Supreme Court raised the question of MP and MLA's increase in the property and wealth as more as 500 times and raising the question that if MPs and MLAs even tell them that their income is increased so fast by doing business then the question arises that while being an elected MP and MLA, How can anybody do business? The Supreme Court asked the Central

Government that 30 years ago, N.N. Vora's report had come and what action has been taken from the side of Union Govt. of India in this regard? The problem seems the same today, nothing about the report has been done. During the hearing of the case, the Supreme Court opened the sealed envelope, in which information related to property and wealth in election affidavits by seven Lok Sabha MPs and 98 MLA’s found different and varied as per the information given in the Income Tax Returns of these M.Ps and MLAs. The government has said that investigations are going on against all these. After seeing the information, the Supreme Court did not make the names public, but told the court staff to stop sealing it back. Earlier, the affidavit submitted by the CBDT to the Supreme Court ,had said that the result of the

election affidavits of these MPs and MLAs and the verification of income tax returns will be shared with the Election Commission for the further process of investigation into the matter. CBDT said that it can not be shared under the right to information. CBDT told the Supreme Court that verification report of 26 Lok Sabha MPs, 215 MLAs and two Rajya Sabha MPs has been received. The affidavit said that the verification of information about their properties and wealth in the election affidavits of these leaders and their assets in income tax returns is being done in accordance with the standards set out by the Election Commission and CBDT. In the affidavit it has been said that after the Verification Report of the information given about the properties in the election affidavits and income tax

The department further forward the concerned issue to the concerned dept. of either state govt. or to the central govt. and the maximum time limit to redress this on line complaint is maximum three month from the 1st day of your complaint lodged. The status of the proceedings can be viewed online but in this age of digitalization many result oriented and fruitful programs are broken down due to non co operation of many state government of India even though this dept. works under the direct supervision of the Prime Minister of INDIA. Despite BJP’s regime in various states at present, many state governments in India even do not recognize many serious complaints by many common Indian. It is also seen that after a complaint to state govt., a victim waits for month after month

The petitioner's organization had alleged that there was a huge increase in property of several MPs and MLAs. According to the organization, there is a great difference in the information given about the assets of 26 Lok Sabha MPs, 257 MLAs and 11 Rajya Sabha MPs in their respective present day’s electoral affidavits. All these leader’s properties have registered with a significant skyrocketing increase in it’s value. The CBDT, in its affidavit, however said that it is not possible to verify the each and every People’s representative’s total wealth and property and the returns filed by them in the dept. of Income tax. So it is done when ever and where ever it is needed. In addition, the CBTD also said that the information given about the properties in the election affidavits and income tax returns is different. In case of election Affidavit, the market value of the properties and liabilities are mentioned, in the meantime the return filed in the Income tax dept. in which there may not be the details of properties and liabilities.

In this age of Digital India, citizens of India how approach computer to computer to get addressed and states sit tight like mute spectators without any solution to the complainants which is revealed by using the power of RTI. This particular RTI unveiled that there are only Himalayan store of lakh of complaints in the pocket of many state governments and waiting of thousands of common men for month after month without any fruitful output. As per the information received, in 2016 there were more than 3.10 lacs complaints where in 2017 till the month of August it reached up to 3.14 lacs of complaints and when we talk about the redress of these complaints, the RTI found that except the state government of Delhi all most all the states are far away way from the redressal of these complaints. In 2016, where 64364 complaints were settled, the same was settled by 122622 complaints in 2017. While Delhi settled 97.6% of complaints received from January 2016 to August 2017. Karnataka resolved 92.8% of complaints. Tamil Nadu settled 73.9% of complaints in the same period. According to the percentage, the

number of complaints comes down to the lowest number of complaints, which took only 3 (1.9%) complaints from 356. In Uttar Pradesh, the condition of number is very bad. More than 1.55 lakh complaints were filed in the state from January 16 to August 2017, of which only 5.5% (8583) complaints were settled. In the name of CM-WINDOW which govt. has begged many headlines in the recent past also seems not so much serious for redressing people’s problem is non other then the state government of Haryana. The Haryana Government does not take this complaint department seriously seriously. For many months, if complaints are not seen, then forwarding the complaints to the concerned department is very distant. As per the reply of RTI, Haryana Government has settled only 5.2% (1849) complaints out of total 35749 complaints to Haryana. Apart from this, the condition of all most all the state govt. in India are going from the point of worse to the worst in regard to grievance redressal of common India. The Government of India has added the money in digitalization seriously, in the same way the rest of the services and responsibilities should also be digitized.

All the above mentioned shocking statements are facts and not biased which were revealed recently by the real and alienate husband of Honey Preet, Vishwas Gupta. He again claims that Honey Preet was adopted by Baba knowingly with bad intentions. A man of money, Vishwas Gupta once was the most trusted and loyal follower of Dera's Ram Rahim who married Honey Preet on February 14, 1999 and had an unprecedented divorce just after a decade. After this marriage episode, Honey Preet came into the lime light as being the adopted daughter of Ram Rahim alias Gurmeet Singh. It is also revealed that in the year 2011, Honey preet's husband had appealed to the High Court of Punjab and Haryana seeking legal custody of his wife but no justice was given to Gupta in this particular appeal due to Ram Rahim's high profile nexus and influences. In this case, it is also reported that Vishwas and his father were seen begging for apology from Dera Sachha Sauda.

IBBI needs a framework to resolve cross-border insolvency-study

TAC News: Insolvency and Bankruptcy Board of India (IBBI) needs to quickly provide for a cross-border insolvency framework as many of the existing insolvency cases have foreign creditors, the existing provisions of code may not be adequate, according to an ASSOCHAM-EY joint study. Courts in foreign jurisdictions may not recognize the restructuring plan approved by the NCLT in India. Further, the moratorium clause in IBC would not stop foreign creditors from filing suits in foreign courts. It will be cumbersome and costly for RPs to manage such litigation, reveals the joint study on ‘Experiencing the Code Corporate Insolvency in India’ released today at New Delhi. Similarly, any court decree/order by foreign courts may not be recognized by the NCLT in India, leading to a logjam in the execution of judgement. Foreign parent companies that get their restructuring plans approved in a for-

eign country having a bearing on their Indian enterprise will face similar nonacceptance by the courts in India, noted the joint study. The Code does not make any distinction between domestic and foreign creditors, and therefore both categories of creditors would have equivalent rights. However, it is not explicitly mentioned whether the representatives of foreign insolvency proceedings and creditors would have a right of access to the courts, as envisaged in the UNCITRAL Model Law. The NCLT may, on receipt of an application from an RP, request a competent authority of a foreign country to seek evidence or action in relation to the foreign assets of the CD. There are no specific provisions in the Code on how Indian authorities would give or seek assistance to or from foreign authorities or how Indian authorities would recognize and deal with debtors that are undergoing insol-

vency proceedings in multiple proceedings. The two sections pertaining to crossborder insolvency were notified on 30 March 17. However, they do not have any immediate impact on the resolution of insolvent companies with crossborder interest, except that the NCLT can now issue a letter of request as envisaged in section 235. The Central Government is empowered to enter into bilateral agreements with foreign Governments. It may also apply the Code in relation to assets or property of a corporate debtor (including a personal guarantor of a CD) situated at any place in a country outside India with which reciprocal arrangements have been made. It is yet to be seen how effective bilateral agreements turn out to be, as they would be contingent on longdrawn negotiations with each country, and agreements with each country would vary, which might lead to chaos

When in Hindu mythology there are as many as thirty three crore Hindu Gods and Goddesses, than what is the justification in believing in such babas and guruswith twisted

After the day of punishment of Gurmeet Ram Rahim, his daughter cum sex partner Honeypreet has been absconding and the Punjab police should search her out to unveil more information on the dreaded criminal Gurmeet Ram Rahim Singh and his Dera Sacha Sauda. Punjab Police have already issued a look out notice against Honey Preet as she was the master mind in the escape plan of Ram Rahim on August 25 which could not materialise. Punjab including some parts of the National Capital became out of the grips which led to violence, destruction of government property including accounting for 38 innocent lives. During the process of punishment, when the governments of Haryana and Punjab were in a state of alert, how could it be possible for lakhs of followers of Gurmeet Singh to assemble near the court at Panchkula? This huge assembly of Baba's followers afterwards turned into violent protest causing loss of life and property. It is interesting to note that the Derarun newspaper has given Ram Rahim a clean chit and accused the media of negative reporting. This newspaper needs to be banned immediately by the concerned agencies. Criminal minds like Gurmeet Ram Rahim, Asaram Bapu, Narayan Swami and Ram Pal should be either inside jails or thrown out of the country.

CBi inquiry for Pradhyuman murder case

Chandigarh: Haryana Chief Minister said that in view of the demands of parents, the State Government will request Central Bureau of Investigation to conduct inquiry into the murder case of Pradyuman. Mr. Khattar said this while consoling Pradyuman’s parents at Bhondsi in Gurugram. He said that State government would write a letter to the CBI requesting the agency to take over the investigation of the murder case. The government has also decided to take over the management of Ryan International School, Bhondsi for a period of three months. Deputy Commissioner, Gurugram will be its Administrator during this period.

IT and ESDM policy to generate 1.2 Lakh jobs Haryana hopes to attract investment of Rs 20,000 crore besides generating employment opportunities for about 1.2 lakh youth with the launch of the IT and ESDM policy. Haryana is the first state in the country to launch such policy. Haryana is the first state in the country to come up with maiden Cyber Security Policy. It seeks to ensure that critical IT and Information Communication Technology (ICT) information is protected from unauthorized access, use, disclosure, modification, and disposal, whether intentionally or unintentionally. The Chief Minister said the state government had also launched SARAL portal under which citizens could track more than 130 services through web-

sites and SMS. Similarly, HARPATH portal has been launched for mapping the damage to and repair of the roads. Anyone can apprise the department concerned about the damage caused to roads just by posting a photograph on the portal, he added. CM said the state government had embarked upon a threepronged drive to check pollution in Gurugram town. With the start of Kundli-Manesar section of the KMP Expressway by the end of this year, traffic movement in the town would decrease considerably and air pollution minimized. Similarly, 25 CNG pumps would start functioning in Gurugram in one year and this would give big relief from vehicle pol-

lution. Construction and development works are being carried out on a large scale in the town to ensure smooth movement of traffic. Once these are completed, there would be great relief from traffic congestion as well as air pollution. The government has also launched Green Gurugram scheme, he said. In reply to another question, the Chief Minister said the government would provide all kinds of facilities to realise the Memorandums of Understanding exchaged under the IT and ESDM policy. “We have also started the process of skill development of youth in IT and other sectors through Vishwakarma Skill Development Univeristy”, he added.

Amendment of rules pertaining to safety standards in schools Gurugram: With a view to strictly implement the rules and regulations related to safety of students in schools of the state, the Haryana Government has decided that the Act concerned would be amended in the ensuing Vidhan Sabha Session. This was disclosed by Education Minister, Ram Bilas Sharma. He said that the murder case of Pradymun has been handed over to CBI and keeping in view the current situation, the State Government has appointed Deputy Commissioner, Gurugram as Administrator of Ryan International School for three months. Thereafter, the situation would be reviewed and if any loopholes would be found in implementation of rules, then term of Deputy Commissioner as Administrator could be further increased. The Minister said that the State Government was committed towards safety

of students and no comprise would be made with their safety. If any school does not comply with the prescribed rules, the State Government could take over the school concerned and strict action would be initiated. Additional Chief Secretary, School Education Department, Dr. K.K. Khandelwal said that the State Government has framed regulations on school safety for government and private aided and unaided schools. He said that three level safety committees at District, Sub Divisional and School level would be formed headed by Deputy Commissioner, Sub Divisional Magistrate and School Head, respectively. He said that according to the safety measures while child is on the way to school, students would be provided safe transportation with female escort. Trained and trusted staff such as driver,

conductor, escort and manager, safe picking up and dropping, smart monitoring through CCTV and GPS tracking, handing over child to authorized persons only and fire safety, first aid, speed governors and proper visibility inside vehicle. Dr. Khandelwal said that as per the safety measures when the student reach school, the entry and exit record of all visitors be maintained without fail. Proper attendance and reporting of absentees, compulsory ID cards for staff and students, special attention to secured access to accident and abuse prone areas inside school and extreme caution to prevent child from drowning, electric shock, fire or injury. No labourers in proximity of students, no construction works to be carried out during school hours and no adult, except female sweepers would have access to student toilets. He said that the schools should have

adequate surveillance by functional CCTV cameras besides ensuring safe neighboring premises, no intrusion or peeping in school premises. Other safety measures included conducting mock drills for any type of hazard, proper sensitization and training practice for children, parents and staff, providing self-defense training, special attention to children with special need and no suppression, violation and humiliation. He said that school counselors be engaged or empanelled, besides having a dedicated child helpline. The complaints should be disposed of in a time bound manner and prompt action be taken against wrong doers. Awareness should be created about internet hazards, road safety and legal literacy. Dr. Khandelwal said that for non-compliance of these regulations, action would be taken under rule 189.

the state tobacco-free, the Haryana Health Minister, Mr. Anil Vij has approved the formulation of State Level Coordinating Committee (SLCC), which would be the nodal committee for implementation, monitoring and evaluation of tobacco control activities. Similarly District Level Coordinating Committee (DLCC) would be formulated to look after tobacco control activities in all districts. While stating this here today, a spokesman of the Health Department said that these committees would be responsible for carrying out key activities such as training of health and social workers, NGOs, school teachers and enforcement officers. These would also carry out Informa-

Communication (IEC) activities, organise school programmes to protect youth from evil of tobacco, monitor tobacco control laws, co-ordinate with Panchayati Raj Institutions for village-level activities and ensure setting up and strengthening of cessation facilities including provision of pharmacological treatment facilities at district level. He said that the State Government was taking firm steps to roll out tobacco control programme and activities throughout Haryana. World No Tobacco Day was observed in the state May 31, 2017. A high-level officials’ orientation workshop was organised on this occasion.

Haryana Government has decided to constitute a two-member Scrutiny Committee to determine whether any reduction in the rate of tax on any supply of goods and services or the benefit of input tax credit has been passed on to the consumer by the respective company or supplier. A decision to this effect was taken in a meeting of State Level Steering Committee (SLSC) for Anti Profiteering Authority held under the Chairmanship of Additional Chief Secretary, Excise and Taxation, Mr Sanjeev Kaushal here today. Bullet Train coming to India present circumstances the deteriorating condition of the existing Railways is raising doubts over the inception of Bullet Trains in India. The Bullet train will run between Mumbai and Ahmedabad which is also not a very pressing need. The reason is around 67 trains are already connecting the two cities, out of which six are special trains. Around 16 flights connect Ahmedbad to Mumbai, whereas 18 flights fly from Mumbai to Ahmedabad. Apart from that, Expressway lane is yet another mode of

For this historical advancement in India, the foundation stone has already been laid. By the year 2022, Bullet trains will start traversing between Mumbai and Ahmedabad. Amidst the several promises made by the Prime Minister and BJP during elections, bullet train was one, which is going to be a reality. Prime Minister Narendra Modi and Japanese Prime Minister Shinzo Abe jointly laid the foundation stone for India’s first high speed rail project between Mumbai and Ahmedabad. Speaking on the occasion, at a large public meeting in Ahmedabad, the Prime Minister spoke of the high ambition and willpower of “New India.” He congratulated the people of India on the occasion, and said that the bullet train project will provide speed and progress, and deliver results quickly. He said the Government’s focus is on increasing productivity through high speed connectivity. The Prime Minister thanked Japan for the technical and financial help given to India, for this project. He praised Prime Minister Abe for the fact that this project is being launched within such a short time. The Prime Minister said that this high speed railway would not only bring two cities closer, but also bring the people living hundreds of kilometers away, closer to each other. He said a new economic system is being developed along the MumbaiAhmedabad corridor, and the entire area would become a single economic zone. The Prime Minister said technology is useful only if it provides benefit to the common man. He said the technology transfer envisaged in this project will benefit Indian Railways, and boost the “Make in India” initiative. He said the project would be eco-friendly as well as human-friendly. He said “high-speed corridors” would be regions for rapid growth in the future.

Race ahead and don’t look back

This is an old saying which appears to be coming true for Indian Railways. Indian Railways is going through a bad phase. This stands true to the fact that the day the Indian and Japanese Prime Ministers laid the foundation stone for Bullet train, the same day Rajdhani Express in the capital city ran off the railway tracks. It has become a routine affair now-a-these days. Apart from this poor food arrangements, major lapses in peoples’ safety and security arrangements, unmanned railway gates, paucity of staff in railways, Indian railways in losing its credibility amongst its passengers. The recent spate of Rail accidents are now being associated with Train journeys turning out to be the final journeys for its passengers. For the upkeep of railways, a high-level committee was formed which demanded a budget of One Lakh Crore. But the Railway authority washed off their hands by refusing to have such a budget. The same amount is now being used for bullet trains.

In 2012 a government committee said the condition of the tracks and bridges was a cause of concern and made several recommendations:

mModernise 19,000km (11,806 miles) of existing tracks comprising nearly 40% of the total network and carrying about 80% of the traffic. mEliminate level crossings and provide fencing alongside tracks. To eliminate level crossings by building rail over and under bridges. mStrengthen 11,250 bridges to sustain higher loads at higher speeds, noting that about a quarter of out of 131,000 bridges are over 100 years old. mProvide 100% mechanised track maintenance on the main routes to provide for superior quality of track laying and maintenance.

The need of Bullet Train in India

The country might be bestowed upon with the gift of Bullet Train sooner or later but under the
