By Chris Frost Oxnard-- Teens looking for a great future found tremendous choices, Friday, April 23, as Oxnard High School hosted its Armed Forces Career Day and provided attendees with lots of great information.

TUDENTS got the chance to interact with Army technology and speak with experienced guidance counselors about the great careers and benefits waiting for them in the Armed Forces. The event was hosted by the Jr ROTC (Reserve Officer Training Corp) and the

Oxnard U.S. Army Station at Oxnard High School. The military personnel attending had the opportunity to ask, “What’s Your Warrior?” Master Sergeant Jeremy Gomez retired from the Air Force and spent his time at bases across the United States. “The bottom line is that we’re always trying to take care n Armed Forces, see page 6

Public Works & Transportation endorses a 70 PCI

Oxnard-- The Public Works and Transportation Committee, April 27, reviewed a pavement management update and endorsed a 70 pavement condition index. The report made a recommendation for the city’s pavement condition index (PCI) moving forward. After voters approved Measure N in November 2020, the index now is directly tied

to Measure O funding in the city. City Engineer Tatiana Arnaout presented the report to the committee and said staff recommends the city fund ongoing pavement conditions at 65, which can be achieved with no additional funding in the current budget. She also suggested identifying funding to improve the PCI level to 70. which is estimated to cost the city $43.6 million over the next n PCI, see page 12

Oxnard-- Let’s start with something simple. It’s a Friday night, I’m a little tired, but from time to time, I try to relax, have a couple of beers, and try to forget that I work 24 hours a day, seven days a week, 365 days a year.

Y version of relaxing is probably different than most people. I pay bills, clean the kitchen, look at my retirement accounts, and try to figure out a way to explain to the J Train that we’re not retiring anytime soon. As a bonus, I get to justify that Daisy, my dog, has more money spent on her than me or the J-Train for her food because Walmart dog food is not adequate. Then my email dings, and I go back to work, in this case, about a couple of stories I wrote a long time ago. With all that said, I’m not sure if I am a trail-blazing journalist who tackles the tough issues or a first-rate fool who can be manipulated into swaying the public. Since I think this is some kind of ploy to keep this person’s name in the news, there will be no names or genders in this editorial. This person filed a lawsuit questioning the decisions made by management about this person’s performance. Isn’t it interesting

NEWS S.T.E.P. Grant approved by Public Safety Committee By Chris Frost officers, in partnership with Oxnard-- The Community Services, Public Safety, Housing & Development Committee, April 27, approved the Office of Traffic Safety, Selective Traffic Enforcement Grant.

T

HE requested amount of the grant, $478,019, will fund 12 DUI Checkpoints, 30 DUI Enforcement Operations, 18 traffic enforcement operations, 10 bike, and pedestrian enforcement operations, eight distracted driver operations, six motorcycle safety enforcement operations, four traffic safety educational presentations, four Know Your Limit Campaigns, and training for an additional 20 officers on DUI/DUI-D investigations. Oxnard Police Department Commander Alex Arnett presented the item to the committee, and he said the Selective Traffic Enforcement Program (S.T.E.P.) provides law enforcement agencies grant funding to reduce the number of persons injured or killed in traffic collisions involving alcohol, drugs, or other primary collision factors. “The focus of the Selective Traffic Enforcement Program, or S.T.E.P. Grant, is on education and enforcement,” he said. “With the education component of the S.T.E.P. Grant, our traffic

school resource officers, will provide pedestrian bicycle safety presentations at our local schools. The Start Smart Teen Safety Driver Program is a course that is offered to soon-to-be or newly-licensed teenage drivers and their parents. The goal of the class is to educate them on the many responsibilities that come with being a licensed driver in California.” The department will continue participating in the Know Your Limit Impaired Driver Education Campaign, which it has participated in since 2017. “Our traffic officers have developed partnerships with local bars and restaurants,” he said. “The officers speak with patrons of these establishments and educate them on how little it takes to reach the legal limit for blood, alcohol content, and how alcohol impacts one’s ability to drive and the consequences of a D.U.I.” Much of the public has seen the department’s half taxi, half police car, he said, and it reminds drivers to choose wisely. “If you decide to drink, choose a designated driver or find a safe alternative method of getting home,” Arnett said. “The traffic unit will also conduct a variety of other traffic presentations, with the goal of educating community members on other important topics, such as distracted driving, D.U.I., speed and the importance of wearing safety belts, and child passenger safety.” The department will

continue focusing on D.U.I. enforcement and impaired drivers with the enforcement part of the S.T.E.P. Grant. “We will conduct enforcement in high collision areas of the city that focus on primary collision factors that often result in collisions,” he said. “That includes speeding, running red lights, or stop signs, unsafe turning movements, and distracted driving enforcement, which includes talking on your cell phone or texting while driving.” He said being an attentive driver in 2021 is more critical today than ever before. “We will enforce pedestrian bicycle and motorcycle violations,” he said. “This includes pedestrians, bicyclists, or motorcyclists that commit traffic violations, as well as motorists that commit traffic violations that put pedestrians, bicyclists, or motorcyclists in harm’s way. problem started by someone else, let me take a moment to blame my parents because I can’t do math. If my mother hadn’t smoked while she was carrying me, maybe I’d be an electrical engineer. While I’m at it, it’s my sixth-grade teacher’s fault that instead of studying economics in college, I went to open mike nights and told jokes. While I’m blaming others and

making no sense, well, it’s all my little brother’s fault that I wasn’t driven to be successful in high school and constantly made excuses about my lack of performance. MacDonald said there is no matching funds needed on behalf of the city. “This is money they’re going to give us with no strings attached to it,” he said. “The staff I reached out to, I asked them a couple of questions. Why is this coming to us, and that because it’s the system we currently have in place. OTS does require a council resolution to accept the grant money.” City Manager Alex Nguyen listened to a suggestion from MacDonald that the grant should be administrative only and go directly to the council, and he thought it was a good idea. “That would be great and speed up the process,” Nguyen said. “When there

is no local match, I think it’s fine to put it on a consent agenda.” During public comments, Pat Brown said the city has a bad traffic problem in downtown Oxnard. “That goes from the Third Street bridge all the way to Wooley Road on Oxnard Boulevard,” she said. “We have big trucks, and did you know the truck trailers are much bigger than they were 10 years ago. Unfortunately, people who work who are the voters are not out there seeing this. The trucks don’t need to be going up and down Oxnard Boulevard. They should be coming in from the freeway and going down Rice Avenue or Del Norte.” The item passed unanimously.

Shrimp

Shrimp is an infinitely versatile protein that can be cooked in just about any way you can imagine. This recipe was the first time I had tried something like this, and boy did it work out great! Let me introduce, Shrimp Salsa Verde.

S

ALSA verde marinated shrimp, cooked in its own juices with some onion, tomato, jalapeno, cilantro and green onion. I served them as tacos. And everyone left the table happy and satisfied. Let’s jump in to how to cook shrimp salsa verde! Ingredients • 2 lbs shrimp, peeled • 1 cup salsa verde • ½ white onion, diced • 1 jalapeno, chopped • 10 cherry tomatoes, halved • 2 stalks green onion, chopped • 10 stalks cilantro, chopped • 1 tablespoon oil To Cook Marinate the shrimp in the salsa verde for an hour.

On a stovetop, turn heat to medium and add the oil. After a minute, add the onions and stir occasionally. After 3

minutes or so they will become translucent. Add the tomato. Stir occasionally for 2 minutes and add the jalapeno. After

2 minutes add the marinated shrimp with all of the salsa verde. Simmer for 15 minutes. EAT! I hope you enjoyed this

of the kids,” he said. “Our cadets are in Junior Air Force ROTC. We brought all the law enforcement in the local area, and all the branches for recruiting, Army, Navy, Air Force, and the Marines, and they have their displays here.” Gomez wants the students to know the other opportunities they have after high school. “They have so many opportunities in the armed forces and law enforcement,” he said. Gomez and Lieutenant Colonel Abraham Quinteros teach Jr. ROTC. “Jr. ROTC’s mission is to develop the students at Oxnard High to be better citizens in the local community,” Gomez said. “I happened to be a recruiter when I was on active duty, so I can speak on that process. When you’re talking about recruitment and putting someone in the service, it’s a matter of speaking to them, do the pre-qualifications, ask them specific questions to see if they are potentially qualified, then we bring them into the office and complete the process.” Gomez said the Armed Forces are in his blood, and he was in the Jr. ROTC for all four years at Temecula Valley High School. “I’m retired Air Force for 20 plus years,” he said. “I leaned towards coming back to the community and teach. It’s the stuff that I know.” He said there are many things that teens can do as they prepare to become an adult. “I advise them to do their research, and that’s why we have events like this,” he said. “We’re bringing all the other branches of the service and law enforcement to them as another avenue for them to do their research.” One of the Armed Forces branches is training, he said, and to make sure every soldier can do their job well. “We all have the educational benefits,” he said. “I have a Masters in Business Administration (MBA), and it was completely covered by the military. We all have the opportunity to go to college, just like a civilian student

would.” Students at Oxnard High School are welcome to become part of the program. “They can speak to their counselor, the Colonel, or myself,” Gonzales said. “We will make the adjustment to make sure they’re in our class. Myself and the Colonel are like their counselors and mentors.” Cadet Captain Keyshawn Glover is a senior at Oxnard High School, and he chose the ROTC because he wanted to do something different while he is going to school. “Rather than just going through classes,” he said. “I knew I wasn’t going to join a sport, and I wanted to do something that is going to improve myself after high school and be a better person.” He feels attached to the Air Force. “I did a lot of research and found that it was a good fit for me,” Glover said. “I want to be in criminal justice, and they have their criminal justice careers, so I thought it would be a good fit for me.” Cadet Lieutenant Colonel Ruby Rivera initially joined the Key Club and cheerleaders, but she didn’t feel like she belonged. “I was shy and mousey coming into this, but I wanted to improve my speaking skills, get louder and be more confident with myself,” she said. “They also offer a lot of leadership and volunteer opportunities. We help the community a lot. It gives you a lot of benefits if you chose to go into the military. I am serving as the Corps program, so I am the head of the entire ROTC program this year.” Rivera said if a teen is on the fence about joining ROTC, she says to go for it, and they won’t regret their choice! “It will improve your

confidence and teach you leadership skills to be able to go out into the real world, put on a brave face and take on almost anything,” she said. “We’re like a big family, and we’re around them every day.” California National Guard Sergeant Young Lee said kids can serve in the military and stay at home. “In the National Guard, you have more opportunities to pursue college quicker than active duty,” he said. “In active duty, you have to go, do your time, and then do college. In the National Guard, since we’re doing part-time, you can immediately start your college education. If you have any financial issues and can’t pay for college, we have scholarships to any of the Cal State Universities and all the UCs. If your reason for not going to college is financial reasons, we have the money for it.” He served in active duty, the reserve, and the National Guard. “When I was young, I wanted to get away from home,” he said. “When I did that, I missed home.” He loves being a positive role model for the kids. “When I was in High School, I never saw a recruiter,” he said. “I didn’t know there was a scholarship for me. I had to rely on UCLA to see if they were going to give me a scholarship or not. The military says we’ll give you a scholarship as long as you are accepted to a university; we’ll give you a four-year scholarship.” Staff Sergeant Lash Larue originally went into active duty, and he missed home the moment he left. “When my contract ended, it was either I get out of the Army completely or transition into the California National Guard,” he said. “I transitioned into the

National Guard, went to Cal State Northridge for four years, got my degree, and completely fell in love with the National Guard, so I went into active Guard Reserve and became a recruiter.” Candidates had to qualify, he said, but he always open to kids who want to listen. “I don’t handpick them,” he said. “Whoever wants to serve have benefits and make their family proud,” he said. I always wanted to serve in the military and wear the uniform.” Navy Chief Keith Berry said his branch of the service offers the most opportunities for a high school student. “You have the Marines, which is primarily ground combat infantry,” he said. “In the Air Force, their specialty is aviation, and in the Navy, you have all those opportunities within one branch. We are a jack of all trades and a master of all.” Berry said the Navy and Marines are a tradition in his family. “My grandfather was in the Navy; my father was in the Marine Corps, and I chose Navy because of the options I had available,” he said. A student interested in the Navy, he said, the first step is to get to know someone. “We have an incredible amount we can offer with not just a job, a career,” he said. “It’s a lifestyle with benefits and education. What’s most important to us is that it’s a good fit for the young man or lady.” Contract Campus Supervisor Lucy Cartegena was working and keeping the kids moving forward. “This is an event to teach you about different options in life,” she said. “This is important because if you’re low-income, you don’t always have the access and resources to take advantage of learning other skills. Not everybody

is made for college. If you want to become a doctor, but you can’t afford it, you can go through the military.” Staff Sergeant Jose Cruz is from Ventura, and growing up, he didn’t know what he wanted to do. “I used the Marine Corps to my benefit and do a trade job,” he said. “I chose aviation mechanic because that’s one of the things I love to do. I think a lot of people need to go out there, do a job, tinker a little bit, and find themselves in the career path they want to get into.” Corporal Stephanie Soto is new and still learning. “I got here about a month ago,” she said. “I’m in charge of the marketing, and it’s not something I can be trained in prior,” she said. “I’m in the process of learning, but I do have some background and education.” She loves the Marines. “I heard it was a big challenge, and that’s something that I needed to do,” she said. “I wasn’t happy where I was in life before.” Army Staff Sergeant Jon Pew will be recruiting for the next couple of years, but he is primarily a CH47 Flight Engineer. “I’m a mechanic, and I fly,” he said. “I wanted to help the kids. I remember being younger and not knowing what to do with my life. Knowing that I can be here, give advice, and give help to those who need it, that my motivating factor to want to come here. To help other people.” He values home-centered family and called it his support line, but his Army family is just as important. “On my last deployment, I made some of the best friends I’ve ever had,” he said. “If I needed them today, I can call them, and they’d be on the way. If they needed me, they can call me and say, hey Jon, I need $100

because I’m short on rent or food, and I’d send it to them tomorrow. You create those kinds of relationships where you trust each other, and you put your lives in each other’s hands. Those kinds of things make a difference for you forever.” Step one with a student, he said, is developing trust. “Most people look at military recruiters in general like a used car salesman and tell you whatever you want to hear,” he said. “That’s not what we’re here for, and I don’t make any more money or get promoted faster if they join the Army. The only reward I get out of this is if I can help other people.” Officer Ivan Sanchez with the Oxnard Police Department said people who come from the military are used to structure and serving under authority. “They’re used to operating in a paramilitary environment,” he said. “The local police academy operates on a paramilitary structure. The transition from the military to the police academy isn’t a harsh transition.” Tech Sergeant Anthony Campisi was guiding attendees using the VR Headset System. “This is the first time we’re getting to use it,” he said. “You can sit there with the virtual reality goggles on pretending like your fighting a fighter jet. It’s quite immersive and fun.” He loves the event and admitted that because of Covid-19, he hadn’t seen too many people in person. “It’s safe,” he said. “We’re outside, and masks are required. It’s nice talking to people and getting our presence out here, so people know we’re here.” He said all Air Force training is accredited, putting them a leg up on the other branches. “It’s regionally accredited through the Southern Association of Colleges and Schools,” Campisi said. “All of our training is done through the Community College of the Air Force. When you enlist, you’re joining the Air Force, but you’re joining the college as well.”

OMMITTEE Member Steve Nash asked if the city has assigned funding sources for ongoing Measure O expenditures if Measure O ends prematurely. “We’ve started to think in that direction,” Deputy City Manager Shiri Klima said. Nash said he wants to make sure the Measure O Committee makes its presentations to the council. Klima said Measure N is in litigation, and the measure terminates Measure O if the city doesn’t meet certain street conditions by certain dates. “The city’s current pavement condition index (PCI) is 64,” she said. “The pavement condition index is a range between zero and 100. Zero is the worst, essentially an unpaved street and 100 is the best condition, a brand new street.” Measure N says that if the pavement condition index isn’t at least a 65 by September of 2022, Measure O terminates in March 2023. “If the PCI isn’t at least a 70 by September of 2024, then Measure O terminates

“If the PCI isn’t at least a 75 by September of 2026. then Measure O terminates in March 2027.” The matter will be resolved soon. “Every two years, we have to make substantial improvements in the pavement condition index, or Measure O terminates early,” Klima continued. “A hearing is scheduled for May 24, in which Judge Walsh is going to hear the merits of the city’s post-election challenge to Measure N, as well as Measure M, which is another one of the Starr measures. Judge Walsh will determine the legal sufficiency of these initiatives.” Klima said the city did pose a pre-election challenge, and Judge Walsh said the city needed to wait until after the election. “That’s typical,” Klima said. “The challenges have a much higher hurdle of being passed. If at that time, the judge determines that Measure N is not legally acceptable, then that’s the end of the discussion. Measure N goes away, and Measure O continues as it was scheduled to continue until the end of 2028.” If Measure N is legally acceptable, she said the city needs a game plan. “We, the city, need to decide what we’re going to do,” she said. “Are we going to meet these hurdles for the Pavement Condition Index and keep Measure O for increments of two more years,

or are do decide that we’re not going to meet those hurdles? On April 27, at the Public Works & Transportation Committee meeting, the three council members are going to discuss the pavement management update.” The same item will come before the council on May 18. “The council members policy decision regarding the Pavement Condition Index as to what PCI we should reach, and what the schedule should be for the PCI will determine when Measure O terminates unless the court determines that it is invalid,” she said. “Based on that discussion, staff will know if they determine they want to reach a 70, then Measure

O will terminate in 2025. If the council determines they want a 75, then we’ll have Measure O until 2027.” Klima said she would come back to the Oversight Committee and the council with an updated weaning schedule. “We currently have a schedule to wean off Measure O and either remove programs entirely or move them onto the general fund,” she said. “If we learn through that discussion that Measure O will terminate in 2025, then we will set up a new weaning schedule to terminate in that year. I will come back and update you all at our next meeting with a proposal. I will let you know, based on the council’s decision, how much we must cut from Measure O. This is the

staff ’s proposal on how to approach that.” Frank asked why the council is talking about the issue on May 18 when the hearing is on May 24? “We do want to have a recommendation before we go into that court hearing,” Klima said. Commissioner Ruby Darias asked if there is a link for additional information on Measures M and N? “The details I read about Measure N are in the city engineer’s report for the Public Works & Transportation Committee,” Klima said. “Within that Powerpoint, you will see a summary of Measure N, and it’s a visual that makes it a lot easier.” Nash advised the commissioners to think about the issue and not assume that Judge Walsh will overturn the initiative. “How do we fund whatever the cost of these ongoing costs of these programs are,” he said. “I’m sure it’s over $10 million, but it might be over $14 million.” He asked for a priority list they can rank. Durias said the committee is already discussing the issue. “That’s why we’re talking about the weaning off process,” she said. Representatives from city audit firm Eadie & Payne joined the meeting and updated the committee on Measure O as of June 30, 2020. Hong Nguyen, a partner with Eadie & Payne, presented the update to the committee and said all the

project expenditures were consistent with Measure O and noted no projects over budget. “We issued a clean opinion on the city’s financial statements,” she said. “This is the best opinion you can have, and because we issue an opinion for the city overall, this clean opinion includes the activities of Measure O.” Fund number 104, the Measure O Fund, is part of the general fund group. “If you look at the city’s financial statement overall, the big schedules that are at the beginning of the report are included in the general fund column,” she said. For the fiscal year ending June 30, 2020, she said the city’s Fund 104 has approximately $12 million in assets, including cash and investments. “You also have a receivable coming back from the general fund of approximately $6 million, which leaves you a fund balance of $18 million, which be carried forward to use on future projects and expenditures,” Nguyen said. “Your total revenues were approximately $14.4 million; there were expenditures of $13.8 million and transfers of $5 million.” That leaves the city with a $4.5 million decrease in its Measure O fund. Oxnard approved a location at Second and B streets to operate a comprehensive homeless solutions center in the city. In Supervisor comments, Carmen Ramirez saluted her former city council colleagues, who voted unanimously for the homeless solutions center. “Not everybody in the city thought it was a great idea,” she said. “It takes some courage to vote for these things, to move an agenda

forward and help the people living on the streets. We don’t want to see people living on the streets and living in the bushes in our neighborhoods. But we do want to see the people get the services that every human being deserves.” Supervisor Kelly Long said the old board worked hard on the project. “To finally see this come to fruition is exciting,” she said. It is modeled after the City of Ventura created The Arch, a 55-bed shelter, in a county-owned building. The county and city started meeting regularly in 2018 to pursue the establishment of a west county shelter system, with permanent shelters, in each city. The city and county jointly issued an RFP (Request for Proposals) and selected Mercy House as the anticipated operator for both shelters.

Overdose investigation leads to Fentanyl sales arrest Oxnard-During March, the Oxnard Police Department Drug Enforcement Unit (DEU), the South District Neighborhood Policing Team (NPT), and Homeless Liaison Officers (HLO’s) began investigating an increase in drug overdoses occurring in south Oxnard. During the investigation, Robert Garcia was identified as being involved in the sale of Fentanyl in the surrounding area. DEU Detectives developed enough evidence to obtain a search warrant for narcotics sales. On April 21, with the assistance of South District NPT, Officers served a warrant at Robert Garcia’s residence. While serving the search warrant, Garcia fled from officers and was detained at the residence. While searching the residence, detectives and NPT Officers located a large quantity of Fentanyl, Heroin, Methamphetamine, US Currency, and further evidence of narcotics sales. Robert Garcia was arrested for possession for

sale of Fentanyl, Heroin, and Methamphetamine, all felonies. Additionally, Garcia was charged with possession of ammunition by a prohibited person, a felony, destruction of evidence, and resisting an officer during the investigation, both misdemeanors. The arrest is Garcia’s for narcotics sales in the City of Oxnard within the last 17 months. The Oxnard Police Department is committed to reducing narcotics-related overdoses within Oxnard neighborhoods. Funding to support the PCI level to 75, she said, will cost the city an estimated $116.1 million over the next five years. “The Pavement Management Program is a system we use to track inventory and store any of the work histories, so anything we’ve recently reconstructed or resurfaced or gets repaved and gets thrown into an online system to help track all of these things,” she said. “It assists us with the cost estimating and identifying the candidate streets for potential repair and maintenance for the future.” She said street inspections are part of the pavement management program getting done on a three-year rotation. “We have consultants that come on board to do this; their name is Pavement Engineering Incorporated,” Arnaout said. “They’re a well-known company in the area, and we’ve been working with them for a number of years. They take a third of the collective residential streets and inspect those each year. In addition to that, we do a full inspection of every arterial road every year.” To determine the PCI, she said the consultants measure

things like road cracks per mile and how deep and long the cracks may be. “What the crack pattern is and what percentage of the road segment displays with deficiencies,” she said. “We take this information here in public works and consider how the timing of the street repairs match with replacements. Cast iron or asbestos pipes need to get replaced. We try to group these as much as possible to maximize the costeffectiveness.” The city takes the analysis, creates the pavement management program, and creates lists of recommended projects. The city’s PCI index is currently 64, which is considered fair. The city has 299 miles of arterial roads, which is under 30 percent of the overall system. The average PCI on the arterial roads is 73, which is considered healthy. “Our collective roads make up about 110 lane miles or 12 percent of our system, which is a 64,” she said. “It’s an okay PCI to have, but we strive to make that a little bit higher, at least up to 70 ideally. It’s the same with our residential. It’s the largest percentage of our system with just under 196

lane miles or 51.7 percent. Those, like the collectors, have an average PCI as of January 2021.” Alleyways makeup about 131 lane miles and has an average PCI of 24. “Once you take everything into consideration, our average PCI for the system as a whole is at about 64,” Arnaout said. Projects currently in the pipeline, she said, include stop-gap work on Rose Avenue, the Bryce Canyon South and Fremont North neighborhoods, alley reconstruction, and the La Colonia Neighborhood. “In the La Colonia Neighborhood, we are replacing the cast iron pipes there,” she said. “Once we complete that project, we will turn around and do the muchneeded resurfacing there. We anticipate that job being completed around March 2022.” They took streets through the entire city, she said, and the ones with an average PCI of 25 or less were included. “It goes back to economies of scale,” she said. “We try to get as many roads in one project as we can, and that’s what we did with the one we anticipate being done about a year from now. That would begin late this summer or in the fall.” East Gonzales Road, the Rice Avenue Commercial Neighborhood, West Gonzales Road, and Teal Club Road are heading into the design phase. “We hope to have these done by late spring or early summer of next year,” she said. Measure N requires the city to have a PCI index of 65 by September 20, 2022, and if the city does not meet that goal, Measure O will expire, March 1, 2023. The PCI must be at 70 by September 30, 2024. If the city doesn’t meet that goal, Measure O expires, March 31, 2025. “Let’s, say we reach 70 by September 30, 2024,” she said. “Then Measure N says we must reach a PCI index of at least 75 by September 30, 2026. If this isn’t met, Measure O will expire, March 31, 2027.” If the city reaches a PCI of 80 by September 30, 2028, Measure O will expire, March 31, 2029.

“However, the city council can extend Measure O for an additional five-year period if the average PCI for streets and alleys are at least 80,” Arnaout said. “If we do reach that PCI of 80, we can theoretically keep extending Measure O for five-year periods through council approval.” The city currently has about $13.7 million going toward projects going into construction. “In the next fiscal year, we have about $1 million from Measure O going into it,” she said. “This is the 2014 lease revenue bond I mentioned. We have another $6.8 million through the gas tax. In the subsequent fiscal years, we anticipate the RMRA will be about $4 million per year. We don’t have any other guaranteed source of funding at this time.” “Obviously, $4 million a year is not much to not only maintain the PCI but try to increase our PCI,” she said. The city has needs $18.6 million to reach a PCI of 65 by September 30, 2022, and it has $21.6 million available funds, so there is no gap. “We can reach that PCI by September 30, 2022,” she said. “To reach a PCI of 70 by September 30, 2024, we need a total of $73.2 million. Between now and September 30, 2024, we anticipate that we have $29.5 million available. That means we have a gap to make up of $43.7 million.” To reach a PCI of 75 by September 30, 2026, the city needs about $153.6 million between now and 2026. “We currently have an anticipated $37.5 million between now and 2026 available to us,” Arnaout said. “The gap we need to be making up is $116.1 million. To reach a PCI of 80, we need a whopping $236.1 million between now and 2028. Right now, we anticipate having $45.5 million available to us. That means there is an almost $200 million funding gap.” That means the city would need to invest $43.7 million between now and 2024. “The Measure O fund could cover this cost between now and 2024,” she said. “The net benefit from that would be $4.3 million, but if we invest this money from Measure O into the streets, that means

we are taking that money away from other services that we were funding previously. What we have remaining from Measure O is $4.3 million that can be used for other city services, but the remaining funds will go straight to street resurfacing.” The city has a $116 million gap to reach a PCI of 75 by 2026, and the city will have to invest $80 million from Measure O. “That’s the entirety of Measure O between now and 2026,” she said. “In addition to that, we would have to take another $36 million from the general fund between now and 2026. That’s just about over five years in order to meet that PCI of 75.” There’s a $180 million gap to reach a PCI of 80, which means $112 million will come from Measure O, and the entire Measure O fund will go to resurfacing the roads. “We would still need another $79 million to be invested from the general fund in order to reach the PCI of 80,” Arnaout said. “There will be no more Measure O for any other services and almost $80 million coming out of the general fund for the next seven years.” For Oxnard to reach a 70 PCI by 2024, she said the city would need at least one additional project manager to help the city reach that goal. “In addition to that, we will need an on-call street contract to help us expedite the construction of these projects,” she said. “Those are two things we would be requesting for council approval to reach these target goals. To add insult to injury, the people that would be most affected by the loss of Measure O funding are the low-income residents of South Oxnard.” He wondered what would have happened if Measure E failed. “I cringe at the thought,” he said. “With Measure E, we took one giant step forward. With Aaron Starr’s Measure N, we took two steps backward.” Douglas Partello said the city has to deal with the streets and pointed out that since Measure N passed, the road work is getting done. “They are critical arteries to the movement of business, people, and are a critical need,” he said. “The condition from Measure O is virtually unchanged. Senior Planner Carlos Contreras is asking the council to allocate residential capacity and initiate a general plan amendment to allocate 246 residential units. The request initiates the general plan amendment and allocates Measure E units, allows concurrent processing, and evaluates the Mesure E unit allocations concept. “In this case, legislative actions include allocation of the units,” he said. “It also evaluates the proposed concept, based on the new simplified pre-screen criteria adopted by the city council in December 2020.” The pre-screening process serves as a tool necessary to allocate the request for 246 Measure E units. The pre-screening process is an evaluation of the proposed concept against the adopted city criteria. “The current refined pre-screen process calls for a conceptual level review, based on manuals, to determine whether the site should be allocated units,” he said. “In this case, a mixed-use and multifamily residential concept requesting 246 Measure E units. Tonight’s action is not approving the project. It’s allowing the concept to proceed with review and evaluation associated with the submittal of the formal application. This action does not guarantee that the project will be approved during the formal review process.” The project will be further evaluated by the planning commission and the city council. “The applicant has 12 months to submit the formal application, and it should be known that the project may be modified between now and the submittal of the formal application,” Contreras said. “These concepts can

be further refined to meet city standards, codes, and policies.” The project is at the prescreen stage, which is the initial first step. The next step is the pre-application step to iron out the development standard and project specifics. “Then it follows a formal development application,” he said. “That will be reviewed for conformance and thereafter, the environmental analysis that will be reviewed for compliance with the California Environmental Quality Act.” At the end of the process, the planning commission will review and evaluate the project, he said, hold public hearings, and make recommendations to the city council. “The city council would hold the public hearing and take final action on the proposal,” he said. “The council will get another opportunity to re-evaluate the proposal for final review and consideration.” Key considerations on this project are the project plan, concept plan, concept features, and the Regional Housing Needs Assessment as it relates to affordable housing units. The project sits on an 8.2acre site, with six buildings, one mixed-use, and five multi-family, podium-style, and surface parking, and 333 total units with 246 Measure E units. There are 28 units designated as affordable units. “This concept includes a 35 percent density bonus, which nets an additional 87 units,” he said. “In order for the applicant to obtain those 87 density bonus units, the applicant will include 20 affordable units in the very low-income category or 50 in the low-income category.” The proposed site

currently has a two-story commercial office building. “With the submittal of the formal application, technical studies will be required, including a tree report and an assessment of tree impacts and protection standards,” he said. Contreras said the concept includes 10,000 square feet of commercial space located within the mixed-use component of the concept. The proposed mixeduse building is primarily three stories, multi-family residential buildings at the rear, with a mix of three and four stories. “Primary vehicle access is provided along West Hillcrest Drive,” Contreras said. The site is limited to Hillcrest Drive because of the size proximity to the 101 offramp.” The site is neighbored by industrial land uses to the northwest, commercial to the west, residential, and multifamily residential to the east. “The proposed concept will provide workforce housing

in this area, in an industrial biotech complex known as the Amgen campus, directly to the north,” he said. “There will be nearby industrial and commercial development providing job opportunities.” There is food, grocery, entertainment, professional offices, personal services, and other retail uses in the area. “The site is near several bus stops that are within 400 feet of the site,” he said. “Additional bus stops are located within a half-mile. The nearby public transit will provide connections to the Thousand Oaks Transit Center. The subject site also has existing bicycle lanes along West Hillcrest Drive and Conejo Road.” Mayor Claudia Bill-de la Peña said the project has been a few years in the making, and it’s an opportunity site for Amgen. “It’s trying to vitalize the industrial area,” she said. “It also provides services such as a hotel which is desperately needed in that area.”

That will be reviewed for conformance and thereafter, the environmental analysis that will be reviewed for compliance with the California Environmental Quality Act.” Community Development Manager Kelvin Parker said this is one of the concepts that can ultimately be placed on the site. “The applicant, in this instance, Amgen, has yet to find a development partner to develop the site,” he said. “There’s potential for the commercial aspect of that site to change.” He said it sets the upper limit for the residential component of the mixed-use project. Colby Allen from Amgen said the company is excited to present one conceptual design to contribute to the

overall need for mixed-use development in the city. “We’re seeking an allocation of residential density to allow the City of Thousand Oaks and the future developer the widest range of options to enable a future mixeduse development,” he said. “Those options could include hotel, retail, commercial and residential in any number of concept designs. It matches the highest and best use for the parcel and the community.” Keith McCloskey from KTGY said while working with Amgen; there are a number of different ways to integrate mixed-use delivery of different programs and land uses at the site. “Ultimately, what we arrived at as the best use for the site is a mixed-use of some ground floor commercial with the idea that it’s along Hillcrest Drive,” he said. DAY BENEFITS SENIORS By Chris Frost Oxnard-- It was a perfect day to unite one world and one breath, Saturday, April 24, as World Tai Chi Day brought happy seniors to Oxnard Beach Park for free demonstrations, and the group joined in the 10 am global Tai Chi session.

AI Chi is an internal Chinese martial art used for meditation, physical fitness, and health benefits. Kim Dizon works for the City of Oxnard and said World Tai Chi Day is celebrated on the last weekend in April every year. She led the group.

“We show appreciation and honor for Tai Chi and its many health benefits,” she said. “Today, we are going to be having our Tai Chi Moving for Better Balance instructors do a couple of demonstrations we typically do in class. We’ll also have a long-form demonstration by Clifton Gore students, and they’ll be doing a long-form demonstration of Tai Chi. We will also do Quigong, which I believe is a breathing exercise. We’ll be doing two 5-minute portions of those. The group closed with a 30-min-

ute guided meditation from Vinay Chhabra from Pacific Senior Care. “I worked for Marisue (Eastlake), who’s in charge of RSVP (Retired & Senior Volunteer Program), and she helps place volunteers,” Dizon

said. “In 2018, we had our first event. We had just heard about it, and we thought it would be something our seniors would be interested in doing. During our first event, it was successful, and we did similar things: Tai Chi demonstrations, guided meditation, a painted rock activity, and presentation.” The movements in the class are beginner-level, she said, so anyone can join in the fun. “You don’t need any prior experience, and it’s slow-moving, so you can follow along,” she said. Toni Nevitt started with the group when she moved to Ventura County from the east coast eight years ago, and she was looking to do something. “I got involved taking Tai Chi through RSVP and the City Rec Department,” she

said. “I got so into it; I had never done anything like that before. I did pilates, but that’s all. Susan (Dizon) taught a class, I went, and I loved it. I became certified two years ago, and I teach a class.” In fall 2020, they started a class at Oxnard Beach Park. “We have over 25 people come down here outside,” she said. “I love it; I love being back here and being outside. Exercise gives me a lot of inner peace with a little movement.” Her biggest Tai Chi benefit is being more aware. “When I start walking, I feel secure enough,” she said. “I worked in Manhattan my whole career, so your head’s down. I’m more aware of my surroundings, and my posture has improved.” Lisa Gordon loves the social aspect of the class. “It improves my balance and mental attitude,” she said. “I had fallen before in the past, but I’ve spent my whole life being really clumsy. I used to walk down a hallway and crash into a wall. That’s the kind of balance problem I used to have.” While everyone was locked down because of Covid-19, she said one of the instructors did a Zoom class. “I was able to continue with that, but when Toni (Nevitt) started this class out at the beach, I mean, you’ve got to come to this place,” she said. “This class is the best place in the world to be. You have to work at it even harder than in your living room because the ground is so uneven. It forces that balance.” She loves being part of the RSVP program. “I appreciate that the City of Oxnard is doing this for us,” she said.
