Reservations Not Enough to Empower Female Sarpanches in India vIt was observed that 58.62 per

cent women sarpanches has not interacted with the patwari even once.

The harsh truth is that the involvement of sarpanches’ husbands and representatives will not bring about any significant changes in making local governance truly representative in character.

Women sarpanches often struggle to manage work and family duties and step back because the limited knowledge of their job profile as a sarpanch complicates their functioning.

Bhoomika Mohan The 73rd amendment in the Indian Constitution mandates reservation for women candidates in local governance. It directs the state governments to reserve a minimum of 33% seats at all levels, village, block, and district, in the Panchayati Raj Institutions. This was done in order to promote gender equality and provide women with an opportunity to be decision makers in a traditionally patriarchal society.

The amendment is a first of its kind in India to ensure the participation of women in political positions by reserving seats for them.

This has paved the way for women to take up leadership roles in the historically maledominated field of politics.

Unfortunately, the reality stays far away.

The involvement of women sarpanches and women at local governance positions in the working of panchayats is however, negligible. With ground research and report abstracts, it is not very difficult to find out that the sarpanchpatis or pratinidhis, i.e, the husband or other male relatives of the women sarpanches, are often working as proxy members in the reserved gram pan-

chayats. This is where the basic purpose of granting ‘reservation to females’ is defeated.

Low involvement of the women sarpanches in roles related to monitoring of physical development works, implementation of Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), handling of panchayat’s funds, and other responsibilities is a clear indicator of limited access of resources that women have at their own jobs in the State Panchayati Raj. Ground realities however are unfortunate; revealing pictures of the gram sachivs interacting with the sarpanchpatis directly for their work. Their interaction with the women sarpanches is strictly limited because the only way they connect them is through their male counterparts.

Every election year,

v33% of the gram panchayats at the district-level are reserved for women. As of now, Haryana has 41 per cent elected women representatives as sarpanch (acc. to Sangwan 2016), which speaks volumes as it is much greater than the required mandate of 33 per cent. vAt 41 per cent, the gender bal-

vIn a recent study conducted in Karnal about the educational qualifications of women sarpanches 33.33 per cent of the respondents claimed that they had completed high school, 16.67 per cent were graduates and 13.33 per cent respondents were post graduates, respectively.

vLack of Political Awareness and Affiliations is one of the major factors affecting the performance of female sarpanches.

Local governance in Haryana is influenced by political affiliations of the sarpanch. The MLA and the members of parliament (MP) have the power to grant funds to gram panchayats for different projects. Hence, building a relationship with them and their affiliates becomes significant.

These funds are sometimes granted based on party inclination of the sarpanch and not the needs of the village. If the sarpanch is well connected he/she can get the funds. Women lack these political connections probably because of the vicious circle they are trapped in. Not participating in politics as a sarpanch leaves them with no political connections which further leads them to distance themselves from the functionalities of their jobs. vAnother factor that keeps women from participating and playing active role as a sarpanch is that most of them do not cam-

paign for their candidature and that the other members of their family do the campaigning on their behalf. Practically, the women do not have any role to play while in the papers it is she who managed and conducted the campaigns.

vThe lifestyle of women in vil-

lages of Haryana also has major impact on their functional selves.

Women in rural areas donot have the kind of support the women sarpanches should have from their families. They perform all household chores, take care of children, and look after the cattle of the house. This leaves them with little to no time to perform their duties while on the other hand her representative who is not supposed to proxy her, perform all the functions.

vIt is also of great importance that a sarpanch communicates with the government officials since the panchayat is an elected body and their role is to serve the people of the gram panchayat. In a job like this, there is a desperate need for a sarpanch to establish communication channel with the villagers as well as the government officials. Male counterparts of these sarpanches do not give them authority to establish these community communication channels. They rather do it themselves.

Most of the women sarpanches decision to stand for the election is not even their own. Since there is reservation for women in local governance, often the families, predominantly the male members, ask the female members of the family, who qualify, to participate. After which she never deals with the working and act only as a proxy member.

These senarios are often call for action. It shows that the introduction of reservation policy is not sufficient to empower women and strengthen their role as key stakeholders in local governance.

Creating more awareness among these women is clearly the need of the hour. Effective participation of women in local governance will rely on creating an environment conducive for their participation, building their capacity through training, and strengthening administration in order to communicate with women sarpanches and support them.

Schooling – Still a distant dream for many in the 72nd year of free India Kunwar Hari Om

After Independence, the Indian government had encountered a tough task of increasing awareness amongst the people of the nation.

Prime Minister Indira Gandhi launched the first National Policy on Education (NPE) and in 1986, Rajeev Gandhi publicized the policy.

Despite efforts to subsume all sections of the population into the Indian Education System through several methods such as positive discrimination and non formal education, huge part of young generation is still deprived of schooling. Although registration in primary education has increased, it is estimated that atleast 35 million and possibly as many as 60 million belonging to the age group of 6 to 14 years are not in school. The major issues are high drop out rate, especially after class 10, low standards of learning, poor functions of schools, inadequate funds etc. are the major causes behind it. Children are bifurcated into two major sections that are government and private schooling based on ability to pay and their social class. It is very clear that a New Education Policy was need of the hour.

To make big changes and to draft new policy for primary, secondary and higher education a committee was set up in June, 2017 under the chairmanship of Krishnaswamy Kasturirangan, the committee submitted it's report on 31May, 2019. The draft policy seeks reforms at every stage of education from primary to higher. It primarily focuses on fundamental pillars of Access, Equity, Affordability and Accountability. It emphasizes on early childhood care, changes in the current exam scenario, strengthening the teaching quality and reform the education regulatory framework. It also aims on setting up a National Education Commission, thus increasing investments in education providing latest forms of technology possible. The NEP stresses on increasing the Gross Enrolment Ratio (GRE) and putting a stop to the soaring drop out rate in India. According to the new policy the existing Ministry of Human Resource Development will be named subsequently as the Ministry of Edu-

cation.

The biggest reform that NEP mentions and will bring into force is replacement of 10+2 system by a 5+3+3+4 education structure which includes three years of pre-schooling in angan wadi centres for children belonging to 3 to 8 years of age, followed by twelve years of formal schooling. For the very first time an NEP has provided government outreach to pre- schooling and has considered education from a very basic stage such as nursery and kindergarten levels. The NEP took emphasis on equipping the children with the really needful technical skills by including subjects like coding from class 6 which is a huge step and it's results and advantages would be visible and grasped by the children in coming years.

A lot of people along with some very known faces from the government as well as from the opposition gathered to applaud the muchawaited changes in the educational policies, after the Union government’s decision to approve it without any discussion and debate.

The final NEP 2020 which is a much shorter version intends to overhaul the existing education system by making certain paradigmatic

changes. While the new NEP intends to integrate the Indian education system with global patterns, do away with “rote-learning” and instil confidence and nationalistic pride among students, many educationists believe that the disproportionate thrust on vocationalisation of education at an early stage may come at the cost of more rounded, holistic learning.

The draft introduces a plethora of reforms, but is not clear on funding. As announced, the financial outlay is extremely ambitious and, if implemented, would ensure that we, as a country, give education the focus, which is In fact a long overdue.

According to NEP 2020 the central and state governments will strive to increase expenditure on education sector to reach 6% of the GDP. A goal that has been stated since the 1960s in the Kothari Commission’s report, but ironically is yet to be achieved. Moreover, the Modi government which has been themselves cutting the funding constantly are announcing for such share of GDP being allotted which looks hysterical. It is just that since May 2014, our spend to GDP ratio has been constantly falling. Six years ago, in 2012-13, education expenditure was about

3.1% of the GDP. It fell in 2014-15 to 2.8% and registered a further drop to 2.4% in 201516, at such a pace expecting a miraculous boom in education expenditure still seems faded. Moreover While speaking about 6% funding, the Union government doesn’t mention whether it will release the funds from its own pocket or generate it from private enterprises inviting universities which have been ranked by business institutions. Will they really create individuals who will serve the society as envisioned by Dr. Ambedkar and Phule? The great promises and ideas put henceforth actually needs some practicality and revolutionary steps to bring them on grounds.

Basically, in order to bypass the fundamental problems determined and reinforced by the political economy and social structures of our society, it focuses on technology as the only solution, much like all the mainstream neoliberal developmental policies in India and globally as well. To actually revolutionize the system one needs to dig up from the base of problems. We cannot expect a good strength of youth as an asset until we give them the opportunity to grow together with similar facilities, similar level of education, similar development ideologies, the similar freedom and or atleast the similar world to explore and rise.

Hardships faced by farmers due to lack of rainfall

State of Madhya Pradesh received a overall surplus of 7% rainfall from that of last year. But when we consider the districts or regions of Madhya Pradesh independently, the statistics are entirely different. Western part of Madhya Pradesh received a surplus of 27% while Eastern part fell short of rainfall by 13% and around 13 districts are rain deficient. These 13 districts include the district of Chhatarpur which was established by Maharaja

Chhatrasal in 1785. Farmers here have lost all the hopes of rainfall, gjven the current circumstances.

Farmers have switched on to artificial irrigation and in return, they have to pay a huge part of their hard earned agricultural produce. Nearly one third part of their agricultural produce has to be given to pay off of the water loan, which is forced upon them by the harsh climate of Madhya pradesh.

Low productivity and use of non mechanized methods of cultivation are the basic characteristics of of agricultural methods. State’s agriculture is highly dependent on rainfall and irrigation is done mainly through canals, Wells and ponds. The most important crops are wheat, Jowar, maize and rice.

Rice is grown principally in the East. State is one of the largest producers of soyabeans in India.

Farmers demand proper irrigation facilities and easy loans from the government for facing this crisis. They already have invested all of their savings in the beginning of the sowing seasonand are left with nothing. Consequently, they have to ask big landowners for loans, which come at very high interest rates. It is the responsibility e of the concerned authorities to help revive the farmers from these extreme hardships.

The government had made many statements on what it has done in the past one year, including its decisions on Article 370 and the parting of the State. What do you think of the situation in Jammu and Kashmir as of now?

Last year, the people of India were notified that Jammu and Kashmir needed to be put to an even footing with the rest of the world, that one nation could not have two regimes, and that Jammu and Kashmir needed suffered as a result of Article 370, militancy, separatism and terror, as well as misery, lack of growth and corruption.

One year on, we find ourselves compelled to wonder what has changed? Are these alienated people feeling any less so? Is abuse any less? Did money start pouring all of a sudden? Was there less corruption, so is government any better? Has there been a

Kashmiri Pandits reverse migration, which we have been told has been held back because of Article 370? The fact is, there is no clear argument to this scrutiny test.

Even India’s government has been compelled to admit that rates of abuse have increased as it was asked to explain the 4G internet ban. And that means they have gone up with militancy, resentment, etc. The decision of August 5 was simply about the BJP being able to use its brute majority in the Lok Sabha, being able to arm other parties and ram it through Parliament without considering what Jammu and Kashmir’s people wanted, and that’s why we are here today.

The decision of BJP converting Jammu and Kashmir from a State to a Union Territory might have its own advantages and this political party after coming into power gave this decision so there might me some pros and cons of the decision in itself. As the ruling party took the decision no other political party could stand for Jammu and Kashmir and finally Article 370 was diluted.

The Chief Minister claims that all the promises that were made in 1947-48 were not kept, which gives a sense of betrayal to the State. The present situation is so calm that BJP thinks Kashmiris have accepted its decision of August 5, because there seems no sense of revenge, no protests or rallies

are been carried out. But not to forget, BJP should understand the situation of Kashmiris in depth. They also want to enjoy moments, they are not taking revenge just because they are trying to maintain peace at the same time are very disappointed because though they accepted BJP’s decision without claiming anything yet they are facing ‘n’ number of problems every day. So, neglecting their problems is one such mistake BJP is been doing since last one year. Just because protests and rallies cannot be seen doesn’t mean they are all at peace.

Since 1989, Kashmiri protest movements have been formed to express the conflicts and grievances between Kashmir and the Indian government in the Indian-controlled Kashmir Valley, with some Kashmiri separatists in armed conflict with the Indian government focused on the demand for self-determination.

Although Jammu and Kashmir’s permanent residents tend to lose all special rights including the right to own property and hold state government positions, the repeal of Article 370 brings an end to the age old prejudice against state’s women who want to marry outsiders.

Article 370, which entered into force in 1952, allowed Jammu and Kashmir to be a near-autonomous state as it restricted the ju-

risdiction of the Center to foreign relations, security, finance and communication. This clause allowed Jammu and Kashmir to have a Sadar-e-Riyasat in place of a Chief Minister until 1965 for governor and Prime Minister, as well as its own flag and constitution.

The Jammu and Kashmir Assembly was no longer able to pass any big bills within the State- the balance of power changed in the favor of the government of the Union.

Significantly, the presidential order allegedly specified that the governor of the State exercised the functions of the elected government in the absence of an elected government in the State.

Akhand Bharat

Akhand Bharat literally translates to ‘Undivided India’.

Even though initially the word traces back to 1700 CE in contemporary times it refers to a call for creation by Hindu nationalists.

It has been supported by many Hindu organizations and also many others do not subscribe to it. Indian National Congress does not support a call for Akhand Bharat, although India formally claims the entire region of Kashmir (territorially divided between India, Pakistan and China) as an integral part of India through official maps.

History of Jammu and Kashmir

Jammu and Kashmir was a princely state during the British Raj in India. It was a princely state from 1846 to 1947. The princely state was created after the First Anglo-Sikh War, when the East India Company, which had annexed the Kashmir Valley, Jammu, Ladakh, and Gilgit-Baltistan from the Sikhs as war indemnity, then sold the region to the Raja of Jammu, Gulab Singh, for 7,500,000 (75 lakh Nanakshahee) rupees.

At the time of the partition of India and the political integration of India, Hari Singh, the ruler of the state, delayed making a decision about the future of his state. However, an uprising in the western districts of the State followed by an attack by raiders from the neighbouring Northwest Frontier Province, supported by Pakistan, forced his hand. On 26 October 1947, Hari Singh acceded to India in return for the Indian military being airlifted to Kashmir to engage the Pakistansupported forces, starting the Kashmir conflict. The western and northern districts presently known as Azad Kashmir and Gilgit-Baltistan passed to the control of Pakistan, while the remaining territory remained under Indian control as the Indian-administered union territories of Jammu and Kashmir and Ladakh.

BJP claiming to put Tiranga in every house

Ahead of Independence Day celebrations of 2018, the BJP's Jammu and Kashmir unit on Sunday kick-started a campaign, 'Har Ghar Tiranga', to distribute the country's flags among people in the region. The campaign was started from Shivaji chowk in Jammu and was led by BJP state president Ravinder Raina and former deputy chief minister Kavinder Gupta. Gupta distributed the tricolour to shopkeepers of the area.

Addressing a gathering, Raina said such initiatives should be taken by all so that the "tiranga" (tricolour) reaches every household and is seen fluttering on every rooftop on August 15, reported news agency PTI. This is the best way to celebrate I-Day, he claimed.

Gupta advised party workers to expand the campaign.

He also urged them to ensure that the national flag is hoisted at every house, village and city on the occasion.

"We can encourage younger generation and make them aware about the sacrifices made by freedom fighters for attaining Independence," he said, news agency further reported.

Corona in J & K

The first two suspected cases of corona in Jammu and Kashmir were found on 4 March, 2020 and were isolated then in Government Medical College, Jammu. On 9 March one of them became positive to Covid-19, as both of them had a travel his-

tory to Iran.

The cumulative number of positive cases in Jammu and Kashmir as of 28 July, 2020 is 17,920. It includes 7,680 active cases and 9,928 recoveries of the patients and around 312 deaths. To date 570,508 experiments have been carried out. As these two cases were suspected there was lockdown in Jammu from 7 March. On 18 March all international visitors were barred from entering Jammu and Kashmir. At the other hand, the state’s Directorate of Forticulture, Parks and Horticulture expanded the Bagh-e-Bahu Garden to the general public from 18 to 31 March to keep the situation in the Union Territory under track.

As of 3 June 2020, all districts in the jurisdiction of the Union registered positive reports that had been confirmed. Anantnag registered the largest number of UT cases while the count of Kishtwar is the least to date. During lockdown 3.0 the UT administration declared a slew of relaxation in accordance with the MoHFW and MHA recommendations accompanied by further relaxation in Lockdown 4.0. The Jammu and Kashmir test figures in India are the largest with 10,000 tests per million people.

The UT administration expanded the Lockdown 4 restrictions until June 8 after which the Unlock-1 relaxations will be enforced in compliance with the MHA guidelines. On June 5, the government ordered its staff to routinely visit offices. High risk individuals were told to take extra care, operate from home and would not take part in frontline duties, or any civic engagement. The Government there implemented many guidelines and protocols to follow and liberty was given only to the people it is very urgent for, else actions were taken against the people who tried to break the protocols.

The cases in Jammu and Kashmir are no less than any other State yet it does not come into lime light maybe because the people there come under the minority group of the country. From the past 5 months or so every day we find out there’s new of Covid19 spreading in each and every corner of the country with proper details such as how many active cases are present, the number of recoveries, and the death toll too. But somewhere in this chaos people forgot about Jammu and Kashmir’s people sufferings, even they are getting affected by this pandemic but the cases remain hidden and none of us are aware of what’s going on in there, how the government is dealing with the pandemic. Is the Central government lending any hand of help? And many such questions.

But to answer all these question of ours do we have any source? Possibly!

The Central Government should pay keen attention towards Jammu and Kashmir as it is very important to cure Covid-19 there because it’s a tourist place. People from different parts of the World come to visit Kashmir in that case it is important to ensure the residents of Kashmir are safe. The proper arrangement of covid-19 hospitals and testing kits are to be provided to the Government of Kashmir. Though the Government there had taken all the possible measures for Covid-19 yet they have to be more careful.

Every day they have nearly 600-700 new Covid-19 cases which remains inside their State only, the Central Government does not pay attention to the cases there. So, the Government of Jammu and Kashmir decided to follow what was asked them to on August 5, 2019, by the Central Government so that they do not confuse with the response to

The Rajasthan Debacle is far from over; the game of chess is just beginning. Who will check mate whom? Who is trading whom?

Remains to be known, however, there is more evidence that Sachin Pilot and his supporting MLAs are being labelled as traded as opposed to trading.

The bizarre sequence of events is mercurial in nature. First, we have the rebels packing and leaving as a sign of revolt against Chief Minister Ashok Gehlot. Their only crime a dissent of voice in terms of leadership in the congress ruled Rajasthan. Then there comes out an even more unverified bizarre tape recording of a man named Sanjay Jain in conversation with a Gajendar Singh Shekhawat, where once heard one can easily assume that this tape reeks of horse trading but by whom?

Is it the BJP or the Congress or according to a Gehlot camp MLA it is Sachin Pilot himself who has called said MLA to his residence and offered a bribe of INR Thirty Five Crores to shift alliance to the BJP, this is completely rubbished by Pilot who has taken said MLA to court on grounds of defamation. In Rajasthan this khichdiis cooking away in Rajasthan.

At one end we have a greedy old man trying to cling onto his chief ministerial seat as if it was his birthright, and on the other we have a hard working, talented, dynamic Sachin Pilot fed up from the undermining and constant humiliation from Gehlot that he had no choice but to revolt, not against Congress but against Gehlot.

The Chief Minister feared that the delayed assembly session would lead to various illegal practices like horse-trading of their MLAs and greedy ministerial posts as was seen in the case of Madhya Pradesh. In Madhya Pradesh, JyotiradityaScindia along with 22 MLAs resigned from Indian National Congress and joined BJP in exchange for top ministerial posts and to fulfill his political aspirations.

Congress Legislature Party (CLP) meeting was held at Hotel Fairmount in Jaipur to protect the MLAs from the opposition party wherein the MLAs have decided to stay together till the Rajasthan assembly meets on 14th August. Scheduled international flights suspended till August 31

TAC News: Government of India tended the ban on international commercial passenger flights till August 31. But these restrictions would not be applied to the international cargo operations and flights specifically approved by the aviation regulator, the Directorate General of Civil Aviation (DGCA).As per the statement by DGCA, it says that the government has decided to "extend the suspension on the Scheduled International Commercial Passenger Services to/from India up to 2359 hours IST of 31st August".

Since the outbreak of COVID19 pandemic the International flight services to and from India remain suspended since March 23.During the suspension of international flights due to corona virus pandemic in India and other countries, more than 2,500 repatriation flights by foreign carriers to evacuate stranded nationals to and from India were approved by the government.

And under the Vande Bharat Mission, during May 6 to July 30 period, Air India and Air India Express have uplifted 2,67,436 stranded passengers, and other charters

have uplifted 4,86,811 stranded passengers.

To evacuate stranded passengers both to and from India and to allow the gradual movement of passenger traffic during the Covid-19 situation, ‘transport bubble’ agreements have been signed with USA, France and Germany. A bilateral air bubble refers to a travel corridor between two countries that wish to reopen their borders and re-establish connections with each other. Such bilateral agreements allow operation of flights between the two countries subject to a set of regulations. Recently, ‘transport bubble’ agreement has also been signed with Kuwait and in the coming days more countries like UK, Canada could also have these could also have these bubbles with India allowing people to move to and fro across these countries.

As stated by the Aviation minister H S Puri on July 17: “Many international travelers from metros like Delhi and Mumbai need connecting domestic flights to and from these hubs. Domestic travel is steadily rising but we are still at 30% mark. There are restrictions in many places

like Mumbai that have capped number of daily domestic flights. Once we reach the 50% domestic capacity mark, then resumption of schedule international flights will be considered.” After two-month halt due to the lockdown imposed all over the country the government resumed the domestic flight operations on May 25. While the Centre's guidelines require arriving passengers to self-monitor their health for 14 days, different states are free to develop their own SOPs for isolation and quarantine. The no. of days of quarantine may differ from state to state.

Even though the capacity on domestic routes has been hiked to 45% from the earlier 33% the ban on international flights was extended as the Covid-19 pandemic spread across the world to nearly 185 countries. But as per the sources it’s known that 21 flights from July 22-31 under the bilateral “air bubbles” with the US, Germany and France. “CSMIA catered to a total of 3,059 passengers”.

As the country is under unlock procedure, soon we can hope for complete unseal of the nation.

Mrs. Basu’s Uncensored Familism – A Humorous Drama

Someone rightly said: ‘Humour is mankind’s greatest blessing’.

After reading this book I could pretty much agree to this quote.

Today I am presenting my review on this humorous, witty book “Mrs. Basu’s uncensored feminism” by @chirasreebose_author . Luckily, I could read both her books and I must accept the fact that Chirasree is an amazing storyteller. She never misses to excel in her writing skills.

Talking about the plot of this book, after a very long time I got to read such a humorous, witty and sarcastic story which made me giggle throughout the book. It basically pens down the story of Mrs. Arpita Basu, the newly wedded only daughter-in-law of Basu family who resides in her inlaw’s house for nearly six months now but still confused with her new life and family. Now I won't give any spoiler as I want the readers to read this amazing plot by themselves.

Furthermore, the storyline portrays a typical Indian family with lots and lots of drama where familism stands at higher esteem than the values of the individual family member. Through her book, the author has subtly displayed various sensitive issues of our society namely patriarchy, superstitions, sexuality and PHA-MI-NI-

JAM( Feminism).

The cover and the title of the book are definitely alluring.

The characters were hilarious. It is worth mentioning that all the characters were well developed throughout the plot, especially Malti, who always stood for her rights. I also loved the way the family members were introduced to the readers.

The language was lucid and the narration was enthralling that can keep the readers glued to the book till end. I could actually feel the plot playing in front of me.

If you are looking for some sensitive yet humorous read, then i would recommend this book. My rating: 4.5/5

Lost Six by David Adjmi

A breathless page-turner ‘Lost Six’ transports one to very specific places in time and location. He beautifully describes growing up in New York City and smoothly weaves the plot of musicals and theatres into his own personal narrative. He talks us through his struggles to make his place as a gay man in his homophobic Syrian Jewish community in Brooklyn.

The book not only charts the oppressive years of his life but also relates to readers by giving an insight into Adjmi’s friendships that saved his life.

From time to time, the readers can also expect to have a hilarious encounter with the book. The author also recalls misadventures and revelations in high school and beyond, which help engross readers.

The integrity and details in David Adjmi's writing hit one’s conscience silently, especially of those who have grown up feeling unwanted and hating on themselves. He not only looks at his sexual orientation differently, but also to the world around him. He’s an exile in his community.

This is very much a book about artists as perennial outsiders. Adjmi's delivery in Lot Six reflects upon the fact that the whole journey of finding oneself in a world that seems to shun

one away always bring out the true beauty that stays hidden in everyone.

Part of the joy of this book is in its ambiguity. Adjmi’s constant struggle to look at the relation between artifice and reality is sometimes heartbreaking.

The author makes repeated attempts to prop up a fake self and make it real, but he fails to achieve the balance. He uses art and pop culture as his tools for gauging reality.

The beauty and the truth of this extraordinary memoir are a testament to David's empathy and imagination. It is truly a stunning memoir full of vivid characters, larger-than-life scenarios and is told in a raw, honest and insightful manner.

The poet Neha Singhal makes the readers realize the power of the pen once again in her poetry collection, “जुबाँ ऐ कलम”. The poet through her musings writes about her viewpoints and observations and at the same time, addresses a variety of themes and subjects in her collection of 40 poems.

The cover of the book may be a little abstract for the readers to understand. But the lovers of art will for once agree that the cover is more like an invitation from the poet to look at life through her eyes and try to understand her perspective of looking at things.

Before beginning the poems, the author addresses the reader in the preface and talks about what was the reason that led her to take the pen. She clearly states that some thoughts are better expressed through the pen and her purpose of writing was to bring together the good and bad experiences that a person has in their life to give an enriched and first hand experience to the reader. The poet writes on a wide range of subjects in her 40 poems. Even though the poems are 40, the readers can just sit and go through them in one flow and by the time they reach the last poem, they are in tune with the author’s style, the way her mind works and also the manner in which she writes and expresses.

The author shows the combined traits and potential of writing on different themes which include love, nature, humanity, women and the different roles they play, the importance of time with self, life, and many others. This

There are different poems that address different issues and subjects but the poet does not wander off in abstract subjects and prefers to keep her themes limited to the ones that any person can easily relate to and can also identify themselves at one level or the other. In poems like “बेिटयाँ“, “नारी“, “गृहणी“, she talks of the different roles women play in different phases of their life. In “सरपत दौड़ते कदम“, Singhal writes about the transformation of the life of a woman after getting married and at a certain level there is a comparison of life before and after marriage. The interesting thing to notice is the fact that the poet does not restrict herself to womenfolk but also writes from the viewpoint of men in poems like “फौजी” and “िपता”.

Perhaps, the most interesting poems for any reader would be “यह शहर“, “¥æç¹ÚU €Øô´”, “°·¤ âˆØ”, “मुलाकात” and “आईना”. All these poems are concerned with subjects concerning people in one way or the other. They touch unique themes like city life, degrading humanity and people becoming more and more

Akhila Saroha insensitive, the truth of life and a conversation with the mirror (more like a conversation with self) which would for once remind the reader of Sylvia Plath’s “Mirror”. Other than all these, “ ßæÕô´ ·¤æ »æ´ß” seems to be like the poet’s definition of Utopia or how she dreams of the world to be.

The length of the poems vary but none of them seem to let the reader go away from the book even for once. They hold the reader throughout. All readers should read this collection of poetry to not just understand the views of the poet but also to begin seeing life in a different manner with an entirely different perspective.

As of today, around 1.64 million people tested positive of the virus and 35,000 people succumbed to death across the globe. Even though many countries have eased their measures, it urges people to follow the prescribed safety mandates and social distancing. There is no doubt that the pandemic has affected us economically, socially, environmentally, and psychologically. ➔ According to the Centre for Monitoring Indian Economy (CMIE), 33 million people in their 30s lost jobs in April, out of which 86% were men. 27 million in the age group of 20-30 were also unemployed because of this lockdown. ➔ Reports show that the country’s per capita income may drop by 5.4% due to this lockdown. ➔ Employees are burdened by extra work and salary cuts.

➔ All schools and colleges across the country are closed, exams are postponed or canceled, and evaluations are suspended.

Here’s where virtual technology comes to the rescue. People have started working from home, students are given lectures through different online platforms such as Zoom, Google Meet, WebEx, etc. and even television channels were introduced to engage them with their lessons. They are also encouraged to take short term online courses to enhance their skills. The entertainment industry has also grabbed this opportunity to widen its wings. Since we are well acquainted with online banking and shopping, this lockdown might not be a hindrance to meet our financial and personal needs.

But what it cannot address is the mental trauma and misery this lockdown afflicts on us. The uncertainty and pressure are causing anxiety, stress, and depression. m According to studies conducted, over 300 deaths during this lockdown are suicides, and out of them,

more than 80 people killed themselves because of loneliness, anxiety, fear of isolation, financial struggles, and starvation. mStudents are forced to spend hours in front of digital devices and they have to attend examinations online, which is entirely new to most of them. The final year students who have completed their courses are even more affected as the shadow of uncertainty caused by this pandemic hovers over their future. According to research conducted by the University of Sheffield and Ulster University, up to half of the young people (out of a representative group of 2000) feel significantly more anxious than before the lockdown. Many are frustrated and piqued and this has led to the deliberate breaking of rules. mIt is no less for the working class.

Hours of relentless working has reduced their physical strength and increased stress, especially with health workers. The decrease in income paired with fixed or increasing expenses makes them even more miserable.

Above all this, the fear of losing a loved one, being deprived of them, the inability to control things, and the lack of social and physical contact are making us mentally unbalanced.

According to Aristotle, human beings are gregarious animals and therefore naturally seek a rapport with others for wellbeing.

Even though technological advancements make us connected, it does not compensate our need for physical contact.

Being cooped up in houses with our families is also not as easy as we think. People are at the end of their tether adjusting to the tantrums of themselves and others.

Keeping ourselves calm and composed by doing yoga or meditation, indulging in one’s cre-

ative self, distracting ourselves from negativities, and effective communication with fellow beings might help us subjugate our fears and concerns.

marks as an entertainment and awareness on the necessity of sports. But, the need of the hour does not allow us to celebrate the day in the usual manner.

There may be a chance, National Sports Day could be conducted a little later in Delhi with a handfulof people, then it would be felicitated by the sports minister, Kiren Rijiju keeping in mind the norms of social distancing and proper sanitization.

In normal circumstances, the committees, by now have already segregated the honour winners. The committee officials generally invite the nominations in the month of April but due to the pandemic, there has been a little delay this time. The applications were invited in June and had extended till the 22nd of July. Therefore, one cannot confirm the date of the National Sports Day yet.

It warned that bad loans of the Banking Sector can reach a “20 year high”. Second- Former RBI Governor, Dr.Urjit Patel revealed that as the RBI wanted to be tough against loan defaulters, the Govt. wanted to “go soft”, which eventually caused a huge economic loss. Third- Former Deputy Governor of the RBI, Dr. Viral Acharya, disclosed the government’s mismanagement in making the entire financial sector ‘unstable’, ‘risky’ and on the ‘verge of collapse’.

Meanwhile to cover up for non-recovery of loans, Government came up with a proposal of “mega merger of banks”. 10 PSU Banks were merged together in the hope of covering up the “bad loans”. And in one of the biggest rescue operations of a private sector commercial bank in the country, the government and the Reserve Bank of India (RBI) have acted promptly to bring in SBI as an 'investor' for the troubled YES Bank. The swift bail out of the

mid-sized YES Bank with over Rs 3-lakh crore assets. SBI came to its rescue because they believe that collapsing of bank means losing peoples trust upon our financial system but this rescue mission is going to be burdensome for sbi bank because the bank made a loss of Rs 6,547 crore in 2017-18.

Its net profit was Rs 862.23 crores in 201819 and still facing losses in 2020.

At the same time the Sovereign wealth funds and the global pension funds, which were once piling into India, buying stakes in everything from airports to renewable energy and the foreign institutional investor flows into Indian equities were $11 billion/ year because of the rapid rise of an educated middle class that offers enormous opportunities for the deployment of long-term capital is now somehow being affected because of the abrupt economic fall due to the outbreak of corona virus pandemic. Because all their commitments to investments in illiquid assets, direct or through a fund have been put on hold and these fund providers are now focusing on their domestic investments and relief work, as stated by one of the Private Equity fund manager.

Sources said that the Chinese applications, that are being reviewed, have allegedly been sharing data with the Chinese agencies and all the apps those were banned were engaged in activities that were prejudicial to the privacy of the users and defense of India. Thus a govern-

ment press release is made, announcing the ban stated: "The Ministry of Information Technology, invoking it's power under section 69A of the Information Technology Act read with the relevant provisions of the Information Technology Rules 2009 and in view of the emergent nature of threats has decided to block 59 apps since in view of information available they are engaged in activities which is prejudicial to sovereignty and integrity of India, defense of India, security of state and public order".

Health Minister,Anil Vij has urged the people who have recovered from the COVID-19 infection to come forward to donate their plasma so that those who are undergoing treatment for this infection can also recover from it quickly.

Vij said that only those individuals who continue to remain healthy for atleast 14 days after recovering from the infection can donate their plasma and it is necessary to further ensure that at the time of donation they should be healthy. He said that the plasma which is being collected in plasma banks will be made available in government hospitals only as of now. But in future, if the collection increases, the plasma would be provided in other hospitals too.

The Health Minister said that orders have been given to inspect all COVID hospitals in the State. In these hospitals, the availability of medicines, food and other facilities being given to the patients will be inspected.

He said that till now no case has been reported in the State where a patient after testing negative for COVID-19 infection has again became positive. So far, more than 26,000 people have recovered from the infection. He said that atleast two COVID-19 positive patients can be treated with the plasma donated by a person who has recovered from the infection.

He said that with the implementation of this scheme, people coming from Bihar, Uttar Pradesh, Orissa and other states for work in Haryana will be able to get ration in Haryana through the ration cards issued in their respective home states. Under this scheme, a provision has also been made that if two members of a family of five members reside in their native state and three members have come to Haryana, then they can get the share ration of three members in Haryana and the rest two members of the family can get their ration in their native state.

Director, Food, Civil Supplies & Consumer Affairs Department,Chander Shekhar Khare said that this scheme will curb fake ration cards and ration depot holders will give good quality ration in full quantity.

Physical and mental development of women and children gains impetus Minister of State for Women & Child Development, Mrs. Kamlesh Dhanda, directed the officers of the department to work seriously on future strategies for the physical and mental development of women and children.

She was presiding over a meeting with the officers of Women & Child Development Department in Chandigarh. She discussed various upcoming schemes of the department during the meeting and reviewed the work done by the department during the lockdown.

Keeping in mind COVID-19, the Women & Child Development Department had conducted regular counseling, meditation, yoga workshops for the migrant workers living in shelter homes established in the state by its Anganwadi workers, block-level and district-level officers and employees. Activities were organized to entertain the children.

Meals including, ‘panjiri’, milk, fruits, and biscuits, besides face masks, paper napkins, sanitizers, sanitary napkins, diapers and soaps were provided to 7572 migrant workers, 5628 women and their 11184 children.

She said that in the shelter

homes 5444 expecting mothers, women and 10308 children were provided with the facility of health tests as per requirement and 8 women and 3 children were given referral facilities. In addition, 234 women and 565 children were vaccinated and 1467 children were given preschool informal education. Apart from this, 5 children and 31 women were given the facility of one-stop centre and 5460 women were given information related to nutrition and health.

It was informed at the meeting that 9,79,393 masks were prepared and distributed free of cost

by Anganwadi workers and helpers and sanitary napkins were provided to 696 women.

In compliance with the orders to maintain social distancing, the Anganwadi workers and helpers of the department went door-todoor and distributed dietary necessities like wheat, rice, gram flour, soya bean, sugar, oil, etc. to the beneficiaries. All the 82 child care institutions in Haryana are being inspected every week and sanitized regularly.

It was informed during the meeting that about 2100 children were counselled. Activities like

yoga, awareness about social distancing and hygiene, and distribution of masks, sanitizers, PPE kits, etc. were undertaken.

It was informed during the meeting that from March 24, 2020, to June 8, 2020, during the COVID-19 pandemic, supplementary nutrition was provided to 2,80, 770 women and 8, 84,792 children by the Women and Child Development Department.

14 5 foreign nationals arrested with drugs worth 44 Lakh and 74 Lakh in cash

The Chief Minister’s flying squad along with a joint team of Health Department and Police raided two places in Gurugram and arrested five foreign nationals with drugs worth Rs. 44 lakh and cash ofmore than Rs. 74 lakh. These drugs were being illegally sent to Iraq. Four Iraqi civilians and one from Uzbekistan are among those who were arrested during the raid.

A spokesman of the police department said that 5 accused have been arrested after raiding two places in Gurugram. Four of the five accused involved in the case are Iraqis while one is a resident of Uzbekistan.

He said that during the raid conducted at Aloha apartment in Sector 57, cash worth Rs 35.50 lakh and medicines worth about Rs. 30 lakh were recovered from the possession of the accused. Some of these medicines can be used to treat COVID-19 infection while some toxic drugs have also been seized.

Later in another raid conducted in Sector-47, medicines worth about Rs.14 lakh has been recovered from the possession of the accused.

Besides this, an amount of Rs 30.14 lakh and Rs. 8.91 lakh from fortuner vehicle which was in the possession of the accused have also been recovered.

Steps towards making ‘Apna Ghar’ a reality for BPL and EWS of the society

Housing Board Haryana has been working to provide affordable houses to the people below the Poverty Line (BPL) and Economically Weaker Section (EWS) of the state and making their 'Apna Ghar' dream a reality.While stepping towards the goal of SabkoAwas' by 2022 envisioned by Prime MinisterNarendra Modi, now the Board has made efforts to provide possession of about 20,000 flats developed by private colonizers to the Below Poverty Line and Economically Weaker Section families.

Chief Administrator of the Board,Anshaj Singh said that these flats can now be transferred to BPL and EWS after one year of allotment, while it can be transferred to other categories after five years of allotment.

He informed that after paying the complete amount of the flats, conveyance deed can also be done after five years of allotment.

Notably, earlier there was no policy for 'Allotment Transfer' of these flats by the Housing Board. But now a detailed Policy has been formulated by the Board for allotment as well astransfer of EWS housing units for BPL families created in private licensed colonies by Housing Board Haryana.

Nine new COVID-19 Testing Labs coming up in Haryana in the next 10 days

Haryana Chief Minister,Manohar Lal has directed the officers to set up nine new COVID-19 Testing Labs in the next 10 days in the state and conduct a special campaign to motivate people to wear masks during Unlock-3.Apart from this, they should also spread awareness at traffic intersections, and utilize the vehicles of the Urban Local Bodies Department and the publicity vehicles of the Information, Public Relations and Language Department, regarding wearing masks or covering the mouth and nose with a ‘gamchcha’, he added.

The Chief Minister was presiding over the meeting of the disaster management committee with various departments to take stock of the COVID-19 situation in the state.The Chief Minister also directed the Police Department to strictly enforce the wearing of masks and issue challans on the offenders on the spot giving them at least five masks.If a person does not deliberately wear a mask, he should also be told that the challan amount could be increased from Rs 500 to Rs 1000 at any time in future.

It was informed during the meeting that some states such as Karnataka, Assam, Meghalaya,

Uttarakhand, Jammu and Kashmir and Maharashtra etc. have implemented lockdown at their level of one week, one day, some weekend accordingly.Apart from Gurugram, Faridabad, Sonipat and Rewari districts, the number of COVID-19 positive patients in other districts is under control.It was informed in the meeting that the news of the Chief Minister's decision not to implement lockdown again found its way to the front page by many English and Hindi national newspapers.

State govt. to formulate new policies to attract investors for setting up industries in the state

Deputy CM,Dushyant Chautala said that the State Government is committed to formulate policies that attract investors to set up more industries in the state and proves helpful to industrialists for the smooth functioning of industries.

The Deputy Chief Minister who also holds the portfolio of the Industries and Commerce Department said while presiding over review meeting regarding 'Haryana Enterprises Promotion Policy-2020' with senior officers of the Department.

The Deputy Chief Minister was apprised that the department had written to Associations of industrialists seeking their suggestions for the drafting of the new ‘Haryana Enterprises Promotion Policy-2020’ many have given their suggestions.

Dushyant Chautala said that he will personally visit the districts of the state and consult with the Associations of industrialists to seek suggestions regarding other facilities that can be provided by the State Govern-

ment to them so that their industries can flourish and more employment can be generated for the youth of the state. He also directed the officers to write to industrial associations like Confederation of Indian Industry (CII) and The Associated Chambers of Commerce and Industry of India (ASSOCHAM) and seek their suggestions regarding the policy.

He said that the Haryana Government is going to formulate the ‘Haryana Enterprises Promotion Policy-2020’ after considering suggestions from the industrialists of the state to create a more conducive environment for the industries in the state. He said that in the year 2015, the Haryana Government had formulated the ‘Haryana Enterprises Promotion Policy -2015’, which was valid for a duration of 5 years andnow a new ‘Haryana Enterprises Promotion Policy-2020' is being drafted with the consultation of the industrialists of the state.

The Chief Minister ordered that one new lab each in four district government hospitals and five medical colleges should be set up within the next 10 days. At present, 9500 tests are being conducted every day and the number will increase up to 20,000 as soon as the new labs open. Similarly, there are 10,630 isolated beds, while there are 12,846 ICU beds and the total number of beds is

52000 and there are 426 quarantine centres.

Chief Minister directed the officers to provide free ambulance services to patients who have recovered from COVID-19 when they return for re-testing. Apart from this, plasma banks are also being set up in Panchkula, Rohtak, and Gurugram. People are being encouraged to donate plasma. Similarly, immunity boosting kits are also being distributed by the AYUSH department to increase disease resistance. The Chief Minister said that, Ayush Kits should be distributed in large numbers.

Information was given in the meeting that under Haryana Interstate Transport Services, currently buses are being run in Rajasthan and Uttar Pradesh. Haryana transport buses carry 35 passengers. The number of passengers is more than 1.15 lakh per day.

The Chief Minister directed that even during the festivals of Rakshabandhan and Eid, only 35 passengers should travel per bus. The Chief Minister appealed that the people should continue to celebrate upcoming festivals like Rakshabandhan and Eid in the same way that they celebrated other festivals

during the lockdown in a simple manner. Brothers and sisters should exchange their messages through Mobile and send e-Rakhi, he added.

The Chief Minister said that during wedding ceremonies conducted in Banquet Hall there should not be a gathering of more than 50 people as per guidelines issued by the Ministry of Home Affairs. He said that the Police Department and Urban Local Bodies Department should ensure compliance. The Chief Minister said that strict action should be taken against the owners of the Banquet Halls, who violated the norms of lockdown and social distancing during any ceremony. For the first time violator, a fine of Rs 1 lakh will be imposed, while Rs 3 lakh for the second time and Rs. 5 lakhs for more than twice. However, if the owner continues to violate the norms, it could result in cancellation of their license.

On this occasion, the Chief Minister released a souvenir titled ‘Samvedna’ compiled by Additional Director General of Police (ADGP), CID,Anil Kumar Rao and Superintendent of PolicePankaj Nain about the arrangements made to send stranded workers to their home states and their experiences.

Preparations for hosting of fourth edition of 'Khelo India - 2021' to kickstart in Haryana

Sandeep Singh, Minister of State for Sports and Youth Affairs, directed the officers of the Department to start preparations for the hosting of the fourth edition of 'Khelo India - 2021' in Haryana to be organized by the Central Government.

During the meeting,Sandeep Singh directed the officers that there should be no shortage of any kind in the event which is to

be organized in the state. The Sports Minister said that most of the competitions of 'Khelo India - 2021' will be held at the Tau Devi Lal Sports Complex in Panchkula. More than 25000 players are expected to participate in the 'Khelo India 2021' competition, so it is our responsibility to provide them appropriate facilities for boarding and lodging. He said that as a former player,

he was well aware of the difficulties faced by the players coming to participate in the games. Not having adequate arrangements affects the performance of the sportspersons, he added.

He directed that emphasis should be laid on national level sports infrastructure and training in the state so that players can practice diligently and perform well in the upcoming games. He said

that by organizing these games, players will get an opportunity to perform better and they will be able to learn better techniques being practiced by sportspersons of other states.

All registered sites and organisations having contract laborto be linked with HUM

Haryana Government has taken important steps for the benefit of the workers of the state. It has been decided to link all registered sites and organisations having contract labor with the Haryana Udhyam Memorandum (HUM) in the next 6 months.

This will ensure the complete benefits of ESI and EPF to the workers.

It was decided in this meeting that in the next 6 months it will be ensured that the contract labour holding organizations should have an HUM number. Under this, the registration of contractors and workers is being done with their Aadhaar number. The

Labour department will confirm that every such organisation is registered and after February 1, 2021, if any contractor or organisation is not found registered then strict action will be taken against them.

It was informed at the meeting that so far this year, 427 institutes have obtained their certificates by registering themselves under The Contract Labour (Regulation and Abolition) Act, 1970 in the state. Similarly, 1882 contractors and organisations have obtained licenses under this Act. It was also informed that under the Act, the primary employer or industry re-

ceives a certificate after registering themselves by providing information about the panel of contractors working with them to the State Government. Thereafter all the contractors placed on the panel apply under the Act and obtain a license. The Act covers units or organisations with 50 or more workers.

The second important agenda in meeting was to employ contract labour in the units related to the rubber industry. In this case, it was decided to invite suggestions from all industrial associations and trade unions.
