India state approves job quotas for Jats after protests The government's decision comes after the northern state witnessed violent clashes in February over the issue. At least 25 people died when Jats clashed with security forces and other communities to press for job quotas similar to those given to lower castes. The bill will become law once the state's governor signs it. Correspondents say the governor's approval is a mere formality. Four other caste groups - Jat Sikh, Tyagi, Bishnoi and Ror - have also been included in the bill. Jat leaders say quotas for lower castes put them at a disadvantage in government jobs and at state-run educational institutions. For several days in February, there was unrest in Haryana as protesters from the Jat community set fire to vehicles, shops and buildings belonging to non-Jats. Demonstrations were also held in Delhi, Punjab, Himachal Pradesh and Jammu and Kashmir. Overland transport links to Haryana were brought to a halt by the protests, despite a curfew and the deployment of the army. More than 10 million people in the capital, Delhi, had to go without water after the protesters sabotaged a key canal supplying water to the
city. The protests were called off after Jat leaders accepted a government offer. The government's decision to pass the bill on Tuesday is seen as part of the promise it made to Jat leaders in February.
Who are the Jats?
The land-owning Jat community is relatively affluent and has traditionally been seen as upper caste. They are mainly based in Haryana and seven other states in northern India. Comprising 27% of the voters in Haryana and dominating a third of the 90 state assembly seats, they are a politically influential community. Seven of the 10 chief ministers in Haryana have been Jats. In March 2014 the Congress-led national government said it would re-categorise Jats as Other Backward Castes (OBCs), opening the way to government job quotas. But India's Supreme Court ruled in 2015 that the Jats were not a backward community. As jobs have dried up in the private sector and farming incomes have declined, the community has been demanding the reinstatement of their backward caste status to enable them to secure government jobs. Pakistan team in India's Pathankot to investigate attack

A five-member Pakistani team has arrived at Pathankot air force base in India to investigate a deadly militant attack on the base in January.
Opposition parties have severely criticised the government for letting the team, which includes a Pakistani intelligence officer, visit the area. India has accused Pakistan-based group Jaish-e-Mohammad of carrying out the assault. Seven Indian soldiers and six militants were killed in the attack. Pakistan has said it has arrested several members of Jaish-e-Mohammad. The investigation team left in bullet-proof cars from Amritsar, in Punjab, for Pathankot on Tuesday morning, Indian media reports said. Authorities have said the visitors will have "limited access" to the base and that they will be taken to the area where the attackers fought a gun-battle with the security forces on 2 January. Some sensitive areas on the base have been barricaded and would be out of bounds for the Pakistanis, Indian Defence Minister Manohar

Scepticism over claim The United Jihad Council (UJC) - a coalition of more than a dozen militant groups fighting against Indian rule in Kashmir - said they carried out the attack. But the claim was met with scepticism - the UJC is not known to have carried out attacks outside Indian-administered Kashmir - and India instead blamed Jaish-e-Mohammed. Started by Masood Azhar, the Islamist militant group has been blamed for attacks on Indian soil in the past, including one in 2001 on the Indian parliament which took the nuclear-armed rivals to the brink of war.

India is set to introduce a single national emergency number, similar to 911 in the US or 999 in Britain, officials say.
The number - 112 - will connect callers with police, ambulance, fire-fighters and other emergency services. The idea of the single number has been accepted by the telecoms authorities, news agency Press Trust of India says. Once approved by the telecoms minister, officials say, it will be rolled out "within months rather than a year". The proposal to have a single number for emergencies was proposed by Trai, India's telecoms regulator. Glaring gaps in crop insurance cover scheme: Kiran Choudhry
Kiran Choudhry, Leader of the Haryana Congress Legislature Party (CLP), has flayed the BJP Government, led by the Chief Minister, Mr Manohar Lal Khattar, for the glaring gaps she pointed out in the crop insurance scheme being implemented by the state government. In a statement issued here today, the former Excise and Taxation Minister said that Chief Minister said on the floor of the House that from the next season, the farmers should not ask for compensation from the state for the crop damage due to natural calamities. They will be compensated under the Pradhan Mantri Fasal Bima Yojana (PMFBY). But under the PMFBY, heat wave, cold wave and frost are not covered as natural calamity for giving compensation which will put the farmers to a great loss in kharif and rabi seasons. She asked how does the state government plans to protect the interests of the farmers suffering losses on account of heat wave, cold wave and frost. Ms. Choudhry said when the Centre and the state governments planned to give direct subsidy to the farmers where was the need to involve insurance firms. This is being done just to benefit the insurance firms, not the farmers. The Haryana Government has not yet finalized the insurance firms which will be involved in implementation of this scheme in the state. Ms. Choudhry said that the state had also not finalized the guidelines and notified the appointment of insurance firms. There is no clarity on the guidelines to be finalized for the scheme, she added.

The representation was filed by Mr. Gupta on 18.05.2015 and hearing was conducted by the DHE, on 18.08.2015 but despite dilated deliberation and quoting of four Judgements of Hon’ble Apex Court and High Court by Mr. Gupta in support of his version, no order was passed by the DHE till date. Consequently, Mr. Gupta filed a contempt petition before the High Court in which notice has been issued to Sh. Vikas Yadav, DHE for 10.05.2016. Prior to this Mr. Gupta had also filed a Criminal Complaint against Mr. Bajpai u/s 203, 420, 511 & 120 B I.P.C. and against Sh. Des Raj, Chairman of the College u/s 109 I.P.C. and in that case also, notice has been issued to both of them by District Court, Yamunanagar.

BHARAT MATA KI JAI AND HURLING ‘ANTI NATIONALISM’ FOR DISSENT
The national scene is being dominated by the current ‘you must chant Barat Mata ki jai’ to prove your nationalism. This was preceded by the ‘Anti national’ abuse being hurled on all those showing dissent with the present regime. These two major issues have been propped up in the recent times and these are trying to undermine the core issue of the state’s onslaught on University autonomy. They air aimed to undermine the issues where the state is trying to displace the democratic ethos and from failure to keep the pre-election promises. This is an attempt to prop up a new emotive issue to add to the array of emotive issues already manufactured by the communal forces. This issue was thrown up by RSS patriarch Mohan Bhagwat when he said early March 2016 that “Now the time has come when we have to tell the new generation to chant ‘*Bharat Mata Ki Jai‘* (Hail Mother India). Armed with this cue Asadduddin Owaisi, the MP from Hyderabad and leader of the MIM, on his own came forward with provocative denial to chant this slogan. He did say he has no problems with shouting Jai Hind or Jai Hindustan. This was a statement parallel and opposite to the spirit of Bhagwat’s statement.

In a way Bharat Mata ki Jai is an extension of the ‘Vande Matram Kahna Hoga’ assertion from the aggressive sections, expressing the politics of right wing. One recalls in the aftermath of 92-93 post carnage in Mumbai those participating in peace marches were intimidated to shout Vande Matram by Shiv Sena elements. Shiv Sena assertion was ‘Is Desh mein Rahna hai to Vande Matram Kahna Hoga’ (If you want to stay in this country, you will have to shout Vande Mataram).

Vande Matram was written by Bankim Chandra Chatterjee and, later was made a part of his novel Anand Math. This novel has strong anti Muslim rhetoric. This song was popular with a section of society, but Muslim League strongly objected to the song, as the song compares India with Goddess Durga. Islam being monotheistic religion does not recognize any other God-Goddess than Allah. Many others belonging to monotheistic religions also had problem with this song. In 1937, the ‘Song committee’ of the Indian National Congress with Nehru and Maulana Abul Kalam amongst others as members selected Jana Gana Mana as the national anthem and picked up first two stanzas of Vande Matram as national song, leaving out other stanzas, which had imagery of Hindu goddess. Similarly Bharat Mata ki Jai was one amongst many slogans to exhort the people during freedom movement. Other slogans were Jai Hind, Inquilab Jindabad, Hindustan Jindabad and Allaho Akbar. The response of communities have not been uniform to these slogans. While some Muslim groups will not chant Vande Mataram, the others will freely chant the same and one of the most beautiful tune on this has been composed by none other than A. R. Rahman, Ma Tujhe Salam. Same applies to Bharat Mata Ki Jai. Javed Akhtar chanted it time and over again in Rajya Sabha, while condemning the attitude of Owaisi. Akhtar was quiet on whether some one should be forced to Ram Puniyani chant such slogans in the first place.

Dr. Theodor Seuss Geisel was born 2 March 1904 in Springfield, MA. He graduated Dartmouth College in 1925, and proceeded on to Oxford University with the intent of acquiring a doctorate in literature. At Oxford he met Helen Palmer, who he wed in 1927. He returned from Europe in 1927, and began working for a magazine called Judge, the leading humor magazine in America at the time, submitting both cartoons and humorous articles for them. Additionally, he was submitting cartoons to Life, Vanity Fair and Liberty. In some of his works, he’d made reference to an insecticide called Flit. These references gained notice, and led to a contract to draw comic ads for Flit. This association lasted 17 years, gained him national exposure, and coined the catchphrase “Quick, Henry, the Flit!” In 1936 on the way to a vaction in
Europe, listening to the rhythm of the ship’s engines, he came up with And to Think That I Saw It on Mulberry Street, which was then promptly rejected by the first 43 publishers he showed it to. Eventually in 1937 a friend published the book for him, and it went on to at least moderate success. During WW II, Geisel joined the army and was sent to Hollywood. Captain Geisel would write for Frank Capra’s Signal Corps Unit (for which he won the Legion of Merit) and do documentaries (he won Oscar’s for Hitler Lives and Design for Death). He also created a cartoon called Gerald McBoing-Boing which also won him an Oscar. In May of 1954, Life published a report concerning illiteracy among school children. The report said, among other things, that children were having trouble to read because their
books were boring. This inspired Geisel’s publisher, and prompted him to send Geisel a list of 400 words he felt were important, asked him to cut the list to 250 words (the publishers idea of how many words at one time a first grader could absorb), and write a book. Nine months later, Geisel, using 220 of the words given to him published The Cat in the Hat, which went on to instant success. In 1960 Bennett Cerf bet Geisel $50 that he couldn’t write an entire book using only fifty words. The result was Green Eggs and Ham. Cerf never paid the $50 from the bet. Helen Palmer Geisel died in 1967. Theodor Geisel married Audrey Stone Diamond in 1968. Theodor Seuss Geisel died 24 September 1991.

Is Chhattisgarh a 'Police State' of democratic India? Bureau Report, 2008, 2014). Since 2007, there has been extraordinary rise in the police activity in the state. Consequently Chhattisgarh jails are the most crowded in the country accommodating more than two and half times of prisoners than their capacity. As against their capacity of 7612 prisoners, the state prisons are accommodating 17671 prisoners (Chhattisgarh government statistics, January 2016). Out of these 57.6 per cent were under trials in October 2013 (National Human Rights Commission, September 2013).

A ‘police state’ is said to be one where citizens experience living, freedom of movement and expression of opinion subject to police monitoring and control. The mineral rich state of Chhattisgarh in India aptly qualifies for this notorious title as the events of the recent past demonstrate. Pushkar Raj
After its creation in 2000, Chhattisgarh enacted its own police Act in 2007 on the direction of the Supreme Court of India. The Commonwealth Human Rights Initiative (CHRI), an organization advocating for police reform in the country, considered the new law worse than the previously prevailing 1861 police Act that it replaced due to the poor supervision and accountability provisions under the new law. Justifying its character, while the police arrested 60,279 persons in 2007 (before the new police Act came into operation), it initiated police action against 7, 39,435 people in 2014 – a twelve times jump. Out of these 1, 44,017 people were served with the bail-able warrant and 81,329 were sent to jail under non-bail able warrant. 4, 88,366 people were made to come to the police station for questioning (National Crime Research
However, while its own legal aid system remains dysfunctional, the state police have cracked down on Jagdalpur Legal Aid Group (JLAG)composed of four lawyers- providing free legal aid to jailed tribal for about three years. The JLAG members were coerced by the police to vacate their rented accommodation in February 2016and leave the city (Indian Express, 19 February 2016). The article 19 (e) of constitution of India provides for right to reside and work in any part of the country. However, police forced Malini Subramanium, a journalist reporting from the state, to leave like JLAG (Indian Express, 19 February) for reporting on police atrocities against the indigenous people. Prabhat Singh, a local journalist was arrested for posting a message on social media criticizing a police officer who is in charge of the region (Indian Express, 23 March 2016).
Two days ago, another journalist was arrested from outside the local court while waiting to file an anticipatory bail in a seven month old case (Indian Express, 27 March 2016). Two other journalists are already in jail for not cooperating with the police on various trumped-up charges. 16o journalists and civil society members from across the Country have demanded their release and action against the police officer in charge (The Hoot, 19 November 2015). The police of the state are accused of one of the worst kind of sexual violence against the women, reminding one of the infamous Maya Tyagi case of Uttar Pradesh in June 1980. Arrested and tortured by police in 2009, Soni Sori was subjected to the vilest kind of sexual violence in police custody leading to an appeal before the Supreme Court of India. The court was ‘anguished’ to note that as per Soni Sori’s allegation stones were found in her private parts and rectum (The Hindu, 9 December 2013). It is a disgrace that the police officer who allegedly supervised sexual violence against Soni Sori was awarded President’s gallantry award! The police demolished a Gandhian organization, Vanvasi Chetna Ashram (VCA) running for about seventeen years alleging that it was built on government land despite the case being before the court (Ramachandra Guha, The Telegraph, 23May 2009). VCA was engaged in empowering indigenous people imparting vocational skills and legal literacy. It highlighted complicity of the police in torture and rape of local people insisting that a FIR be lodged against the accused.
The police have patronized several organizations such as Nagrik Samaj Manch, Maa Danteswari Adivasi Swabhimani Manch, Vikas Sangharsh Samiti etc. These groups, composed of former SPOs, may be called ‘social mafias’ which are available to police to violently oppose human rights activists from other parts of country when they visit the state to meet the victims of police atrocities. Therefore, it is hounding out every one deemed inconvenient to it without caring for the constitutional freedoms. The Supreme Court of India, as the guardian of Indian constitution, must take suomotu cognizance of the police aberrations and restore constitutional order in the state.
Interview Govind Namdev is a prominent name in Indian Cinema and theatre industry. In 1992 he started his career with David Dhawan’s ’Shola aur Shabnam’ and Ketan Mehta’s ‘Sardar Patel’, today he has over 100 films to his credit and is widely admired for his quality of voice, acting skills and deep knowledge of theater.He’s an NSD alumni and contributed towards the international presence of Indian cinema. In conversation with Jaideep Pandey over his rich experience in the industry, his upcoming film “Solar Eclipse” and other topics. Q- Kindly tell us us about your early days in Bollywood.
A- I mostly did my education from Delhi. Even in school, I was an active participant in extracurricular, debates, dance, etc. Ever since then I had an inclination towards these arts. NSD was just next to my school, and as soon as schooling finished I took admission there to seek professional grooming for my talents. After my diploma, I didn’t find myself fit for Mumbai yet, so I in turn associated myself with the professional wing of Nation School of Drama. I went to places like London, Germany, Poland, etc. and exhibited my acting talents. We represented India at many platforms - so this is how I began making my fan base gradually.
Q- How did you advance towards commercial cinema?
A- My good work in theatres in Delhi helped my popularity reach Mumbai. I came to Mumbai in 90 and within three months I bagged a role with Ketan Mehta’s ’Sardar Patel’ and I relished an opportunity to work with Paresh Rawal who was playing the main protagonist and I was his secretary on-screen. Though I signed David Dhawan’s ’Shola aur Shabnam’ later, but it was first one to hit the screens. Then I played a villain in ‘Bandit Queen'. Rajiv Kapoor requested me to drop at his sets being impressed with Bandit Queen’s feedback; that is how I happened to land in a villainous role in ‘Prem Granth’. So this how I began my journey in commercial cinema.
Q -Whom will you grant credit for your action skills - Cinema or Theatre? A- Theatre to me is no less than God-

Q- In your long journey did you ever crossed roads with failures? A -It’s a routine in our industry that an artist gets tagged to certain roles and there on keeps receiving such offers only. There was a time I was being offered Police Inspector role continuously, so being irked, I stopped signing films. I refused to many big banners just to avoid monotonous performances, but unfortunately, few people wrongly perceived it as arrogance. So those were some days of struggle but worth it. Then TV serial ‘Parivartan’ had me in the lead role and was widely appreciated. I think that what got people thinking that I can pull out all kinds of roles and not just Police Inspector, that changed things for good for me. I finally was being offered a variety of
roles.
Q - What do you consider more powerful and challenging – Theater or Cinema? A- Both mediums have their advantages and limitations, theater is more about live performance after sweating efforts of rehearsals, Cinema, on the other hand, gives you room to improve your performance instantly in front of the camera. So definitely, there’s less room for error in Cinema, thanks to retakes. So provided theater asks for longer performances and right in front of the audience, it’s more challenging and difficult to accomplish. Q- It’s a trend these days for actors to have political inclinations, did you intentionally kept yourself away from politics? A -I don’t feel connected to the poli-
tics. I’ve often noticed that those who are actively involved in politics are little distracted from their primary jobs. At times, political influences erode your thinkings, so keeping it all in mind, I’m firm to stay clear of it.
Q- Tell us something about your forthcoming films. A - I’m playing Morarji Desai in my next, titled as “ Solar Eclipse: Death of Darkness “. Other colleague actors in this project are mostly from Hollywood and story is centered around the assassination of Mahatma Gandhi. I’m also playing a negative role in the film based on Anna Harare. I’m working with Om Puri on “Project Marathawada” which will talk about our farmers' suicides due to loan dues.

Water is used to produce steam to run the turbines and for cooling vital equipment of coal-fired power stations. By next day, authorities were forced to suspend generation at the 2,300megawatt plant in Farakka town causing shortages in India's power grid. Next, the vast township on the river, where more than 1,000 families of plant workers live, ran out of water. Thousands of bottles of packaged drinking water were distributed to residents, and fire engines rushed to the river to extract water for cooking and cleaning.
Is India facing its worst-ever water crisis?

'Shortage of water'
The power station - one of the 41 run by the state-owned National Thermal Power Corporation, which generates a quarter of India's electricity - was shut for 10 days, unprecedented in its 30-year history. "Never before have we shut down the plant because of a shortage of water," says Milan Kumar, a senior plant official. "We are being told by the authorities that water levels in the river have receded, and that they can do very little." Further downstream, say locals, ferries were suspended and sandbars emerged on the river. Some 13 barges carrying imported coal to the power station were stranded midstream because of insufficient water. Children were seen playing on a near-dry river bed. Nobody is sure why the water level on the Ganges receded at Farakka, where India built a barrage in the 1970s to divert water away from Bangladesh. Much later, in the mid-1990s, the countries signed a 30-year agreement to share water. (The precipitous decline in water levels happened during a 10-day cycle when India is bound by the pact to divert most of the water to Bangladesh. The fall in level left India with much less water than usual.) Monsoon rains have been scanty in India for the second year in succession. The melting of snow in the Himalayas - the mountain holds the world's largest body of ice outside the polar caps and contributes up to 15% of the river flow - has been delayed this year, says SK Haldar, general manager of the barrage. "There are fluctuations like this every year," he says.
'Filthy river' But the evidence about the declining water lev-
els and waning health of the 2,500km (1,553 miles)-long Ganges, which supports a quarter of India's 1.3 billion people, is mounting. Part of a river's water level is determined by the groundwater reserves in the area drained by it and the duration and intensity of monsoon rains. Water tables have been declining in the Ganges basin due to the reckless extraction of groundwater. Much of the groundwater is, anyway, already contaminated with arsenic and fluoride. A contro-
versial UN climate report said the Himalayan glaciers could melt to a fifth of the current levels by 2035. Emmanuel Theophilus and his son, Theo, kayaked on the Ganges during their 87-day, 2,500km journey of India's rivers last year. They asked fishermen and people living on the river what had changed most about it. "All of them said there had been a reduction in water levels over the years. Also when we were sailing on the Ganges, we did not find a single turtle. The river was so dirty that it stank. There were effluents, sewage and dead bodies floating," says Mr Theophilus. The waning health of the sacred river underscores the rising crisis of water in India. Two successive bad monsoons have already led to a drought-like situation, and river basins are facing water shortages.

Independent experts or special rapporteurs are appointed by the Genevabased UN Human Rights Council to examine and report back on a country situation or a specific human rights theme.
At least 250 million people worldwide still face appalling and dehumanising discrimination based on caste and similar systems of inherited status, warned the United Nations expert on minority issues while presenting finding to the UN Human Rights Council. “This is a global problem affecting communities in Asia, Africa, Middle East, the Pacific region and in various diaspora communities,” said UN Special Rapporteur Rita Izsák-Ndiaye in a news release, stressing that “caste-based discrimination and violence goes against the basic principles of universal human dignity and equality, as it differentiates between ‘inferior’ and ‘superior’ categories of individuals which is unacceptable.” Ms. Izsák-Ndiaye warned that discrimination leads to extreme exclusion and dehumanisation of caste-affected communities, who are often among the most disadvantaged populations, experience the worst socioeconomic conditions and are deprived of or severely restricted in the

THE TERM ‘CASTE’ REFERS TO A STRICT HIERARCHICAL SOCIAL SYSTEM
The term ‘caste’ refers to a strict hierarchical social system often based on notions of purity and contamination. The expert report describes how people from ‘lower castes’ are often limited to certain occupations which are often deemed ‘polluting’ or menial by others, including manual scavenging, sweeping and disposal of dead animals. “Unfortunately, in many cases, attempts to challenge these prohibitions or the unlawful consequences derived from caste systems, which are hereditary by nature, result in violence against caste-affected individuals and retaliation against their communities.” the Special Rapporteur said. She emphasised that caste-affected women and girls are often the victims of caste-based and sexual violence, trafficking and are especially vulnerable to early and forced marriage, bonded labour and harmful cultural practices. Supported by veteran designer RohitBaland started in association with Rara Crafts Private Limitedthe collection was launched amongst much pomp and show at the open plaza at the JLN stadium. The showing was followed by a success party at the FDCI Lounge which was well attended by the crème de la crème of the capital all gathered to support the young athlete.
