Goody Bag Giveaway CALLS ATTENTION TO CHILD ABUSE AWARENESS By Chris Frost Oxnard-- The Family Protection Unit for the Oxnard Police Department was out making a difference, April 10, as officers gave away Goody Bags to call attention to Child Abuse Awareness at the service center.

HE first 200 children stopping by at the Drive-Thru event got small toys and information about local services and educational resources to support Oxnard families. Oxnard Police Department and Family Investigations Sergeant Scott Aaron said April is Child Abuse Awareness Month, along with Sexual Assault and Abuse Awareness Month. “We’re trying to do some community engagement and bring some awareness to these two issues,” he said. “In the goody bags, we have pens, little toys, information for parents online, and some do’s and don’ts for watching your kids online.” While children are online, they can meet strange people, and the parents may not know n Goody Bag, see page 7
Supervisors amend ordinance and reduce vehicle encampments in the county By Chris Frost Ventura-- The Board of Supervisors, April 13, adopted an ordinance amendment restricting parking in designated areas of the county. The group also received and filed a presentation of the need to reduce the scope of the current parking program and discussed vehicle encampments
and habitation in other parts of the county. The parking permit program encompasses areas of North Ventura Avenue, Crooked Palm, Cañada Larga, and Casita Vista for the population at that time. Parts of Crooked Palm and North Ventura Avenue have been eliminated n Encampments, see page 8

ITH all that said, there are distractions in life, and they need attention. If you fall behind, you dig in and work harder. One big distraction is my kids. I’m not talking about my human kids; they’re grown and successful, even though I raised them. I’m talking about the furry ones, Daisy, Buddy, and of course the evil one, Ziggy. Here’s a typical morning; I get out of bed, go downstairs and prepare breakfast. I don’t eat first because Ziggy is waiting, hungry, and he’s never willing to negotiate. It generally starts with obsessive meowing, and then it evolves to a full-on howl. I always accommodate the evil one, but he gets in his own way as he stands over his dish, crowding me out, and if I try to move the dish to fill it, he’ll follow me and crowd me out again. Once Ziggy gets handled, that’s Daisy’s cue to run my life. Before I make breakfast, I usually test my

By Connor Forbes My father-in-law had an Easter vision. In his mind he saw a basket cut from a watermelon and filled with fruit salad. Being the intrepid food explorer that I am, I decided to try and make that happen. Besides, it combined food, knives, and arts and crafts. The perfect way to spend Easter Sunday. Not only did I succeed in making a wonderful fruit salad the watermelon basket turned out great. OU know how I love to approach a dish, no matter how big or small. I find a couple of great flavors and combine them into something extraordinary. I always strive to make the best version of a dish with simplicity and creativity. So lets dive into the most delicious, most simple, fruit salad. You will fall instantly in love. Ingredients - 1 small watermelon - 1 cantaloupe - 1 pineapple - 1 cup strawberries - ½ cup blueberries - 1 lemon squeezed - 10 leaves of mint, chopped To Make Cut a watermelon into ¾” cubes. Deseed and cut cantaloupe into ½” cubes. Pit pineapple and cut into ½” cubes. Cut strawberries into ¼’s longways. Combine in a bowl with the blueberries, lemon juice and mint. Mix. Serve and EAT!

an option for three more. The action also authorizes the city to purchase 10 EKG Monitors and 10 Stair-Pro Chairs to be placed on Falck Ambulances, purchased from Stryker Medical, which costs $492,000. The city’s cost for the
agreement with Falck is $7.1 million for the fiscal year 20212022 for the first full year, including all startup costs, and the appropriation will be in the 2021-2022 budget. The city anticipates a cost recovery reimbursement of $9.65 million. Collections
on reimbursements will run between 3-6 months behind on the initial startup, so there will be some seed money to get the program stood up. The cost recovery from transport user fees will cover the equipment’s cost. Oxnard Fire Department
Chief Alexander Hamilton presented the item to the committee and said he’s excited to bring the ambulance service contracts forward. Hamilton said the agreement required a Herculean effort to get the agreements ready. He applauded the city staff for the work, particularly the finance department, city attorney, and city manager’s office, which did a lot of work in addition to the fire department. In 2010, Gold Coast Ambulance, the city’s current ambulance provider, was purchased by American Medical Response (AMR), and the ambulance compliance response rate dropped from 96.56 percent in 2010 to 91.47 percent with “exceptions.” “Not initially, but that’s when we started seeing a drop in service,” he said about Gold Coast after AMR purchased the company. “What happened when AMR purchased Gold Coast
Ambulance was it allowed AMR to move ambulances in and out of the area known as Ambulance Service Area (ASA) 6 into other ambulance service areas,” Hamilton added. “What that meant is that we saw an increase in late ambulance responses.” He pointed to a map tracking response times and said in some areas, response times were over 15 minutes. “They were focused on the south end of Oxnard,” he said. Oxnard Fire started analyzing the delays in 2017, and they found the highest number of delays occurred in the lowest income neighborhoods. “Out of frustration and the fact that we weren’t able to have this situation adequately dealt with through the Emergency Medical Service (EMS) agency, the Oxnard Fire Department was awarded a Community Development Block Grant (CDBG) to help
address the issue,” he said. “We were able to address the issue through starting the Oxnard Fire Department Advanced Life Support and Paramedic Program.” That program started in 2018, and the city experienced response time improvements immediately, particularly in the south end of the city. “Another thing that changed the way we operate is the pandemic, which had a major impact on private ambulance provider’s revenues,” he said. “There was a drop in 911 responses when the first lockdowns occurred, although our responses went back to normal levels by September. There was a significant drop in non-emergency transports. Thousand Oaks-The conversation about diversity within the City of Thousand Oaks continues with issues surrounding racial bias in the city, including policing, banking, real estate, and a “significant exclusionary mindset” within the city.

HE city and staff involved the public on environmental justice and equity elements in its general plan and addressed diversity, equity, and inclusion on March 16. Matt Raimi from Raimi and Associates told the city council that over the last 90 days he’s
about improving social equity in the city and while updating the general plan. “One thing that came up, and we didn’t get much from the data, mostly because it’s not available, but there is some racial bias in the community, including policing, banking, and real estate,” he said. “It’s not widespread, but it is out there. There’s a specific exclusionary mindset in the city that made the people we talked to uncomfortable. There is limited housing for the majority of people who work in the city. There’s a lack of affordable housing, and there’s overcrowding in the area, particularly in the lower-income areas.” The data showed there were concentrations of low-income populations, and there is limited access to services for people
“There was a lot of conversation about the lack of transit services across the city and being able to access the places that would be beneficial for people to go to,” Raimi said. “There’s a lack of access to the internet and technology, especially for seniors and the lower-income populations. There is limited culturally appropriate outreach and information. I know that even in the last 90 days, the staff has made great strides with that.” There was a feeling there was not enough commitment to equity-focused and anti-racism work, he said, and there isn’t adequate representation in the city government. “It wasn’t just a complaining session,” he said. “In fact, there were a lot of really great ideas that came up. The first sugges-
tion is that the city should have a commitment to equity. Some of the suggestions came up already about the city having a committee or commission to address equity conclusions supporting anti-racist or anti-biased training among the city staff and making sure there is more diversity in boards and commissions. There were some comments about access to healthy food and a lot of comments about increased access to technology, including expanding the distribution of computers to low-income students and older adults.” There were also discussions about expanding broadband access and building partnerships with school districts to ensure everyone has access to the internet. “Improved transit came up a lot, and I know this is a more
difficult one because of the development patterns in the city which don’t support increased and significant transit service,” he said. “There were lots of stories about how difficult it is to get to many places you need to get to through transit. There was a desire to have more culturally appropriate outreach and information. There was a request for more police accountability to make sure they are held accountable for any unfair and racist behaviors.” One of the themes from the general plan that kept popping up was the affordable housing element. “There are lots of comments that came up throughout the work we have been doing because they do highlight there are some exclusionary sentiments that are happening in the city,” he said. “There
is a fear of people of other incomes, which is equated sometimes with race, which comes with changes to the city.” He said people think that traffic, crime, lower property values, and lower quality of life would exist if mixed-use development is allowed. “Why is Thousand Oaks driving property owners out by creating low-income housing for people without jobs or incomes,” Raimi said. “I speak to my similarly educated and high-earning friends, and they all want to leave, as well, if additional housing is created, specifically low-income and high-density. A couple of apartment complexes built in less desirable areas on a gradual basis would be a more intelligent way to go.” for the complete story, visit tricountysentry.com

Volunteer Kate Crandall got crazy to a point. “I didn’t like that all my activities were shut down,” she said. “I do a lot of volunteer work for the Elite Theater and different things, and they were all shut down. My gym, and my tennis, everything.” Rubin enjoyed having a reunion after such a long layoff. “Some of us came over this past Wednesday,” she said. “We’re not sure how many volunteers will be coming back. I’m also not sure about any of the summer activities we typically have done. Maybe, we can do the Chowderfest in August.” John and Erin Hanson saw the museum was opening and took advantage of opening weekend. “About a week ago, my wife said to me do you remember that little bar we stopped by in Pasadena; we should go back to see the model ships,” John said. “I

My wife is fully vaccinated, and I’ve had my first.” Erin said John drives the boat. “He’s the one who keeps us afloat and alive,” Erin said. “Since there isn’t a back seat on the boat, he gets to do the driving.” She’s delighted to come back to the museum. “I appreciate these ladies who have put in the time today, open the museum, and make it possible for us to come,” she said. “It’s a little transition out of Covid-19, and I am delighted.”

That’s our first priority.” Aaron said keeping a professional approach negates the possibility of families taking flight. “Ideally, we make contact with the kids at school, but it has been a challenge during this pandemic,” he said. “We like to talk to the kids when they aren’t under the influence of their parents and gather as much information as we can before we take it any further.” Aaron has been in law enforcement for over 20 years and has worked in various roles, but he finds his current assignment rewarding. “Especially when you’re dealing with a successful resolution of a sexual assault,” he said. “This is a tough topic that many people don’t want to talk about, but we’ve found a way to put a spin on it and get people to talk about it.” If someone has a problem, they should call 911 right away. “That will start the process,” he said. “My detectives don’t work 24 hours a day unless there is an acute case that is happening right now, but if you call the police department or child protective services, that will start the ball rolling. We cross report to each other’s agency to let them know what’s going on.” Victim Advocate 3 Monica Alamillo said the One-StopShop Family Justice Center is kid-centric and focuses on being a healing space for the children. “There are so many different scenarios where we’ve had situations where single mothers come in and have zero resources, like food, diapers, and basic needs,” she said. There have been situations where the Family Justice Center has been able to provide gift cards for food, diapers,
toiletries, services for legal aid, public benefits, housing, and shelter. Welcoming children into our center is inviting and peaceful. There are murals all over the place.” Clients are always welcome to come back. “Our victim advocates keep in touch and follow up with them,” she said. “We make sure that they’re thriving, have the resources, and always know they can come back. It’s a safe place to always come back to.” Victim Advocate 2 Candice Justus got involved with the Family Justice Center because she’s interested in human services and helping people. “I’ve always been an advocate, even when I was a child,” she said. “I wanted to help people and make sure their rights are honored, and

Voices survived a sexual assault and joined Voices when they decided to open the Family Justice Center and continue paying it forward to others. “We were the ones working on the ideas, what we wanted and needed, and locations,” she said. “It’s the healing and finding all these compassionate souls to listen to everything the victims have to say to help us heal and turn us into survivors and not be victims anymore but overcoming what’s been done to each of the members.” When she someone who’s been assaulted, Cyndy said being professional and not letting empathy get involved is the key. “They’re the ones that really need the help,” she said. “We need to help them and

We also have an emergency 24-hour shelter for 30 days. It’s a temporary shelter, but it’s designated for women and children trying to leave their abusive partners. it’s happening. “There are apps geared towards kids, like Mindcraft, Roadblocks, Snapchat, and Call of Duty that are becoming a big thing where adults are meeting kids online during these live gaming exercises,” he said. The department sent information out about the giveaway on Facebook. “Any children who come down here will get, while supplies last, a free goody bag,” he said. Awareness is the key, he said, whether they come down and get a bag or talk about the event. “We had a pinwheel post to bring awareness to child abuse awareness, and we have different colored hands upon the windows for Autism Awareness,” he said. “Investigators for the Oxnard Police Department will be wearing denim on the 28th in solidarity for sexual assault victims.” Aaron said when the child lives at home with the abuser, it’s hard to reach out. “Especially now, during this time, where kids are kept from being in school,” he said. “Schools are safe places for these children. If they’re kept at home and not allowed to go to school, they have nobody to report to because the person they’re around all the time is going to be the offending parent or someone covering for the offending parent.” When the police hear about a possibly abused child, the Oxnard Police Department will initiate an investigation. “We’ll go out and try to gather as much evidence as we can, do interviews, and see if we can build a criminal case,” Aaron said. “If nothing else, we’ll get family services involved and make sure the

with the action. The program was not designed for new permittees or participants. One example of this was surfers from Michigan who arrived, parked, and planned to surf, but they were removed because they were not part of the program. Supervisor Matt Lavere gave a status report on the program as it reaches its halfway point. The ordinance became effective, December 9, 2020. “The program requires residents to engage with homeless services and work on permanent housing solutions and other necessary services,” he said. “This is a hand-up, not a hand-out approach. The goal is to get these individuals whatever assistance they need to get off the streets and into permanent housing.” There is a required weekly movement between the two housing zones, he said, and weekly services get the residents service via a One-Stop
location that provides a shower pod, medical services, caseworkers, and Sherrif’s Deputies at the site. “Each participant is required to renew their permit on a monthly basis,” he said. “If a participant does not meet the requirement, they are removed from the program, and they are no longer able to park in these zones.” LaVere said one of the bigger concerns was environmental, with trash buildup and dumping in the Ventura River. “This program addressed these needs by providing additional portable toilets, additional dumpsters, and by providing weekly pump-out services for those individuals in the program to ensure that greywater and waste isn’t illegally dumped into the river,” he said. “It also requires monthly check-ins so that individual participants can receive the most effective services. We really have seen results. In the first five months, there has been a 50 percent drop in the
permittees. People are either finding long-term solutions or leaving the area. I want to spend the next seven months focused on these individuals.” He applauded the individuals working on the program and their deep care and concern for people receiving help. “Many of these individuals have been great,” LaVere said.
He called the mobile clinic for the people a doctor’s office on wheels. “Many of the people in this program require medical help, and they’re getting that on a weekly basis,” he said. “That’s a big success for this program.” Specific successes he pointed out were nine RVs relocated to San Luis Obispo in a Tiny Home Enclave that were all living together on North Ventura Avenue. “Through casework and the assistance of so many, we were able to identify a tiny home enclave in San Luis Obispo where all nine recently moved,” he said. “There’s also Thomas Fire families who lost their home, and they had four RVs living on North Ventura Avenue. We were able to place them into a Habitat for Humanity program and achieve long-term permanent housing.” There were also concerns about criminal activity in the area, he said, and because of the work of the
Sherrif’s Deputies, they identified three RVs being used for drug sales. “Those individuals have been arrested and those RV’s towed out of the program,” he said. Deputy Jason Havelka from Los Angeles worked on the program a lot and has built meaningful relationships with people at the OneStop Program. “It’s been rewarding to see the success happening in the last six months,” he said. “We’re going from 90 permits being handed out to I believe 43 at this point. Some of the crimes we have dealt with down there run from drug possession to drug use. There’s been stolen vehicles down there, vandalism, and fights. In the last few weeks, we’ve cut that number down to 43 this morning. HE amendment would include medical clinics and hospitals within Section 1610 (Definitions) as a sensitive use requiring a minimum separation from firearm and ammunition sales and firearm range uses. The Zone Text Amendment out-
and ranges could be located and established a special use permit to review a new firearms business. The Zone Text Amendment does not regulate firearm ownership or an individual’s ability to purchase a firearm or ammunition. During the public hearing, the city council contemplated the potential inclusion of medical clinics and hospitals in the ordinance as a sensitive use. Community Development Department Principal Planner Isidro Figueroa introduced the item to the committee, and he said the city adopted the firearms ordinance on July 16, 2019. “A patient’s safety and security should be protected equally, as the sensitive uses
proposed ordinance,” he said. “Firearm and ammunition sales and firearm ranges should require a minimum 600-feet separation from any sensitive use.” The council directed city staff to potentially include medical clinics and hospitals and report back at a later date. “The Oxnard city code does not contain definitions for clinics and hospitals,” he said. “Using best practices, staff outlined definitions to guide the discussion. A medical clinic means “an organized outpatient health facility that provides direct medical, surgical, dental, optometric or podiatric advice, services, or treatment to people who remain less than 24 hours and may provide diag-
to patients.” A hospital means a health facility with a governing body with overall administrative and professional responsibility, plus a medical staff that offers medical, surgical, nursing, anesthesia, laboratory, radiology, pharmacy, dietary or psychiatric care, and treatment. “The medical clinic definition is not intended to include land uses, such as but not limited to, medical insurance and services, retail, medical equipment and supplies, and pharmacies, unless it’s ancillary to a medical clinic or hospital,” he said. The Medical Clinic definition includes medical research and laboratories unless ancillary to a clinic or hospital, medical devices, equipment
ambulance services, veterinarian services, plus spa and wellness centers. “Firearms-related businesses must maintain a 600foot separation from sensitive uses,” Figueroa said. “Sensitive uses are non-residential daycare, child or adult parks, churches, schools, public or private, any residentially zoned property, the Oxnard Transportation Center and Oxnard Airport. A 200-foot separation is required between individual firearms-related businesses.” The city created buffer maps and plotted over 290 medical establishments based on its business license rolls. “If medical clinics and hospitals are included as a sensitive use, the available area where firearm sales/uses would be reduced by .38 percent to approximately 1.19 percent,” he said about buffer map two. “The community development department
Attorney’s Office, Police Department, and determined the inclusion of medical clinics and hospitals as a sensitive use would provide for a legally sufficient number of parcels to accommodate firearms uses.” He said if the planning department gets directed to pursue a Zone Text Amendment, his report will be the first step in a public engagement process to amend the Oxnard City Code to include medical clinics and hospitals as a sensitive use. The department proposes holding a community workshop, engaging with four existing firearms and ammunition retailers, a Planning Commission public hearing, and a city council public hearing. reading, I’ll take my shot and make breakfast with some carbohydrates and protein. If I make frozen waffles and some cheese, she fine and ready to share. If I make oatmeal or Corn Flakes, the passionate barking and crying start. There are some mornings when Daisy wakes up hungry, and after I’m done eating, she suggests vehemently that I’m still hungry, and she’s always willing to share and communicates this fact obsessively. Buddy’s always willing to share, but when I say done, he moves on and finds something else to chew. By then, Ziggy starts lobbying for another breakfast, which Buddy thinks is the universal symbol for let’s play. That doesn’t go well for Buddy, ever, so he goes upstairs and falls asleep on the bath mat. The only time Buddy and Daisy squabble is when it’s time to go for a walk. That starts a rumble about who gets put on their leash first.
Daisy, aka the queen, gets upset if she’s not first. She’s just like the J-Train when I’m first in the bathroom, when the alarm goes off in the morning or when I’m first in the shower after work. Anyway, I need to get back to work, so I am doing ranting. I noticed this morning on Facebook that the story about the Ambulance agreements in Oxnard made one of the other papers in the area, the big paper, 10 days after I did the Tri County Sentry story about the same subject. I also covered the Supervisors’ action the week earlier, which is why I emailed Alex Nguyen to do a follow-up story. That means I need to get writing so the slow paper can read The Sentry so they can find something interesting for their paper. You could follow the recycled news, or you can read about it while it’s happening. Like I said before, I’m a worker, and I am an obsessed workaholic because informing the public is what I do.
