Beth who lives alone feels that her neighbour appears to be obsessed with her, she has seen him lurking around her house, there are items being moved around her garden, her car tyres were slashed, and she is getting anonymous notes texts and emails that are very threatening in their content. She set up CCTV in but is wondering what she can do.
Domestic Violence has very effective remedies for family members or former partners where there is threatening or abusive behaviour. However, this legislation does not cover the non-family members or strangers who may be engaging in threatening, stalking or harassing behaviour. Stalking is when another person causes you to fear that violence may be used against you or someone close to you and affects your safety and well-being. It is often fixated, obsessive unwanted and repeated behaviour. Stalking is a criminal offence under the Criminal Justice ( Miscellaneous ) Provisions act 2023 and in section 28 is states that stalking is where a person intentionally or recklessly causes another to threaten that violence may be used against him or her or another person connected with them and causes them alarm or distress and has an adverse impact on their day to day activities and a reasonable person would realise that they would have that effect. Examples of the behaviour include following, watching, monitoring, tracking or spying upon a person, pestering the person, impersonating a person, communicating with or about a person, purporting to act or communicate on behalf of a person, disclosing private information about a person, interfering with a person’s property pets or person, loitering about the person, causing without the consent of the person, an electronic communication or information system operated by the person to function in a particular way.
In relation to the above it may be difficult to prove that a person has beyond all reasonable doubt committed the offence. As a result, it is possible either
a person or a member of the Gardai to apply for a Civil Restraining order. This will be granted where the Judge feels that there are reasonable grounds for believing that the respondent engaged in the behaviour and that a Civil Restraining Order is necessary and proportionate for protecting the safety and welfare of the applicant. An order can stop the respondent using or threatening to use violence against, molesting or putting in fear the applicant. It can stop following or communication and require the respondent keep a distance from residence, education or employment.
The application must be on notice to the relevant party accused of the behaviour. In emergency and without notice to the other party the Judge can grant an interim emergency order prohibiting the behaviour above for a period of 8 days or such longer period as is allowed. A note of the evidence on which this order is based must be available to the respondent as part of fair procedures and allow him or her to defend themselves. These civil restraining orders can last for up to 5 years. They are very useful for the categories of individuals who are causing trouble and cannot be reached by our present domestic violence legislation. A feature of domestic abuse was where an abuser got friends or family to create havoc for a victim and this Civil Restraining order will be helpful for that situation as well.
They are becoming more common as they form a useful civil remedy to stop abusive behaviour where a criminal prosecution may have difficulty succeeding . Corroborative evidence is important in any application being brought to court so the more evidence Beth has of the stalking behaviour, times, dates, photographs, videos, independent witnesses all of that helps to build the case against the person engaging in the abusive behaviour.

Minister for Children, Disability, Equality, and Kerry TD Norma Foley has completed a five-day visit to London as part of the Government’s St. Patrick’s Day celebrations. During her visit, she engaged with the Irish community and met with senior British politicians. She participated in London’s St. Patrick’s Day parade alongside Mayor Sadiq Khan and Grand Marshals, Olympic gold medalist Katie Harrington and Paralympic champion Katie-George Dunlevy.
Minister Foley emphasized the
importance of strong ties between Ireland and Britain, stating, “Friendship keeps us sure-footed in a time of change.” Trade between the two countries exceeds €100 billion annually, further strengthened by the newly established annual Ireland-UK summit, with its first meeting held in Liverpool.
She spoke at the CHAMP St. Patrick’s Day reception in Westminster, which promotes peace and prosperity in Northern Ireland and beyond. She also met with Secretary of State for
Education, Bridget Phillipson, to discuss common challenges such as expanding childcare services and reducing costs for parents. At the London Irish Centre in Camden, Minister Foley learned about their work supporting the Irish community, including aiding survivors of institutional abuse. She was also briefed on redevelopment plans for the centre, backed by the Irish government. Additionally, she visited the Irish Cultural Centre in Hammersmith and viewed an Irishlanguage Bible from 1830. Minister Foley attended a reception
Radio Kerry has signed a new 10 year broadcast license with Coimisiún na Méan which will see the station continue to provide a local radio service for Co Kerry. The license was publicly advertised last year. Raidio Ciarraí Teoranta licence holder since 1990.
Executive Chairman of Radio Kerry, John O Sullivan said that the original vision of shareholders in 1990 was to provide a Voice for the Kingdom, and the license renewal is a vote of confidence in the station’s continued commitment to do so. General Manager, Fiona Stack said that the staff of Radio Kerry are very proud to represent the people of Kerry. She thanked the staff, listeners and advertisers for their continued support for the station and said that Radio Kerry looked forward to continuing to work with them to further develop the services it provides. Fundraiser Raises €1,834 for Breakthrough Cancer Research
February 2025 – The annual Tom Quirke ‘Hearts & Flowers’ Memorial Fundraiser once again united the community in support of Breakthrough Cancer Research, raising an incredible €1,834 in memory of the late Tom Quirke. For the eighth consecutive year, Mounthawk Montessori School & Busy Bees Nursery, Maureen’s Childcare Centre, Oak Park Montessori School & Before The Bell, and Balloonagh joined forces to honour Tom’s legacy and contribute to cancer research.
Organised by Tom’s wife Maureen Quirke, daughter Susan QuirkeCrowley, and Helena Wallace Dowling, General Manager, the event takes place annually in
February to celebrate Tom’s life. A devoted family man and cherished community member, Tom passed away from pancreatic cancer in August 2018.
“We are overwhelmed by the generosity and support we received from our community,” said Maureen Quirke. “The parents and families of the children attending our settings continue to show incredible kindness in helping us support Breakthrough Cancer Research.”
Susan Quirke-Crowley reflected on her father’s lasting impact:
“Dad always celebrated life, nature, and community. He was here for our first fundraiser in 2018, and in his honour, we will continue raising awareness for pancreatic cancer and
supporting the incredible work of Breakthrough Cancer Research. As he always said, ‘The show must go on,’ and we will ensure it does.”
The funds raised will support over 165 researchers working to develop better detection and treatment methods for difficult-to-treat cancers.
As part of the celebration, each child received a ‘Hearts & Flowers’ personal portrait, and every parent was presented with a flower to mark the occasion. The Quirke family and organisers extend their heartfelt gratitude to all contributors for keeping Tom’s memory alive while supporting this vital cause. Down Syndrome Ireland (DSI) members met Tánaiste Simon Harris ahead of World Down Syndrome Day on March 21st.
Among them was Yann O’Carroll from Tralee, a member of Kerry’s Regional Advisory Council (RAC), which advocates for people with Down syndrome on issues like transport, employment, and education.
During the meeting, DSI members shared their experiences of employment, independence, and advocacy while highlighting necessary societal improvements.
Yann described the meeting as “enjoyable,” while his father, Gerard O’Carroll, President of DSI, called it a great opportunity to share the organisation’s work and give a voice to people with Down syndrome.

Danny says ¨What a great question, Mary. I know owners who really stop interacting with their pet because of itchy smelly ears.
Unfortunately for you, the range of problems that cause ears to react this way is vast. Included with this would be ear mites, harvest mites, bacterial yeast and fungal infections, allergies and intolerances. But there are some simple rules to follow as an owner to limit the risk of these occurring and lessen the severity if they do. Most owners have their dogs inside the house at least part of the day. Its important to remember your dog has a fur coat that limits its ability to cool down. Dogs cool down with panting and sweating, mostly though their feet and their ears. In other words, blood is directed to these areas, and moisture is evaporated from the hot skin in order to cool down. If you turn this around, then the ears are often the hottest part of the dog.
We humans have a range of normal bacteria, yeast and fungi (flora) on our skin and dogs are no different. This flora lives on dogs in limited numbers due to the health of the skin and also keep each other in check so nothing overgrows. If you have a dog that is too hot most of the time and the ears are moist from overheating, there is an upset to the balance these organisms and one or more of them will overgrow. You know the infamous wet dog smell? That’s an overgrowth of yeast on the skin.
So the simplest advice is to keep your house not too warm and check on your dog to make sure it is not overheating or wet all the time from rain and not properly drying. You will be amazed what difference these small changes will make to repeated ear infections.¨
Local singer and artist Ben Glavin will take center stage at the Kerry Choral Union event this Friday, March 21st, at 7:30 PM in St. Brendan’s Church, Tralee. He will perform alongside the visiting official Colwyn Male Voice Choir in what promises to be a spectacular musical evening. Ben’s journey in music began with the Holy Family School Choir under the mentorship of Audrey O’Carroll. Growing up in a musical household, with his mother Reena as a music teacher, he developed a deep passion for music. A talented multi-instrumentalist, Ben played the bassoon and participated in the National Youth Orchestra and the Irish Youth Wind Ensemble.
Though music was always part of his life, Ben fully embraced singing after school, refining his vocal skills under Sharen Reidy. He pursued a Bachelor of Music at the Cork School of Music, becoming a key member of Madrigal 75, the Irish Youth Choir, and the Irish Youth Chamber Choir. His talent led him to perform with the European Youth Choir, representing Ireland on two occasions.
Now in his final year of a Master’s in Choral Studies at Dublin City University, Ben also teaches with Music Generation Kerry, inspiring the next generation. His performance on Friday night is highly anticipated, showcasing his exceptional vocal talent.

Our Division 1 campaign began with a strong away win in Kilcummin. Despite an even start, a Gearóid Savage goalgave us the edge at halftime (1-06 to 0-07). The second half saw a dominant defensive performance, with Jack Savage, Darragh O’Connor, and Conor Hayes leading the attack. A clinical finish secured the victory. Next up: Spa at home on March 30th.

Angrily, Art threw back the bed clothes and got out of bed.
“Where are you going?” Janet asked. “To get my teeth!”
He plopped it down on the sand and did CPR, as the dog’s owner watched nervously from aside. The dog spat out water and stood up— the lifesaver saved it.
“Oh my goodness, thank you so much for saving my dog!” the owner said, “Are you a vet?” “Vet? VET???” the German excalimed, “I’M LITERALLY SOAKING!”

I loved my wife Lorraine in the beginning, but for the longest time I’ve had a crush on my friend ClaireLee Robins, who I know feels the same way about me. Eventually Lorraine found out about my secretive feelings, and just like that, she packed her bags and left. I do feel bad about it all.
But then I realised; I can see Claire-Lee now Lorraine has gone.
