remaining 532 km is in Odisha. It was declared a National Waterway in November 2008. The NW-5 consists of the stretches from Talcher to Dhamra on the Brahmani river a distance of 265 km including the Kharsua and Dhamra river systems, the Geonkhali–Charbatia stretch of the East Coast Canal of 217 km, the Charbatia–Dhamra stretch of Matai River of 40 km and the Mangalgadi–Paradip stretch of the Mahanadi River Delta running for 101 km. The waterway also includes a 91-km stretch in Bengal between Geonkhali and Nasirabad, West Bengal. Sagarmala has been planned to promote coastal shipping as a mode of freight transportation and hence initiated various infrastructural development at ports and supporting infrastructure using rail, road and waterways to facilitate coastal movement. These include development of dedicated coastal berths, bunkering and storage at ports and creation of supporting hinterland transport infrastructure with last mile connectivity. The optimized modal-mix using inland waterways and coastal shipping will not only reduce logistics cost but also cut down emissions and reduce energy and fuel consumption. It is estimated that the reduction of 12.5 MT in total CO2 emission (2.5% of current emission through transport sector) and 1 million KL in liquid fuel consumption (1.5% of current liquid fuel consumption by transport sector) can be achieved via modal-mix optimization. Reduction in the logistics cost promotes the manufacturing sector and enhances export competitiveness.
National Waterways: the Lifeline of India

Indian's sea necklace, Sagarmala is the mega port-led development project that encompasses all the vital and crucial elements for the growth of the economy. Alongside the four pillars viz., modernization of ports and establishment of new commercial ports, strengthening of port connectivity, enlarging port-led industrialization and maximizing the coastal community development, Sagarmala acknowledges the need and aims at mainstreaming of the inland waterways for the optimum realization of its potential as a national carrier to complement and complete the modal-mix of the railways, roadways and airways. The flagship program of the Government of India, Sagarmala showcases to the world maritime forum India's capabilities and excellence in the sphere. India has an extensive network of inland waterways, comprising the total navigable length of 20,236 km of rivers, canals, backwaters and creeks. Out of this, 17,980 km of rivers and 2,256 km of canals can be used by mechanized crafts. Bulk transportation by waterways has remained noticeably under-utilized in the country till now as compared to countries and regions like the United States, China and the European Union. Sagarmala envisages enabling inland waterways to become the transport lifeline of the country. These waterways will provide an additional channel for transportation of but also serve as recreational centers. Notably, till the year 2016 only 5 National Waterways (NW) had been notified by separate Acts. The Inland Waterways Authority of India (IWAI), an entity under the Ministry of Shipping, identified 106 new waterways as viable waterways in India for phased develop-

ment as National Waterways. In April 2016, the Government of India, through a single piece of legislation, declared a total of 111 National Waterways including the 5 existing national waterways. The 5 earlier Acts were repealed and the National Waterways Act, 2016 came into being (published in the Gazette of India, Extraordinary, Part-II, Section-I, dated 26 March, 2016 as an Act No. 17 of 2016). NW-1, 2, and 3 are already operational. Cargo as well as passenger/cruise vessels are plying on these waterways. The Detailed Project Report (DPR) for development of NW-4 & 5 was completed in 2010. The DPR of NW-5 was updated in 2014. For the newly declared 106 NWs, techno-economic feasibility studies have been initiated. Waterways currently contribute around 6% to India's transportation modal- mix, which is significantly much lower as compared to that of in developed economies and some of the developing economies as well. It is estimated that coastal shipping traffic of about 180-200 MMTPA can be achieved with the current and planned capacities across coal, cement, iron and steel, food grains, fertilizers, POL by 2025. Additionally, about 60-70 MMTPA of cargo is expected to be moved via inland waterways by 2025. Domestic waterways are more cost-effective. Another equally important fact is that they are an environment-friendly means of bulk transportation. The cost of transporting coal via coastal shipping is one-sixth of the cost of transporting it by railways. In consideration of the above, National Waterways 1, 2, 4 and 5 can play an important role in transportation.
river system between Haldia (Sagar) and Allahabad (1620 km) was declared as National Waterway-1 (NW-1) in 1986. Since then, IWAI is carrying out various developmental works on the waterway for improvement of its navigability and development and maintenance of other infrastructure such as terminals and navigation aids as laid down in the IWAI Act, 1985 (82 of 1985). As per the Act, IWAI is, inter alia, responsible for developing and regulating the national waterways for navigation. Nowadays the National Waterway-1 is being used by various cargo vessels, ODC carriers, tourist vessels and IWAI vessels etc. Further, IWAI has planned to develop 2.0 meters LAD up to Varanasi in place of Ghazipur i.e. about 133 km stretch with enhanced target of 2.0 meters depth against 1.5 meters.

The West Coast Canal or National Waterway-3 is a 168-km stretch of this inland navigational route located in Kerala and runs from Kollam to Kottapuram. It was declared a National Waterway in 1993. In addition to the main stretch, Champakara and Udyogmandal canals are navigable and connect the industrial centres of Kochi to Kochi port. It is the first National Waterway in the country with round-theclock navigation facilities along the entire stretch. It has been extended to Kozhikode as per National Waterways Bill, 2015.
National Waterway-4
This is a 1,095-km long inland stretch declared as an Indian National Waterway on 24 November 2008 under the Provisions of National Waterways Bill, 2006 and is currently under development. It connects the Indian states of Telangana, Andhra Pradesh, Tamil Nadu and the union territory of Puducherry. The NW-4 runs along the Coromandal Coast through Kakinada, Eluru, Commanur, Buckingham Canals and also through part of Krishna and Godavari rivers in South India. It was scheduled for completion by 2013. The National Waterways Act, 2016 has extended the length of NW-4 from 1078 km to 2890 km by connecting the Krishna and Godavari rivers. The project will be undertaken in 3 phases with first phase starting in October, 2017 and to be completed by June, 2019.

involved in Fake PAN card scam

KARAMVIR KAMAL
An investigative Journalism in the web world recently unveiled the sour truth of providing fake PAN details in their respective affidavits those submitted to the Election Commission of India between 2006 to 2016. it’s alarming for the world’s largest democracy where as many as 194 top-level politicians including standing MLAs, Ministers including former Ministers and speakers including 10 reigning Ministers are shamelessly involved into this fake PAN details controversy. Cobrapost(cobrapost.com), in this eyeopener investigative journalism after analyzing 2000 affidavits found that 6 former CMs, 8 Former Ministers and 10 standing Ministers did dare to submit their Fake PAN details through their respective affidavits at the time of their nomination , Interestingly among these hoax PAN providers, the highest numbers of 72 political top brasses hail from the country’s the oldest and largest political party, i.e.-Indian National Congress. Even the ruling BJP who had come to power in 2014 with the thumping majority promising people of India corruption and Congress free honorably achieved the IInd Position in this dummy PAN details controversy counting as many as 41. Even all most all the political parties in this country are associated in this case relating to hiding their appropriate incomes which include 23 Indian states across the nation.
Let’s try to know the legal perspective of this fake PAN details
It is absolutely mandatory to disclose a politician’s criminal background including the current financial position in addition to all assets truthfully at the time of nomination through an affidavit.Even after electing to the Legislature if the said affidavit found wrong P A N details, then the elected representative’s position likely to be canceled immediately by the office of the Election commission of India as it violates Section 125(A)(3) of the Representation of the People Act 1951. On the other hand section 139A(7) of the Income Tax Act 1961, on the other hand, clearly holds
that “No person who has already been allotted a permanent account number under the new series shall apply, obtain or possess another permanent account number.” Now it is the time for action as the law of this land suggests appropriate stricture in this regard but as usual people of India have their lost hope in this immense duplicity. In the recent past, the APEX COURT also had concerned suggesting stern action against such political leader whom the court termed as ‘cancer for our democracy’. Now, this issue should be investigated by the CBDT on the behest of Election Commission of India as per the law which is still pending. Of the 194 deflections of PAN details, there are astonishingly 6 former Chief Ministers,10 Present Ministers, 8 former Ministers including 54 present Members and 102 former Members of Legislative Assemblies from 23 states of India belong to 29 small and big registered political parties of Indian democracy. 29 political parties like Bharatiya Janata Party (BJP), Indian National Congress, Samajwadi Party, Bahujan Samajwadi Party, Janata Dal (United), (JD(U)), Nationalist Congress Party (NCP) and Hindustani Awami Morcha (S), among others, are involved in this humiliated deception. The state of Uttar Pradesh commands in this erroneous PAN details pack with other Indian states like Madhya Pradesh, Bihar, Assam, Himachal Pradesh, and Rajasthan. The random examination of thousands of 2000 Affidavits by the COBRAPOST did unearth this laxity of both the Election Commission of India and CBDT(Central Board of Direct Tax) ranging years from 2006 up to 2016.
The Cancer of Indian Politics
Faridabad (NCR) 16-31 October, 2018 www.theasianchronicle.com
ANJAN K SAMAL The Chief Justice Deepak Mishra, some days before his retirement combining four other key judges in the said bench tabled down one of immense important hearing in regard to criminalization of Politics. The Supreme Court remarked that every citizen of this nation has the right to aware of the past records and criminal history of the political leaders who entered into the ring of election to fight. When the candidate reveals all the information about himself truthfully, the elections must be more fair and independent. Under the existing law, only five years or more is the rule of prevention from contesting election only after being found guilty as a convicted criminal. In the petition, there was a demand for an ineligible contract to contest the elections when the charges were fixed in such cases. But the Supreme Court left this work of making the law to the Parliament of India. Refusing to stop the criminal proceedings against political leaders of India ,the Apex Court compared the ascending scale of Criminalization in Indian Politics as if the deadly cancer. Even the Supreme court did seem this situation as extremely disastrous crossing all the lines of “LAXMAN REKHA’(Crossing all the lines of patience and statute). In a advisable attitude the Highest court of the country also did alert the Parliament of India being the temple of world’s largest democracy. How ever many politicians in this country having criminal records were also issued clear instructions for clearance of their criminal records. The Constitutional Bench comprising
6
of 5 judges led by Chief Justice Deepak Mishra urged that criminalization of politics and corruption are weakening the root of Indian democracy like termites. To get out of this democratic hazard, it is essential for Parliament to enact the law so that criminals facing the criminal cases would not enter the political corridors and culpability in politics also can be eliminated. The court addressed that democracy can not be forced to being silent, deaf and to being mere a mute spectators towards sky rocketing corruption leaving the citizens helpless. The nation is eagerly awaiting that the legislators and judiciary both themselves to come forward and to make a law to save and secure the great Democracy in India. The Supreme Court said that the Election Commission has been given full powers, yet it has to work according to the law made by Parliament. The Commission has the right to conduct fair, independent elections, yet there is a limit to its rights. It was argued that existing legal provisions are not able to prevent criminals from coming into politics.
STRICTURES BY THE SUPREME COURT OF INDIA THAT OUR POLITICAL LEADERS TO KNOW...
Every Candidate who intends to contest the election will have to fill up the information in the form given by the Election Commission. If there is a criminal case pending, its information should be given in bold letters. The responsibility of the party is to give the Candidate’s old record information on the website. Describe Criminal Records via both the candidate and the political party through the media.

Despite the change in law after the Nirbhaya scandal, the system becomes dull Like #MeToo, a nationwide campaign had initiated in the social media against the Nirbhaya rape case in the year of 2012-13. Due to public anger, the government turned bound and made strict provisions against stalking, teasing or chasing women while changing criminal laws on the basis of the report of the Justice Verma Committee. According to the new law, in most cases of #MeToo, the culprits can be brought to the courtroom, but this law could not be applied in the cases before 2013. Despite the strict law, court proceedings of decisions in criminal cases are still complex and sluggish. Even the full speed of the system, the defendants of the case were still not punished, then what would be the fate of the cases of #MeToo …?

In theVishakha case, the Supreme Court was adjudged in August, 1997 to stop the oppression of women in Vishakha Guidelines of the Supreme Court. The provision was made in this decision for the formation of internal committee and disciplinary penalty to save women from oppression in government and private areas.
Highlighting the victim’s name crime For highlighting the name of the child victim in Kathua rape and murder case in Jammu and Kashmir, the Delhi High Court had imposed a penalty of Rs 10 lakh on several media houses in April, 2018. Despite the death of the victim and the consent of the parents, the real name of Nirbhaya is not yet exposed. In such cases, the Supreme Court completed the proceedings of the cases named ‘X’ or ‘Y’ instead of the actual names of the victims. In the #MeToo case, the woman accused the Central Government Minister MJ Akbar and has made her name and events in public via the social media. There are also many criminal and civil laws against defamation in the country, according to which the Delhi High Court has also banned Baba Ramdev’s biography and publication due to some controversy.
New Delhi: Union Minister of State for External Affairs MJ Akbar, worstly surrounded by bunch of allegations of sexual harassment under the #MeToo-India campaign, has returned to India from abroad. Union Minister MJ Akbar, who was on official tour to Nigeria, returned to Delhi on Sunday morning. The Minister of State for External Affairs said that why did this storm of sexual allegation take place just a few months before the general elections? Is this an agenda? These false and baseless allegations have caused irreparable damage to my reputation and goodwill. I will take the appropriate legal action against this allegations of sexual exploitation imposed on me baselessly. He put forward that the allegations of misbehavior against me are false and fabricated. All these allegations have been hatched with malice. I was out on the official tour for which I could not answer before. The Minister of State for External Affairs remark
Forty Lakh people in Assam are not Indians
Dharmendra Singh: The final draft of the National Register of Citizens (NRC) for Assam was released in which names of 40.07 lakh residents of Assam did not feature in the list. At the same time, 2 crore 89 lakh people have been listed as Indian citizens in the second and final NRC draft, informed Hajala, the State Coordinator of the NRC. After the release of this draft, political parties have engaged in blame game. Ruckus continues in both the Houses of Parliament. Home Minister Rajnath Singh, in the Lok Sabha said, "I want to ask the Opposition what is the central government's fault in it? All this is happening in the supervision of Supreme Court. There should be no
politics on such sensitive issues." Due to uproar the Rajya Sabha had to be adjourned till 2 pm on that particular day of ruckus in the temple of Indian Democracy. The Trinamool Congress (TMC) has raised questions about this list. TMC lawmaker Saugata Roy gave a moratorium in the Rajya Sabha regarding the NRC draft. TMC members led by Derek O'Brien, made a fierce fight over this matter, which was controlled by Chairman of the House, Vice-President M Venkaiah Naidu. Union Home Minister, Rajnath Singh said, "Some people are trying to create an atmosphere of fear without cause. This is a completely fair report. No misunderstanding should
be spread. It's just a draft and not a final list. If someone's name is not in the final list, then he can contact the Foreign Tribunal. No resistance action will be taken against anybody. So there is no need to be fearful." In the meanwhile, Union Minister of State for Home, Kiren Rijiju, has said that the government will not do injustice to anyone. He said, "It is wrong to create an atmosphere of political ruckus or disbelief on NRC. This order was from the Honorable Supreme Court and those whose names are not in the list are not taking any action right now.Everyone has a second chance, therefore avoid making unnecessary uncomfortable situations." Commenting on the NRC draft,
this #meetoo-India campaign as a disease of framing allegations without any reason and evidence. Now I have returned back and my lawyer must look into this matter of allegation as per the the law of this land. Under the #MeToo-India Campaign, about 10 women journalists have accused MJ Akbar of sexual harassment. These women journalists also include a journalist from rest of the world. Earlier, as soon as MJ Akbar reached Delhi and got out of the airport, the journalists questioned the charges against him, in response to which he said that I will issue a statement later. Significantly, MJ Akbar is alleged to have sexually assaulted by several journalists and Editors. On the other hand, it is believed that the central government and the BJP can take a decision soon after seeing the pressure of Union Minister M.J. Akbar's resignation. According to sources, in this entire case the BJP wants to hear the side of Mr. Akbar. This is the reason, Central Government is not putting forward anything about the Minister of State for External Affairs, MJ Akbar. According to the infor-
Assam Congress President, Ripun Bora, said, "Forty lakh names have been termed as ineligible, which is a big figure and quite surprising. There are a lot of irregularities in the report. We will raise this matter in front of government and in Parliament. The BJP's political motive behind this is also." TMC MP SS Roy said, "The central government deliberately removed 40 lakh religious and linguistic minorities from NRC. It will have serious side-effects on the demographics of different states around Assam. The prime minister should come in the house and should be cleared." West Bengal Chief Minister Mamata Banerjee said, "Many people also had Aadhar card and passport but still their name was not in the draft. Despite the correct documents people were not included. Many
mation, after returning from his foreign tour, the BJP will now ask for explanation from MJ Akbar. In the last few days, many women journalists have accused him of sexual harassment, while the #metoo-India Campaign also vigorously trended on social media. However, the BJP has kept quiet in the matter but some women ministers have also given their support to the #metoo campaign. Party leaders say that at first Akbar has to answer the allegations framed against him. Not only that, Foreign Minister Sushma Swaraj herself has refused to speak on this matter. At the same time, sources in the government say that first of all,the government will try to understand the party's stand on Union Minister MJ Akbar and also give him the opportunity to speak for himself. In this #metoo shocker, another Central Minister has stated her version. The Central Minister urged, “The matter is of the times when he was not a part of the Central government. So, it is a matter between MJ Akbar and the women. The government can say nothing on this,”
people were also excluded due to their surname. Does the government want to force people out?" The NRC final draft includes the names of those people who had been residing in Assam before March 25, 1971. Over 3.29 crore people had applied for getting themselves recognised as legal citizens of India. Here's how you can check whether your name appears in the list! 1.
