County redistricting meeting tries to strike a balance By Chris Frost Tri County Sentry Ventura-- The Ventura County Board of Supervisors, Tuesday, November 9, held a public hearing about redistricting the county and requested that maps 77412 with modifications and map 78227 move forward with tweaks. Those maps will be re-examined on
November 16. The supervisors received draft alternatives for supervisorial maps pertaining to the county and provided direction to the staff. Oxnard-- I got some great news this week, as my daughter-in-law was approved for the kidney transplant list at John’s Hopkins University Hospital.

HE’S been on dialysis for months, as she woke sick one morning and her kidneys stopped working. It takes some time to get on the list. Before you qualify, you have to be medically cleared for everything and anything under the sun, so when they transplant the kidney, the recipient’s body will accept the organ, and it becomes a success story. I have to take a minute, though, to praise my daughter-in-law, who is one of the greatest fighters I have ever known. She’s on a restrictive diet, she gets hooked up to a dialysis machine for multiple hours a couple of times a week, and she stays positive throughout the whole thing while doctor after doctor runs tests on her. On some level, I get it, as I take insulin, watch my diet and test my blood anywhere from 3-5 times a week. Of course, she’s gone through

together this cleanup for La Colonia, which is important. It’s part of our priorities that we put together with the city council. Clean up our parks and clean up our streets. There’s a lot of people helping us out here. We have the police, we have SEIU, and we have the 585 and some of the CPOs from the Navy base. Their training has to do with community development and community service.” He loves making La Colonia look good. “Many times, there’s a perception that La Colonia is not being helped, but we are,” he said. “The Neighborhood Chair, Mr. Ramon Lopez, is really happy that we’re here today because he couldn’t make it because he’s working at Costco today.” Lopez asked the Mayor to thank the volunteers who came out to make a difference in La Colonia. When Zaragoza took office, he told people to take the initiative and make Oxnard look great. “It’s our city, and if all of
us get together, we can clean up our city,” he said. “One of the things we’re doing is putting together a task force to put some monuments at the entrance to our city saying Welcome to Oxnard.” Councilman Oscar Madrigal organized the event with Mayor John Zaragoza, and he said the Meet Up Clean Up is a great way to build the community. “It was all the mayor,” he said. “I already ate breakfast, so I’ll stay away from the donuts. Donuts are my weakness.” Meet Up Clean Uo Volunteer Coordinator Debbe Estrada was ready with snacks for the cleanup. “They have certain alleyways blocked off that we’re going to be working on,” she said. “I think there’s about five or six (alleys) of them.” She said there are plenty of snacks for the crew. “We have hot dogs coming for lunch, breakfast snacks right now, and water all day long,” Estrada said. “So far,
we’re doing pretty good. We were on time, and we’re all set up and ready to go.” Vice President Alex Mireles from LiUna Labor Unions of North America brought his crew, and they were ready to work. “We’re just here to volunteer and give back to the community and help out,” he said. “We get involved with other events. Toy drives that help our community. We build roads, and we build through construction. This is
planning agency as its main function and by federal law has to update its regional transportation plan every four years. Steinberg said to every community, you have a housing element, and it’s one of the seven housing elements you have in your general plan, and it’s the only one you have to update every five years. He said you can update it every eight years, but you have to tie it into this regional transportation plan. You have to go along with the Metropolitan Planning Organization, which in this case for us is SCAG when they give you these numbers, and you have to go along with that. Otherwise, you have to figure this out on your own.” He said SCAG is looking at land-use patterns in every city and county general plan, and they want to know what they have planned for commercial and industrial development. “These are job generators,” he said. “Remember the need for housing, the demand for housing is not because you are creating housing, it’s because you’re creating jobs. Where there are jobs, there
is a demand for housing. SCAG went through this whole process and looked at everybody’s general plan and said what you’re seeing, you’re saying your general plan is to be. So this is what your housing needs should be as they work out these RHNA (Regional Housing Needs Assessment) numbers. There’s always been a fight, and this is the sixth cycle of the RHNA. I was in on the fourth and had to sit on the fourth and had to sit on an appeals body like you and on the fifth as well. The idea is that SCAG is the bad guy; they’re not. All these numbers start up at the State Department of Finance, which has demographers up there. The demographers look statewide and see how many people are living, how many people are being born, how many people are dying, how many people are moving in, and how many people are moving out.” Morehouse said that’s how SCAG puts out the numbers, based on what your intention in your community is for the job creators.

neighborhood. “My grandparents live around the corner,” he said. “Labor has supported Mayor John Zaragoza since he first ran for office all the way to supervisor. We’ve always helped him, and he always makes sure that we have the resources for our community.” New Apprentice Cesar Paz was excited to jump in and contribute to the community. “I’m an apprentice to hopefully become a journeyman construction laborer,” he said. “I hear they are always giving back to the community, and I live here, so I thought it would be a great thing to put my hand in as well.” Joseph Mendez said he volunteers because he wants to make the world a better place. “This is right around where I live,” he said. “I come and go to functions like softball games around here.” He’s looking forward to the hot dogs after a day’s
work. “Make sure they have enough mustard and ketchup,” he said. Armando Gaona lives in Oxnard, and he wanted to give back to the community with the rest of his union. He loves contributing to his neighborhood. “Making something that looks like trash look brand new again,” he said. Luly Lopez from the City of Oxnard came out to do her part. “It looks like we have a really good turnout,” she said. “There’s a collaboration between the laborers, the police officers, and some residents, and we have City Corps. This is a good partnership with the neighborhood.” She planned on getting in a great workout. “I brought my own gloves, I brought my cutters, and I’m ready to go,” Lopez said. “This is a great turnout. It’s early, and I’m sure we’re going to get more residents coming out.”
“What was going on was that you always had to plan for housing, but you never had to do it,” he said. “It seems to me, the frustration on the part of the state is that it’s gotten a little frustrated with some communities. There are some very bad poster children out there, Rancho Mirage, Rancho Palace Verdes, who say it’s nice to have the people come in and blow our leaves and do our lawns and take care of our kids, but we don’t want them living here. The state got fed up with that and said, okay, you’ve got to plan for all kinds of strata in your housing element. You also have to plan for trying to cut down on commutes because that leads to the air pollution which is the driver of a whole lot of this, to begin with.” He said the state has come down with two bills, SB9, which allows two homes on a single-family zoned property, and SB10, enabling cities to increase density near jobs and transit for up to 10 units without an environmental review causing angst among local jurisdictions. “We now have to face what
we’re going to do with SB9 and SB10, particularly, which is kind of following what has happened in Minnesota, which says they don’t have singlefamily zoning anymore,” he said. “They basically eliminated it, so you can build more houses on your lots.” When talking about the challenges facing cities with housing, City of Santa Paula Planning Manager Jeff Mitchum asked the audience to raise their hands if they’d like their housing to be more affordable. The question drew lots of laughter. “That’s the good part; we all get it,” he said. “I’m preaching to the choir here. What I find most challenging is how we take this inertia and move it forward into action. That’s the downside of this, and it’s a little bit ugly. There’s the bad side which is systemic opposition, innovation, or a lack of innovation culture within our organizations. There’s a lack of literally bi-cubicle by inline staff workers—a lack of coherent policy that’s conveyed through the workforce, and I see that
daily. That takes a lot of time at the staff level to essentially tool up to address these challenges, conflicting that with top-down mandates that are fire-hose legislation from Sacramento with less than ideal preemptive outreach to my level.” He said the conflict creates time and inefficiency in the delivery of the fundamental human right of shelter. “Fear is an extreme motivator,” Mitchum said. “We deal with it daily, and it manifests itself in forms like NIMBYism (Not in My Back Yard), inequity, inequality, and the presumed right of ownership over your neighbor’s land to preserve livability. What I strive to do daily is to display, describe, and convey in explicit, simple terms both livability metrics and sheltering our humanity, starting with the most vulnerable.” Thousand Oaks City Manager Andrew Powers said the city’s focus is to control what they can control. I think almost every air quality district, particularly South Coast Management Air Quality District, which handles L.A., the inland empire, and Orange County. Our air quality district here had gone to every stationary source they could; dry cleaners, everybody to cut down on things.” He said Senate President Pro Tem Darrell Steinberg came up with Senate Bill 375, which he said tried to address the jobs and housing imbalance. “We had all this distortion,” he said. “Jobs were being created in one place; housing affordability was too much. We particularly saw this in L.A., and everybody moved to the inland empire, and then you had these major commutes for 2-2.5 hours out of Apple Valley and wherever else. Steinberg’s solution was to say during the housing element process, even more than that; SCAG (Southern California Association of Governments) is a regional transportation

NEWS County redistricting lights fire to keep Camarillo whole By Chris Frost developed into five new Tri County Sentry districts and still achieve Camarillo--The City of Camarillo held a follow-up discussion, Wednesday, October 27, about Ventura County’s Redistricting efforts and voted to send the Ventura County Board of Supervisors a motion that it, to the greatest extent possible, respect the geographic integrity of the City of Camarillo.

HE county is currently redrawing supervisorial maps and voted 4-1 to move forward with draft one, which divides Camarillo between two districts, draft two, dividing the city between three districts, and a map from Supervisor Kelly Long, dividing Camarillo between three districts. The supervisors voted Tuesday, October 19, to move forward with draft maps one and two and the map submitted by Supervisor Long. Community Relations Officer Michelle D’Anna said the concern with the maps is that it divides Camarillo into multiple districts. “The city’s desire is to remain whole within one district,” she said. “City staff interacted to use the county’s interactive mapping tool to look at various possibilities for keeping the city whole while achieving the board’s goals for this process.” She presented a potential map for consideration and said the county could be
the priorities the board has established for the county. “That includes creating majority-minority districts, keeping all of the cities intact, with the exception of Oxnard, which is currently divided into two districts,” she said. “Also, it can achieve a population balance which is within the 10 percent deviation maximum, which is allowed.” D’Anna said for Camarillo to meet the majorityminority district criteria, the city needs to have a 50 percent plus one, eligible Hispanic voter population in one district. “The board made it a priority to form two of these majority-minority districts,” she said. “The map we provided only provides one minority district with the 50 percent plus one criterion. It does keep almost all the cities intact and also demonstrated a 49 percent Hispanic majority, based on population by race in a second district. We are continuing to work on other options that could bring us closer to what the county has identified as a priority.” She asked the council how they should continue before sending the input to the county. Mayor Charlotte Craven noted that it isn’t just a majority of a minority they are looking for in each district; they are looking for a majority of Hispanic voters. “They are not including black or Pacific Islander or any other minority in their minority where they want two districts, and two have
a minority,” she said. “That’s important because it’s easier if you include all of the minorities.” Councilman Kevin Kildee said they have one district with a majority-minority, but they have a second district that is close to the same goal. “The way that we created it is that it does have a 49 percent Hispanic majority based on the population by race,” D’Anna said. “The board’s priority for a majority-minority district, the criteria that it needs to reach is 50 percent plus one of the eligible Hispanic voters in a district. That’s actually a different category
than the population by race category.” Councilwoman Susan Santangelo asked again if the county’s priority is that there are two districts. “That’s correct,” D’Anna said. Councilman Tony Trembly said during previous comments at the council map two was considered egregious. “I stand by that,” he said. “It carves up Camarillo like a Thanksgiving turkey,” he said. “I think it’s fair to say that parties are continuing to work on maps. What I have done is I drafted a motion that I think acknowledges the position we took before
while at the same time indicating our concern the geographic integrity of the City of Camarillo remains to the greatest extent possible.” He suggested to the council that the motion indicates the city’s concern about geographic integrity. “The council, number one, acknowledges the intent of the Board of Supervisors’ intention to establish two majority-minority supervisorial districts,” Trembly said. “Number two, strongly request to the Board of Supervisors to the greatest extent possible respect the geographic integrity of the City of Camarillo and
other cities in a manner which at least minimizes it into multiple supervisorial districts.” He also urged the Board of Supervisors to adopt a map by the city staff or a similar map that strikes the greatest balance between majority-minority districts, respects cities’ geographic boundaries, and their population or proportionality. Kildee said cities under 100,000 people should remain whole. “Whoever the supervisor is, it would be extremely difficult to represent a city under 100,000 if it’s carved up,” he said. “Once you get over 100,000, there is a potential that you cannot be able to remain whole. Over 200,000, you almost have to expect that you’re not going to be whole. This district staff has shown us. I believe Santa Paula is actually in District One, and Filmore is in District Three. The idea from some people there is to have Filmore and Santa Paula together. This doesn’t do that, but what it does do, it keeps Filmore whole. It keeps Santa Paula whole and Moorpark too. The issue with Moorpark was whether they were going to stay in the Simi Valley area or were they going to get moved into another area too.” Craven firmly supports the motion. “Camarillo needs to be kept whole in whatever supervisor district it’s going to be in,” she said. “I really don’t like being divided up in two, and I really don’t like being divided up into three, and those are the maps.”

needed to come in for an appointment. I heard him let out a loud howl about midnight Sunday morning, and then it was quiet. The J-Train was destroyed, and she cried a lot since Ziggy was her cat. I loved Ziggy, but it would frustrate me when he would claw and
destroy the furniture. Ziggy would curl up in bed and sleep with the J-Train, and Zigg would purr and put her to sleep totally content. Well, most of you know that I am kind of off the wall and difficult to deal with, but I will comfort and console the J-Train every time the
situation is bad. I take care of the J-Train, just like the J-Train takes care of me. We’re just a little different. We come from the New York City Metropolitan area. Our zip code changed, but that’s the only thing that changed. We’re fighters just like our daughter-in-law.

HE action approved a $217,000 budget appropriation for the use of the federal, $60,000, and state asset forfeiture funds, $157,000, allocated to the
Dalia Campbell presented the item to the committee and said the Oxnard Police Department participates with various outside agencies like Ventura County, the State of California, the Department of Justice, and the Federal Bureau of Investigation (FBI) in the investigation and prosecution of narcoticsrelated crimes. “Through equitable sharing, the net proceeds of the forfeiture are proportionately shared among the participating agencies,” she said. “These equitably shared funds must be used for law enforcement
resources of the law enforcement agencies. The funds shall not replace or supplant existing resources. This year’s appropriation is to fund multiple areas, such as training that is not reimbursable by California Peace Officers Standards and Training (POST) and to purchase various equipment not covered by the general fund.” As part of California Health and Safety Code 11489, she said the state mandates that 15 percent of the State Asset Seizure Funds be used for the sole purpose of funding programs
designed to combat drug abuse and gang activity and show wherever possible
involved educators, parents, and community-based organizations. “The Oxnard Police Department will set aside funding of $50,000 for community-based programs designed to address this issue,” she said. “The department will conduct an application process for the local community-based organizations to participate.” Mayor John Zaragoza noted the money definitely helps the police department. “These are monies confiscated by ill-gotten gains and the seizure of other assets from individuals that prey on vulnerable others,” he said. “This is going to
greatest extent possible. “The board took two specific actions at your last meeting,” he said. “One was to direct two majority-minority districts on all future maps that are brought forward,” he said. “Secondly, we keep the cities as whole as possible.” He said on the next round of maps, the board should keep Moorpark within the same district as Simi Valley, keep Saticoy within the same district as Ventura, and keep the Ojai Valley within the same district as Ventura. “Another was to include the Channel Islands, the Port, and the Naval Bases within the same district and keep the Santa Monica Mountains within the same district as Thousand Oaks,” Stephens said. “Also, we should keep our agricultural areas in the same district if at all possible and keep the north coast communities within the same district as Ventura.” He also said Camarillo Airport and City Hall should be in the same district, and the City of Port Hueneme and the Port of Hueneme be within the same district. Consultant Chris Chafee from Redistricting Partners told the board and the public that the first thing they must do is follow the Constitution and federal law. “One of the guiding lights to do that is abide by the 14th Amendment to provide equal representation and follow Section Two of the
Voting Rights Act, which is a prohibition against racial disenfranchisement,” he said. “It follows your actions at the last board meeting to only receive maps that have two majority-minority districts aligned with these requirements.” The county must also abide by the Fair Maps Act criteria, which means each district must be of relatively equal size, and all the districts are contiguous. “They should be able to be drawn with one line, excluding the islands off your coast which will be attached to a coastal district,” Chaffee said. “The third item is maintaining communities of interest, and the fourth item, especially at the county level, is to respect city and census-designated place boundaries and keep them whole as much as practical. The fifth criterion is to keep districts compact, both functionally and in appearance.” He said the county is wellbalanced and sits at a 6.9 percent deviation. “However, you do not have in your current configuration two majority-minority seats,” he said. “You have one in District Five, but District Three in this current configuration is only at 40.5, which is well below the mark of 50 plus one.” He said the maps the county will be presented they’ve seen before at the last meeting. “They’ve been developed looking through the DistrictR
maps, looking at the handdrawn maps, and using lots of public comment that has come in other forms,” he said. Chafee presented five maps, including maps 1A and 2A, similar to plans 1 and 2 from the last meeting with slight changes. “They both have two majority-minority Latino seats,” he said. “Plan A splits the cities of Moorpark and Thousand Oaks in an effort to keep Camarillo whole. Map 2A splits Camarillo, and there are also three publically submitted maps that I wanted to elevate as draft plans. INGREDIENTS • 2 lbs chicken breast or thighs, whole • 1 white onion, cut into circles • 3 grapefruits, juiced • ½ cup of cilantro, chopped and divided • ½ cup diced tomatoes, diced • 1 tablespoon oil • 1 tsp salt • 1 lime
A month or so ago I wrote a grilled grapefruit chicken recipe. I love that recipe so much and have been looking for ways to add to this dish. And as usual with new recipes I create, they start with me looking at what I have in the kitchen. And then I let the ingredients be my guide.

DON’T always have a clear vision of what I am going to make in the end so I start with the basics and build out. I had unmarinated chicken, so I instantly thought grapefruit marinated chicken. I had some fun pasta in the cupboard so I thought about how I could
include that. It’s okay not to start with a plan and let it unfold as you go. The creative process can really benefit from this flexibility and allowing the ingredients guide you, instead of forcing the ingredients into a dish.
TO COOK Marinade the chicken in the grapefruit juice with ¼ cup of cilantro, oil, and the salt. Preheat grill and start a pot of water for pasta. Cook the pasta al dente and set aside. Save one scoop full of pasta water when

you drain. Grill the chicken and onion rings until cooked through. Chop them up and squeeze the lime over them. In a large pan combine the chicken and onions with the pasta and the pasta water and stir. Cook on low while stirring if you need to thin out the liquid. Add the rest of the cilantro and the tomatoes and stir. And EAT! This was a fantastic meal for my 2 young boys. They devoured this and were asking for more. NEWS OXNARD PUBLIC LIBRARY REOPENS By Chris Frost Tri County Sentry Oxnard-- Book lovers can rejoice once again, as the Oxnard Public Library has reopened to the public. Cultural and Community Services Director Terrell Harrison said the library has been offering curbside service for a while, but library fans can once again browse the shelves of books full of titles. “We don’t have our large meeting rooms and things like that in there, but our patrons are utilizing the library’s services,” he said. “We’re open for our regular hours at both our Oxnard and Colonia libraries and our South Oxnard branch.” Harrison said the library offers a lot of educational services. “The library is considered more to be a family type of atmosphere, and our library staff is part of that family,” he said. “Opening the doors again was great for them because it’s welcoming back family.” He said the city is asking library patrons to wear their masks while they’re indoors. “We’re asking everybody to stay relatively socially distanced,” he said. “We’re allowing one patron to a table.” Harrison said the library is ready to welcome new people. “Our Librarian, Sophia Kinsey, as well as Danaly Perez, our afterschool program person, and Rene Rakestraw, our assistant director, came up with a wonderful idea, and we’re putting it into practice soon,” Harrison said. “We run 20 after-school programs with the Oxnard School District, and we’re sending out somebody from the library to sign up all the kids in our after-school programs at all 20 sites with a digital library card to get them to use our digital services and encourage them to go into the library. That’s where Rene comes into play. Our senior centers have somebody from the library, and they’re signing up all our seniors for digital library cards as well as encouraging them to go back. We think that this is not going to get hundreds of new patrons, but we’re going to be in the thousands just in our after-school programs and services alone, we over 2,000 young people.”
TIP-A-COP RETURNS TO OXNARD By Chris Frost Tri County Sentry Oxnard-- The Tip-ACop event, hosted by the Oxnard Police Department, returned to the city after a year shut down because of Covid-19 at Dominicks Italian Restaurant Monday, November 8, and Tuesday, November 9, at Yard House.

HE event is a fundraiser for the Special Olympics, culminating with the 35th Anniversary Law Enforcement Torch Run. The Police Department Staff donned their aprons, grabbed their server pads, took orders, and delivered dinners to hungry patrons. The group also had commemorative clothing and SWAG items on sale for people who wanted to walk away with a prize that helps people participating in the Special Olympics. Senior Officer Mike Wood is Team Captain for Team Oxnard PD for the Special Olympics, and they are partnering up with the Law Enforcement Torch Run. “We haven’t done this for two years,” he said. “Now we’re coming back out. We were going to try and do a virtual one (Torch Run) with all the other Ventura agencies, but we opted to do a modified run Thursday, November 18. It’s going to be from 12 p.m. until 3 p.m., over in Kimball Park in Ventura. It will be from Kimball Park to the government center and back. It’s a 4.7-mile loop.” He said just like the Torch Run does typically, they have different agencies that pass the torch. “They’ll show our support to our special athletes,” he said. “We have three athletes here, and they brought me one of the medals to
wear.” He said the Oxnard Police Department is the first agency in two years to hold the event again. “We’re thankful, not just for the people coming here to eat, but for the partnerships with Yard House and Dominicks for allowing us to come in here and literally serve and help raise funds to help the Special Olympics and help these special athletes,” he said. “This helps them have a great time at the Special Olympics.” He said one of the special athletes spoke at the special briefing before the Tip-A-Cop event at Dominick’s, and she lowered her head and said, “I haven’t done this for two years. I miss this.” “This type of support I’m getting is motivating for me and is making me feel more cheerful,” he said. “Hearing that is really motivating for me. We have officers. We have command staff. We have all kinds of different facets of my agency, my department, and members that are here. We also have a representative from the Special Olympics that is here selling shirts.” Wood noted the Oxnard Police Department’s funds for the Special Olympics are low because of the pandemic. “We want to raise as much as we can, and we want to show as much support as we can,” he said. “You rely on revenue from these events to make the Special Olympics happen. We want to keep this
going.” Wood said he’s been with the Oxnard Police Department for 15 years, and he’s worn many different hats. “When I go behind there, and I start pouring drinks and bussing tables, it reminds me of what I do with my agency and serve the community,” he said. “It’s not direct service as far as being in a restaurant; it’s more fun to utilize the job skills I have now and do this inside a restaurant.” Wood said years ago he was on the bike team that rode along with Torch Run. “I have run in the Torch Run Event,” he said. “I was a motor officer in this event and rode a motorcycle alongside this event,” he said. “I have been involved with the Special Olympics, and I see the faces, and I see the positive attitudes of the special athletes when law enforcement shows up and shows their support. “We have the Torch Run coming up on the 18th at Kimball Park in Ventura,” she said. “We’re here selling t-shirts, promoting awareness and inclusion of our athletes.” She called the event special because the Oxnard Police Department stepped up and launched the first Tip-A-Cop in two years. “Our funding has taken a hit,” she said. “Our athletes have a special bond with our law enforcement partners. They miss being a part of events where law enforcement partners come out and give them their medals. They come and cheer them on, and they miss that interaction and camaraderie they have.” She said the Torch Run T-shirts are the top sellers. “We have wonderful new T-shirts this year that has our oath in the back,” she said. “Our oath is “let me win, and if I cannot win, let me be brave at the attempt. Senior Officer Paul Knapp said he’s always been involved with the Special Olympics. “I have a nephew who actually played in the Special Olympics,” he said. “It’s something that is very important to me, to my kids, and my kids like to support this. I try to support them every year I come out.” Knapp was part of the greeting crew. “I was walking around with one of the athletes to the different tables,” he said. Knapp will participate in the Torch Run, despite the Covid-19 layoff. “I’m not in great shape, but the Torch Run is a lot shorter than it has been in the past,” he said.
