During the National Council Meeting held in November 2021 reiterated its commitment to enroll 10 millions members by the end of 2024. The world scout bureau constantly supported our growth targets by expertise andmoderatefinancialsupporttocoordinatetheefforts and training of unit leaders under Messengers of Peace initiative.
Aroadmapforinclusivegrowthisdraftedbytheteamof volunteers and a support team with a growth cell duly establishedatNationalHeadquarters.
I learned that the Ministry of Youth Affairs and Sports expressed that Scouting and Guiding to be promoted among all students and 50% of children in scout guide agegroupshouldbebroughtunderourprogram.
Ourvaluebasededucationprogramareappreciatedand adopted in all spheres of education. Various universities in our country adopted Rovering and Rangering in their youthdevelopmentprogram.
Despite all challenges our association maintained growthprospectiveatalllevels.

I am happy to note that The Bharat Scouts and Guides has almost completed 72 years of service in our nationbuilding by activating the youth to prepare themselves as efficient citizens. To mark its entry into 73rd year, Foundation Day will be celebrated on 07th November, 2022.Thisistheoccasionforustoexpressourgratitudeto allourwell-wishersforpromotingScoutingandGuiding.It is also the occasion to recollect the significant efforts and sacrifice displayed by our Veteran Scout-Guide Leaders who gave a solid foundation to the future. I appeal to all the members of the movement to make it financially strong by contributing to the Bharat Scouts and Guides WelfareFund.
It is a Historic Moment for The Bharat Scouts and Guides thatourHon’blePrimeMinisterShriNarendraModiJiand our Guides Ms. Shruti Mehta and Ms. Rani Vaghela of Gujarat State Bharat Scouts and Guides got a great opportunity to travel in Ahmedabad Metro with him. Our guides honoured the Prime Minister with the Bharat Scouts and Guides Salute. They both had a very amazing conversation with the Prime Minister regarding the steps taken by the Bharat Scouts and Guides in Swachh Bharat Abhiyan and briefed him about Scouting Guiding Activitiesandrecentevents.
Recently, we observed the International Day of the Girl. This is the 10th Anniversary of the event. This year is a wake-up call to refocus attention on girls and solutions to their problems. Let us give them the opportunity to lead byputtingthemintheforefrontofactivities;hearingtheir voices; responding to their problems and welcoming them in decision-making spaces- it is one of the ways to investinthefuture.

7th November 1950, the day when the Bharat Scouts andGuideswasformerlyannouncedaftermergingof all the Scout Guide organisations and Samities including Hindustan Scout Association. The Bharat Scouts and Guides organizes 7th November as Flag Day and Foundation Day and our members present flag stickers to each other and well-wishers of the organisation and contribute some amount as token of love for strengthening the organisation at District, State and National levels. Activities like exhibitions, route-march, hike, All Faith Prayer etc. are also organized. As the whole India is celebrating Azadi Ka AmritMahotsav,Irequestalltheyouths,UnitLeaders and members of the organisation to choose the activities from our circular no. 70 in addition to sharing of Flag Stickers for celebrating Foundation Day(FlagDay)andeveryoneofusmustbeinuniform forthevisibilityofthescoutingguidingmovement.
The Rules Committee and National Executive Committee has recommended new uniform pattern for all the members. The same has been circulated through circular no. 201 on 14th October with a survey in google form. I urge all the members to please go through the form and give your views on uniform so that the same can be put up before the National Council and also, we may present the same in the 18th National Jamboree to get the views from theyouths.
November 14th is Children`s Day. I wish all the bunnies, cubs and bulbuls a happy children`s Day This event may be celebrated by planning different creativeactivitiesatalllevels.

Subham Singh of Kanchrapara, South Group, Eastern Railway State reports that the International DigitalJamboree2022–aneventtocommemorate100yearsofScoutinginKoreawasorganizedon and from 01st to 09th October 2022 online via website, zoom and metaverse in which more than 5000youngpeoplefromallovertheworldtookpart.Acontingentof36Scoutsand04UnitLeaders participatedactivelyfromSouthGroupwithfullenthusiasm.
TheOpeningCeremonywashostedbyScout,Dotty,AmbassadorofKoreaScoutAssociationon01st October, 2022. National Oath of the host country was presented. Dr. Gerinus Cheolwoo Lee, Camp Chief of the 2022 International Digital Jamboree. International Commissioner of KSA declared the openingoftheJamboree.Dr.Tae-SunKang,Chairpersonofthe2022InternationalDigitalJamboree and President of KSA delivered his speech where he highlighted the concept of the Jamboree and welcomed the participant countries. Mr. Simon Hang Bock Rhee, National Chief Commissioner of KSAgaveacongratulatorymessagetoalltheparticipants.
The participants experienced the unique metaverse filled with full of Jamboree Activities like – OX Quiz, Quiz Maze Escape Game, Scout Golden Bell, Superstar J, Better World Framework Village, Pioneering Skills, Make a Patrol Flag, Do a good turn daily, Let me introduce my friend, A digital Zip line, Scout Skit, Scout Bag Pack, Eco Challenge–Pick up the trash, Exhibition Hall and many more. A widerangeofactivitieswereheldonthemainstageoftheJamboreeinwhichScoutingvideoswere showcased. Our participants enjoyed them a lot as it was a lifetime learning opportunity for them. The Closing Ceremony was also hosted by Scout, Dotty, Ambassador of Korea Scout Association on 09th October 2022. After that, the National Oath of the host country was presented. Then, the Scout promise was repeated by all. The Flag flown at the metaverse was lowered. Dr Tae-Sun Kang, the Chairperson of the 2022 International Digital Jamboree and President of KSA delivered his speech where he thanked all the executives whose tremendous efforts made this Jamboree possible. Finally, it was time for the official declaration of the Jamboree. Dr Gerinus Cheolwoo Lee, Camp Chief of the 2022 International Digital Jamboree and the International Commissioner of KSA declaredtheclosingoftheJamboree.

UN commemorates the 10th anniversary of the International Day of the Girl (IDG) with the theme "Ourtimeisnow—ourrights,ourfuture".Intheselast10years,therehasbeenincreasedattention on issues that matter girls amongst governments, policymakers and the general public, and more opportunities for girls to have their voices heard on the global stage. The members of BSG celebrated the day with various activities all over the nation.1005 participants viewers join in the webinar.
The National Headquarters of BSG has organized a three-hour webinar to celebrate the day and cover the stories from different parts of the country. The webinar was inaugurated by lighting the lamp and key note address by Ms. Darshana Pawaskar, Jt. Director of BSG. Ten states, namely, MadhyaPradesh,UttarPradesh,Assam,SouthernRailway,Chattishgarh,Meghalaya,Uttarakhand, N.F. Railway, Maharashtra and West Bengal presented their activities during the Webinar. Live interviews of Bulbul, Guide and Rangers were covered by Ms. Rittika Sharma, Chairperson of the National Youth Committee. Ms. Vandana & Ms. Shivani, Rangers from Delhi explained the activity package through puppet Show. Ms. Chempaka, Chairperson, Asia Pacific Committee of WAGGGS graced the occasion. A short presentationwasgivenbySangamTeamabouttheWAGGGSCentreinIndia.

65th Jamboree on the Air and 25th Jamboree on the Internet was organized by the Bharat Scouts and Guides, National Headquarters at Lakshmi Mazumdar Bhawan, NHQ, New Delhi on 15th and 16th October 2022. JOTA-JOTI, the world’s largest digital and radio Scout event promoting friendship and global citizenship, was celebrated with 127 participants and staff from Delhi, Haryana, Northern Railway, N.C. Railway, Jamiat Youth Club and Uttar Pradesh states on 15th Octoberand129participantsandstaffon16thOctober2022.
JOTA-JOTI is about the 21st century skills one can learn in Scouting and the values of global citizenship.Theeventisopentothemembersoftheorganizationaroundtheworld,enablingyoung people to connect and communicate with each other using the Internet and amateur radio. The BharatScoutsandGuidesengagedtheiryouthparticipantsintheseeducationalactivitiesthatbuild teamwork,cross-culturalunderstandingandskillsforthefuture. Eightstationswereestablishedto helpparticipantsbyusingthemethodofLearningbyDoing.Alltheparticipantswereintroducedto HAM Radio, Echo link, Morse Code, registration on scout.org, and Safe from Harm activities. Participants were given a chance to show their talent in yoga, dance,song,poem,rap,beatboxing,etc.Competitions such as Quiz, Jam Art, and Essay Writing were also organizedonthetopicAzadiKaAmritMahotsavduring theevent.
Dr. Raj Kumar Kaushik, Director, BSG inaugurated the event 0n 15th October by lighting the lamp. ShriShyamalKumarBiswas,ChiefCommissioner(Scout),ShriAlokGoel,Treasurer,BSG,ShriRanga Wishnu from Indonesia–WOSM Consultant, Humanitarian Action, Shri Sunny from BangladeshWOSMConsultant,HumanitarianAction,Ms.DarshanaPawaskar,JointDirector(SS)andShriAmar B. Chettri, Joint Director (S), were present on 16th October and inspired the participants with their encouraging and motivational speeches. Winners were awarded prizes by the Chief Guest and participationcertificatesweredistributed.
Shri Arup Sarkar, Deputy Director of Scouts (Boy Programme) conducted the event with the help of Shri Siddharth Mohanty, Project officer, BSG, Shri M.S. Kamath, HAM Expertand other staff of NHQ and invited staff from Haryana and Delhi states. CAPACITYBUILDINGTRAININGANDPOLICYDEVELOPMENTINHUMANITARIANACTION
Stepping ahead BSG has planned to have its own policy for the effective and efficient training and delivery of the service during the need of the community. The workshop on Capacity Building Training and Policy Development in Humanitarian Action held at BSG-NHQ, New-Delhi from 17th to 19th October, 2022 is an historic event. The Workshop began with lighting the lamp on 17th October in a short and solemn opening ceremony in the presence of Mr. S. K. Biswas, Chief Commissioner of Scouts, Dr. K. Sukumara, National Commissioner of Scouts (Adult Resources), Mr. U. Rajan, National Commissioner of Rovers, Mr. Raj Kumar Kaushik, Director, Bharat Scouts and Guides. WOSM Consultant on Humanitarian Action Mr. Rangga,Wisnu from Indonesia and Md. Shihab Uddin Sunny from Bangladesh led the workshop as resource persons.

Participants have prepared initial draft policy on Humanitarian Action. The closing ceremony of the workshop was held on 19th October, 2022 in the afternoon in which Shri Madhusudan Awala, Addl. The course was inaugurated by Shri Baldev Devangan, Registrar, Dev Sanskriti University, Haridwar. ShriSitaramSinha,PrincipalGayatriVidyapeeth,Shantikunjwasalsopresentontheoccasion.After personalobjectives,thecourseobjectivesweredealt.Duringthecourse,fundamentalsofYogaand its importance, its meaning and origin, demonstration of Yoga prayer, Shanti path, literature on yoga, kinds of yoga i.e. Bhakti Yoga, Karma Yoga, Raj Yoga and Hatya Yoga etc. were discussed thoroughly and demonstrated by the various staff with explanation. Antrang Yoga like Pratyahar, Dharma, Dhyana, and Samadhi were explained by Prof. Vivek Subudhi, Dev Sanskriti University, Shanti Kunj. Bahirang Yoga i.e. Yama, Niyama, Asana, Pranayama, Mudra, Bandh and Sat karma werethoroughlydiscussedwithdemonstrationbyDr.MaheshMuchhalM.A.(Yoga),UttarPradesh. Asanas like inverted balancing, Sitting, Lying, and Standing Micro yoga practice kriya, Surya Namaskar, SudhiKiriya – Neti, Nauli, Dhoti etc. were completedbymostoftheparticipantsinthelabofDev Sanskriti University under the supervision of experts. Pranayam retention, Fast breathing, slow breathing, techniques of concentration, Yog nidra, Tratak, Meditation etc. were discussed during the course. Participants also enjoyed the holy bath in Ganga River atHarkiPoudiwhichtheydesired.
On 20th September 2022 Shri Ravindra Mohan Kala, State Secretary, BSG, Uttrakhand along with State Officials visited the course and interacted with the participants. State Growth Coordinators updated about the Status of the Local Team Building and Basic Unit Leaders Training Courses. They also gave follow up on the Strategic Plan, OYMS and discussed on Census of 2021-2022.They also discussed on annual census with the targets assigned to each state fortheyear2022,andhowthisprogresswilladdontothenextyearofgrowthtargetandimpactof thecurrentyearachievements.
The Local State Workshop of Karnataka State was conducted at Dr. Annie Besant Bharat Scouts and Guides Training cum Camping Centre, Doddaballapura, Bangalore from 20th to 22nd September, 2022 in which 77 participants from 30 revenue districts took part. TheRailwayStatesNationalLevelMeetwasconductedatKettifrom22ndto24thSeptember,2022 in which Shri Krishnaswamy R., Executive Director, who is also secretary of Membership Growth addressed the gathering and presented the Growth targets. Team Yoga with BSG completed 500 Episodes of Virtual Fitness programmes – Yoga with BSG. This programme was started in August 2020 during the covid pandemic to enhance the immunity. The Programme is telecasted at Bharat Scouts and Guides, National Headquarters through Official YouTube Channel of Bharat Scouts and Guides at 07:00 AM in the Name of YOGA with BSG- Immunity to the Community Dr B. Islam, Dr Ashwani Kumar andMs.AlimaPH,yogaexpertswerepresentingthe programme. 500 episodes were completed under the Leadership of Shri Bablu Goswami, Assistant Director,I/C,EasternRegion.

conducted Himalaya Wood Badge Course for Guides at State Training Centre, Chamatapathar Guwahati, Assam from 22nd to 28th September, 2022 with 23 Candidates and 05 Staff Members from Arunachal Pradesh, Assam, Meghalaya, Nagaland and North Frontier Railway Shri Analendra Sarma, Assistant Director,NER-BSGgracedtheopeningceremony.
The Course was conducted as per SOT and giving importance to skills of Scouting/Guiding like Pioneering, Mapping, First-Aid, Cooking, Camp Craft, Hiking etc. Everyday, activities started with Physical Jerks (B P Six Exercises, Yoga and Suryanamaskar) followed by morning inspection, Prayer and flag ceremony. With reflection, report andnews,morningsessionswerestarted.
Every evening, trainees came with various innovative ideas to present in the Sing Song/Campfire. On the last day All Faith Prayer was conducted in the morning followed by Prayer and Flag. After morning sessions, Evaluation, Open Session and other formalities,thecoursecametoanend.

HOW TO TEACH SKILLS TO SCOUTS USING EDGE METHOD
The EDGE method is one of the most important teaching methods to know, not only for leadership inScoutingbutalsoforteachinganythinginlife.Wecanusethismethodfromsimpletasksliketying a knot, to more intensive tasks like building a pioneering project. This method will surely help our unitleadersoncoursesoronfellowscoutsofatrooptolearnquicklyandthoroughly.

LETUSGOINTODETAILS:
E- The first step of the EDGE method is to explain some background of the task. Here the participants (Leaders or Scouts) should be made to understand why and what they are learning such a task. Explaining the task include: what you will be doing; why you will be doing it; Use of a visual aid to help the explanation more sense. Give a short explanation on why it`s important to learn thetask.Herewecantellhowthetaskcanbeusedinothersituations.
D-Demonstrating the steps of the task is important for the Scouts to see the correct way a skill is performed. Firstly, the correct way to do the task is to be shown. Secondly, be talking them throughout the task about the task on hand. Thirdly, the leader has to check if the task is performedinacorrectway.
G- Guiding the scout through the steps of the task is another important thing. Scout is to be guided to do the task correctly as expected. Guidance may be given by talking about each step slowly; assisting them whenever they seem to be going off track; the leader should have patience to observe the learner. Without proper guidance by the leader, the participant will do the tak wrongly. Hence leader should observe closely and guide wherever required. Leader has to pay

individual attention while the learner practise the task. Guidance will be more effective if each stepoftheprocessisshownusingvisualaids.
E- Last step in EDGE method is to enable a scout to do the task completely on his own, without leader`s help. The following steps are to be followed to enable the artici0ant to do the task completelyandcorrectly:

• Letthemdothetaskinarelatedorinaneasierway.
• Testtheparticipantatalaterdate.
• Encouragetheparticipantwhiledoing,butbeavailableforhelpincasetheyneedit

The Asia Pacific Global Youth Mobilization Summit, is a leadership event which is scheduled to take place from 7th - 11th November 2022 at one of the WAGGGS WorldCenters,SangaminPune,India.YoungpeopleintheAsiaPacificRegion(APR) will attend a five-day interactive workshop during which they will be able to learn moreabouttheGYMNationalProjects(NP)andLocalSolutions(LS)implementedin the region. In the post-COVID-19 era, youth networks are being established across the region as a means to amp up their voices. During the interactive session, participants will have the opportunity to interact with government officials about theiradvocacycampaigns.Thiseventwillfocusonparticipatinginactivitiesrelated to the WAGGGS leadership, advocacy and create more opportunities for girls. This will also enable young people to learn about WAGGGS and its member organizations, themes, projects and share the international friendship that Girl Guiding and Girl Scouting is committed to and of course experience the unique cultureofSangamandIndiathroughitstraditions,historyandpeople.
As part of the GYM Asia Pacific Regional Youth Summit (APRYS), young people throughouttheAsiaPacificRegionwillbeableto:
1. Inspire action through the sharing of examples of impactful actions taken by youngpeopleinlocal,national,andregionalsettings.
2. Enable youth to connect across the APR and identify critical priorities for youth tochampionandowninthepost-COVID-19era.
3. Providing workshops that provide hands-on, practical knowledge to young peopleenablingthemtoadvocateforissuesaffectingthem post-COVID-19.
4. To amplify the voices of young people and to profile their work and impact on COVID.
5.CelebratethesuccessofNPandLSintheAPR.
6.Reducethenegativestigmaofyoungpeople.
