Florida Shrimp Succotash • 1 pound peeled Florida shrimp • 1 large Florida tomato, diced • 1 ear Florida sweet corn, cut off the cob • 2 tablespoons olive oil • 1 tablespoon finely chopped garlic • 1 tablespoon seafood seasoning • 1 tablespoon fresh lemon juice • ½ cup scallions, chopped • Sea salt and fresh ground pepper, to taste Spicy Corn Cakes • 1 large Florida bell pepper, diced fine • 2 cups self-rising cornmeal • 2 tablespoons Florida sugar • 2 cups milk • 2 large eggs • 1/3 cup jalapeño, seeded and chopped • 1/4 cup scallions, chopped • Butter or corn oil for frying Preparation: Florida Shrimp Succotash Heat the olive oil in a heavy skillet over medium-high heat until hot. Saute corn for 5 minutes, then add tomatoes, garlic, shrimp, and seafood seasoning and continue to cook for 2-3 more minutes. Stir in 1/2 the scallions and cook for 1 minute. Remove from pan and spoon over flatbread, sprinkle with remaining scallions. Spicy Corn Cakes In a large bowl mix together cornmeal, sugar and salt. Add in bell peppers, scallions, jalapeños, eggs, and milk and mix until well blended. Let the batter rest for 10 or 15 minutes. Add oil to just cover bottom of skillet and heat over medium-high heat. Spoon even amount of mixture into skillet and cook 3 or 4 minutes (you will see air holes). Flip and cook until golden brown. Serve warm with the succotash.

emorial Day weekend is right around the corner, and this unofficial kickoff to summer deserves some preparation—especially if you’re planning on boating over the weekend. Here at Discover Boating, we’ve compiled some simple Memorial Day boating tips that will help you and your crew enjoy safe and fun days on the water during this busy holiday weekend. Follow these pro tips to help with advanced planning, and take notes on how to use good common-sense and basic boating etiquette to improve your situational awareness during your outings.
5. Get Ready for Crowds—and Get Familiar with the Boating “Rules of a Road” If you’re going boating on Memorial Day weekend, you definitely won’t be the only one. Head into the weekend with realistic expectations, knowing there will likely be long lines at the boat ramps and crowded waterways heading in and out of marinas or inlets.
1. Plan Ahead for the Holiday Weekend Of course you’re excited for a three day weekend on the water—but before you hop onboard and shove off the dock, be sure to spend some time visualizing and mapping out the upcoming day(s) of boating ahead. • Invite only the number of people who will safely fit aboard. Boating with more than the maximum capacity of the vessel is not only unsafe, it’s also illegal. • Get a weather report and a forecast for the day. Keep an eye out for changing or deteriorating conditions, and have an exit strategy if necessary. • File a float plan—this can be official and filed with an organization like a towing provider or marina, or just brief details of where you’ll be and when you’ll return shared with a responsible party like family or friends. Someone will need to alert the authorities if you don’t arrive as expected, so don’t forget to check back in when you’re done. • Designate a Sober Skipper, and set clear rules and guidelines when it comes to alcohol consumption onboard (if applicable for your crew). Make sure your passengers understand and agree to these rules before they step onboard. 2. Prep Your Boat (and Trailer) in Advance Inspect your boat—whether it’s a bowrider, center console, fishing boat, PWC, motoryacht or sailboat—and be sure it’s ready to go out. • Bilge pumps, running lights, engines, and all critical onboard systems should be in working order. • If you have a trailer, follow a Pre-Trip Trailering Checklist—be sure to inspect your break lights, tire pressure, wheel bearings, and tie down equipment. • Carry and display current registration decals (for both your boat and trailer), as well as any necessary boating or fishing licenses, education or safety course certificates, and any needed Coast Guard documents. • Bring extra fuel if you’ll be towing a lot for watersports, or if you’re planning on going on an extended coastal passage. • And of course, don’t forget the drain plug before launching!

3. Use a Pre-Departure Checklist and Check Your Onboard Gear Required boating safety equipment differs by size and type of vessel—if you’re unsure about your bare minimum needs, be sure to check out our Boating Safety Checklist & Safety Equipment List. At a minimum, start with these “must-have” items: • Appropriately sized and U.S. Coast Guard approved life jackets for everyone aboard. Children 12 and under must always wear a life jacket while on a moving vessel. • Fire extinguisher(s). The number and type are dictated by the type of vessel. • Emergency medical kit with fresh supplies onboard. In case you end up boating at night, carry flashlights, warm clothing, and extra food and water. • Visual and sound signaling devices, to get assistance in case of an emergency.
• Cell phone or VHF radio to help you communicate and reach help if necessary. • If your boat comes equipped with an engine cutoff switch (ECOS), be sure to have it onboard and use it. This stops the engine in case the driver falls overboard. As of April 2021, there are new rules set out by the Coast Guard requiring the use of an ECOS link. 4. Get Your Crew Involved Educate your friends and family about some of the basic expectations and tasks that they can expect during a day of boating. By involving them, you’ll also help to expand their own boating skills for future on-water adventures. • When guests come aboard, show them where life jackets are stowed and how to put them on. Also show them where fire extinguishers are kept and how to use them (pull the pin and aim at the base of the flames).
Memorial Day, along with the Fourth of July and Labor Day weekend, are known to be three of the busiest boating weekends of the year. Before heading out, here’s some additional things to keep in mind while out on the water: • Review the rules of the road for boating before pushing off the dock. Refresh your memory on what is a give way and stand on vessel. At the very least, remember that a boat that is overtaking another does not have the right of way. With two boats on a collision course, the boat on the right has right of way. In case of a head on meeting, try (if possible) to turn to starboard (right) and pass port-to-port or left-to-left. • Expect crowds at the launch ramp where it can get chaotic with moving boats, trailers and even people in the water—get a refresher course on good launch ramp manners in Boat Ramp Etiquette 101. If possible, try to reserve a launch time. Launch and clear the ramp as quickly as possible to give other boaters their time. Don’t tie up at a launch dock for longer than allowed. • Maintain a safe speed at all times and familiarize yourself with local boating speed zones—see Boat Regulatory Zones: What is a ‘No Wake’ Zone? Especially around ramps, docks and beaches, operate at slow speed because boats can’t stop like cars can. Navigate on the correct side of a channel or waterway (based on markers) and slowdown in narrow channels and blind turns. • Keep a proper lookout at all times. Whether you’re towing a water skier, kayaking or coming into an anchorage, situational awareness is critical. Check for other boats, swimmers, divers or hazards and know the local currents and tides. • Always act with courtesy and recreate responsibly. Other boaters may not know as much as you do so insisting on your right of way won’t avoid a collision. Watch your wake around swimmers or those on small, human powered craft like canoes or standup paddle boards.

Not only are more storms predicted for the 2021 Atlantic hurricane season, but also the average annual number of storms has increased from 12 to 14 because of updated storm season data.

Colorado State University hurricane researchers point to the likely absence of El Niño for their prediction of an aboveaverage 2021 Atlantic hurricane season with 17 named storms. Of those, eight are expected to become hurricanes (Saffir/ Simpson category 1, sustained winds of 74 to 95 mph) with four reaching major hurricane strength (Saffir/Simpson category 3-4-5, sustained winds of 111 mph or greater). When El Niño conditions are present, the wind shear it produces disrupts the creation of storms.

COAST GUARD AUXILIARY OFFERS VESSEL SAFETY CHECKS AND SAFE BOATING CLASSES - A Vessel Safety Check is a complimentary check of your boat conducted by members of the Auxiliary, confirming that it meets both federal and state requirements for safety. No citations are issued, and the results of the safety check are not reported to any enforcement agency, but a decal is awarded to display when the vessel has passed the examination. The Vessel Safety Check (VSC) is performed at your boat, whether in a slip, at the launch ramp, or in your driveway, by a certified Vessel Examiner, at a mutually-convenient time. It usually takes 20-45 minutes, depending on the size of your boat. After successful inspection you are awarded a vessel safety check sticker which is affixed to your vessel near your state registration sticker. FLORIDA BOATER’S ID CARD - Don’t forget that “Anyone born on or after January 1, 1988 is required to either have successfully completed a National Association of State Boating Law Administrators (NASBLA) approved boating education course or have passed a course equivalency or temporary certificate examination and have in their possession a boating education ID card and a photo identification card before operating a vessel with a motor of 10 HP or more in Florida.” Identification cards for persons completing the course or the equivalency exam are good for a lifetime. Temporary Certificate exams are made available to the public through contractors. The temporary certificate is valid for 12 months from the issue date. Captain’sCorner with Captain Ray Markham Great weather and some terrific fishing over the past week have anglers hitting the water again this weekend for more of the same. Be sure and file a float plan! OFFSHORE/ NEARSHORE Migrating kingfish may be kicking it in high gear as soaring air and water temperatures continue to rise, despite a mild cold front at the end of the week. Anglers continue to catch both Spanish and king mackerel, but much of the nearshore action has been early, at or near sunrise. A lot of tournament anglers, including myself, believe that solunar periods play a huge part in when the bite is on or when it slows, so they tend to be where they think fish are when either major or minor solunar periods exist. For those new to fishing and these theories, when the moon is directly overhead or on the opposite side of the Earth a major solunar period with heightened feeding activity exists for close to a couple of hours. When the moon is on either horizon, a minor period exists, usually making for about an hour of feeding enhancement. Hunters also subscribe to the solunar theories and look for wherever wild game goes to feed. North Pinellas artificial reefs are producing some good action for anglers dropping baits on the Veteran’s Reef, located approximately 9.6 miles out of the Hurricane Pass entrance marker #2 on a compass heading between 272 and 271-degrees. If you went 4.2 miles on a 272 heading out of the pass you’d run into the Dunedin Reef, a popular diving spot. Continuing on a 271 heading for 5.4 miles will put you at the Veteran’s Reef, another good dive spot that has been producing good action with amberjacks that are just under the 34-inch legal minimum. An occasional keeper jack is caught. Add kingfish and Spanish mackerel to the run, along with grunts, an occasional hogfish, triggerfish, porgy, tripletail, and mangrove snapper and you could be looking at a box full of fish. Red grouper action has been good for most anglers heading to depths beyond 110-to 120-feet west of Pinellas and Sarasota shores. Traditionally, these fish love to hang around Swiss cheese bottom where limestone produces large pocked holes resembling Swiss cheese. Where this bottom butts up to sand, you might find both hogfish and red grouper. In just over two weeks, gag grouper season reopens. Anglers are eager to keep a few for the table. Good

numbers of these fish have been caught recently, and many of them are topping 20-pounds. In addition to gags reopening, the American Red Snapper season opens June 1 for recreational anglers. INSHORE For many, the lure of snook fishing might be at its peak for top action. Coming off the new moon with strong tides make for good ambush feeding opportunities for fish like snook that ambush their prey. These fish are in the spawning mode during the summer, so large congregations of snook can be found around Gulf passes, beaches, and barrier islands. One such area that’s been on fire is the small islands from Tarpon Springs and Anclote Key south to Honeymoon and Caladesi Islands. Anglers tossing “whitebait” a.k.a. scaled sardines as chum usually encourages a feeding frenzy when multiple fish are around. This type of competitive feeding lowers their guard making them less wary. Some say it’s more like feeding fish than the sporting way of trying to lure the fish into eating fake baits, but regardless of how you think, it’s very effective. Snook will be found along the entire coast from Crystal River south. Trout fishing could be back in swing for anglers looking to keep a few speckled trout beginning June 1. While an official announcement has not been made, both trout and redfish that have been under an emergency closure, caused by a red tide fish kill of several years ago, could reopen if the FWC commission votes to do so along with the Executive Director’s decision to reopen. Until there is an official announcement, both redfish and trout continue to be closed from the Pasco/Hernando line south to a line in Collier County. Some terrific reports from anglers working topwater lures for trout in the St. Joseph’s Sound area are coming in. But floating patches of weeds or algae might dictate the use of weedless lures such as the DOA PT-7 walk-the-dog style lures. Otherwise, it’s wide open for lures like the Heddon Zara Spook Jr. Rapala Skitter V, MirrOlure Top Dog, and the new Asturie 110 Xorus from A Band of Anglers. While the Asturie 110 Xorus is not necessarily new, having been introduced in Europe, it’s new to U.S. fish that are seeing it for the first time. It’s a unique lure design from Patrick Sebile with a shape similar to that of needlefish or ballyhoo. These baitfish are fish candy to a big variety of both inshore and offshore species of fish. Inshore, both snook and trout eat big needlefish and ballyhoo especially in the spring and early summer months. These lures are particularly effective around creek and river mouths on outgoing tides

West Central Florida Southwest Coast where needlefish will be found. On the flats, where moving water falls off a flat into a channel, needlefish and ballyhoo may be found. Offshore, you’ll find ballyhoo skipping across the water or swimming around weed lines where dolphin or other predators are feeding. It’s a walking stick bait, but when fished on choppy water, straight erratic retrieves can drive fish crazy eliciting violent strikes. Its cigar shape makes it extremely aerodynamic for longdistance casts, to reach out to wary fish. Tarpon fishing has been in the forefront with more and more fish showing up by the day along the beaches and moving inside bays up and down the coast. The late evening outgoing tide this week has been one of the best for tarpon action, despite the westerly winds that have been filling in on the late afternoons. Early mornings have been good with light east southeast winds laying seas down and keeping water clean. Waters off Siesta Key, Longboat Key, Anna Maria, and St. Petersburg Beach are showing some nice schools of fish. The crab flush has been on, coming out of Tampa and Boca Ciega Bays. Small dollar crabs, pass crabs, calico crabs, or blue crabs will all get munched on by tarpon on this outgoing tide. Jumbo hand-picked live shrimp will also work along with big scaled sardines or threadfins. Our next full moon will likely see shrimp heading into the Gulf to spawn. For anglers fishing the bridges for tarpon with dead shad or cut crabs on the bottom, black drum have also provided some rod-bending action. From the Skyway all the way up to the Courtney Campbell Causeway, black drum as large as 30-pounds have been reported. For anglers who are boatless but looking for a way to access fish in a little deeper water than wade fishing, the FWC has just launched a new section on their website called the Florida Fishing Pier Finder. You can go to www.myfwc.com and navigate through the site. FRESHWATER As lakes heat up and oxygen dwindles in lakes and ponds, bass get lethargic. Slower presentations with worms like a 5” Senko or a DOA Sna-Koil Texpose rigged will allow you to get into some heavy vegetation flipping without hanging up. Bass will seek some shady areas where it’s cooler. They won’t be as aggressive as they were a couple of months ago, so take things slow. Fish early in the day or just before sunset and you’ll see a whole different animal in the water than you do at mid-day. ‘Til then…I’ll catch ya later!

If you find some floating debris in these deep areas, you may luck into a wahoo or two. For best results, troll lipped plugs past the debris or drop large bucktails or butterfly jigs to 200 feet and retrieve them to the surface as fast as possible. On the reef, it’s all about the snapper fishing, with yellowtails and mangroves providing most of the action. Large amounts of chum will keep the fish interested. We supplement our Bionic frozen block chum with a mixture of oats and YellowtailUp from Aquatic Nutrition. Any cut baits, such as ballyhoo or bonita belly, work well. The most productive depths typically are 50 to 80 feet of water. The yellowtails eat cut baits or shrimp, while the mangroves take chunk baits or small live baits such as ballyhoo or pinfish. Shallow-water, catch-andrelease shark fishing in Florida Bay is red-hot during June. Lemons are the primary shark species this time of year, but you may also see blacktips, bulls, hammerheads and more. These sharks range in size from five to eight feet, and it’s not unusual to find yourself with a 200-pound toothy critter on the end of your line. They give you a good fight, with acrobatics, before you reel them in to the side of the boat for a photo opp and then release them to fight another day.

HURRICANE PREPAREDNESS Here is a list of the many things to consider before, during and after a hurricane.
PREPARE BEFORE THE STORM ARRIVES
WHEN A HURRICANE WARNING IS ISSUED
• Check your marine insurance carefully to see if you are required to take some action in order to make the claim valid.
A warning means sustained winds of 74 mph or higher are expected in the warning area within 24-hours or less.
• Check with your marina and find out their policy for handling hurricanes. In some states marinas can order all boats to leave. • If you are going to move your boat, determine where ahead of time. • Learn the storm surge history and elevation of your area. • Learn safe routes inland and make plans of where you will evacuate to. • Take inventory of the property on your boat as video if possible. Plan what will be removed from the boat and what will stay. • Keep all legal documents such as registration, insurance policy, marina rental agreement, radio license, etc. in one easily moved and secure container. Make an inventory of documents, photos, and other irreplaceable items that need to be taken in case of an evacuation.
• Closely monitor radio, TV, NOAA Weather Radio, or hurricane Hotline telephone numbers for official bulletins. • Follow instructions issued by local officials. LEAVE IMMEDIATELY IF ORDERED TO DO SO. • Plan to evacuate if you live on the coastline or an offshore island, or live near a river or in a flood plain.
If staying home in a sturdy structure on high ground: • Board up garage and porch doors. • Move valuables to upper floors. • Bring pets in.
WHEN A HURRICANE WATCH IS ISSUED A watch means hurricane conditions pose a possible threat to the watch area within 36-hours. • Frequently monitor radio, TV, NOAA Weather Radio, or hurricane Hotline telephone numbers for official bulletins of the storm’s progress. • Review needs and working condition of emergency equipment such as first aid kit, flashlights, and/or battery-powered radios. • Move boats on trailers close to house. Weigh them down. Lash securely to trailer and use tie-downs to anchor trailer. • Anchored boats should be tied high, using a half hitch knot (loop knots slip). Anchor rigging should consist of new or good line and chain. • Boats docked at marinas should have extra lines attached. Line lengths should be sufficient to accommodate excessive high water. • Once your boat is secured, leave it and don’t return once the wind and waves are up.
• Fill containers with several days supply of drinking water. Approximately one gallon per person, per day. • Turn up refrigerator to maximum cold and don’t open unless necessary. • Use phone only for emergencies. • Stay indoors on the downwind side of the house away from windows. • Beware of the eye of the hurricane. • Bring in small hand tools to aid you should your home be damaged during the storm.
If you are evacuating: • Leave early in daylight if possible. • Shut off water and electricity at main stations. • Take small valuables and papers but travel light. • Persons needing special foods or medicines should take them with them.
• Fuel your car.
• Take sufficient money in small bills to defray certain expenses you may incur.
• Stock up on canned provisions
• Lock up house.
• Check supplies of special medicines and drugs.
• Notify family members or friends outside of the warned area of your evacuation plans.
• Secure lawn furniture and other loose material outdoors. • Tape, board, or shutter windows to prevent shattering. • Wedge sliding glass doors to prevent their lifting from their tracks.
• Drive carefully to designated shelter or other evacuation location using recommended evacuation routes.
AFTER THE STORM PASSES • Stay in your protected area until announcements are made on the radio or TV that the dangerous winds have passed. • Drive carefully - watch for dangling electrical wires, undermined roads, and flooded low spots. • Report broken or damaged water, sewer, and electrical lines.

If it’s anywhere near consistent with 2020 activity, boaters need to prepare advance. Sea Tow has offered up six tips to consider when making your storm plan.
GET STARTED NOW Ensure You’re Insured. A boat that is damaged by a hurricane can cost far more to fix than a marine insurance policy costs annually. Review your boat policy’s requirements and be sure to comply with them. Boat owners whose insurance requires them to relocate their vessels out of a hurricane zone should do so by the date specified in their policy. Man with a Plan. Most insurance providers require a formal written storm plan detailing where and how your boat must be secured during a major storm. Designate a responsible person to execute the plan if you are out of town when a hurricane threatens. No Loose Cannons. Check with your marina, storage facility or the owner of the private dock where your boat is moored to be sure the vessel can remain there during a hurricane. If it can stay, know the procedure for securing not only your boat, but those docked around it, as well. Any boat that breaks loose in a hurricane could potentially damage your boat. Smooth Move. If you must move your boat from its current slip in the event of a storm, decide where you are going to have it hauled before a hurricane is forecast. Check with your local Sea Tow operator to see what pre-storm haul-out services are offered in your area. Shoot Your Boat. Make an inventory, preferably by video, of all valuable fixed items such as marine electronics that you cannot remove from your boat. Store all the boat’s documents, including your marine insurance policy, in a secure place not on the vessel. Lastly, keep an eye to the sky and closely monitor local and national weather services, including NOAA Weather Radio and the National Weather Service’s National Hurricane Center (www.nhc.noaa.gov.)
