What differentiates us from animals is our common sense which is our ability to judge what’s right and what’s wrong on the basis of our sensory perceptions. Yet, actions like these by humans displaying no moral obligation towards the society do not only manifest their lack of concern but lack of common sense. While crossing the road during one of my evening walks, a loud horn made me almost jump with panic. Before I could realize what has happened I heard abuses being hurled at me by a man behind the wheel of a black SUV. He appeared to be in his mid thirties and was wearing dark shades matching the colour of his vehicle. He was staring at me with scorn as if I am a worm who needs to be squashed immediately. I was taken aback by the audacity of this man who looked at me with contempt and abused me while he drove on the wrong side of the road at high speed without bothering least about the safety of people on the road who do not expect SUVs coming at high speeds from the wrong side. This and many such incidents happen in our lives on a daily basis forcing us to ponder that why have the people become so callous and unconcerned towards others who are part of the same society they live in.

Sports Authority of India to get a 350 crore boost
TAC Chandigarh: Central Government would spend Rs 350 crore for providing high-quality facilities to sportspersons, and 200 trainers would soon be recruited in the Sports Authority of India. This was disclosed by Executive Director (Finance), Sports Authority of India, Mr. Hira Ballabh, who was interacting with sportspersons and trainers after inspecting Sports Authority of India Training Centre, Kurukshetra. Lauding the management and trainers of the Training Centre for providing excellent facilities to the sportspersons and preparing national and international-level competitors such as hockey players, Mr. Surender Palad and Mr. Manpreet Singh, and others in disciplines such as volleyball, judo and cycling, Mr. Hira Ballabh said that recovery physiotherapy centre would soon be established at the Centre for helping sportspersons recover from injuries. The Central Government would also provide all possible help for laying Astroturf for hockey in the premises of the Training Centre. He said that the State and Central Governments would promote sports in every village on the pattern of the Mahatma Gandhi National Rural Employment Guarantee Scheme. The Central Government has also approved CSR fund with budget of about Rs 6,500 crore to involve companies in the promotion of sports and sportspersons.

Dialysis centres in 14 districts of Haryana for better treatment facility
TAC: With a view to provide affordable dialysis facility, the Haryana Government has decided to open dialysis centres in 14 districts in the first phase under Public Private Partnership mode. The remaining districts would be covered in the second phase. This was disclosed by Haryana Health Minister, Mr. Anil Vij after inaugurating four such dialysis centres at civil hospitals in Gurugram, Panchkula, Jind and Sirsa, from Panchkula near here today. The other ten civil hospitals that would be covered in first phase included Ambala Cantonment, Bhiwani, Rewari, Panipat, Sonepat, Faridabad, Hisar, Yamunanagar, Jhajjar and Bahadurgarh. He said that these centres would provide dialysis facility at Rs 959 and Rs 1,130 as compared to Rs 2,000 or more being charged in the private sector. He said that this facility would be given free of cost to BPL and urban slum patients of the state, patients receiving handicap allowance from the State Government, poor patients who do not belong to any free category, those belonging to Scheduled Castes in Haryana, patients belonging to economically weaker sections in the state, unattended victims of road accidents and state government employees, pensioners and dependents. If a suitable medical insurance is opted for with a little wisdom then it will not only safeguard your family members but will also get you your last month’s salary of the financial year without heavy tax deduction. Then the question arises that what type of medical cover should be opted for? Benefits under section 80D are also met on products like critical illness cover and top-up plan etc. So, it is not necessary to go for a med-
ical cover to avail benefits under section 80D. This question is important because most people can have similar type of medical cover. For instance, government provides healthcare facilities to their employees. Most people working in the organized sector are covered with group insurance. But is this sufficient? No, health insurance policy through your company is not enough because this covers your medical expenses only till you are working with that company. After quitting from your job, this medical cover is over and then you are only left with the hope of a sound medical insurance policy to cover your medical expenses. There are two types of base covers in medical insurance policies. One has sub-limits and the second one, doesn’t. According to experts, a medical cover without sub-limits is always better to opt for. If you use a top-up plan than investment can be reduced without compromising on the risk cover. You will have to pay around Rs.7500 for a cover of Rs.10 Lakh. Whereas base cover for 2 Lakh can be met in Rs.2700 and at an additional cost of Rs.3800 you can get a top-up of 8 Lakh. The total cost in this case will come to Rs.5500 only. Then the question arises whether you need a base plan or critical illness cover would be sufficient? As per experts, both of these have different purposes. Therefore, you need both. You may require a long leave if someone in your family becomes seriously ill. Under such circumstances, losses in your income can be met under critical illness cover.

For the refined tackling of the problems of the Manual Scavengers, the parliament passed The Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act in 1993, and it was under the act it was mandated that whosoever employs manual scavengers shall be imprisoned up to one year and a fine of 2000 rupees could be imposed upon such person. Later in 2000, the Government’s Data shows that 6, 79,000 manual

But, the directives have not been taken seriously by the Governments as the record of deaths have not been available with the Governments and whatever data that is available is vague and is not correct. Even between “March 2014 to March 2016, around 1268 deaths have been reported from various states of India”. The 2013 Act, was revolutionary in many sense as it not only prohibited
human waste management and have come up with many schemes that are closely related to sanitation. But the schemes have not been able to transform the situation in India. Open defection is still prevalent and there is no strict Implementation at the local level, while the researcher interviewed people it came into the knowledge that the governments have allocated resources that are to be utilised at the local level but due to the prevalent corruption no proper implementation is seen. The primary intention of the act was to eradicate the practice of making “insanitary latrines”, meaning those without water. But at least 7 states have 72% of insanitary latrines in India.
Rehabilitation Schemes
Till now, the Indian Government has extended the decline to fully eradicate manual scavenging several times yet there is improvements form the side of the states. It is to be noted “institutions and municipal corporations continue to hire people to manually clean excrement, laws requiring conversion of dry toilets and prohibiting manual scavenging have not been enforced”, and the funds allocated for their rehabilitation is not instrumental in their upliftment either because of corruption or inadequacy of implementation efforts.

During the pendency of this PIL in the court the parliament re-enacted the said act as “The Prohibition of Employment as Manual Scavengers and Their Rehabilitation Act” in 2013. Later on in 2014 when the Supreme Court finally gave the Judgment it made strict guidelines and gave instructions regarding prevention and control of the practice of employing manual scavenger and with the aid of the act termed such practice as illegal and it was sought by the court that such employee be punished strictly. The court also deemed it fit that the state Governments to pay compensation of 10 lakh to then embers of family of those who got killed while indulging
the employment of Manual Scavengers, it went one step ahead and made provisions for manual scavengers to “one-time cash assistance, scholarships for their children, housing, alternative livelihood support, and other legal and programmatic assistance”. But during the research, the researcher didn’t find many people who were aware of the benefits and even those of them who were aware didn’t receive its benefits.
Government Programs
Along with the legislature, there have been constant efforts by schemes from the governments and policies that are administrative in nature. However, the responsibility to implement these programs lies with the authorities who often do not co-ordinate with the Government and employ workers despite the act and Supreme Court’s ruling.

The law came into being for many purposes, but the most important was the demand from the social organisations who wanted a law which ensures accountability, widening the scope of Manual Scavenging and reinstating human dignity and thus this law came into being. The important factor that this law looked promising was that this was a central act and didn’t require ratification by states; it was by default binding on the states. This act was unique in the way that it, for the first time included under its ambit, railways and sewage and prohibited employment in that area of Manual Scavengers. The earlier law fell weak on the cases whereby Railways employed Manual Scavengers to clean excreta from railway tracks and also in the sewer department, the people were employed to get into sewages and clean it. Under the new law, this was all prohibited. It is too early to say that the new law works in reality; it might be true that the law has been made such that it prohibits any contact of human with any form of excreta but railways still employs people to clean excreta and same is the case with sanitation department. The main lacuna under the act is the provision for protective gear, which becomes handy for the departments to claim that they are employing manual scavenger and providing them protective gears and so they can employ
without any hassle and without facing any prohibition. The truth is that municipal department as well as the railway department has not yet become technologically advanced. However the local authorities under the act have been given the task to do regular survey and checking of insanitary latrines and manual scavengers under its own jurisdiction. But the most shocking thing is that states and local authorities have been in the practice of under showing the Data and do not indicate correct figures of insanitary latrines and manual scavengers. At many instances, it has been found that the survey conducted by the social activists and the survey conducted by the local authorities do not match with each other and this shows that there is some misrepresentation of Data. The crux of the whole act is that it has not been seriously implemented, with the railways and municipal corporations regularly violating its mandates and with the growth of technology the departments have not grown up. The safety measures are not taken up and which results into the situation where the law does not have any impact. The situation further worsens when the central, states and local authorities do not spend properly on public investments, rather they discourage such investments as human labour is cheap as mostly the manual scavengers are from lower strata of the society and they do not have any other option but to work as manual scavengers.
Important Points under the present Law:-
m The law prohibits 3 things, (a) employment of people as manual scavengers, (b) employment of people for hazardous cleaning (without protective gear), (c) and the making of insanitary latrines. m Manual scavenger is one who “manually cleans or disposes human excreta in insanitary latrines, an open drain or a railway track”. m Overriding effect upon the 1993 law on the same subject matter m The act is fine on the point of Rehabilitation as it prohibits any further employment of manual scavengers and the ones who have been on a contract with the employer would be given some other work on the same salary. One time cash assistance scholarships and money for constructing house shall also be given. The senior most members shall be trained for skilled labour and would also be given 3000 rupees monthly. m “Employing manual scavengers attracts one-year prison term and a fine of 50,000 rupees. For repeated violations, the prison term is two years and a fine of 100,000”.

People are gaining weight due to several reasons and unfortunately we know its answer but we are doing nothing.
Someone had asked me why people are becoming fat. Its answer surely can’t be given in one or two sentences. Definitely after winter it is easy to push blame on winter; of course people gain a lot of weight during winter and holidays but this gained weight never gets fully reduced so it accumulates each year which is making people overweight. But IS THE ANSWER SO SIMPLE? No, people are gaining weight due to several reasons and unfortunately we know its answer but we are doing nothing. Let’s start with the winter itself and then move on and have a look at the reasons which have made even scientists crazier to study them all.
m Winter, holiday & vacation
time: It is the time when Indians and people all around the world eat a lot of sugary food in the form of cakes, sweets, deserts and several other things. Added sugar is the single worst ingredient in the modern diet according to The American Journal of Clinical Nutrition.
m Soda, Energy drink and
Juices: Sugar is bad but sugar in liquid form is even worse. Studies found that our brain regulates energy balance and accumulates fat levels. But it is found that our brain doesn’t register liquid sugar calories as it registers solid calories.

m Less Sleep: As we know several hormones are secreted only in the night and modern lifestyle is impacting our sleep. It is a major cause of weight gain and obesity. Studies say that sleep deprivation increases obesity in children by 89% and by 55 % in adults. m Larger calories intake: Large
portion eating is very dangerous thing but this tendency has increased very drastically in the recent years. Studies say that it is one of the biggest reasons of obesity.
m Lower price of food: Yes, it
may sound incorrect but it is the truth that the prices of junk foods and processed foods are cheaper than our normal real foods that we eat at home.
m Sedentary lifestyle: Our life
consists of going from the office home and then sitting before TV watching it for long. It is also found that commercial advertisement of foods makes a demand of eating while watching and people eat more than required.
m Stress and related issues: In-
come and expenditure ration is seeing hard time so now both parents are working so they hardly get time to cook daily at home. Also, they are around the clock exposed to news which are full of crime and other harsh news which is further adding stress so parents do not allow kids to play far from their home that means less physical activity for children right from the childhood.

But they are very rare to find, say in about 1 in 25,000 people. Well, the above list is really long and I believe there are still some more which still need to be included but certainly these lists can help you understand clearly that factors can be many but the solution is in your hand. Feel free, live free, eat healthy portions and enjoy and create good moments for yourself and others and redefine your life with better living. Happiness is the biggest asset that shears off many overweight pre- existing reasons. Never go for any bad selection of diet plan. “Your looks never lie about your weight.” Says dietitian Sheela Seharawat. Your weight is all about the selection of your timing to eat and the quantity to eat. Indeed this is not as simple as quantity can be bigger or smaller according to the foods macro and micro nutrients.
The whole inside structure of nutrients is very complex as your body requires so many things and in the right proportion. Actually this proportion is the challenge else everyone is eating and living. In order to life fine, it is very important to eat the right portion which you call portion eating. Portion eating helps you in eating all at the right time and in the right quantity. There is nothing like one size fits all. It solely depends on your gender, body weight, height and medical condition. “The days of curling up in the blanket have gone now. Ahead are the big days of summer and people are ready to shed all their excess weight and replace their rich hot chocolate cups and bolls of creamy soups with smoothies and shakes,” says dietitian Sheela Seharawat. Winter is the right time to put on weight and summer is the best time to lose it. This process is very natural. You may have also noted that several people complain about Seasonal Affective Disorder, in short SAD. Nearly 6 % of the USA population complains about SAD during dark and winter months and another 14% of the population suffers from the lesser form of seasonal mood changes known as “winter blues”. SAD is a type of depression and researchers and doctors found that during this period people start to eat a lot due to depression. They feel their energy level has decreased and so they tend to eat more especially sweets and starches and they put on a lot of weight. In a study conducted at the University of Pittsburg researchers found that 27 % of people with SAD reported binge eating during the dark months. This phenomenon is also prevalent in India. Here also it is reported that people feel depression during dark seasons. It is more common in women than in men. It is estimated that by the year 2020 in India depression ratio will increase by 5.7 % and it will be the second most risky thing in the adjustment with life.
“We often fail to understand the magnitude of this problem but as a dietitian I often come across people struggling badly in their closed room. They are often misunderstood and winter season makes them stay longer within their troubles.” Says dietitian Sheela Seharawat. Manisha Malhotra says: “I had acute depression and I was not aware of it which resulted into a heavy weight, high BP, heart issue and many more. I was living in complain and anger without realizing that it was silently killing me. Having a time with dietitian Sheela helped me to bring my problems into light and made me realize that I need help. I need to understand that my real problem is the depression and I have to come out of it and that diet is one of the ways. When your body is fine soon your mind will work fine. You can see things in new light. I follow her tips and methods and it works well with time. Now my other medical complications are under control as well as my weight.” Things improve and many bigger issues can be solved if taken care of on time. Your body and mind also need time and a free space to grow. It is very important to see your surrounding and how things are changing. If it is winter no matter what you like to do but your attention to food and eating will naturally go higher. According to Loughborough University researchers in the UK it was found that people who exercised in a 20 degree Celsius eat more than those people who work out at 30 degree Celsius. Again, those who work out at 10 degree Celsius feel hungrier. Our weather changes our mood as well as the hungry level. It is not very difficult to adjust but it is important to be careful and manage things wisely. Priyanka Gupta from Chandigarh says: “Sheela had asked me to continue my diet plan and take no break during the winter but at that time I had a marriage in my relation so I took a short break but within this small
time I had gained significant weight. I had not realized that having lovely food can make my tummy big and rounded. I found my waist size bigger in my jeans. I run to diet clinic to manage my weight else it will become tough like before. Having a break in the winter is not a good idea especially for me as I put on weight very fast.” People don’t realize that body gains weight faster than you realize and winter weather is so right when outside temperature is so low that you like to start your day late. Sleep and lazy day allows more deposition of calories. In fact, you have your fatty foods which are enough to put on your weight and less physical activity further helps your carbohydrates and proteins to get converted into fat. So no wonder you put on so much weight without realizing it. A study says that athletes from the colder countries feel hungrier than the warmer countries athletes even though there are no differences in appetite-related hormones. “With the start of the summer when mountain is again clear and green people love to go out on vacation,” says dietitian Sheela Seharawat. Going out with friends and family or with kids is a perfect fun activity and a much needed escape to restart your life. You can go to ocean side to luxuriate on the beach or on the mountain to feel the best wind. The students of Ramjas College broke out in protest for not allowing Umar Khalid and Snehal Rasheed to speak in a seminar. Stone pelting and violence were shown by the ABVP calling the protesters antinationals injuring many students and three professors as well. Gurmehar Kaur requested DU students on social media to change their profile picture with a similar pla card like hers, a status message was attached allegedly stating, "The brutal attack on innocent students by ABVP is very disturbing and should be stopped. BJP - Shiv Sena tug of war in Mumbai elections Prachi Jain
One of most awaited time in Mumbai is the BMC election (Brihan Mumbai Municipal Election) and this time it was for 227 seats. It took place on 21st February, witnessing a turnout of 55% voters. In fact, it was the biggest response in civic polls so far in the past 25 years. The biggest attention gainer was the fact that the Bhartiya Janta Party and Shiv Sena were contesting the election separately. This scenario was being witnessed after almost two decades. Shiv sena were putting up rampant corruption allegations, regarding the BMC, on the BJP. The Shiv Sena also threatened to take their support back because of few other reasons as well. As known to everyone, Shiv Sena has been ruling the BMC since 1997. These polls are a matter of honour for the sitting Chief Minister DevendraFadnavis in order to retain his goodwill. The battle is on between the BJP and Shiv Sena as they continue loading charges and counter charges on each other and trying to prove their worth for swaying votes in their favour. The internal survey portrays a figure of an average 110 seats out of 202 coming in Shiv Sena’s kitty (which was Shiv Sena's own internal survey) and on the other hand BJP's own internal survey gave them an average of 108 seats in their kitty. To rule the Civic body, a party needs a minimum of 114 seats in their favour. The party superemos are also rumoured to be planning to withdraw support from the existing government if Shiv Sena wins. Well it was also very exciting to witness elections which were taking place in the other parts of the country. According to the people's point of view, one part wanted Shiv Sena to win and the other wanted to see BJP’s victory. Now what's left to be seen is whether the BJP and Shiv Sena will call a truce and form a government or will the Shiv Sena join hands with some other party or will there be another surprise for people. Every formation is being predicted by the people as to who all can come together to prove their majority in these elections.

Star India, the current sponsor of Indian team jersey declined to join the race for the future sponsorship rights due to "lack of clarity" in the game in coming years. Uday Shankar, Star India, CEO, spoke on this saying "We have been very proud that our name is carried on the jersey of Team India. But, given all the uncertainties, we have decided not to bid for it again. The commitments being asked for are too onerous without any clarity”. The board is to take out its tender for sponsorship after the ongoing India-Australia tour. The current deal with Star India ends this march,2017 and they refused to be in the bid due to “consensual leadership”, basically as the CEO believes ICC and BCCI is not clear about its individual stands and this is hampering the development of the game. Believing the market experts, a number on online market sponsors may be the part of the bidding. India is expected to get a new logo for the jersey before the Championship Trophy, due to be held in july, 2017. This is the biggest blow to BCCI along with its already ongoing crisis. Star India took over the initiative of logo since 2013 after Sahara was dropped out if league. It would be interesting to see who would portray in the coming years as the proud logo in the jersey.
