Drought situation to cost Rs 6.5 lakh crore to economy: ASSOCHAM
TAC: Widespread drought will impact the Indian economy at least by Rs. 6,50,000 crores (about US$ 100 billion) as about 33 crore people across 256 districts are facing the grave situation, an ASSOCHAM study has noted with concern. In the pre-monsoon season, weekly rainfall for the country as a whole during the last week of April, 2016 was 19% lower than Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period was higher by 38% in East & North East India and lower by 89% in South Peninsula, 78% in Central India, 61% in North West India. Recent estimates indicate that the current water shortage both in reservoirs as well as lowering of ground water table has created a serious challenge for the drought affected areas in 10 states. Mr D S Rawat, Secretary General ASSOCHAM said the drought would create inflationary pressures making the food management an imperative challenge for the

New Delhi: Delhi pollution brought on World Health Organization (WHO) latest report, is happy Chief Minister Arvind Kejriwal. WHO report, the world's most polluted cities in Delhi in the notch at the bottom. Pollution is ranked 11th in the world in Delhi. Kejriwal is congratulated on its part, Delhi. Delhi now ranks 11th among 3,000 cities in 103 countries. Delhi is not the most polluted city in the world any more, according to the World Health Organisation's (WHO) urban air quality database released on Thursday. In fact, it now ranks 11th among 3,000 cities in 103 countries in terms of PM 2.5 (fine, particulate pollution) and 25th in terms of PM 10 (coarse pollution particles) levels. This is through a considerable improvement since 2014 when Delhi was ranked the most polluted city in terms of PM 2.5 levels, WHO had monitored only 1600 cities last time. This time 1400 more cities have been included in the database.Delhi's annual PM 2.5 mean for 2013 (second half) is 122 micrograms per cubic metres according to WHO's latest report com-
pared to 153 micrograms per cubic metres as per WHO's previous report. Delhi's annual mean is about three times the Indian safe standard and 12 times the WHO standard of 10 micrograms per cubic metres. Chinese cities Xintai and Baoding are at ninth and 10th in the ranking, Beijing ranks far below at 56th. Beijing was at 75th last time. Sinclair in US is the least polluted city with an annual mean of only 2 micrograms per cubic metres. WHO used data from various government and research organisations for the database, it's based on ground measurements of annual mean concentrations of particulate matter (PM 10 and PM 2.5) and "aims at representing an average for the city or town as a whole, rather than for individual stations. Years of measurements range from 2010 to 2015, unless the latest available data was older," the report said. Experts said Delhi's efforts to control air pollution may have reflected in the improvement in ranking. Both of this will have negative impact on economy, said Mr. Rawat. Lack of focus on natural resources will hurt the economic growth very seriously. Depleting soil health, water levels and air pollution will create inflationary pressures and will hurt Indian competitiveness. Corporate India must look at these aspects for their own existence, noted the study.

Global trends since 2008 show air pollution levels have gone up by 8% despite improvements in many cities. WHO in its statement also said urban air pollution levels were lowest in high-income countries, with lower levels most prevalent in Europe, the Americas, and the Western Pacific Region but highest in low-and middle-income countries in eastern Mediterranean and South-East Asia Regions, with an-
nual mean levels often exceeding 510 times WHO limits. "It is crucial for city and national governments to make urban air quality a health and development priority," said WHO Dr Carlos Dora is. "When air quality improves, health costs from air pollution-related diseases shrink, worker productivity expands and life expectancy grows. Reducing air pollution also brings an added climate bonus, which can become a part of countries' commitments to the climate treaty," he added. During the World Health Assembly, between 24-30 May, member states will discuss a road map for an enhanced global response to the adverse health effects of air pollution.

"In violation of United Nations Security Council (UNSC) resolutions, the official map of India has been depicting the disputed territory of Jammu and Kashmir as part of India which is factually incorrect and legally untenable," a statement issued by Pakistan's foreign ministry said. "Through the passage of this bill, the Indian government would penalise the individuals and organisations who depict Jammu and Kashmir as a disputed territory as per the UNSC resolutions." India's foreign ministry spokesperson said the proposed bill "is an entirely internal legislative matter of India, since the whole state of Jammu and Kashmir is an integral part of India". Vikas Swarup said "Pakistan or any other party has no locus standi in the matter". "The government firmly rejects Pakistan's repeated and increasing attempts to impose the international community matters that India has always been open to address bilaterally with Pakistan," he said. The proposed Geospatial Information Regulation Bill, which would affect digital maps from Google, Apple, and Uber, is facing stiff opposition from campaign groups in India. It also bans "wrong" information, including disputed international borders. The government said the rules would not create barriers to business if the bill became law. The bill bans all types of geospatial information, maps, raw data or photographs, acquired by any means, including satellite photography. Offenders could be fined up to 1bn rupees (ÂŁ10.4m). It also requires anyone who has already gathered such information to apply for a licence to keep it. Critics say the definition of geospatial data is so wide it could include printed maps, world atlases, or depictions of the country in international magazines imported to India.

Thursday morning the body of a man was found hanging from the tree in Delhi's high-security zone area Vijay Chowk. He age is said to be 30-35 years. New Delhi DCP Jatin Narwal told the media that a man has been seen hanging on tree named Ram Dayal Verma who hails from Madhya Pradesh locality Sibpur the potter. Ram Dayal was driving from his home yesterday and had reached Delhi in the night. He has also written 23-page suicide note. He has written the name of the local bookies. He wrote an account of his money on every page. Rs 13 crore at the end that says he lost. It is also written in the suicide note that those to whom he owed money had beenbothering him from last few days. Around 7 am, the body of the security personnel Ram Dayal was seen hanging from the tree. A bag was also recovered near the body. It was informed at 7.15 pm by calling the police. The body was taken to Ram ManoharLohia Hospital.
X-Ray rooms would be constructed according NABH norms: Anil Vij
Chandigarh: Haryana Health Minister, Anil Vij said that to ensure safety of the radiologists, X-Ray rooms would be constructed according to the prescribed norms of National Accreditation Board for Hospitals and Healthcare Providers(NABH). The Health Minister was presiding over a meeting of office bearers of Radiologist Association. He said that the rays emanating from X-Ray machines could affect the health of the employees. He said that to deal with the problem of shortage of radiologists in the State, models of other states would be studied.He said that a control room would be set up at state headquarters where reports of tests conducted at other hospitals would be studied and later these would be sent back to hospital the concerned. This would not only help in providing appropriate medical treatment to patients but would also help in checking the shortage of radiologists. Also, there is a plan to initiate tele reporting of MRI, CT-Scan, ultrasound and X-Ray machines. He said that to provide more facility to the doctors and employees, residential quarters would also be constructed within the hospital complexes. The process of getting accreditation of NABH has been initiated for 84 hospitals of the state, under which, there is an arrangement to have residential houses for doctors and employees within the hospital complex. He assured that their other demand would be considered within one month. Those present on the occasion included Additional Chief Secretary, Health, Mr P. K. Mahapatra, Director General, Health, Dr Kamla Singh and other senior officers of the Department.

Metro passengers will live information, stations will look, video wall screen
Late running of all kinds of metro trains and other related information from Metro stations will soon be shown on the big screen. Metro authorities have prepared a plan regarding it. Smayapur Badli which falls on the yellow line, which starts fromthe HUDA City Centre stations and five major interchanges and 16 feet wide and 9 feet long video wall screen, is being installed. Metro in the capital, including the NCR technical fault with the problem of penetration has been growing. The water crisis in Delhi increase, the reduced supply of water from the Tehri Dam
The scorching heat of Delhi in the coming days will face water shortages because water from the dam at Tehri to Delhi, Uttar Pradesh Irrigation Department has drastically cut. Tehri dam water level has declined significantly. The UP Principal Secretary of Irrigation, Deepak Singhal wrote a letter to the Delhi government which made them aware of the problem in the next few days, the water supply to Delhi from Tehri Dam is said to stop. UP Irrigation Minister Shivpal Yadav in UP also warned about drought-like situation in the state to meet the requirements of the problem is itself. Currently, state government, on its part, the government has not made any reply.
As a reminder central government last month in Latur, Maharashtra drought began delivering water and 10 million liters of water a day to send Kejriwal too had to offer. The BJP said it was political stunt.

The battle between the previous Government and the current Government is not likely to end any soon. The fresh controversy related to VVIP Chopper Scam, isn’t a newly funded controversy but has come into spot light recently when the Supreme Court agreed to hear a PIL which seeks to file an FIR against Sonia Gandhi and Manmohan Singh in the AgustaWestland chopper case.This progress could be seen in light of the recent Judgement of Milan Court of Appeal of Italy, which names Gandhi and Tyagi at various places in its Judgement.
What’s the matter all about?
The Italian company Finmeccanica is the parent company of the chopper maker AgustaWestland and adeal was signed between the company and the previous UPA led Government in 2010, wherby it was agreed that 12 choppers would be purchased by the Indian Governmentfor Rs. 3,600 crore. The choppers were intended to be used by VVIPs such as President, Prime Ministers etc to fly to high altitude zones of the country. The underlining problem involved therein was that it was earlier decided that any Helicopter which would be purchased must be able to fly more than 6000 meters in the sky, the AW101(AgustaWestland manufactured) could fly only 45000 and it is alleged that the requirement of 6000 was lowered down to 4500 meters so that AgustaWestland could take part in bid for the said Indian Contract of VVIP choppers. When in 2013, when news came that CEO of AgustaWestland and Chairman of Finmeccanicawere arrested on charges of bribing middlemen to acquire the deal with IAF, the deal was put on hold and the then Defence Minister A.K. Antony ordered the probe into the matter. The name that appeared to be controversial in the whole issue was of S.P. Tyagi (who has been ques-
tioned this month by the CBI) the then Chief Air Marshal of India. It appears that the lowering of altitude criteria from 6000 to 4500 was done on the instructions of the Chief of IAF, as prior to his appointment the IAF had strongly objected to such lowering of altitude. It is also alleged by the Italian investigation team that the middle man Guido Haschke had personally met S.P. Tyagiand that the bribery took place via Tyagi’s cousins Julie, Sandeep and Dosca. Tyagi, however, has denied any claims of having met Haschke.

The case doesn’t end there; the name of Sonia Gandhi has also been refereed as a beneficiary of the alleged bribery. The Milan Court of appeal in its judgment did note the alleged conversation between the three middlemen namely, Carlos Gerosa, Christian Michel and GuildoHaschke. They have all agreed on the point that ‘Mrs Gandhi’ was the ‘driving force behind the VIP’ Chopper deal. In Rajyasabha, the newly appointed member and BJP Leader Dr. Subramanian Swamy took name of Sonia Gandhi and blamed her for taking bribe and has called her an active participant in the scam that is involved therein. One of the middlemen, Christian Michel claimed that Prime Minister NarendraModi met his Italian counterpart and offered the release of two Italian Marines, imprisoned in India for killing two fishermen off the coast of Kerala in 2012. This release was offered in exchange for vital information related to AgustaWestland scam against Sonia Gandhi. The case is being investigated by the CBI and further developments are awaited, we hope to see the guilty being punished and Justice be done as after all the money is off nobody but of the people of this country and the Governments must be accountable for the misuse of it.

Mind the wonderful exhibition touched the auspicious beginning of the evening in the capital. An exhibition displaying the final assignment by 29 year old French photographer, Jean-Pierre Pedrazzini while photographing the 1956 Hungarian Revolution was inaugurated by Mr IstvánÍjgyártó, the Hungarian Minister of Cultural and Science Diplomacy (Ministry of Foreign Affairs) at the Hungarian Information and Cultural Centre, New Delhi on Wednesday, 11th May, 2016. Senior Indian diplomat, C. Rajashekhar, presently the Director General of Indian Council for Cultural Relations was the chief guest. This is the first time that the photographs of Jean-Pierre Pedrazzini are on display in India. Speaking on the special occasion, Minister Ijgyarto said that Jean died for a cause that he espoused – Freedom – which is so integral to democracy and a free press. Earlier speaking to Diplomatic Square, Minister Ijgyarto referred to poet Rabindra Nath Tagore’s visit to Hungary, his admiration for the country and his deep rooted relations with many Hungarian intellectuals and litterateur. Hungarian ambassador GyulaPetho and Dr. Wilhelm Zoltan Counsellor, Director of the Balassi Institute, Hungarian Information and Cultural Centre in New Delhi also spoke on the occasion. are part of the celebration of 60 years of the Hungarian freedom movement. The photographs document the scenes on the streets of Budapest with citizens and the military during the people’s freedom movement.

France was in mourning for him, he became an idol at the French editorial office and his tomb became a place of pilgrimage. His colleagues labelled him as the “Photographer of freedom”. Jean-Pierre Pedrazzini is one of those few who became the holder of the National Order of the Legion of Honour posthumous. The photographs in monochrome lend character and gravity to the scenes of the revolt and highlighted the people at the heart of the revolt to be regular citizens who were fighting an oppressive political regime in the aftermath of the Second World War

Giving details of the exhibitionDr. ZoltánWilhelm, said in brief, “JeanPierre Pedrazziniwithin ten years he travelled the world from Indochina to Egypt, from the North Pole to the Caucasus. After hearing the news about the Hungarian Revolution he immediately left for Hungary, where he arrived on the 27th of October 1956. The next day he was already taking photos at the funeral of the victims of the volley in Mosonmagyarovar, and then travelled to Budapest where he captured the images of life after the announcement of cease-fire and amnesty. He visualized the memories of the adjacent tragedy and the stroke of hope. After hearing about the further clashes
when the Soviet Union established its rule in Eastern Europe. Íjgyártó said about Pedrazzini, “He was truly a photographer of freedom, and in the pictures he took you can see the strength and resilience of the Hungarian people that were demanding freedom from the oppressive rule of the Soviet Union.” On the exhibition a collection of his 28 photos about the Revolution and Freedom Fight of the 1956’s can be seen. Pedrazzini’s coverage of the revolt, gave him a place among the heroes of photojournalism, joining the ranks of men who paid with their lives while feeding their passion for the truth.

Despite severe criticism from a section of lawyers and NGOs, the Union Cabinet approved a proposal to amend the Juvenile Justice Act. Yet to get Parliament clearance, the proposal seeks to try juveniles between the age group of 16-18 years and that have been accused of heinous crimes, under laws meant for adults. The proposed amendment, however, provides that in case a heinous crime has been committed by a person between 16 and 18 years, it will be ex-
amined by the Juvenile Justice Board which will assess whether the crime was committed as a ‘child’ or as an ‘adult’. Here’s a breakdown of the 2014 data for crimes that were registered against juveniles in that specific age group There were a total of 36,138 cases registered in 2014. Of these cases, the highest pertained to riots (1,733 cases), kidnapping at rank two (1,635 cases) and cases of rape stood third (1,488 cases). Other crime heads under which juveniles between the age group of 1618 years were reported, were, assault on women to outrage her modesty (1,392 cases); murder (844 cases); and attempt to murder (806 cases). In comparison, data for children below 16 years of age showed there were 656 cases of rape registered against them and 319 cases of murder.

Has the attitude about registering and reporting of rape cases changed? The vast quantum of data that is available about crimes against women is an indicator in itself about the gravity of these crimes. Even though the government introduced new laws which means that people who commit rape “shall be punished with rigorous imprisonment of either description for a term which shall not be less than seven years, but which may extend to imprisonment for life, and shall also be liable to fine.” But data speaks some other tale, although efforts are being made on every front whether it is NGOs, social activists , television programs which recently started showing about the adolescent indulging in crime because of some or the other reason whether it is peer pressure, the lack of communication between parents, and the growing demands to stand out in friends circle, ON the whole reasons are many but remedies are not sufficient enough to cure the curse of crimes.
