Reminiscence back to the days of late 80’s or late 90’s clearly brings in front of our eyes a jovial scenario, where a spell of rain was like a blessing quite frequently sought for. NHAI achieved the first milestone in Electronic Toll Collection when it operationalised one dedicated FASTag lane at all toll plazas from today. Now FASTag enabled vehicles can cruise through the dedicated FASTag lane without stopping at toll plazas on National Highways. The FASTag is an RFID tag available both online and offline through banks and Common Service Centres. Two mobile applications were launched by NHAI on 17th August, 2017,for ease of obtaining FASTags, which have received tremendous response. Thousands of road users have downloaded the applications and purchased FASTags in less than two weeks. The penetration of FASTag has increased to 18 % as on 31st August, 2017. The Government of India has mandated that new vehicles being sold with effect from 1st October, 2017 will be affixed with active FASTag. The “FASTag Partner App” will facilitate more than 6000 dealers in the country to access a single platform and activate the FASTag at the time of delivery of vehicle.

Pointing out that primary responsibility of making laws and policies rests with the Parliament, the Minister said “We are being authorised by the sovereign people of this nation, we have primary responsibility to frame laws.” “So all this scenario in which we live, we must understand that there are fundamental rights but equally there are fundamental duties,” he added. Rijiju also said that there is a huge gap in India’s capability and capacity when it comes cyber warfare. “During the briefings and understanding of how prepared we are with our security officers, I realise that the more we are exposed to this world more vulnerable we have become, I am not discrediting our capability but the reality is what is India’s capability and what is our capacity, there is a huge gap,” he said. The Union Minister further said that it is imperative to narrow down this gap and fill it up to discourage cyber-attackers from misusing cyber networks. He noted that governments across the globe have been discharging their duties and carrying out constitutional obligations but they alone can never secure the world. “Governments can provide the cover security by deploying police and paramilitary forces but both private agencies especially the

TAC: Ministry of Health and Family Welfare is observing National Nutrition Week from 1st September to 7th September, 2017. The theme of this year’s National Nutrition Week is “Optimal Infant & Young Child feeding Practices (IYCF): Better Child Health.” During this period, a week-long campaign is also being carried out to create mass awareness about the importance of appropriate nutrition in protection and promotion of health and wellbeing of children. For promotion of Optimum IYCF practices, MoHFW has launched “MAA- Mothers’ Absolute Affection” programme to improve breastfeeding coverage and appropriate breastfeeding practices in the country. Around 3.7 lakhs ASHAs and around 82,000 healthworkers including programme managers at district and block level, doctors (MOs), staff nurses (SNs) and ANMs have been sensitized for breastfeeding promotion strategies

Breastfeeding is an important, efficient and cost-effective intervention promoting child survival and health. Breastfeeding within an hour of birth could prevent 20% of the newborn deaths. Infants who are not breastfed are 15 times more likely to die from pnuemonia and 11 times more likely to die from diarrhoea than children who are exclusively breastfed, which are two leading causes of death in children under-five years of age. In addition, children who were not breastfed are at increased risk for diabetes, obesity, allergies, asthma, childhood leukaemia, sudden infant death syndrome etc. Apart from mortality and morbidity benefits, breastfeeding also has tremendous impact on improved IQ. The trend of breastfeeding has shown an upward trend. As per recent data, initial breastfeeding has been nearly doubled in last decade. i.e from 23.4 per cent to 41.6 per cent (NFHs-3, 2005-06 and 4, 2015-16). Significant improvement has also been reported for exclusive breastfeeding as proportion of children under age 6 months exclusively breastfed, has gone up to 54.9 (NFHS-4) per cent from 46.4 per cent (NFHS-3). However, there is further scope of improving initial breastfeeding rates considering the high proportion of institutional deliveries in the country.

The ‘Baba’ is a word in itself which has so many emotions. A pure word that signifies respect, parental love and care; a true responsibility of fulfilling the emotional needs along with values and principles. Now-a-days, we can imagine a baba with a long beard and having a status of saint but the babas and saints of today have been nasty. In our country, saints have beards. We used to call our father and our grandfather as baba. Every person who narrates spiritual stories and wears saffron clothes and who do have a long beard, is called a baba and attains the status of a saint. Sometimes I believe we Indians are born emotionally dumb or grew up like that. Perhaps our surroundings make us such type of creature. We start to believe those things which don’t have any logic and we don’t even dare to ask why and how. Years ago, our relatives came from Kanpur to Delhi and stayed in our house to attend Asaram Bapu (who was Bapu that time but now is termed as a rapist)’ Satsang. His satsang, had thou-

My parents believed in the tales in which he claimed that he has fasten for 40 days without eating or drinking and has the Darshan of Shiva because of his devotion. My parents were get ready to get Guru Dakshina from him. Dakshina was of course free but you have to buy the material from stalls outside from the Satsang Pandals that consisted of his pictures, tulsi or rudraksh mala, aasani and few books that had his sermons. So basically we were mind washed and it was a market where they sold their products and grew their profits. So my parents became his devotees too as he was considered the Guru who has supernatural powers and the knowledge of Mantras. I also followed my parents. In his teachings, his most important teaching was just to believe your guru and never question him or doubt him. At that time everything seems so correct. We also visited his ashram at Karol Bagh in Delhi. In his Ashram, there were stalls to sell the daily products of their own brand. There was also a department of marriage bureau. Hollywood Film Artist and Director, Academy Award winning VFX Junaid (Jay) Syed, bares his success

The advancement of technology largely induces a range of excitements in societies from all walks of life. Opinions and different views in technology as a great evil that gradually diminishes our humanity, while others see it as milestone to help resolve people greatest challenges. Irrespective of our views, technology has given a great impact on our lives. In the world of Visual Effects or VFX the magical technology of the film making industry today, used to create dreamlike universes, summon up fantastical creatures to talk, fly, bring people to life on the big screen, put effects on the different moods and gestures and provides the sense of dimension. The VFX is also being used to create Virtual Reality (VR) and currently dominates the gaming industry, becoming a cool, interactive way for film making. The VFX industry in Hollywood is big and is growing exponentially every day. In fact, some studios are now acquiring Hollywood spaces and setting up facilities across the world. As this is growing industry, jobs heightened in the VFX field, with some serious competition. So how does one develop a successful Visual Effects artist? I have put together a few questionnaires to one of the fames VFX artist; learn from him how he fulfilled his dreams.
ABOUT Academy Award winning VFX Artist and film director Mr. Junaid (Jay) Syed
I have the honour to interview an Academy Award winning VFX Artist and film director and soon to set his own Science fiction films, Mr. Junaid (Jay) Syed, a pride of Indian country. Some of his VFX film-works are; Jupiter Ascending, Interstellar, Thor The Dark World, Clash of The Titans, Dredd, Total Recall, Mirror Mirror, Successor's Apprentice, Paul, Prince of Persia and Gi. Joe - The Rise of Cobra. His jobs mostly involve supervising and directing VFX shots and ensuring green screens, motion capture, and other technologies are deployed correctly. He is involves on keeping trail of where each team is in terms of actually creating the special effects. He has different methods in many cases of shots from the set are edited and sent to the studio individually, oversees the addition of effects to every shot of the movie. The works normally done through animatics effects that show the general idea of what a shot is going to look like and until everything at every step of this process sits successfully. Junaid 'Jay' Syed is a London-based, Indian - born Director and VFX Artist. He was born in Hyderabad and later move to Mumbai then London. Jay holds about 15 years of experience in VFX industry as VFX artist and Supervisor. He was involved in Hollywood Blockbuster films like Jupiter Ascending, Thor, Interstellar, Dredd, Clash of Titans and much more. From the last couple of years, Jay has turned the page and start to focus on creating his own

films on the side. He debuts his directing career with a Science Fiction short film called Homes of Hope, which has won multiple awards as "Best Sci-fi Short" and nominated in various festivals in Los Angeles, Chicago, New York, London, and Paris.
What are your biggest film projects to date?
I have done lots of big Hollywood films as VFX artist, though it's good to say I have been involved in those projects, not necessary I enjoyed working projects in that big scale, sometimes I enjoyed small projects more than big ones.
How will you inspire other people to be successful as you are?
Being successful means is an end of

Kate Allas Journey, and I am very far from it, what I enjoy the most is Journey itself and keep moving forward. And the best way to inspire other is to keep doing great work, and that's how I take my inspiration from, I constantly look for inspiration from filmmakers, artists, actors, musicians, athletes, anyone.
What are your challenges, projects, plans and visions in the future?
I have a couple of feature film in development in various stages, which includes an extended version of Homes of Hope award winning short film, and a couple of other India-UK based stories, but mostly something along the line in Science-fiction genre. Which is a bit
challenging when I am trying to target Indian audience as well, but I am quite certain they will love it too? Somehow I feel the majority of the filmmaker in India want to play safe, by doing typical romantic films and blame the audience for not being experimental with their choice. I feel the Indian audience is quite open to any interesting film, all filmmakers need to do is be passionate and execute the film right.
How did your family help you to grow and pursue your dreams?
I grew up in a conservative middleclass Muslim family, where no one ever thought or interested in pursuing a career in the film industry. Though my family couldn't help me financially so I had to find ways to get in, but they always supported me throughout whatever I did, and felt proud of every little success I got along the way. That meant me a lot and can't thank them enough for it.
How is your career going to influence the millennials to get interested in this kind of work?
I think there are a lot of filmmaking and artist talent on Asia side, they are just not exposed to the opportunities to show their talent. I am constantly looking ways to co-produce some great stuff with Asian Co-producers and hopefully, this will create a platform to collaborate two different sides of the world. Also, there is no reason why it wouldn't work, especially now we see films are being more international and generating more income every year from the Asian side. Finally, after this interview we have learned few important things on how you will start striding to be a VFX artist, and be successful in this field; Be Inpired- Learn from the masters, meet key players and veterans of this industry. Network with other artists -Attends visual effects events, seminars, product launches etc. It helps to be updated about the latest trends and changes taking place in your industry. Practice, and be efficient – Whatever software you are proficient in, master it. Find a Mentor - A mentor is one who will share his experiences and wisdom to help you prepare for your voyage into the visual effects industry.

Are judicial courts the only way to maintain law & order?

The last week of August was as painful for BJP as it was for Haryana. It was in the month of August only, where on one hand BJP tasted yet another failure, on the other, the state of Haryana witnessed another incident of disturbing violence. It was merely because of just one impostor saint (Baba) and his numerous pawns (read: blind followers), that Punjab alongwith Haryana was set on fire. These extremists or so called Baba’s followers set ablaze the entire law and order system of the state on the roadside. The situation turned so volatile that the meaning of law
and order could not be traced in Haryana’s dictionary. The entire state administrative system collapsed to the ground when Baba Ram Rahim was proven guilty in a rape case by the Supreme court on the 25th of August 2017. Where on one hand the influential and powerful Governement officials were falling on the feet of Baba, on the other hand section 144 was imposed which turned out to be a mere hogwash and remained just as an order and notification. Neither a single shred of fear, restriction or restraint was seen from the enforcement of section 144 in fraudster Baba’s violent mob, nor anything came into affect by the actions of the Police or the Government. The Chief Minister washed off his hands very tidily by appealing to Baba’s out-ofcontrol devotees to maintain peace and order from the safe and secured periphery of his AC room. Despite of enforcing section 144 , 38 people died in Panchkula, public property was damaged and several public and private vehicles were set ablaze.
The Governement’s inaction in Baba Ram Rahim’s case was evident and expected considering several incidents in the past including a recent donation of half a crore by the education minister to Baba’s Dera. Haryana’s education minister Ram Bilas Sharma further heightened the mockery of the already battered law and order system in Haryana by stating that section 144 does not imply to Dera followers. These political dignitaries left nothing to chance in making Dera superior than even the law and government of this country. Whether the state burns or those residing in the state, the local ministers are least bothered. The influence of Dera on the political parties is so strong that it is evident from the fact that whenever the Dera chief has put his hand on any political party’s head, it has benefitted substantially from it in terms of political, financial and muscle power. The same ministers who beg for votes door to door during elections, left their voters to fend for themselves in their darkest hour. They had no
responsibilty towards the public or the state. Not even their representatives who won from legislative assemblies of their areas made an effort to pacify or stop these agitators. This is the very same Panchkula city where world’s largest political party, BJP’s president, Amit Shah had requested party workers to work at the grass root level. However, that grass root work is yet to be seen by any of those party workers in Panchkula. Not even a single person from the group, which gave the state its chief minister, emerged from its branches for a clarification. Just like every coin has two sides, in the Dera case too, the role of the other side of the coin has been well played by the Judiciary. The completely failed gvernment and state adminisrative system was reprimanded and held responsible for the violence which erupted in Panchkula on the 25th of August by the judiciary. Independence, freedom and democracy what these words stands for, what they mean. Indian…. Am I Indian? Yes I’m Indian. How? I’m born in India that is why I’m an Indian. What a sweet lie. It is an illusion we are Indians. We are anything but not Indians. And it is also an illusion that we are independent, we have our freedom and the land which is believed to complete 70 years of independent is not democratic. The truth: We are not Indians. We are SC, ST, OBC and General but not Indians.
We are Hindu, Muslim, Sikh, Christians, Buddhist and Jain too but not Indians. To achieve equity among such population a lie been said and that is of equality. Some are reserved from their birth at Universities and Parliament. And some never get the opportunity to face the Universities and they never know what happens at Parliament. We are Men and Women but not Indians. We are supporters of BJP, Congress and Aam Aadmi Party but we are not Indians. We are Gau Rakshak (Cow Protector) and justify slaughtering human in the name of Gau Raksha

We are caste devoted persons but not Indians. If we would have been Indians, then we would have been Indians only without any discrimination. If we would have been Indians, we all would have got equal opportunities. If we would have been Indians, we would have not required identifying ourselves by SC, ST, Gen-

And if I go to Temple or Mosque then it is my personal choice which does not harm anyone so stop bothering. My caste should also not be the birth stamp over me; it should also be my personal choice. In my India, I want to recognize myself as only Indian and it is my birth right. Being the part of any religion or any culture should be personal choices which should not require registering in any data of organizations or institutions because it only leads to discrimination. Equality never brought the equity.

Ban on sale and purchase of meat in Kurukshetra
Haryana Government has declared Kurukshetra as holy city and has notified to prohibit completely the sale and purchase of meat and meat products in Thanesar and Pehowa municipality areas. While stating this today, Urban Local Bodies Minister, Mrs. Kavita Jain said that Chief Minister, Mr. Manohar Lal had approved a proposal to this effect and a notification in this regard has been issued. She said that in 1971, Municipal Council, Thanesar had approved a proposal to impose a complete ban on sale of liquor and meat. Later in 1982, 2009 and then in 2011, proposals were passed to prohibit sale of liquor and meat. Mrs. Jain said that in 2014, action was taken against two hotels in Thanesar found selling meat. She said that now the ban on sale of meat would be implemented strongly in Thanesar and Pehowa.

Date for General Elections of Municipal Corporation Gurugram announced Haryana State Election Commission has announced the schedule for General Elections of Municipal Corporation, Gurugram, Municipal Committee, Barara in Ambala, Radaur in Yamuna Nagar and Bye-elections in ward No. 9, 2 and 10 of Municipal Committee, Pehowa (Kurukshetra), Pataudi (Gurugram) and Dharuhera (Rewari). The polling would be held on September 24 between 7 am and 5 pm. Votes would be counted after the close of voting at polling stations on the same day. The election result would be declared on the same day. Stating this, State Election Commissioner, Dr. Dalip Singh said that as many as 5,57,967 voters, including 2,92,462 males and 2,65,505 females, in the
Municipal Corporation, Gurugram, 16,689 voters, including 8,765 males and 7,924 females, in the Municipal Committee, Barara, and 10,280 voters, including 5,460 males and 4,820 females in the Municipal Committee, Radaur, would exercise their franchise. Similarly, 1,607 voters including 873 males and 734 females in bye-election to Municipal Committee Pehowa, 747 voters including 376 males and 371 females in Municipal Committee Pataudi and 400 voters including 241 males and 159 females in Municipal Committee Dharuhera would exercise their franchise. Posts of teachers on prolonged leaves to be treated as vacant positions The Haryana School Education Department has issued instructions to govern circumstances of long leave as per which posts of teachers on leave of significant long duration would be treated as vacant thereby open to be utilized for the academic and administrative needs of the department in the interest of the children studying in the schools. While stating this here today, a spokesman of the Department said that the provision of Child Care Leave (CCL) for the female employees is a welfare measure to facilitate them to take care of their children as and when needed by them. He said that all kinds of leave of 90 days or more duration would be treated as long leave. For every order which grants a long leave a record would be maintained in the branch or office in a mode to be prescribed by the IT Cell of the directorate. All posts which would be part of this record would be treated as deemed vacant open for giving posting to any other teachers due to other compulsions, whether new recruitment or administrative grounds, he added. He said that a teacher who has been granted long leave would
draw the salary from any vacant post in the same school. In case of non-availability of a vacant post for drawing salary in same school, then the school of the posting where from the teacher applied for leave would relieve and direct the teacher to report to the Block Education Officer (BEO) concerned who would arrange for the salary of such teacher from any vacant post in the block. He said that upon return from the leave the teacher would have to be posted afresh. For the posting purposes, the Directorate or Office has devised a criteria whereby the teacher would be posted in high teacher deficiency schools of the anywhere in the state or district category. He said that the Directorate or Office would have to maintain a list of all schools in order of level of deficiency of teachers in the schools and the list would be kept as continuously updated. If the post by the time a teacher returns from leave remains available, then such teacher would be retained posted on the same post of the same school. These instructions are meant to bring in a system whereby with the issue of any long leave order, the post
would be declared deemed vacant carrying a high potential of being allotted to other teachers during the period of leave of the teacher on leave. He said that a female teacher employee is responsible for care of the children admitted in schools as part of her service conditions. Such female teacher employee may also need to take exclusive care of her own children thereby demanding CCL or any other kind of leave. He said that the leave other than CCL may be demanded by teachers for different reasons like study leave, Earned Leave (EL), Extraordinary Leave (EOL). He said that a leave for a significant long duration creates a void in the schools by rendering that particular post dormant and the academic work of that post comes to a grinding halt. Thus, the interest of students is badly hurt. By keeping such post immune from the administrative dynamics of the department puts up unproductive restraints. Therefore, while the department would take care of the leave needs of the teachers, it would also keep in mind the academic interest of the students in the availability of a teacher.

Disclosing this here today, the Health Minister, Mr Anil Vij, said these directions had been issued to the heads of department keeping in view the complaints received regarding harassment and humiliation of the contractual employees by the contractor or service

Since this lowers the morale of employees, the system of engaging employees through service provider has been stopped immediately. Citizen Facilitation Centres providing free services
Haryana Government has decided to develop Citizen Facilitation Centres in all 10 Municipal Corporations, 18 Municipal Councils and 52 Municipalities in the state, where 41 types of services, including free services, will be provided in a centralised manner. While stating this here today, Urban Local Bodies Minister, Mrs. Kavita Jain said that the Chief Minister, Mr. Manohar Lal had approved a proposal to this effect. She said that the State Government has been establishing Citizen Facilitation Centres in urban and rural areas to bring in transparency in schemes and to ensure that people get bene-
fits of necessary schemes under one roof. She said that other such centres being operated by the municipalities at their own level would also be brought under this system. The new system would facilitate online registration, issuance of birth, death and marriage certificates, registration of business licenses, issuance of water and sewerage connections, filing of property tax bills and generation of receipts, and payment of various other types of fees, charges and taxes. She said that now sevenmember, four-member and three-member staff format had been set for the centres, which would work according to the requirement of the municipality.
MOU with Switzerland to boost tourism in Haryana
Haryana Tourism Minister, Mr Ram Bilas Sharma said that State government will soon sign a Memorandum of Understanding with Switzerland to further boost tourism in the state. A Swiss delegation, who called on him recently, has shown keen interest in this direction. Mr. Sharma was addressing a function organized on the occasion of Haryana Tourism Day at Gauriyya Tourist Complex, Bahadurgarh. Lauding the initiatives of department, the Minister said that Haryana is one of the leading states in
terms of highway tourism. The department has diversified and expanded the concept of tourism by laying emphasis on farm tourism, golf tourism, heritage tourism and adventure tourism. The department continuously trying to secure its place at national and international tourism market. To attract maximum tourists, it had launched mobile application for online reservation of rooms. He said that banquet hall would be constructed in many tourist complexes so as to facilitate the tourists as well as general public. High end facilities would be made available in these banquet halls. The Haryana Tourism Department has 43 tourist complexes having 838 comfortable AC rooms with amenities such as multi-functioning restaurants, bars, convention centers and banquets equipped with modern amenities, conference and multipurpose halls. He said that state government endeavors to make all the State’s tourist complexes clean so that the impression of Clean India Mission could be reflected in these centers. He instructed officials to keep these centers completely clean.
Onetime Settlement Scheme to minimize land litigation cases in Hry Haryana Urban Development Authority (HUDA) has framed a “Onetime Settlement Scheme� to decide all oustees claims pending in the state. The scheme has been framed to minimize the litigation filed by land owners claiming residential plots under the oustees category. A spokesman of HUDA said that under this scheme, reservation quota of oustees have been increased to 50 per cent from earlier 8 to 10 per cent to settle all pending claims. Now, 50 per cent of total plots available on the date of advertisement would be offered for allotment to the oustees under the scheme. These 50 per cent plot would include all un-allotted plots available in the sectors floated or developed during last five years. These unallotted plots would be allotted
to oustees alone through draw of lots. Giving details about the process of allotment under the scheme, he said that each oustee would have to apply afresh under one time settlement scheme. The application under the new advertisement to be issued would not be sector specific and allotment would be made in any of the sectors advertised by draw of lots within the same urban estate. The allotment of plot to oustees would be made
at current reserve price of the sector concerned where the oustees are declared successful in draw of lots. The sale or transfer of plot allotted, under the scheme, would not be allowed for a period of five years from the date of issue of allotment letter, he added. He said that oustees include the litigants whose litigation is pending before any court or forum including appeal before HUDA, would be eligible for consideration for allotment if they had not availed benefit of allotment of plot of any urban estate from HUDA and his land has been acquired for the same urban estate irrespective of sector. The oustees who fail to apply under the scheme would forfeit their right under oustees claim for allotment of plot in future.

Coming back to Assam, according to an article written by Prabin Kalita and Naresh Mitra in Times of India on 14 august 2017 elucidates the fact that the floods in Assam of 2017 is the worst as compared to the last 29 years, with the death toll on the second wave of floods rising to 15 and as many as 10 lakhs of people effected in 21 districts of Assam. In fact over 85% of the Kaziranga National Park was also inundated, even bringing the lives of flora and fauna under threat. And this precarious scenario has arisen not because some extraordinary perilous stuff has come up from nowhere, but more so because of our ignorance at that crucial juncture, when we should have been careful of. An example to prove this can be taken from one of my recent jaunt. A few months back, I was traveling along Barpeta, and during that journey I was literally shocked to see many embankments already in the verge of being destroyed by the flow of the river. Now if that was the scenario in a dry season, then definitely the worst is bound to happen in the rainy season. Added to this, with less of greeneries hovering around, the ways to prevent floods don’t justify a salubrious scenario. Whereas the government should have been more oriented towards helping people build homes and businesses that can withstand floods, construct strong embankments, protect wetlands and introduce new initiatives to plant trees, improve the condition of soil, construct more flood barriers etc, but ironically they are more attracted towards constructing big dams, forgetting the fact that recently when water was released by NEPCO the entire North Lakhimpur was drowned under water. And with these recurrent

The electricity personnel said, “The electricity wires and posts’ don’t remain in proper condition during the dry season as a result of which whenever there is a storm or severe rainfall, the posts’ crack in the middle, wires get detached and this ultimately lead to load shedding for longer duration of time or the death of people by electrocution.’’ Further in many places, bamboos are also used to hold electricity wires, which itself worsens the scenario and all these have ultimately resulted in more than 25 people losing their precious lives due to electrocution within two or three months. So in this case as well, a spell of rain is enough to create the havoc since the government doesn’t take the necessary steps at the right time. So the problems that arise from floods as well as its solutions are pretty clear and that is why it’s time we need to amalgamate with the government and work properly in order to reduce its drastic effects. Further it’s the duty of each and every individual of Assam to voice out their views and opinions in order to make the problem of floods in Assam a national dilemma. And if all these can be done, then we can definitely revamp the deplorable scenario and thus can make those poetic lines forever stay as, ‘‘Rain rain go away, come another day, little Johnny wants to play’’, and not the other way round.
