Tulsidasji Pranam, this is all Ruby Rai, the erstwhile Arts topper in Bihar Board Intermediate 2016 examination, could write when asked to throw some light on the life of Tulsidas while appearing before the board which was setup to reassess her after she came into light for her inability to answer general questions related to the subjects she topped in. Soon after the interview got over she made statement that she just wanted to pass the examination; her father actually made her top the examination. The label of topper proved out to be a nightmare for her but is she the only person to be blamed for this incident? I don’t believe that only she and her parents were the ones helping her to achieve something which she clearly doesn’t deserve.

The term ‘Education’ is a process meant to teach and produce productive minds but the cases like these are lessons to us that we are failing in our task to overhaul the shortcomings of the whole Education system in our country. On one hand we have institutions like Delhi University, where 100% marks in class 12th as criteria to get admission does not surprise people anymore and on the other hand we have Ruby rai who appears out to be the most undeserving student to have topped any board examination. The gap seems too big to fill, yet too near to be chased down; in other words if such underserving candidates would have got admission in such premier institutions then there would have been grave injustice to the candidates who wouldn’t have made to such institutions because of such candidates.

Agency (SAI): In the famous ‘Mann Ki Baat’ programme, our PM Modi has cautioned the keeper of Black Money that if these people do not disclose Black Money by 30 September then Government will take strict actions against such people. PM also said that those who will willingly declare black money, Government wont initiate any action against them. After this announcement, the discussion has again started as to what is Black Money. Let us understand few points about Black Money.

What is Black Money?

Black Money is earning which is earned by not letting the Government know about and since Government doesn't know about it, it cannot be taxed. It is undisclosed income of any person.

Where is Black Money hidden?

Mostly such money is kept in tax heaven nations. The laws and rules in such countries are such that anyone or any company can keep their money safely by giving some extra money and these countries do not provide any information of such money.

Some Important tax heaven Countries.

Many Countries in Europe are Tax Heaven. Primarily Switzerland Mauritius, Luxembourg, Hong Kong and Singapore Germany and Japan. There are many more countries where there are no law related to black and so people easily put their money in such countries through some companies or investment.

Black Money forms a parallel economy

Black Money is very bad for any economy and in countries where its formation increase then there appears a parallel economy. Apart from this, the use of Black Money is done for doing illegal activities.

Measures taken

To save itself from the problems of Black Money, the Government has taken steps to make old laws even more stronger. The scope of Anti Money Laundering Law has increased and Tax Rules have been made flexible. At the International level India has signed agreements with various Countries regarding Black Money.

Also, it would have been injustice to Ruby Rai herself, now she has a chance to mend the mistakes, if the label of topper would have been intact with her, she could not have got the chance to make things better. But the question is, will the Society,

Government and the Authorities let her rewrite her future or will she remain the victim of blame game? Serious interrogation is necessary as we have to fill the gaps and not stretch it further.

Just one day before the CM’s visit, the residents of Kulpahad tahseel were asked about the schemes of the Governeemnt and they had replied saying that whatever benefits are advertised by the Governement doesn’t always reach to them. Recently tehre have been a lot of cases of death pof cows and other important animals due to drought situation. The Governement had promised to provide huge quantity of fodder but there has been no ground work related to it. The Governement does not even have the list of beneficiaries of fodder scheme.

The case of Atmospheric Condition

If we want to save animals from hunger death, we have to establish animal camps in the same as has been done in the past. But this time around this is not happening in Bundelkhand, if only we could adhere to strong measure, we can save lives of many animals. The

irony is that a lot of politics is going on around Cows but no one comes to save cows and other animals in the Bundelkhand region. Neither the Government nor any non governmental organisation has come forward to provide helping hand. Bundelkhand region which comprises of 13 districts of UP and MP is spread across 70,000 square km, has been facing adverse atmospheric condition for about 16 months but now its situation has worsened further. Last year crops were destroyed due to this adverse effect and then came a long period of drought which doesn't seem to end any soon and which destroyed Kharif and Rabi crops completely. The continuous crop destroyment has led to a very bad situation for the farmers. Very few get the food at lower rates under the Food Security Act and even if they get it lasts for a week only. People have to take recourse to daily wages Jobs but the wages too are not sufficient enough to fetch them food. Half o the population doesn't even get to eat Chapatis. Not only that, the scarcity of earnings has led to the situation whereby people cannot get proper health checkups and other medical treatment. This drought situation

has also caused the scarcity of clean water and under the stress of increasing loans, in recent days death rate has also increased in comparison to normal times. If only provisions of MNREGA and Food Security Act had been implemented effectively and executed in proper terms the crisis could have been mitigated to a large extent. In these context, whatever blunders have been committed should be though upon and the authorities should see to it that the same are not repeated anytime in future. Also, the scope of MNREGA should be broadened and corrective measures must be taken like starting Drought Relief programmes which are flexible enough to cater to the needs of Drought affected zones.

Social Needs and Implementation

This time around if rain comes in time then farmers must be supplied with seeds and other necessities. In addition to this the damage of crops must be indemnified and relief must be given in repayment of loans. The relief programmes must be designed in such manner that they last longer and must benefit even those people who have yet been out of reach.

Senior citizen would be able to give up the subsidy

SAI: To reduce the burden of subsidy Indian Railways has started a new scheme. Railway will now provide an option for Senior Citizens to give up the rebate they get while booking seats in Indian Railways. Also, railway has started to print actual rates on the tickets so that people may know how much subsidy does railway give. Sources from Rail department have told that there 55 categories under which the passengers get subsidy. Railway had burden of 1,600 crores last year due to the rebate given to Senior Citizens, Sports awardees and under other categories. According to one officer in Railway Ministry, 1,100 crore worth of subsidy were given to the Senior Citizen category of passengers alone. Railway gives subsidy of 50% to the women of more than 58 of age and 40% to the male citizen of more than 60 years of age. Up till now at the time of booking the rebate was automatically given but form now onward they will get the option to pay the full ticket amount. This is for the people who are willing to pay the whole amount. It is to be noted that Railway bears loses of 34,000 crores in passenger carriage but is set off from the revenue earned from freight and other carriages.

The Supreme Court of the Federation while hearing a petition filed by Noida residents welfare association directed. Haryana would be made kerosene-free

TAC Chandigarh: Eight districts of Haryana would be made kerosene-free by November, 2016. This was stated by Haryana Chief Minister, Mr. Manohar Lal, who had called on Union Minister of State (Independent Charge) for Petroleum and Natural Gas, Mr. Dharmendra Pradhan, at New Delhi. During the meeting, discussion was held regarding establishment of petro-industrial park at Panipat for which the Union Minister assured all help. The Indian Oil Corporation will maintain the Panipat War Memorial at Kala Amb. The Chief Minister informed that about 6.5 lakh families in Haryana do not have gas connections and use kerosene. He urged that the Central Government provide gas connections to such families with the assistance of the Union Petroleum and Natural Gas Ministry. Expressing his agreement, the Union Minister assured that Haryana would soon be made a kerosene-free state and said that all help would be provided by the Central Government. He said that in the initial phase, districts Yamunanagar, Karnal, Panipat, Jhajjar and Gurgaon would be made kerosene-free. He also appreciated the efforts of the Haryana Government, saying that it was the first State to have taken the initiative for becoming kerosene-free.

A new industrial township would be developed in Sohna and Manesar

TAC Chandigarh: A new industrial township would be developed at a cost of $5 billion over 1,500 acres in Sohna and Manesar, district Gurgaon. A Memorandum of Understanding (MoU) to this effect was signed between Haryana Government and China Fortune Land Development (CFLD) Company in the presence of Chief Minister, Mr. Manohar Lal. The agreement was signed by Managing Director, Haryana Industrial and Infrastructure Development Corporation (HSIIDC), Sudhir Rajpal, and President, China Fortune Land Development Company, Jerry Zhao. Speaking on the occasion, the Chief Minister said that under the agreement, HSIIDC and CFLD Company would execute the project as a Joint Venture. The Chinese firm would develop infrastructural facilities, industrial units and residential and commercial projects in the township. Industrial units related to automobiles and electronics would be established in this township. These projects would be completed within the next 10 years and would generate employment opportunities for lakhs of youth, besides making available state-of-the-art health and education facilities, he added. Describing Haryana as a State with a growing economy, Jerry Zhao said that the company had identified required land in Sohna and Manesar. He said that all formalities would soon be completed and work on the projects would begin by the end of the year.

Haryana Transport Minister, Krishan Lal Panwar, conducted a raid at Jhajjar and got impounded a private bus which had been given the appearance of a State Roadways bus. The bus bearing registration number HR 63A 4343 was plying between Jhajjar and Badli. The privately-owned vehicle had been given the appearance of a State Roadways bus and also had the words ‘Haryana Shakti’ painted on it. Private bus operators were plying buses that had been painted to look like those of State Roadways, said Transport Minister.

There are foods which are magical and healthy but if taken with wrong combination they can be dangerous, Says Dietitian Sheela Seharawat from Diet Clinic.

What we eat and what we have as our digestive juices are actually chemicals and chemical combinations so we have to be careful what are our intakes and its quantities. If we talk about America, nearly one third of the population has this digestion problem. One should understand that digestive system is very important for healthy living. The right quantity and the right combination are the key. In fact, we are living in a world full of chemicals which includes our body and any physical things we see so it very likely that wrong match of chemicals can adversely affect our health and digestion. It also depends on age, sex and individual susceptibility. If a person is allergic to dust, fails to withstand being around dust that means his or her body fail to adjust. This is also a kind of chemical imbalance. Our body is designed to fight with all kind of problems but there is a limit. Once that limit is crossed, the person becomes patient. Every day patients walk into her clinic. For most of them the main problem is the imbalance which Dr. Sheela Seharawat controls by controlling their diet. The best way to keep your body healthy and live longer is to look at the intake and allow your body to fully utilize its organ in a proper way; says Dietitian Sheela. 31 years old Sheweta Pahwa, Nursery school teacher at Sona Road, Gurgaon Says: I joined after seeing the results on my mother in law who at the age of 60 joined diet clinic at Panchkula, Chandigarh and lost 13 kg. After my baby, I needed to lose some weight as I was around 88 kg. I lost nearly 11 kg. But as I became busy, I gained again more weight and ended

up weighing 96 kg. Now, two years after joining the diet clinic, I have 76 kg. Earlier I had pain in my ankle and knees and my uric acid was high but now it is all under control. The Chabahar deal: Bahar for whom?

Sparsh Upadhyay A student of Law at ILNU Ahmedabad and Student-Editor of 'Nirma University Law Journal" The poetry very aptly applies to the stand that India has taken while signing the Chabahar Deal; it is widely contended that the proposal to build an Iranian port isn’t just a milestone in the history of Indian-Iranian relationship but it is also a solid answer to the world that India could and does have the capacity to go solo in terms of building its relationship with the Middle East.But isn’t it too early to derive conclusions?

History and Importance of the deal

Before we get over excited with the signing of this deal, we must hear what the history of this deal narrates. The deal was first considered in 2003 but soon became impracticable to be executed since the US had put the sanctions on Iran; however the lack of a strong will on India’s part is also to be blamed for the delaying of the deal. Now, after the sanctions have been lifted up,for Iran it is good, if not great, offering from India and for India the development of the port is strategically very crucial for both the countries and three observations could very well be derived from this engagement. Firstly, the partnership would revive the India’s Middle East policy which was conceived first after the Islamic Revolution of 1979, since no one can deny the importance of Iran amongst Middle Eastern country both the countries had to end up building stronger relationship. Secondly, this deal could not have been possible if there was no resistance from Pakistan to help India transport good to Afghanistan through its territory, the development of this port would allow India to not only build its strong withhold in Iran and indirectly in Central Asia but it will also paint the picture of an India which understands the key players that must be actively engaged in its own development. Thirdly, the tacit influence of USA upon the deal cannot be ruled out, soon after the US lifted sanctions from Iran, India was amongst the first countries which started to negotiate with Iran on several pending deals, Chabahar being one of them. This partnership could very well be seen in contrast with the China-Pakistan deal to build Gwadar port in Pakistan and to fill in the vacuum thus created & to maintain the balance of power, USA is bound to be a supportive of this deal.

The further implications

Since India receives close to 60% of its crude oil from the middle east, and Saudi Arabia being the biggest supplier of the same for India. Still, the close ties of Saudi Arabia with Pakistan is a matter of worry for India and to be on a safer side India seeks closer ties with Iran and that could be done craftily if India takes up the task of Infrastructural development in Iran. In turn, after the lifting up of the sanctions, Iran is more than desperate to have coordination with developing and developed economies and India appears to be a good option for it. At the same time, Iran would want to appear Diplomatic in each and every front and it doesn’t want to lose out on anything being with India and so soon after the deal was inked, Iran clarified that it is open for Pakistan to come and work upon the port. Apart from seeking assistance, it also hoped that the alleged problematic port, Gwadar, compliments the Chabahar Port rather than being its competitor in any way, this signifies that Iran doesn’t approve of the speculation that Chabahar is to be seen in contrast with Gwadar. Iran couldn’t be blamed of picking up the diplomatic route, as it is bound to act cautiously for a nation which has been long denied the exposure to the world. It is quite necessary to understand that there arises no situation where a single winner could be declared as both the involved nations in this deal have taken up some or the other chances, however Afghanistan may turn out to be the ultimate gainer but the conclusion must be drawn cautiously as when, how and towards whom the balance of power would shift couldn’t be predicted. As of now, it is only plausible to watch out for the consequences that the deal brings in.

Thanks to the efforts of Prime Minister Modi, 21st June has been declared International Yoga Day by the United Nations General Assembly. Yoga has become popular worldwide, because of its relevance to modern needs, in terms of delaying degenerative processes and reducing stress. Yoga has been very much a part of my life and profession, because Ayurveda and Yoga are so closely connected. In fact, today both have gained relevance today as a means of attaining good health, freedom from stress and a well-balanced personality. I have a demanding career, with hectic schedules. I have found Yoga to be an excellent way of relieving stress. The best thing about Yoga is that it does not need any equipment and can be done anywhere. I have been practicing Yoga every morning for a long time. I continue with it even when I am traveling abroad. One of the aspects which appeals to me is that it involves breath control and specifies the inhalation and exhalation of breath during the exercise. Thus, without any strain on the body, one can achieve an aerobic effect. I have found Yoga to be ideal for reducing stress, relieving fatigue, calming the mind and bringing about total relaxation. The word “Yoga” actually means “union” and signifies the union of body and mind. Therefore, it recog-

This will actually help to open both nostrils. Do not hold your breath while doing this. You will feel the difference immediately, finding that you are awake and more alert. Later, Censor board’s name changed to CBFC, Central Board for Film Certification. Now its work is to provide certificates instead of censorship, which goes with Indian scenario and doesn’t glorify any bad, unethical, Unmoral, unsocial etc. habits or practices. Now here the difference of perception and opinion matters. For an example: If a movie talks about the illegal or under the curtains practices of foeticides, getting too deep to the core of the subject and shows it dramatically without glorifying & justifying foeticides; some people will think it’s showing bad practises and some will say it represented the ongoing sensitive issue. Here the perception of people matters with the understanding. Film Makers make films on the ground of constitutional Right- Freedom of Speech and they except CBFC to provide them certificate instead of suggesting cuts as they have four categories and let audience to decide its acceptance. Moreover film makers sometimes get dishearten when CBFC’s working seems not to be fair & equal to all. They pass a sex comedy film, giving them ‘A’ certification without any cuts and holds other films which have concrete social issue. No doubt, freedom comes with responsibility but audience is enough mature to understand what to get from a film and what not?

Since last two years, a record number of films have been gone to FCAT (Film Certification Appellate Tribunal) which is again a statutory body under I&B Ministry. It hears the appeals from film makers who aren’t satisfied by the sensor board’s verdict on their films. Audience is changing so as the society and their mindsets. They are now comfort to accept what can not been accepted before a decade. It’s time to rethink for CBFC too! Guess now, what will happen if some producer makes a film like M.S. Sathyu’s Garam Hava (Scorching Winds)?

Yoga can be included in any exercise programme, but it is best learnt under supervision and guidance.
