two hours, the district administration relented and had to allow the farmers to head to the rally place much to the relief of the commuters stranded on the highway. Alleging the government for suppressing the voice of farmers, the angered BKU leader Mr. GurnamSingh Chaduni said, “The administration is responsible for this situation. We have a right to protest peacefully but they want to suppress our voice. We will continue our fight and force the Centre to withdraw its anti- farmer and antiarhtiya (commission agent) ordinances. They are using coronavirus as an excuse to suppress our voice.” All India KisanSabha has also strongly condemned the use of police force against

the kisan rally called by BKU atPipli in Kurukshetra. Briefing the media , the state acting general secretary Sumit said that imposing of prohibitory orders under the pretext of Corona is directed at suppressing the voice of farmers and other sections against the three ordinances which will have far reaching consequences for agriculture of our country. State President of Haryana Congress ,KumariSelja has also castigated the lathicharge and asserted that the congress is with the farmers and declared that party will organize protest march at district level on September 21 throughout Haryana against the anti-farmer ordinances . The whips of lathi charge have been condemned across the state. Om PrakashBarwa, an INLD leader and a former MLA from Loharu Constituency , nearly 225 Kilo Meters away from the incident place , condemning the lathi charge used the gist of LalaLajpatRai’s famous statement and said , “ The lathi charge on the farmers by BJPJJP government at Pipli (Kurukshetra ) will prove to be the nails in the coffin of the coalition government . In democracy, everyone has a right to speak , write and organize a public meeting in peaceful manner . The farmers are agitating peacefully for their genuine demands , so the government will have to bow .” He further added that on behalf of INLD party, he condemns the incident and supports the farmers’ demands. It is pertinent to mention here what the freedom fighter LalaLajpatRaisaid . “The

government which attacks its own innocent subjects has no claim to be called a civilized government. Bear in mind, such a government does not survive long. I declare that the blows struck at me will be the last nails in the coffin of the British rule in India.” Certainly ,today’s lathi charge on farmers has waved negative vibes in the public and will go in disfavor of the government not only in just coming Baroda Assembly election , but also mar the future of BJP-JJP alliance , as the base vote bank of JJP is the farmer community . The reaction of JJP leader Digvijay Singh, younger brother of Deputy Chief Minister DushyantChautala, is also alarming to the alliance. Criticizing the happening and demanding an enquiry into the whole episode, he said, “ Today’sLathi Charge incident on farmers is very much condemnable. The pain to farmers is the pain to us. It is a painful happening and it should have been avoided. An investigation should be held into the entire incident.” BJP’s own Member of Parliament from Bhiwani- MohindergarhLokSabhaconstituency ,DharamBir Singh has also condemned the lathi charge on farmers and urged the government to solve the farmers’ issues amicably . In a tweet on September 11 , he states, “On one hand the nature has completely destroyed the cotton and mungbean crops on the other hand pandemic Covid-19 has pushed the country and the world towards the edge of ruination. In such a situation, in a democratic country, instead of listening to the voice of aggrieved farmers, restoring to a lathi charge on them is highly condemnable. It becomes the duty of the government to have a dialogue with the farmer leaders and resolve the issues, so that no new problem arises.” Either the BJP has not smelt the severity of the ground reality or thought of some another way to tackle the farmers’ issues , that is why BJP’s Haryana unit does not seem to soften the step and still showing the thorny horns by politicizing the issue. A tweet on Haryana BJP @BJP4Haryana on September 10 , shows the intention of the party , “Today’s protest was fully sponsored by the Congress party . All the three ordinances are the beginning of an economic freedom for the farmers… There will be the purchase of farmers’ produce as before just after the crop is harvested and then the real face of the people who are enticing the farmers will be unmasked.” Amid the exchange of hitting allegations on each other, whatever the consequences may be in future, but presently to redress the grievances of the farmers the state government must have a dialogue with the dreaded peasants and find an amicable solution instead of repressing them brutally. Need to encourage more innovation, experimentation in the sector

New Delhi: General (Dr) VK Singh (Retd), Minister of State for Road Transport & Highways, Govt of India today said that the Indian road infrastructure and road construction industry, including the equipment and materials, are the biggest ingredient in spurring the economy. He also urged the industry to come up with innovations which the government will support even at the policy level. Addressing the valedictory session at 'BITU-CON 2020', General Singh said that by constructing more roads not only we can ensure improvement in the connectivity but also bring down the travel time and freight cost. "This sector has a lot of potential and is profitable also. Things are improving in the economy although it may take some time for complete recovery. The more we construct the better it is going to be for the economy," he added. He also urged the industry to use more innovative solutions to ensure the construction cost is re-

duced. "We have enough expertise, innovative spirit, know-how to make things better and this sector needs it. Indians have a great ability for innovation, but we are somehow not coming out with it. Innovation and experimentation should be encouraged in the industry to bring down the cost," said General Singh.

Cost-cutting, he said should be looked in two ways, one on the immediate cost cutting and other on life-time cost cutting. "We should focus on lifetime cost cutting rather than immediate cost cutting. There is a great scope available. It ensures less road maintenance, and wear and tear also come down. What we need is

to utilize less thickness of cement by using other methodologies to strengthen the concrete and put a thin layer of bitumen to get better riding quality," noted General Singh. He also urged the industry to adopt pre-slab fabs in which quality is maintained and are standardized. General Singh suggested the

industry to find out ways to expand the use of bitumen and not just restrict to road construction. Shailesh Pathak, Co-Chairman, FICCI Transport Infrastructure Committee and CEO, L&T Infrastructure Development Projects Ltd said that the industry will collectively work with the government, academia, and businesses to ensure we meet the target. He said that we want to work with the government in the expansion of greenfield expressway development. He also urged the government's support in ensuring that bringing newer technologies and reducing cost should not impact profits. Dilip Chenoy, Secretary General, FICCI said that we have to work collectively and in partnership to bring down the cost of road construction. He said that we must also focus on using innovation and experimentation to develop products and systems through which India could become a world leader in the sector.

The Home Minister of Maharashtra, Anil Deshmukh received threat calls since 6th September 2020 and it continued to be happening on four succeeding threat calls. On 9th September(Wednesday) he received the call at 6 am when he

stayed in his residence at Nagpur. He registered a complaint against the unknown threat callers to the Nagpur Police and the police hurried to his residence to find the hints to reach the culprit. He received the calls after the criticism over Actress Kangana Ranaut during the Assembly Session conducted on 8th September. The argument was started after she said she has no trust in Mumbai Police after the death of Sushant Singh Rajput. And that led to further arguments on her saying, "A girl (Kangana Ranaut ) from another State comes here to earn a livelihood and Mumbai accepts her but she insults the Mumbai Police. This is sad. What she said is irresponsible. If you insult Maharashtra, people will not tolerate it. Maharashtra belongs to the BJP too, all parties should condemn her," the NCP Minister had said. She on reacting to this statement she said, "I am more than happy to oblige the Mumbai Police and Home Minister Anil Deshmukh. Please do my drug tests, investigate my call records if you find any links to drug peddlers ever I will accept my mistake and leave Mumbai forever, looking forward to meeting you," she tweeted. The Cyber Crime traced two of the numbers that are found from Delhi and Himachal Pradesh. And finally, for Deshmukh's protection, they've put high security around his residence.

The Central Government had announced the extension of the compliance of cost auditing reports by the companies for FY 2019-20 till 30th November 2020. The Central Government has extended the submission of the cost auditing reports by companies for FY 2019-20 till 30th November 2020 that gave a major alleviation to the Corporates. This decision was taken by the Ministry of Corporate Affairs(MCA) by dint of the growing pandemic condition mentioned in the circular on 10th September2020. It also mentioned that "In view of the extraordinary disruption caused due to the pandemic, it has been decided that if cost audit report for

the financial year 2019-20 by the cost auditor to the Board of Directors of the companies is submitted by November 30, 2020, then the same would not be viewed as a violation of rule 6(5) of Companies (cost records and audit) Rules, 2014." Ensuingly, it mentioned that the cost audit report for the FY(Fiscal Year) 2019-20 shall be filed in e-form CRA-4(Cost Records and Audit) within 30 days from the date of receipt of the copy of the cost audit report by the company. However, in case a company has used an extension of time for keeping up the Annual General Meeting, then e-form CRA-4 may be filed within the timeline provided under the condition of rule 6(6) of the Companies (cost records and audit) Rules, 2014.

CRPF conducts virtual run under Fit-India Movement

Under the Fit- India Movement programme-2020, the Central Reserve Police Force (CRPF) started a virtual run campaign for a period of one month from September 1 to 30.Fit India Movement is a nation-wide movement in India to encourage people to remain healthy and fit by including physical activities and sports in their daily lives.Launched on 29 August 2019 (National Sports Day),by Prime Minister of India Narendra Modi at Indira Gandhi Stadium in New Delhi. Committees has been formed to advice government on this campaign. It is composed of various government officials, members of Indian Olympic Association (IOA), national sports federations, private bodies and fitness promoters.There are representatives of private bodies such as Confederation of Indian Industries (CII), Reliance Foundation, JSW Cement and JSW Paints, SE TransStadia Pvt. Ltd., Tata Trust, ASSOCHAM India, Federation of Indian Chambers of Commerce & Industry (FICCI),government institutions like Ministry Of Defence, Sainik School Society along with Jaiganesh actors Shilpa Shetty and Milind Soman etc.The force personnel who participated in the run, have been advised to register themselves on the Fit-India Movement link available on CRPF’s official website and to upload their data of daily walking/running along

with their individual selfies. The campaign will conclude with a CRPF’s FitIndia Freedom Run to be organised on October 1.The campaign was started as the Centre declared a seven-day state mourning due to the demise of former President Pranab Mukherjee. Before the start of the programme, the CRPF officials along with their families gathered in the ground by following covid 19 protocols and condoled the death of the former President and paid homage to the departed soul by observing a two-minute silence. It was followed by the virtual run campaign that started with a silent march. Throughout the virtual run campaign all the participants strictly followed norms of social distancing.

CP proposes 'Cyber Forensic Lab' for investigation into crime against women Crime against women has been a bane of India's development efforts

TAC BHUBANESWAR: The commissionerate police proposed to the state police headquarters for the establishment of a cyber forensic laboratory here to investigate crime against women. Commissioner of Police (CP) Sudhanshu Sarangi sent the proposal to the director-general of police Abhay on Tuesday and urged the top cop to allot nearly Rs 1.26 crore for establishment of the lab from the Nirbhaya fund.The project is being implemented under the Nirbhaya Fund, set up by the central government for projects specifically designed to improve the safety and security of women. Crime rate is a better indicator as it takes the size of the population into account. A state like UP would always have a higher number of crimes, but its rate is low because of high population. Higher crime rate may not always indicate poor law and order. A police force registering higher number of crimes will show a higher rate on its books than a force refusing to register FIRs.Explaining the need of having a cyber forensic lab in the commissionerate police system, Sarangi said most cyber offences that were committed against women either remained

neglected or did not reach the logical conclusion for want of requisite technical and professional know-how.“It is highly imperative to have a cyber investigation cell in the commissionerate police with necessary digital forensic tools, which can perform database forensics, disk and data capture, email and file analysis, file view, mobile device analysis, network forensics and registry analysis,” CP’s proposal read. According to the National Crime Records Bureau, 12,187 cybercrime cases were registered across India in 2016 in comparison to 11,331 cases in 2015. There was a 20.5 per cent increase in the number of cybercrime cases in 2015 over 2014 and 6.3 per cent increase in such cases in 2016 over 2015. "The proposed "Cyber Forensic Lab' will investigate into the cybercrimes and other forms of crime being committed by criminals against women. Various NGOs can hold a responsible position here by assigning them with the task of highlighting socio-economic causes leading to such crimes and by disseminating information about their catastrophic effect on the womanhood and the society at large.

We need to reduce the cost of the logistics sector, mentioned Dr. V K Saraswat (Padmabhushan), Hon’ble Member, NITI AAYOG, Govt. of India in the session by PHD Chamber of Commerce and Industry on ‘How Logistics Will Contribute To Atma Nirbhar Bharat’. Dr. V K Saraswat while giving a global perspective about the logistics sector mentioned that there will be tremendous growth in the logistics sector. In the Indian context, the logistic sector is estimated to grow at an optimistic rate. We are looking at automation of complete logistics and transportation processes through IoT and computer science. While explaining the time frame in the shipment, he emphasized that there is a need to improve our ontime delivery to meet last-mile connectivity. Talking about global trends, there is a need for environment-friendly logistics ensuring sustainability and eco-friendliness. We have a goal towards the sustainment logistics dimension that is driven by the economy, society, and environment. India is an emerging market for domestic logistics, international logistics, and business fundamentals, said Dr. Saraswat. While discussing the impact of the pandemic on the logistics sector leading to a slowdown in the sector, he discussed the challenges faced by the logistics sector and the need to improve these challenges to reduce the cost of logistics and human intervention in times to come. Technologically driven logistics by adopting new technologies can give

a great solution and enhance logistic operations. Logistics services need to have increase agility, credential stability, transparency, and speed. The supply chain needs to become a more resilient better ability to adjust and recover from future difficulties. A new surge in warehousing and demand especially, for temperature control warehousing space will be much better. We need to look at automation and robotics to make logistics more efficient and, greater efficient to the management of private warehouses said, Dr. V K Saraswat. Mr. Pawan Kumar Agarwal, IAS, Special Secretary (Logistics), Ministry of Commerce and Industry, Govt. of India in his deliberation mentioned that Logistic Sector in one sector which limits government action, they are highly fragmented. While addressing the challenges

faced by the logistics sector, he discussed that looking for logistics from the lens of cost would be unfair. The government has made huge investments in infrastructure, with the support of the private sector. Warehousing and other facilities have largely been created by private companies. Mr. Agarwal mentioned that we have quality infrastructure in place; we need to optimally use it to our advantage. The logistic sector requires joint efforts of the government at all levels along with simplification of the process across Ministries that will further enhance the potential of this sector. Mr. Agarwal discussed that we need to have a good sense of providers, for which we need to put in place a process of registrations for the logistics sector. Formalization and standardization of this can help to bring trust and make this

sector multi-modal. Digital technologies offer a lot of opportunities to bring in efficiency & to ensure the visibility of warehouses. We can professionalize this sector by bringing in certification courses and democratize the logistics sector ensuring more efficient and effective, said Mr. Pawan Kumar Agarwal. Mr. Pawanexh Kohli, Former CEO & Chief Advisor, National Centre for Cold Chain Development (NCCD) mentioned that Atma Nirbhar means self-determination and self-choice. Mr. Kohli emphasized that logistics is the sole backbone sector that brings the fulfillment of division and ensures delivery. Logistics translates to being productive and, for which it’s essential to increase the efficiency of land, labor, and capital at the same time meet the immediate demand. Production

Dr. D K Aggarwal, President, PHD Chamber of Commerce and Industry in his presidential remarks deliberated about the importance of the logistics sector in achieving the goal towards an Atma Nirbhar Bharat ,in the coming years, for which we need to strengthen our local supply chain and being Vocal for Local. India needs to be a trustworthy partner in this global supply chain and become manufacturing hub. We need to have ease of doing business in the place; reducing the cost of business, for which logistics plays a pivotal role, said Dr. D K Aggarwal. Dr. Aggarwal discussed the need to have a strong logistics performance index that helps smoothen the process; maintain quality of trade and transport infrastructure; get competitive price shipments; ability to track and trace the shipment and be time-bound towards delivering the shipments. This index will help to minimize the gaps and help in making logistics multi-modal, aiding to lost mile connectivity. He also discussed the challenges faced by the logistics sector along with the initiatives undertaken by the government that will be a gamechanger in the industry. Mr. Ramesh Agarwal, Chairman, Logistics Management Committee, PHD Chamber while giving an industry perspective, discussed the need for a reduction fixed logistics sector from the user and provider side.

The Supreme Court granted relief to the borrowers by extending the loan moratorium period virtually till September 28, and through its interim order, instructed the banks to not declare any instalment as a non-performing asset (NPA) due to non-payment of the instalments. Under the moratorium scheme, borrowers were permitted to defer loan payments for a period of six months. The apex court bench led-by Justice Bhushan in its interim order declared last week said, “Accounts not declared NPA as on August 31 shall not be declared NPA till further or-

ders”. A bench of Justices consisting of Ashok Bhushan, R Subhash Reddy and M R Shah adjourned the matter for further hearing on September 28. They suggested the government and the RBI consider all issues. The bench clarified that it was giving one last opportunity; after that, the matter would not be adjourned. However, an extension of the moratorium will not hit

the profit of banks immediately because the banks probably would accrue interest on the delayed payments by the borrowers. In case, the Supreme Court rules in favour of the petitioners demanding an interest waiver, the banks will charge simple interest instead of compound interest. "The Supreme Court may ask banks to charge simple interest on these loans instead of compounded interest, which will limit

banks' losses and protect the system from a massive loss", said a CEO of a public sector bank. A complete waiver of interest will hit the profits of the bank for three reasons. Firstly, banks will have to reverse the interest due on the loans. Secondly, the banks will have to provide for the losses incurred due to complete waiver of interest and thirdly, the banks liquidity would be squeezed in case of deferred instalments during the moratorium period. An analyst at the brokerage firm has an opinion. Lalitabh Srivastava, an analyst at Sharekhan, said, “There are no calculations yet as to how much the banking system would lose if interest is

waived totally, but it is fair to assume that it will go into thousands of crores. Besides the direct impact on bank profits, it will also hit the credit culture in the long run”. What do the experts have to say? Crisil, a credit rating Company said that approximately two-thirds of the companies rated by it are eligible for restructuring as per norms recommended by KV Kamath expert committee. “Three out of four rated ones in the resilient sectors such as construction, chemicals, pharmaceuticals, iron and steel manufacturing, corporate retail, and consumer durables/FMCG will qualify for restructuring’, said Crisil.

What lies ahead? The extended moratorium period may re6sult in increased NPA accounts for banks; the bank's liquidity to extend loans further would be squeezed in case of deferment of installments during the moratorium period. As per the Supreme Courts’ guidelines to charge simple interest only will affect the bottom-line of banks Profit and Loss. Since the GDP is dipping, those who have lost their jobs will find it difficult to pay extended months of the installment due to rescheduling of the moratorium period interest. It will complicate the situation for banks by affecting NPA accounts of banks in the long run.

Tech giant Google released its latest update for Android Phones, The Android 11 on September 8, 2020. The update came to light after the trials of various beta tests which took place over the last year. Although it is common knowledge that all upcoming Google Phones will have the latest update, the surprise element was when Google announced that a few models of the One Plus, Oppo, Realme and Xiaomi. The final version of Android 11 can be downloaded on the Pixel 2, 3, 3A, 4, and 4A. OnePlus has also confirmed that the OnePlus 8 and 8 Pro will be getting the Android 11 in North America, Europe, and India through an open beta, followed by Oppo’s X2 and Reno 3 and Realme’s X50 Pro. Xiaomi is also rolling out Android 11 to the Mi 10 and Mi 10 Pro. Google promises to expect “more partners launching and upgrading devices over the coming months,”. Therefore, more phones are expected to roll out with the latest update and it shall also be available for download globally soon. I love Picoult’s efforts to make his story interesting and informative by incorporating more details on leukemia, APL, fire fighting, kidney transplantation, bone marrow transplantation. It was all a thought-provoking reading.
