RENT RELIEF INCREASES TO OVER $16 MILLION Oxnard-- In his report to the city council, Tuesday, October 18, City Manager Alex Nguyen said the state originally had over $12 million for rent relief in Oxnard, but they’ve gone up to over $16 million. “So far, we have 763 households that have been approved for assistance,” he said. “There is progress being made. You can see how much money has been coming down the pike to tenants and landlords. The program is still active, and we encourage people in need to apply.” He said the vaccination sites continue, and the city still has the location in North Oxnard at 2240 East Gonzales Road, and vaccinations are available from 8:30 a.m. until 4:30 p.m. Monday, Tuesday, Wednesday, and Friday. “On Thursdays, they open at n $16 million, see page 4

Council approves rent control plan By Chris Frost Tri County Sentry Oxnard-- The city council, Tuesday, October 19, approved an ordinance that directs the staff to bring back a local version of AB1482, a state law the offers rent control and protections with a five percent rent increase cap. The expiration date for the ordinance is in 2030. The staff will also come back with a public education program with an enforcement mechanism for local

control. The ordinance will include a look at local tenant protection, density bonus continuation, an inclusionary ordinance, and focus on the employee pipeline. The first draft of the ordinance should return in January 2022. City Manager Alex Nguyen said the item is the next iteration of an important policy discussion. “The staff has done its research and made our recommendations, but we also received a lot of public input,” he said. “We have listened and analyzed as best as we could.
This item includes staff reports, so I certainly hope all who are interested have taken the time to review all those, as well as the four associated videos that are available online.” Nguyen said the State of California is in a crisis with the issue. “The State of California is undergoing a housing crisis and an associated homelessness crisis,” he said. “This has clearly been stated by the Governor, the State n Council, see page 12

WHEN Ventura County reaches the moderate (yellow) Covid-19 transmission tier as defined by the CDC (Center for Disease Control), and that is a rate of 7 per 100,000, and it remains there for three weeks,” he said. “Two, when Covid-19 hospitalizations in the county are low and stable. I think we are pretty close to meeting this criterion now. For number three, one of these two conditions is met. Eight weeks have passed since a Covid-19 vaccination has been authorized for emergency use by the FDA, CDC, and the Western Group, the state authority for 5-11-year-olds, or 80
vaccinated with two doses of Pfizer or Moderna or one dose of Johnson and Johnson. This is achievable.” Chief Executive Officer (CEO) Mike Powers said the Covid-19 numbers are trending in a good direction. “The positivity rate overall is 2.3 percent, and also the equity rate in low-income communities are very favorable at 2.2 percent,” he said. “We continue to have one of the best vaccination rates in the state and the nation. We have 82 percent of county residents ages 18 and over have received at least one dose, and 73.9 percent of people 12 and over are fully vaccinated.” He said 92.6 percent of people age 65 and over received at least one dose of the vaccine. “In this last week, this number is trending in a good direction,” Powers said. “We had 12,684 vaccinations in this last week. The council also authorized a resolution extending remote meetings in the City of Oxnard. “The new statute (AB361) requires that the council makes certain findings in order to keep conducting meetings remotely, without complying with other provisions of the open meetings law,” City Attorney Stephen Fischer said. “What we’ve been doing during the entire Covid-19 pandemic, we have to make findings for it. This is the first reauthorization of that. In the future, in order to lessen the burden on the city clerk’s office, we are going to put this reauthorization item on the consent agenda as a minute approval item rather than as a resolution.

NEWS Camarillo adopts updated Emergency Operations Plan By Chris Frost Tri County Sentry Camarillo--The Camarillo City Council, Wednesday, October 14, updated its Emergency Operations Plan (EOP).
T
HE city updates its plan every five years, which is a tool used by city staff and responders. “It establishes emergency preparedness response and recovery operations in case of an extraordinary disaster or emergency,” Assistant City Manager Carmen Nichols said. “It’s compliant with the California Standardized Emergency Management System, which we call SEMS, and the National Incident Management System, NIMS. City staff that report to the Emergency Management Center are required to undergo extensive training. On an annual basis, the training exercise is conducted.” She said in 2021, they worked closely with Wendy Milligan, the president of Terra Firma Enterprises, specifically to understand some of the new rules and requirements incorporated into the plan. Milligan said she wanted to give the council a “30,000-foot” level update about what they’re trying to do with the plan. “The whole project is revolving around bullet points,” she said. “There were two bills, Senate Bill 160 and Assembly Bill 477 everybody is talking about; making sure we incorporate our diverse communities and disabled access functional needs populations appropriately throughout our plan. We were a little soft in some areas, so we’re trying to augment that up quite a bit. We also looked at, knowing historically what you’ve gone through in the past with some disasters, what worked and what didn’t work with regards to actual response or training and exercises you’ve had.” She said they’re looking to streamline the plan where they can, which she called a “really thick document.” “We’ve been trying to streamline it down to the end-users, which is your emergency responders that are going to be in your emergency operations center,” Milligan said. “We’re looking at those areas to streamline the information or
perhaps refer to other plans that address the same information instead of having that information up here in two places.” She said they’re also looking at state office emergency services that put out a crosswalk for the city’s emergency operations plan. “At the national level, there’s a tool available for us to make sure we are incorporating everything that we should in our emergency operations plan,” she said. “We use that as part of our plan to make sure, as we put the plan together, it’s going to be meeting all of those requirements at the state and national level. Ultimately your plan is a sub-plan of Ventura County operational areas emergency response plan as well and the State of California’s emergency management plan. So we want to make sure that your plan complements that plan as well, and we are using the same terminology and references that are going to be helping us when we respond together in an emergency.” The Emergency Operations Plan provides a structure and process that will be utilized to respond to and initially recover from an emergency or disaster. It assigns responsibility to individuals or agencies for carrying out specific actions during an emergency, sets forth lines of authority and organizational relationships and how they will be coordinated, and identifies personnel equipment facilities, supplies, and other resources available in the city or by agreement with other jurisdictions. She said they looked at the plan’s structure and started with the multi-agency coordination group, formerly the policy group. “We’re now calling it a multiagency coordination group to be speaking the same language as the county and the state as well,” Milligan said. That is the accepted term these days; multi-agency coordination group. That does not necessarily mean that in the past, the city council is the policy group. Not necessarily; it’s a multi-agency coordination group that could be most of the directors of your city departments. You could be pulling in the port people if you wanted. It depends on the incident who you would pull in who you think should be sitting at that table, executive level, that would make decisions across the board for this city. The rest of the organization would implement it.”

One change they did was create a disabled access functional needs coordinator, which did not exist before. “We felt that it was important due to the fact that at the national and state level, we need to look out for everybody in our community,” she said. “We may not have a real good understanding about how certain activities during a response may impact some of the disabled functional access needs populations for traffic. Maybe you are evacuating people, and you have people who have mobility issues. Even getting out an evacuation notice, you may have people who are hard of hearing or speak a different language. We’re trying to incorporate that into our org chart so we have a way to make sure that no matter what we’re doing, there’s somebody that’s overseeing the different tasks that we will be implementing during a disaster to make sure that we are incorporating the whole community. If we’re ordering busses, do those busses have lifts on them to accept folks in wheelchairs?” She said they’ve streamlined the organization, so there’s a fire/ medical health branch that used to be two different branches. “It used to be a fire and medical health branch, but really, the fire department is going to be serving both of those tasks or both of those positions, so we figured let’s combine them into one,” Milligan said. “The police branch was changed. It used
to be law enforcement, and we’re changing it to police just to be a little more descriptive. In some cases, we had people get a little bit confused with law enforcement thinking that it was illegal, like your attorneys. It’s not; it’s the police branch.” She said the situation status unit is combined with a few other units. “It absorbed what we call the damage assessment unit, and it used to be under the operations section,” she said. “That also was a point of confusion because people thought that was your building and safety, people and were going out and doing safety inspections where, in fact, it’s not. It’s the person that has been gathering information about all of the damages for your city.” She said the same thing applies to resource status. “You’re not ordering resources here but rather painting the picture of where all our resources are,” she said. They combined procurement and purchasing in the logistics section. “For the size of your city, it’s typically done by the same people, so we figured we’ll combine that,” she said. “We’ve combined the org chart down and streamlined it quite a bit.” The threats section in the EOP includes detailed threat or hazard information already contained in the city’s section within the Ventura County Multi-Hazard Mitigation Plan being updated. Instead of providing the same information in
the EOP, a summary of the threat or hazard is provided with reference to the Ventura County Multi-Hazard Mitigation Plan for a more in-depth description of the hazard. “It’s going from over 100 pages of hazard stuff; it’s going down to nine or 10 pages,” she said. They also color-coded the EOP checklist to make it easier to find. She said the Emergency Operations Plan used to be 13 files, and it is now one file with hyperlinks, so you can find something by clicking on the hyperlink. “Hopefully, that will make it a lot easier if you put it on your internal drives when you’re activated during an EOC activation, and you’re looking for a particular checklist,” she said. She noted that Disabled Access and Functional Needs (DAFN) must be beefed up. “Throughout the plan, we’ve woven information about what we call DAFN issues,” she said. “Throughout the plan in those categories, you know communications warning, notifications, evacuations, are woven throughout, but then, we also have support documentation for the operations section, particularly focusing on these categories for more in-depth information. What the state and the feds really want to see is that you don’t have a standalone annex for dealing with the DAFN. It’s woven throughout your plan. Then you can point to some specific details to support the information you have in your plan.”

T-Bone Steak By Connor Forbes Wowzas on this one. I thought I could make a good steak before I tried out this technique. I used to sear the steak on very high heat to start and then finish it on indirect heat.

UT Reverse searing basically inverts that process on it’s head. You slowly bring the internal temperature up and then sear it off at the end. This reminded me of a sous vide steak. You get the
same type of incredibly delicate meat. So you can apply this to a sous vide situation or use a
smoker, like I did. To start off I highly recommend T-bone steaks for
this as you get a New York strip and a Filet Mignon. Or like the one I cooked here it is just the NY. But hey, that’s my favorite steak and when you add in the bone, you can expect a tenderness and flavor to match. You can try this on other steaks, but I probably won’t! Ingredients • 1 T-Bone or Porterhouse steak • Salt • Pepper To Cook Preheat your smoker to 225⁰. Rub your steak with

salt and pepper. Place steak on smoker and leave until it reaches a temperature 10 degrees from your desired finished temperature (125 for rare, 135 for medium rare, 145 for medium and so on). Heat a cast iron pan on high, finish off the steaks with a couple of minutes of sear on both sides. The internal temperature should come up to your desired internal temperature. We’re not selling as many sun hats.” She said flip flops they design are still selling. “Flip flops are year-round in California,” Duece Wiley said. “They’re rain gear and dry faster. Otherwise, you have wet socks.” The duo brought their dog Lilly who is now nine months old. “She’s getting bigger and bigger,” Roxie said. Duece said the duo has been working on hair bows for the holidays. “We’re working on specialty hair bows with fun fabrics,” she said. Tiffany Gibson from Ace of Arts was creating treasures for the crowd. “I started doing this over Covid-19,” she said. “I was out of work, and so was my husband. We live in an apartment less than a mile down the street from here, and the kids around us were doing graffiti and getting in trouble. I love art and thought that if you’re going to do it, do it well. Don’t get in trouble for it.” She got together a bunch of paper, and the graffiti artists sat outside and started creating art. “Now the kids are not getting in trouble anymore, and they are coming up with
cool pieces,” she said. She saw her first design while at the beach and decided to paint. “I went to Venice a long time ago, and I had seen people doing it there,” she said. “I had always been an artist, and I wanted something that would travel well. I didn’t want to do sketching or anything else. There were too many tools. I wanted something quick and easy, and this is super quick and super easy. You can’t mess it up. It can take me anywhere from five minutes to an hour to do a painting.” She said she’s over-sprayed paint that ended up on her
husband’s car. “I said to him I’m sorry, I got a little bit on the car, but look at it this way, one day maybe I’ll be in an art show and sell some paintings and be famous.” She said the event was her first show, and she hoped to make her passion a career. “I’m not a 9 to 5er,” she said. “I’ve done it, but I’m not very good at it. I’m too much of a free spirit. I absolutely love this and love teaching it to people. When you go to a show or the beach and have artists that do this, they usually stay in their work and don’t want to talk to you.” The design she was working
on started as a challenge from her husband. “I had the sky and the ocean, and he said to paint what you see,” she said. “I said what I see, and I said, are you serious. I’m new to palm trees. That’s what I love about him. He challenges me. This one is going to be called number 2.” She said her designs take shape, and she never knows what it’s going to be. “It’s in my head,” she said. “It’s something that I see. It’s my interpretation of it.” Author Maureen McGrath brought her two books about anti-bullying and differences. “The first book is my book
on differences which is a friendship between a puppy and a butterfly,” she said. “The butterfly has velcro, so it moves from the nose to the ear. The puppy protects the butterfly in the rain. My books teach children that our differences can bring us together instead of apart.” She said anti-bullying is a subject she is passionate about ending. “It’s a true story about a cat with a crooked tail,” she said. “I have a book, a plush, and a tooth fairy pillow for that as well. I wrap them in cellophane with a zig-zag ribbon. It’s a great gift for the holidays or anytime.”

VENOM: LET THERE BE CARNAGE By Bob Garver
When we last saw reporter Eddie Brock (Tom Hardy), he had formed an uneasy alliance with Venom (also Hardy), the symbiote living in his body. A symbiote is basically a second personality that can interact with its host, but also occasionally appear in physical form as a being with superpowers. The setup is reminiscent of “Malignant,” a horror movie from a few weeks ago. But this movie spent millions of dollars on a CGI Venom, whereas that movie spent what looked to be a couple hundred bucks on a puppet. The puppet was way creepier.

HE sequel sees Eddie and Venom settled down, but the alliance still uneasy. Venom wants to eat people, but Eddie won’t let him eat anything smarter than a chicken. Eddie is trying to regain his credibility as a reporter, which he can do by landing an exclusive with incarcerated serial killer Cletus Kasady (Woody Harrelson). The information provided by Kasady himself is
disappointing, with him wanting nothing more than to get a message out to his girlfriend Frances (Naomie Harris), who is locked away in a separate institution. But Venom notices a mural on the wall of Kasady’s cell that reveals the location of his victims’ bodies. Eddie relays
the information to the police and is hailed as a hero, much to the chagrin of Detective Mulligan (Stephen Graham), who had been working Kasady’s case and has a history with Frances. Kasady, meanwhile, is sentenced to death and vows revenge on Eddie, though not necessarily
over the impending execution. Kasady invites Eddie to his cell one last time, where he antagonizes him into throwing a punch through the bars. The close proximity allows Kasady to bite him, which he would have considered satisfactory revenge, except that he notices that Eddie doesn’t have proper blood. It was the loose-tempered Venom who threw the punch, and some symbiotic fluid was transferred to Kasady. Kasady develops his own symbiote named Carnage that he uses to escape the prison, free Frances, and go on a rampage. The plan is for Kasady (and Carnage) to marry Frances in a twisted wedding ceremony that will also include the deaths of Venom, Mulligan, Eddie, and Eddie’s newly-engaged ex-girlfriend Anne (Michelle Williams). Mulligan and Anne are easy enough to kidnap, but Eddie and Venom will have to show up of their own accord, which will be tricky since they had a falling out over the punch. Can they patch things up, crash the wedding, and save the day? The emphasis on stained-glass windows in the film’s advertising should be all the clue you need. As with the first film, the action is all CGI muck. It’s a bit easier to follow this time because someone bothered to pay the electric bill at the church, so the lights are on, but that only helps a little. The real appeal lies in the
Eddie/Venom chemistry. And sure, it’s sometimes funny to see a human comically mismatched with a bloodthirsty alien, and Hardy puts his back into realizing the characters as always, but Venom’s staggering fakeness makes it very apparent that the performances are not taking place anywhere near each other. Venom is a villain from “Spider-Man,” but so far the character in this continuity has not met up with the webslinger. A much-ballyhooed mid-credits sequence tells us that that’s about to change. I’m glad that it is. Not because I’m particularly excited to see a Spider-Man/ Venom showdown, but because this is hopefully the end of standalone Venom movies. With clearer action and a better villain (Harrelson’s serial killer is at least more interesting than yet another evil industrialist), “Let There Be Carnage” is a better “Venom” movie than the original, but I’m still not sold on the character as a lead. Grade: C “Venom: Let There Be Carnage” is rated PG-13 for intense sequences of violence and action, some strong language, disturbing material and suggestive references. do here at the local level that would be both pragmatic and useful,” he said. He cited data from the Southern California Region of Governments (SCAG) and said the trendlines for homes remained the same from 1996 until 2016. “The median home price in our region increased by over 300 percent,” he said. “The median household income stayed flat, and when you adjust it for inflation, it went down about 5 percent.” He noted the gap between the income line and the cost of housing. “This gap here, I’m nicknaming it Mount Everest,”
he said. “There are very few individuals or families at the median income, $65,000, that can bridge this gap for the median cost of housing.” He said the primary problem is the extremely high housing cost in California and the City of Oxnard is not exempt from that problem. “This is decades in the making and has to do with the sacredness of single-family zoning, NIMBYism (not in my backyard), and a lot of cities in the state refusing to construct single-family housing,” he said. “As a result, over the past several decades, as a state, we have not added nearly enough housing stock
to keep up with the population growth in the state. Specific within that, we’ve certainly not added enough affordable housing stock.” He said it comes down to the fact that residents do not earn enough money to afford the housing. “As we all know, the cost of housing burden has gotten so high; it’s well beyond the 30 percent that you would expect a family to pay for housing,” Nguyen said. He advised the council to seek a crisis intervention measure. “The staff believes that rent control in and of itself is not ultimately the right solution,” he said. “We recognize that in
the short run, it would slow the pace of rental increases. We recognize that many of our residents can certainly use that relief right now in this crisis.” In the long run, he said rent control causes problems in the housing market in some cities and includes spurring gentrification. “That’s why the staff has not recommended a permanent rent control ordinance,” he said. “As far the recently enacted state rent control, AB1482, I have heard and read and understand that the advocates against rent control want us to wait and see how that law will play out.
We’ve studied AB1482 as well, and while I don’t have a crystal ball, but having worked in local government for nearly a quarter-century, I can tell you that AB1482 will not be effective at the local level.” Nguyen said AB1482 is a non-starter for local tenants, given the realities the community faces. “Permanent rent control will not bridge that gap,” he said. “Rent control will not produce, procure or ensure affordable housing,” he said.
