BoatUS Consumer Alert: Be Wary of Any Letter Arriving by U.S. Mail Offering U.S. Coast Guard Documentation Renewal

SPRINGFIELD, Va., Jan. 27, 2025 – Boat Owners Association of The United States (BoatUS) is advising boaters with vessels that have a U.S. Coast Guard Certificate of Documentation to be wary of any letter arriving by U.S. mail offering renewal.

BoatUS advises that while the Coast Guard does send official annual renewal notices by U.S. mail, other notices being received by BoatUS members are not from the Coast Guard but rather third-party companies whose name or return addresses may appear similar to that of the official U.S. Coast Guard National Vessel Documentation Center (NVDC).

BoatUS members have complained that these letters direct them to websites that may be mistaken for the actual Coast Guard NVDC located in Falling Waters, West Virginia, and appear to show a significant increase in the annual fee to renew Coast Guard documentation.

A 2017 Coast Guard issued bulletin says in part: “The NVDC is aware that there are commercial entities that offer to manage the certification/renewal process on behalf of vessel owners for a fee. The Coast Guard does not endorse any of these companies, and the companies do not operate on behalf of the Coast Guard in any way. Any fees charged or agreements offered by such companies are in no way associated with the NVDC certification process. In addition, these companies are not authorized to issue any form of documentation, including travel letters and/or permits that authorize operation of ANY vessel. Customer complaints can be made through the Federal Trade

Commission’s (FTC) website at https://www.ftc.gov/.”

While third-party companies may legitimately provide services to assist with vessel documentation renewals, the Coast Guard’s own renewal process is simple for most vessels, and the price ranges from $26 for one year up to $130 for a 5-year expiration, which is often much lower than what third-party services may charge.

To renew, go to the Coast Guard National Documentation Center website at https://www.uscg.mil/nvdc and click on “instructions and forms,” then “Certificate of Documentation Application for Renewal.”

To be documented, a vessel must measure at least 5 net tons and, with the exception of certain oil-spill response vessels, owned by a U.S. citizen. Boats about 27 feet in length or longer generally meet the weight requirement.

Why do boat owners choose to federally document vessels with the U.S. Coast Guard versus the more common practice of state registration? The boat was purchased with a bank loan and the lender required it, or the boat has plans to travel beyond U.S. waters. A Certificate of Documentation is internationally recognized and makes it easier for American vessels to enter and leave foreign ports.

BoatUS also advises boaters who may have received mail that they believe is misleading or deceptive to contact the U.S. Postal Inspection Service at 877-876-2455 or through its website https://postalinspectors.uspis.gov.

Ingredients

3 dozen Florida oysters, shucked on the half shell

2 cups Florida spinach, cooked & squeezed dry

1 Florida bell pepper (any color), diced small

3-4 slices of bacon, cooked and crumbled

1 cup mozzarella cheese, shredded

1/2 cup Parmesan cheese, grated

1/2 cup Panko bread crumbs

2 tablespoons fresh parsley, chopped fine

1 teaspoon of hot pepper sauce

1 lemon, juiced

2 lemons, quartered for garnish

Sea salt and fresh ground pepper, to taste

Directions:

Preheat oven to high broil.

In a bowl combine and mix together the spinach, bell pepper, bacon, cheeses, parsley, hot sauce and lemon juice. Taste and adjust with salt and pepper, if needed.

Place one tablespoon or so of the spinach mixture on top of each oyster. Place on a sheet pan and put under the broiler for two or three minutes. The cooking process will happen rather quickly, so observe the whole time.

Understanding Cold Fronts & Fish Behavior for Successful Fly Fishing

Cold fronts play a critical role in fish feeding patterns. A dropping barometer, typically associated with south winds ahead of a front, signals fish to do a couple of things. They feed heavily in preparation for the colder temperatures that will slow their metabolism, as they are cold-blooded. Additionally, fish tend to move to areas adjacent to deeper water for a more stable, slower-adjusting environment. Strong north winds often follow a cold front, frequently blowing water out of the shallows, coinciding with an outgoing tide. Some days, it seems as if the water never returns due to the persistent strong winds. Deeper water is needed to sustain life, and the fish instinctively seek these areas for survival.

After the fish have acclimated to the cooler temperatures following a cold front, look for them to seek out areas of lighter bottom which will reflect light, warming them up. Lighter bottom could be a specific part of a shoreline or a “pothole.”

Once water temperatures begin to rise, they’ll begin to spread out and start to become much more active, but this typically happens on the second or third day following a cold front.

Redfish & Spotted Sea Trout Fly

Fishing and Light Tackle Patterns

Redfish have been a bit temperamental on outgoing tides, likely due to lowering water levels at which they need to sustain life. However, they have been much more cooperative at the start of the incoming tide when they feel more comfortable with the rising water levels. Targeting them adjacent to deeper water in their staging zones can be an effective strategy for fly anglers and light tackle enthusiasts.

Spotted Sea Trout stage on hard bottom areas such as limestone or oyster bars relatively close to freshwater sources before they spawn in the spring. Slow presentations with soft plastics or suspending flies have been producing consistent bites for light tackle and fly fishing setups.

Water temperatures have diminished most algae blooms, making the water crystal clear. This makes leader size an important variable during the colder months. A maximum leader size of 15 pounds plays a role in not only the fish’s ability to see or feel it but can significantly affect the action of flies or artificial lures in the water. Without snook on the flats, going light is not a problem for fly fishing or light tackle approaches.

Dirty water conditions post-cold front presented some challenges this month, where the fish would lose track of our presentation. Slowing down our flies and artificials to where they were dragging on the

The inshore action has been buzzing with activity as cooler water temperatures draw fish into predictable feeding patterns. The Sheepshead, Redfish and Trout are the three most cold tolerant species and most active inshore lately.

Sheepshead are schooling up around docks, piers, bridges, and other structures. These striped bandits are feeding aggressively on barnacleencrusted pilings and other shellfish sources. Use small pieces of shrimp, clams, or fiddler crabs on lighter tackle with minimal weight for the best results.

Redfish are thick throughout the area, from the flats and oyster bars to dock lines and the bridges. Live shrimp or cut bait are top natural bait options, but soft plastic paddletails on jigheads are great options too. Look for birds, mullet, or bait activity to zero in on prime redfish zones.

Trout are biting well, particularly around the mangroves, flats, and oyster bars during the day. At night, bridge and dock lights are hotspots for these speckled predators. Freelined live shrimp or soft plastics worked slowly near ambush points are great techniques to hook into these cold-weather trophies.

Snook remain challenging but can be found in the back bay and upper bay areas, particularly in windprotected, sun-warmed

shallows. Target them during solunar major and minor feeding windows with live baits or slow-moving artificial lures.

Whiting are a fun, family-friendly target along the beaches and sandy areas. Small shrimp pieces on light tackle are all you need to land a bucketful of these tasty fish.

Fishing Tips:

Snook: Use live baits like greenbacks, threadfins, and shrimp, or try flair hawks and soft plastics at night.

Redfish: Look for them around mangroves, oyster bars, and flats, and use dead baits during higher tides.

Trout: Target them with soft plastics, white bait, and shrimp around deeper flats and potholes.

Tarpon: Target them during the full moon with crab flushes, making it an ideal time to target them.

Flounder: Find them near sandy bottoms and structures, biting on bottom baits.

Pompano: Be prepared to move frequently to stay on their bite.

Sharks: Use big dead baits in areas with moving water.

Hogfish continue to be the main focus nearshore. Light tackle with live shrimp, minimal weight, and a 3-4/0 hook is the ticket to success. We’re seeing consistent catches on our ten-hour all-day trips, with a few also coming in on the five-hour half days.

Lane Snapper are back open and biting aggressively. Squid, shrimp, and small cut threadfins are great bait options, and these colorful snapper are showing up in excellent numbers.

Mangrove Snapper are hit-or-miss nearshore but can be found while targeting other species like hogfish. Small live shrimp or cut threadfin chunks on lighter rigs are your best bet for hooking into these savvy fighters.

Red Grouper are back open and being caught in deeper nearshore waters. Larger live baits or hefty dead baits like squid strips or whole threadfins are producing. Use 50-60lb leaders and 6/0 hooks for optimal results.

Recently, Tania and I set out on a memorable fishing trip with the legendary Captain Bo Samuel of Pullin Drag Charters. Although I’ve known Captain Bo for years and admired his snook and sheepshead fishing expertise, Tania’s preference for higher gunnel boats has always kept us from fishing together. But today, with sheepshead on our minds, we finally made it happen!

We met Captain Bo at Little Jim’s dock at 8 AM (a slight adjustment from the original 7 AM due to the chilly morning) and quickly set off. We headed north of the Fort Pierce Inlet, where the bite began a bit slow, with a few early catches followed by lulls.

However, around 10:30 AM, the action exploded! We began consistently catching fish, filling the cooler with a diverse haul that included black margate, sheepshead (including Tania’s impressive 18-inch stud!), weakfish, croaker, mangrove snapper,

chocolate porgies, lane snapper, and several other species like porkfish, mother-in-law fish, and even a massive 3.5-foot bonnethead shark.

Captain Bo was an outstanding guide. He put us on fish and offered great company the whole day. He truly deserves high praise for his expertise and professionalism.

Back at Little Jim’s, we took photos of our catch and appreciated Captain Bo for cleaning our fish. While there, we encountered another skilled captain, Billy Briggs of Old Florida Guide Service. Captain Billy, recognized for his outstanding fishing skills and entertaining personality, playfully teased me for not going out with him, but it was all in good fun.

Cold blast! Limited days on the water last week due to rain and cold weather. We want the warm sunshine back in south Florida.

The days we made it out on the water, anglers enjoyed tight lines wrangling, black drum, snapper, jacks , bluefish and many other species. Shrimp worked on the bottom and DOA curl tails baits of choice. The fish have been schooled up in areas with structure on bottom produced the bite bite.

As the cold weather dissipates, the waters will slowly warm back up triggering fish like snook and tarpon to migrate to muddy bottoms areas, seawalls and mangrove shorelines to feed.

Perfect south Florida weather, anglers enjoyed sunshine, warm weather and

great fishing the past week.

Snook fishing was fun in the sun for anglers, structured areas held plenty of snook and a variety of snook as well. Live baits, DOA 3” shad tail and Rapala 3” x raps baits if choice. Snook ranged in size from 15 to 24” both sides of the tides produced fish.

Tarpon fishing fired up due to the warmer weather and water temperatures rising. The silver kings gathered in deep channels and along mangroves and docks. Live baits on both sides of the tides got the drags screaming. Anglers enjoyed wrangling tarpon from 5 to 40 pounds.

Anglers, looking for nonstop action, deep holes and channel edges are still holding big schools of blue fish, lady fish , jacks, pompano and black drum along with many other species. DOA Curl tail jigs and shrimp worked near bottom baits of choice.

Indulging in the Catch - We put our delicious haul to good use: Ceviche: The snapper will be transformed into a vibrant and refreshing ceviche.

Sheepshead Chowder: A rich and delicious sheepshead chowder is featured on the menu.

Blackened Pompano: The pompano will be expertly seasoned and blackened for a delicious dinner.

Grilled Feast: The remaining fish will be perfectly grilled and served over a bed of rice.

It was an unforgettable day on the water with Captain Bo! I highly recommend him to anyone looking for a fantastic fishing experience in the Fort Pierce area.

CGAUX PUBLIC EDUCATION CLASSES FEB AND MAR 2025February 15th: Suddenly in Command!

The 4-hour class will be held at Ingman Marine Showroom15001 Gasparilla Rd, Placida, FL 33946 starting at 8:30 am and finishing at approximately 12:30 pm. The in-person class is limited in size.The course is taught by members who patrol and are very familiar with south Charlotte Harbor, Gasparilla Sound, Pine Island Sound, South Gulf Cove and Boca Grande areas. The course is designed for those not generally at the helm. It will help participants to be prepared with the basics of boating and boating safety in case of an emergency or a situation that places you in command of your boat. Regular Captain encouraged to attend so they can learn what the “Admiral” needs to learn and practice!Participants learn about: Boating vocabulary and operating principles; starting and stopping an engine; basic boat handling and how to get help; familiarization with your on-board equipment; descriptions of what causes boating mishaps and hot to minimize them.

UNITED STATES COAST GUARD FLOTILLA 7-16 OFFERS SAFE BOATING CLASSES IN GULFPORT, FL, MEETS THE THIRD WEDNESDAY OF EACH MONTH. These classes qualify the attendee for the FWC Safe Boating Card. This card is required for most people born after January 1, 1988 to legally operate a power boat with greater than 10hp motor in Florida. The one-day class includes instruction on safety equipment, boat handling, rules of the road, navigation aids, communications, trailering, legal requirements and others. Power and sailboats are covered, as well as personal watercraft. Of course, besides making a boater in compliance, the main goal of the class is to create a safer boater. Classes are offered on the second Saturday of each month. To sign up, contact Marty Richardson at (630)674-5352. Flotilla 7-16 also performs free courtesy vessel safety inspections for power and sail boats, personal watercraft, and paddle craft. The inspector will come to your location, inspect the required safety features of your vessel, and if you pass will provide a safety sticker to mount on your vessel. The inspection is a courtesy, so no action is taken if problems are found. But the vessel owner then knows of any deficiencies to correct before having an accident or being sanctioned by the Coast Guard. A VESSEL SAFETY CHECK - STUART - Despite numerous COVID-19 restrictions, more and more boaters are taking to the water to alleviate at-home boredom while taking advantage of the open-air benefits and more pandemicfree aspects of recreational boating. But if you haven’t been out boating in a while, are your

vessel’s lights operating properly? Do you have a sufficient number of life jackets for the number of passengers aboard? Is your engine’s ventilation system up to par? To get you started on a new year boating adventure, now may be a perfect time to consider getting a 2022 Vessel Safety Check (VSC) offered by certified VSC examiners from the St. Lucie River Power Squadron, also known as America’s Boating Club of Martin County. These trained VSC examiners from the local squadron will point out safety features such as minimum requirements required by the U.S. Coast Guard, examine fundamental mechanical aspects of your vessel, and answer questions how you can have more fun safely on the water. COAST GUARD AUXILIARY OFFERS VESSEL SAFETY CHECKS AND SAFE BOATING CLASSES - A Vessel Safety Check is a complimentary check of your boat conducted by members of the Auxiliary, confirming that it meets both federal and state requirements for safety. No citations are issued, and the results of the safety check are not reported to any enforcement agency, but a decal is awarded to display when the vessel has passed the examination. These checks cover a variety of safety aspects, including life jackets, navigation lights, fire extinguishers, and other essential equipment. By participating in a VSC, boaters can ensure that their vessels meet all required safety standards, fostering a safer maritime environment for all.

Boat America Classes:

The Clearwater Flotilla is also pleased to announce the schedule for Boat America classes in 2024. These classes provide participants with a comprehensive understanding of boating safety, navigation rules, and emergency procedures. Whether you’re a seasoned boater or a newcomer to maritime activities, these classes offer valuable insights and practical knowledge that can contribute to a safer and more enjoyable boating experience. SARASOTA FLOTILLA 82 OF THE USCG AUXILIARY Florida law requires that any person born on or after Jan. 1, 1988, may not operate a vessel powered by a motor of 10 horsepower or greater unless such person has in his or her possession, aboard the vessel, photographic identification, a Florida boater safety identification card (or any other state’s boating card), and the registration for their vessel. Regarding the above law, which has been in effect for over a year, Flotilla 82 of the USCG Auxiliary, based in Sarasota, Florida (at Mote Marine) offers a 1-day course held on the last Saturday of each month. It starts at 9:00 am and completes at 5:00 pm. The course includes the USCG exam which, if passed, results in a Florida lifetime boating card/ license.
