The Yulee News reached out to the Nassau County School District Police Department to understand school safety preparedness for the 2022-2023 school year. We met with the Chief of Police, Al Smith. Prior to his retirement Smith served in the Fernandina Police Department for 28 1/2 years. Captain Smith noted that the Department was established in 2018 following the Marjory Stoneman Douglas High School shooting in Parkland, Florida. At that time Florida put on the books State Senate Bill 7026 which contained mandates that put in place numerous safety protocols. Smith stated, “And in that bill there are a lot of features which are related to students and they aim to prevent a school shooting. Number one, it requires every school to have a school psychologist in place. Number two, every school is required to have a threat assessment team in place at the school, and they are required to meet monthly. In those meetings students are discussed. If we have students struggling, being bullied, or whatever the case may be, we will discuss that student. We will then arrange for the student to meet with the school psychologist. At that meeting the school psychologist can touch base with that student, to see where they are at mental health wise and see if they need help.”The families of the students are reached out to involve them in the process. Captain Smith emphasized the preventative aspect of early detection. There will be numerous signs of a problem which if detected ahead of time will allow preventative measures to be Running to be a voice for everyone!

It is estimated that there are over 31.6 million acres of lawns owned and maintained by approximately 80 million Americans. The average American puts in 73 hours per year mowing, pruning, weeding and doing all those other hot, sweaty things that need doing to have a beautiful lawn. It is estimated that we spend over $40 billion dollars per year on Do It Yourself (DIY) lawn care. That works out to about $120 per every man, woman and child in the USA. The average cost for a lawn service in Northeast Florida, mowing your grass once a week, is $53. I’ve noticed that although St. Augustine grass is the dominant lawn in our area, more and more Bermuda and Zoysia is being planted. St. Augustine is a high maintenance water hog while Bermuda and Zoysia are more drought

I can remember those evenings, before Daylight Savings Time, when my sisters and I chased fireflies in our yard. There were towering pecan trees at the corners and a grassy expanse of Bermuda grass that we ran barefooted across. My Dad mowed that Bermuda grass just about every Saturday morning. In a land of dirt driveways and sandy roads, our Bermuda grass yard stood out from all others. Those are memories of a barefoot country boy. Our roads are now paved, and our neighborhoods and lawns have changed tremendously! The lawns and homes come in all shapes and sizes in Yulee. We have homes with lake, creek, and marsh frontage, two-story McMansions, ranch style brick, Spanish modern stuccoes, wooden stick-built and quite an assortment of premanufactured homes. The yards surrounding these homes are a profusion of plants that have been selected and nurtured by the homeowners. Crepe Myrtles, palms, magnolias and oaks shade masses of colorful flowers of all shapes and sizes. Yellow Sunflowers, purple Mexican Petunias, pink Hibiscus, red and white Pentas and banks of Azaleas and Bougainvillea of every color showcase the homes in all seasons. It seems that you can grow anything in Florida. Some of these yards contain works of art and whimsey, bottle trees and gargoyles, cement frogs, assorted wildlife statues and bird feeders. The lawns and the landscaping reflect their owners. Neatly manicured lawn . . . retired like my neighbor. Not so neatly manicured lawn with a basketball goal in the driveway . . . a family with kids and a soccer mom that doesn’t have enough time in the day for all of those things that she does. A shady lawn with bird feeders . . . a nature lover lives here. An expanse of grass with few if any shrubs . . . a commuter that doesn’t need any additional stuff in his way to slow him down when he is mowing the grass calls this place home. And then we have that little jewel of a yard, tucked away among the trees, a sanctuary for someone, a place to relax, think and create art. Art that simply dazzles! Shining aluminum foil sculptures that glitter in the afternoon sunlight. Hypertufa statues of towering Centaurs, statuesque aliens, dinosaurs, snakes and various other abstract creatures and forms that stand watch over this hidden green garden of wonder through hot days and cool nights. This is a sanctuary dreamed of and created by one of Yulee’s unique individuals. We’ll explore this hidden garden with its owner in a future article; so, as they say on the news - - - stayed tuned for the rest of the story.

tolerant. I suspect that the amount of mowing is very comparable. My neighbor is the average American. He has a beautiful yard. It is groomed and edged, lovingly watered and weeded, plants and hedges meticulously trimmed, flowers blooming and butterflies fluttering around the Pentas and Petunias. Idyllic to say the least. Sometimes I think that I could have a yard like his; but I’ve noticed that he spends a lot of time working in his yard. Bear in mind that not everyone is out there on Saturday mornings pulling weeds, mowing and edging the lawn. Some of us have teenagers in the household. Tarpon Forecast 2

Some of the best spots for tarpon have been from Ponte Vedra Beach to the mouth of the St. Marys River and off the beaches of Amelia Island, and off the Golden Isles of Southeast Georgia.

Redfish & Trout Forecast 3

Use a jig and shrimp or mud minnow fished slowly on the bottom for flounder. Work creek mouths with mud or sand bottom. The jetties by Fat Clinch have always produced good flounder fishing. Remember that the regulations have changed. 5 fish limit, 14″ total length. Closed season from October 15th to November 30th. Surf Fishing Watch for an East wind to push cooler water and finger mullet into the surf. With the finger mullet will come redfish, trout, ladyfish, bluefish, and jacks. This will get your surf fishing warmed up for the fall mullet run. 904-577-9124

Kingfish will be just off the beach feeding on mullet and menhaden. Shrimp boats dumping their by-catch offer an opportunity to catch 40-pound kingfish. Chumming will also bring kingfish to the boat. Bait of choice includes mullet, menhaden, ribbonfish, blue runners, and goggle eyes.

Kingfish Forecast 1

Redfish can be found in shallow water on an outgoing tide early in the day. Sometimes you will be able to sight cast these fish. Use shrimp or finger mullet on a light jig or as an alternative use Gulp Mullet or Shrimp or Fishbites Fight Club Grub. After the day begins to warm about midmorning move to deeper water. The edge of the channel in the St. Johns River, St. Marys River, or Nassau Sound should be good producers. Use cut mullet, ladyfish or crab fished on the bottom with a fish finder rig. These fish can be over 30 pounds so heavy tackle will help keep the fish alive. On a morning with a rising tide, it is better to fish with a float in the back country creeks. Float a shrimp or live mullet along the edge of the grass line with the current. In addition to catching redfish, you stand a good chance of catching trout to 5 pounds this time of year or even a tarpon. Flounder Forecast 4

It was the best summer of my life, but it was also the worst. It started as any other summer. You had finished second grade with top scores as you always did. I slipped into A/B just in time to end tenth grade. I remember how you got off of the bus and waved your report card in the air. You were so proud then, so full of joy. I wish I had been like you. Finding joy in simple things is not important anymore, only the big things matter. But it wasn’t like that to you, the smallest things made you laugh. Was it because you were so small? Where did your patience come from? The day after school ended, we went shopping. I promised Mom that I would watch you and, after much pestering, she finally dropped us of at Five Below. You were so excited, “Just you and me, Eliza?” You asked. “Yes, Bella, just us.” I had answered. I was glad my friends weren’t there to see me. But why should I have worried? You were better to be around than anyone else. We went into the store with our allowance in hand. You had saved for weeks and were quite proud of your thirty dollars. After shopping, we met up with Mom at Marble Slab. Do you remember how the chocolate ice cream always managed to get on your nose and cover your freckled cheeks? Some days we spent at home. You put on your tutu and danced to your favorite shows. If I had been less proud I might have realized how much I missed dancing with you. “Just because you aren’t a seven-year-old anymore, doesn’t mean you can’t act like one.” You used to tell me. I wish I had listened. Do you remember your birthday? All of your friends came over. I was being tugged every way at once. You were dressed in a pink bathing suit with blue ruffles. Your brown hair was up, but some how you still got cake in it. You thought the bounce house was so big. Your friends teamed up with you to make me go on it. I only made it sink with all of our weight in the little castle. But you laughed and pushed me down the slide. Looking back, that was the best part of summer because it was all about you. You were the most unselfish person I had ever met, though you were at the selfish age. You were always making sure I had fun. Maybe you were a better sister than I was at times. Maybe you were all the time. I had so much fun that summer, but then the day came. You wanted to draw on the sidewalk with your new chalk. I wanted to watch a movie on my phone, but you had made up your mind. “If you won’t take me out front, Eliza, I will go by myself.” You told me. “Whatever you say.” I replied. Why didn’t I take you out front? Why was I so selfish? I didn’t think you would really go. You knew you had to be with me, or an adult. But sometimes even you were bad. I kept watching the movie. I kept not caring. All that time you were making roses and butterflies on the sidewalk. I remember the thud, the squeal of brakes. I rushed out of the house. Why did you follow the cat into the road? The cat made it away from the car, but you didn’t. The driver was in tears. I had hated her, but I know you wouldn’t have liked that. Her name is Janie and she really is quite nice. We are friends now. Janie called the ambulance, I called our parents. It was the hardest thing I had ever done. While they were on date, I was supposed to be watching you. It was all my fault! The ambulance came with our parents behind it. People were rushing everywhere, Mom was shaking with tears, Dad was yelling, but I didn’t hear anything. Everything was blurred and time seemed to stop. All I saw was your pretty face screwed up in a grimace, blood trickled from your lips. I stayed by you for two days after the surgery. I held your hand the whole time and I was so happy when you woke up. Do you remember how you loved the flowers Janie sent? I read you a story and promised I would be a better sister. The next morning you didn’t wake up and you never did again. “I love you Eliza.” You had mumbled the night before as you fell asleep. You weren’t awake to hear my reply and I could never tell you again. I don’t know why, a month later, I decided to write you. You can’t read it, you’ll never read it. Janie said it would help and she was right. I needed to say I’m sorry, I needed to let everything out. I miss you every day, Bella. Nothing is the same without you. But you taught me

The hard physical security of the schools is so important, as we have learned from the many incidents in the country in the past few years. Captain Smith stated, “We have two layers of fencing. We have a perimeter fencing that surrounds the entire campus of the school and then we have an interior fencing which prevents unauthorized people from accessing the student areas of the school. On top of that, Nassau County School District has a policy of having all our classroom doors locked during instructional times. We have the security

Captain Smith elaborated on the school shooting situations which he has studied. “These students break down over time as they start to lose hope. They may become suicidal. These students will start to exhibit numerous signs which include physical changes too. put in place. Smith made it clear that the “Superintendent of Schools Dr. Kathy Burns is committed to school safety.” There are 15,000 students in the District. Captain Smith is part of the threat assessment team at Southside Elementary School where his office is located. He also participates in the safety meetings at Southside. The Captain remarked that Dr. Burns implemented a monthly District administrative staff meeting. “The attendees are Superintendent Burns, the Assistant Superintendent, the Director of Education, the Director of Maintenance, the Director of IT, the School Safety Specialist for the District, and Captain Smith. The discussion includes District wide vulnerabilities and pertinent safety topics. At the threat assessment team meeting, held at every school, attendees are an administrator; school guidance counselor; school psychologist; school resource officer and a general faculty member, which is usually a teacher.”

Smith noted that there is an armed Florida Certified Law Enforcement Officer in every school in Nassau County. At the beginning of the year there are safety seminars with the students. Students are encouraged to report issues.

Florida has an Office of Safe Schools which is responsible for ensuring compliance and safety in all Florida schools. They audit schools once a year and Smith noted that they audited 14 out of the 16 Nassau Schools last year and found them in compliance.

In addition, The Yulee News reached out to the Nassau County Sheriff's Office and received the following reply to our request for information on school safety. We received this response from Alicia Tarancon, Public Affairs Officer. “Our school resource officers receive continuous training throughout the year. It is a cooperative effort between our agency, school administrators, school board police, and Fernandina Beach Police Department to ensure the latest practices and information sharing. We are confident in our tactics and abilities for keeping our children in Nassau County safe. There is an anonymous tip line “Fortify Florida” which is a Suspicious Activity Reporting App. If someone calls or reports a tip, it automatically goes to Captain Smith, the School District, the local Sheriff’s Department, and the local Police Department. At that time it is taken up and the student issue is brought to the threat assessment team and a referral to the Psychologist.CaptainSmith gives out “The Golden Doughnut Award” in recognition of a faculty person who brings to his attention a school safety deficiency or for example if they see someone walking on campus that does not have an ID badge and reports it to him. The award is given by the Principal and Captain Smith in the classroom to the faculty so that the students can witness this. This award is given in some schools and Captain Smith would like to see it given in all schools. Captain Smith’s heartfelt message to parents is, “We look at your children as our children. Their safety is our number one priority and we are going to do everything in our power to make sure they are safe when they come to school.”

First, it was quickly told to us teachers/support staff that it is our way or the highway. It was the erasing of our entire career of knowledge, experiences, and expertise by district officials whom replaced all of the above with teaching in controlled time amounts and in very specific order. It no longer mattered what you as the teacher thought was best for your students, everybody on the grade level was going to do and say the same exact thing. Robotic and scripted teaching replaced professional experience, expertise and creativity. Teachers live to be creative, creating lessons that are unique to their style, but slowly after the 2016 superintendent’s race, creativity was no longer accepted, everything was about your child’s performance on the test and towing the line on scripted lessons.

What Happened to the ‘WE’ in “We are Nassau?”

I have a very simple philosophy that helps guide my decision making on the Commission. I firmly believe that people already living in Nassau County should not pay for other people to move here and that people moving here should not cause people already living here problems.

As the school year went by and ended and the next school year started, the unity phrase “We are Nassau” slowly disappeared. Morale started getting low, senior teachers and district officials began leaving for other districts or for a complete career change, discipline problems started to rise, and then Covid hit. Covid completely destroyed the very little that was remaining of “We are Nassau.” So what happened? I can only speak from my perspective as an elementary teacher and from what I hear from my peers inside and outside of the school I was working in.

I remember the day well. It was early August 2018 and it was my first official day as a teacher in Nassau County. The whole school district was meeting in the Yulee HS Auditorium for a pep rally to kick off the school year. It was a great event with prizes, a motivational speaker, and county wide leadership attendees. The speeches were great, but what really got me motivated was the, “We are Nassau” chants during the pep rally. I have been in education 14 years at this point and I have never participated in such a high energy pep rally like that before. Previous beginning of the year meetings were boring and just highlighting test scores and what we need to do better in, but this was different, this was way better, this was high energy and motivational!

Third, and I will end it here, although there are other reasons, is the favoritism that continually goes on and unchecked by the School Board. District leadership is hired based on how much you befriend the superintendent, not on your experience or expertise. School leaders are placed or transferred here and there without any vetting process from the school stakeholders (PTA, Teachers, Support Staff). Administrators who have glaring problems at one school are transferred to another school or given a promotion to central office without ever solving the original problem. With favoritism being played out on the district level, it trickles down and is used by some administrators at the school level - and this weighs very heavy on local school morale. So how do we solve this and bring the ‘We’ back in “We are Nassau?” We do it by creating and adopting policies that end favoritism and we work with our local businesses, non-profits and stakeholders to develop/expand working relationships that help our students. Most importantly though, we elect school board members that are open to developing sub-committees with stakeholders, to being transparent and accountable to the stakeholders of Nassau County, and will be visible to the school community. School Board members should have an agreed upon vision for the district and never rest on their laurels that since we are A rated, everything must be fine, because that is clearly not the case. PM. Second, the distrust in contract negotiations. As we listened to our NEA union representatives and the NESPA union leadership about how we are going to end up in arbitration because of unfair negotiation practices being used by the School Board, we (I) felt the lack of respect coming from the Board in wanting to settle the contract. Pushing the negotiations further and further down the road seemed to be their strategy and played a big part in staff morale.

Thanks to the good citizens of Nassau County I am your current elected County Commissioner for District 2. I am the husband of Sarah, a prosecutor, father of Matthew – 13 and Audrey – 7, and a proud resident and taxpayer of Nassau County. I am a former CEO of a multi-million dollar business with 80+ employees and I have a Masters Degree in Business Administration. I have been active in my community over the years, serving on the Economic Development Board, Chamber of Commerce Board, Northeast Florida Regional Planning Council, and Amelia Island Montessori School Board. When I first ran for County Commission 4 years ago, I did not like the path that our county was taking. It seemed to me we had rampant growth without any forethought or planning and an “anything goes” mentality. We live in a place with an exceptional quality of life, be it on the West Side with its rural charm, Yulee with access to parks and conveniences, or Amelia Island with is beautiful beaches and marshes. My goal today as it was four years ago is to preserve our qualify of life for my children and your children through wise decision making, planning, and controlled growth.

I am proud of my accomplishments over the past 4 years – banning gambling dens, raising impact fees on developers by 220%, lowering taxes for first time in over a decade, and denying Riverstone’s eleven 85 foot tall towers on Amelia Island among many others. Going forward I am going to keep fighting for YOU as we control growth, continue lowering taxes, and tell bad developers and those that would harm Nassau County to go POUND SAND. I look forward to working together with you for the next four years to protect our way life here in Nassau County. With your vote on or before August 23rd we can make that happen.

Thinking about lemonade made me thirsty. And hungry. “Well first let’s find some food and water.” I said. One of the best parts is we found the best food I had in days. “I forgot how good we made this food.” April said happily. “Well, let’s go to bed.” June said. The next morning the world around us was a beach. “I never remember making this one..” I said “Well, at least there’s water.” April said.We spent the whole day on the water slide. When the day was over we made a little over half of a waterside. I picked up the water“Let’sbucket.savethis for later.” I said. April grabbed it from me and some of it spilled.“Summer you spilled it!” April complained.“No,Ididn't, you spilled it!” I replied. “We can refill it later, let’s just go to bed!” Said June One of the worst parts? It was so tiring. The next day we worked very hard to finish the waterslide. It was around 6:00 pm when we were almost done. It was 7:00pm when June announced “We’re“Ready?”done.” I said “Three, two, one..” I opened my eyes to find myself back home“Phew, we’re back home!” said April. “Seriously though I’m surprised there Fiction Contest,

Things that I will keep the rest of my life. Things that made the worst summer ever, also the best. - I love you, Eliza Fiction Contest, From page 8 It was the best summer of my life, but it was also the worst. Written by: Connor Chase, Age 8 TheEmmaWaterslideMagicalWrittenby:Mickler It was the best summer of my life, but it was also the worst. My name is Cody. I went to the water park this summer with my mom and my friend Joey. We went down water slides, a water park, and a lazy river. But there was a tornado so we ran as fast as we could to the car. We drove to the shelter till the tornado was gone .It was the best summer but also the worst. The water park was perfect because Yulee was having a very extra hot day. The slides were going super-fast, and we were having a blast. The lazy river was being overly lazy, so we got to relax through it. The water park was also fun because it had a water bucket that dumped all over me and Joey, so it cooled us off fast. We were having a blast that we didn’t notice that the winds were blowing strong. We went down the slide and noticed big circles spinning in the sky. I grabbed Joey and told him we needed to sprint to the car. But Joey tripped. I had to pick him up and carry him all the way to the car. It was the best day but the worst day because we got to speed and break the speed limit law. Cops allowed us because of the tornado. We made it to the closest shelter, and it wasn’t the best. We stayed the night. We woke up and saw the roof was missing. We thought it had to be because of the tornado but it COULD have been something else. Like a Giant, or an ugly monster, or a hair monster….but, I don’t know!

It was the best summer of my life, but it was also the worst. Can you see why?It was the best summer of my life but it was also the worst. Why is it the best and the worst? Well here’s the whole story. My name is Summer and I live in Yulee, Florida. I have two sisters, April and June, and we are identical triplets. When we were little we would play pretend that we go on adventures in Yulee, but it’s the future and nobody is there. In our pretend world, pirates and gators have taken over and put a curse on the world so that every day the world changes. Sometimes it’s a dirty swamp with trolls, sometimes it’s a never ending forest with weird stone people. Occasionally it’s a nice little wonderland with colorful trees and big white rabbits In the swamp, there is trolls who live in little caves. There is big brown trees, and rocks everywhere. In the never ending forest, there is rock people who disguise themselves as normal rocks. There is weirdly colored trees and purple grass. In the nice wonderland, there is pink, purple, and green trees. There is big white friendly rabbits everywhere eating carrots and grass. There is also a beach. It is pretty much a beach with sea animals all over the place. One of the best parts is we got a new water slide for our pool. I knocked on our bedroom door. “April! Come on and let’s try out the water slide.” April came out. “Alright let’s go!” said June. We ran as fast as we could to the back door. We ran out the back door and climbed up the water slide steps. “Let’s go at the same time, since the water slide is so big.” April said. “Three, two, one..” We all slid down and suddenly everything changed in front of my eyes. Suddenly I saw a whole different world. “Umm guys? This looks just like..” June“Yuleestarted.in the future!” We all said. We walked around carefully, looking around. It reminded us of when we played pretend when we were little. “Hey look, we’re in the swamp!” I said.“Where’s the trolls?” Asked June. “No idea.” April answered. “Well let’s keep walking around and looking for them, maybe they can help.” I said. We walked for about thirty minutes. “Guys this is going nowhere!” June sighed.“You’re right, let’s try to build a shelter or something.” April said. “I wonder where the rock people are though?” June wondered. “They probably mysteriously disappeared.” April replied. “They did not.” “They probably did.” “They did not!” “They did too!” “GUYS!” I said. “Let’s focus. We walked around and found all the loose wood we could find to make a shelter.“Let’s go to bed.” I said. The next day it was a wonderland. “Phew.” April sighed. “Seriously where are the big white rabbits?” June almost yelled. “Be quiet,” I said. “We need to find another waterslide so we can go home.” We searched around for the entire day. “I haven’t found a thing… but I have a idea.” June said. “Let’s build our own and see if it takes us home! I’m sure we’ll find water somewhere.. and remember? Whatever we build always stays. Remember the lemonade house?”

It is time to bring the 'We' back in "We are Nassau" and start to work together again on making Nassau County the very best for ALL of our students and staff. Together we can work with our stakeholders, non-profits, and businesses to provide the quality of education that will allow our students to be themselves, to feel safe while learning, and to grow socially, emotionally and intellectually so they are ready for their lives outside of school no matter what direction they choose. Together we can put a plug in the mass exodus of staff to other districts or different careers and regain our reputation as the best district to work for. Our support staff, our teachers, our school administrators and our students deserve nothing less.
