Camarillo receives homeless update By Chris Frost Tri County Sentry Camarillo--The Camarillo City Council received an update about the state of homelessness in Ventura County during its Wednesday, September 29 meeting. Ventura County Continuum of Care Program Director Tara Karuth updated the council on the county’s effort and said the priority of the Continuum of Care includes data, system gaps, and

upcoming funding opportunities. “In 2018, the Ventura County Continuum of Care, with input from our regional stakeholders and service providers, established the Ventura County plan to prevent and end homelessness,” she said. “The core components are focused on developing a homeless response system that is effective and quickly moves persons into permanent housing.” She said they plan to update the system with all its regional n Camarillo, see page 6

ITHOUT belaboring the issue, I just want to take a minute to say thank you to my pal Darian, The Dude, who spent many nights in the office with me, teaching me the ins and outs of the inverted news triangle in a place where not many people appreciated the efforts that I put into the stories I write. The Dude would go line-by-line and explain what worked, what didn’t, and why. Then we would buy a snack out of the vending machine and talk about Disco music. He loved it; I didn’t. Darian and I spent most of our time being the lone east coast Italians in a place where cowboys ruled all the ink in print. We’d send each other joke Italian videos, and when things got tough, this class act of a guy always told me to keep at it and tell the truth about what really happened. He also told me to learn when to use a comma and semi-colon.

Kristen Parks from National Demographics presented the item to the council and said they can now know what to expect after getting the final census data. “As you all know, Oxnard has six council districts, and these city council districts were adopted in 2018,” she said. “They were drawn using data from the previous census in 2010. Now that we are in 2021, we finally have data from the 2020 census, which we are required by law to use to consider these boundaries every 10 years.” She said the city held its first re-districting meeting on July 29, before the census

data from the census bureau at the end of March, but we did not receive that data until August 12,” she said. “Then the State of California went through an additional process of adjusting the data, and that was released late on September 20 and rereleased on September 27. We had a busy week combing through the adjustments the State of California made to that data.” She said five public hearings are scheduled, and the council must adopt a new district map by April 17, 2022. “The reason for that is to be ready for the November 2022 election,” she said. She said re-districting is governed by federal law and the first rule is that each district must be relatively equal in population size. “Federal law also gives us the Federal voting rights act, which says when drawing district boundaries, we must take care not to dilute the voting power of any protected class of voters,” Parks said. “For this reason, we look at voting age citizen data by race and ethnicities so we can see information

City Manager Alex Nguyen about voters. However, we have to avoid racial gerrymandering, which is defined as drawing district boundaries predominantly looking at race. It should never be the predominant or sole feature or characteristic we look at.” She also reviewed the Fair Maps Act, which is given to every city in California going through the re-districting process. “A rank-ordered list of criteria, we have to consider this criteria in this order as we look at the district boundaries,” she said. “The first is to ensure that our districts are contiguous, which means that each district should be one whole piece; every part of it connected, no disconnected pieces separate. The second

criterion is to minimize the division of neighborhoods and communities of interest. The intention here is to ensure that neighborhoods and communities have a fair chance to be represented on the city council should be kept whole within a single district and not being split or divided if that neighborhood or community so wishes to be intact.” She said the third criterium is to create easily identifiable boundaries for the district, which is easily accomplished by “having boundary lines following roads, waterways, or other easily identifiable features. California law says our district should be compact. While there are many ways that academics measure compactness, it is defined

Now that we are in 2021, we finally have data from the 2020 census, which we are required by law to use to consider these boundaries every 10 years in state law as districts that are drawn, so they do not bypass a nearby area of the population to take in a farther away area of population.” She said when you have districts that aren’t compact, they tend to have funny shapes. “The state says we cannot discriminate or favor political parties, so we’re not even going to look at voter registration by party because it doesn’t play in this process,” she said. “The City of Oxnard may have other goals that are unique to the city, other things that folks bring to the table that they want to talk about.” She said they could address other things if the city wants it, but only after addressing federal and state

law to ensure compliance. After the state adjusted the City of Oxnard’s population, Parks said they have a total population number of 202,614 people. “That number gives us an ideal district size because we take that number, the total population, divide it by the number of districts, and we get 33,769 people, more or less,” she said. “This is our magic number when you’re looking at the districts and their demographic analysis. We try to aim for close to that ideal district size number.” She said they are looking for a total deviation size for each district of less than 10 percent. Parks pointed to the districts with some deviation and said when you take the population of the largest district and subtract the population of the smallest district, you get a number that is divided by the ideal district size to get the total deviation percentage. “It currently looks like in 2020, there is a population imbalance in Oxnard,” she said. “This is completely normal as 10 years have passed. Not since the data used before, but since the data used to draw the line was collected.” She said they get questions about the census numbers about whether they have to use them and if they are accurate. “We do have to use these numbers, regardless if you feel whether or not you feel they are completely accurate,” she said. “We are seeing that some areas have a lower population than is expected. Particularly in heavily Latino areas.” Parks said that data would be broken down into neighborhood maps. “One of the things that we’re asking the public is to think at that smaller level,” she said. “Not just the district level, but think about the neighborhood and community. We’re inviting the public to bring comment and testimony about their neighborhood and communities of interest.” This story will continue at www.tricountysentry.com.

I know it’s a priority for your board; 92 percent of residents 65 and older have received at least one dose. It makes a difference because we are getting some leftover funds from other counties that we’re going to be able to draw down.” Powers said the county approved over $71.9 million in business assistance. “There have been 5,742 businesses that have already received the business assistance, and 1,455 are in process,” he said. “Those checks are getting out there and where they’re needed most by our businesses.” He said the county continues to work on its grassroots vaccination efforts with public health and in partnership with the community. “Whatever it takes; pop-ups, youth outreach, caravans, door to door, whatever it takes,” he said. “We’re focusing our equity efforts with events

throughout the county and reminding folks that there are over 100 pharmacies providing vaccinations throughout the county. this week in Santa Paula, Camarillo, Simi Valley, Ventura, Moorpark, and Oxnard.” Public Health Director Rigo Vargas said he appreciates all the regional school partners that have been helping throughout the pandemic. “They host many of these efforts, especially in the high schools, and they are open to the entire community,” he said. “Their staff and students

are there for the community. We continue to go out to any place that is willing to host us.” He noted that there was some confusion about the booster shots coming from the federal to the state level, and county residents fully vaccinated with the Pfizer vaccine for at least six months can get a booster shot at sites that offer the Pfizer vaccine. “Right now, the FDA and CDC are only recommending boosers for those age 65 and older, long-term care residents, and people age 5064 years old with underlying medical conditions or at increased risk of social inquiries,” he said. “If you fall into those three categories.” He said people age 1849 with underlying medical conditions and people age 18-64 who are at increased risk of exposure to Covid-19 can get the booster. “The bottom line for that one is really all our essential front-line workers,” he said. “That includes farmworkers, postal workers, and grocery workers.” County Public Health Officer Dr. Robert Levin

Agreement (ENA) to work out the terms of the purchase and sale agreement for the four properties.” After the ENA was approved, the successor agency and Oxnard Housing Authority (OHA) staff entered negotiations to work out the price and terms under which the OHA would acquire the properties. “Any sale of the properties would include specific requirements regarding the type of project that would need to be constructed, thinking affordable housing,” he said. “The ultimate approval will come from the Ventura County Consolidated Oversight Board, as well as the California Department of Finance (DOF).” Smith said the deal has an escrow with a December 29, 2022 closing date, and there will be a grant deed with the stated use attached to the sale agreement, which will specify that the properties

must be developed as affordable housing. “The term is all covenants contained in the grantee to remain in effect for 55 years with a right of reverter,” he said. “The OHA must forfeit its title to the properties and all improvements if the OHA abandons or substantially suspends or fails to proceed with the construction of affordable housing for a period of three months after receiving a building permit or transfers or suffers any involuntary transfer of the properties or any part thereof in violation of the grant deed.” He said, according to the 33433 report, before a successor agency sells any property, the legislative body must approve the sale or release it by resolution after a public hearing. “The 33433 report needs to include the cost of the sale, the estimated value of the interest conveyed as determined at its highest and

best use, the estimated value of the interest conveyed as determined at use with conditions required by the sale,” he said. “There needs to be an explanation for the price if the fair market price is less than the fair market value, and an explanation of how the sale will assist in the elimination of blight.” He said the city staff would bring the agreement before the County Oversight Board for approval Thursday, October 7. “Once the Oversight Board approves, we will forward all documentation of the state DOF who have up to 100 days to approve the agreement,” Smith said. “Then, the housing department and OHA staff will return to the council and the housing authority board of commissioners before the close of escrow to set up all the vascular conditions. At that time, the staff will request authorization to

We want to keep open the possibility that there is going to be a winter surge, and we are going to need masks again. Council members felt blindsided about promises made about a park, and Councilman Gabe Teran said when he was on the parks and rec commission, they were lied to by the former city management. Project Manager Adam Smith from the city manager’s office presented the item and said the council is considering the winddown of the city’s former redevelopment agency, known as the Community Development Commission (CDC). The CDC started in 1968 and purchased multiple properties throughout the city, including Downtown Oxnard, for revitalization purposes. “That state law that triggered the end of all the development agencies was effective in February of

2012,” he said. “As part of the wind-down of the CDC, all of the remaining parcels were gathered and listed on the master list, which is called the Long-Range Property Management Master Plan, or LMPMP, and it’s managed by a successor agency to the Community Development Commission.” When the LMPMP was drafted in 2012, he said 51 properties were listed; however, today, only seven remain. “All seven are in Downtown Oxnard, east of Oxnard Boulevard in the Meta District, north and south of Sixth Street, and north of Seventh Street,” Smith said. “Of these seven, four of the properties are being considered for sale between the successor agency and the housing authority. In December of 2020, the successor agency and housing authority entered into an Exclusive Negotiating

And since grilled corn is always a good choice, if it’s available, I’m going to make the most of it until next year! There is not really a wrong way to grill corn.

of the harder way but it’s also not always necessary because the easy way makes great corn too. Anyways, lets make grilled corn the easy and hard way. Ingredients • 1 Corn • ½ tablespoon butter • Sprinkle salt and pepper The Hard Way Take a whole ear of corn with the husk on. Peel the husk back without ripping it of the ear. Remove the stringy bits. Spread butter directly on the ear. Sprinkle salt and pepper. Close the husk around the ear. Grill in the

husk on medium high indirect heat turning regularly about 15 minutes. Be careful not to light

the husk on fire. Once the ear is steamed, with an oven mitt on and very carefully removed the

Grill on medium direct heat turning regularly. Cook about 15 minutes or until desired tenderness is reached. EAT! partners in the next six months and develop measurable goals and objectives. “Communities that achieve locally established goals, such as reductions in the number of unsheltered homeless people, will be awarded bonus funding from the state to fund interventions that work,” she said. She said service providers lack the tools to assist persons in moving from unsheltered locations without adequate placements and continue focusing on increasing social service outreach and collaboration with law enforcement partners to expand emergency shelter capacity. Karuth called the housing first program a highly effective, evidence-based practice. “It gives an individual or family safe placement while wrapping services around them to meet their needs, which is the best practice to engage people productively in services,” she said. “Unsheltered people are in crisis and sometimes struggle to keep appointments, follow through with services and engage in productive progress. Our local programs use this model and approach and

have demonstrated a housing retention rate of greater than 96 percent when people are permanently housed.” She said homelessness has been trending up since 2018 on its point in time count. “Aside from this one-day snapshot of homelessness, we also evaluate system-wide data in our homeless management information system, which is a client-level database used by all our community providers,” she said. “In the most recent year’s data, 2021 to current, in our coordinated entry system and HMIS, there were 243 persons who accessed the service system, identifying homeless as a Camarillo connected community member. There are 204 persons who are at risk of homelessness who were identified from Camarillo.” She said they completed an emergency sheltered capacity across the county, including the 2021 sheltered homeless count, which includes emergency and domestic violence shelters and anyone in transitional housing programs. “We had almost a 50 percent increase from 2020 to 2021,” she said. “A lot of this is related to the state’s initiative Project Room

Key, which is for highrisk homeless individuals over the age of 65 or with serious health conditions. In Camarillo, we had four people placed in 2020 and 13 people placed in shelter programs in 2021. Because of the locations of the hotels we are using for Project Room Key, people from across the county were included in the Ventura, Oxnard, and Thousand Oaks programs because that’s where they were sheltered on the night of the count.” In 2020, she said there were 2,236 people in the homeless management system, which does not count the people in various housing programs. Of those people, 10 percent are identified as veterans, 20 percent of the adults reported experienced domestic violence, and 53 percent of the adults reported a disabling condition. She said people can call 2-1-1 and reach Pathways, which is a point-of-entry for service connections. “Despite the growing needs, we are making progress and housing people,” she said. “In 2020, despite the pandemic, our service providers connected people to housing resources.

In 2021, we have hit a plateau, but we have new resources coming online that we hope will help increase that number.” She told the council members there is some lack of housing resources. Permanent supportive housing is intended for the population that we call chronically homeless, who are long-term homeless and have a verified disability,” she said. Karuth pointed to permanent supportive housing, like the MiniMansions apartments, where they provide services and apartments. “The mainstream vouchers, tenant-based permanent supportive housing, and Vash Vouchers are rental assistance, and you have to find an available unit that will accept that voucher,” she said. “We have some vouchers that are unutilized, specifically Vash Vouchers that are for veterans. That’s primarily because of the market constraints and the high cost of housing in the community.” She noted that lots of housing in the pipeline would help meet Ventura County’s housing challenges. “At last I knew, there were

17 pending developments with over 1,000 affordable units and then 12 pending units with supportive housing of over 280 supportive housing units which would help some of our homeless population,” she said. “The challenge is patience; it takes time for these projects to be financed, approved, and built. We’re expecting occupancy over the next several years.” Karuth said she is currently working on Federal Funding opportunities, including the annual Continuum of Care application. “We’re also receiving some Home America America Rescue Plan funding which Camarillo is part of our home consortium,” she said. “There is a partnership around those funding opportunities specifically for building and operating affordable and supportive housing, more emergency housing vouchers for at-risk and homeless individuals. Then the state funding opportunities which are very significant right now.” She noted the Homeless Housing and Assistance Program, and there is activity for measurable goals for the funding opportunity.

“There are going to be some new competitive grants; the Encampment Resolution Challenge Grants and a Family Homelessness Challenge Grant to help resolve homeless encampments and also to help end family homelessness,” she said. Councilman Kevin Kildee said the Continuum of Care Alliance is making significant progress on a challenging issue. He asked if the homeless people counted are new, not counted before, or a hybrid of all the factors. “It’s truly, I think, both of those things,” Karuth said. “We don’t allow people in the community to establish a place unsheltered and remain there long-term because of community and safety concerns. People do move around a bit. players, and an opportunity raffle. The car show was judged by the participants, with an awards ceremony. Central Coast British Car Club President Michael Gustafson owns a 1973 Triumph TR6, and he was thrilled to be back after Covid-19 stopped the 2020 show. “We have 152 cars, and this is our best year ever,” he said. “This is the best turnout we ever had.” He said most of the British cars on display are American market cars that have leftside drive, but there are a few right-side drive cars on display. Gustafson said his uncle had an MGB auto when he was growing up, and he became hooked. “He would take me riding around in it, and I have been a fan of British cars since I was a little kid,” he said. “For the last 15 years, I have had my own British cars. I work on them and do whatever I need to do to keep them going.” When it comes to maintenance, upkeep, and keeping them running, he said British cars are a lot more work. “The wiring is a little finicky, and there are a lot less people to fix them,” he said. “You need to be able to do that work yourself because there are not many people around anymore that know how to work on them.” Gustafson puts about 5,000 miles a year on his TR6 and said he doesn’t take it to work, but he does take it out on weekends.

“Most people in the club are like that,” he said. “I had an MGB, and I wanted something with more power. The Triumph was a little bit better-built car. It was double the price of the MGB back in the ‘70s, and I wanted something a little bit better.” He said maintaining his TR6 does not put a huge dent in his budget. “They are very inexpensive to work on and fix,” he said. “Moss Motors sells all the parts for the car. Surprisingly, you can get pretty much every part on that car.” Gustafson said his wife is a big part of the club. “She loves the car, and we go out and drive around,” he said. “The car club is a social gathering. It’s all about the cars, but once a month, we do a run to a restaurant; even during Covid-19, we maintained club events.”

He said the club members are friends and like to get together. “We’ll do a movie night in somebody’s back yard, and there are 30-40 people there,” he said. He loves all the camaraderie. “There are a lot of really nice people in this car club,” he said. “Anybody can join as long as you have a British car.” Jack owns a 1951 English Ford Prefect, and although he didn’t have his car at the show, he was impressed by what he saw. “This one was made in England, and they made a small quantity that was shipped to America,” he said. “The steering column was on the left instead of the right side.” Originally, he said the Prefect was an electric car in England and used as a taxi. “It came with a flat four-

cylinder engine, and when I found the car, it was getting ready to get smashed.” He restored the car and put a 350 V8 engine under the hood. “I had a whole brand new frame built for it, and the front has a Mustang II rack and pinon,” Jack said. Wayne H. Francis from Ojai brought his 1950 MGTD to the show. “This is my very first car that I bought in 1963, and even though I was down in San Diego at the time, the car was in Ojai,” he said. “I came to Ojai in 1963 and bought the car, and 20 years later, the car came home to Ojai when I moved there.” He noted that the car has a wooden structure inside the body, and the wood rots out. “I replaced all the wood, and the body panels are nailed on,” he said. “The engine has been rebuilt, and

I redid the brakes. It’s a labor of love as they always are.” Francis said there is no part shortage, and you can completely rebuild the car. “It’s got to be a labor of love because the only return on the investment is the joy of driving,” he said. “My wife has only recently been driving with me. We made some trips in it.” Jacqueline Francis approves all of Wayne’s car purchases and encourages him to purchase more. “He worked for the government for many years serving his country,” she said. “He accumulated his retirement money, and it’s his only retirement project.” She said riding in the car took some getting used to. “Is there something wrong; people are signaling,” she said to Wayne while they were driving. “I didn’t realize they were all just giving their

thumbs up and encouraging him.” Stephen Karolyi brought his 1960 Morris Minor Mini Traveller to the show and said in 1960; Morris made two body styles. “They made a bigger body style more roundish, which is called a Morris Minor, and they made the little Mini Cooper Woody Wagon,” he said. “There’s a lot of wood from the back doors through the back end of the car, including the two verticle closures in back.” He said his car features the original wood. “I spend many nights sanding and varnishing,” he said. “It takes a whole lot of work to bring it up to your standards, and if you garage it out of the sun, it stays. I’ve owned the car for almost 20 years, and this is the work I did on the car almost 20 years ago.”

disconnect in this county when it comes to the federal budget. For example, I interviewed a Bernie Sanders supporter in 2019, and she told me that college education should be free for everyone. Like the jerk I am, I asked her who was going to pay for this, and she told me the government would pay itself. Unfortunately, printing more money to cover debt is plain old stupid, but she’s not the president, so it worked out in her mind. So beware, the bill will come due for this rescue, and raising taxes will blow a hole in the economy. I’m warning you that when the bottom falls out and the taxes go up, especially taxes on businesses, the City of Oxnard will need assets that are going to pay dividends. It’s not defining pie. Call your investment guy, tell him you want investments that pay zero dividends and require a bunch of investments in the future. When he’s done laughing at you, he’ll call you an idiot and won’t do it. Meanwhile, I will follow the same template that I always follow. I’ve seen some of the other papers cover the American Rescue Plan story with a synopsis story, while I wrote 4,500 words. So you can pick what you want. Do you want the gist of what’s going on, and know just enough to sound like an idiot while you’re talking about the plan? Happy reading. Do you know what Mayor Pro Tem Bryan MacDonald said about gang mailboxes? How about what Councilman Oscar Madrigal thinks about using the money to aid people in zip codes 930 and 933, who he said were devasted by Covid-19? How about Mayor John Zaragoza’s feelings about fixing up city hall and his reasons? If you pass on those other crap papers and read the Tri County Sentry, you would know. Perhaps I am weird, but I trust my mentors: the Hawk and The Dude. You taught me well, and I won’t ever forget.

“DEAR EVAN HANSEN” By Bob Garver

The last two weekends at the box office have been dominated by the one-two punch of holdovers “Shang Chi and the Legend of the Ten Rings” and “Free Guy.” But the opening of “Dear Evan Hansen” this past weekend changed that. By which I mean that it knocked “Free Guy” out of the #2 spot. “Shang Chi” continues to kill it at #1. But in New York, where I live, the weekend was all about “Dear Evan Hansen.” Actually, let me rephrase: the weekend at the movies was all about “Dear Evan Hansen.” The weekend overall was all about the reopening of Broadway. The return of excited crowds more than made up for the litter of discarded Playbills.

HE film is based on a Tony Award-winning musical that opened in 2016. Lead actor Ben Platt himself won a Tony playing Evan Hansen, and now he’s bringing his portrayal to the big screen. Problem is, Hansen is a high school senior, and while Platt could get away with playing the character onstage at age 23, playing him onscreen (with close-ups) at 27 is a much harder sell. Fortunately, his acting and singing are so good that the things about the performance he can control should make you forget about the things he can’t. Social anxiety-ridden Evan is heading back to school with a broken arm. This is shaping up to be another year where he won’t make any friends. His closest confidant Jared (Nik Dodani) insists that they’re not really friends and won’t even sign his cast. He pines after crush Zoe Murphy (Kaitlyn Dever), even though she comes with the baggage of her disturbed brother Connor (Colton Ryan). As a therapy exercise, Evan writes a letter to himself talking about wanting to get to know Zoe better. Connor finds the letter talking about his sister and angrily confiscates it, but not before sarcastically signing Evan’s cast. Soon after, Connor commits suicide. Connor’s mother (Amy Adams) and stepfather (Danny Pino) are

naturally devastated, but there’s a tiny ray of sunshine. Connor was in possession of Evan’s letter, which taken out of context, makes it look like he wanted to be a better brother to Zoe and that he and Evan were friends. The signature on Evan’s cast seems to confirm that their son was able to form a connection with someone, which brings the parents great joy. Not wanting to hurt the grieving family’s feelings, Evan goes along with the story they’ve fabricated. But soon he’s the one fabricating stories, spinning tales of he and Connor spending hours together at an orchard. Soon he’s the voice of Connor’s memory and setting up a foundation with overachieving classmate Alana (Amandla Stenberg). He’s also spending more and more time with

the Murphy family, especially Zoe, at the expense of precious quality time with his overworked nurse mother (Julianne Moore). Evan’s swelling ego and web of lies are bound to catch up with him sooner or later. I never saw the stage version of this show, but I understand the third act has been rewritten for the transition to the screen. That may explain why it’s such a mess. One character takes a near-villainous turn and everybody seems a lot more miserable once they no longer have Connor and Evan’s friendship for inspiration, a misery that is never really rectified. There’s an act of atonement that supposedly makes things better, but it’s such a cold comfort at that point that it barely registers. “Dear Evan Hansen” has been

widely panned for Platt’s age and the third-act changes, and I’m not saying those elements aren’t problematic, but they weren’t deal-breakers for me. I still found a lot to like about Platt’s performance and his chemistry with Dever, Adams, and Moore. This isn’t going to go down as a “classic” movie musical, but it isn’t a “Cats”-level disaster. Grade: B“Dear Evan Hansen” is rated PG-13 for thematic material involving suicide, brief strong language, and some suggestive references. Its running time is 137 minutes.
