People had to pay with their lives for negligence of Railway officials

<<

Inside This can only be called an ironic coincidence that the unfortunate news of derailment of Patna-Indore express came simultaneously with the news of a new technological advancement in our country which would never let two trains collide. The morning of 20th November brought a never-ending darkness in the lives of many families whose dear ones were aboard that fateful train.

Is this DEMON-etisation good for us?

Demonetisation of money will help the poor’s? The banks? or Indian Economy ‘Some economists say demonetization will adversely impact India’s economic growth even as others believe the disruption is unlikely to be significant’ Let us start with the biggest unsolved scam that not only looted the people of this country but a big reason for inflation and unemployment and even poverty in the country, where these scams are open in public still the amount is unanimously gigantic.

Should we be celebrating Children’s Day? Faridabad (NCR) | 16-30 November, 2016 www.theasianchronicle.com

Dheeraj Kale dheerajkale@gmail.com

While we waited from dawn to dusk in the serpentine queues of the ATMs and jostled our way to the bank counters in the arduous quest of getting rid of our old 500 and 1000 rupee notes, 14th November 2016 passed away quietly just like any other day of our lives. The day when our first Prime Minister, Pandit Jawahar Lal Nehru was born and the fact that we celebrate it as the Children’s Day completely skipped our minds due to the prevailing currency turmoil in the country under which the entire nation has been reeling. The simple reason behind celebrating Children’s Day on Pandit Nehru’s birth anniversary is because Pandit Nehru loved children unconditionally and children loved him

Cooperative Minister of Maharashtra Subhash Deshmukh’s car has been caught with 92 lacs in cash

SAI: BJP leader and Cooperative minister in Maharashtra Government Subhash Deshmukh’s car has been caught with 91.5 lacs cash. According to reports, the care that has been caught belongs to Lokmangal Group, which is managed by him. The cash is in denomination of recently banned 500 and 1000 rupee. It was confirmed by the local collector that in routine check this has been found. Subhash Deshmukh has said that this was the money of workers working in the Lokmangal groups’ sugar factory. The election commission has sent notice to Lokmangal Group to answer within 24 hours. Opposition party NCP’s spokesperson Navab malik has said that BJP ministers have collected huge some of Black money. The CM should remove him by immediate effect and the IT officials should raid BJP leaders’ houses and offices.

back as their beloved Chacha Nehru. Now let us just for a second, take away the currency crisis out of the picture and pretend as if everything was normal, would it have been reason enough to celebrate it then with equal spirit and enthusiasm? Would it not be difficult to say ‘Yes’ considering the dismal state of children in our country?

It would have been sheer travesty to celebrate Children’s Day in the midst of a steep rise in atrocities and heinous crimes against children year after year. According to National Crime Records Bureau, a total of 33,098 crimes were committed in India involving children in 2011. This number increased to 38,172 in 2012. A substantial increase in these cases was seen in 2013 taking the figure to 58,224 with addition of 20,000 cases. But in 2014, in just 4 years this figured reached a staggering 89,423, more than double the numbers reported in 2011. But if we go by the numbers only, these are just the reported cases. Unreported cases, if taken into account may further escalate this figure by another 20-25%. If this number kept rising at a similar pace every year, the day is not far when India will top the list of countries with maximum cases of crime against children. Out of these statistics, kidnapping and abduction sits at the top with 37,854 cases reported in 2014 followed by rape cases at 13,766. Other serious crimes include murder, assault, immoral trafficking, buying and

There should be no interference of Government in media: PM TAC Delhi: Prime Minister Narendra Modi, advocated for Media’s independence. He said that there should be no external pressure upon media by the Government. Modi on National Press Day said that due to increased competition in media field it has become tough to present news with utmost honesty and credibility. In such situation that media should think over itself regarding its duty. He also remembered M.K Gandhi and how he said that external pressure over media could bring worst results. He said that during Kandhar incident the media had interrogated its role and had decided its own terms and limitations. He advised the media to think over its freedom and limitations and to give positive message to people. He said that Government

cant take recourse to its 30 year old methods to broadcast news, and Indian Press Council should help the Government in this regard. He also showed distress over the killing of Journalist who present the truth in front of people. He said that State Governments must take steps to control such cases. He also said that media play an integral role in strengthening relationship with neighbor nations.

selling of minor girls, organ trade etc. The rise in these crimes against the weakest section of the society which rather deserves utmost care and protection depicts the decaying law and order situation in our country. There are several other crimes against children which are considered serious in nature in other countries but are rampantly prevalent here in India such as child labour, child marriage, infanticide, foeticide, children being forced to beg, which is a common site at every traffic signal across the country. Some of these atrocities against children happen in front of our very own eyes but we choose to turn our back and look away as we have enough problems of our own. It is not that these activities are legal here in India. Child labour, Child marriage, foeticide etc. are all very much illegal and have strict laws in place too. Yet these activities are prevalent and their perpetrators flourish right under the very nose of the legal system

which framed laws against them primarily because of corruption in our law and order system and poor implementation of these laws. Why is it so that these crimes are increasing rapidly year after year instead of going down? Why is it so that the section of the society which deserves the utmost care and protection and is the most vulnerable is being exposed to such evils? Why is it so that our government is so proactive in launching schemes and programs for the welfare of children and other downtrodden sections of the society but pragmatically benefits of such schemes remain far from reaching people? Why is it so that there are more laws in our country than the number of crimes committed but when it comes to their implementation our entire legal system falls flat on its face? Why is it so that we still have the heart to go ahead and celebrate Children’s Day as if everything is hunkydory in the kids’ world?

Another Neki ki Deewar

TAC Gurugram: Another Wall of benevolence (Neki ki Deewar) has been setup by the Niswarth Kadam institution for the destitute and needy near the water tank at Gurugram railway road. The institution’s Chairman, Pramod Raghav said that this is the third wall setup by us. This endeavour by us will continue. After the excellent response met by the first Wall of Benevolence in gurugram, now similar new walls are being built in Mewat and Guru-

gram to help people in need. Secretary general of the institution, Arvind revealed that everyday several needy and poor people are reaching out to this Wall of Benevolence in Dayanand Colony in search of help. He said that even locals of the area leave clothes, utensils, toys, slippers, shoes etc. near the Neki ki Deewar. Arvind expressed hope that the number of deprived people will rise with the winter setting in.

Demonetization of money will help the poor’s? The banks? or Indian Economy ‘Some economists say demonetization will adversely impact India’s economic growth even as others believe the disruption is unlikely to be significant’ Let us start with the biggest unsolved scam that not only looted the people of this country but a big reason for inflation and unemployment and even poverty in the country, where these scams are open in public still the amount is unanimously gigantic. Why not to Extract this money why Demonetization? A big question .The stockiest already started there kalabazari and with

the help of poor laborers they have started exploitation of daily wagers. From poor laborers to all those who earn daily and eat daily this is total loss. The data drained from the sources.

The Hawala case to the tune of $18

million bribery scandal, which came in the open in 1996, involved payments allegedly received by country’s leading politicians through hawala brokers. From the list of those accused also included Lal Krishna Advani who was then the Leader of Opposition. Thus, for the first time in Indian politics, it gave a feeling of open loot all around the public, involving all the major political players being accused of having accepted bribes and also alleged connec-

The Panama Scam and not to forget to mention is money laundering case by Vijay Mallyaalmost 17 firms who took loans to fund Vijay Mallya, he is currently fighting at least 27 cases in various courts. Of these, at least 22 are related to loan default by Kingfisher Airlines - an amount that stood at Rs 9,091.40 crore at the end of November 2015, according to Union Finance Minister Arun Jaitley. Black money, by its very nature, is hard to estimate accurately therefore the gains from demonetization of Rs. 500 and Rs. 1000 notes are also difficult to quantify. Black money is not only stocking of Money but it can be in many other forms like some in foreign currency, property and gold and jewellery. Is this an exhaustive list? Relatedly, of the known forms of holding "black money", do we have an estimate of how much is held asrupees versus foreign

currency of the current stock of black money, much is hoarded as Indian rupees. Post-demonetization, there are reports of cash-hoarders buying gold and jewellery, leading to a big increase in the price of gold. Doesn't the demonetization move provide a windfall profit to those who invested their black money in gold? If the government believes that black money is held predominantly in the form of notes of large denomination (Rs. 500 and Rs. 1,000), why introduce a new note of a higher denomination (Rs. 2,000 note)? This question has been raised repeatedly, but there have been only lame answers?

Earlier, the BJP had said that much of the black money was stored abroad, but the so-called "surgical strike on black money" is only on domestic black money held as Indian rupees. Does this mean that the government has given up on black money held abroad?

India's cash crisis explained “ stop anyone trying to flout the rules.

India's shock move to scrap 500 and 1,000 rupee notes in one fell swoop has shaken up the cash-dominated economy.

So how are Indians coping?

What happened?

In an unscheduled televised address on 8 November Prime Minister Narendra Modi gave the nation just four hours notice that 500 ($7.30; £6) and 1,000 rupee notes would no longer be legal tender. People were told they could deposit or change their old notes in banks until 30 December and new 500 and 2,000 rupee notes would be issued. Until 24 November Indians will also be able to change a small sum of old cash into legal tender as long as they produce ID. This amount was reduced from a total of 4,500 rupees to 2,000 rupees on 17 November. Anything above this needs to be credited to a bank account.

Why?

The decision was taken to crack down on corruption and illegal cash holdings known as "black money". In an attempt to curb tax evasion, the government expects to bring billions of dollars of unaccounted cash into the economy

because the banned bills make up more than 80% of the currency in circulation. Some 90% of transactions in India are in cash.

What's been the result?

Disbelief.. and then the realisation that the 500 and 1,000 rupee notes in every man and woman's pocket were suddenly redundant. People started flocking to banks and ATMs to withdraw cash or exchange the old notes. The queues are long and people are short of cash - even buying daily essentials like milk and bread has become difficult. Police have had to be called in at some banks and ATMs to calm tempers. The rules on what and how to change money are also changing as the government reacts to the crisis. On 15 November it was announced that indelible ink will be used to mark people's fingers to

It's a huge problem. More than half of Indians still don't have a bank account, and some 300 million have no government identification. People have been relying on card payments to shop, but those living in rural areas do not have this option because most stores don't have access to cardpayment systems. Experts say that small businesses which mainly deal in cash are struggling. But there are examples of ingenuity amid the frustration - of shopkeepers acting as a local bank, the return of barter in some places.

Will it work?

Some experts believe the move will not curb corruption because people will start hoarding cash when the new currency becomes available. Others say it will boost the economy because banks will be flush with money. Finance Minister Arun Jaitley recently announced that Indian banks had received three trillion rupees ($44.4bn) in cash in the first four days after the ban. Courtesy: BBC

Costs of time on the demonetisation

For instance, if we queue for an hour to withdraw Rs. 4,000, we're actually getting Rs. 3,900, if we value one hour of our time at Rs. 100 per hour. Various legal economic activities (especially cash-intensive, as this has pointed out) have been hit - some for a day, others may be longer (vegetable trade, farmers who are unable to buy inputs required for sowing). Breakdown of POS (Pointof-Sale) and ATM machines, rumourmongering and hoarding, price rise due to shortages and other disruptions have been reported from metros.

The many aspects of demonetisation

Demonetisation has left UP BJP leaders more worried about poll prospects BJP has asked its cadres to mingle with people standing in queues for cash. ATMs are not accepting the new notes, forget the people: Akhilesh Yadav attacks note ban demonetisation effect, TMC leaders protest outside parliament. In all this hue and cry and unalarmed economic crises over people does the act of Demonetization will bring Kaala Dhaan or it is an strategic move to weaken the oppositions for the forthcoming elections?

Has the government formulated a plan to leverage this for longer term gains by expanding the income tax base? Of all the cash that gets deposited into bank accounts over the coming weeks, how will the government determine what is black or undeclared, and what is not?

The morning of 20th November brought a never-ending darkness in the lives of many families whose dear ones were aboard that fateful train. In an effort to cover up after every disaster, the railways failed miserably this time too. Already running in losses, Indian Railways became yet another reason for the loss of 146 lives so far turning out to be the worst railway tragedies of recent times. In an effort to conceal their negligence, this time too the centre, state and railways has announced compensation for the families of the injured and washed away their hands off their responsibilities. All the government and railways have done is trying to decorate and renovate the coaches and take the credit of Bullet train. Though the existing railway system and government take credit for the transformation of railways and bullet train but the fact of the matter is all they have been busy focusing is on premium railway fares and giving superficial aesthetic touch ups to the railway compartments while the most critical issue of passenger safety remained untouched. New Delhi: Finance minister Arun Jaitley cleared the wave by saying that this decision wont be rolled back despite of other political parties demanding so. He said that every political party must support this decision as this would make things easier for common man. He said that Congress party is making disruptions in this initiative and they should not do so. Regarding PMs statement in the Rajyasabha, he said that if need so arises, the PM will also make statement in the Parliament. He also said that the problem with ATM shall very soon be resolved, big defaulters wont be spared and the effort is being made for recovery. On bank lines, he said that he has himself visited banks and has witnessed that lines have reduced. Bank officers are working from day to night and they have performed fairly on all the seven days. RBI had started working on the currency from past 6 months and it has enough currency.

RBI, in its appeal to people has asked them not to panic, claimed that they have enough money to supply

RBI has assured people who have been in the line for past 10 days, that they need not to worry as RBI has enough cash to supply and banks have enough currency to dispense. It is to be noted that on 8th November, the Government had banned 500 and 100 rupee notes and since then people have been struggling in lines to get money. The Government is also keen to help people and has taken several steps for it. It has increased limit of withdrawal for people ho have marriages in their family. The RBI has cleared that it has enough currency to dispense and no one needs to worry, even the printing and supply has been increased. The government has also mandated that people who withdraw money must be inked on their nails and for that reason many people have not been able to line up for withdrawal. It is reported that the line of withdrawal in banks have now been reduced.

The secrets of building a successful career in the 21st century

What are the most important skills that students need to prepare for the 21st Century workforce?

Teamwork Orientation

One of the biggest things that students today need to succeed at work is the ability to work as a team. They need to understand how to communicate compromise and share credit so that they can be a valuable contributing member to projects. This can be taught in school by encouraging teamwork on some projects and assignments. Nearly all jobs now are a team effort. Employers want people who understand how to manage a project, how to deliver a product on time and on budget, and how to work in teams with little or no oversight. Schools undermine that when they teach that working with your neighbor is cheating,”

Be Future-Focused

In many ways, real life begins at graduation for students - they begin to put their knowledge into use and manage their own finances and life plans. So schools should focus not just on whether students have learned material, but where it will take students later. Will they be a financial, career and personal success because of what they learned?

Science, Technology, Engineering and Math, history and communications courses can help. “STEM is integral to solving practical problems, but STEM alone is not enough. Music and the arts encourage creativity and innovation while underlining self-discipline and providing individual insights into science and math. History informs us of the struggles and successes of past innovators. Communication helps us ask questions, customize our learning, and spark our passions,”

Teach Complex Thinking Skills

In the workplace, it’s not just about getting to the right end, but getting there by the best path. This is something that can be reinforced in high school by giving students context for decision-making and solving problems. “Jobs in the modern workplace require innovation, creativity, and the ability to look at a task and not only see the outcome, but also imagine different ways to achieve it. This is why I really like international affairs, politics and even complex math,”

Prep for College and Career

Although college is extremely important to many careers, it’s not for everyone or every career. For

that reason, schools need to offer courses that will prepare students for wherever they are going in life -- and that means offering both college and career preparation. Further, kids need life skills like civics knowledge and the ability to balance a checkbook. “There needs to be a range of educational options for students because of the great diversity in both the population and the

And when students ask, “Will I ever even use this in real life?” have an answer - and an example of why they will. “Right now our schools measure knowledge gain from one year to the next. It is a stepping stone to their life goals. We need to bring those two values together.

education/ misc

An atmosphere of apprehension and tension has crept in amongst the common public after PM’s public declaration on the evening of 8th November to demonetize the old 500 and 1000 rupee notes. People have doubts in their minds about what will happen to their hard earned money which is lying in their homes in the form of 500 and 1000 rupee notes. However, from the point of view of a Chartered Accountant, I see this

workplace. Career academies and more traditional vocational education have a big role to play in preparing the next generation of workers,”

All round Curriculum

There is no one magic solution that will prepare students today for tomorrow’s workforce, but giving them a well-rounded education including arts;

move by the BJP government as a positive development. This decision will make people deposit the money lying around in their houses and thereby strengthen Indian economy. The long-term results of this decision are extremely conducive and beneficial. In simple terms, this will result in stopping inflation and stopping black money. People will develop trust in the efficiency of banking systems and will entrust the banks with their hard money which would mobilize more money into the market

and will contribute towards strengthening the economy. For tax fraudsters, this came as a major but silent blow below the belt which could only be read in the books or heard in idioms before this particular move came in. Despite of all the trouble being faced by the people because of the long queues, this decision is still being appreciated and supported by most people. Even though changes made frequently in the time limit and

rules for depositing and exchanging old currency notes may have troubled people slightly but in the time to come it will have long-term benefits. Some new regulations are going to benefit during the wedding season. In my opinion, the time has come when we should make some changes in our spending habits. We should be using plastic money more instead of cash. In today’s hi-tech and digital age we should encourage others also to use various banking facilities. In the past couple of days, from small time shopkeepers to even street vegetable vendors and hawkers have begun using debit and credit cards for their daily transactions. Now when it comes to your hard earned money kept in your home, then you don’t have to worry about anything as the prime minister has assured that no injustice will be done with any honest person. For the betterment of the economic condition of the country and the bright future of our children, we will have to learn to repose our trust in the country’s banking and legal systems. Honest people have nothing to fear of this demonetization. The limit to depositing money in the bank might just be 2.5 lakh rupees only, but that doesn’t mean that people depositing more than that will be bothered or harassed by the income tax department. Those housewives who have been saving bit by bit for years to reach up to this figure can visit the bank without fretting and deposit their savings. The government has not said no to depositing money in the banks. Any

Saman Bilgrami

amount of currency can be deposited in the bank. However, government has made arrangements to ensure that the common man is not exploited by the ones stashing black money. For instance, no other person can deposit money in your bank account without a written authorization from you. Without your consent nobody can now deposit any money in your bank account. The prime requirement under this new financial regime will be for you to file the returns on your income earned during this year in the year to come. My advice to all those who are not in the habit of filing returns on their income is to start filing returns on their income every year for the sake of the country even if your income is not taxable. Now-a-days income tax returns can be filed online easily.

Some latest updates on demonetization by the government are:

l Farmers with crop loans can withdraw up to 25 thousand in a week l Those who have a marriage in their house can withdraw up to 2.5 lakh from their accounts l Limit for depositing old currency has come down from 4500 to 2000 l You can withdraw up to Rs. 24000 in a week through a self cheque l Central government employees till grade C can withdraw up to Rs.10000 cash as their advance salary. This advance will be adjusted in their November salary.

Demonetization or a futile exercise in disguise

Current PM’s perspective on former PM Karamvir Kamal

14th November is not merely a date but it holds a special place in the history of India. This date is not only the date of birth of one of India’s most eminent personalities who participated in the battle for India’s freedom but also the date of birth of free India’s first prime minister. At the same time, this is the day when Children from across India celebrate Children’s Day. You guessed it right… I am talking about the great freedom fighter Pandit Jawahar Lal Nehru. But the Children’s Day gone by on November 14, the birth date of India’s first Prime Minister and a great freedom fighter was sadly reduced to a mere date. Needless to mention, on this significant day advertisements are released in the leading publications by the Indian government marking the birth anniversary of Pandit Nehru. But it appears that this day has fallen prey to politics in the present times. This time around, the government completely forgot to commemorate this gem. On one side where Pandit Nehru was not seen anywhere in the newspapers, on the other the current PM attacked him in his speech in Gazipur. Amidst the atmosphere of elections, the way our PM criticized and infused a political tint in some of his old policies does not actually jell well with a person of his stature. While speaking on the Patel Committee of 1962, it was ambiguous whether Modiji is accusing Pandit Nehru or praising him on his birth anniversary. According to him he had intentionally organized this rally on 14th November. How can Narender Modiji forget that UP’s CM as well as MP hailed from BJP only. BJP’s government has been in the centre. They never felt the need to remove the dust from Pandit Nehru’s file instead they created another issue of Babri Masjid, the jinn of which appeared everytime during elections. It seems to be evident from Modiji’s this speech that he has began to consider himself as the ‘Yatra Tatra Sarvatra’. Modiji’s speech implied as if he is speaking about former prime minister of the opposition party. Perhaps in the heat of elections Modiji has forgotten about Pandit Nehru’s contribution in the freedom struggle of 1947. Criticizing and pointing fingers at the work policies of a great Indian leader who played a key role in India’s freedom battle and became the prime minister of free but poverty laden India at a time when there were negligent resources is like insulting all those who martyred to make India free. Even though the freedom fighters and martyrs who sacrificed their lives to make India a free country are commemorated on every Independence and Republic Day but merely to gain political mileage thru sarcastic remarks and taunts on the Gandhi family especially the eminent personalities associated with Congress party and commenting that they have looted the country for 70 years is unjustifiable and unfair. While flowing in the current of elections, modiji should keep in mind that in the past 70 years besides Congress party, his own party and other associated parties have looted the country only. Post Kargil war, the coffin scam was a heart wrenching memory for the Kargil martyrs even till this day. But here it is not the matter of scams, but it is about those great freedom fighters who sacrificed their lives so that we can breathe in a free country. Therefore keeping politics aside, we should look upon and respect our country’s freedom fighters. Political personalities should also refrain from making such ludicrous statements and leave the souls of these patriots alone to rest in peace.

The whole country is in dilemma as to whether support demonetization or criticize the decision to its core. The difference in opinion is because of its negative implications that have been seen in the past few days by the people of the country. Huge line in front of banks and at various ATMs seem to suggest that the move has caused inconvenience to a lot of people, but was it meant to be inconvenient is the question. Since it was a very quick decision and which I suppose, it was meant to be, why was there lack of preparation on the part of the Government? If it was due to happen and discussions were being held for past six month within the people of the Government, why was it not systematically planned to be executed? These are few questions that must be asked to the Government so that a clear cut preparedness of the Government could be judged. By the time I am writing this, around 55 people have died due to direct effect of scrapping of 500 and 100 rupee notes. Who should bear the burden of the deaths is another question that must be answered by the Government.

Demonetization as a strategy

The move was aimed at curbing Black Money and making people who have black money to become their money of no use, however there is basic misunderstanding regarding what actually is Black Money? It is never still in nature, it is not stable and it is rarely hoarded (as is being told). Black money cannot be differentiated from white money; the only parameter to do that is whether or not tax has been paid on such

money which one gets from different sources. While the current move presupposes that the 500 and 1000 rupee note will definitely be coming back to RBI from a particular channel and that is banks, it actually does no more than causing hardship to the people rather than being prepared for this challenge. It actually cannot be called Demonetization, it is nothing but a mandatory scheme to exchange notes and by possible implications it is sure that new 1000 rupee notes will soon be out and rupee 500 is in fact out in public and thus the whole process raises doubts as to the clear cut strategy of the Government. The whole exercise is in futility, as there is just scrapping of notes of a particular design or range of series and in place of that notes of new design and series shall be infused in the cycle of currency. Since very rarely notes are hoarded, it is generally in the market; black money can always be turned into white money by paying it to someone whom actually gives tax on that money which he gets, and so the money turns white which earlier was black as the person who forwarded it had not paid tax on it. Further this very white money on which tax has been paid could turn into black money when someone who gets such money doesn’t pay tax or in other words it is unaccountable. This whole understanding of how the Government understood the concept of black money and the effect of this decision on such unaccountable money is ambiguous.

The Government’s responsibility

P. Chidamabaram, the former finance minister didn’t questioned the motive of the Government rather he asked about the preparedness of the Government, which I believe was not up to the mark. The cases where the new notes are getting decoloured and are getting faded or are misprinted, show that the Government itself is in hurry to cater to the need of currency in the market. Since the printing press isn’t able to print money equal to what is being estimated to come back to RBI through banking channels, and it could take somewhere around 7-8 months to do this herculean task. This makes the situation even worse and disturbing. Looking at the capability of the printing press, Gov-

ernment came up with the idea of printing new 2000 rupee to mitigate the problem as it is quicker to print 1 two thousand rupee note rather than printing 20 hundred rupee note and this is the only possible explanation that could be given regarding the coming of new 2000 rupee notes. Apart from that there is no apparent speculation as to why money of such bigger denomination was decided to be printed. News have come that the pictures of the newly printed 2000 rupee notes were already circulated in the social media, which again raises doubts as to the credibility of the Government when it says that the decision was throughout confidential. Another issue is that the new 2000 rupee note is of value in the market as it could not be exchanged for 20 hundred rupee note as people simply do not have that much in hand and so either the hole 2000 is expected to be spent by the market players are things are purchased on credit which gives birth to another form of chaos.

The Solution: as a speculation

It might very well be said that the step has been taken in good faith and for betterment of the society but the lack of preparedness has to be its criticism which turns out to be a very strong one. ATMs do not even have racks of sizes that suite the newly infused notes in the economy, i.e. 500 and 1000. A possible could have been to announce the newly printed note as a new series of notes with new design, and nothing should have been said about the to be scrapped notes of denomination 500 & 1000. After some time, when the newly printed notes were transported to banks and ATMs and also enough currency was already printed, this move should have been announced. Since there have been enough currency available with the banks and ATMs, there wouldn’t have been such hardship to the people. However these are mere suggested ways in which the whole exercise could have been smooth; the government may have had thought it and yet discarded it for some reason. Amidst all this, one thing is surely to be agreed and that is the whole process could have been executed in a much better way had there been enough understanding of the situation that may prevail in the country with such announcement.

Call for early decision on the SutlejYamuna Link (SYL) Canal issue

TAC Chandigarh: The Haryana CM, Manohar Lal, has said that an all-party delegation would soon call on the President and the Prime Minister to press for early implementation of the Supreme Court decision on the Sutlej-Yamauna Link (SYL) Canal issue. Congratulating the people on the favourable SC verdict, he said that the state would soon get water from the SYL Canal. Addressing a well attended public meeting after inaugurating a number of development projects worth Rs 42 crore at Beri in district Jhajjar, the CM said that the state government had made arrangements to ensure that the irrigation water reached right up to the tail-ends in southern Haryana. In this context, schemes costing Rs 2,500 crore have been approved. The SYL issue has been pending for about 36 years. The present BJP Government made concerted efforts and strongly pleaded the issue during the last two years as a result of which the apex court has given its decision in the interest of Haryana. The Chief Minister announced that a women`s college would be opened at Beri fulfilling a long pending demand of the people of the area. He also accepted various demands of the people, including those related to roads, irrigation water, education and infrastructure. Manohar Lal said that he was the first Chief Minister to have decided to visit all the 90 Assembly segments in the first two years of formation

of the government. "This is the 80th segment where I am making announcements for development of the area. A sum of Rs 141 crore has already been spent on various development projects during the last two years in Beri. I would cover all the 90 Assembly segements by December," he added. Hailing the decision to demonetize old currency, the Chief Minister said that the common man had begun to realize that black money deposited had started coming out. This is the reason that about 86 per cent people of the nation are in favour of this decision as per a survey. A new path of development would be opened with the money coming to the government treasury, he added, The Chief Minister said that lot of success had been achieved in making Haryana a corruptionfree state. But there is still lot to be done in this direction. Government jobs are being given in a transparent manner. Investment worth about Rs 7 lakh crore is expected in the state. He highlighted various schemes and programmes being implemented in the state, including gas connection to the poor, increase the old age samman allowance and other pensions and Beti Bachao-Beti Badhao programme. Speaking on the occasion, the Union Minister for Steel, Birender Singh, said that during his 45 years of political career, he has seen many Prime Ministers "but it is the vision of the Prime Minister, Naren-

Will Pollution and disrespect keep cyclist off roads in India? No Way! Give Way! Elsie Gabriel

To change the prevailing civic and traffic sense on our Indian roads is far from a challenge, it is almost impossible. It is a well cemented hard habit. Stopping vehicles to shop reroute, Jay walking, running in groups when lights are still red, pulling elders and children across roads leave alone animals in tow at times. You can picture the scene , cant you? It’s a heart in the mouth situation. If some of you disagree, it is because you live among the fluff and cream, elite areas, icing of the total population commuting scenario in India.

Some roads in the countryside and towns are better off than cities. Wider, cleaner and people show more respect. So a blanket statement can not be made about which city is better, or which village is better off or which town is less populated offering good roads for commuters. It is hard to tell, when which location will change and transform, from a scanty dusty kachcha road to a spanking new asphalt highway. No one can tell. Developing is soaring. The cities in India are growing fast and if planners do not recognize that cycling is an efficient way to relieve pressure on the full-capacity infrastructure and a good mode to promote sustainable transport, it will be a slow ride to bliss for ‘cyclists’. Not to mention, a polluted car infested road system. Another apathy which cyclists face are heavy vehicular traffic who do not care

dra Modi, which would take the country to new heights." Referring to demonitisation, he said that only 14 per cent of the currecy was in the form of small notes whereas the remaining 86 per cent was in the form of big currency notes, of which only 30 per cent was available in the market and the rest was black money. Now, with this decision of the Prime Minister, the government would get black money worth about Rs 9 lakh crore which would be utilized for developmental activities. The Agriculture and Farmers’ Welfare Minister, Om Prakash Dhankar, said it was farsightedness of the Prime Minister to ensure that every person became part of development of the country. The Prime Minister is working to strengthen the economy of the country. Haryana - The land of Gita--has been scaling new heights of development for the last two years. The Transport Minister, Krishan Lal Panwar, said that the state government had removed the upper limit of 60 kilometres distance for bus passes for the students in the state. The biggest bus stand has been set up at Jhajjar and about Rs 10 crore has been saved on this project which has been executed in a transparent manner. The Minister of State for Cooperation, Manish Kumar Grover, said the state government, under the leadership of the CM, had been working with the aim of ‘Sabka Sath-Sabka Vikas’.

for cyclists. Cyclists face a harrowing time on roads as motorists have scant respect for them. Have you seen the Delhi, Kolkatta, Mumbai and Chennai roads, these cities have just caught onto the new car-centric culture, more cars to a family, more car brands, wider roads but sick sharp turning with very little traffic signal posts every where in the narrow labyrinths. Sometimes, there are swanky clean straight wide roads [may be between 3am to 6am] but big cars and trucks are still at odds with safe cycling and even walking for that matter. “Educating cyclists and motorists about safe cycling, sharing the road, and obeying the law is important,” says Tanya Satish, Chief of Creed, here in Mumbai who has been organizing Cyclothons to promote sustainable transport as well as promote community cycling. Tanya has been assisting in the development, growth, and effectiveness of local cycling advocacy groups.” Developing a network of safe cycling routes throughout India is very vital. Promoting sustainable, healthy lifestyles and fitness through cycling is also important. But now with so much air pollution in cities like Delhi, what does one do, wear a mask and cycle? I believe there will be many challenges but the time has come for cyclists to rule the road and more can be done to educate people to respect cyclists. We host about 6 Cyclothons annually all across cities to promote community cycling. Our Cyclothon at Hiranandani Powai on December 11th 7am around the community roads will be one such programme where we will teach citizens to respect cyclists on the roads. We need politicians with relevant powers who

Techniques in agriculture and horticulture from Israel to be adopted by Haryana

TAC Chandigarh: Haryana has become a pioneer state by adopting technique of Israel in the areas of agriculture and horticulture and has the capability to guide such techniques to other states. This was stated by President of Israel Reuven Rivlin while interacting with media persons at Centre of Excellence for Vegetables, Gharaunda, Karnal. While congratulating the State Government and its farmers for implementation of the Indo-Israel project, he said that Haryana State is moving ahead by adopting modern technology of Israel. He also appreciated the development taken place in horticulture sector in the state and added that like Israel, horticulture technology has flourished in Haryana. Farmers of Haryana had adopted this technology on a large scale and a massive change is visible. He said that India and Israel are jointly working for the promotion of horticulture, irrigation, agriculture, trade and culture. Both the countries have cordial relations and are moving ahead not only at government level but the people of both countries also understand each other well in the areas of business and other sectors. Other countries should also work to adopt high-tech and modern technology. Earlier, he also visited Hi-tech Green House where he had got information about seed production through Indo-Israel technology. The President and his wife Nechama Rivlin also planted a sapling on this occasion. Speaking on this occasion, Agriculture Minister O.P. Dhankar said that Israel is one of the leading countries in farming. Haryana has adopted Israeli system under which five different centres of excellence have been established in the state including the Centre of Excellence (CoE) for vegetable at Gharaunda, CoE for Fruits at Ladwa, CoE for bee-keeping at Ramnagar, CoE for Fruits at village Mangiana, Sirsa and CoE for Dairy Farming at Hisar. He said that a CoE for flowers would soon be established in Jhajjar so as to promote floriculture in the state. Land for this CoE had already been identified. He hoped that relations between India and Israel would continue to be stronger and both the countries wouldll proceed further with mutual cooperation.

recognise the benefits of walking and cycling and are willing to stand up for them.” Sometimes, it seems that our streets are not our own. From the parked cars that line the roads to the traffic that speeds along them, in many of our cities we are second-class citizens if we’re not inside a motor vehicle. Vehicles have become a power symbol, just when the western world is going back full circle and taking to cycling and walking. We should encourage our government to prioritize those who walk and cycle when they design their streets. Infrastructure should cater for walking and cycling, and drivers must learn to respect those outside of cars. In Mumbai our Education and Sports Minister Vinod Tawde has always encouraged cyclothons to promote the young and the community to cycle, “Initiatives like this are good for teaching the younger mind set to cycle. Cycling is good for fitness and environment. I wish the cyclothons all the very best.” How far the new infrastructures will adopt the cycling lanes is yet to be seen in India. India used to cycle a lot, may be twenty years ago, no not as a sport or thrill or adventure, cycling used to be way of life. You see remnants of the trend, in the working community, Postman, Nariyalwala, Dabbawallas, Dudhwalas, Chaiwallas and newspaperwala now, very many students still cycling to school. It was common thing to simply cycle as to travelling or walking .No big deal. We should go back to cycling that way. Cycling should soon become a mode of transport for all demographics. If only smog, smoke and dust do not hit

cyclists in the face at every turn. Only if shopkeepers on pavements do not hog up all the sidewalks and cycle paths. Some give us a walking and cycling infrastructure that is often meaningless because they cross it over with parking and walking zones. So, try and pick a street in your area and keep it free of cars maybe on a Sunday, coordinate with your locality government; and use it for cycling for a few hours. This should help kick in the cycling concept slowly but surely. Research shows that while 48% of kids want to cycle to school, only 2% actually do. Increasing active travel to school is a step-by-step guide to increase walking and cycling on the school journey. Raising awareness, empowering cyclists and taking action are steps which can help you promote cycling in your locality. Whether you are a hardened mountain biker or a fun rider who happens to take a few spins, keep going and keep encouraging others. Well here in Powai, Mumbai, away from the city, the scenery is superb, with routes through some of the most delightfully unspoilt hills and forestry in this hidden gem of a location in the heart of Mumbai. Early mornings offer an opportunity to try out many easy routes, see you on the 11TH of December 2016. This information has been given by China’s government news agency Xinhua. The place is quite near to international border with India, near Sikkim. It is from this place that Brahmaputra River enters Arunachal Pradesh. It is China’s costliest project. According to reports, this project started in 2014 and
