Why bribes usually don't buy votes for politicians

What prompts a voter in India to cast her ballot in favour of a candidate? Typically, her choice would be influenced by the candidate's identity, ideology, caste, performance or ethnicity. Cash bribes to voters are also widely thought to influence the voting choices of the poorest and most vulnerable voters. Days before the recent polls in the southern state of Karnataka, authorities uncovered cash and "other inducements" worth more than $20m (£14.85m) in what was described as a "recordbreaking" haul. One report claimed that workers had been transferring money to bank accounts of voters who had promised to vote for their candidate, and even pledged to pay more later if their candidate won. Trying to buy votes with cash and other gifts in the run up to elections is rampant in India. One main reason is that politics has become fiercely competitive. There were 464 parties in the fray in 2014, up from 55 in the first election in 1952. The average margin of victory was 9.7% in 2009, the thinnest since the first election. At 15%, the average margin of victory was fatter in the landslide 2014 polls, but even this was vastly lower than, say, the average margin of victory in the 2012 US Congressional elections (32%) and the 2010 general election

"Paying voters is not entirely useless or inefficient though," Dr Chauchard told me. "You could lose votes if you didn't. It helps you to level the playing field. You may lose more if you didn't give a gift. Only in very tight elections, could it tilt the balance." Sanjay Kumar, a leading Delhibased political scientist, says there is a overwhelming belief among parties that they can buy votes of poor people. "That's why most parties bribe voters. All parties continue to spend on voters in the hope that the undecided voter or the fringe voter will keel over. But there is no evidence that this happens or helps at all." Bribing voters could have a cultural explanation. Social scientists say that poor voters in South Asia appreciate wealthy or generous candidates. In a highly unequal society, cash bribes and gifts create a sense

of reciprocity. India has a long history of patronage politics. Anastasia Piliavsky, a social anthropologist at University of Cambridge, studied voters in rural Rajasthan and found they expect feasts or handouts from candidates. In rural India, she argues, electoral politics is often articulated in the traditional idiom of patronage. The "donor-servant relation was the basic formula through which people exchanged things, exercised power and related socially". So, far away from the prying eyes of election authorities, candidates throw 'fake' wedding and birthday parties where unknown guests - or eligible voters - turn up for food and other "return gifts" like cash. In the end, according to anthropologist Mukulika Banerjee of London School of Economics, vulnerable voters take "money from all the parties who offered it and after doing so cast their vote not to the highest bidder but by taking into consideration what they enigmatically term "other considerations". "Sadly this is just the way it is now in politics," a BJP leader told Dr Chauchard. "You have to spend. There is no other way around this, at least right now. Another politician had a more droll understanding of the compulsions. "Cash in elections is like pumping gas in a motorbike," he said. "If you don't put gas in the bike, you never get to your destination. But you do not get there faster if you put (in) more gas."

TAC NEWS: In the Karnataka Assembly, Chief Minister HD Kumaraswamy has won the trust vote on the floor of Karnataka Vidhansabha. During the floor test, 117 newly elected MLAs voted in favor of Kumaraswamy. In this way, the Congress-JDS alliance has proved a majority in the assembly and Kumaraswamy will now be the Chief Minister of Karnataka. It was seen as a big victory for the Congress-JDS alliance before the floor test.Senior BJP leader and 48 hours former Chief Minister BS Yeddyurappa said, 'We

withdrew the name of our candidate because we want that the election is unanimous while maintaining the dignity of the speaker post.” Just a day ago, the BJP senior leader S. Suresh Kumar made his candidature for the post of Speaker of the Karnataka Legislative Assembly. It was also said that BJP had taken this step due to the idea of floor test before the desired vote of confidence by the Chief Minister HD Kumar Swamy led Karanataka Government.By put forwarding a candidature from BJP speculating the speaker’s election before the floor test also has been ended after BJP withdrew it’s candidature by which the path to make congress speaker in the house became loud and clear. BJP leader BS Yeddyurappa had said that if CM Kumaraswamywill not waive the farmers' debt, then he would announce the closure of the state. It has become quite clear and obvious that the BJP will not be silent against the Congress-JDS coalition government.

TAC NEWS: The Kerala government has issued an order to bar visitors to the Nipah virus affected areas. After this, the number of people visit to Kerala every year from Indore has been decreased drastically in the last few days.The people who have already made the booking are also collecting information from the concerned state agencies considering the situation. On the other hand, the health department has also ordered the health check-up of any of the people traveling in the affected area as ill. After many deaths in particular four districts of Kerala, Kozhikode, Mallapuram, Wayanad and Kannar, the District authorities there issued orders not to trespass these four districts. The government has advised caution by issuing alert in the state. The passengers coming from Indore to Kochuveli Express are being examined at the Goa Railway Station. Even in the city of Indore, the Health Department has ordered to maintain distance from the people traveling to Nipah affected area.The person coming from there is advised to immediately show

the doctor whenever any one feels ill. In the past one week, only around 40 bookings have been done through travel agencies across the city. The spokesperson of ‘Kerala Samajam’, Alex said that 25 thousand people of Kerala are currently residing in the whole city. These includes even private Hospital’s Nursing staffs who come from Kerala. This number is approximately 40 thousand in the division. 60% of these people also have gone to their homes during the summer holidays. And these people hail from various district of the state of Kerala. But not any one has gone to four affected districts of Kerala. He told that everyone will return in the first and second week of June. Even not any one was informed ill among who has gone from here. All are safe. CMHO Dr. HN Nayak has ordered to make the distance from the people coming from the affected areas of Kerala and immediately to have medical treatment if any one informed ill. He has ordered the city's government and private doctors, clinic operators, nursing home operators to take treatment and prompt information keeping the symptoms of Nipah virus in mind. Signs of illness include fever, breathing, absent sensorium, traveling in the affected area in 21 days, and after examination of cerebral fever or other infection.

Large cut in Odisha mining, post court ruling to pay hefty penalty of Rs 17,576 crore: ASSOCHAM New Delhi: Iron ore mining has witnessed a sizeable decline in Odisha , following the Supreme Court’s direction to the miners for payment of compensation of Rs 17,576 crore for exceeding output beyond the quantum fixed under the environmental clearances , the ASSOCHAM has said, seeking Centre’s immediate intervention to resolve the issue in consultation with the state government , and cautioning that thousands of jobs are at stake. “The ASSOCHAM would like to request for your kind intervention to take up the matter with State Government of Odisha and impress upon them to take correct legal position on the concern of miners in Odisha,” the chamber said in its letter to the Union Mines Ministry. In February 2014 a writ petition

was filed in the Supreme Court, alleging illegal mining activities in Odisha. The apex court had directed in May, 2014 the Odisha Government to suspend operations of 102 mining lessees with a liberty given to the lessees to apply for resumption of mining operations by providing all the statutory clearances. In its August 2, 2017 judgement, the Supreme Court has directed the defaulting Iron Ore Mining lease holders to deposit the compensation for production of minerals in excess of environmental clearance . This compensation adds to Rs. 17,575.99 crore, beyond the paying capacity of the miners. “Post the judgment of August 2, 2017, there has been a visible decline in the production of iron ore as the mining operations of a lot of

lessees who were unable to pay the compensation by 31st December, 2017 were suspended. The mining lessees have been struggling hard to pay the compensation amount and the closing down of mining operations have further increased the troubles of the mining lease holders,” the ASSOCHAM letter to the Mines ministry stated. It said, while most of the operating mines have deposited the compensation, the mine owners whose mines were closed back in 2014, four years ago, have been struggling to arrange the required way to pay the compensation. The banks are not willing to lend the credit making the situation for these lease holders even worse. Due to closure of mining operations, there has been a sharp decline in the production of mineral,thus,

escalating the prices of iron ore. Since August, 2017, prices of fines (+) 62.5% Fe went up from Rs.1127/tonne to Rs.2050/tonne and those of Lump from Rs.2348/tonne to Rs.3915/tonne. This exorbitant hike in prices has severely the Industries making them globally uncompetitive. The chamber said the mining industry provides over direct employment to 60,000 persons and indirect employment to over one lakh persons in ancillary activities like transportation, human resourcing, marketing & various other downstream activities in the State. The industry has also developed the surrounding areas, built schools, colleges, hospitals etc. for the local populace. “It is this very mining industry that provided lucrative opportuni-

ties to various downstream activities, thus generating employment and stimulating development and economic growth. However, in light of the recent developments stated herein, the people of Odisha have become the major sufferers due to unemployment and loss of opportunities in the allied downstream activities.” As much as 42 per cent of the employment in mining sector is from Iron & Manganese mines alone. Odisha is among the richest mineral bearing states of the country and the mineral reserves here constitute 33% Iron ore, 24% coal, 59% Bauxite and 98% Chromite of India's total deposits and therefore, it contributes to a large part of raw materials for the mineral based industry not in only in Odisha but in the entire country.

A landmark initiative towards making public transport safe for women

TAC GGN: The Indian Penal Code painted a bleak picture, reporting a total of 88,527 crimes against women in Haryana, 2016. Haryana has also been ranked 4th for highest rate of gang-rapes in the country, reported by National Crime Record Bureau in 2015. Specifically in Gurugram, 52 rapes, 9 gang-rapes, 100 molestation instances and 45 cases under Prevention of Children from Sexual Offences (POCSO) have been registered in 2017, further questioning the security of women and children in the city. The cosmopolitan culture in Gurugram has witnessed a social change in the past few years, with empowered youth and women venturing out of their homes and engaging with the public. Women form a large part of the working population, and yet continue to face harassment and violence, restraining their mobility and decision-making capacity. Incidences of harassment are used by families and communities as excuses to curtail their access to public spaces. Many incidents of violence against women have tran-

spired in all types of public transport, including buses, taxis and autos. These have shocked the nation and built a climate of insecurity in accessing mobility. Manas Foundation has been a forerunner in making public transport safe and equal for women, for the past four years. Manas has been executing a successful programme in Delhi called ‘BarabarikiDagar, Surakshit Safar’ as a CSR initiative of Indraprastha Gas Limited (IGL). With over 3.5 lakh commercial vehicle drivers being gender sensitized, the programme has come to be one of the largest campaigns in Asia engaging men to end violence against women. Manas, coming from a mental health background, has been able to develop and implement a first-of-its-kind intervention, applying psychological principles to enable long-term attitudinal and behavioural change. ‘Safe Gaadi’, a campaign to make Gurugram a safe city for women will be initiated in Haryana as of 29th May. Commercial vehicle drivers of Gurugram (including bus, auto and taxi drivers) will be engaged in a two-hour gender sensitisation training on topics such as definitions of gender, stereotypes, violence and laws on sexual harassment. Customised slogan messages on badges and stickers will also be issued to drivers and printed on their vehicles to instil ownership and develop social commitment that persists long after the training. Drivers will then be issued a certificate of completion, and established as partners in this initiative towards women safety in Gurugram. The programme hopes to enhance safety and mobility of women in Gurugram. Enduring effects of this programme have the potential to transform the fabric of the state towards a safe and equal society.

DGP, BS Sandhu said that process for recruitment of 73 female Sub-Inspectors has already been started. After its completion, these police officers would be appointed in women police stations. Anti-corruption drive against corrupt govt. officials The Haryana State Vigilance Bureau has, during the last three-and-a-half-year tenure of the present government, registered 455 fresh enquiries against officers, including 5 IAS, 1 IPS, 4 HCS, 1 HPS officers, 6 Chief Engineers, 6 Superintending Engineers, 45 Executive Engineers, 8 Tehsildars, 7 Naib Tehsildars and 47 Sub Divisional Officer, Sub Divisional Engineers, Mechanical Engineers of other departments. An official spokesperson said the complaints against them pertained to corruption, misappropriation of government funds and owning disproportionate assets. During this period, 276 enquiries were finalized on the basis of which, 49 criminal

cases against 60 govt. officers (GOs) and 56 NGOs and 71others were recommended and departmental action recommended in 94 enquiries against delinquent officials. Out of theses, criminal cases and departmental action was recommended in 14 enquiries. 482 criminal cases (including 389 trap cases) had been registered against various officers/officials. The SVB conducted 389 raids in which 39 GO, 374 NGOs and 49 other persons were caught redhanded while accepting illegal gratification. Criminal cases under Section 7/13 of Prevention of Corruption Act, 1988, have been registered against them in various police stations of the Bureau.

IAF effort to contain fire at Malviya Nagar

Around midnight a request was received at HQ Western Air Command for containing a fire at Malviya Nagar in Delhi. A MLH class helicopter airborne from Sarsawadid a recce and landed at Palam. Thereafter heptr got airborne with Bambi Bucket to contain the fire. The heptr filled water from Yamuna reservoir and dropped over the site. This had to be repeated thrice to

contain the fire. This was the first time the Bambi ops was done in an urban situation wherein the nitty gritties of drop are very precise owing to high rises around and chances of collateral damage. The operations started this morning wherein helicopter flown by Wing Commander Pradeep Bhola of the Mighty Armourswas successful in dousing the fire.
