BoatUS Foundation: Call for Volunteer Reviewers for New Grant Program to Remove Abandoned Derelict Vessels (ADVs)
Environmentally conscious individuals with diverse backgrounds are encouraged to apply for national effort to clean our waterways
SPRINGFIELD, Va., August 28, 2024 --The BoatUS Foundation for Boating Safety and Clean Water is seeking a diverse panel of volunteers who will serve as peer reviewers to evaluate proposals for Abandoned and Derelict Vessel (ADV) removal grants between December 2024 and July 2025.
The Foundation has been awarded a four-year, $10 million grant from the National Oceanic and Atmospheric Administration Marine Debris Program with funding provided by the Bipartisan Infrastructure Law to clean up and improve safety along coastal areas by removing abandoned and damaged boats from our nation’s waterways and the Great Lakes. Reviewers will be part of this national effort to improve the environment and remove unsightly vessels from our waters.
Volunteers with backgrounds in marine debris management, the boating industry, education, non-profits, government agencies, marketing and outreach, grant management, financial analysis, project evaluation, impact assessment, as well as legal or regulatory fields are encouraged to apply. Reviewers are asked to commit to at least one review cycle (2-3 months) with an expected time commitment of 25 hours per cycle that includes independent review of proposals and 4-8 hours of virtual meetings.

“This is a coordinated, impactful investment to remove abandoned and derelict vessels, and we’re proud to help NOAA carry out this important mission to rid our shores and waterways of marine debris,” said BoatUS Foundation president Heather Lougheed. “Our goal over the next four years is to focus on the immediate issue – the substantial number of ADVs that need removal.”
Lougheed added that in the future, the BoatUS Foundation hopes to expand the program to inland freshwater lakes and waterways, and reach a point where ADV removals diminish as educational and preventive efforts have greater impact.
“It’s much more cost-effective to prevent owners from abandoning their boats by showing them other options that are available to dispose of a vessel that’s no longer seaworthy,” Lougheed said.
By being part of this program, volunteers will help remove the harmful pollution and safety hazards caused by ADVs, ensuring a positive impact on the environment and our waters for years to come.

Grilled Florida Spiny Lobster with Arugula Pesto
Ingredients
2 Florida spiny lobsters, cut in half length-wise
1/2 cup bell peppers, diced fine 1/3 cup onions, diced fine
4 tablespoons arugula pesto
1 lemon, juiced
2 tablespoons unsalted butter, softened
2 cups brown rice, cooked
2 tablespoons unsalted butter
Sea salt and fresh ground pepper, to taste
Directions:
Heat grill to medium-high.
Add grill pan over direct heat and add 1 tablespoon butter. Add peppers and onions and saute until soft. Add cooked rice and stir to combine, cook until warmed through. Remove from heat and set aside.
Brush 1 tablespoon butter onto lobster meat and season with salt and pepper. Grill over direct heat (meat side down) for 4-5 minutes depending on size of lobster. Do not overcook. Turn over and brush on arugula pesto to coat. Remove from grill, drizzle lemon juice, and serve with rice or Florida vegetables

Think of boat navigation lights like the eyes of your boat. They help other boats see you, and they help you see other boats. And just like car headlights, they’re crucial for safety on the water – especially when it’s dark.
In this post, we will discuss how to use your boat navigation lights safely, why they’re important, and some fundamental rules and safety tips to follow when boating at night –or during times of limited visibility.
The Importance of Using Navigation Lights for Boats
First, we must emphasize that each boat navigation light has a specific purpose and is not just for show! These illuminations are meant to help prevent collisions with other vessels when it’s dark – or when the weather makes it hard to see much of anything.
Each is located in a strategic position and has a specific purpose:
• Boat navigation lights help prevent accidents with others on the water by alerting others of your location – and vice versa.
• They communicate your boat’s direction, size, and intentions.
Choosing the Right Boat Navigation Light
You might think there’s just one kind of boat navigation light, but there are actually a few! And they should all be visible from at least two nautical miles away.
• Sidelights (bow lights): Let others know
what part of the boat they’re looking at and where it’s heading.
- Red sidelight: visible from the port (left) side.
- Green sidelight: visible from the starboard (right) side.
• Stern lights: Inform other boats of your position from behind.
• All-round white light (anchor light): Visible from all directions.
When boating at night or when it’s hard to see, each light has a specific purpose to guide you. Our advice? Memorize what each of these means!
If you know what each color represents, when you see other boats from afar, you’ll know what direction they’re going in by the light that is visible to you. For instance, seeing red and green lights on an approaching vessel indicates it’s heading straight toward you.

Here are the fundamental guidelines to follow: • Test your navigation lights before departing. (Without lane markers and stop signs on the
water, these lights allow boats to communicate with each other.)
• Turn on navigation lights from sunset to sunrise.
• Use lights when there is poor visibility (fog, rain).
• Know specific rules based on boat size, type, and location.
• Regularly inspect and maintain lights.
• Keep spare bulbs on board.

Sarasota Powerboat Grand Prix Celebrates 40 Years
The40th Annual Sarasota Powerboat Grand Prix, presented by Visit Sarasota County, will take place September 13-15 and promises exhilarating powerboat racing off Lido Beach.
The weekend festivities will begin on Friday, September 13, with a Pit Party from 6-10 pm in the Van Wezel parking lot featuring Nashville country artist Andy Velo, vendors, food trucks, and plenty of powerboats on display for the general public to enjoy. Then, on Saturday and Sunday, over 50 race teams will compete for the checkered flag with Class 1 teams reaching speeds of up to 160 mph.
Race fans wanting a premium spot to watch the races can purchase tickets to an elevated VIP Viewing experience on Lido Beach, directly across from the Start/Finish Line. This year’s VIP viewing experience offers upgraded amenities for guests, a LIVE stream of all the racing action, expanded seating options, and enhanced dining and beverage selections with a cashless experience making purchases on the beach a breeze. Corporate hospitality tents will also be available.
New this year is a Class 1 Experience that will provide race fans with a
true behind-the-scenes tour of the biggest and fastest powerboats on the water. UNITED STATES COAST GUARD FLOTILLA 7-16 OFFERS SAFE BOATING CLASSES IN GULFPORT, FL, MEETS THE THIRD WEDNESDAY OF EACH MONTH. These classes qualify the attendee for the FWC Safe Boating Card. This card is required for most people born after January 1, 1988 to legally operate a power boat with greater than 10hp motor in Florida. The one-day class includes instruction on safety equipment, boat handling, rules of the road, navigation aids, communications, trailering, legal requirements and others. Power and sailboats are covered, as well as personal watercraft. Of course, besides making a boater in compliance, the main goal of the class is to create a safer boater. Classes are offered on the second Saturday of each month. To sign up, contact Marty Richardson at (630)674-5352. Flotilla 7-16 also performs free courtesy vessel safety inspections for power and sail boats, personal watercraft, and paddle craft. The inspector will come to your location, inspect the required safety features of your vessel, and if you pass will provide a safety sticker to mount on your vessel. But the vessel owner then knows of any deficiencies to correct before having an accident or being sanctioned by the Coast Guard. A VESSEL SAFETY CHECK - STUART - Despite numerous COVID-19 restrictions, more and more boaters are taking to the water to alleviate at-home boredom while taking advantage of the open-air benefits and more pandemic-free aspects of recreational boating. But if you haven’t been out boating in a while, are your vessel’s lights operating properly? Do you have a sufficient number of life jackets for the number of passengers aboard? Is your engine’s ventilation system up to par? To get you started on a new year boating adventure, now may be a perfect time to consider getting a 2022 Vessel Safety Check (VSC) offered by certified VSC examiners from the St. Lucie River Power Squadron, also known as America’s Boating Club of Martin County. These trained VSC examiners from the local squadron will point out safety features such as minimum requirements required by the U.S. Coast Guard, examine fundamental mechanical aspects of your vessel, and answer questions how you can have more fun safely on the water. SARASOTA FLOTILLA 82 OF THE USCG AUXILIARY Florida law requires that any person born on or after Jan. 1, 1988, may not operate a vessel powered by a motor of 10 horsepower or greater unless such person has in his or her possession, aboard the vessel, photographic identification, a Florida boater safety identification card (or any other state’s boating card), and the registration for their vessel. Regarding the above law, which has been in effect for over a year, Flotilla 82 of the USCG Auxiliary, based in Sarasota, Florida (at Mote Marine) offers a 1-day course held on the last Saturday of each month. It starts at 9:00 am and completes at 5:00 pm. The course includes the USCG exam which, if passed, results in a Florida lifetime boating card/license. Fly Fishing Forecast for September 2024 September is one of my favorite months. Reds should be schooling on shallow grass flats and you also might find big trout there at first light. Baitfish along beaches will attract Spanish mackerel, false albacore (little tunny), sharks, tarpon and more. You should find snook around docks and bridges in the ICW. There should also be tarpon around bridges at night and in areas of Tampa Bay and Charlotte Harbor. Juvenile tarpon from 10 to 30-pounds should be a good option in creeks and canals. Given all the rain we had in August, fish may not be in their normal areas.
Tarpon should still be a good option this month. Many have moved to inside waters, so you’ll find them around bridges, over deep grass flats or deeper areas. When tarpon move into these areas, they are in a feeding mode. After a long migration and with their spawning duties completed, they need to rest and eat to restore themselves. Ladyfish will feed in glass minnow schools and tarpon will gorge themselves on ladyfish. I have also seen tarpon, “ball” glass minnows into tight schools, and eat them by the bucket full! Fly anglers should score with wide profile patterns, such as Lefty’s Deceiver or EP flies. Small flies, like my Grassett Snook Minnow, tied on a 1/0 or 2/0 hook, are a good choice for tarpon that are feeding on glass minnows.
You should find snook this month around docks and bridges close to passes. They will also start making their move towards shallow flats where you might find them staging along sand bars or in potholes. Fly poppers or Gurglers may draw some big strikes in shallow water at night or early in the day! I often fish lighted docks and bridges for snook before dawn before moving to the flats after daylight. My Grassett Snook Minnow fly is my ‘go to” fly pattern for snook at night.
Reds are usually in large schools in September. You may find them in shallow water when the tide is high or along the edges of flats when the tide is low. Look for wakes, some as big as boat wakes, or “pushes” to locate them. If it is calm, a school of reds may look like a nervous patch of water or if there’s a ripple on the surface, the school may appear as a slick patch of water.
Once you’ve located them, try to get in front of them and work around the edges of the school to avoid spooking the whole school. Fly anglers should score with fly poppers, Gurglers and wide profile baitfish fly patterns. I like to be as quiet as possible in shallow water, using a push pole to move my boat. It is great to find a big school of reds but remember, if you spook one fish you may spook the whole school. Running an outboard may make fish show themselves, but in the long run it will make them harder to catch. I sometimes also find big jacks and blues mixed with schools of big reds in shallow water. Not a bad problem!
Spotted trout fishing should also be good this month. In my opinion it’s important to release over slot trout, which are usually female breeders. Full regulations and details on trout and other species can be viewed at https://myfwc.com/ . Look for big trout in skinny water in many of the same places that you find reds this month. They will be most active in low light, either first thing in the morning or at dusk, particularly if we’ve had an afternoon shower. Cloud cover in the afternoon will also reduce heating of shallow flats, which usually makes fish more active. The same flies that you use for reds will work well for big trout in shallow water. You may also find trout mixed with blues, pompano, Spanish mackerel, flounder and more on deep grass flats. I like to drift and cast quartering ahead of my drift. Fly anglers should do well with an Ultra Hair Clouser fly fished on a clear intermediate sink tip. In addition to making a series of drifts to find fish, focus on bait schools, breaking fish or diving birds to find fish. You may find tripletail on buoys, crab trap floats or channel markers in inside waters this month. A lightly weighted fly with a weed guard, like my Grassett Flats Minnow, works well for me. The weed guard is important to help prevent snagging crab trap lines.
You may also find tripletail along with cobia, false albacore (little tunny) and Spanish mackerel in the coastal gulf this month. Look for surface activity to find the mackerel and albies and cast small white flies to them. Look for feeding frenzies that
begin with ladyfish feeding in glass minnow schools and may end with everything else, including sharks or tarpon, joining the fray. Remember to “match the hatch” to be successful. You may need to add wire to your tippet when toothy fish are around.
While you are looking for mackerel and albies in the coastal gulf, you can look for tripletail and cobia. Since stone crab traps haven’t hit the water yet this season, there are less places for them to be, so in addition to abandoned crab trap floats, check channel markers, buoys and any floating debris. Artificial reefs are another good area to check. Wide profile flies should be good choices for cobia for fly anglers and most tarpon flies will also work well for cobia.RustyChinnisLBKflyalbie3
There are lots of options this month, but the key is usually to fish early for the best chance at success. An early start for snook or tarpon around lighted docks or bridges and then on to the flats for reds, trout and more is a good plan. There should also be good action in the coastal gulf for a variety of species. I usually tarpon fish as long as I can, wherever I find them! Our natural resources are under constant pressure from red tides fueled by residential, agricultural and industrial runoff, toxic spills and discharges, freezes, increasing fishing pressure and habitat loss and degradation, please limit your kill, don’t kill your limit!

September Palm beach fishing is fantastic! Fall mullet run migration invades the Palm Beaches. Bait schools push south and the predator fish follow putting on quite a spectacle.
Snook fishing is excellent as they can be targeted along beaches, inlets, seawalls and docks. Top water Rapala skitter walk is an excellent choice for explosive strikes. DOA bait busters entice snook to strike near surface and sub surface. The mullet schools are great areas to locate snook, typically morning and evenings are the best times to fish. Bridges and docks provide plenty of action, channel edges also produce plenty of drag screaming action as well. Snook gather in pods at times, average size of the snook ranges from 5 to 25 pounds.
The Tarpon offer acrobatic action for anglers with sky rocketing jumps and drag screaming runs, anglers can
endure epic battles with the silver king. Live mullet on the surface trigger massive strikes. The average size of the tarpon ranges from 10 to 80 pounds. Artificial enthusiast, Rapala X rap, DOA bait busters and DOA Terror Eyz great baits to get the drag screaming.
The flats and ICW great areas to target snook, jacks, goliath grouper, drum, and many other species for rod bending action. Structure areas, potholes and grass flats hold bait schools where predator fish will follow. For anglers who want steady action, nothing beats a live mullet, just cast one out along drop offs or structure and hold on tight. Nothing beats seeing a predator fish exploding on a live bait, it puts a smile on everyone’s face.

RED HOT Tarpon Bite in Ft Lauderdale
Crazy hot weather past few weeks and the water temp inshore is 90 degrees, but that hasn’t shut off the bite for the juvenile tarpon. This week we’ve had multiple double ups, hour long sessions of topwater action on tarpon from 20 lbs to 50lbs.
From Port Everglades inlet all the way to the pier and inside from 17th st to sunrise bridge, finding them at almost any tide as long as there is current the little tarpon are eating. Ive been fishing mostly at night and late afternoon even finding a few fish this week in the middle of the day when temps are the highest. Using mostly pilchards and small artificial, anything close to that profile will do the trick. When the tarpon are eating on top there isn’t
much they won’t hit.
Inshore fishing in Fort Lauderdale can be tough during the summer months but the past 2 weeks were definitely the exception to that rule. Night time brings the snook bite and as soon as the tide starts pushing hard the bite turns on at the bridges. Fishing flair hawks on the bottom on a straight retrieve with no action gets that big THUMP you are looking for. Step up the leader size find the right weight for the jig, sweep the bottom and hold on!! Drifting live baits back in the current will pick up tarpon hanging close to the pilings up on top. The inlet has miss but
always worth it putting some time in to find the bigger fish. Outgoing tide has been most productive at the inlet and down the shoreline to the north.
Looking forward to the next few weeks when the bait starts to really thicken up and get these fish going crazy. The mullet run is right around the corner and Ill be posting updates on instagram as well as here on cyberangler. Don’t let the hot weather keep you from getting out there!!

We made a short run to the trout hole we’d discovered a few weeks ago. In just an hour and a half, we landed close to 50 trout! Capt. Mike Schulze, (717)821-4473.
Trout are deeper, mostly on the edges, potholes, or deeper flats. Targeting around 6-10ft of water is a good idea if you want to get into the trout action well. We are seeing them slower and lethargic due to water temps. Hubbard’s Marina 727-393-1947.
September is peak time for redfish with the reds frequenting the passes, adjacent bays and near shore wrecks. Live bait is always the best but jigs, plugs and flies can all be productive. Sometimes they school up and it can be gang busters and many times fish in the 20” – 30” range. Capt. Mark Ward, 239450-9230.
Fall time is upon us and with it, cooler water temperatures, the bait migration and the biggest tides of the year. The big tides can favor permit fishing but can make bonefishing challenging.
