Total Government Liabilities Rise To Rs 101.3 Lakh Crore In Q1: Finance Ministry

Total liabilities of the government increased to Rs 101.3 lakh crore at end-June 2020 from Rs 94.6 lakh crore at end-March 2020, according to the latest data on public debt. The total debt of the government stood at Rs 88.18 lakh crore at end-June 2019. Public debt accounted for 91.1 percent of total outstanding liabilities at end-June 2020, the quarterly report on public debt management released on Friday said. Nearly 28.6 per cent of the outstanding dated securities had a

residual maturity of less than five years, it said, adding the ownership pattern indicates a share of 39.0 per cent for commercial banks and 26.2 per cent for insurance companies at endJune 2020. During the first quarter of the current fiscal, the central government issued dated securities worth Rs 3,46,000 crore as against Rs 2,21,000 crore in the same period a year ago. The weighted average maturity (WAM) of new issuances stood at 14.61 years in the quarter as against 16.87 years in the fourth quarter of the last fiscal, according to data collated by Public Debt Management Cell

(PDMC). During April-June 2020, the Central Government raised Rs 80,000 crore through the issuance of Cash Management Bills. The Reserve Bank conducted one special OMO involving simultaneous purchase and sale of government securities for Rs 10,000 crore each during the quarter ended June 2020. The net average liquidity absorption by RBI under Liquidity Adjustment Facility (LAF) including Marginal Standing Facility and Special Liquidity

Facility was Rs 4,51,045 crore during the quarter. G-Sec yields have shown a moderating trend in the first quarter of the fiscal with the rate declining to 5.85 per cent compared to the weighted average yield of 6.70 per cent in the previous quarter. 'This reflected the impact of several developments namely a sharp decline in crude oil prices during April 2020, reduction in the repo rate by 40 basis points to 4 per cent by the Monetary Policy Committee on May 22, 2020 and surplus liquidity conditions in the market,' it said. Central government dated securities continued to account for a major share of total trading volumes in the secondary market with a share of 74.0 per cent in total outright trading volumes in value terms during the first quarter of the current fiscal. The gross fiscal deficit (GFD) of the Central Government for 2020-21 has been budgeted at Rs 7,96,337crore or 3.5 per cent of GDP as compared to the revised estimate of Rs 7,66,846 crore (3.8 per cent of GDP) and the provisional estimate of Rs 9,35,635 crore (4.6 per cent of GDP) for 2019-20. During April-June 2020, fiscal deficit at Rs 6,62,363 crore worked out to be 83.2 per cent of the budget estimate as compared to 61.4 per cent of the budget estimate in the corresponding quarter of 2019-20.

The central government is working on several initiatives that would reduce the cost of road transport thereby lowering the cost of goods and services benefiting the common man, stated Gen.(Dr.) V. K. Singh Honourable Minister of State, Ministry of Road Transport and Highways, Govt. of India at the Global Virtual Summit 2020- Leasing and Hire Purchase: Procuring Assets @ Ease of Finance organised by the Associated Chambers of Commerce and Industry of India (ASSOCHAM). The honourable minister explained that the government is working on linking all the major ports with an intention of reducing the roadblocks and making road transport much smoother and efficient. “We would be witnessing around 220 million kms of roads

in the near future linking all the major ports of India. Road transport which is the fastest mode of transport would be made cost effective due to the same,” he said. Dr Singh revealed that the government is working on several things at the moment to save lives. “As you are aware of the new transport policy, a lot of things would be coming which would benefit the people. We are also working on an accident fund for offering cashless treatment in the golden hour to save lives,” he explained. He stated that most accidents caused are due to over-speeding involving youngsters. “We are working on ways to remove the roadblocks which would reduce accidents and at the same time would ensure faster treatment of

the accident victims,” he added. According to Dr. Singh, under the Bharatmala Pariyojana, the government’s aim is to better linkages amongst the different corridors. “The Delhi-Mumbai-Vadodara work is in full swing. The Delhi- Amritsar link work has also started. This would reduce the travel time to just around 3-3.5 hours between Delhi and Amritsar by road,” he informed. He further explained that the government is keen on increasing connectivity between Uttarakhand and Delhi so the work on Dehradun- Delhi road connectivity will start soon. “This would reduce the travel time to just around 2.53 hours between these two places,” he pointed out. Dr Singh explained that due to

digitalisation and new technology coming in, the government would be able to monetise a lot more. “We are expecting around Rs 1 lakh crore to come from toll collection in the next five years, the same would be utilised in creating more roads,” he said. Giving the example of the London Bus Transport model, he also stated that the public transport system needs to take lead from them by following their Leasing and Hire Purchase model. “In London, buses are operated on lease where a certain part of the profits are shared with the bus owner. The system is working fine as it benefits everyone,” he said. “Leasing as a concept which is not yet popularised in India and ASSOCHAM needs to take this forward to educate people”, said Dr. Singh.

Prime Minister Narendra Modi on Friday, 18th Sept 2020, inaugurated the ‘Kosi Rail Mahasetu’ along with a range of other rail projects for Bihar via video conferencing and slammed the previous UPA government for the slow progress in the implementation of railways during its rule. Kosi rail mega bridge, the dream project of former Prime Minister Atal Bihar Vajpayee and the then Railways Minister Nitish Kumar, was not given much attention and advancement by the next government came in rule, remarked Modi. The new Kosi rail line was planned with an aim to solve the problems faced by people of Mithila and Kosi. The Vajpayee government succeeded in the commencement of the project but was terribly failed by the following government thus leading to a sluggish progress in the work of the project, exclaimed the Prime Minister. “If the people of Mithilanchal and the people of Bihar had been cared for then work would have been done at a fast pace on the Kosi rail line project,” he said. He arraigned the previous UPA government and glorified his government for the efforts made to shape the Indian Railways as per the aspirations of New India and expectations of ‘Aatmanirbhar Bharat’. “In this period, who was in charge of Railways, whose government it was, I do not want to go into that but the truth is that if the speed of work would have been the same (under our government) as was earlier then the project would have taken ages to be completed,” Modi said. The prime minister dedicated the ‘Kosi Rail Mahasetu’ along with various projects related to electrification and new rail lines, to the nation. Bihar Chief Minister Nitish Kumar and his deputy Sushil Modi also attended the virtual event.

The All India Kisan Sangharsh Coordination Committee, an umbrella of 250 farmers’ organizations, has called for a nation-wide strike next Friday. Thus the Farmers Organisations have decided to intensify protests against the three central bills meant to reform the farm sector. The problem now is that agriculture is becoming a State and a Centre subject, as a result of which there is a lot of intervention. Kisan Sangharsh Union Chief Mathu Singh Pannu said farmers across the country “will speak in a voice against the ordinances.” On view of this a one-day strike will be observed by commission agents and APMC agents in Rajasthan on Monday. And in Haryana, over 12 organizations have threatened to block national highways in 26 districts on Sunday, when the bill will be taken up in the Rajya Sabha. As per the statement given by Mr.Kelkar of Bharatiya Kisan Sangh, that, "the farmers discontent is over uncertainty of pay-

But the problem of farmers is actually of not being able to find buyers or being forced to bring in larger quantities. Many farmers end up getting cheated because we sell to people whose identities are not known to us. How are we going to run around people if we are cheated of big sums. "

The new study, published Wednesday (Sept. 16) in the journal JAMA Ophthalmology, "is provocative and raises the possibility that use of eye protection by the general public might offer some degree of protection from COVID19," Dr. Lisa Maragakis, an associate professor of medicine and epidemiology at Johns Hopkins University School of Medicine, who was not involved in the study, wrote in an editorial accompanying the study. “Wearing of eyeglasses is common among Chinese individuals of all ages,” wrote the study authors. “However, since the outbreak of Covid-19 in Wuhan in December 2019, we observed that few patients with eyeglasses were admitted in the hospital ward.” The observation “could be preliminary evidence that daily wearers of eyeglasses are less susceptible to Covid-19,” the research authors speculated. The current study, published in

JAMA Ophthalmology, was accompanied by a commentary from Dr. Lisa Maragakis, an infectious disease specialist and associate professor of medicine at Johns Hopkins School of Medicine, who urged caution in interpreting the results. It might be possible for coronavirus to cause a pink eye

Bhoomika Mohan NamamiGange Programme’, is an Integrated Conservation Mission, approved as ‘Flagship Programme’ by the Union Government in June 2014 with budget outlay of Rs.20,000 Crore to accomplish the twin objectives of effective abatement of pollution, conservation and rejuvenation of National River Ganga. The government has significantly slashed allocations to its marquee plan to clean the Ganga. A dip in the fund allocation for NamamiGange can be seen from 2018-19 onwards when the programme was allocated just Rs 687 crore. In 2019-2020, the government announced to keep aside Rs 750 crore for the programme, but subsequently slashed it by half in the RE, compared to 2018-19. National Mission for Clean Ganga, endeavors to deploy the best available knowledge and resources across

the world for Ganga rejuvenation. Clean Ganga has been a perennial attraction for many international countries that have expertise in river rejuvenation. Countries such as Australia, United Kingdom, Germany, Finland, Israel etc. have shown interest in collaborating with India for Ganga rejuvenation. According to the Revised Estimates 2018-19 in the interim Union Budget for 2019-20 presented in Parliament on Friday, NamamiGange was allotted Rs 2,300 crore. Of this, only Rs 700 crore has been utilised. Union Minister for Finance Nirmala Sitharaman during her Budget 2020-21 speech on February 1, announced an outlay of Rs 800 crore for NamamiGange, a flagship programme of the Union government to clean and revive the river. This is an increase of 127 per cent, compared to the Revised Estimates (RE) last year. With a little over nine months left before the Narendra Modi government’s ambitious Ganga cleaning

programme ‘NamamiGange’ ends, the National Mission for Clean Ganga (NMCG) has so far managed to spend just 29 per cent of the sanctioned amount. The funds were allotted to states through which the river passes: Uttarakhand, Bihar, Jharkhand and West Bengal. As many as 261 projects were announced, but only 76 have been concluded. The total expenditure till date is Rs 5,979 crore — barely 23 per cent of the Rs 25,000-crore allocation. “Some of the projects are to be implemented by the central government, some by the state governments, and a few by private players. These have to be awarded through a proper contract process,” said a senior official. According to data made available by the ministry to Rajya Sabha on 2 March, the NMCG has as of January this year managed to spend Rs 8,352.86 crore towards the completion of 116 of the total 310 sanctioned river cleaning project. A bulk of the projects sanctioned, 152, pertain to putting in place sewage infrastructure, like sewage treatment plants (STPs) — one of the most crucial components to keep the river clean The budget was sanctioned for a five-year period for setting up the infrastructure. But their operation and maintenance will be a continuous process and there has to be a budget for it,” said the official who didn’t want to be named. Of the total 310 projects sanctioned for cleaning the Ganga, 116 or 37 per cent have been completed as of January while work is underway in the remaining ones, according to the Jal Shakti ministry data. Currently, the 97 towns located on the main stem of the river generate 2,953 MLD of sewage, and the available treatment capacity is only 1,794 MLD. There are a total of 155 large drains which discharge sewage directly into the river. Of the 46 completed projects, Delhi is at the bottom of the list with not a single one of the 11 sanctioned STPs executed. Bihar is second worst with just one out of the 30 sanctioned STPs completed. While the progress of various river cleaning infrastructure being put in place might be behind the mark, the Jal Shakti ministry bumped up its ad spending for the programme over the last two fiscals. While the efforts to clean the Ganga began in the 1980s, it could not gain pace for almost 20 years till 2014 and witnessed expenditure of Rs 4,000 crore between 1985 and 2014. When Narendra Modi took the reigns for India in 2014, a centrally funded scheme- NamamiGange was introduced with an outlay of Rs 20,000 crore for five years. Despite the funding, the government had earlier said that it will take longer than it was expected to clean Ganga. According to the latest data, the NMCG spent a total of Rs 57.89 crore between 2014-15 and 20 February 2020 on advertisements published in print and electronic media. During this period, the maximum spending was in the last fiscal when NMCG’s expenditure on advertisements was Rs 33.22 crore. The 2018-19 fiscal was the last year of the Modi government’s first term in office, before its re-election in May 2019. The program now involves many states and all tributaries of the Ganga. Since it is a mega project, We need to involve all local people, corporates and the state governments in the river and water bodies cleaning and beautification along their banks. "I would like to resolutely say that Amma's government will always be a fortress of protection to women and children," he replied. There is little doubt that the emergency committee will consider that the pandemic still constitutes a global public health emergency, but it could potentially alter some of its recommendations on how the WHO and the world should respond. The situation has shifted dramatically since the declaration was made. "When I declared a public health emergency of international concern on the 30th of January ... there were less than 100 cases outside of China, and no deaths," Tedros said. But since then, the case numbers have soared past 16 million, with close to 650,000 deaths around the world. "COVID-19 has changed our

world. It has brought people, communities and nations together, and driven them apart," Tedros said. The WHO has faced criticism from certain quarters for its response, with some charging it acted too slowly - something the organisation itself strenuously denies. "Over the past six months, WHO has worked tirelessly to support countries to prepare for and respond to this virus," Tedros said. "I am immensely proud of our organisation, WHO, and its incredible people and their efforts." Tedros himself has for months faced relentless attacks from US President Donald Trump, who has accused WHO of being a "puppet of China". Earlier this month Trump made good on his threat to begin withdrawing the US - traditionally WHO's largest donor - from the organisation.
