By Chris Frost Tri County Sentry Oxnard-- The 2021 Ventura County Housing Reimagined Conference, Wednesday, October 20, revealed lots of challenges in the state but also marked some progress moving forward. Challenges on the table include income gaps and the lack of affordable housing that forces families to live together to meet the high rent. Ventura County Supervisor Carmen Ramirez was the Keynote Speaker and told the crowd that she’s been working on housing issues for her entire legal career. “We spent our time trying to save people from the abyss of homelessness or a disaster for their family,” she said. “I think it’s relevant today to get a real sense of what it is like, the trauma of suddenly not being able to continue living in n Conference, see page 4

Public Works receives drought update By Chris Frost Tri County Sentry Oxnard-- The Public Works & Transportation Committee, Tuesday, October 27, received a report on the current drought conditions and forwarded it to the City Council with feedback. They recommended that it create an ordinance amending the city’s four water shortage stages in the city’s existing ordinance to six water shortage stages. The move to six stages matches

the state’s movement to six stages. The city is also crafting enforcement efforts to make sure residents conserve water and are held accountable. Water Conservation and Outreach Supervisor Megan Schneider presented the item to the committee and said much of the Western United States is experiencing drought and dry conditions. According to the U.S. Drought Monitor, 83.7 percent of the Western United States falls into the
severe drought category. “Many of the major reservoirs are below or much below normal,” she said. “As of August 24, 2021, major reservoir, Lake Orville, is at 27 percent capacity, which is near a record low.” She said the governor declared a drought state of emergency in Mendocino and Sonoma counties on April 21, 2021. It has been expanded to 51 of the 58 California counties. “Counties not included under n Drought, see page 4

First, I am spending a lot of time reporting on activities like craft fairs, and during that time, I have spoken to a bunch of people who say their private enterprise got started during the pandemic. Whether it’s a home you owned and fell into default with your mortgage because of circumstances, or it’s your rental that maybe wasn’t the best place to live, but it was home; then suddenly, the owner, whether it’s corporate, individual or mom and pop decide they have other plans for it. What you have to do to try and stay there or find another place where you can take your children who are in school, and you are going to have to disrupt all that.” She said one of her first cases was about a home that looked nice on the outside, but there were problems throughout the inside. “It was owned by a landscaper who had beautiful properties everywhere, and he fit the definition, which his attorney provided,” she said. “He said my client is not a slum lord, and I said that is the word I am looking for. Thank you for speaking it. The people there decided they weren’t going to pay rent anymore until this gentleman brought his property up to the standards of California
habitability, which is 1942.5 of the California Civil Code, which says it doesn’t have to be beautiful, but you have to have running water, electricity that works and doesn’t electrocute you or your children. The roof can’t leak, there have to be screens on the walls. The plumbing has to work, and there have to be adequate receptacles for trash.” She said the people went on a six-month rent strike and got eviction notices. “We went to court to defend, and we won,” she said. Ramirez closed by saying that she looked forward to working with everybody. “If we don’t all thrive, people are going to suffer one way or another,” she said. The group held a panel and discussed state versus local jurisdiction featuring Oxnard City Manager Alex Nguyen, Thousand Oaks City Manager Andrew Powers, Santa Paula Planning Manager Jeff Mitchem, and Ramirez. EDD money? Perhaps if these pop-up craft shows required a business and tax license to participate, that would help me feel better about this little issue. I hope I’m wrong, but I can’t help but ask questions. Look, if you started your business during the Covid-19 shutdown and went back to work, I get trying to make a little extra money. Expenses happen, and I embody all those expenses. Buddy needed all his blood work done for his seizures this month, and to top it off, Daisy got sick. That means bloodwork, especially for Daisy since she is an old dog. As it turns out, they both have ear infections, and Daisy had an eye infection with chronic dry eye. Thank God it was nothing serious. The flip side to this adventure is the $2,000 bill to get this handled, including the flea medication we needed. Of course, administering medication is another adventure. It means the
J-Train and me chasing Buddy and Daisy around the house as they look to escape. It’s kind of like the J-Train running away when I cook liver for dinner or when I pull out the vacuum. Now giving ear medication to Buddy means getting bitten, and, well, Daisy, when you spray ear wash in her ear, note to self, close your mouth unless you want a mouth full of ear wash. The bonus round of challenges goes to the J-Train. Trying to get the J-Train up an hour early, 4:30 a.m., to get her to dispense medication before she goes to work. It’s simple; just turn her bedroom light on, pull off her covers and turn the bedroom fan on full blast. She calls me a lot of names and says being married to me is very challenging, but if the dogs are being cared for and we’re meeting our dog parent responsibilities, she can call me whatever she wants. Just like Good Ole Pop, I care for my animals.
legislation this past year, and it seems to be bubbling up from a level of frustration with the state and what’s going on in local jurisdictions. “I think it’s kind of funny that the City of Ventura is going through its general plan update right now, and we’re very active,” he said. “It’s almost been 15 years, and I have a whole bunch of paperwork my wife would like to get rid of, and it’s funny because we were saying
the same thing 20 years ago.” City Manager Alex Nguyen led the panel off and quoted a former boss from 20 years ago who said if there is one thing progressive Californians hate more than suburban sprawl, it’s urban density. “He said that 20 years ago, and here we are,” he said. “We’re in a situation that is the making of our collective hypocrisy. If you think for a moment about science
fiction stories or movies that depict the earth of the future, it’s either apocalyptic, and no one is around, or it’s extremely dense housing. There’s no science fiction version of suburban sprawl or flat urbanism.” In California, he said they’ve been stubborn about keeping single-family housing, yards, and spread. “We have not on the housing front worked towards
the same goals we want for climate action planning,” he said. “In terms of the driving forces, the bottom line is collectively, cities have failed. If you ask the question over the last several decades, can local leaders be trusted to produce the housing that California needs, and the answer is no over the past several decades.” This story will continue on November 5.

the proclamation are San Francisco, Los Angeles, San Bernadino, Riverside, Orange, San Diego, and Imperial,” she said. “Although not included under a drought emergency, funds for water projects are still available to all counties.” She said the governor is calling on Californians to reduce water usage by 15 percent compared to 2020 levels. He has not ruled out an order mandating conservation. “Many cities in Northern California, such as Folsom, Fort Bragg, and Roseville, are tackling the shortage by entering a higher water shortage stage and implementing new water restrictions and enforcement,” she said. “In the Southern California region, the Metropolitan Water District (Met) declared a water supply alert. They are calling for all water agencies to voluntarily reduce their demand by 15 percent by conservation and public awareness campaigns, which is in line with the governor’s call to action.” She said if conditions worsen, the Met
can declare a water supply allocation alert and impose financial penalties. “Here in Ventura County, the Calleguas Municipal Water District activated their water shortage contingency plan and adopted a stage 2 water shortage on August 18, 2021,” Schneider said. “Calleguas has stated that water supply will not be impacted in 2021; however, if extreme dry conditions persist in 2022, the state may only allow potable water use for health and safety needs. So no outdoor water use.” Oxnard’s current water portfolio has 2530 percent is local groundwater pumped and purchased from the United Water Conservation District, and 25 percent is local groundwater pumped by the city. “The city imports 40-50 percent of its water from the Calleguas Municipal Water District,” she said. “The available groundwater supply is controlled by Fox Canyon Groundwater Management Agency (GMA). The GMA manages the groundwater basin by controlling
groundwater pumping allocations in an effort to protect the basin and reduce groundwater pumping to a safe yield. Therefore, the amount of groundwater that can be pumped by the city and United is limited.” She said the Oxnard Water Division has been in contact with nearby water suppliers to stay up-to-date on actions taken locally. “The City of Camarillo is considering declaring a level two water shortage, which would limit their watering outdoors to three days per week, prohibit the filling of ornamental lakes, and require leaks to be fixed within 48 hours,” she said. “The City of Ventura is not currently in a water shortage stage but continues to actively prohibit water waste activities and enforce their current water conservation restrictions, such as no washing or hosing down driveways and sidewalks, and no watering within 48 hours of rainfall.”
“My favorite candy is Skittles,” he said. “I’m going to be a Blow-Up Dinosaur for Halloween. It’s going to be a big and tall costume.” Alex Garcia said Halloween is a great holiday. “It’s a holiday where you get to express your other side if you want to,” he said. “I love Almond Joys, so that is my favorite kind of candy.” He had no plans to commandeer any candy from Joshua. “I don’t steal from my son,” he said. “I usually like to give out candy, so that’s the game plan for right now. I will continue to do it for as long as I can.” Sandra Gomez is excited about Halloween. “My birthday is the 28th, so it’s Halloween party back-and-forth,” she said. “I have a couple of costumes, and I am 42 years old, so I love it.” She said her house has a Snow White theme for the evening. “I’m the Evil Witch,” she said. Sandra said she has lots of Skittles at
home because of Joshua, but she loves chocolate. “I have to go get more chocolate,” Sandra said. “The bag (of Skittles) is almost gone already. It’s a big Costco bag, and it’s almost gone.” She said her family sets up her garage into a little maze. “It’s a little haunted house,” she said. “We have all the teenagers, and the whole family joins in. They wear scary masks, and they scare everybody who comes through.” Gracie Garcia said she is more excited about scaring people than getting candy. “I don’t know my costume yet,” she said. “I love Hershey’s Chocolate.” She planned to trick or treat with all her friends. Before Halloween, she planned to practice scaring people by scaring her brother. “She’ll be scared of my big Blow-Up Dinosaur,” Joshua said. “I’m already scared, and you don’t even have the costume on,” Gracie said with a chuckle.

Department with lights and sirens blasting. The crew on the float were ready for Halloween and decorated in scary fun costumes. Esmerelda Garcia works for the City of Oxnard, and she was thrilled to be out cheering on the float and getting into the Halloween spirit. “Especially after post-Covid-19 and everything happening,” she said. “I’m excited that the city is putting this together for the kids.” She loves the float. “Oxnard does a great job with everything,” she said. “I think this was a fabulous idea.” She’s still undecided about her costume. Joshua Gomez is 10 years old, and he liked coming out to welcome the float to the neighborhood. “It was good,” he said. He enjoys tricks and treats on Halloween and thinks it’s a good idea to egg his Dad’s car.

NEWS Candidates express views about Oxnard By Chris Frost Tri County Sentry Oxnard-- The debate over who the next Oxnard District Two City Council member will be took center stage Thursday, October 14, as candidates Tai Hartley, Gabe Teran, and Eduardo Huerta participated in a Zoom forum.

HE event, hosted by the Carriage Square, Five Points, Fremont North, Orchard Park, and West Village Neighborhood Councils, gave the voters answers about issues important in the city and District Two. Event Host David Maron introduced the candidates who gave their opening statements, starting with incumbent Gabe Teran, who thanked the INCO for holding the forum. “I’ve been on the other side of planning these forums for the INCO, and I know how much work goes into doing that,” he said. “My family has been in the area for over 100 years, and I am a product of the Oxnard School District and Oxnard Union High School districts,” he said. “I’ve served my nearly two-decade career in human services and education serving teens in Ventura County and the Oxnard area.” Tai Hartley said she is serving her third term as the chair of the River Park. “As a community leader, I am focused on engagement and enforcing transparency and accountability,” she said. “I have lived in many neighborhoods throughout the city, so I’m aware of the challenges each community faces, and I know how to listen. I intend to work with residents from all districts. I’ll work diligently for all neighborhoods as I have my own and continue to exercise independent judgment and not just be a rubber stamp. If you follow the city council activity, too many of the votes are unanimous. That is not how the world functions naturally.” Eduardo Huerta said there are new developments and shopping centers that are wiping out Oxnard’s history. “I hope this community understands that the same oppression in politics used against this community is what opened up the opportunity for me to run for office, to give this voice to
those families who don’t have a voice in the community,” he said. “It took more for me to take this opportunity of running for your local city council member. It’s not about boosting ego or keeping families away from an opportunity because everything has a process in the city. It is a give-and-take relationship when it comes down to a good relationship between residents and their council members, acknowledging the need to make life dependable and sustainable, and offering good opportunities and succeeding, providing the right resources and outreach programs that will help guide our residents in a better way and helping them build stronger families.” Huerta said District Two has a lot to offer, and it’s a unique district. “District Two has a big portion of what Oxnard really is,” he said. “We have the historic part, which is downtown, we have the Colonia area, which is our agriculture community, and then we obviously have The Collection, which is a new part of Oxnard. I think it’s a good demographic when it comes to growth. It’s unique, and the way the city and the district is planned; it’s unique that we have a lot of opportunity growth from offering more opportunities to take their families out to be more diverse and be more involved in their community. When it comes down to our residents leaving the downtown area, and it comes down to the exterior parts like the Colonia area and The Collection, these are very important areas of our city. This is where most of the community forms. It forms what really represents the City of Oxnard. It’s been part of our community since 1903. A lot of us, like Gabe (Teran), have been here since the 1900s. We maintain and respect that foundation knowing that we can still progress in our city.” Teran said District Two is incredibly unique. “We have the newest developments in our district at River Park and Wagon Wheel,” he said. “We also have some really great economic growth that happened from the development of The Collection—also, the redevelopment of the Esplanade and the Lowes Shopping Center, all within our district. There are also some legacy neighborhoods in there as well, such as Fremont South and Fremont North, Wilson Carriage Square, and then some newer developments which have for a few decades on them as well,

such as Sierra Linda and Orchard Park, which are really great developments.” He said it’s great and adds diversity because there are different income levels and different demographics. “People come from all walks of life,” he said. “We have a number of multi-unit housing developments as well. We have the Sierra Linda and Southbank neighborhoods where folks live in multi-unit housing and apartments and different experiences as well. A lot of River Park and Wagon Wheel are all dense multi-unit housing as well versus single-family homes we see in the rest of the district.” Hartley said there are obvious differences in the district, but they are all managed by the same council. “We’re impacted by the council members elected in each of the other districts,” she said. “Anything that my district needs done has to get votes from the council members in other districts. District Two has a high percentage of residents living in special districts, which means we pay extra taxes. It’s a hot topic for River Park and Wagon Wheel. I also think residents in the south end of town also don’t get their fair share. I will be attending to their concerns as well. The Harbor neighborhood has unique concerns with water quality, but everyone on the council has to work on all of these issues.” She said she’s not confident that the city has done enough to manage the renovation of downtown. “I think the city needs to stop over-regulating and allow the business owners to do what they do naturally if the city weren’t in the way,” he said. “The voters last
year adopted a permit simplicity program, and council members need to make sure that it is implemented so the permit can be obtained more efficiently.” Huerta said downtown Oxnard has potential. “I’ve been living here for 10 years, and I was born and raised in the City of Oxnard,” he said. “I’ve seen a lot of new development happening here in the downtown area knocking on doors when I was getting signatures, and a lot of the residents were unhappy. A lot of people are comfortable with the way the downtown area looks. I think they would probably expect more recreational parks, more activities for seniors. There’s a lot of potential for us to offer. Developing the downtown area; I think the concentration of how we’ve dumped the money on the exterior sides of the city; we should be more concentrated on how we can make the historic part of our downtown area the icon of our community. It’s the sore of the community right now because it’s been neglected so long.” Teran said downtown development is one of the most important things that Oxnard needs. “The city has engaged business owners, and they are part of the group that guides what’s happening downtown,” he said. “Looking at the future, we have to think threedimensionally on it where the idea for downtown is to create mixeduse developments, where we have businesses on the first floor and housing on the subsequent floors and multi-story developments. We want the downtown area to be walkable and bikeable. At the Oxnard Transportation Center, we
are going to invest in the Fourth Street corridor to make that a safe, beautiful walking distance from the Oxnard Transportation Center.” He noted that Campus Park has $8.5 million dedicated to developing the site as a park. “I’m hoping that folks can imagine three-dimensionally downtown, Campus Park, the Oxnard Transportation Center all developing concurrently, so that way those things will draw not just the people who live there to do things, but people from outside of Oxnard to come here and spend money, have dinner and go to a show, go to Campus Park and recreate and hang out there,” he said. “That’s what’s going to help revitalize not just downtown, but that area and have a ripple effect on our local economy.” Hartley said Fisherman’s Wharf is an embarrassment, and it shouldn’t be left the way it is right now. “Unfortunately, the city and the county do not have a productive working relationship, but we need to fix our internal problems if we are going to attract businesses willing to revitalize the harbor area,” she said. “It’s partially due to the city making it difficult for small businesses to come into Oxnard. We’re going to continue to struggle. Let’s focus on fixing our process so when a project is approved, businesses can open.” Teran said the City of Oxnard and the county had a strained relationship for a number of years. “That has been alleviated, and work is happening to rejuvenate the harbor area,” he said. “You see plans in the staff report where that came out. I agree that the Fisherman’s Wharf area needs some rehabilitation. There are options to have that happen in the future. The relationship between the county and the city on this specific topic is improving. City Council just had an item come before them to do a vacation on the area at the end of Peninsula Road to help move these projects forward.” Huerta visited Fisherman’s Wharf and noted that businesses are leaving because of high rent. “Revamping and redeveloping these areas and fixing the structures and making it more warm to families,” he said. “I know they’re working on the Whale’s Tail building and making it part of the Maritime Museum as well. I have to say I didn’t realize how fun the name of this recipe was going to be until I just wrote it down. Beets and Leeks has a nice ring to it and is quite fun to say.

UT the ultimate reason I am writing this column is because beets and leeks are also a delicious combination as a side dish. The beets are earthy and slightly sweet. The leeks are sweet and oh so subtly earthy. They compliment each other. Maybe you could say they were just meant to be…. Anyways, Lets getting cooking!
INGREDIENTS • 1 very large, or 2 medium, beets • 1 shallot
• 1 stalk of leek • 1 tbsp oil • 1 tsp salt

TO COOK Cut off the ends of the leek paying special attention to any dirt in the top. Slice lengthwise into thin circles. Peel the beet and cut into ½ inch cubes. Cut the shallot all the way through to make rings. Preheat a sauté or a cast iron pan on medium high heat. Add the oil, shallots and beets. Cook 3-5 minutes without mixing. Add leek and stir. TTENDEES enjoyed Greek music, lots of shopping, libations, dancing, and plenty of great Greek food. Ethnic dances were also featured as attendees took joy in the splendor of getting away from Covid-19 and enjoying the day. Father Constantine Trumpower of Demetrios Greek Orthodox Church is grateful to be able to hold the festival as the area still struggles with Covid-19. “We’re grateful that the guidelines are such in Ventura County right now that we’re able to put on the festival,” he said. “We were closed last year. Even earlier, this year would have been very difficult, so we moved from our usual location earlier in the year to the fall. Thank God the weather is cooperating, and folks are coming out to have a great time. We are very

The human person doesn’t change, so we believe that regardless of all the difficulties going on, not in spite of them, but in and through them, Christ is the panacea of the different ailments of today.” He said if someone is lost, step one to help the person is to say hello. “Without any sort of relationship, it’s hard to do anything,” he said. “People talk at one another all day long, and yet, the greatest commandment is love. You can’t have love without a relationship.” Trumpower said he has a committee of volunteers who reach out to the vendors. “Some vendors are reoccurring, they rent their spots, and we’re happy they’re here
from a variety of different backgrounds,” he said. Festival Volunteer Nikoletta Carcis said they wanted to grow their church, which was a wonderful military church, but it was small. “We wanted to grow our parish, and we had big plans to build a new church, and we did off Santa Rosa Road,” she said. “We’re keeping the festival here for now because people are used to coming here. If you move an event, you lose people, so we’re a little nervous about moving it.” She said they build and work the booths. “This thing owns us,” she said. “We love it. There are very few Greek churches.” One of the things for sale was Ouzo, which she said is synonymous with Greek culture. “It’s a black licorice liquor and very strong,” she said. Metaxa is her favorite. “It’s a brandy,” she said. “You usually pair that with the Greek beers, called The Fix. You sip the brandy and drink the beer.” She doesn’t dance during the event while she’s working. “We wait until we close up and have a little fun,” she said. Muna Habash brought her sensory toys for sale and got lots of interest from the crowd. “The majority of these toys were created by therapists and psychologists,” she said. “The reason is that you have a lot of people who have autism and ADHD (Attention Deficit Hyperactivity Disorder). They found out that giving them something like a stress
ball gives them something to refocus their energies and stress on.” She said stress balls draw the blood away from someone’s core and make them less stressed. “It goes into your outer arms and hands,” she said. “A lot of these pieces are also used by people who have Alzheimer’s and Dementia. They are loved by children and adults alike, and they are used by people who have these complications in their life.” She said the business is something her children took over from their cousin, and they called it Diddley Squat. “Everything he did was always something off the wall,” she said. “Diddly Squat was always part of him, so we created that. It’s a hodgepodge of everything.” She loves selling stuff that helps people. “I’ve worked with a lot of kids,” she said. “It gets to a point where they find education as more fun. It’s not just all this work and all this focus. All kids want to do is have fun.” Charlie Foote from the Disabled American Veterans
(DAV) Ventura Chapter 24 sold patriotic items and told Vets about new services they are eligible to receive. “Now they have the mental part of it, the PTSD (Post Traumatic Stress Disorder), and they need to realize that they are not alone. We’re here to help them out,” he said. First, he said the Veteran needs to admit to himself that he needs help. “If they say yes, then we can move forward and help them,” he said. “I also work with other organizations to help them out. It’s not just medical health issues, but it’s the physical part too.” Robert Cruz said the money from the hats and pins for sale bring the Veterans over. “We’ve met Veterans from the Korean War to the newer wars, and believe it or not, back then, they were using defoliant in Korea,” he said. Foote said the money raised goes to the Veterans’ Home in Saticoy. “We have a big barbeque for them and all the inpatients in there,” he said. Cruz said the plaques at the government center are wrong.
“We want to raise the money to get the proper ones installed,” he said. The group also works with the Knights of Columbus to get them wheelchairs and the Ventura County Vietnam Veterans and raise money for the scholarship program. To contact the DAV, call 805-385-6577. Puppy Rebel McWilliams was traveling with his grandparents, who stopped by for some Greek food. “We live close to a big Greek Church on Santa Rosa Road,” Maxine Silverstone said. “We got used to the Greek family, the Greek food, and all the good stuff. It’s wonderful to be around this kind of environment, and I love Greek food.” Richard Silverstone said he was looking forward to enjoying some lamb chops at the festival. Maxine said she and Richard perused all the vendors. “At our stage of our lives, we are trying to get rid of all the stuff we collected,” she said. “All the times we went up and down these aisles and took these things home.”
