The miseries of
tribal women Dr. Kavita Vikas
Kavitavikas28@gmail.com
Changes are inevitable. They never come alone. They never knock the door of a particular group in society. It might be that their impact is felt more intensely on a particular group than others but sooner or later they are bound to bring a revolution in the
society. A decade ago the position of tribal women was not at all satisfactory. Ignorance, illiteracy and the unhygienic condition of living were the identity of their community. The word ‘tribal’ used to signify a black coloured face

clad in perspiration with loads of basket or tricks on head, a knee-length saree and dry cracked lips. Gradually, but steadily the interaction with the outsiders who once happened to belong to their own community or village brought a radical change in their outlook. It tends them to migrate to cities in want of a better living condition which is the root cause of their miseries. Most of the villagers who migrated to cities could not become affluent rather they are being exploited at a large scale. We can find two groups among the tribes of Jharkhand M.P and Odisha, one who lives in urban area and the other who still compose the rural mass. There is a third group also who has never come out of the forest area and people are surviving by hunting. They are on a subsistence level. The urban tribals are privileged ones as they are educated. They are eager to grab each of the advantages granted by the government. They are keen to adopt the reservation policy of the government given in academics and career. Many of them have settled abroad. They are the influential class who visit their native land
time to time and leave their print on the innocent villagers by taking them into the world of fantasy. The illiterate mass is unable to think that their position may deteriorate if they are not quite capable to fetch in the right direction choosing the right path is possible only when they are educated. They come across the bitter truth once they are driven into forced labour, prostitution or slavery. That’s why the master minds of the sex racket free towards the tribal belt from where they supply the young adivasis on heavy price. Once trapped into such illegal activities, they are tempted by huge sum of money, houses and other facilities too. They can’t go back to their origin as are allured by the vibrant colours of fowas and a modern life. They don’t want to remain caged in the stinking condition of their surroundings in villages. The outcome of the globalization is largely felt on them. They avoid being imprisoned in the village oriented activities like working on farmland, making baskets, bamboo crafts etc. In order to find the most suitable work according to their education, they sometimes join NGO’s, schools or nursing home etc. but they pass through gender discrimination and are given lesser wages than male counterparts. The females in this group are generally the sufferers of economic needs, divorcees or are abandoned by their partners. However, we can’t ignore the brighter aspects of their personality. Tribal women tend to be very

brave. There is a little fear or not at all to move alone anywhere. They are ready to accept adversities and they keep a transparent views far from frauds. There is hardly any restrictions from the ride of family adults. The effects of revolution in the means of communication and the right of information are abvious nowadays. According to a national family health survey of Jharkhand, urban tribal women frequently use mobile phones for online transactions in bank whereas the rural females keep strong hold on family issues, about 87% of rural females actively participate in family matters. About 54% of urban females possess their own mobile set which is only 28% in rural females. There is good awareness for their own bank account in tribal groups. About 56% of urban female possess their own account in banks which is 41% in rural areas. It is an indicator of their awareness that tribal women are coming out of villages to towns for operating financial transactions. Despite of the fact that tribal women have to go a long way still to join the mainstream, yet we can say that the beginning has been done. The time is not for when they will be treated equal as any other section of the women. A sensitive budget is mandatory which should come under the Implementation of women friendly policy. The policy makers should be entrusted with the task to implement women related policies effectively and should be monitored strictly.

Democracy and autocracy law holds the peoples autonomy, the election mandate of Manipur has cleared that people want democracy not a separatist state, will it also end the long lasting AFSPA autocratic law forces will be imposed or abolished 15 years of long battle would pay some relief to the people of Manipur by bringing and showing faith in government ? Manipur’s human rights activist Irom Sharmila was on an indefinite hunger strike for over 15 years, demanding the withdrawal of the act in her home state. Giving a name to a face is not justifiable for any crusader, as it is said actions speak louder than words, the mandate of 90 votes cleared the air around the civil right activist Irom Sharmila, The outcast result is very much indicative that the people of Manipur are likely against the insurgence and internal conflict. Following the election mandate the people of Manipur also cleared that a
separatist state is not there choice but, an ongoing armed conflict between Indian government and a number of separatist rebel groups, it is a major combination of conflict between national liberation war as well as an ethnic conflict. The separatist faction like United National Liberation Front and many other demanded for a separate state as the one like in Jammu & Kashmir. Soon the state became a conflict zone. On 8 September 1980 Manipur was declared an area of disturbance, and Indian government imposed the Armed Forces (Special Powers) Act, 1958 on the region, the act currently remains in force. The state is face two way conflict and loss one that is internal by separatist group and the other one is judicial killings. Criticism of APSPA and misuse by the armed forces, why it is under criticisms and subject to Supreme courts surveillance and many ethical questions rises
when conflict between the protesters the separatist groups and the government turns into fake encounters and extra judicial killings ? Is the law empowers the forces to kill and murder the innocents creating a terror by armed forced and constant encounter of civilian activities, Be it the ending hunger strike in Manipur by Irom Sharmila's or the protesters out on candle marches against AFSPA in capital or anywhere else, AFSPA has been under severe criticism from all quarters of the society for being a draconian law widely misused by the armed forces. Lately, in a landmark decision, the Supreme Court said that all the encounters carried out by armed forces including police under AFSPA act too should be subjected to inquiry. The decision came after hundreds of Manipur families filled a plea that over the years more 1500 cases of fake encounters have taken place where armed forces have murdered innocent people under the garb of AFSPA. Many human right activists and organizations too have been demanding its removal from north-east as well as Kashmir. Violent clashes that took place in wake of Burhan Wani's encounter which claimed 23 lives and the Supreme Court taking cognizance of 1528 cases of alleged fake encounters involving army and police, Many security experts strike for AFSPA whereas scores of academia,
and human right activist, call for its abolition. They argue that since armed forces misuse the provisions to kill people, the immunity given under AFSPA to armed forces personnel should be ended. The Supreme Court in one of its verdicts said that the Indian Army or paramilitary forces cannot use “excessive or retaliatory force” even in areas under the controversy it came on petitions demanding a probe by the Central Bureau of Investigation (CBI) or a special investigation team into the alleged 1,528 cases of what critics say are extra-judicial killings in Manipur between 20002012 by the army.
AFSPA
Enacted in 1958 gives powers to the army and state and central police forces to shoot to kill, search houses and destroy any property that is “likely” to be used by insurgents in areas declared as “disturbed” by the home ministry. Security forces can “arrest without warrant” a person, who has committed or even “about to commit a cognizable offence” even on “reasonable suspicion”. It also protects them from legal processes for actions taken under the act.

Fatwa on talents, Incendiarism on sets! Sneha Pandey
The 16 year old, Indian Idol Junior’s first runner up and a prominent young singer in Assam, Nahid Afrin was warned by at about 46 Muslim clerics, to stop her from performing in any musical event as any such programs are “against the sharia”. The yellow pamphlets or better said the ‘fatwas’ were distributed in the districts of Hojai and Nagaon in Assam stating “magic, , dance, drama, theatre, etc. are against Sharia laws. Events like musical shows are against Sharia law and future generations will be corrupted by it. If antiSharia acts like musical nights are held on grounds surrounded by masjids, idgahs, madrassas and graveyards, our future generations will attract the wrath of Allah,” the pamphlets read”.
Afrin is to perform on March 25 on the grounds of Sonai Bibi College at Udaili in Hojai district around 170 km from Guwahati. Afrin is quite hopeful to be able to perform and when asked about the fatwa she said “My singing is gift of God. I believe it must be properly utilized, not doing so is ignoring God,” Sarbanand Sonowal, chief minister of Assam has assured proper security to Afrin and has motivated her to perform. In a statement, Sonowal allegedly said, “Such a ruling against practicing art and culture is unacceptable and is tantamount to infringement of one’s freedom of cultural rights. Such a move cannot be tolerated in a civilized society”. The fatwa was condemned by organisations like Muslim Student Union of Assam and Sarba Dharma
Samannay Samiti. MSUA general secretary expressed his condemn over this whereas SDAA chairman Samsul Haque said: “There is no place in Muslim fundamentalist in the state and if anybody aspires to be such, he will be answerable to the people in the state.” Another incident consisting a community, was seen when at about 20 to 30 people vandalized the 50,000 sq.ft set of Padmavati near the Panhala fort in Kolhapur on Wednesday between 1 and 2pm. None of the film’s cast and crew were present but the stables and horses were injured. The mob allegedly fought off the guards and bouncers present there and were armed with petrol bombs, lathis and stones. They damaged the cars parked and set fire in the costumes before heading towards the sets. Bhansali Production issued a
statement which read, “Filed a complaint against miscreants who vandalized our costume & jewellery and set it on fire Padmavati. No loss of life, no one seriously hurt on vandalized shoot of Padmavati.” The motive of the attackers are not yet clear. The sets of Padmavati was earlier attacked by the Shri Rajput Karni Sena in January against the storyline of the film allegedly saying that the movie disparaged the legendary queen of Mewar, rani Padmavati. Shobha Sant, CEO of Bhansali Productions had clearly issued several statements clarifying there were no scenes of Khilji and Padmavati romancing. The shooting of the movie starring Deepika padukone as Padmavati, Shahid Kapoor as Raja Rattan singh and Ranveer singh as Allaudin Khilji, has been stooped as of now.

the act, their opinion can be overruled by the governor or the Centre. Initially, it was meant only for Assam and Manipur, where there was an insurgency by Naga militants. After the re-organization of the northeast in 1971, the creation of new states like Manipur, Tripura, Meghalaya, Mizoram and Arunachal Pradesh paved the way for the Afspa to be amended, so that it could be applied to each of them. The amendments contain different sections as applicable to the situation in each state. The Act was enforced in the whole of Punjab and Chandigarh on 15 October 1983 to counter the Khalistan movement initiated by separatist who were demanding a separate nation for Sikhs. Jammu and Kashmir has its own Disturbed Areas Act (DAA) a separate legislation that came into existence in 1992. After the DAA for J-K lapsed in 1998, the government reasoned that the state can still be declared disturbed under Section (3) of AFSPA. An important and big question that stands on argument for AFSPA is that army is opposed to the withdrawal of AFSPA. Many argue that removal of the act will lead to demoralizing the armed forces and see militants motivating locals to file lawsuits against the army. Critics say the undemocratic act has failed to contain terrorism and restore normalcy in disturbed areas, as the number of armed groups has gone up after the act was established. Many even hold it responsible for the spiraling violence in areas it is in force. The justice Jeevan Reddy Committee was set up in 2005 to review Afspa and make recommendations. It recommended that Afspa should be repealed and the Unlawful Activities Protection Act strengthened to fight militancy. However, no steps were taken to repeal or reform the act.
BJP, Sena to share equal office space at BMC Prachi Jain
Bhartiya Janta party and Shiv Sena have almost got the same number of Corporates seats in the Civic body. They are going to share equal space. Because in March 2016 , the civic administration had proposed that the new party office spaces be based on the number, if corporators each party had. The State of Distaste Sahil Banga

We Indians are always curious, hence informed about what’s happening around us. We do have an opinion on everything that’s debatable, which is commendable because we have a voice of our own. When Clinton was elected the President of USA, we cheered since we knew the ties between the two countries will get better. When George Bush was elected, we were anxious, especially in his second term when he was aggressive towards the Taliban. But when Barack Obama was elected, we cheered again since we knew his liberal views. But not this time… Donald Trump is one person who has critics and supporters in equal parts, and thou shalt never dilute. You either love him or hate him; there cannot be a neutral stance. We knew that he would do something drastic after being elected the President as his distaste for immigrants was as pronounced as his love for the
USA. He spread venom about how he would snatch jobs from Indians and other immigrants and gift them back to dear Americans in a lovely bouquet bedecked with opportunities, economic growth and progress. That was one of his ideologies that won him the votes. The distaste, if we can exaggerate that
word a bit here, is apparent not just in his ideology. It has distilled down to fellow Americans who worship his thinking, follow the same old adage, “We will make America great again.” With due respect, who contested that America wasn’t great, to begin with? No American worth his geographical knowledge would have known that their greatness has diminished vis-à-vis the emerging nations, and Trump would bring that glory back. The quest for greatness begets xenophobia, so it seems today. A bigger wall along the Mexican border, ban on immigrants from select Middle East countries, withdrawing any support for asylum for Syrians, an intent on having a cap on H1B visas, and it’s just the beginning. Distaste propels hate crimes, which is evident from the recent attacks on Indians, the very people who had helped make America great with an exceptional talent pool across various fields, notably IT, Research, Engineering and Medicine. The Kansas killing, where an engineer Srinivas Kuchibhotia was shot down and his friend Alok Madasani was wounded at Austin’s Bar & Grille in Olathe, Kansas, is a wake up call. What they heard before dying was, “Get out of my country!” These words reverberate across oceans, along half the world to India. This shootout was followed by another murder of an Indian businessman called Harnish Patel who was shot dead outside his house in Lancaster, South Carolina. These are not ordinary killings. They are racist attacks; dripping with hate, nationalism and to a certain amount, influence. From a certain individual who is hell bent on making his country great ‘again’. The greatness that turns the docile into hostile and anticipations to apprehensions. The murderer in Kansas killing is Adam Purinton (which ironically sounds like puritan) who clearly didn’t have any grasp of killing someone without any personal gripe. This person now represents many Americans, if we can liberally generalize, who want their jobs back. Jobs? Which jobs are we talking about? The ones they aren’t fit for, don’t have the education qualification, skills or expertise for? Which are the jobs Indians snatched from them? Isn’t Corporate America fair enough to give jobs to
deserving candidates? The American companies which are headed by Americans, will they prefer an Indian over an American for a certain job? If that is the case, then these so called patriots need to change their target, point the gun on their fellow compatriots! It wasn’t until the wife of the deceased spoke, asking a very basic question, “I don’t know if we should stay in US?” It’s not just a question about her future, but pertains to every Indian living his/her American dream. What is next
for these highly skilled workers who consume 70% of the H-1B visas? The progress they aspire for is toppled by resentment, the prestige they strive for is an illusion, the safety they seek is a cruel joke. What next? Mass exodus seems to be a long-term possibility, if not topical. Until Trump, the dictator and detractor, is trumped by a more sensible person who believes in true democracy. A democracy where every individual exercise his/her right to be respected, honored and live safe.

chopraca@hotmail.com
In my last few articles I shared with you some ways of saving tax, tax planning, investment, some important tasks related to financial year’s income tax etc. Now that the current financial year 2016-17 is coming to an end, there are some tasks in this financial year which could be related to last financial year and some of these tasks are so important that they should be done before this financial year comes to end. Keeping in mind your busy schedule I am providing you with a list of such important tasks, which you could conclude well in time and avoid any unnecessary hassles.
File previous income tax return
31st March is extremely crucial for filing your last income tax return. Income tax returns of the previous year can also be filed in the current financial year. So if you missed the deadline for filing your last year’s income tax returns then you can file it before the 31st of March.
Deposit outstanding tax
In case you have not deposited income tax for the previous year, make sure to deposit it while filing returns for the previous financial year 2015-16 or 2016-17. Also remember it is important to add interest to the tax you are depositing. As per section 234A of income tax act, in case of delay in filing returns it
is mandatory to pay interest. According to rules, the delay in filing returns will have to be paid at the rate of 1% per month. In order to avoid paying interest on outstanding tax you should pay off your entire tax amount before the 31st of March. If advance tax is applicable on you and you have not deposited this tax according to your instalment then as per section 234C you will have to pay interest.
In case of changing the job
If you have changed your job during the financial year then you should furnish your new employer with details of PF, TDS etc. deducted by your previous company along with your tax declaration. By doing this you can save yourself from deduction of excess tax. If you want to make any claim on the tax deducted then you can fill up form 12 BB and give to your existing employer.

YOGI ADITYANATH: THE NEW FACE OF UTTAR PRADESH CHIEF MINISTER Faridabad (NCR) | 16-31 March, 2017 www.theasianchronicle.com
opinion
When top leaders from BJP had said that people must expect new Uttar Pradesh Chief Minister to be complete surprise for them, no one was really sure that who it would be. But when on 18th March, after much suspense, the name of the Chief Minster was declared, everyone was indeed surprised. They didn’t expect Yogi Adityanath (original name - Ajay Singh) to be made the Chief Minister. However, the move from the BJP’s side is more surprising because he has a crude image of being a staunch hindutva leader, supposed to be opposed to the minority community. He has, on several occasions, made controversial statements against the minority community, Sparsh Upadhyay especially the Muslims. It will be a big challenge for him Email ID -13bal055@nirmauni.ac.in to transform his image and to prove his party right, which claims to be thinking about ‘SabkaSath, SabkaVikas’. We present you incidences showing why the new Chief Minister has a controversial:
1. Minorities: There have been 450 riots cases in West UP in two-and-a-half years of Samajwadi Party rule
because the population of a particular community is rising manifold. Why are there no riots in Eastern UP? You can easily understand. In places where there are 10-20% minority population, stray communal incidents take place. Where there are 20-35% of them, serious communal riots take place and where they are more than 35%, there is no place for non-Muslims. 2. Kairana: Yogi is not talking about today, Yogi is talking about future. Exodus is a very big issue for us. BJP will not let western Uttar Pradesh turn into another Kashmir. 3. Mother Teresa: She was part of the conspiracy to Christianize India. Hindus were converted in the name of doing service and then converted. 4. Yoga: Lord Shankar was the biggest Yogi who started Yoga. Mahadev lives in every particle of this country. So those who want to avoid Yoga and Lord Shankar can leave Hindustan. 5. Shah Rukh Khan: Shah Rukh Khan should remember that if people would boycott his films, he would also have to wander in the streets like a normal Muslim… These people are speaking in the language of terrorists. I think there is no difference between the language of Shah Rukh Khan and Hafiz Saeed. Apart from that Adityanath has been embroiled in several religious controversies. In 2005, it was alleged that he led a purification drive involving conversion of Christians to Hinduism. Yogi Adityanath has several criminal cases against him. Some of the charges include rioting, attempt to murder, carrying deadly weapons, endangering life or personal safety of others, unlawful assembly, trespassing on burial places and criminal intimidation. (Source-Times Now& Economic Times)
The image that Yogi Adityanath carries is no doubt controversial and it would be task for him to be away from any kind of such controversy. The move is surprising as Narendra Modi and Amit Shah were supposedly not in favour to name him the Chief Minister of UP, but according to many reports that have started to come, claim that the decision has been taken under pressure from the RSS, a cultural wing of BJP. It is yet to be understood, that in which circumstances Yogi was named the Chief Minister of UP. Now, another issue, which comes up for debate is
6
what was the real agenda of BJP for UP elections, was it development or was it hindutva? To start from, there was no Muslim candidate who was given ticket by BJP, and then there were controversial statements made by ModiShah duo related to Kabristan-Shamshaan and Electricity being provided only to the people of a specific community by the Akhilesh led SP government. And then the naming of Yogi as Chief Minister, what does this all signify? Was the whole election fought on Hindutva sentiments? There are no clear answers, just speculation. However it is too early to ask such questions, but we can relate the events as and how they have happened. And the clear cut story which appears is that the issue wasn’t only Development, there was more to it than just being the story of Development. Yogi, being named the Chief Minister will have to take tough decisions, which the previous Government couldn’t take and that would include creating jobs, improving police system and waiving off the loan of the farmers (there are lot more issues, but just the primary and most important issues are mentioned herein). As of now, we can just hope that Yogi will be a Chief Minister who will prove the utility of the mandate that the BJP government got in UP. Some claim that this is the masterstroke of BJP to name Yogi the Chief Minister, but the story isn’t that easy, there are clear indications that someone has dominated the top leadership’s decision in electing the Chief Minister. It is very common in coalition politics to name Deputy Chief Minister but when a single party gets majority, it usually doesn’t name Deputy Chief Minister. But in case of Uttar Pradesh, 2 Deputy Chief Minister has been named, which hints that it has done to make some sections happy. Keshav Prasad Maurya being the OBC face, while Dinesh Sharma being the Brahmin face. Surprisingly, all three are currently not the part of newly elected state assembly (they are being imported and being tasked to Uttar Pradesh). It is claimed that the MLAs wanted these three to lead the state, and that is why their appointment was made. Well, this is the reason which we have been told; the reality may or may not be different. Well, we will just hope that Uttar Pradesh becomes Uttam Pradesh (as was claimed by BJP top leaders during campaigning) during the Yogi led BJP rule.

Karan Johar has named the baby boy Yash after his late father, and the baby girl as Roohi. The filmmaker told PTI that the little ones were born premature. On March 5, the proud father intro-
duced his kids on social media. Karan wrote: "Two most wonderful additions to my life and lifelines." During the launch of his book "The Unsuitable Boy" Karan Johar had expressed his desire to become a father. In one of his conversations he stated: "My need to have children was because of my sense of nurturing. I wanted to channelize the love within me. And there was deep amount of loneliness, I felt there was a vacuum that is now filled by my children. I would be the mother of my children. I will be both mother and father. I will be more of a mother than father." "I cannot be dictating the choices to my children. I don't want them to be filmmakers or run my company if they choose not to be. If they have other choices in life I will encourage that like my parents encouraged me to be a filmmaker," he added. Karan even ex-
pressed his desire of having his biopic and if ever made, he would like Ranbir Kapoor to play him. "I think Ranbir Kapoor can play me well as he likes my personality. He can also get my fatso look. To cast my mother will be tough. I think Juhi Chawla can play her. And my father's part can be played by Rishi Kapoor as he is good at changing the looks," he told PTI. Hope the two little bundle of joy bring Karan, the happiness he always yearned for.

Fiber and your healthy diet Fiber is available in our vegetables and fruits. It is not something we need to eat from outside. We just need to be more careful and update our knowledge. There are two types of Fibers:

Fiber is something that improves digestion and helps your bowel movement. Bowel is one of the most important ways of excretion of waste and toxic from the body and if it is working fine then your body can enjoy several health benefits for longer.
in digestion and helps in moving foods to pass more efficiently through intestines. Both types of fibers are important for your body for its proper functioning. Soluble fiber reduces the amount of cholesterol in the blood. It slows the absorption of sugars in the blood so it is very important for diabetes and for weight management. Foods which are high in soluble fiber are known as low Glycemic Index (GI). Sources of soluble fiber: It is found in beans, oats, nuts and seeds, most fruits, dried beans and lentils. Insoluble fiber: It is important for healthy bowels movements. It releases constipation, keeps bowel movements regular and minimizes other digestive problems. Sources of insoluble fibers: It is found in whole meal bread, wholegrain rice and cereals, barley, couscous, wheat bran, seeds, fruit and vegetables. The recommended daily intake of fiber is 14 grams per 1000 calories intake. It certainly varies from men to men and women to women depending upon the nature of their work.
m Women intake of fiber around 21 – 25 grams m Adult men must have 35 – 38 grams m For children between 2-5 years old must
have15 grams m Between 5-11 years old must have 20 grams m Between 11 – 16 years old must have 25 grams m Between 16 – 18 years old must have 30 grams
Nowadays, according to the survey conducted in India 70% people are non-vegetarian and fiber is not found in foods such as meat, fish and dairy products. India is now the fourth fastest growing chicken consumption country in the world.
There are several food products that are also available with added fibers which are also known as functional fibers. Dietary fibers come from plants but functional fiber such as poly-dextrose and inulin are added to foods from outside such as cereals and bars. Research and studies suggests that dietary fibers are the best.
