Focusing on the Positives for 2022

ne year ago few would have expected COVID-19 to still be dominating our lives during another festive season. But it is, and this year’s celebrations will once again be slightly mooted as Western Australia – and the rest of the world – remains cautious and vigilant. Nevertheless, we can still look forward to some newly restored, and well-deserved, personal “freedoms”, while – on the business front – the building industry maintains the buoyancy it enjoyed (in general) throughout 2021. So, all in all, 2022 beckons with a prevailing sense of optimism and a determination to continue meeting and overcoming these unprecedented challenges. That positive mood is highlighted in our final issue of the year which, as always, showcases the finest of Western Australian construction professionalism, design innovation and standardbearing adaptation. Residentially, we take a trip down memory lane to the 1956 Olympics and, more than six decades later, note how a definitive collection of river and ocean view apartments on the border of Mosman Park and North Fremantle honours the legacy of a stalwart of Western Australia’s sailing history. Taking aspirational living to a new level is a haven of tranquillity in the centre of one of Perth’s most liveable hubs that sets the benchmark for residential developments; and we also check out a multi-level masterpiece in Mindarie with multiple rooftop gardens, a luxurious swimming pool and breathtaking ocean views.

Picture a jam-packed construction site, chuck in a production crew and the demands of a tight filming schedule and there you have it — an average day on the hit reality TV show. You see all different walks of life meeting on-site, from contestants and tradies to local celebrities. Not everyone there has a trades background, so making sure everyone is able to work safely together on site is a big priority. K

arrinyup’s distinctively upmarket local context provided the key inspiration for a flagship commercial redevelopment project on the northern Perth coastline. Originally built in 1973, Karrinyup Shopping Centre was expanded several times over the years to cover two floors and extend over a 13.6-hectare site, with 180 speciality stores. THE TEAM

Then, in November 2018, work began on what, at the time, was the largest commercial construction project in Perth, an ambitious plan to transform the centre into a pacesetting mixeduse development including retail, commercial, entertainment and dining uses, as well as providing residential living opportunities on site. When the final stage of development was completed in October 2021, Karrinyup Shopping Centre had doubled in size and become home to 290 retail stores, incorporating an internal café terrace and a new external entertainment and dining area (including a large playground area for children). It also incorporates 94 high-end residential apartments at the eastern end of the development (due for completion in Q1 2023), with a further 270 new apartments approved for the western side of the site adjacent to the external dining precinct. The $800 million project was developed by AMP Capital on behalf of owners Unisuper and completed with construction partner Multiplex, while Hames Sharley and Taylor Robinson Chaney Broderick were the lead architects, and Rowe Group prepared the project’s activity plan and development application.

Customised Experiences According to Ken Bownes, project design manager of joint venture design collective TRHS, the developers went to great lengths to research and define Karrinyup’s uniqueness, and the resulting design brief was based on a firm strategic commitment to create an exceptional and authentic destination, customised to suit the local market and delivering distinct experiences. In line with that brief, TRHS drew inspiration from the local context, primarily the natural coastal area but also the bush and urban surroundings. The architectural expression of organic forms and natural materials were informed and defined by several overarching themes (Sea+Sand, Blue Gold, Coastal, Bush and Urban/Suburban), notes Ken, while the layering of familiar textures and materials within the centre reflected an understanding and recognition of the local context. Open volumes, access to daylight where possible and providing shelter from the elements where necessary were essential to providing a sense of openness and space – in harmony with

The shopping centre comprises various precincts with distinct characteristics but linked together by common design threads to present a unified and cohesive narrative. Managing Complex Multiple Projects The developers drew on Rowe Group and Proven Project Management’s extensive expertise in shopping centre redevelopment to prepare the activity centre structure plan and development application Proven was then engaged to assist in the delivery of the redevelopment, acting as the project manager and superintendent for the project, and subsequently Multiplex was engaged as the project construction partner. Proven’s collaborative approach enabled the project partners to work towards delivering a design outcome which met the project requirements and was delivered on time. Construction occurred in a live environment to maintain trade, while aiming to minimise disruption to existing customers. “From a personal perspective,” says PPM senior project manager Chris West, “it has been gratifying to see the project through since its approval in 2015, navigating the various challenges of poor economic conditions, working around an existing retail site,

overcoming supply and labour shortages, and then the impact of COVID. It is not often you get the opportunity to work on such large-scale projects through the whole cycle of the project. It has been a very rewarding experience.” Adds fellow PPM senior project manager Ralph Senior, “Managing a site which doubled in size and now encompasses not only retail but also residential sites has showcased Proven's ability to manage multiple projects despite the complexity involved. It is worth noting that the Karrinyup project involved Hoyts, Aldi, Coles, Myer, David Jones, Big W, H&M, Uniqlo, Zara, Rebel Sports, Sephora and JB Hi Fi, among others. Karrinyup was interesting as it was multiple projects within a very large project.” Other key elements of the expansion included a main street, with buildings lining both sides; a town square/piazza developed as an entertainment hub, with the first fixed animated permanent lighting projection system in Western Australia; and more than 4,800 car parking bays.

The helix-shaped skylight that extends between The Loop and The Café Terrace is a highlight feature of the project. According to Multiplex project manager Matthew Hille, “It was built to suit the coastal-inspired mall design and is shaped to be reminiscent of rolling waves. The abstract curvature of the ceiling meant that innovative framing and substrate design techniques were required for the build. “The timber panelling seen adjacent to the skylight was designed to represent old timber boats that would sail along Perth’s coastlines. These panels were installed utilising shiplap installation techniques that give it a unique aesthetic look.” The project also made a significant contribution to the local community through commitments to improving public transport services and accessibility for pedestrians and cyclists. Specifically, this included upgrading all local roads around the centre, providing dual-use paths and landscaping to local road reserves, contributing to two new bus services to improve service frequency from the Mitchell Freeway rail station, redeveloping a new regional bus

terminal on Karrinyup Road, and providing localised drainage for the council’s library and car park. Ensuring Business Continuity and Minimal Disruption Among the main challenges, says Chris West, were interfacing with existing centre services to maintain business continuity while transferring to a new overall central services management hub, maintaining key retailers’ lease obligations and operations, and adapting the design to mitigate changes in leasing requirements due to the challenging retail environment. There were also complicated issues involving COVID-19 logistics for overseas products, which were resolved by early procurement and local storage to mitigate time losses due to shipping delays. To overcome labour shortages due to pandemic restrictions and the mining boom, construction methods were changed from block work to framed and gyprock walls (in the case of brickies), and there was early engagement with subcontractors to lock in future resourcing for leasing changes, plus an early commitment and

“The long-lasting relationships that were built between all parties involved is considered one of the most valuable outcomes of the project” acceptance of costs to ensure adequate resources across the various trades. To accommodate COVID-19 protocols, ongoing site cleaning was a priority and project teams were rotated to ensure 50 per cent at home 50 per cent on site. Early procurement was also essential for the project due to tightened border restrictions caused by COVID-19. As Matthew Hille notes, “Many suppliers with long lead time items saw these durations extended even further than originally expected. To overcome this challenge all parties involved in the project had to look ahead of schedule and re-evaluate the timeline of works.” In addition, he says, strategies developed to ensure that the new building works did not disturb the day-to-day operations of the existing centre included breaking the project up into 17 separable portions.

“Redevelopment of such an old centre was a challenge due to the large amount of existing and live services. The original shopping centre was built in the 1970s and there was often very limited information still available. A great deal of investigation work was required to ensure operable and safe service continuity between new and existing buildings.” As always, sustainability was core to the design and development. The project has been designed to a 4 Star Green Star rating and also a 4 Star NABERS rating with certification to occur over the next 12 months following building tuning. Low water use was paramount across the project, and PV solar panel future proofing was installed to facilitate a 2MW solar array at a later date. As one of the first retail centres in Western Australia to target a 4-star Green Star certification, Karrinyup Shopping Centre made a

significant impact towards reducing greenhouse gases, water and waste use throughout the construction. Successful Culmination All issues were overcome to the satisfaction of all parties, including local residents affected by the works, and ultimately a successful working arrangement was developed with the local authority (City of Stirling). The management team maintained a safety record that “significantly exceeds all national benchmarks”, completed the multi-storey car park on time without general impacts on access or customer car parking, and ensured trade was maintained to the benefit of existing tenants. The initial aim for the designers and developers was to deliver a more contemporary and exciting version of Karrinyup’ commercial hub, and establish a standard-bearing shopping centre design as the heart of the community. In the end, they resoundingly achieved that objective, developing and building a design that, by any measure, stands among the finest retail projects nationally. The project significantly boosted the Western Australian economy and created approximately 2,500 jobs during the construction phase. “The project was able to achieve successful completion of all stages,” says Matthew Hille, “delivering them on time and schedule. This was due to a range of different parties, consultants and contractors that all played their own specific role in driving the construction. The long-lasting relationships that were built between all parties involved is considered one of the most valuable outcomes of the project.”

onstruction Training Fund (CTF) recently announced a Disaster Recovery Construction Training Grant, designed to support communities affected by the Wooroloo bushfires and Cyclone Seroja. The $3.5m investment over two years provides extra CTF support to employers, apprentices and trainees who are involved in re-building works, including an additional incentive for regional employers. Currently all eligible businesses that employ an apprentice or trainee receive grants from CTF to help reduce the costs of employment. However, the Disaster Recovery Grant will provide extra support for employers who are part of the recovery process. Employers of apprentices undertaking residential construction in the affected regions can claim an additional grant of up to $6,000 over a two-year period. Their apprentices can claim up to $2,000 each over the two-year period to cover costs such as travel and accommodation. THE TEAM

CTF is also offering several other initiatives as part of the program to ensure the workforce in the affected regions is sufficiently skilled. CTF will fully subsidise eligible applicants who complete shorttraining courses that are currently recognised in CTF’s Supplementary Skills Program. This includes training relating to construction skills, occupational licensing and occupational health and safety. Another CTF funded program, Try-a-Trade, that provides construction career pathway skills to high school students will be boosted. To support the development of a localised workforce and the ongoing building of the region, CTF has pledged an additional $50,000 over two years to the Try-a-Trade program run by Central Regional TAFE in Geraldton. CTF is also allocating $70,000 of funding to offer logistical, social and psychological support to those in the construction industry dealing with the impacts of the disasters. MATES in Construction will facilitate the initiative via activities focusing on community engagement, training and capacity building, and access to support services for workers in the region. planning challenge for future expansion, prompting RHC to bring on board health Architects Silver Thomas Hanley to assist with the development of a master plan vision for the HPH campus. According to Silver Thomas Hanley director Basil Vogas, “The master plan is critical in helping RHC determine an expansion and renewal program which supports the ongoing and uninterrupted delivery of outstanding health care, while creating an ordered and efficient major health service.” All of which brings us to the latest chapter in the Hollywood Private Hospital story. In early 2020 Georgiou Group was awarded a $55.7 million contract by Ramsay Health Care to deliver Hollywood Private Hospital’s South Block and new emergency department, designed by Silver Thomas Hanley. In addition to the emergency department, the project brief comprised construction of three 30-bed wards (including tenancies, isolation room and expansion of the current radiology unit), a multilevel carpark and upgrades to the old building’s front of campus. As Georgiou building general manager Steve Okill noted at the time, “We recently completed the Hollywood Consulting Centre and are finishing works on the mental health expansion, where our team has showcased their strengths in service integrations and working within the constraints of a live hospital environment.

The South Block delivers 90 new beds (including a shelled floor) and a state of the art, patient-centric emergency department. The ground floor of the South Block connects directly into the main hospital north-south corridor and includes space for future tenants. Levels 1 and 2 of South Block contain general wards with 30 beds on each level, while Level 3 is a shelled space for a future ward fit-out.

“The recent projects at HPH,” notes Basil Vogas, “are focused on revitalising the campus aesthetic with considered design using modern cladding materials. Visually the South Block building design comprises a monolithic white cube that hovers over a dark base. The upper level ward exterior utilises a standing seam steel cladding in matte white Colorbond finish, with staggered windows punched out to create movement and a softness across the façade. “The white cube is softened with gold powder-coated sunshades, staggered vertically on the east and west façades, and horizontally with one side on the north façade which creates a sense of movement across the façade. “The ground floor façade is dark tinted full height glazing, which gives the appearance that the white cube is floating. The white

The reinforced, post-tensioned concrete structure is surrounded by a lightweight steel and composite cladded façade with a steel plant room located on the roof.” One key aesthetic aspect of the project is a mural in the emergency department entrance. According to Georgiou, the team floated the idea of transforming a plain wall in the entrance and the client immediately agreed. The mural was designed by local artist Esti Nagy, and the theme was explored with local year three students from Hollywood Primary School (next door to the hospital) in a set of workshops. “During the workshops, Esti shared with the students her process for designing and painting murals, and together they studied local flora and fauna including threatened red-tailed black cockatoos (“karrak” in Noongar), which often fly over the school and the hospital. The children drew their own cockatoos, collected inspiration from the nearby Hollywood reserve, and together created a collaged artwork of a cockatoo flock flying over native bushland.”

Meeting the Challenge The Georgiou team had to overcome numerous challenges including the demolition of the existing two-storey building from the 1940s, reconfiguration of entrances/exits to the existing building to finish tie-in works, and dust/vibration minimisation. All works were carried out during a live hospital environment, with the team working closely with the client to minimise disruption to hospital operations. The western side of the emergency department building ties in with the existing hospital via the hospital main corridor, and this proved to be the most challenging aspect of the project. With the department surrounded by existing buildings on all four sides, the project team was required to reconfigure some of the existing entrances and exits to the existing building so patients, staff and visitors didn’t need to interact through the construction site. The main corridor had to remain open for the full extent of the construction period, as it is the main spine of the hospital and connects both old and new. “The project team designed an innovative solution to ensure the interface would work. This involved constructing a temporary hoarding tunnel within the existing corridor with a load-rated roof and statutory lighting and fire detection.

The hospital was able to utilise this hoarding tunnel whilst we built the cantilevered first floor slab over the top of the corridor,” explains Jay. “The slab was designed to provide impact protection to the public who were using the corridor underneath and also to take the temporary construction loads of the scaffolding that we built over the slab to facilitate the installation of the façade and concrete structure on the levels above. “Once the scaffold was removed, the same cantilever structure became the structural component of the roof over the existing hospital corridor. We were then able to install the majority of new services and ceiling framing and lighting sections to that corridor from on top of the load-rated panels. This allowed the corridor to remain open during the entire construction period.” Another factor was noise, dust and vibration during the demolition works. Due to the proximity to existing structures, the team installed filters over the top of the existing airconditioning units to minimise dust issues, and also had a water mister cannon in place to spray over rubble and the excavator on site to suppress dust. As for major successes and achievements, the Georgiou team completed the carpark's first suspended slab pour within a 12-hour window. Containing 430 cubic metres of concrete, it was the largest single pour completed by Fine Form – one of Perth's largest concrete subcontractors. For specific elements, the team utilised a 360-degree colour laser scanner – which makes 3D reality capture faster than before – as a trial. This technology was used to scan both existing and new structures to confirm locations, inform design and check asconstructed quality. “With a measuring rate of up to two million points per second and advanced HDR imaging system, the creation of coloured 3D point clouds can be completed in under two minutes,” notes Jay. “Plus, automated targetless field registration (based on VIS technology) and the seamless, automated transfer of data from site to office reduce time spent in the field and further maximise productivity. This helped manage project complexities with accurate and reliable 3D representations.”

ne of Perth’s biggest department stores has received the ultimate makeover and it needs to be seen to be believed. The redevelopment of Myer Karrinyup began in December 2019 when Lanskey Constructions Perth team was awarded the tender.

Work on the three-level complex officially began in January 2020 with the redevelopment taking place over seven key stages. With more than 14,000-sqm of floor space plus the loading dock in the basement, the mammoth task was completed by August this year, bringing Myer Karrinyup in line with other Myer stores across the country. The Karrinyup store first opened its doors in September 1973 and last underwent a refurbishment in 1996. Lanskey Constructions State Manager Steve Garces said the new store provides a leading shopping experience for local customers. “The full renovation has provided a totally refreshed and modern store removing floor segmentation and improving the flow of the store,” he said. “Every part of the store has had works undertaken to improve the stores amenity.” Scope of works The massive renovation saw the entire store gutted and stripped back to its bare bones. This included demolishing and stripping all

The fitting rooms, toilets and parents room and staff offices also received a major facelift, as did the store’s loading dock. Lanskey Constructions State Manager Steve Garces said the project’s success rested with the key subcontractors and suppliers engaged on the project. “The commitment and professionalism of our supply chain, particularly during difficult and changing times for the construction industry as a whole, is what kept the project on track,” he said. Myer National Construction Manager Matt Clements said the works have dramatically changed the shopping experience for all Western Australian customers for the better.

“Some of the major highlights include the new entrances, along with the level two visual merchandise display window which sits over the eastern mall entrances,” he said. “Overlaid with the fresh store environment, the new fixtures and installations help bring the store back to life, especially in the cosmetics hall on the ground floor.” Mr Clements said the fully renovated store showcases Myer’s brands in the best possible way and the response from the customers has been positive. Adapting and responding to COVID-19 Completed during the height of the COVID-19 pandemic, the team at Myer and Lanskey Constructions factored in the everchanging nature of COVID-19 and the associated restrictions and lockdowns. Much like many other redevelopment projects taking place around the country, the team had to be well

planned and adapt to the challenges associated with COVID-19, particularly in relation to obtaining materials and subcontractors to complete this immense project. The teams also had to overcome the added complexity that the worksite was also located in the middle of Karrinyup Shopping Centre, which was also undergoing a massive expansion. However, the teams at Myer and Lanskey Constructions worked collaboratively and constructively to complete the project on time and on budget. “Given the principal’s designers were predominately based out of Melbourne with restricted travel conditions, communication was key to overcome daily challenges,” Lanskey Constructions State Manager Steve Garces said. Lanskey Constructions achieved practical completion on August 27, 2021, delivering a vibrant, uplifting store that will undoubtedly stand the test of time. Specialising in all types of construction Formed in the mid-1980s Lanskey Constructions is a national company consisting of offices in Melbourne, Sydney, Brisbane and Perth and Auckland. The company has worked on nearly every type of construction, both large and small and has completed works all over Australia. The Perth office was established in 2002 and the dedicated team has since worked diligently to complete a number of projects, including the $45 million bitumen import terminal for Puma Energy, the $8 million upgrade to Westrac’s heavy vehicle and office administration facilities in Welshpool, the $37 million bitumen process plant for Sami Bitumen and Technologies and the $17 million construction of a new hatchery on the outskirts of Perth. Current projects for the Perth team also include the construction management of the $150 million fuel terminal in Kwinana and the recently awarded AMC Superyacht facility in Henderson.

According to architect Fred Zuideveld, “One of the main challenges for this project was creating a design that took full advantage of the great views to the river and Fremantle beyond. It also was important to ensure that the units opened up to the north, where not only are there more views but just as importantly they have access to a balcony which faces the sun. Creating a Spacious Ambience During the early stages of the project, Gary Dempsey Developments commissioned Craig Steere Architects to help provide updated interior design concepts, planning and materials for the Siskas penthouse suites, as part of a modification of the original design. “In essence,” says Craig Steere, “our brief was to assist with giving more generosity to the priority areas and also where possible to the secondary areas, thus creating a more spacious feel to the kitchens, main suites, dressings, ensuites and powder rooms, while

also embracing quality open plan spaces in the kitchen, dining, living and sitting/family rooms. Outdoor living areas and private main suite external retreats were also contemplated.” These spaces were all then crafted to offer more luxurious layouts and fitouts. “The kitchens were given a greater contemporary feel in layout, shaping, form and materiality, while also embracing the tower’s waterside location and references. Successful collaboration To bring Pavilion on Ashton from the drawing board to built reality, the Department of Communities collaborated with Yolk Property Group. The recently completed development was designed by Harris Jenkins Architects and built by BGC Construction. Yolk Property Group development manager David Clow says the company was engaged by the Department to manage all elements of the project, including design, approvals, construction, sales, marketing and apartment handover. “We had previously identified the vacant site as a great development opportunity, so we were thrilled when we were asked to be involved in the development,” he says. Explosion of colour Clean, white lines interposed with bursts of colour characterise the design, which was informed and inspired by the fireworks at the Perth Royal Show (the iconic showgrounds are just across the road). The result is an explosion of colour between the rich facade of gold-hued aluminium panels and screens, the red blooms of the street flame trees and the purple flowers of the newly planted jacarandas. The building structure consists of masonry walls, suspended concrete slabs and a steel-framed roof. The external facade walls on the two upper floors are clad with reverse brick veneer and a

mix of painted and aluminium cladding systems.All apartments have cross ventilation, with the interiors featuring neutral warm, earthy tones, handmade Spanish wall tiles, European-inspired tiled splashbacks, curved cabinetry, engineered stone bench tops and wool carpets. “The curved island bench and vanity are nice design touches by our interior design team,” says Mr Clow. Sustainable living The apartments have been designed to optimise natural lighting, heating and cooling, with the open plan, dual aspect living spaces encouraging cooling breezes via cross-ventilation. The residents of Pavilion on Ashton will enjoy the added bonus of homes powered by the Western Australian sunshine. Synergy has installed metering infrastructure and a solar system that will deliver sustainable power and cost savings. Synergy will provide ongoing metering services. Synergy’s Partnerships and DER acquisition manager, Rowan Gallagher, says the 26.565 kWp/20 kVA solar system is estimated to service 36 per cent of residents’ power requirements and has been designed to service the majority of residents’ daytime consumption. “The development is all-electric, which improves the economics of renewable energy investments, supports energy-efficiency and deepens emissions reductions.”

Universal access standards The apartments have been well designed to optimise natural lighting, heating and cooling. A number also incorporate universal access standards, allowing people to age in place. Shared facilities include dual lifts for greater privacy, a communal herb garden, landscaped outdoor areas, security and bike storage. The new residents who are set to move into their new homes early in 2022 need only stroll 100 metres to the post office, dentist, medical centre and specialty shops – and just 800 metres to the popular Mt Claremont Farmers’ Market. They will also find themselves ideally located between the city and the beach, while a three-minute drive will take them into Claremont’s town centre. ‘Challenging time’ Construction commenced in September 2020 and recently reached practical completion after the project faced a number of the same challenges that have confronted the building industry throughout the period of the pandemic “It is a challenging time in construction and development with supply chain issues and labour shortages associated with Covid 19 causing issues throughout the industry,” says Mr Clow.

“However, we worked closely with all stakeholders to deliver the project despite these challenges.” Affordable housing Affordable housing refers to homes that households on low-to-moderate incomes can afford, while meeting other essential living costs. “Affordable housing differs across a range of housing options and tenures,” the Department’s spokesperson says. “It is not limited to social housing. Affordability is dependent on a range of factors, such as design, location and demand. However, generally, households should spend no more than 30 per cent of income on housing.” The most recent State Budget included a record $875 million injection towards social housing, boosting the Government’s overall investment for the coming four years to $2.1 billion. This investment will include the delivery of 3,300 new social homes. METRONET, comprising about 72 kilometres of new passenger rail and up to 22 new stations, is a catalyst for the transformation of more than 8,000 hectares of land around new railway stations into desirable places for investment in housing, jobs and services for growing communities – helping to positively change how people live and travel in Perth.

Alocasia Residences is the first project developed in Australia by US-based Newleaf Homes, with director Mark Lim describing the result as “positive”. “Working with the management, staff and site team of Thomas Building has been very pleasant, right from the beginning to the end,” says Mr Lim. “The outcome is a positive one. And I can only attribute that to a very distinct Thomas culture that permeates the whole organisation from the very top, with its own brand of very downto-earth professionalism.” Construction challenges The build was characterised by a very tight site with just 20 metres of street frontage and access available only from Edgecumbe Street. The building consists of an AFS core, AFS blade walls and lightweight infill stud walls.

Thomas Building contract administrator Phil Knight says the builders also faced the significant challenge of having to navigate around a protected tree to access the already confined site. “There was a large tree located within the verge that had to be protected throughout the build and this further restricted access to site,” he says. The project required almost 30 individual concrete pours, with concrete booms of up to 57 metres in size necessary to access the top levels at the rear of the site. “In order to comply with the shire’s traffic management requirements, both partial and full road closures were required for all concrete pours and for the erection and dismantling of the

tower crane,” says Mr Knight. In all, two full-time Thomas Building employees were engaged on the project, with an average of 25 subcontractors on site daily and more than 50 at the peak of construction work. Looking to the future With the future residential requirements for city living firmly in mind, Alocasia Residences was designed for a 5-Star Green Star equivalent. On the rooftop are 40 photovoltaic solar panels, while on the ground floor, electric vehicle charging provisions have been made to 20 car parking bays. Provision has also been made for a six-car stacker to generate 24 car bay allocations.

A dedicated team of four staff from Richard Hammond Architect first started on the project in 2016, producing the initial village master plan. Together they worked with Smith Constructions to design, document and project manage the construction of the state-ofthe-art clubhouse facility completed in 2021. Plenty to offer The village features a mix of one, two and three bedroom homes, which have one or two bathrooms depending on the design and budget. The gated community supports independent living whilst providing residents with access to multiple common area facilities, including a dedicated clubhouse, indoor heated swimming pool and spa, cinema, gymnasium and a full length bowling green, just to name a few features. brick home able to accommodate only a single family, there is now a purpose-built social housing complex consisting of eight modern apartments carefully considered to meld good design with comfort, functionality and dignified living. The three-storey development at 11 Windell Street, Innaloo, was a collaboration between the Department of Communities and a private sector architect and building company to deliver high-quality social housing. The project was funded through the State Government’s $394 million METRONET Social and Affordable Housing and Jobs Package – a major investment in housing aimed at building liveable and connected communities close to transport infrastructure. It is also part of the State Government’s WA Housing Strategy 2020-2030 which plans to connect 150,000 West Australian households to safe, stable and sustainable homes within the decade. Developed, managed and constructed by veteran Perth builder and developer Rapley Wilkinson, the Windell Street project supported more than 70 jobs, including trade subcontractors and building suppliers. Rapley led the design team of two award-winning Perth architects, Leanhaus and Whitehaus, the latter engaged post-design to provide documentation and construction support. Housing diversity boosted The development, which is managed by the Department of Communities, has increased housing diversity in the area and is intended to help address the shortage of smaller homes in Perth. A Department spokesperson said the housing program aims to meet the demand for social housing in Western Australia by providing people with comfortable, well-designed and well-located homes.

Carefully balanced design The three-storey timber and brick apartment building comprises eight modern one and two-bedroom apartments constructed around a central light well and circulation core. The pinwheel floor plan is designed to make the most of the compact footprint by providing residents with the maximum area of open space and outdoor living. The seemingly simple floor plan belies a sophisticated design solution to balance the necessities of cost efficiency with complex planning and amenity requirements. The design was informed by the site's orientation and dimensions as well as planning constraints. Leanhaus architect Ben Caine says State Government apartment design codes and Local Government precinct design guidelines required a carefully balanced approach to achieve a feasible number of apartments with a high level of amenity. “This being the first multi-storey infill development on Windell Street, we sought to provide a benchmark project that imagines its place in the future development of the street among projects of similar scale,” he says. “The journey through the common spaces from the front gate through to the main stairs is well connected to landscaped communal open spaces. for residents and visitors to cross paths in welcoming spaces. “Windell Street is a great example of affordable infill multiresidential development. The aim is create a sense of community and belonging to ensure that the common spaces are well used and maintained, day to day.” Sustainable living The ground floor is constructed of insulated double brick walls with an overhead suspended concrete slab cast in situ to form the floor of the second level. The fully timber-framed first and second floors provide a low carbon, fully recyclable building solution with enhanced thermal performance. The upper storey is roofed in Colorbond steel, the skillion roofs giving the second floor units up to 4.5 metres in ceiling height. All apartments are spacious, functional and designed to reduce energy use for thermal comfort. Sustainable attributes also include the double-glazed windows which bring in good natural light, LED lighting throughout, instant electric hot water units and durable compressed fibre cement cladding. Saffioti Steel Fabricators were responsible for the supply, fabrication and installation of the aluminum fixed louvre window awnings and staircase support steel. The complex was built to an elevated level of finish, with quality interior fittings including engineered stone bench tops, stainless

steel appliances, custom bathroom vanities, built-in wardrobes and reverse-cycle air conditioning. Each apartment has its own private balcony with powder-coated aluminium balustrade and its own allocated storeroom. Timber frame speeds project A measure of the social housing program’s importance is the extensive use of timber framing, which expedited completion of the project to help meet housing demand. “A timber-frame construction method was utilised in the project to deliver the housing as quickly as possible,” the Department spokesperson says. Extensive usage of timber in construction is highly unusual for apartment projects in Perth, and acoustic and fire standards for apartments in Western Australia generally favour mass construction using brick or concrete. According to Rapley managing director Michael Brockbank, the complex is one of Western Australia’s first timber-framed projects. “We believe that this was only the second wood-framed apartment building built in Perth,” he says. The design required a high level of collaboration between the Department of Communities, architect, builder, fabricator and consultants to ensure structural, acoustic, fire, thermal and functional requirements were met or exceeded. Special consideration was given to

developing a wall system that performed as expected, but was also cost effective and slender to reduce loss of plot ratio. The timber-framed wall panels were entirely prefabricated by construction specialist company Offsite and erected in place on site. “This included the insulation, drywall, cladding, building paper and windows,” Mr Brockbank says. Housing safety net The Department of Communities says one of the key principles in the WA Housing Strategy 2020-2030 is to maintain and grow the social housing safety net. “The Department will continue to provide more social housing across Perth and Western Australia where there is sufficient demand and the opportunity to construct or purchase it. This includes suburbs like Innaloo,” the spokesperson says. The most recent State Budget included a record $875 million injection towards social housing, including the Windell Street properties, boosting the Government’s overall investment for the coming four years to $2.1 billion. The investment will include the delivery of 3,300 new social homes. “This includes $168.8 million to rapidly boost social housing by retaining approximately 500 properties for social housing, which would otherwise be sold through the Department’s affordable housing program over the next two years.”

The Mother Seton Centre is just that – the “mother” of the campus, housing a new administration block, state-of-the-art classrooms, staff amenities and a staffroom – the whole forming an elegant new entrance to the existing College. Designed by Parry and Rosenthal Architects and built by Sanpro Construction, the $6.3 million project, completed in April, sets the tone for the entire campus – exemplifying Seton’s philosophy that “every interaction matters”.

Timeless gateway to campus “The buildings are the first point of contact with visitors and a gateway into the campus,” says Parry and Rosenthal Architects’ director, Michael Savage. “They set the tone for the campus and they needed to reflect the core Christian qualities that the College holds dear – values of simplicity, honesty, care and generosity.” Design, as always, is pivotal to the effective functionality of spaces. The buildings are arranged on a small site at the front of the College as a human-scaled, double-storey, village-like cluster of simple cubic forms on either side of the main axis into the campus. Completing the edge of the existing landscaped court, they provide a transition from the upper carpark level to the courtyard below. Mr Savage says the College has taken a longer-term, more sustainable approach to the expansion of the campus facilities. “They have created a set of beautiful, durable, permanent buildings that reflect the ethos of the school, will stand the test of time and welcome and inspire generations of students, staff and parents,” he says.

Nature leads design Nature, and the use of natural elements and materials, plays a leading role in the exterior design. The natural limestone blocks facing the external walls are complemented by the warm timber accents of the high-level cedar eaves and canopy soffits, as well as the two magnificent feature glulam beams featured in the walkway through the middle of the building. The limestone blocks contrast with the white precast concrete beams, window sills and header courses. The natural stone walls also tie in with the colour of the adjacent limestone and face brick buildings, radiating generous warmth throughout the entire development. Charcoal coloured aluminium door and window framing and Axon CFC vertical joint cladding on the upper level complete the exterior, floating the roof above the stone walls and providing a sharp contrast with the natural hues. The roofing is Fielders’ Prominence Finesse 265mm panel in matt steel Colorbond, its low-profile 25mm rib height creating a sophisticated, modern look. The traditional pitched roof style with overhanging eaves provides a practical, economical cover for the buildings and shading for the windows.

Calm, neutral interior Internally, materials and finishes are similarly calm and neutral. The high ceilings, limestone cladding, painted plasterboard and impressive, large aluminium-framed openings create links to the exterior. White oak doors and timber batten cladding and screens, stone floor tiles and limestone walls, provide a sense of permanence and warmth. Interiors are filled with natural light from skylights and the continuous glazing around the perimeter of the buildings. The large, engraved stone bench in the reception area makes an eye-catching statement. Bushland views Glazed links between the buildings continue the theme of linking structure and nature, providing views out into the natural bushland and the shady, tree-filled main courtyard. The upper-level administration enjoys north-facing views over the precinct, while the lower-level staff room and classrooms open directly onto the courtyard. Careful consideration of the landscaping and its integration into the overall design was paramount, says Mr Savage. “Great care was taken to retain the existing mature trees on the site and throughout the courtyard and car parks. As a result,

minimal landscaping was required and the new development has a feeling of maturity; that it has always been there.” Concrete challenges The most challenging aspect of the construction was the delivery of the large precast concrete beams, columns and the delta core flooring to the small site, says Sanpro Construction project manager Sheldon Carrick. A further challenge was the laying of the face limestone blocks which could only be done in dry conditions. “Completing the limestone feature walls was one of the most critical tasks,” he says. “We had to ensure the stone was protected from the elements for them to be laid correctly and to the expectations of the client and architect. These walls are a major feature of the project and catch the eye of anyone who drives past the College. “The site itself was quite tight and the distance from the lowerlevel areas of the school to reach the first floor of the build was a decent one.” Expert tradesmen “The feature precast concrete sills, weighing up to two tonnes, had to be lifted into position onto the existing brickwork and limestone. “This proved challenging, as we still had scaffolding around the

building, but we required the sills to be in place to install the aluminium, internal ceilings and external cladding,” he says. “Manoeuvring these large units onto and around the scaffolding and over installed walls was something we will never forget – any damage, and the entire sill would have had to be replaced. Thankfully, due to the expertise of the workers on site, this didn’t occur.” The project also involved developing new parking along the streets bordering the campus. To minimise disruption, construction was scheduled as far as possible in the school holidays and during business hours. “We had to ensure all the trades were lined up and scheduled ready to complete the works in the two week holiday period,” he says. Beautiful, timeless Seton Catholic College principal Joseph Hoyne says the new Mother Seton Centre allowed the previous staff room to be converted into an education support centre, while the previous administration precinct has been converted to the new student wellbeing centre. “Being on a small footprint meant the Mother Seton Centre needed to fit within a compact and tight area at the front of the school,” he says.

“What has been built did not encroach on the current site, but has created a courtyard space that has enhanced the entrance to the College. “The use of materials which combine limestone with timber accents has created not only a functional building, but one that lifts the whole community.”
