India Jayalalitha death: Masses mourn 'iron lady'
J Jayalalitha, one of India's most influential and colourful politicians, has been buried in the presence of tens of thousands of mourners. The 68-year-old chief minister of the southern state of Tamil Nadu suffered a heart attack on Sunday night and died at 23:30 (18:00 GMT) on 5th December 2016-12-07, Monday. Prime Minister Narendra Modi and President Pranab Mukherjee are among those attending the state funeral. Her grave is located next to that of her mentor, MG Ramachandran. Ramachandran, an actor turned politician, was instrumental in introducing her to politics.
The fact that Jayalalitha was buried is unusual, as members of her caste are always cremated. However, senior members of her party were quoted by Indian media as saying that she transcended caste for her people, and burying her next to her mentor would also give the people a "monument" to remember her by. A sea of people joined her funeral procession headed to Marina beach in Chennai. Earlier, her body, draped in the Indian flag, was on display at a large public hall. Extra police have been deployed in the state amid fears of unrest due to the extreme devotion she inspires among
her supporters, many of whom refer to her as "Amma" (mother). There were concerns that they could resort to self-harm or violence, but crowds have been orderly and disciplined apart from a few minor scuffles. From the early hours people streamed into the large public park inside which Jayalalitha's body lay in state, wrapped in the national flag. They converged into the arena from all directions, as the police struggled to control the flow. It was so intense that you felt there could be a stampede at any moment, as
men and women surged forward in waves, straining to catch a glimpse of their beloved "Amma". Many were visibly distraught. "Amma why have you left us," one woman wailed, while another beat her chest. By the coffin were the VIPs - the prime minister, senior politicians and celebrities. But those below were the ordinary men and women who formed the bedrock of her support. "We don't know what will happen to us now," one man muttered, his voice breaking. Another told me he had come from Sri Lanka. "I came to see her because she is my mother," he said simply. A seven-day period of mourning has been declared in Tamil Nadu. Jayalalitha had been receiving treatment for months and was last seen in public in September. She is revered by many but was seen by her critics as having created a cult of personality over the years. Tributes began to pour in for her as soon as her death was confirmed by the Apollo hospital, which had been treating her since 22 September. "RIP Jayalalitha" has been trending on Twitter, while Facebook is also filled with elegies for a woman who is widely respected for managing to hold her own in the male-dominated world of Tamil Nadu politics. Undisclosed income and assets could now be declared under new IDS scheme An Income Declaration Scheme (IDS) was announced in the Union Budget 2016-17 under which declaration of undisclosed income or assetcould be made by agreeing to pay forty five percent (45%) of the declared amount as tax, surcharge and penalty. The scheme closed on 30th September,2016. On 1st October, 2016, it was announced that declarations totalling Rs. 65,250 crore were received from 64,275 declarants, subject to reconciliation. After final reconciliation the revised figure of actual declarations received and taken on record was Rs. 67,382 crore which had been made by 71,726 declarants. Among the declarations received, there were two sets of declarations of high value which were not taken on record in the above figure because these declarations were found to be suspicious in nature being filed by persons of small means. Two lakh crore (Rs. 2,00,000 crore). Three out of the four PAN numbers were originally in Ajmer which were migrated to Mumbai in September 2016, where the declarations were filed. The other declaration was filed by one Mr. Mahesh
Kumar Champaklal Shah resident of 206, MangalJyot Tower, Jodhpur Gram Satellite, Ahmedabad for an amount of Rs.Thirteen Thousand Eight Hundred and Sixty crore (Rs.13,860 crore). These declarations from Mumbai and Ahmedabad were kept pending for investigation about the genuineness of the same and were not included in the total value of declarations announced on 1st October, 2016. After due enquiry, it was found that these declarants were persons of suspicious nature and very small means and the declarations could have been misused. Therefore, after due consideration, the Income Tax Department decided by 30th November, 2016 , to reject these two sets of declarations of Rs.Two Lakh Crore and Rs.Thirteen Thousand Eight Hundred and Sixty Crore respectively. The Department has since commenced enquiries against these declarants to determine the intention behind these false declarations.

She was accused of corruption on several occasions, and spent two short spells in prison - most recently in 2014. But a Karnataka high court order in 2015, which cleared her of involvement in a corruption scandal, paved the way for her return to power. Jayalalitha's admirers remain unbowed in their admiration for her and argue she has played a key role in the development of Tamil Nadu as one of India's most economically influential states. PM wants MPs and MLAs to disclose bank account details
To curb black money and to bring transparency in the Country the Prime Minister has asked all the MPs, MLAs and MLCs to give details of their bank account. According to the sources, PM has asked their MPs, MLAs and MLCs by 1st January of the transaction that they have done from 8th September till 30th December. According to Anant Kumar,
Chief Secretary BJP, the PM said that ‘We are fighting against black money. For the welfare of poor we have revised IT Act. We want to make India cashless, and for that purpose we need support of all.’ It is to be noted that on 8th November the PM announced that 500 and 1000 rupee notes will not be legal tender anymore. Since then more than 8 lac crores have been deposited in the bank account of people. Government expects that this move will uncover black money. It is expected that this move of asking details of their MPs, MLAs and MLCs will create moral pressure on other political parties to ask their MPs, MLAs and MLCs to disclose the bank details and transaction done in this period.

However, hidden behind the fact that the politics of minorities focus especially on the followers of the religious voters and, I guess that's the age hinge on the condition of minorities is still more or less intact. The latter part of the eighties and the first half of the nineties indirectly used religion as a part and parcel of political practice. The majority of society in the country widened the gap between minorities. Ramjanmabhoomi movement has polarized Indian society based on religious sentiment and as a result we have seen the Demolition. It not only divided the society but also created a rival situation between the two major religious communities of the Nation, fueling suspicion and distrust. Although the religious discrimination between the two communities affected a small portion but this has gradually increased its scope and now more people participate in it which has proven catastrophic from time to time. BJP's spectacular rise to power in the late nineties and the main reason behind the Ram Janma Bhoomi movement polarized Hindu voters. Due to the Babri Masjid demolition incident, Muslims were not comfortable and they began to explore options. The Samajwadi Party in Uttar Pradesh was the biggest beneficiary. However, an opposite trend was seen in the last general election. Track record and development of political parties and voters emerged as an issue in the election on the basis of religious issues. Regional or national political parties contesting the election jolted together to . JD is an example of Bihar Nitish Kumar's party, an ally of the BJP in the last parliamentary elections were excellent. He all of society, including Muslims, programs for regeneration of disadvantaged communities. Speaking on the subject matter of the song Vande Mataram Deoband shown by maturity, the sense of national pride and I appreciate the sentiment. The way Islamic scholars have responded to this issue, it is laudable and it is important that all to emulate. Initially singing Vande Mataram was told Khilahf Islamic principles, but by the Deoband clerics fatwa about this song Khilahf Muslims stated they will not prevent the national song. This change in attitude by spiritual guru Sri Sri Ravishankar to interact Deoband and came after a meeting with Muslim leaders. Sri Sri Ravi Shankar said in a press release that was issued by the clerics in their decision to change the Vande Mataram Hindu and Muslim communities is intended to bring together. Should be considered a positive step in the right direction to all parties and should inspire. The debates of the Constituent Assembly to closely study shows that the concept of secularism and the direction in which the issue should be taken about the consensus. After all, this is all based on the principle of equal respect. It also says respect to all religions. It gained widespread acceptance and make it part of the Constitution. The spirit of secularism adopted by all the Indians of the Constitution, which is based on the spirit of respect to all religions, must respect. National Anthem can not be used for any commercial purpose by which some one can earn profits, either directly or indirectly. The National Anthem can not be used for a dramatic purpose and it could not be used for any entertainment purpose. This is because when the Anthem is played, all are expected to show respect to it and it is also the duty of people present at that moment. The National Anthem or any part of it, cannot be published on any object or can not be showcased at any place where it may be seen in disrespectful manner. The playing and recitation of Anthem
has several ethical norms which must be followed, and with which our Identity, Unity and Constitutional Nationalism is attached. Every cinema hall in India has to play National Anthem and every person present there has to stand and show respect toward the Anthem. The doors of the hall must be closed before playing of the Anthem so that either no one can make entry or can exit and thus cause any disruption. After it has been played, the doors could be opened. When the Anthem is being played, there must be national flag being showcased on the screen.

International tourists and folk artistes start flocking the Brahma Sarovar at Kurukshetra
Chandigarh: Brahma Sarovar at Kurukshetra, the venue of International Gita Mahotsav-2016 to be held from December 6 and 10, 2016, has already come alive with tourists and folk artistes from across the globe arriving to participate in the grand event celebrating the creation of Shreemad Bhagavad Gita. The early arrivals include international boxer, Mr. Manoj Kumar, who went around the venue and got a tattoo symbolising the festival painted on his hand today. He described the tattoo as not only a warm invitation to participate in the celebrations, but also as a symbol of the cultural heritage of the State. Expressing joy over the opportunity to participate in the Mahotsav, other visitors also said that the colourful atmosphere lent an added charm and excitement to the festival. The venue is already chock-a-block with tourists, folk artistes, artists and other people from different walks of society.
Water capacity of Western Yamuna Canal to be increased to benefit Delhi and NCR
Chandigarh: With a view to provide water to the southern regions of the State, the Haryana Government has decided to remodel and increase the capacity of Bhalaut and Jhajjar sub branches of Western Yamuna Canal. While stating this here today, an official spokesman said that the proposed project was a part of the cherished vision of the CM Manohar Lal, for ensuring water security to the National Capital Region, and particularly to the national capital Delhi. He said that the project to increase the capacity of Bhalaut and Jhajjar sub branches would ensure utilisation of water of river Yamuna during monsoon by carrying it to southern Haryana for irrigation and recharging of ground water. For this purpose, it has been proposed to increase the capacity of Bhalaut Sub Branch from RD 0 to 156014 from 2,052 cusecs to 2,596 cusecs at head, which would be carried further through Jhajjar Sub Branch from RD 0 to 160986, he added. He said that the Chief Minister had accorded administrative approval for taking consultancy services from WAPCOS for the project. The scope of work to be carried out by WAPCOS includes design of L-Section, head regulator at Khubru head for Bhalaut Sub Branch and intervening structures, safe working head of different take-offs already functioning and design of pump house at tail of Jhajjar Sub Branch, he added.
Essential commodities to be distributed manually at fair price shops by Govt.
Haryana Government has decided to distribute manually essential commodities for Nov & Dec, 16 at fair price shops where point of sale (POS) devices have not been installed or are not functional due to any reason. While stating this, Minister of State for Food and Supplies (Independent Charge), Karan Dev Kamboj, said that a decision to this effect was taken during a meeting presided over by CM Manohar Lal. He said that under the Public Distribution System, the State Government was distributing ration after biometric authentication of the beneficiaries through FPS automation. However, reports had been received from various places that distribution of commodities was being delayed due to technical issues with the point of sale devices and servers and other related issues.

According to a recent order passed by the Supreme Court all cinema halls across the country are supposed to play the national anthem before the screening of a movie. People who have come to watch the movie should stand up when the national anthem is being played as a mark of respect. The Bench of Justices comprising Dipak Misra and Amitava Roy said that it is time people expressed their “love for the motherland”. Although this order passed by Supreme Court may be fair in all respects but it has given enough fuel to the people to raise several questions and debate over this. Some people are of the opinion that there is no harm in standing up before a film for a minute or two and express our solidarity and love towards the nation. After all it’s our national anthem and we shouldn’t be offended or raise any questions about it. On the other hand some sections of the society are also ridiculing this deciThere are no two ways about it that the Indian markets have seen a sea change post 8th November. This change has brought along with itself a mix of positive as well as negative reviews. If we talk about the negative affects then the traders who have been following the traditional method of cash transactions mainly are affected in negative terms. But one thing is clear that after all being said and done, the Supreme Court has indeed left many questions unanswered and a lot of scope for an open ended debate.

The biggest hurdle in digital transactions is the ignorance and illiteracy of our country’s people. On one hand, where in remote areas the purpose of educating a child has been reduced merely to getting a mid-day meal and a couple of other facilities, on the other hand, even in the capital city the standards of education and distances are not in a very favourable state. 74% school

An effort towards encouraging and making people aware about digital payments is underway on a war-footing basis. Where on one hand the government is planning to award district officers, panchayats and talukas on promoting digital payments on the other hand the government is also arranging for money from the MP funds. For this the digital payment should be made through one method out of five. These five methods are – United Payment Interface, USSD (*99#Banking). Payment through Aadhar, ewallets and debit / credit / prepaid cards. So come, let us contribute in making our economy cashless.

SC allows women to enter Haji Ali Dargah
After getting permission from Supreme Court, women enter the Haji ali dargah for the first time in recent years. Earlier it was allowed to let women in the premises of Haji Ali but later the Dargah Management decided to stop their entry in Majar area. The case reached the court of law and firstly Bombay High court and then Supreme Court allowed the entry of women.

6th December is a day which is a very sad day in the History of India; it was the day when B.R. Ambedkar had died. But what didn’t die with him was his idea, his idea that everyone must be equal and prosperous. He had been a very significant leader, even today his thoughts are alive and their utility could still be traced in modern times. On this auspicious day I remember him as a leader who made the Constitution of India and made it possible for the people to have their inalienable rights in modern independent India. I look back at history and find two instances which are worth mentioning for the readers of present times. We would find a glimpse of Ambedkar’s thinking and his ideology regarding social reformation and the second instance where the parliamentary democracy looked prosperous back then but at the same time its danger could also be seen by the leaders. The second instance showcases the dream of Ambedkar, Parliamentary Democracy and ‘Samvaad’ in parliament, getting lifeline through leaders such as Jay Prakash. A whole lot of debates, deliberations, opinions, suggestions, critiques were being put forth and were being discussed and there were so many things happening at the time when India, as a country, was still in its premature years of Independence, the task in the era of 1950s and 60s was to make sure that this newly ‘Civilization turned Nation’ remains concrete.48 series of entangled and dynamic happenings have affected India’s Politics post enactment of the constitution, the country has come a long way since the sati system and other social prejudices and has off lately seen the emergence of new sort of politics, the rise of BSP in Uttar Pradesh. A woman was seen coming to the power and that was the zenith
of Ambedkar’s dream, the materialization of Dalit politics has unveiled that the oppressed are rising and proving to be a challenge to Hinduization of Poltitics. This victory, back in 2006, had carried with it, the discourse of equity and retributive justice as an agenda of political parties, to a new heights49, quite evidently the wind of change was seen in Uttar Pradesh. But how did we come to such a Juncture? The inquiry would need a thorough investigation of the kind of social structure we all evolved from. We will now look at both the instances. In 1887, ‘MahadevGovind Ranade’50, a social reformer, launched a party named ‘The (Indian National) Social Conference’51 in 1887 and it was to grease the wheels for Indian National Congress which was formed in 1885. It was manifested that while Congress’ aim would be to bring in Political Reforms, the ‘Social Conference’ would focus on social reforms and thus would assist the INC in its purposes52. The initial years of this collaboration did work, and many a reforms were sought to be taken up, but this soundness of walking together didn’t last long and they soon parted their ways on the issue of ‘Social Reform VsPolitical Reform’53. Many a personage as of B.G. Tilak were resolutely opposed to social reforms54 as he thought that these changes are ‘either British sponsored or are oriented by the liberals’55. And there began huge amount of discussion regarding ‘whether or not social reform should precede political Reform’56 and many a allegations were made from Ranade’s side that The Hindu who were well educated do not want any reform to happen and they are just thirsty for political power, he argued that there could be no Political Reforms until and unless there are social reforms happening, Even Ambedkar was of the same view, he started his speech in ‘AOC’ with this happening of late 19th century. In my opinion there wouldn’t have been any Politics had there been no society needing it, while it is true that Politics does bring in the change, it is also true that social reforms are necessary in order to attract the reforms that are political in nature so when Our very own Prime Minister talks about the reforms, which he says, would come with the involvement of people57, one thing should be kept in mind that, the things governments have understood today and are able to talk/debate upon them, weren’t given due importance back in around 1900 and that was the time when social reformers could actually look beyond time. The reforms in turn always benefit the people only. And this isn’t very hard thing to perceive, it is straightforward, i.e. social reforms improve the overall living condition of the people and this enrichment does the trick for the people only. The Ongoing ‘Abhiyans’ are perfect example to extend the claim which I have made. Even the Governments have started opining about the need of social reforms and have been indulging into various interpretation of insufficiency of welfare programs, which sometimes lead to different consequences58 but the governments with mutual
discussion and negation between the Centrestate could be fruitful and in the process full attention drawn towards the lower class people is to be drawn, the ‘debate-talk-discuss’ aspects of Democracy59 here comes into the picture The second event is an example where again the same dilemma appeared in around the time of Independence but this time the notables were different and ultimately the cause of Social Reforms did get notice. When Jai Prakash Narayan60, a congress men and a close ally of Nehru61 formed a party named Congress Socialist Party, in accordance with the encouragement given by Nehru, it was for a cause to bring in as many reforms as possible. Just before the Independence and after the independence J.P along with Lohia, Kriplani turned into a pure socialist ideologists, and wanted a core socialist society, there began a silent cold war between JP as Nehru had something different in his mind, he had a different opinion regarding socialism, he understood Socialism as a process, which needs a continuance of efforts, and not just an event62. And believed that it would take a long years of efforts; he didn’t negate the possibility of such a society. He even invited J.P to craft a socialist agenda I 1952, in reply to which he suggested several reforms such as nationalization of banks, land reforms and abolishment of, however these suggestions were not implemented but in surprising turn of events Nehru’s daughter implement many of his suggestions when she came into power63. The importance of social reforms cannot ever fall short as without it society cannot run. Even the governments are nowadays trying to come more close to the public64 so that they can realize what needs to be improved in terms of their efforts, and social reform is one such thing which requires a proper understanding so that be it any reform the government can implement its policies efficiently. The emergence of socialist lobby had paved way for the governments to implement policies that are advantageous for the lower class people but the same end has been achieved everywhere, the policies aren’t working for the deserving class, policies should not be vote driven but they need to be for the welfare of all. In Uttar Pradesh assembly elections, Samajwadi Party announced the distribution of laptops to all the 12th passed students, if they come into the power65, they came into power and as they lost the parliamentary election they withdrew the scheme saying that the people didn’t vote for them in LS Polls so is better that we stop the distribution. Such sort of politics has continued to demolish the hopes that the voters have and in my opinion when people have no other alternative than voting for a change, then the responsibilities of the political parties further increase. Today there is an immediate need to strengthen the structural part of the Democracy to fulfill Ambedkar’s dream, while equality is sought to be ensure, it must be ensured in actuality. While being in so much diverse

society, it may never be possible to reach to a common principle of justice; there could be instance when justice for one would injustice to others but logic that should work behind it must be logical. As I conclude I would end by saying what JP said to Jawarhar-lal Nehru, while the context in which it was said was different, yet it rightly fits into the present scenario in many senses, and this stands true for all the Political leaders and parties…
“The verdict is inescapable that the present political system has proved a failure. Therefore, the need after the elections is for the leaders of the country to get together in order to find out if there is a better alternative. I think there is and, in the larger interest of the country, we must seek it out. It is here that your leadership is most needed, because without you this cannot be done.”

Scientific advances still not enough to eradicate AIDS
You can do your bit to halt the infections by creating awareness
World AIDS Day is held on 1 December each year and is an opportunity for people worldwide to unite in the fight against HIV, show their support for people living with HIV and to commemorate people who have died. World AIDS Day was the first ever global health day and the first one was held in 1988. Ccampaigns through social organizations and social media channels are all about raising awareness and knowledge of HIV. If people have a better understanding of HIV, how it does (and does not) get transmitted, and how to live healthily with it, then we can reduce the stigma that surrounds it, reduce new HIV infections, and improve the lives of those living with HIV. A recent U.N. Program on HIV/AIDS (UNAIDS) report released ahead of World AIDS Day has announced that though almost 18 million people living across the world have access to medical help and antiretroviral drugs, but young and adolescent girls are at increased risk of the disease, according to their Worldwide HIV/AIDS Statistics. Simultaneously, the report has also released encouraging statistics indicating that for the last six months which is from January 2016 to June 2016 about 1 million more people have had access to HIV treatment. According to the data recorded until June 2016, about 18.2 million people including 910,000 children were on life-saving medica-
tion. Earlier their reports had said that only 15 million people had access to antiretroviral medication until two years ago. The scenario has not only improved significantly but new HIV infection in children has also fallen drastically. Efforts to eradicate AIDS are on but the danger posed for our future generation is far from over. There are some simple ways you can support campaigns at your level, simply by engaging with citizens of all age groups, students and community, to increase knowledge, ensure everyone has the knowledge they need to make informed choices. Scientific advances have enabled people with access to treatment to live long and healthy lives with HIV. At the same time, advocacy and campaigning have raised awareness and understanding of what’s possible, and of the inequalities and related crimes around the world. These inequalities continue to make it a difficult challenge to access the information to prevent HIV, and to provide support and treatment for those living with HIV, in many parts of the world till today, although the world thinks that the reach has touched corners but people are still awaiting justice with issues related to AIDS. Strong global response to beat HIV is prevalent but in remote places HIV is still wears the ugly veil of stigma and discrimination, and a cure for HIV

India had a draft floated earlier this year on the HIV and AIDS (Prevention and Control) Bill, only last week NACO announced that the Union Cabinet in New Delhi approved it only for passing it for the Winter parliamentary discussions during sessions. It is still at a stage just away from becoming a law. If passed, it will be the way forward for caretakers and infected persons, as no one will be forced to reveal their HIV status without their legal consent. People living with HIV will be protected for sure. Of course its enforcement will see it enacted to the fullest by all the communities, organisations, NGOs and health care takers and most of all, the infected. Research also reveals that the new HIV infections are down in India, with the world’s secondmost populous country accounting for an estimated 89,000 of the world’s 2.1 million people newly-infected with the virus that causes AIDS in 2015. India has shown a decline in new infections said a new UNAIDS report released but how far away is complete eradication is a far cry. Globally, there are roughly 36.7 million people worldwide who are living with HIV, which led to 1.1 million AIDS-related deaths in 2015, said a new UNAIDS released on Monday ahead of World AIDS Day on December 1. NACO facilitates Community Health Centres and Primary Health Centres which are integrated in the programme and facilitate prevention through promotion of condoms, counselling and testing for HIV (ICT Centres), prevention of parent to child transmission (PPTCT), treatment and cure for sexually transmitted diseases and management of opportunistic infections. ospitals providing HIV services are linked to NGOs/CBOs which play a significant role in providing peer support services and home-based care for people living with HIV/AIDS. CBOs also facilitate follow-up with children born to HIV positive women, support at the community level and outreach to services at the district level. Despite recent improved access to antiretroviral treatment in many regions of the world, the AIDS epidemic claims an estimated 2 million lives each year, of which about 270,000 are children.HIV diagnosis rates continue at unacceptably high levels says NAT (National AIDS Trust). Only last month, Public Health England had released new data on diagnoses of HIV in 2015. The data shows that rates of HIV diagnosis remain stubborn at over 6,000 per year and that testing efforts need to increase. In the United States, about 44,000 people get infected with HIV every year, . So, the only way to know if you have HIV is to get tested. It’s important that everyone in the age groups 15 to 65 gets tested for HIV at least once. Some people may need to get tested more often. National AIDS Control Organisation (NACO) envisions an India where every person living with HIV has access to quality care and is treated with dignity. Effective prevention, care and support for HIV/AIDS is possible in an environment where

human rights are respected and where those infected or affected by HIV/AIDS live a life without stigma and discrimination. For this NACO has taken up measures to ensure that people living with HIV have equal access to quality health services. By fostering close collaboration with NGOs, women’s self-help groups, faith-based organisations, positive people’s networks and communities, NACO hopes to improve access and accountability of the services. NACO hopes that the Digital Resource Centre will be a one-stop point where all resource materials on HIV/AIDS can be made available in digital format for access by audiences from India and across the world. For NACO, the Digital Resource Centre will be a repository of all materials developed by NACO, SACS, donor partners, international agencies, UN Agencies, Indian NGOs, research and academic institutions. If you are still wondering if there is a cure for AIDS despite of so much advancement in science? The answer is No. But with good and continued adherence to ART, the progression of HIV in the body can be slowed to a near halt. Increasingly, people living with HIV can remain well and productive for extended periods of time, even in lowincome countries. WHO now recommends treatment for all people living with HIV. Climate Change has always affected health. Changes in infectious disease transmission patterns are a likely major consequence of climate change. According to ‘WHO’, we need to learn more about the underlying complex causal relationships, and apply this information to the prediction of future impacts. There is so much help towards HIV infected people, however some of this progress may be lost as the planet changes with extreme weather events and higher average temperatures cutting food security, creating refugee crises as people flee stricken regions and spread the disease. Desertification, Migration, poverty and food scarcity may spread the disease.
