NEWSOM EXTENDS COVID-19 STATE OF EMERGENCY By Chris Frost Tri County Sentry Oxnard-- In the Tuesday, November 16 report to the city council, Assistant City Manager Ashley Golden, filling in for City Manager Alex Nguyen, said Governor Newsom extended the Covid-19 State of Emergency until March 31, 2022. “This extension will allow for the resources in case there are any new surges in Covid-19 cases over the winter,” she said. “Those ages five years old are now eligible for free Covid-19 vaccines. Channel Islands-- The local art community came to life, Saturday, November 15, as the Remember November Art Show & Sale on the patio behind Miscellaneous Treasures at 2301 Roosevelt Boulevard featured fine art and photography, paintings, resin art, and lots of unique jewelry.

“How wonderful is this to have this cooperating weather,” she said. “We’ve had a really good turnout this morning. We have eight artists here, the Channel Islands Gulls are here, and some world-renowned photographers are here.” She said despite the challenges they are keeping their names out in the community. “People are slowly coming

out and about to do a little bit of shopping since we’ve got the port issue going on, and the stores and things aren’t quite open yet,” Pringle said. “We’re hoping that people Remember November. We have to remember our veterans and celebrate them.” n Channel Islands, see page 5

Runway 25 rebuilt at Oxnard Airport By Chris Frost Tri County Sentry Oxnard-- Runway 25 is open and ready to go at Oxnard Airport, as it received a new surface and new runway markings. The community celebrated with a ribbon-cutting Friday, February 12. The reconstructed runway will

serve a vital interest in Ventura County’s future as it progresses and grows in the 21st Century. Oxnard-- You know, I have gone off multiple times about prices at the grocery store, but as we, the public, complain, it seems like that only gives permission to raise prices even higher.

I

BOUGHT some ground beef two weeks ago, and one of those five-pound rolls cost me over $19 for the 73/27 meat fat mixture. That was a mistake because when you think about it, when that deluxe 27 percent fat content turns into a giant pool of grease, that means I only end up with 3.65 pounds of meat. Factor that into the cost per pound, and the cheaper deal isn’t so cheap. That week’s shopping bill cost me $265, and the sad part about this is I didn’t load up on filet mignon and shrimp. I bought normal food items and only store brands, not the expensive stuff. So the J-Train and I started discussing ways to save money at the grocery store, and I mentioned to her that I saw turkey selling at around 99 cents per pound during previous shopping expeditions. So we set a plan to buy

the biggest turkey we can, cook it, slice it into tons of meals, and then freeze it. With all my years working in restaurant kitchens, I can grab my recipe file and take that leftover turkey in plenty of different directions. Redistricting public comments acknowledge split cities By Chris Frost Tri County Sentry Ventura-The Ventura County Redistricting Meeting continues with public comments, starting with Jeremy Meyer, who said he supports map two because it keeps communities of interest together while supporting the Voting Rights Act. Lucas Zucker said structurally speaking, the maps follow along with one of two paths. “One path for many maps is to split Camarillo and put some in the east county, and the other path is to keep Camarillo whole, but split Thousand Oaks and put Moorpark in the west county,” he said. “If done right, either of these paths can create two strong districts for Latino voters, but redistricting always comes with tradeoffs. You can make Camarillo unhappy, or you can make Moorpark and Thousand Oaks unhappy.” He noted that Moorpark, Camarillo, and Thousand Oaks have some of the highest levels of voter turnout. “No matter how districts are drawn, any supervisor would be unwise to ignore their needs,” he said. “Community Map version two, uploaded to DistrictR, has been adjusted based on the last hearing. Oak Park is with Thousand Oaks, Saticoy is now with Ventura, Moorpark is now with Simi Valley, meeting the request of Supervisor Parks and Supervisor Huber, and also Supervisor Long requested the Camarillo City Hall and Camarillo Airport be kept together. This map originally did keep both of those together.” He said it’s not possible to keep Camarillo whole with the map because it would drive the Latino population below 50 percent. “I want to express some of the concerns that water down the Latino vote population,” Zucker said. “It’s mere inches away from the legal limit of 50 percent. Some of these maps are at 50.1 percent, which is outrageous. To adopt a map like that would send a message from a loudspeaker that we’re trying to do the bare minimum to meet the letter of the law without any regard for the Voting Rights Act. Oxnard-- The Housing Reimagined Conference at the Oxnard Performing Arts Center continues with Thousand Oaks City Manager Andrew Powers saying there are cities in Southern California overbuilt in the retail and commercial setting.

THOSE are going to be the areas in every one of our cities that are going to change if there is not a plan for it,” he said. “A change effectuated on those maps need to steer investment in those areas; if not, then we’re not going to be able to capture the potential upside. Then it goes down to the policy level of creating inclusionary housing ordinances and practices that allow for investment at all ends of the spectrum, from very low income, low income, moderate-income affordability standards, and general market-rate housing, which is needed to continue to drive our economy forward.” Powers said the final piece of that plan is to continue making investments in those who are unhoused. “Putting the capital in place and leveraging the federal and state dollars that are out there so we can address that priority as well,” he said. “I see cities across the county that are making

those strides in that direction and policymakers that are making difficult decisions to do that. I feel like now is the moment for us because of all of these confluences of factors coming together that we have an opportunity to make that change.” Oxnard City Manager Alex Nguyen said that SB9 and 10 would not play a large role in the near future. “If you look at recent history, there have been 25 or more housing-related bills coming out of Sacramento, and in the aggregate, how effective are they,” he said. “In terms of enforcement, the state recently passed rent control. Someone here tell me how the state’s going to enforce that.” In Oxnard, he said once again that the city has been very good at creating housing. “Our challenge is actually land,” he said. “The culture, going back to the desire to preserve singlefamily neighborhoods, and the very genuine fear in our community that overcrowding, as well as the overcrowding of parking. It’s going to come down to project by project and neighborhood by neighborhood.” Nguyen noted that in Oxnard, land is a real constraint. “Oxnard is a small city geographically,” he said. “We may be the most populous in the county, but it’s under, I believe, 30 square miles, and of that, the last time I looked, only about 18 square miles

are for residents. We have 210,000 people on 18 square miles, and nobody wants to go up. That’s a problem, and it’s already very overcrowded in many of our neighborhoods. Especially because the cost of housing is so high, we have so many families doubling and tripling up in units. They all need cars, and then in some of our more affluent neighborhoods, there are people who just, I guess it’s a Constitutional right to have 10 plus cars.” Nguyen said he has a neighbor who has 11 cars. “There are real fears and concerns about overcrowding, so those are going to be our challenges as we proceed,” he said. Nguyen said more than half the cities in the state produced no affordable housing units in recent years. “Jeff (Mitchum), you referred to the fire hose legislation, and we refer to it

as using a meat cleaver when you need a scalpel,” Nguyen said. “One of the key things is, we know the state has a lot of funding, but the funding mechanism for affordable housing is like you have to be a contortionist to get a project to happen these days. The whole affordable housing regime in California has turned into a fetish that produces no pleasure. It’s so frustrating for me. One thing the state can do is to make the money more directly available and provide it to cities based on their performance. We’re not competitive enough to go after grants and win grants where the criteria are good transit because we don’t have it and existing density because we don’t have it. We’re always going to lose out to those cities that have good transit and already have some measure of density. It’s not a level playing field.” He said the state needs to make the funding explicitly tied to affordable housing and not just creating housing. “We’ve got to have a focus on affordable housing at least for the next 10-15 years,” he said. “That would be really important. The various measures that help streamline the production of housing that, quote, unquote, take away local control should be specific to the production of affordable housing, not just all housing. So if you end up with nothing, don’t panic about the stuffing and cranberry sauce. For the cranberry sauce, buy whole cranberries and sugar and boil the mixture until the berries burst. If you want to get crazy, add a little orange juice to jazz it up. From here, strain all the skin and seeds out and refrigerate your creation until

it’s a jellied Thanksgiving treat. For the stuffing, buy yourself a loaf of French Bread, cut it into cubes, and leave it out to dry for a couple of days. I like to add parsley, sage, rosemary, and thyme, like the song, and when I cook this, I like to use plenty of butter to make it taste delicious. I add the spices to my taste, and you should do the same thing. Hopefully, this helps. So let’s sum up; we have a broken supply chain, prices

going through the roof, the public is suffering and looking for help, and if you look to the government for answers, nobody believes that President Brandon can fix things. The only thing people can talk about is when the President broke wind at the climate conference. It’s ironic that he released a methane cloud at the climate conference. This is actually no big deal; in fact, President Brandon has been talking out of his rear end since before he was elected.

I was lucky because I am a Sam’s Club member and found a small number of turkeys, along with cranberry sauce and stuffing, for sale. The turkeys weren’t huge, but we bought one. Miscellaneous Treasures Owner Johnny Everett hosted the event and gladly welcomed Pringle and the artists. “That’s what the community is all about,” he said. “They come and share their art, meet each other, and do fun things. It’s a beautiful situation. The sunshine is out today, and that makes it even better.” He loves all the artists’ work. “I’ve been walking around and looking at everything, and it’s put together so well,” he said. “It shows so well, and I couldn’t pick any one artist.” Everett says he plans to hold more events and bring in the community. “Have everybody hang out and enjoy the day,” he said. “We have Dottie coming, and sometimes people want to have a baby shower. We have a space here, and people can come and have a baby shower. It can be communion; it can be whatever you want. We did a wedding a couple of months ago. We had 60

The opportunities at Miscellaneous Treasures are endless.” Artist Nancy Klein brought a series of 1930’s art that she created and pointed to one painting that featured driftwood and rocks from the local beach. “This was a painting I did, a two-headed Eagle, and it means a lot of spiritual and powerful things,” she said. “I’m wearing a pin that I got as a gift as a teenager, and it’s traveled through many parts of my life. I did this mural and incorporated it. The one in the back, “Surf Talk,” is a sketch painting.” She also brought a painting entitled “Hugs.” “It’s a feeling I had when we were not at liberty to hug everyone,” she said. “That’s where this painting came from.” Klein and Pringle have worked together for many years. “So did say to come and participate,” Klein said. “I’m so happy to be here.” Nancy’s art is viewable at Nancy Klein Artist on Instagram.

Photographer Ira Meyer brought stunning photos he took while he was in Antarctica. “I was traveling in Patagonia (South America) years ago, and I got to a place called Punta Arenas in Chile, which was then the port that shipped to Antarctica,” he said. “I’ve never thought I’d go to Antarctica, but then I thought I’d never be this close again.” After his initial trip, he’s returned over 40 times and photographed the continent. “I’ve always said to people that it’s the closest thing I’ll experience to traveling to another planet,” Meyer said. “It’s wonderful. It’s pristine, and it’s nature at its absolute purest.” He said in Antarctica, there are no predators and he needed no weapon. “When you go out in the Artic, however, you stay with the group, and somebody always has a firearm,” he said. treasures to the show. “I do my photography, and Yvonne does painting specializing in acrylics and watercolor,” RJ said. He was happy to be out in the sun. “It’s a hot one today,” he said. “We live in Oxnard Shores, and Dottie invited us to this event to get together with all the local artists, and we’re happy to be part of this.” He and his family have been traveling across the country and going to all the national parks. “We’ve done 16 National Parks since the pandemic, and we just got back from driving to Chicago and back,” he said. “I have a lot of work to do. We just got back two days ago.” When the family reached the Petrified Forest and the logs, he said that was a point of inspiration. “The cave dwellings for the Native Americans, hiking down into Walnut Canyon,” he said. “That was a beautiful National Monument.” To see these creations at www.RJLamendola.com.

Oxnard, for the most part, is personal aircraft operation and flight training.” According to the Economic Benefits analysis, “Oxnard Airport created 2,018 economic benefits of $51.3 million of output, 310

total jobs supported, and payrolls for workers of $19.8 million. The total benefits include both direct and secondary benefits.” Freitas said the opportunity propelled him to take on Ventura County. “I had been there for 24 years, and I was looking for a new challenge,” he said. “That was a big part of it. Frankly, the location, I was born and raised in California, and I have no desire to leave California. It’s close to the coast. What a gorgeous place to work and live.” For Freitas, he said it all came down to Oxnard and Camarillo Airport and the opportunities that he sees. “The two airports have very strong bones,” he said. “It’s similar to where I was, but these airports have more potential.” As the new director, his first priority is getting acclimated. “They are economic engines, and it’s finding that

fit with the community,” he said. “Each airport is a little different. It’s not just the pilots and the businesses at the airport; it’s the communities that surround the airport. We’re building that vision together. The excitement for me is the process of pulling all those folks together and figuring out what that is.” Oxnard City Councilman Bert Perello sits on the Airport Authority Board, and he was proud to be with Oxnard Airport Authority President Walsh Calhoun, the only pilot on the board, and his alternate Eugene Fussell. “I’m privileged to represent Oxnard on the Oxnard Airport Authority with Chairman Walter Calhoun, Councilwoman Vianey Lopez, and Supervisors Kelly Long and Carmen Ramirez,” Perello said. “The Oxnard Airport has been an asset to Ventura County and the City of Oxnard presently and going forward.”

We spent the last two years pulling it all together. Having that runway pavement reconstruction means it will be there for the next 40 years.” He noted that it draws all the businesses and airplanes to Oxnard. Frietas said FAA (Federal

By Connor Forbes For the uninitiated, piloncillo is raw unprocessed cane sugar and is commonly used in Mexican cooking. It is made when sugar cane juice is boiled down until it is a thick syrup then poured into a cone shaped mold to harden. You can use it the same way you use any sugar or sweetener although the flavor is unmatched.

JUST recently picked up a cone of piloncillo and have been experimenting with different ways to use it. I have a bbq friend, A’s BBQ out of East LA, who makes piloncillo baby back ribs. They are to die for. So I got the idea to use it on a protein from him. And salmon always cooks nice with brown sugar so I felt like this would be an excellent substitute. And by golly, it is. Anyways, let’s make some salmon! INGREDIENTS - 2 pounds salmon - 2 tbsp piloncillo - Pinch salt

TO COOK Preheat oven to 350⁰ F. Shave the piloncillo with a cheese grader and evenly coat the salmon. Sprinkle salt over the piloncillo coated salmon. Bake for about 15 to 20 minutes. If you have a food thermometer you are going for about 125⁰ internal temperature. Pull out of Oven and let rest before serving. EAT! I served this meal with baked beets and pearl cous cous and finished with a couple leaves of dried sage. It was good eating.

WILSON SENIOR CENTER IS OPEN By Chris Frost Tri County Sentry Oxnard-- Slowly but surely, the Wilson Senior Center is returning to everyday life. The facility has safety protocols in place, and seniors can come in, enjoy a good meal, and most importantly, belong to a loving community that makes them feel welcome.

ENTER Director Jessica Serrano is happy to see all her seniors back at the center. “They’re doing some of the activities they’ve done in the past and some special events with modifications for them,” she said.

The inflation and shortages hurting people at the grocery haven’t hurt the senior food service program yet. “We’ve still been getting our deliveries regularly,” she said. “There have been a couple of items that haven’t come in,” Senior Nutrition Program Manager Fernando Garcia interjected. “There is one chicken item we didn’t receive, and there was one bread item we didn’t receive because it’s on backorder. It hasn’t affected us to the point where we need to worry. I haven’t noticed anything about the prices. It hasn’t been crazy.” Garcia said home food deliveries, this holiday season, are moving forward. “We’re in full mode,” he said. “We’re doing the deliveries out of the City of Oxnard. We used to partner with an outside

agency, and now we’re doing the deliveries ourselves.” Cerrano said the Wilson Senior Center remains a great place to have a sense of community and get a nutritious meal if they’re feeling the pinch at the grocery store. “We’ll have a Thanksgiving meal, but it’s going to be a to-go meal right now,” she said. “For Christmas, we’re going to have some kind of event, but we’re still working out the details for them.” She loves serving the seniors in the place where she grew up. “I’m a part of our senior’s everyday life, and they bring a lot of joy to me,” she said. “I want to be able to give back.” Garcia said people who come to the Wilson Center find wonderful friends. “Even one or two days a week,” he said. “It’s doesn’t have to be every day. Come on in, hang

out and go from there. Pick a day to come and do something different.” He is inspired by how much the seniors appreciate the staff ’s efforts each day. “The home-delivered meals are rewarding, but in particular here, to see that your efforts are being noticed and someone always says thank you,” he said. Joyce Gonzales was preparing fish, vegetables, bread, salad, and fruit cups for the seniors to enjoy at lunchtime. The goal is always to make a yummy but nutritious meal. “It depends on what we’re cooking,” she said. “If it’s Salsbury steak, we’ll put their vegetables, fruit and milk and mashed potatoes. To me, my seniors are a blessing. There are times I go to the doctor, and I still come back to work and make sure my seniors

are fed. I like things like that.” Wii Bowling Champion Anthony Romero was working on his winning bowling form. “You need to have your hand straight,” he said about his delivery. “I love the Wilson Senior Center. I come here and volunteer here. I help a lot of people.” Linda said she has come to the Wilson Senior Center a lot since she retired. “I used to come here when I was working and when I would have a vacation or the summer off,” she said. “I’d come here, and they’d say, oh, Linda’s here.” She’s looking forward to Thanksgiving. “They have a special meal they give us the day before Thanksgiving, but I am spending Thanksgiving with my daughter,” she said. “She lives in Ventura.”
