NNAPOLIS, Md., June 14, 2022 – The proliferation of personal locator beacons (PLBs), whose diminutive size belie their enormous onwater safety advantage, are no longer thought of exotic rescue electronics. “PLBs are user-friendly and easy to maintain, and we are seeing more boaters using them as a mainstream rescue device,” said BoatUS Foundation for Boating Safety and Clean Water Assistant Director of Boating Safety Ted Sensenbrenner. However, do recreational boaters fully understand the difference between a PLB and its larger cousin, the Emergency Position Indicating Rescue Beacon (EPIRB)? The BoatUS Foundation has a four-question truefalse safety quiz to help boaters understand the benefits of each. 1. True or false? It’s OK to use a PLB instead of an EPIRB for your boat: False. “A PLB doesn’t check all of the boxes,” says Sensenbrenner. “Some boaters believe they can substitute a PLB for a vessel-specific EPIRB and have similar safety benefits. That is a mistake.” A PLB is designed to be small and easy-to-wear, and it has smaller batteries with a shorter lifespan compared to an EPIRB. Perhaps, most significantly, only EPIRBs activate automatically upon submersion. The best setup for heading into a remote end of the lake or to the wild end of the coast is having a EPIRB assigned to the boat, and individual PLBs for each crewmember. 2. True or false? The best place to attach a PLB is your pant belt loop, foul weather jacket breast pocket, or zippered pouch in a life jacket: True. To get the full benefit of a PLB, it must be securely attached to the wearer’s body. All of these attachment points are good as long as there is a firm connection
– a clip, snap-ring, lanyard or other securing device. If you decide to connect it to an inflatable life jacket, ensure the PLB will not interfere with its inflation. 3. True or false? Cellphone communications have improved so much that a boater doesn’t need a PLB to summon emergency help: False. While cellphones are an acceptable secondary means of calling the Coast Guard, more boaters unfortunately use them today as their only way to seek emergency help. That’s where the problems begin, especially when there is no working VHF radio aboard. Cellphones fail for a variety of reasons that a PLB won’t. Unlike a cellphone, an accidental drop overboard, a dying or dead battery, or a lack of a nearby cell tower will not negatively affect your chances for rescue. 4. True or false? For PWC’s (personal watercraft such as jet skis), a PLB is a better choice than an EPIRB: True. That’s because PLB’s, unlike EPIRB’s, are manually activated and do not activate upon getting wet, a common occurrence while riding personal watercraft. PLB’s are also a great choice for paddle craft operators and adventurers. The cost of a PLB starts at around $300. For boaters who have a temporary need for a distress beacon such as a long-distance race, adventure regatta, offshore fishing tournament or summer cruise, the BoatUS Foundation offers GPS-enabled PLBs available for rent at $7 a day and EPIRBs for just $10 a day, and weekly rates available as well. Renting from the Foundation eliminates having to register the device with NOAA before your trip; your vessel’s data is seamlessly provided to U.S. Coast Guard rescuers to help ensure a swift response if needed.

10 Tips for Attending a Concert by Boat
I
f you love the water and you love listening to live music, nothing could be better than attending a concert by boat. Attending a concert by boat is a unique way to listen to live tunes, and it’s so much fun that we named it one of the top Summer Boating Activities for Your To-Do list. It’s also quite a popular way to attend a concert, and there are a surprising number of musical venues that are accessible by water all across the country. There are even some concerts put on solely for attendance by boat. Naturally, being fully prepared will only make the experience that much more fun. So, the next time you’re getting ready to go cruising for tunes remember these 10 tips for attending a concert by boat. 1. Boating safety comes before all else, so always dedicate someone aboard to be the sober skipper of the evening. 2. Be prepared to anchor your boat. There will probably be a number of boats in attendance and possibly an entire fleet, and drifting around where other boats are anchored can get dangerous. 3. When you choose where to anchor, be
sure there’s enough room between you and the nearest boats to swing on the anchor lines without coming into contact. Just how much distance is enough? This is to some degree a judgement call, but remember that in calm conditions you’ll have out a scope of around 7:1. So in 10 feet of water your boat will be swinging on 70 feet of line, and you have to assume that other boats will have out around the same amount. 4. Once you’re safely at anchor, shut down your engine(s) and any loud accessories your boat may have, like a generator. Even if they don’t seem loud to you, the noise they make may interfere with the experience of the other maritime concert-goers. 5. On most boats you’ll want your stern to face the music, so the cool tunes aren’t hindered by a windshield or cabin as you relax in the cockpit. If your boat settles the wrong way in the wind and/ or current, you may be able to adjust position by running the anchor line to a spring cleat. Setting out a second anchor from the stern can help maintain the proper position, too. Just remember that you can only try these tricks in calm conditions. If there are waves around, it can be unsafe to have the anchor line
secured anywhere other than the bow cleat. 6. Many boat-accessible concerts will continue on after dark, so prior to pushing off the dock make sure all of your gear for boating at night, like anchor lights, flashlights, and navigational electronics, are charged up and in good working order. After the music stops, there will likely be a mass-migration of boats leaving the venue. And just as traffic congestion on land can make departing a concert difficult, the same sort of heavy
congestion can occur on waterways. Particularly in restricted areas with tight channels this can lead to rather chaotic conditions as all the boats try to depart at the same time. Waiting a few minutes can make for a much more pleasurable, stress-free cruise back to the dock. BONUS TIP: Have fun! After all, that’s why you got a boat in the first place, right?
7. Don’t shine powerful spotlights on other boats attending the concert. It can be blinding for the boaters on the receiving end of that beam of light. 8. Be sure to carry an extra blanket and / or towels. Temperatures are usually cooler aboard a boat than they are on land, and especially if there’s a breeze, it can get surprisingly chilly even in the middle of the summer. So keeping a blanket and/or towels handy can be a lifesaver. 9. Pack plenty of munchies and drinks. Remember, you won’t

Fried Florida Snapper with Watermelon and Sweet Chili Ingredients: 14 ounces Florida snapper, skin removed and cut into bite-sized pieces 2 cups all-purpose flour 1 cup milk 2 eggs 2 cups panko (Japanese style breadcrumbs) 1 bunch green onions, washed and sliced 1/4 cup fresh mint, chopped fine 2 cups Florida seedless watermelon, cut into bitesized pieces 1/4 cup carrot, shredded fine 1/2 cup sweet-spicy chili sauce (your favorite kind) plus more if desired Sea salt and fresh ground pepper to taste Directions: Fill and preheat a fryer to 350 degrees. Use 3 mixing bowls or casserole dishes to hold the ingredients for the breading process. In the first container, add the flour. In the second container, add the milk and eggs. Mix the milk and eggs to combine. In the third container, add the breadcrumbs. Lightly season the flour and breadcrumbs with salt and pepper to taste. To bread the snapper bites, first put them into the flour and make sure they are coated. Shake off any excess flour. Next, add the flour-coated snapper bites to the egg and milk mixture. Again, make sure they are coated. It is best to bread a handful of the snapper bites at a time. Use your fingers or a slotted spoon to let any excess egg mixture drain off. Next, add the coated snapper bites to the bread crumbs. Again, they should be evenly coated. Shake off any excess bread crumbs, and carefully add the coated snapper bites to the fryer basket. Continue this process until all the bites have been breaded. Be careful not to overcrowd the fryer basket; this could cause the oil to lose too much temperature, resulting in an oily end product. Carefully lower the fry basket into the hot oil. Cook the snapper bites for 2 to 3 minutes until they are golden brown and completely cooked inside.

When the snapper bites are cooked, remove them from the oil and let them drain. Place snapper bites into clean, large mixing bowl. Add the green onions, mint, watermelon, carrot and sweet chili sauce. Lightly toss the ingredients to coat. Place the snapper ingredients onto plates or a platter for serving. Serve dish with extra sweet chili sauce.

Captain’sCorner with Captain Sergio Atanes My Biggest Catch My most memorable gift was given to me by my uncle Manuel. I was only 5 years old when he arrived from Cuba to live with us until he got on his feet, and at only 18 years old was already a die-hard fishman. In the 50’s we lived in Ybor City and in those days, we didn’t have parks or a Boys Club in the area. My parents didn’t drive so they took the bus to work. My uncle was given an old Nash Rambler from a friend to help us out and he started working in the shipyard within a month of arriving.

Within a year my uncle received an invitation to join the Army (called the draft in those days) but he had lit the fire within me to become a fisherman. Thanks to his patience and time I spent summers fishing from the old 22nd street bridge riding my bike every morning with my hand made rod from an old broom stick and casting reel donated from a neighbor. While other kids were getting into trouble, I was too busy thinking of caching the big one.
He would work until 2 am and go straight to Bayshore Blvd. to tend to his tins (pieces of metal roofing bent to form a half dome) and blue carbs would go under the tins to molt. He would use his Coleman gas lantern, a #12 galvanized tub tied to his waist. Underneath the tins would be either a soft-shellcrab (that was dinner) or a shedder crab that was for bait. The shedder crabs would be put in the crisper bottom of the refrigerator on damp newspaper and could be kept alive for a week or more.
As I grew older, I wanted to give back, so I started a saltwater fishing school and graduated over 7000 adult students since the 80’s. Looking back, I didn’t do as good of a job as I should have with my own kids and now with all these computer games it seems like kids are spending too much time indoors in dark rooms, so I decided to do something about it and had my first Free Kid’s Fishing Clinic held at Picnic Park in June. Many sponsors and volunteers including many captains donated their time and gave up charters to help the kids. Mayor Jane Castor played a big role in helping me out by taking time from her busy schedule to spend time with the kids (Jane is a great angler herself).
During the summer we would leave Friday for Boca Grande to fish, and since no interstates were available, we had to make the long trip using US41. We had to take the last ferry boat leaving from Placida to Boca Grande since there were no bridges connecting the mainland to the island. There we would fish the shoreline and from the old phosphate

with Captain Rick Grassett Tarpon will still be a good option this month. Shallow water action for reds and big trout will be best early and late in the day. Some of the best action will be with trout, blues, pompano and more on deep grass flats. Catch and release snook fishing in the ICW at night or in the surf should also be good options. Tarpon fishing should be good in the coastal gulf this month. Large schools of tarpon will dwindle in size and numbers to singles, doubles and small schools of post spawn fish during July. I usually find tarpon to be aggressive in July, with spawning completed and after a long migration, they usually feed aggressively. I also find them to be more curious this time of the year often swinging closer to check out the sound of a landing bait, lure or fly. Spin anglers will do best by setting up in travel lanes and drifting live baits under floats while staying ready to sight cast to fish that may pop up with no notice. The DOA Baitbuster is my “go to” lure for tarpon. The DOA Swimming Mullet, 4” Shrimp and CAL 4” swim bait are also good choices depending on the situation. This is my favorite time to fly fish for tarpon. The tactics are the same as earlier in the season, anchoring or staking out on travel routes, although fish are in a better mood. Unlike the large tarpon schools that we see around full and new moon phases in June, July fish are usually aggressive. Large schools of tarpon are impressive, but if you spook the lead fish you will spook all of them. Tarpon will thin out towards the end of the month as they begin to move to inside waters of Sarasota Bay, Tampa Bay and Charlotte Harbor. They move into these areas to rest and feed following spawning. They can be targeted in these areas with flies, a variety of DOA lures or live bait. Also look for tarpon feeding in schools of “breaking” ladyfish in

these areas. Snook and reds remain closed to harvest south of State Rd 64 in Manatee County on the west coast of Florida, south to the south bank of Gordon Pass in Collier County. Snook and reds are catch and release only in that zone until Sep 1, 2022. Spotted Seatrout has reopened in that zone with a 3 fish per person, bag limit and a 6 fish boat limit. Trout must be from 15”-19” with one allowed per vessel over 19”. Full regulations and details can be viewed at https://myfwc.com/ . Catch and release snook fishing will be a good option this month. With very warm water this time of year, it is important to use tackle heavy enough to land them quickly. Spin anglers should do well fishing lighted docks and bridges in the ICW with CAL jigs with shad tails or jerk worms or DOA shrimp. Fly anglers should do well with clear intermediate sink tip lines and wide profile flies, such as Lefty’s Deceiver or EP flies, since larger baitfish may be more predominant. Docks and bridges close to passes should be the best ones. You’ll also find snook in the surf, where you can walk along the beach and sight cast to them in shallow water. Gibby’s DT Variation is a “go to” fly for many snook surf anglers. You’ll find reds very active in shallow water this month. With plentiful baitfish and higher tides, they’ll spend more time feeding over shallow grass flats. Look for them along the edges of bars or in potholes when the tide is low or along mangrove shorelines and around oyster bars when the tide is high. You’ll also find big trout in many of the same areas where you find reds, but the bite for big trout is usually best early or late in the day. Surface walking top water plugs or fly poppers and Gurglers may draw some big explosions! Casting CAL jigs with shad tails or jerk worms ahead of your boat is a good way to locate reds. I like to drift deep grass flats and cast ahead of my drift with CAL

Southwest Florida jigs and shad tails or jerk worms, DOA Deadly Combos or Ultra Hair Clouser flies tied on long shank hooks on sink tip fly lines to find trout. A drift anchor will slow your drift to a more manageable speed if it’s windy. Look for birds or baitfish on the surface to find fish. You may find Spanish mackerel, blues, pompano and more mixed with trout on deep grass flats. Flats close to passes or on points that get good tidal flow are usually productive. In addition to tarpon, you might find false albacore (little tunny), tripletail or cobia in the coastal gulf this month. Look for albies feeding on the surface. I have seen large schools of albies “blitz” the beach while tarpon fishing this time of year. They are usually feeding on larger baits, such as threadfins or pilchards, so flies and lures should be sized accordingly. You might even find cobia swimming with tarpon or cruising bars in shallow water along the beach. You can use your tarpon fly or spin tackle for cobia, but a medium spinning outfit or an 8 to 9-weight fly rod will be better suited for mackerel and albies. I also occasionally run into tripletail this time of year, either around a crab trap buoy, navigational marker or floating debris. There are lots of options this month, late season tarpon, snook in the surf or at night or fishing skinny water for reds or big trout. Tarpon fishing is best when sweat is pouring down your back, but you’ll want to fish early in the day in shallow water. Our natural resources are under constant pressure from red tides fueled by industrial, agricultural and residential runoff, toxic spills and discharges, freezes, increasing fishing pressure and habitat loss and degradation, please limit your kill, don’t kill your limit!

The reef is where you want to be in August . The mangroves and yellowtails respond well until mid-morning. But, when the sun gets high in the sky, the fish easily see your line, and the bite can slow a bit . When that happens, switch to bottom fishing the deeper wrecks.

This time of year, you’ll need to use abundant quantities of chum, as the snappers on the reef are spawning and react best to copious amounts of food. We supplement our block chum with YellowtailUp and ChumDrop.
While you’re fishing on the Atlantic side, check out the deeper wrecks and artificial reefs for nice size mutton snapper and exceptionally large black grouper. The Marathon area sees muttons up to 20 pounds this time of year, although the majority are in the 12- to 14-pound class. Live ballyhoo, pinfish or cigar minnows are the baits of choice.
We concentrate on the hardhitting mangrove snappers as they are more aggressive and easier to catch. You’ll find them in the shallower, 35- to 50-foot, depths. They average two to four pounds, but we’ve seen them as big as ten pounds! Live baits do the trick most often, including pilchards, small pinfish to about three inches and small ballyhoo. Some days, the mangroves prefer a chunk bait, such as a slice of pinfish or ballyhoo, or even whole dead pilchards. Drift these baits back in your slick the same as yellowtailing, or fish them on jigheads at or near the bottom. Slightly heavier leaders are needed for the mangroves, as their teeth can cut through the lighter leaders rather easily. And, with these bigger baits, we like to use larger Owner SSW hooks in either 1/0 or 2/0 sizes. Jigheads ranging in size from ¼ to ½ ounce will cover all current conditions. The yellowtails are less aggressive, so it’s best to use light 15-pound leaders, small #4 to #6 hooks and small chunks of cut bait, such as ballyhoo, to mimic the pieces of chum drifting in
Our typical setup for mangrove and yellowtail fishing is a 7-foot Star Stellar Lite 12- to 20-pound rod with a Penn Slammer III 5500 reel spooled with 12-pound Berkley Pro Spec and 20- to 25-pound Seaguar fluoro leaders.
June and July saw particularly good dolphin fishing, and we expect that to continue into August and September as it has for the last couple of years. This time of year, there are lots of weed lines and giant pads of grass, which is where you’ll find most of the dolphin action. You will also find wahoo mixed in. Trolling around these weed lines with lures that resemble flying fish typically blue and white or blue and black patterns - will provide the best results. Also look for birds picking away at the grass, which will help you eliminate a lot of empty water in your search for dolphin. Those with an electric reel setup can search the bottom, looking for any sort of hill or deep depression to find tile fish, rosefish ad snowy grouper. Squid is the best bait for this.

Marathon/Florida Keys Lobster season opens August 6 and brings with it an influx of boaters not familiar with the Keys waters. Be mindful of the added boat traffic and be on the lookout for dive flags indicating the presence of lobster hunters in the water. If you want to try lobstering as a first timer, I recommend hiring a charter company that knows where the spots are and can show you the ropes.

These trained VSC examiners from the local squadron will point out safety features such as minimum requirements required by the U.S. Coast Guard, examine fundamental mechanical aspects of your vessel, and answer questions how you can have more fun safely on the water. CLEARWATER COAST GUARD AUXILIARY TEACHING BOATING SAFETY CLASSES ONLINE - 2022 - A New Way to Learn … A New Crop of Safe Boaters. With the advent of COVID-19, the Coast Guard Auxiliary was advised to discontinue in-person classes for the safety of the instructors and students. The good news is that the State of Florida (FWC) and the National Association of Boating Law Administrators (NASBLA) have approved the Coast Guard Auxiliary to
conduct online classes. These classes are not your standard webinar sessions where the students sit at their computers and are lectured at. And they’re not animated cartoon sessions where you have to keep pressing enter to get to the next topic. Classes are $40 per student and include the books, supplemental materials and course completion certificates. The classes being offered by the Clearwater Coast Guard Auxiliary are conducted on Zoom with the same instructors the student would have had in the classroom and allowing lots of questions and answers. In addition, because the classes are on the Internet, there’s no commuting to a classroom – the students can be anywhere in Florida! The boating safety class is also a requirement for many boaters in Florida. In the Sunshine State, anyone born after Jan. 1, 1988, must successfully complete a boater safety course approved by the Florida Fish and Wildlife Conservation Commission (FWC) in order to operate any boat powered by more than 10 horsepower, and they are required to carry their boater education card with them when out on the water along with picture ID.
