HOUSING INVESTMENTS ARE NEEDED
By Chris Frost Tri County Sentry Oxnard-- The Ventura County Housing Reimagined Conference continues with Thousand Oaks City Manager Andrew Powers saying there are challenges across the entire spectrum between those who are unhoused and those who are trying to get a leg up and into affordable housing and those trying to purchase their first home. “Investments are needed at all ends of the spectrum because, in that triangle of jobs, housing, and the economy, that’s really quality of life in the middle,” he said. “When you’re balanced out on that, it’s really what helps us.” He remains optimistic about where they are but notes that challenges lie ahead. “Planning at the local level is where it starts,” he said. “There’s a lot of noise about Sacramento n Housing, see page 5

Costume Show IS A FETCHING TREAT

Ventura-- Harbor Village went to the dogs, Saturday, October 30, as the HOWLO-WEEN Dog Costume Contest brought a large crowd of furry friends decked out in costumes with their “hoomans” having a great time.

HE dogs were judged for Best in Show, Spookiest, Most SeaWorthy, Cutest, Prettiest, and Most Creative categories. The outdoor event drew a big crowd as the event sponsor, Pet Barn Ventura, provided the treats
as they completed their walk. Ventura Harbor and Port District Marketing and Events Coordinator Ruby Emery said the event is Covid-19 safe and is outdoors in the sea air. “We encourage maskwearing,” she said. “The crowd here is especially kind and compliant. We have a sanitation station, and we’re staying six feet apart as much as possible.” She said Ventura Pet Barn and Underwood Family Farms n Costume, see page 3
Gabe Teran unofficially retains District 2 seat By Chris Frost Tri County Sentry Oxnard-- Incumbent District 2 Councilman Gabe Teran has retained his seat with the Oxnard City Council. The unofficial results have Teran receiving 883 votes, 30 at the polling place, and 853 via mail-in
votes. The county must count the remaining mail-in ballots. Challenger Tai Hartley received 616 votes, 25 at the polling place, and 616 via mailin votes. Candidate Eduardo Q Huerta received five votes at the polling place and 113 mail-in votes, for a total of 118 votes. Teran took office after being
appointed by the City Council Gabe to serve the District 2 vacancy left by the election of Mayor Pro Tem Carmen Ramirez to Ventura County Supervisor. Teran engaged the public and met constituents in locations throughout Oxnard, listening and then looking to help make the city better.

F my furry kids were going to be in costume, there is no doubt that Daisy would be Barbie, Queen of the Prom, and Buddy would be a food-stealing version of the cartoon characters Itchy and Scratchy from The Simpsons. Daisy qualifies as the prom queen because no matter what story I am writing, when she wants me to stop, pay attention to her, give her a treat, and go to bed, she becomes nothing short of impossible. One example of being impossible is while she sits on the couch with me. It has a slipcover on it, and she spends a lot of time trying to take it off. I stop her, tell her no, and she looks at me keeps diligently trying to remove the slipcover. The only consistent fur kid I have is Ziggy, who I have called Darth Vader numerous times. He’s old,

If you don’t accommodate Ziggy, he jumps up on the kitchen counter and causes as much damage as he can. That includes stealing butter that sits on the counter softening. stepped up and sponsored the event. “They graciously donated some fun pumpkin prizes and some of the fun decor, the hay bales,” she said. “We have a number of restaurant sponsors, people who donated prizes, and we are grateful. It takes a village. Ventura Harbor Village.” She said it takes a lot of focus not to get caught up in all the dogs and fun. “It’s hard,” she said. “It’s one of my favorite events of the year. I love dogs and especially love seeing them in all these fun costumes. It takes a lot of pre-production and a lot of organization, so on the day of the show, all of our ducks are in a row. This is one of my favorite times to come to work.” Ruby noted that all the dogs were well-behaved. “I figure if a dog can stand being in a costume, they’re mellow enough to be around
other people and dogs,” she said. Emcee Stacey Petrides loves the event. “I just get to come in and participate in some of these fun events that Ruby puts together,” she said. Stacey said she, too, had a hard time not interacting with the dogs. “I did accidentally touch a couple, so I had to remind the crowd always to ask before you pet somebody else’s dog,” she said. She escorted the pet owners and the pets during the show while giving the crowd information about the dogs. “I announced the numbers (entry) and tried to get some information about how the puppies connected to their humans,” she said. “I love Halloween, I love animals, and I love the harbor. Events like this generate smiles, goodwill, happiness, and peace. It’s about fun and community. I’m blessed to be able to participate.” Stacey recently lost her dog, named Bella Love, and she said the event inspires her to visit the rescue
organizations that do great work. “You see their faces and know they were made perfectly,” she said. Marge Figurski brought her Labradoodle, Shahla, and the duo dressed in tandem as The Two Tacos. “She (Shahla) loves looking at all the other dogs,” Marge said. Shahla doesn’t mind her costume, but Marge said there is a system. “It’s bribery,” Marge said. “I let her play with the costume first, then I put it on her, and after the parade, she gets to chew it up. She did that when she was a witch and did it when she was a horse. She’ll get a taco after the parade.” Marge enjoys the fun involved with HOWL-OWEEN. “Everybody’s happy, and the dogs are adorable,” she said. “It’s a fun way to support the dog rescues.” Marge had big plans after the show. “She’ll (Shahla) will have a few treats, and we’ll wander around the harbor a little and maybe get a bite to eat,”
Marge said. Sam was wearing a spider costume. “He’s kind of furry like a spider, and it matches his coloring, his dark ears and face,” Margie Dunne said. “I had help today with my husband. He held him while I put the costume on. It’s an easy costume, and it straps on him, and I think he forgets it’s on.” Margie said she attends HOWL-O-WEEN every
year. “It’s cool to get him out here and see all the other dogs and how they’re dressed,” she said. “It’s a lot of fun, and people get so creative too. This is the only time of year I put him in a costume. Otherwise, he hates clothes. I never put him in clothes, like some people do.” Margie’s husband Grant did not get involved with the costume selection. “That’s my wife’s
department,” Grant said. “I’m here to cheerlead, support, and have a great time.” Trent Barnhart, a MOG (half-man/half-dog), brought Ezra, the robot dog. Trent was wearing a cone to keep from biting himself after his trip to the vet. “I had a recent procedure done, and I had to make sure the stitches stay where they are,” he said with a laugh. “I’m my own best friend.” Ezra was having a great time. “This is his first time coming down for the costume contest, but he loves coming down to the harbor,” Trent said. Alyssa brought her daughter Piper. Her dog Tootsie and Piper teamed up to succeed as a bee and beekeeper during the costume contest. “She made the dog’s costume, and Piper is the beekeeper,” Alyssa said about her friend. “We’ve done this for about four years now. Tootsie loves it here.” Eight-year-old Fisher walked his Miniature Pincher Chihuahua Sailor during the costume contest. Fisher was wearing a fisherman’s costume because he likes the water. He was not nervous. “I might hold her,” he said about making sure Sailor stayed on course.

Dia de Los Muertos Altar engages local residents By Chris Frost Tri County Sentry Oxnard-- The Recreation and Community Services Department for the City of Oxnard took the initiative and created a Dia de Los Muertos Altar on the stairway leading up to the Carnegie Arts Museum.
T
HE altar engaged the public, as community members added “photos, flowers and other items,” according to the department. Area residents stopped by, paid respects, and took pictures. Senior Services Recreation Leader 3 Martha Jimenez was supervising the altar and said most people who stop by want to know how long the altar will be on display. The skeleton at the top of the stairway has a headdress
made out of tamale corn husks. “It is modelled after La Catrina, which is a very prominent figure for the Day of the Dead,” she said. “She was inspired by one of my trips to Morelia Michoacan for Day of the Dead. I
thought it would be fantastic to create our own here.” Jimenez was the Curator of Education at the Carnegie Art Museum when it was open, and she used to make the Dia de Los Muertos Altar inside the museum. “For me, it’s my passion,”
she said. “I didn’t grow up knowing about Day of the Dead. I learned in college. Since then, it’s given me a whole new perspective on what life and death is. I love that everything for Day of the Dead is so family-oriented. It’s spiritual and shows you
that death doesn’t have to be morbid. It’s a celebration of the life that we live here on earth.” She enjoys meeting the crowd and all the teamwork. “Even though it’s a small amount of time that they gave us, it pushed us to give
the best of ourselves, and it was a collaborative effort of the rec department,” she said. “Diana Reyes was my partner in the division, and we executed, and rec department employees came and helped. It was a great collaborative effort.”

NEWS Productive drought condition discussion moves Oxnard forward By Chris Frost Tri County Sentry Oxnard-- The story about the City of Oxnard receiving a drought update continues with Mayor John Zaragoza commenting that other cities report leaks within 48 hours of discovery.
T
HE Public Works & Transportation Committee recommended to the full city council, Tuesday, October 26, that it create an ordinance amending the city’s four water shortage stages in their existing ordinance to six water shortage stages. “I think the City of Oxnard has 72 or 78 hours,” he said about reporting leaks. “Why is that a difference there to report leaks? Maybe that’s something the staff can look at and report back for the city council.” Council Member Vianey Lopez added to Zaragoza’s comment about leaks and noted the city did take action at the last committee and council meetings to

approve the smart meters that will help the city find leaks. “I think they are going to do tremendous work in addressing some of the issues that have gone unnoticed,” she said. “Not because of staff not doing their work but because of the system not being in place. I think all of those measures are going to put us in a better place.” Chairman Bert Perello said that Lopez is 100 percent right. “The city was not in a financial situation where they could take the large bite they

did,” he said. “It’s a credit to the Water Department to bring that forward and the city council for approving it.” Perello noted that although it never rains in Southern California, it rained yesterday, Monday, October 25. “There are another one of the rules that when it rains, you’re not supposed to have any irrigation for 48 hours after the time it rains,” he said. “I can tell you that I went down the street, and I saw the sprinklers running yesterday.” Zaragoza quoted Mark Twain before making the motion to approve the update. “Water is for fighting, and whiskey is for drinking,” he said. “I wanted to share that because it is such an important item today.” City Manager Alex Nguyen said the city staff has a lot of notes from the discussion. “There are lots of other questions we can incorporate as this report moves onto the council,” he said. “We won’t have the answers to everything, but we can at least frame all the issues that came up tonight. We’ll have answers to some of it.” Chairman Bert Perello thanked the staff for all their work. “Thank you very much,” he said. This is a big deal.”
made a couple of suggestions that didn’t fly. I think she’ll make a great Granny Clampett or a great Flo. I grabbed her black hair dye, and she started yelling at me in the store and took it back. She told me that black hair would make her look like Morticia Addams, and I offered to buy her a Morticia outfit and agreed that she is really pale and could pull the look off well. She refused and got mad. Candy is an entirely different problem. Candy is not on top of my list as a Type 1 Diabetic, but the J-Train can have candy, and there are some rules. I can buy anything unless she likes it, and that candy is not allowed in the house. That includes Junior Mints, Candy Corn, Almond Joy, Mounds, and most types of chocolate. Evidently, there is an enormous temptation issue here that needs some censorship when lying around the house. One thing the J-Train and I have done to make things easier at the house is position her at the end of the driveway to hand out candy to the kids who stop by. The J-Train loves seeing all the kids and the costumes, and honestly, if people knocked on our door, that would set the dogs off and make things difficult. I probably would scare the kids anyway. Fortunately, I don’t need a costume; as my children Travis and Colin tell me, I look like a broken-down old man with bags under my eyes, a receding hairline, a large waist, and a big grey beard. I have no problem with this. I’m old and have been through plenty. If you have any leftover candy, by all means, enjoy having a treat. You probably spent $50 bucks buying the candy if you’re like me because the prices and inflation at the grocery store are nothing short of obscene.

and the challenges being put on us as local cities, but the best way to address that is to focus on good quality local planning and investment.” City of Santa Paula Planning Manager Jeff Mitchum said as a recent transplant from Portland, Oregon; he feels warmer and drier. “I sold a home and drove in the wrong direction with respect to housing affordability,” he said. “I should have driven far north of Portland, Oregon to afford the equity tradeoff between what we sold and what options we had to purchase down here. I bring that anecdotal experience to this challenge daily in what I do, which is really counter or trench warfare, honestly. I see this daily where I am experiencing both personally and professionally the consequence of producing more human beings than we are producing rooftops.” He said there is “absolutely” a crisis and noted the area is potentially past the tipping point.
Can we build our way out of it; we must,” Mitchum said. “I’m excited about this conversation, and I hope that we all take this forward, this rhetoric, that is, and make it more than that. Take it home, take it to your workplace, take it to the grocery store, take it to the gas station and continue these conversations. Otherwise, the problem will get much, much worse before it gets better. While you’re at it, talk climate change too.” Supervisor Carmen Ramirez asked why Sacramento is pushing all this, and she said cities are not being responsible for allowing for building. “We have a homeless crisis, and people are screaming about it,” she said. “I was at the State of the State meeting in 2019 when Governor Newsom, he had just been elected, made his entire speech about attacking the homeless crisis. It was a time of feeling optimistic about that, and then we know what happened. We had Covid-19 come and
ravage our country, county, and our city, and things went astray. We saw that we couldn’t even put people in the same shelter. We couldn’t put the same number of people in the shelter in Oxnard because they had to be distant. The state assembly members and Senators are a little bit removed, and I won’t speculate too much on where they are. Laura Friedman herself voted against SB9.” Ramirez posed the question, “what are we going to do?” “We’ve asked the cities to provide the housing,” she said. “I got to be in the RHNA (Regional Housing Needs Assessment) appeals regional housing needs assessment at the beginning of the year. It was several days of hearing appeals from cities and a couple of counties all over the Southern California region. SCAG (Southern California Association of Governments) are six counties, and 191 cities and 19 million people are in the planning area. Many cities
did not like the numbers they got. I think Oxnard got 8,549 they’ve got to plan in the next eight years. If you plan for it, then you’ve got the sticks coming at you.” She said Camarillo has 1,376, Ojai has 53, Port Hueneme 125,000, and Thousand Oaks has 2,621. “That’s a challenge,” she said. “These are the numbers that come down from HCD (California Department of Housing and Community Development); they’re given to a region, and then the regional council has to vote on how to allocate it. It was controversial this time because the decision was not to encourage more housing in the Inland Empire but encourage it where we have jobs, transportation, and housing or infill.” She said it’s not particularly liked, but it’s what they have. “I think there’s a lawsuit by Orange County groups who don’t like it and where it’s going to go in the court, I have no idea,” she said. “I was
in those appeals, and the city officials and city planners were just sort of begging, please take this burden away. There really wasn’t a way to do it lawfully. The only one that we did change was Pico Rivera. Pico Rivera has a dam there, the Whittier Narrows Dam. It’s earthen and in danger of collapse should there be an earthquake or a very large storm. I’ve seen that very large storm fill the entire basin quite high. If it collapses, it will drown people all the way to Long Beach.” She said they didn’t change anything else because they met the formula, and they couldn’t do it. “But you have to try, and that’s the thing,” she said. “When cities don’t try, there will be these efforts. There will be a lot of pushback. It’s happening now, but I would like to say let’s focus on what we can do. I took one of the building officials around Ventura city and Oxnard to show all the good things we’re trying to do here. Don’t
have the attitude that this area doesn’t want to build because I do think we have the will to do it.” Sometimes, she said it’s contradictory. “Cities and counties will lead you to the impression they don’t want to have any more housing, and other developers will say we want to build everywhere and anywhere,” Ramirez said. “There’s gotta be some meeting of the minds there. Just recently, SCAG went through an exercise of a green print. The green print is a mapping tool that would be used to overlay the region, which shows there are natural hazards. Sea level rise, fire areas like we’re seeing up north in Santa Barbara County, where we really shouldn’t build because it’s going to cost investment, cost public safety, and maybe cost lives. There was a lot of opposition to that, but it is going to go forward with a little bit of refinement. This story will conclude November 10.

Chili Paste

Chili paste or hot sauce. I’m going to say tomato tomatoe. If you are into incredibly hot but flavorful sauces like I am, this is totally a recipe for you to try out.
T
HE Habanero comes through so bright and with its almost citrus like flavor. And scorching heat of course. There is a hint of sweetness to balance out the fire. And the overall pop and zest of this chili paste is something that has me coming back for more. I’m happy that I made a whole big batch of it! Let’s sweat. INGREDIENTS • 6 habanero chilis
• 3 serrano chilis • 3 jalapeños • 2 cayenne peppers • 8 cloves of garlic
• 1 large carrot • 1 cup white vinegar

• 1 tablespoon rice vinegar • 1 teaspoon salt TO MAKE Wash and cut off the stems of the peppers and chilis. Get the garlic out of its skin. Peel and cut up the carrot into chunks. Combine the ingredients in a small to medium sized saucepan and simmer until everything is soft. The carrot will likely be the last thing to soften. Stick a fork in it to check softness. If fork penetrates through with ease the carrot is cooked. Blend everything together in a food processor or blender. And it’s ready to eat! Store in your fridge up to a month. KIDS TRICK OR TREAT IS A SWEET DEAL By Chris Frost a Cockatoo, and though she Tri County Sentry seemed a little scared at first, Ventura-- It was a candy delight at Ventura Harbor Village, Sunday, October 31, as the Kids Trick or Treat event brought out a big crowd of costumewearing kids of all ages ready to get in the Halloween spirit and grab some candy.

HE village was a potpourri of Halloween fun, including activity tables, pumpkin carving, ominous music, and lots of store owners handing out trick-or-treat candy. Jennifer Finnerty from Rose Family Funeral Homes brought the company Hearse decorated with lots of scary stuff. “Once a year, we donate our Hearse for the day, and we come down to the harbor,” she said. “We dress it up with all things pirates and skeletons and let the community check out the Hearse. It’s not often that you get to see a Hearse.” She said one child got frightened after seeing the display. “He backed up a little,” she said. Finnerty said she supports Ventura Harbor. “I absolutely love seeing the little kids dress up,” she said. “That’s the best part about Halloween. It’s the community and being together, especially after the last 18 months or so. It’s really nice to see people.” Rileigh Mora got to spend some time with
she ended up smiling. “It was cool,” she said. “I’m wearing a Jester costume. I thought that Jesters are really cool and scary, and I really like to be scary stuff. That’s why I chose to be a Jester.” Davina Mora brought Rileigh out to the harbor because she knew it would be fun. “They didn’t get to trick or treat last year,” she said. “This is something during the day, and a lot of stores are handing out candy.” She likes Reeses Pieces. Howard Kaminsky, the Ventura Birdman, was dressed as a Pirate and brought his Cockatoo down to the harbor to entertain everyone. “I’ve been out here for about seven years in the summertime,” he said. “I put birds on people for photos, and I have been doing it for 23 years in Hollywood, Santa Monica, and Santa Barbara. I don’t go anywhere else anymore.” He loves seeing all the kids and the smiles on their faces. “Some are scared, and some are not,” he said. “I brought my own candy, and I’m giving it to the kids.” Shawna Hollandsworth from Lost in Socks worked the store entrance and handed out a lot of candy to some very happy kids. “This is my favorite day of the year,” she said. “We didn’t get to do it last year because of Covid-19, so
this is really exciting.” She had no particular plan for Halloween candy. “I went to Target and picked out what I could find,” she said. “There’s a good mixture.” As the holiday comes closer, she said Lost in Socks has plenty of cool things in the store. “We have Thanksgiving socks out, and we are going to be getting lost of Christmas socks,” she said. “It’s difficult to say which Christmas socks are the most popular because we have 30-40 designs. It will probably be the Surfing Santa.” Sugar Lab Bake Shop O w n e r A l i s on Kenis was dressed as a giant squid
and handed out candy to the kids. “I just got an assortment,” she said. “I tried to find things that didn’t have peanuts if there are any allergies. I’m pleasing the masses.” Alison said Sugar Lab had all kinds of Halloween goodies on sale for people who decided to wander inside. “Our cupcakes are dressed up for Halloween,” she said. “We have a graveyard cupcake; we have some sugar cookies that look like monsters, all different Halloweenthemed treats.” She said people looking for Thanksgiving items should stop by and look at the selection. “We do full-size pies,” she said. “We also do mini pies, which are nice if you have a smaller family and you have
different preferences on pies. “We do place card cookies, which are really popular. We’re hoping to offer dinner rolls this year as well.” Alison loves seeing how creative all the costumes are on Halloween. “It’s being able to play a part that you wouldn’t get to play the rest of the year,” she said. Michelle Malette brought Mia and Mella Talton, who were ready to get some candy. Dad Mike Talton had on his skull and crossbones hoodie. “This is our second time,” Michelle said. “It’s a great experience,” Mike added. He said the kids always have enough candy to go around. “I make sure they give me a fair share,” he said. “Sharing is caring.” Michelle said she, too, plans to help the kids with their treats. “They’re actually pretty good about sharing,” she said. Michelle had on a skeleton costume with a spider on her head.
“It’s stuff I had laying around, so I put it on,” she said. Peter Delosantos came dressed as a knight, and Karina Delosantos came dressed as a cat. “I like M&M’s” Karina said. “I’m going to the Cuban place to have me a drink,” Peter said. “It’s fun being young again.” Carlyn McElhose and her eight-year-old daughter Carly said they’ve been coming to events at Ventura Harbor Village since Carly was a baby. “We come to all the events that they have here,” she said. “It’s good clean family fun, and I recommend it for anybody.” She came dressed as a Spell Witch. “I might cast a spell on you, so be careful,” she said. “I can make you younger.” Carly came as Audrey from Descendants 3, The Evil One. “I love the Descendants, and Audrey is my favorite character,” Carly said. “She has so much personality.” She has no designs on any particular candy. “As long as it’s tasty,” she said. Carlyn loves Kit Kats and Reeses Peanut Butter Cups. “I have my cauldron, so I’m hoping to get some candy too,” she said.
