The benefits of offsite construction is known and acknowledged by many, with the growth of digital and manufacturing technology within the construction industry, prefabrication should effectively be at the forefront of construction methodology. However this is far from the case in Australia, the uptake of prefabricated projects here is comparatively slow as mainstream construction, whilst mostly ad hoc, the process is also considerably fragmented compared to other parts of the world. Joyce Ferng, Associate Director ANZ Modular Lead at AECOM gave an interesting insight into the relatively slow uptake of prefabrication in the industry. Joyce has 20 over years of international experience in

structural engineering and extensive project and construction management experiences in Australia, Singapore and the UK. According to her, part of the reason for the lack of maturity in the prefabrication industry is the misconception that surrounds modular project; it is view by many as a type of building design rather than a method of construction, which will inevitably compromise the design. This is certainly not the case, the offsite built can be designed to match or surpass their onsite counterparts; using modular construction methodology does not change the design, structural system or the final finishes. The only difference is the method of construction. This is the not to say that every project is suitable for prefabrication; the suitability

of modularisation and the extent needs to be evaluated against key drivers, at the onset of a project. Focusing on the wrong aspect and with the lack of full comprehension of the entire process causes many modular projects to fail in reaching its full potential, thereby continually giving modular construction negative press. Rethinking Design Changing our current design process is the key to a successful modular project. The conventional mind set of designing the building shell and then the component within to suit; designing from outside in, is in contradiction to componentisation and standardisation process. Modular building requires the designer to breakdown the elements into
regular units from within thereby designing the building from inside out. The Íout’ being the parameter constraints imposed by logistics and transportation. This concept was reinforced in the 2016 study carried out by Monash University. The university wanted a feasibility study to be carried out to explore prefabrication opportunities for their future buildings. AECOM together with John Wardle Architects and Multiplex were commissioned to carry out this study by benchmarking on a recently completed traditionally designed and built Monash University learning and teaching building. Joyce led the AECOM internal modular team to carry out the evaluation; the entire design process was reengineered to maximise prefabrication without compromising client brief and

functionality of the building. The general findings demonstrated that in many instances, with standardisation the design can be customised for manufacture and assembly. This study eventually led Monash University to utilise cross laminated timber (CLT) for their Peninsular Campus student accommodation; this project is currently under construction. Lean Construction Modular construction lends itself to lean practices where the focus is on maximising value, eliminating waste and enhancing productivity. Although lean construction is an adaption of lean manufacturing principles, however unlike manufacturing construction is a project-based production process. When production management based approach is adopted and applied to design construction process, proven lean results have been reported in; customer satisfaction, productivity, higher quality, safety, profitability and sustainability. AECOM’s recently completed four storey modular project, Place/Ladywell in Lewisham UK is a temporary pop up modular apartment building, on the site of an old leisure centre that will eventually be used for a mixture of social and private housing and a new school. The local council decided to put the area to use for temporary homes providing a total of 24 two-bedroom apartments of 75sqm to house homeless families. The modules are designed for a lifespan of 60 years and can be moved several times in that period and reconfigured however the
council needs them to be. Further flexibility was incorporated in the design by allowing a two-bedroom family home to be adapted into an accessible one-bedroom home for tenants with disabilities. The production process design approach was adopted achieving 92% off site manufactured components, just in time delivery with benchmarked quality and minimum labour on site. Minimum material wastages were achieved through manufactured driven design including integration through BIM technology. ‘‘Establishing a robust supply chain from the early stages of the project was also another key contributor to the success of the project’’, says Ferng. This collaborative approach from all participants allowed the team to practice end-to-end design within the construction process which is in alignment with the lean thinking methodology. ‘‘We are excited to have the opportunity to push the boundaries of the current modular industry through our global knowledge and experience. Prefabrication construction methodology is applicable in many sectors however it is still largely untapped in Australia. At AECOM, we provide our clients from various sectors the additional option of an alternative holistic solutions in modular design and construction’’, concludes Joyce Ferng. PROFILE
Principal Architect of Gerry Kho Architects Interviewed by Rocky Amatulli ■ Do you think that you were always destined to become an Architect? I guess it was a natural progression into this profession. I've always had an interest in the arts and sciences. Architecture is a sweet combination of the 2 polar opposites. Generally, design was something that I was naturally drawn to. However, architecture is my passion, not just a day job. After high school, I completed the two degrees [5 years in total] for Architecture at Curtin University, graduating with Honours. I've often referred to the course as 'boot camp' due to its intensity. Upon graduation, I worked for a small local firm for about 2 years before starting on my own at a tender age of 25 because I craved more creative freedom and even more importantly, to practice architecture with a focus on the craft. I went through the Architects registration process which involved a harrowing 3 part examination in the same year. ■ So shifting forward to now, can you outline the types of projects that your firm becomes involved in? Being a multidisciplinary firm we work on a range of projects from

In retrospect, what I've found enjoyable to work on was never based on the building typology, but how interesting the brief was to me. An interesting client who is enthusiastic, open minded and easy-going also makes the process a delight and memorable which impacts positively to the outcome of the project.

I'm the principal and design architect of the practice which involves designing [naturally], the daily running of the studio, operating the business and the running of projects – so I'm exercising both sides of my brain! I supervise my team and work closely with them on each project until completion. As far as inspiration is concerned, I gain that mostly from the brief, site and context [cultural]. With more intimate projects like residential architecture, I draw inspiration from the client's personality and lifestyle.

profile THE BUILDERS CHOICE ■ Is dealing with intangible creative ideas challenging? Sometimes. Our main challenge around this relates to new potential clients (who have never dealt with architects before, especially in Perth) for residential projects. Some of these clients do not know anyone else who has dealt with architects either, and in their minds they have misconceptions – such as architects being exclusively for the affluent in the community. They've not heard of the social housing projects we get involved in, or that we can work within their budget. Unlike selling a product which a buyer can see, feel, listen to, smell and test drive (like a car), what we offer is a service. In the beginning it is intangible so generally, it is difficult for some potential clients to see the value in what we do. ■ How do you get around this situation then? It takes a lot of energy and commitment on our part as the architect's role is to reassure their potential client that their service is an investment which will enrich
their project and appreciate as the project progresses – that the finished product will be something that will be worth a lot more in the long term both as an investment and an improvement on their lifestyle. ■ How has the architectural profession changed since you first started? This will be our 10th year in business. We've basically existed for as long as the economic downturn after the GFC. There hasn't been much change except for more competitive architectural fees and challenging financial restraints on projects. However, there have been slight improvements in the community's attitude and knowledge of what architecture is and what architects do – partly due to television shows like Grand Designs and local Architectural events like Open House. Another factor contributing to this education is the completion of a number of public works around the city which have given the public a taste of what it means to be in a city with good architecture, not just a bunch of buildings.
We are however, at an interesting and definitely challenging time due to the health of the global economy and the end of Australia's reliance on the resources sector [especially here in Western Australia]. As project budgets get tighter, architects will need to become even more creative with 1) how they practice, and 2) how to design fantastic buildings with limited resources. ■ Do you have any materials you particularly and your team like working with? We love working with concrete, steel and timber especially in their honest form. We're also interested in modern alternative materials as evident in our current project list. ■ What have you learnt from your experiences as an architect? Philosophically speaking, I've learnt a lot about myself. Believe it or not, the business and practical stuff were the easy bits. Let's just say that the architecture industry is definitely
not for the faint hearted especially if you're running your own firm. ■ Do you care to share any other exciting projects you are working on? We're currently working on a number of single residential projects with an emphasis on environmentally sustainable design. A few of these are presently under-construction. Other than that we have a number of café and restaurant projects underway. There are also commercial and residential developments overseas which are in the feasibility stages at the moment. There are several other developments that are in the 'talking' stages. ■ What would you like to be remembered for? Dedication to my craft and contribution to the Perth built environments. ■ What do you enjoy doing when you're not working? When I do have the time – riding my bobber, customising motorcycles, designing and building furniture in the workshop.

David Barr ■ What made you decide to go into architecture as a career? Even as a child I was fascinated with creating, building and solving problems. By the time I was in year 10 at high school, I had decided to undertake my mandatory work experience at Brian Klopper's architectural studio in North Fremantle. After working on a large A0 drawing board tracing floor plans of the restoration work to the old Salvation Army Building, followed by working on site as a labourer, I was well and truly hooked. From that moment forward, I decided to pursue the path of becoming an architect. ■ Why did you decide to start your own business? After studying for five years, I developed a strong passion for architecture, beyond it being merely work. For me, it also became a hobby and a constant pursuit of learning. I felt that in such a creative industry I needed to pursue my
own ideas and aspirations, and the way to achieve this was through the commencement of my own practice. Before embarking on this journey, I had worked for three design-focused practices – two in Western Australia and one in Barcelona in Spain. As well as day-to-day practice, I took on sessional teaching positions at Curtin University and at the University of Western Australia. ■ Where do you draw inspiration for your designs from? Inspirations for projects are derived from varied sources – such as a creative project brief presented by a client, a unique site, the background or history of a client, a historical narrative of a place, or a context in which a project is situated. More generally as a practitioner, I find inspiration from local, national and international architects, as well as other creative industries such as artists, photographers and musicians. Each one of these pushes creative endeavours in new directions, all in the pursuit of beauty. ■ Are there any particular challenges you've faced in your career? Starting the business in the midst of the global financial crisis certainly threw me a few challenges. However, I saw this situation as a positive and used it as a force for becoming resourceful in procuring new work. It also enabled me to develop more confidence in financially difficult times, both in the present and for the future.
■ Do you have a favourite project? Every project in the office is a favourite, with each one having its own creative pursuits and often taking a long time from concept to the completion of the built form. The process of each project also moves far beyond the final outcome of the built form, becoming part of the relationships that have developed between the client, the architect, and the builder. I have developed great relationships with my clients over the years, and in many cases have come to know their family members as well. ■ How do you envisage the future of home design in Australia? One of the key challenges today and into the future is affordability and sustainability. To deal with these conditions, future homes will be smaller, more efficient in space planning, and in closer proximity to other homes. This will result in higher density housing, and the sharing of facilities with other surrounding homes and communities to assist with greater housing affordability.

he hotel was designed in keeping with The Westin’s philosophy of health and wellbeing, “ensuring every guest leaves feeling better than when they arrived”. To achieve that feel-good factor – and offer a relaxing getaway that appeals to both business and leisure travellers – project developer BGC Development sought out the international hotel chain as the anchor tenant within a stunning city destination, Hibernian Place. Located in the historic East End of Perth’s CBD, Hibernian Place features a carefully curated mix of tenancies that all enjoy close proximity to the picturesque Swan River, the new Perth Stadium and mix of corporate offices, shopping, entertainment and attractions.
Fronting tree-lined Murray Street and highlighted by sweeping views across the CBD to the Perth hills, the 368-room Westin Perth Hotel is described as “offering its own unique brand of five-star luxury not previously seen in Western Australia”. The team efficiently managed the design approvals process and obtained all statutory approvals required for the project to proceed, before embarking on the engagement and management of the lead architect, sub-consultants and contractor. This management involved consistent reporting to key project stakeholders, including the City of Perth, Tourism WA, DFES, Heritage Council WA, LandCorp and Marriott. Their internal design and development consultancy and management team contributed a wide range of solutions including procurement services for Furniture, Fixtures and Equipment (FF&E) and Operating Supplies & Equipment (OS&E). This included
reviewing design intent and implementing practically against budget, schedule and durability; value engineering; reviewing brand standards and establishing project specific strategy (interpreting the strategy to best suit the local market); coordinating installation, defecting and asset registers; coordination of mock-up room works; and facilitating operator sign off. Additionally, their turnkey solution included a carefully curated food and beverage concept featuring best in class local operators, following a thorough site analysis of the operational logistics required for a successful opening. Equally importantly, the team delivered the project in accordance with contractual dates. It was designed by prominent Western Australian architects Cavanagh & Cavanagh and opened in 1902 with a grand ball. Hibernian Hall was built by contractor D. Hehir in the Federation Free Classical Style, and was originally developed as a social club to serve the Irish community of Western Australia. By 1922, Hibernian Hall had been renamed New Scottish Hall and then Cathedral Hall from 1930, as part of St. Mary’s Cathedral, before being purchased in 1947 for conversion into a chest clinic. Today, it continues to make a strong visual contribution to the collection of predominantly late 19th century and early to mid 20th century heritage places in the East End precinct.

Melbourne-based design firm BAR Studio designed all of the hotel’s 368 guest rooms – including ten Club Suites, eight Westin Suites, five Executive Suites and one Presidential suite. Caterlink worked with HTS Kitchen Consultancy, the builder BPI and major partner Moffat, over a three-year period to ensure the $3.2 million project met all design, equipment and operational requirements. Hibernian Place Hibernian Place and the wider precinct is home to The Westin, Offshoot Coffee Roastery by Mary Street Bakery, Arthur & Co. by Graham Arthur, Huxtaburger from Melbourne and rooftop bar Hadiqa by Andy Freeman. It features a 2000sqm central plaza offering a community open space purpose-built for people to come and relax. A rooftop garden, water feature, mature trees, manicured lawns, Wi-Fi hotspots, and comfortable timber and stone furniture make it the perfect place to go, at any time of the day. Garum Westin Perth’s signature restaurant, Garum is headed up by acclaimed Melbourne chef, Guy Rossi, and is his first restaurant outside of Victoria. This Roman osteria offers guests a contemporary Roman dining experience in the stunning heritage – listed Hibernian Hall.

Due to the high-profile status of this site, Caterlink supplied and installed an open kitchen using the vitreous enameled black cooking line-up from the Moffat Waldorf Bold range manufactured in Christchurch, New Zealand. This equipment is not only durable and reliable, but also offers a more sophisticated look than traditional installations. Given such limited kitchen space, the Convotherm MINI combination oven, which offers high-power at only 515mm wide, was also used during the kitchen fit-out. The Convention Centre The hotel boasts 2,300 square meters of event space across nine venues, to cater for its business and conference clientele – including an 800 square metre pillar-less grand ballroom. Caterlink commercial fit-out team worked with Moffat offering a kitchen that utilizes plate regeneration through the German designed and manufactured Convotherm C4, allowing 400 fully plated meals to be heated and served as quickly as 30 minutes. Hibernian Hall Hibernian Hall was originally developed as a social club to serve the Irish community of Western Australia. Built in the Federation Free Classical Style, it was opened on the 26th of June 1902, with a grand ball. After several changes of function and name, Hibernian Hall was ready for refurbishment as part of the Westin Hotel complex, but its heritage listing made for a delicate operation. Upgrading this iconic landmark, Caterlink had to coordinate the old with the new, balancing old features with the modern vibe.

explored and adopted the use of varying materials and architectural detailing to provide for an elevation that is modern but not stark. According to company director Peter Romano and designer Mick Rule, “Alternative building materials and finishes were explored at an early stage during the design development and it was decided that the façade could be broken up into a number of architectural components, each of which could be treated with contrasting materials and colours.” A two-storey high blade wall which aligns to the entry of the home is rendered in an “off form” concrete finish, and this feature extends into the interior of the home, linking the indoors to the front garden. The use of western red cedar on the dramatically projecting porch ceiling and the upper floor wall area above the double garage adds a softness of material to the façade – as well as a contrast of texture.

A highly polished reflective finish is additionally used on the façade to further enhance the array of materials, while face brickwork on the raised porch anchors the home to its site. As the clients were also interested in the home having curved features, the design incorporated this into internal voids, both inside and out. Curved voids and cantilevers, both internally and externally, provide a juxtaposed softness to the home, and this theme was

further reinforced in the kitchen island bench, with Corian used for its ability to be bent and curved. The voids allow a visual connection between the ground floor and upper level, while a projecting front balcony was used as a further softening device to avoid the box look. The roof of the home is pitched at a shallow angle and is highlighted by wide floating slanted eaves for summer sun protection together with a sharply angled gutter, giving the roof line a strongly defined edge profile. All rainwater pipes were cleverly designed to be concealed within the structure, to ensure that the façade remained clean and contemporary. The house sits on a very wide frontage and overlooks parkland so it was important to take full advantage of the view. To that end, it was decided that all of the bedrooms should have an outlook to the street. A centrally located sitting room and curved void sits between the children’s wing and the master bedroom, and provides for a zoned separation. The elevation is long and has been broken up into three separate sections with differing architectural treatments. A portion of the elevation cantilevers over the garage and has been clad in western red cedar to provide both a softness and a colour contrast. The main entry consists of a double height void and its approach is via a cantilevered entry statement and a concrete spine wall. A curved cantilevered balcony in white render provides protection to a decked area on the lower level and contributes a soft shadow to the otherwise rectilinear elevation. imestone is a common building problem throughout Perth’s coastal suburban areas and it was very much in evidence during the Our Lady of Grace School project by Focus Building Company. Extensive limestone pinnacles were encountered on the North Beach site, causing delays and difficulties during construction. The works also included the excavation and removal of a substantial existing limestone rock wall which was then replaced with a large limestone retaining wall surrounding the site. Restricted access and time constraints involving school holidays were further challenges to be overcome.

The project consisted of demolition of an existing convent and a new build of three separate classrooms with comprehensive landscaping, set on top of boundary retaining walls. The intention of the project was to increase the classroom capacity as well as the general footprint of the school by building out and backfilling behind a large retaining wall along the south-eastern boundary. The three new buildings comprised one ground floor and two double storey buildings, with an interconnecting pedestrian bridge, thus providing the school 2260 square metres of new classrooms, store rooms, toilets, disabled toilets, lift and kitchens. Between all three builds and to the eastern end of the property, newly acquired land was filled with new landscaping and reticulation with playgrounds, nature play and a mini amphitheatre for outdoor pupil performances. The buildings were constructed using concrete slabs to the ground and first floors, which were then supported by load-bearing internal walls and steel columns. The roof consisted of prefabricated timber trusses with a Colorbond finish. The external façade comprised

concrete verandas, natural limestone blocks, acratex, and heavy set steel balustrade with polished stainless steel handrails all set into the concrete balcony between circular steel columns. The external façade walls were made from factory-cut natural Tamala limestone blocks which were cut to varying coursing heights and laid to a set pattern, with a cream precast stringer running the full perimeter of each building. The precast joints were designed and
made to match every second perp joint above and below on the limestone wall so that all the perp joints were in line. External limestone retaining walls were all interconnected between the three buildings, incorporating the same precast theme with a light cream precast capping. One hundred and sixty linear metres of both straight and curved capping had to be manufactured and installed by the builder for all three buildings.

Additional to these walls was the largest retaining wall, which was 140 metres long and made from reconstituted limestone blocks, retaining a maximum height of 5.5 metres. Precast window surrounds and canopies were used to complement the existing precast on site. These were supported by internal columns hidden within the block and brickwork cavities. The precast window surrounds were 2.5 tonnes each and made from the same cream white concrete. All the lines of the precast elements had to marry in with the external façade. The final retaining wall design was an alternative proposal to offer the client some savings using a geo grid retaining system. The geo grid system was used on every second block course enabling the wall to fully retain the bulk earthworks imposed behind it. This enabled the wall to proceed vertically using a single leaf blockwork throughout, without any need for further structural support, making it cheaper and quicker. The internal finishes to the buildings were of high quality materials and incorporated the architect’s specific details.

The ceilings were all coralline-perforated with inset light fittings. Cabinet work design and specifications were of a high standard incorporating natural timber for bag racks, book shelves, mobile pods and a large recessed window seating. All the new services provided to the school were high spec incorporating modern technology for data, security, lighting, emergency, lift, fire and electric blinds. As previously mentioned, time constraints provided a number of challenges. The new build was located on top of an old discarded site which sat on a rocky limestone outcrop. This posed two main issues, the first and most serious being the presence of asbestos which forced the shutdown of the site for two weeks. Focus had to engage a licenced contractor to remove the existing fill, which equated to over 2,000 tonnes of potentially contaminated soil. This then meant more fill had to be brought into the site over and above that which was initially allowed for. Further delays and inconvenience were caused due to the need to excavate

rock to install the retaining wall on the southern boundary which was, in some places, four metres high and three metres thick. During this phase the client was deeply concerned about the cost and time that the delays would incur, however Focus managed to work over public holidays in order to mitigate some lost time. Running a construction site in the middle of a fully operational primary school was also challenging, not only physically but because all the services had to be functioning 24/7 throughout the project. However all the challenges were overcome and the project was completed on time and was up and running for the start of the 2018 school year. Prior to the establishment of Focus Building Company, the directors had founded Perth Building Company (PBC)
in 2003. PBC operated in the commercial, retail, educational, defence and health sectors and had established a reputation for outstanding performance and quality. PBC’s achievements were acknowledged by its peers in 2007 when it was awarded overall winner in the Master Builders of WA Excellence in Construction Awards for the UWA Biomedical Research Facility. In 2010, PBC was acquired by the national group, Built Environs, to drive their expansion into Western Australia. The project was to be delivered within a tight 52-week program to be ready for the commencement of the 2018 school year. Despite a number of challenges, the deadline was met. The new learning block was constructed using 1,497m2 of rammed earth with the average height of the external walls being 6700mm and the largest walls being over 8700mm in height. It was thus extremely challenging to form and construct the walls at such heights.

ollowing the successful completion of Stage 3 of the Mother Teresa Catholic College in Baldivis, Focus Building Company were awarded the Stage 3A contract to provide the extended Learning Block part 2, Resource Centre/Science Block and Administration block at the college. With the completion of this latest stage, Focus Building Company has accomplished in excess of $34.5 million of construction works at this site, with further stages planned. The Stage 3 project was awarded to Focus in late December 2016 with an on site commencement date of January 24, 2017.

Slabs tied together with dowel system The suspended slabs were cast in three separate pours and tied together using a new Surelok Dowel system to enable for shrinkage and movement without affecting the rammed earth walls below. Once the slabs were completed, the rammed earth wall equipment was lifted up onto the deck in order to complete the remaining internal walls on the first floor level.

‘‘The project was to be delivered within a tight 52-week program to be ready for the commencement of the 2018 school year’’ Consisting of approximately 105 tonnes of steelwork, the majority of the roof structure received a three-coat Dulux finish applied in the factory before being delivered to site. The design of the roof was somewhat simple with a slim line and lightweight look, together with concealed box gutters. It was then set on a 13 degree pitch to complement the design of the structure beneath it. The steel roof structure was then wrapped in a Kingklip 700 roofing system. Because the ridge of the roof was curved and the roof sheet lengths required were over 28m long, the sheets had to be rolled and fabricated on site. External elevations of the building consist of a mixture of natural rammed earth walls paired with the full height curtain glazing elements around the building. On a number of elevations aluminium solar fins and awnings were then added as a point of difference, and to also provide shading and added sun protection.
The building was then encircled with a mixture of broom finished concrete, honed Urban Stone paving and precast Delta seating, combining high end finishes with the more industrial, robust finish for the school. Surrounding this is 3,500m2 of hardscape, playing courts and seating area and 16,400m2 of soft landscaping and playing fields. Estensive earthworks required Extensive earthworks were required to be completed on the site before any other works could take place. This entailed stripping and clearing over 53,500m2 of existing vegetation and top soil from the site and stockpile; excavating 25,000m2 of clean fill from the borrow pit on the site and carting it to the building pad; importing another 15,000m2 of clean fill to bring up levels on the building pad; and backfilling the borrow pit with the top soil that was removed.

Site access during school hours, together with upgrade works to Eighty Road, also posed constraints to the project during construction. Restrictions were placed on access between 7.30am till 9am and 2.30pm till 3.30pm due to school drop off and pick up at these times. No room for error Due to the fact that the majority of the construction of this project comprised rammed earth walls, there was no room for error because once the walls were completed there were no

opportunities to add additional services. The difficulty was further increased when forming up walls that spanned over the two levels of the building. Internal finishes throughout the building have been used to complement the main feature of the raw rammed earth walls. Some of the internal finishes used include: feature rammed earth walls throughout the building, all clear sealed; insets of White American oak timber which has been used for skirting boards, timber glazed doors, balustrading and the feature stair treads and landings; high end joinery and cabinetworks throughout finished to match the White American Oak timber; high end aluminium windows, frames and mechanical breezeway glass louvres throughout the building; perforated acoustic plasterboard ceilings installed in three ways, flat ceilings, raking

“We are proud to have been involved in producing this impressive cleanroom facility for an organisation who pride themselves on providing an essential and noble service to the community.” The new facility for PlusLife (Perth Bone & Tissue Bank Inc.) was completed in 11 months and spans over three floors, with a building footprint of 600 square metres. It has been constructed adjacent to a heritage-listed building previously used as a railway institute college, and is connected to the facility through a link building. Meticulous care had to be taken during the construction process to avoid any damage to the heritage building. The heritage building itself required various upgrades and refurbishments to bring it up to standard for PlusLife to use as offices and its headquarters. “A specific management plan was developed in close consultation and cooperation with the client, heritage architect and project consultants to ensure that no harm or damage was done to the heritage building,” explained Billie Lillie, “ and we managed to complete the entire project and upgrades to the heritage building without any incident or damage.

“The single most important and critical element of success was to comply with the rigid rules and regulations, in terms of quality control, set by the Therapeutic Goods Administration (TGA). The entire construction process had to be documented, recorded and proofed through a range of qualifications.” Impeccable Environmental Management Another key challenge was achieving the required Green Star rating for the cleanroom facility, with regular meetings, document control and auditing to meet the Green Building Council of Australia’s compliance requirements. “All materials had to be checked and approved for compliance and strictly adhered to in the built environment,” said Lillie. “One
mistake by a subcontractor installing a non-compliant material could have resulted in this building not being eligible for the planned rating.” A comprehensive project-specific Environment Management Plan was implemented in accordance with Environmental Management System Guidelines and supplemented PS Structures’ ISO 14001 EMS accreditation. A waste management plan successfully achieved over 80 per cent of waste material being recycled. “Certified wastage contractors were appointed to deal with waste disposal on the site and housekeeping was maintained to a very high standard. The site was issued with a spill kit for any contaminating materials to be contained appropriately. The site manager at induction informed all employees of the job-specific

evacuation requirements, regular testing was completed to ensure compliance, and dust was suppressed by managing these works with restricted times and the use of water trucks.” The project was covered by the MRA’s Green Building policy and had to comply as a Tier 3 site, delivering a Sustainable Design Assessment Report (SDAR). “Unlike conventional commercial use, this is a laboratory-based facility, working with human tissue, so achieving Green Star 4-star rating was more onerous given the HVAC standards required for operations. It is also a small building, which is typically more challenging under the Green Star rating system. Despite these constraints around the function of the building and the challenges these posed for the Green Star process – particularly related to energy use – the design team engaged in a solid workshop process to collaboratively arrive at a robust pathway to achieving the target.” “As the project manager,” concluded Lillie, “it was my responsibility to ensure all members of my team remained informed, motivated, disciplined and productive throughout the course of the project to its timely completion – with a high level
of quality. During construction of the project, we queried the use of numerous specified items and offered more costeffective solutions, with the result that the project was delivered under budget. “As the first project to be undertaken by PS Structures for PlusLife and also the first cleanroom facility constructed by the company, it was vital to maintain a healthy and sustainable relationship with the client over the course of the project, and in the same instance gain invaluable experience for future projects of a similar nature.” Enhancing Lives with Donor Service PlusLife (Perth Bone & Tissue Bank Inc.) is a not-for-profit service responsible for the retrieval of donated human bone and tissue (bone, tendons, ligaments), providing their transplant material directly to surgeons for the treatment of patients. “This is very similar to organ donation,” explained managing director Anne Cowie, “yet very few in the community know that this is possible.”

Having partnered with PS Structures on various key projects throughout Western Australia, Safemaster was again engaged to undertake the entire height safety package for the Pluslife development, Midland.
To address the needs for emergency egress from the roof in the event of fire, Safemaster custom-designed an externally latched hatch, aimed to be opened from outside. The system is completed with an internal fold-down ladder. The other installed equipment includes SLIPNOT anti-slip walkway with guardrail system for designated routes across roof surfaces.
With safety standards in mind, Safemaster conducted a risk assessment at Pluslife for works involving heights, followed by design, manufacture and installation of a range of fall protection and access systems to the building's roof and internal ceiling. The work scope also includes an annual service to inspect, test and re-certify the installed systems as required by Australian Standards.

For Pluslife to accomplish a safe working roof area, approximately 30 metres of X-CLERATE fall-arrest horizontal lifeline system was installed alongside the roof edge, in conjunction with X-ERT surface mount anchors to give complete fall protection to the entirety of the building.

Setting a benchmark for narrow lot design and build Located in Subiaco’s Fine China Site, the block was 9m wide and comprised a total of 236sqm. Designer Jason from Arc Seven.1 was tasked with creating a home that would stand out from the streetscape and would set the benchmark for narrow lot design and build. The home extends over three levels, with a combined total of 420sqm including entertaining areas. The striking exterior features timber slat cladding from the front of the home around the catwalk entry to the grand entrance of the home. A bold, white matrix-cladded façade that features black PFC steel surrounds the 4.8m single panel glass window to provide a taste of what is to come as you enter through the pivot front door.

Inside the house a floor-to-ceiling glass window frames an outside pool with a cascading water feature on black glass mosaics. The recently constructed building was to house three government departments on completion of the fitout.

Deadline of just 20 weeks With all work needing to be completed in just 20 weeks it was necessary to work across all floors simultaneously. Due to the many long lead items required, including significant electrical, security and AV installations, early and detailed procurement was essential. A further requirement of the project was that it be completed to 5 Star Green Star standard. As the head contractor, ADCO was responsible for all matters related to project delivery and for delivering the project to the required quality standard and to the program and budget agreed with the client. This required regular and detailed communication with the client, architect, consultant team and the government departments that were to occupy the building. ADCO sees this project as maintaining their commitment to the fitout market, having successfully built an excellent working relationship over the last few years with both the client (BMW, Department of Finance) and the architects (MKDC), with this project further strengthening those relationships.

ADCO’s focus in achieving this was to ensure a commitment to quality from the outset in order to ensure no impact on program delivery dates. Due to the program being of only 20 weeks duration, it was essential to complete early procurement. With many long lead items required the ADCO team spent the early weeks of the project confirming selections and securing delivery dates for materials and components. Completing four floors simultaneously required careful planning of trades and fully considered sequencing of works to ensure progress was continuous and at a pace necessary to achieve the tight deadline. Suitable sub-contractor essential The high specification and detailed finishing required for the joinery necessitated the careful selection of a sub-contractor. Once the right team was in place a high level of communication was promoted between the sub-contractor and the architect. This resulted in the sub-contractor gaining an understanding of not just the drawings, but of the architect’s design intent and the overall outcome envisaged. In addition to the high specification joinery package, the project includes a number of feature curved ceilings, primarily on the ground floor. Architects MKDC used a wide range colour on the floors throughout the building, which, together with a number of feature light fittings, gives the final product a top class finish. The

staff hub in particular stands out for the mix of colour, joinery, ceiling finishes and lighting. The fitout included a number of private meeting rooms which required sound ratings over and above standard practice. Lightweight construction Piran was the builder and nominated site supervisor for the project. The construction system was Blue Steel and lightweight Aeriated Concrete Panels, which is a lightweight system, together with Gyprock cladding, solid timber stairs and Colorbond roofing. The use of the lightweight Aeriated Concrete Panels was a unique and innovative approach as it is not widespread in Western Australia nor is its use common in the construction of apartments. The project's greatest challenge was due to the fact that the buildings were designed to have different floor plan residences above each other and this, combined with the use of lightweight material, created difficulties in complying with building legislation, particularly in regard to fire and acoustic regulations. Project halted in search of solutions In fact the project had to be halted for some weeks with many meetings with consultants and building surveyors in order to find an acceptable design solutions to the to the problems that presented during construction.

Sited near bushland on a broad expanse of the Swan River Basin, the design is described by the builders as “transplanting the functional geometry of the European farm quadrangle to the new house while still enjoying its West Australian bush setting”. The quadrangle is a square between buildings traditionally found on farms and used as a utility space for vehicles, deliveries, overflow parking, horses. etc. This arrangement is especially noticeable when flying over rural areas and it is well defined in Europe as the holdings are smaller. Scheduled for stage two of construction, the fourth side of this project’s own quadrangle has been replaced instead by a rowplanted picking garden designed for the owner by landscape architect Realm Studios.

“The design transplants the functional geometry of the European farm quadrangle to the new house while still enjoying its West Australian bush setting” According to the overall project architect, Ben Mountford, “The owners came to us from very different backgrounds (engineering and floristry). Rather than being a tension we found this could be complimentary, and their understanding of pragmatics and beauty gave us the basis to create something really special. It was a harmonious process. People generally come to us for something special.” For the architects, the main challenge in creating a design in harmony with the property’s bushland setting was two-fold. “One,” said Ben, “the high water table meant we needed to raise the site. We turned this to our advantage and built on an elevated position, thus gaining a view to the surrounding bushland on the property. Two, we needed to do an inventory of existing outbuildings and sheds, reducing them to just the essential buildings and thus de-cluttering the site and enabling the natural beauty of the site prevail.” Meticulous Planning… and an Innovative Commitment to Sustainability The house comprises strong forms hewn from the local limestone, with this mix used in the rammed earth, in all the roadways, and on landscaping between the building and grass areas.

Inside, the inhabitants enjoy long sight lines and views framed around the 300-year-old paper bark trees. The interior spaces are set up to reflect the play of light, shadow and abstractions of the West Australian bush as the sun’s arc projects them across interior walls. “We generated the form using the sitelines,” said Ben. “There are allocated points within the plan where the view to the trees is aligned. The tree locations were the origin of the geometry. Once we had the form generated in relation to the tree locations, we elevated the high side of the skillion roof tips up to receive the setting sun’s tree-filtered light.” As for the main focus on providing shelter, its meticulous planning is essentially highlighted in the detail and operational level of the building, with careful detailing of cabinetry fenestration and material selections, as well as thermal comfort/solar access, air conditioning, under-floor heating, lighting and acoustic considerations. One complicated issue that had to be addressed in order to fulfil the main parameters of the brief involved resolving onsite sewerage treatment with respect to salinity and water table requirements to achieve compliance. Sustainability and the environmental systems were also key elements in the project’s creation and development. “The broad roof and the recessed windows are there to shade the

significant part of Fremantle’s venerable history, the S.E.C. Substation dates to 1932. Located on Parry Street, it ceased operation in 1989 and was converted into Western Power’s Energy Museum, remaining open until 2008. The building was then unoccupied and derelict for many years, before M/Construction were engaged to undertake Heritage Rectification and Sub-Division Works to restore the building to its original condition (and glory) – including the fit out of a sales suite. Work began in September 2017, covering a floor area of 650 square metres, and the project was completed 12 weeks later. The

finished job is clear evidence that the team achieved its goal. “Attention to detail on all aspects of this project is apparent,” notes M/Construction, “and the end result is a testimony to the skills of the project management team and, in particular, the tradespeople carrying out the work.” Even though the team encountered numerous setbacks associated with an old building that needed extensive restoration and uncovered asbestos issues, the work was completed in strict accordance with the contract period. “The client was always on hand and understanding in discussions on adjustments to the design, to assist with the development’s constructability and longevity; and M/Construction applied its subcontractor coordination principles of early involvement and extensive interaction through planning, issuing explicit instructions and daily toolbox meetings.”

In short, says M/Construction, both the client and the Department of Planning, Lands and Heritage were extremely happy with the final result. Overcoming Site Constraints Finding the right technique and products to remove the extensive graffiti, on both the internal and external walls, was one of the main challenges. The main building internal walls were stripped of graffiti to datum line and restored to their original brick feature.
Restoration of the existing brickwork internally and externally included repointing mortar, using a mortar adapted to suit the original colour, re-stitching brickwork, tuck pointing, replacing damaged bricks and re-toothing sections of walls. A major reconfiguration of bricks to the north-east and south-east corners of the wall was required, with the old leanto structure being demolished; and the entire west wall above the front of the building had to be temporarily braced and propped, as the wall was at risk of collapsing due to corroded wall ties. Window frames were stripped to the original metal, re-painted and installed with new glass and old-fashioned putty to suit; two coats of paint were used to match the original colours; and the display suite was completed and painted in colours which best highlighted the original features.

The original ceilings were extremely brittle so this difficult situation was overcome by planking out sections of the ceiling space. “We ensured M/Construction met the strict heritage requirements by incorporating detailed checklists and engaging the heritage architect to visit the site regularly for inspections.” Another challenge was undertaking the minister sewer works on the main street, which required extensive traffic management planning, coordination and ample notification. “Otherwise this could have impacted on the emergency ambulance station access point located next door, as the works crossed in front of their driveway entry.” The sewerage works on Parry Street were completed in coordination with the Water Corporation and City of Fremantle to a high standard and on time; and they also assisted with the subdivision of a new apartment block (M/27 by Match). In addition, a new Western Power Green Pillar for the subdivision works was completed, air-conditioning and lighting for the new sales display suite was installed, and old air-conditioning units from the roof were disconnected and removed. Firm Commitment to Innovation, Value for Money and Safety Works were carried out in accordance with M/Construction’s highly respected policies and procedures. “In this particular project a more traditional approach to restoration was undertaken. However, in the subdivision works with the minister sewer line we used a boring system in lieu of an open trench as originally designed. This was

done to avoid affecting the neighbouring emergency ambulance and road traffic. “With the boring of the minister sewer line we had to negotiate with a number of government authorities that already had services underground, such as power and telecommunications, as well as dealing with boundary setbacks. If the open trench approach was undertaken the cost would have been similar, but the time period would have been significantly longer.” Extensive planning and interaction with clients and suppliers precede all M/Construction’s contracts. “This ensures assumptions are tested and operational refinements and enhancements that may result in cost reductions are achieved. A design and construct form of contract with commercial risk allocation between client and builder, insurance standards, warranties, deposits, provisional sums and other matters are amicably sorted out prior to contract signature.

Undertaken by Subiaco Building Company, the project involved a substantial alteration to an existing warehouse and the construction of additional new warehouses and a new two-storey office on an under-utilised site. According to director Pat Welch, the main challenges included the re-use of existing steel members and purlins, while additional engineered support was required for the existing brick walls as they were in poor condition. In addition, the triangular site with its narrow street boundary was extremely tight to manage construction traffic/processes, and there were logistic issues related to the transport of concrete panels. On one occasion, traffic congestion, the distance from the manufacturing plant and a traffic accident on the freeway during erection forced an over-sized truck to take a detour.

As a “cost-plus” contract was utilised, it was also challenging to adhere to the client’s budget with dynamic changes (for example, an integrated fit-out), and in dealing with a quantity surveyor and bank “who were non-supportive of cost-plus contracts”. Once these challenges were overcome, the result was immensely satisfying for all parties. “It is a new landmark in the Walters Drive precinct,” said Pat Welch, “and there was zero loss-time for injuries throughout the entire project.” Efficient Delivery Systems... and a Firm Commitment to Sustainability As for the construction itself, due to tight site constraints and the required time-frames, it was decided that the use of precast panels, which were cast off site and trucked in, would be the most efficient method of delivering the high wall panels. Similarly, precast floor slab panels were used for the first- floor slab in the office building, which was supported on a steel supporting structure. Elsewhere, concrete pavement was used for high traffic vehicle access and parking areas; fibre- reinforced slabs were incorporated for shrinkage control; and perforated metal screens were used on the facade to provide privacy yet

maintain a visual connection to the outdoors, as well as reduce the heat load on the glazing. The original design called for aluminium composite panel cladding at the entry, but this was changed during construction to utilise feature timber cladding and incorporate a green wall to showcase one of the products marketed by Holman in a prominent location. “The use of the timber and plants ensures the building maintains a connection back to the garden, which reflects the primary business focus of the client’s business operations,” explained Welch. When it came to sustainability, structural steel and roof members were re-used from the old warehouse, after the existing roof structure was raised to accommodate additional storage requirements. A project requirement was to incorporate some beautiful Australian Marri timber which the client had in storage. The timber was derived from a large “paddock tree” at the Oak Valley truffle farm in Manjimup. The tree was originally cut down earlier to plant oak and hazelnut trees inoculated with black truffle spores. “The client had the timber cut into slabs at a timber mill in Manjimup,” said Welch, “and then put them into storage in the old Holman warehouse in Osborne Park, where it had been sitting for 12 years in

Working with BGC Construction, they achieved that goal resoundingly, creating a mixeduse project on the corner of Victoria Street and Clifton Street in Bunbury that is exceptional both in design and construction. The visual impression is striking, with an impressive paint colour palette and complimentary metalwork joinery, while the coloured fenestration adds significant depth and character to the imposing elevations. The construction provided many challenges and rewards. Built on 2,135 square metres of land, there was not an ounce of space that wasn’t utilised. The boundary-to-boundary construction in the CBD location required dynamic logistic management, consultation with adjoining properties and public communication to ensure delivery of materials and construction milestones were achieved with minimal impact on the community and surrounding businesses. As Marshall noted, “Excellent two-way communication with the City of Bunbury, regular advertising in the local press and one-onone communication with adjoining landowners and business operators allowed us to ensure unhindered progress.”

ightweight construction techniques have been successfully employed overseas and in the eastern states for many years but, up until recently, this form of construction has been much less common in Western Australia. Heavyweight construction with bricks and mortar has been a firm favourite locally but many builders, architects and developers have of late have been discovering the many advantages of utilising lightweight materials and methods. The benefits of lightweight construction are many and varied, and often quite significant: reduced building cost; substantially faster construction; design flexibility, especially on difficult sites;

lower on site labour and handling costs; easier to work with on limited access sites; energy efficiency; and, strong environmental, acoustic and thermal qualities. Lightweight construction materials are much cheaper to transport and this is particularly important in the case of distant locations. Site works costs are also often less than traditional methods. Lightweight materials can be easily shaped With the range of polystyrene materials now available, the ability to easily shape the material provides the opportunity for innovative design at a much reduced cost. Steve Foster from Wangara-based Builditeco says that many builders are now moving into lightweight constructions. “Some of the major benefits include speed of construction and the material’s high insulation properties,” he said. “With brick construction, in the summer your house gets very hot and it is difficult to cool it because the walls are very hot; but polystyrene building systems don’t have so much thermal mass and

I live in a lightweight house myself and in winter we would rarely put on the heaters because the heat generated within the house – electric appliances etc – keeps the place warm as long as you keep all doors and windows closed.”

‘‘Lightweight construction materials are much cheaper to transport and this is particularly important in the case of distant locations’’ if you are talking about a two- storey house, when you use a product like ours scaffoldings will be up for maybe six weeks, whereas with a brick construction it might be three months – hence there will be a big saving.” While some may be hesitant about building a house in EPS (Expanded Polystyrene) rather than brick because of perceptions of a lack of strength in the lightweight materials, there is no cause for concern according to Mr Foster. “The product that we use is cyclone tested, region D category C4 cyclone rated,” he said. “Modified renders go over the top of the product and they contain glues and resins to increase strength and adhesion. And then they are fibreglass-meshed, so they are pretty well reinforced.” Time taken for construction with lightweight materials is substantially less than with brick, Mr Foster said. “I have seen a two-storey home completed within 16 to 18 weeks – handover, from start to finish. A two-storey double brick would have to be 18 months. So if a person is going to be renting for four months versus 18 months, that is a considerable saving.” WA has double brick mentality Mr Foster said that EPS coating systems have been used for over 50 years in Europe and have been widely used for some 40 years in the eastern states. “Our double brick mentality here in WA has restricted the use of other products, but now we are starting to look at the environment, and thermal efficiency and use of electricity, and
speed of construction; lightweight products have definitely made their place in the local market. We are flat out.” Smartsteel Frames in Malaga supplies the building industry with lightweight steel frame building products. Their Smartsteel framing systems incorporate wall frame and truss design to suit all domestic and commercial applications from simple to very complex design and is available as factory assembled or completely knocked down stick form. The system is lightweight and very easy to erect or assemble on site, and Smartsteel supply insulation manuals and detailed drawings, making the erection or onsite assembly very quick and easy. Added benefits include pre-punched holes for services, selflocating dimples and self-jigging to make on site modifications, drilling and chasing a thing of the past. Smartsteel say their steel framing systems stay perfectly straight and do not twist, warp, sag or shrink. There is also an added OH&S benefit In that the need for expensive chemical barriers is eliminated, thereby contributing to builders’ bottom line by providing cost and time savings. And, of course, steel wall and roof framing is 100 per cent termite and borer proof, so steel frames don’t require chemical treatments to protect them from pest attack. Autoclaved Aerated Concrete AAC Building Supplies markets another type of lightweight panel, known as Autoclaved Aerated Concrete. Autoclaved Aerated Concrete (AAC) is effectively concrete with many closed air pockets, enclosing thick steel mesh. It is lightweight and energy efficient, and is produced by adding a foaming agent to

‘‘AAC products have been used in Europe for over 70 years and have been extensively used in Sydney and Melbourne since the late 80s’’ concrete in a mould to create the small air pockets. AAC products have been used in Europe for over 70 years and have been extensively used in Sydney and Melbourne since the late 80s. However it is only recently that builders and architects in Perth have become aware of its benefits. According to AAC Building Supplies, the Perth climate is not particularly suitable for double brick homes, whereas AAC panels have the ability to stay warm during winter and to prevent homes staying hot late into the night even after the outside temperature has cooled down.
AAC has many benefits A major part of the company’s work of late has involved Fortified AAC flooring panels in second storey renovations and builds. The concrete properties of Fortified AAC panels reduce the noise made from foot traffic above. It is used in a typical timber joist system. The panels are 75mm thick and this provides the opportunity to lay a thin floor for wet areas so the tiler can still create a fall without stepping up from the normal floor area.

The brief called for seven apartments with maximised living areas, the regular utilisation of natural light, large bedroom sizes, and substantial outdoor areas that would permit and encourage an outdoor lifestyle. A modern elevation with several features was also required. In pursuing the brief the design team created imposing facades to both front and driveway elevations, together with cubist elements with feature brickwork, thereby providing a striking street appeal.

Quality design and construction The Muriel Avenue complex was built in eight and a half months and were all sold within two months during a difficult market period – a clear indication of the quality of design and construction. Rosmond Custom Homes designed, drafted and constructed the complex using brick, timber, Colorbond and concrete. The entire project was personally supervised by the company’s director, as he usually does with all projects. While most phases of the project were fairly straightforward, the main challenges came in the form of designing the apartments to comply with the R-codes and National Construction Codes. These problems were overcome through working together with the client and a lot of brainstorming and planning.

Light was a very important aspect in creating the required ambience and perception of space. This was achieved through the use of abundant illumination throughout internal areas with light wells being used for the lower floors to provide indirect light from the top level.
Abundance of special features Other notable highlights include a water feature which surrounds the entry foyer and stretches to include the secured external courtyard, and a banquet room for private functions, as well as a theatrette. Concrete tilt panels and concrete floor planks were used for ease and speed of construction, together with a flat metal deck roof. Solar panels were also installed to assist in reducing the running costs of the building. More specifically, they asked for an open plan design that was white and crisp with clean lines, and the use of polished concrete. An indoor/outdoor flow was also considered important, as was an extensive outdoor kitchen for the husband who loves to fish, cook and entertain. The renovation was extensive and included the addition of a second storey. The main materials used were polished concrete, Western Australian blackbutt timber, Scyon weatherboard, with a timber frame and jarrah decking. The ground floor construction features double brick and polished concrete, while the top floor consisted of a timber frame on a suspended slab with James Hardie Scyon Weatherboard which was used in order to pursue the ‘beachy’ theme requested by the clients.
