Covid-19 vaccinations open to people age 16 and up By Chris Frost Oxnard-- In his report to the city council, April 20, City Manager Alex Nguyen shared the website, venturacountyrecovers.org, which answers questions residents may have like can people get together with family and what about weddings. “If you have a specific question regarding something you’d like to do, that is the website

You know, I’m sitting here looking at all the hypocrisy over the past month, and I can’t help but think about The Hawk, my mentor and former managing editor, who I met in Cody, Wyoming, back in 2013.

I’m a bizarre mix of an obsessed workaholic and SOB that sat around and watched too many so-called journalists dance around the tough questions that put people on their heels. Those journalists, to me, suck. Too often, people will see a story and say you can’t put that in the paper. I put it in any way because that’s the way I am. The public has the right to know the truth. With that said, lets’ talk about the big stop the hate protest a couple of weeks ago that I covered, but the truth is that I was a target of a bunch of hate because I dared to cover Republicans and Democrats equally during the political season. Stop the hate but stop all the hate. Fairness and equality are my job, and it has nothing to do with whether I am Republican or Democrat. NEWS Yellow tier could happen soon in Ventura County By Chris Frost Ventura-- In his report to the Ventura County Board of Supervisors, April 20, CEO Mike Powers thanked the community for the great work they’re doing through the pandemic.

VENTURA County is heading in a strong direction,” he said. “We’ve administered over 582,000 vaccine doses, first and second dose, which is over 53 percent of the eligible population in our county that has received at least one dose. Over 85 percent of seniors 65 and over have been vaccinated.” Powers said Covid-19 testing is a crucial element to fight the pandemic. “The community continues to get tested at a high rate, over 4,000 a day, which is remarkable, as we’re transitioning to the testing pods,”

he said. Vaccine task force leader Barry Zimmerman said Ventura County has done a tremendous number of vaccines to date. “This week, we’ll probably be over 600,000 vaccines total, administered as we work through our appointment first and second dose strategy,” he said. “We’re at first dose, and it’s at 53 percent of the total adult population, which is an excellent rate. We have advocated and fought hard for vaccines, and we’re keeping up at a good pace. Overall, the state is around at 52 percent, so we’re trending slightly about that pace right now.” The county has experienced a slowdown in the rate of appointments getting filled. “We release the bulk of the new appointments, Monday morning around 11:30 a.m.,’ Zimmerman said. “In the past, they would be completely filled within the hour. This week, it took about four

hours to fill them up. This is not an unusual trend. This is happening across the state.” He does not see any growth in vaccines allocated to the health

department. “Growth in the county as a whole will be through a thirdparty administrator,” he said. “Those vaccines will be distributed through other networks, such as pharmacies and other medical clinics that have been established that have not received the vaccine will receive it as well.” He reminded the public that everyone age 16 and older can be vaccinated. “The 16 and 17-year-olds are only eligible to get the Pfizer vaccine,” he said. “If someone comes and makes an appointment, they need to be assured that it is a Pfizer clinic where they can receive it. This past weekend, I visited clinics, and quite a number of our youth have made appointments and are receiving the vaccines.” Public Health Director Rigo Vargas said the county should reach the yellow tier within the next two weeks. The 7-day average case rate is

2.6, and it is a modest improvement from last week’s 2.8. “It’s so good that at the beginning of January, it was 82,” he said. “To go from 82 to almost two is astounding. It’s a testament to all Ventura County businesses, residents, and everyone working together to bring down our adjusted case rate. We’re short for meeting the first week metrics for the yellow tier, but we’re right around the corner. It needs to be less than 2.” The 7-day positivity rate is 1.2, which showed a minor improvement over last week. “There is still person-toperson transmission in our county, but the rate of positive tests is decreasing,” he said. “We’re especially proud of Ventura County residents, especially our hardest-hit community, the Oxnard community, the 93033 zip code, and 93030. The Santa Clara community has been hit hard.”

Last week we grilled a quick and easy Lemon Hoisin Chicken. This week we are talking about the whole bird and a more intricate recipe.

T

HIS recipe really hit the spot for me. I was going for a smokey, slightly sweet, and citrusy whole roasted chicken. So I picked out a couple of my favorite dried chilis from the pantry and grabbed a couple lemons from the tree in the backyard and got to work. This isn’t actually all that hard to pull off. You grind some chilis (blender works magic), marinate the chicken for a while, and then roast for a while. Well, that is an oversimplification, but not by much! Let’s get into it. Ingredients • 1 whole roasting chicken • 1 dried chile negro • 2 dried chile morita • 2 lemons, 1 whole and 1 juiced

• 1 tablespoon salt • 1 tablespoon olive oil To Cook

Grind the chile negro and chile morita in a blender. Pat your chicken dry with a paper

towel. Place chicken in a big enough container to fit the whole chicken and be able to put it in your refrigerator. I used a stock pot. Squeeze 1 lemon and pour lemon juice all over the outside and inside of the chicken. Salt the entire chicken inside and out. Coat the chicken in the ground chili blend inside

and out. Refrigerate chicken for 6- 24 hours. Pull chicken out of refrigerator ½ hour before roasting. Drizzle the olive oil over the chicken and stuff the cavity with a whole lemon and the rinds of the squeezed lemon. Preheat oven to 425⁰. NOTE: cooking times will vary depending on the oven. For reference, this was a 6 lb bird. I cooked it at 425⁰ for 45 minutes and 350⁰ for an addition 1.5 hours uncovered and on top of vegetables (onion, potato, sweet potato and beets with sprigs of rosemary). A good rule of thumb is to go higher temp for about 1/3 of the overall cook time. Lower heat for about 2/3 of the cook time. Pull out of the oven and cover with foil. Rest for 20 minutes and EAT! It’s best if you register, but they’re setting up these mobile sites to make it more convenient for people to get their vaccinations.” The Southwinds Youth Center vaccination site is still available, but it requires an appointment. The rent program is still active, Nguyen said, which

applies to landlords and tenants. “You can get help there,” he said. “That phone number is 833-430-2122. The information is also available on the city’s main page, www.oxnard.org. Service is available in English and Spanish, as well.” FEMA (Federal Emergency Management Agency) offers assistance for funeral services incurred if the death is caused by Covid-19. “You can apply at FEMA,” he said. “Their phone number is 844-684-6333. Their hours are 9 a.m. until 9 p.m. eastern standard time Monday through Friday. You can call FEMA to get information.” Street sweeping enforcement will resume on

June 1. “We are spending the rest of April and May notifying our residents,” he said. “I know it has been a long time, but now that our unemployment rate is starting to lower and people are finally going back to work, and young people are going back to school, we should be able to sweep our streets again, which is mandated by the state to keep our storm sewers clean.” Nguyen reminded people that the pandemic is not over, and residents should continue wearing their face covering, practicing social distancing, and wash their hands as often as possible. “The governor expects to open the entire economy in mid-June,” he said.

NEWS Supervisors discuss ARP money By Chris Frost Ventura-- As the American Recovery Plan comes online and is set to roll out, the Ventura County Board of Supervisors has begun its process of where the money will go to help the government and people.

G

OVERNMENTS have experienced fiscal shortfalls throughout Covid-19, and as the money comes in, the Supervisors will be tasked with doing the most good it can for their constituents. Scott Powers from the executive office presented the plan to the supervisors, and he said there’s an important difference in how the money gets dispersed. “The CARES Act, which was approved about a year ago, in addition to the American Recovery Plan, both direct fund transfers with guidance,” he said. “The funds are provided, and guidance follows it. We apply those funds, and we are subject to a single audit on those funds.” The difference, he said, is the FEMA (Federal Emergency Management Agency) portion which is a reimbursement program; the county fronts the funds for these costs that are for FEMA eligible and applicable costs. “FEMA is slower than they’ve ever been and understandably so with what they’re dealing with from a nationwide perspective,”

he said. “We have many applications come in, totaling about $78 million to date.” With the recently passed American Recovery Plan, Powers said a significant allocation of money, $164 million, was placed in the Local Recovery Fund. “Our city partners are expecting to receive over $142 million, so we’re looking at over $300 million in local assistance,” he said. “These funds will be used in different ways. The key portion is the revenue loss, and for the county, we expect it to be significant. The county is primarily funded through property tax and charge for services. The cities have taken a large hit in terms of sales tax, and we expect them to get a lot of that money through lost revenue and into their general fund and apply as necessary to their community.” There is $15 million designated for community health centers, homeless assistance will get $4.5 million, and the Older Americans Act will get $900,000. “There’s a lot more to be determined in terms of what funds are coming our way,” he said. “Some are coming from the state, some come direct, and there is an infrastructure portion we are curious about.” About half of the money should arrive at the county within 30 days. “The remaining money is within one year after the first installment,” he said. “We’re looking at 2022. The deadline is 3.5

years to spend these funds.” Powers said in many respects the guidance is the most important part. “We’re anticipating that anytime in May,” he said. “We’ve heard word that it may be earlier than that, but we’re excited to see that information, create some good strategies, apply them, and come back to your board for those recommendations.” Powers said they want to focus on things the Board of Supervisors feel are appropriate, including mental health, homelessness, and equity. “I also want to include the notion of avoiding these long-term commitments, past 3.5 years, without a financially sustainable funding opportunity for these programs,” he said.

Powers said they want to replenish some reserves and lost revenue that’s not in the general fund. “We do know of some non-general fund departments that have been hit, most namely the parks department and other ones in the county,” he said. “Infrastructure is a key part of this legislation that we’ve seen. We’re curious to see how that reads and what opportunities we have there.” Supervisor Kelly Long said she liked the CARES Act funding pools and where they’re coming from. “My focus is agreeing to push this funding to our community and businesses as best as we possibly can about waiving business fees, and we’ve had some meetings about that,” she said. “I’m excited to see what Mr. Mike Powers is coming back with during that presentation.” Long is concerned with the Great Plates Program and said they’ve all gone through and delivered warm meals to seniors. “Are we going to continue it for a certain amount of time, even if the feds don’t fund us as much,” she said. “I’m trying to understand the needs of our seniors based on this pandemic and how do we assist that program as best as we can? I know funding is an important aspect, but so are the needs of our seniors. How does that progress once the Great Plates Program goes away?” She also worried about unemployment.

“With restaurants trying to get employees, I’m hearing that the unemployment checks coming in are nice,” she said. “However, people aren’t wanting to go back to work. How do we assist our businesses with employees getting EDD?” She also asked about evictions. “We’ve had all this eviction assistance and mortgage assistance,” she said. “Those people are going to have to pay that money back, and then what happens? Are they going to become homeless? At the Administration of Justice Committee that I’m on, we talked with justices about how do we connect people to housing, so they don’t become homeless, and they go down that spiraling hole.” Powers reminded the board that FEMA funds are 100 percent recoverable for the county. “At the same time, they’re still paid by the taxpayers,” he said. “We’re expecting it (the Great Plates Program) to terminate in September. Every month, we extend it four days before it expires for 30 days. I’ve been working with Victoria Jump with the Area Agency on Agency to start winding it down. It’s not an abrupt end for the individuals.” There more to come, he said, and Great Plates has been “wildly successful.” “To date, the program has brought in almost 50 restaurants, including the central kitchen in the original Great Plates Program,” he said.

We’re starting to lose that.” She hasn’t had a lot of business problems because of Covid-19. “It has been pretty steady,” she said. “My customers have been

wonderful in supporting me. They’re the ones that people usually ask for.” The key, he said, is making sure the succulent gets the right amount of water. “Everyone either overwaters or underwaters,” Blum said. “I tell people to water deeply and infrequently. Biotech plays a huge role in Thousand Oaks’ success By Chris Frost Thousand Oaks-- The conversation about the city’s top 10 goals and priorities continues with Public Works Director Cliff Finley reviewing the Rancho Road Bike and Sidewalks Project.

HE project will provide bike lanes and sidewalks on both sides of Rancho Road from the transit center to Thousand Oaks Boulevard. The project also has on and offramp improvements, including a traffic signal, at the southbound 101 on and off-ramps. “The total estimated cost of the project is $2.2 million, and the project has received just under $2 million in grant funds,” Finley said. “Construction is also anticipated to start on this project next week.” The traffic division continues evaluating intersections to install flashing yellow arrows. “We typically budget for six or seven per year; our actual number installed varies, based on the age of the existing equipment and whether an upgrade to the control panels is required,” he said. “The traffic commission recommended approval of seven new installations at their last meeting. Staff continues to apply for grants for sidewalks, bicycle, and safety equipment. Today, we received notification that the city has been awarded nearly $900,000 for additional traffic safety improvement projects.” The city continues to conduct performance tests on the well at Los Robles Golf Course, which would be the first municipal well in the city and help Thousand Oaks reduce its dependence on imported water. “The performance test, preliminary design report, and environmental documents will be completed and shared with the council later this year,” he said. Finley said the operations staff continues providing annual maintenance for the infrastructure, including water, wastewater, storm drains, sidewalks, roadways, and city landscape. “Their dedicated work is what makes Thousand Oaks a wonderful place to live and work,” he said. estate companies, entrepreneurial biotech startups, property owners, and brokers, are transforming the Rancho Conejo Industrial area of our city, resulting in hundreds of new jobs and millions of new investment. I cannot overstate how impactful the city council and city steps in this focus have been.” The city had regular dialogue with biotech companies looking to expand its footprint and new companies looking to locate in Thousand Oaks. “The critical mass of biotech investment is not only important economically, with average starting salaries at $117,000 a year, it supplements the job market for an industry anchored by the county’s largest private employer, Amgen,” he said. “The broader societal benefit is also immeasurable. Cures and treatments for a wide variety of diseases may originate out of these labs.” Thousand Oaks’ economic development plan seeks to balance jobs, housing, and the environment, he said, which finds the intersection where there is a true quality of life. “This is at the heart of the general plan that is underway,” he said.

ect,” he said. “At the hearing, the planning commission heard public testimony, deliberated, and approved the project as they made all the findings required to grant the special-use permit.” On March 8, after the planning commission approved the project, the appellant filed a timely appeal with the city because the project was not consistent with the 2012 project approvals for the shopping center and said a new mitigated negative declaration should have been prepared because the hotel was not anticipated. This is incorrect, Pearson said, and it was noted in the staff report because the Food 4 Less Shopping Center Redevelopment Project did not prohibit or limit any uses within the shopping center. “Only the gas station and Food 4 Less were identified and proposed at the time of the development; all other future uses were to be allowed on the uses allowed in the C2 zone,” he said. “This includes the current gym use and the proposed hotel.” “The state CEQA guideline allows for an addendum to a previous environmental document, subject to the provided state guidelines,”
