Fiscal management highlights work session By Chris Frost Thousand Oaks-- Goal setting and establishing priorities was the theme at the March 30, Thousand Oaks City Council meeting, as the group forged ahead with a plan of “Moving TOward The Future with New Processes and Fresh Paths.” The city provided the public with operational overviews that are not exhaustive and will select its top 10 priorities for the fiscal year 2021-22 City Manager Andrew Powers led off the

Oxnard--So, here I am, having my typical Friday; I am working on stories, planning my weekend, and trying to get things done around the house. The J-Train is getting her second COVID-19 shot, so we have to dash over the Southwinds Park as soon as she gets home from work.

HE gets home, and I am ready to go! We have a straightforward itinerary; shot, walk the dogs, and then home since most of what I’ve read and reported on says the second shot puts you on your butt, so we wanted to be home for that issue. There is only one problem. Try to find a place to park around Southwinds Park. To make my point more vivid, cars are double-parked everywhere, bicycles are weaving through traffic, and if you slow down to look for a spot, you get tailgated and honked at. Additionally, the parked cars were too close to the intersection, which severely limited vision at every turn. I saw a couple of accidents, and in one instance, two cars collided with each other and drove one car into a row of parked cars, which did massive damage. That didn’t seem to matter, as cars swerved around the accident and went along their merry way.

PORSCHE CLUB RIDES IN STYLE By Chris Frost Camarillo-- It was show off your ride time at the Camarillo Premium Outlets, Saturday morning, April 3, as the Porsche Club of America Santa Barbara Region was out in full force, enjoying its usual Cars and Coffee at Panera Bread and Johnny Rockets.

HE Santa Barbara Region of the Porsche Club isn’t only about the cars. Although the owners are fervent lovers of their autos, it’s about people, relationships, and sharing stories. On display was an amazing collection of cars, as owners spoke about how much fun it is to hit the open road in a Porsche. Member Bruce Frasco said if you own a Porsche, the Porsche Club of America Santa Barbara Region is a good organization to join. “The Santa Barbara Club probably has more social events than other clubs in the area,” he said. “It’s a group of people who enjoy these cars, and most of the people will be

owners from the 356s all the way up to the brand new 992s. If you like Porsches, the Porsche Club of America is a great place to start.” Frasco’s been a member for 15 years. “I transferred from Los Angeles about four years ago,” he said. “I live in Westlake Village. It’s a good group of people, and it’s always a lot of fun.” He said new members looking to buy a Porsche should get the car’s history if they’re buying an older car. “It’s good to have all the old service records because these cars are expensive to maintain,” he said. “There are certain things that should have been done to the cars with maintenance over the years. Porsche makes the claim that 70 percent of their cars ever built, back to the late 1930s, are still on the road. I don’t think any other manufacturer can lay claim to that. It’s 90 percent over the last 30 years.” Frasco said one particularly fun car to drive is a 1987 Porsche Carrera. “I’ve had that car for 16 years,”

he said. “I’m fortunate enough to have four of these cars. You have to drive these cars. They are not garage queens. Get it out on the road and drive it. We just did a road trip to Lake Elsinore last week. We’ll do different things, go up into the wine

a Porsche, and somebody introduced me to Steve, who’s the vice president of the club,” Shinn said. “He (Steve) was gracious enough to sell me his 911. He owns a white 911, and now I am lusting over that. I don’t think you’re a real man until you have three Porsches. It’s been a lot of fun for a retired guy with nothing better to do than learning about these cars. They’re fascinating.” He loves belonging to the club. “Everyone is engaging and will talk to you,” he said. “It’s a great information exchange.” New member Richard Glass bought his first Porsche in July, and he decided that joining the club is the thing to do. “I bought

a 2007 Porsche Turbo,” he said. “It fit my budget, and it was what I was looking for, and it had enough power. It was either that or a Carrera 911 4S.” He loves all the camaraderie amongst the members. “They do a lot of trips during the year,” he said. The feeling Glass had the first time on the road hitting the gas is the reason why he bought a Porsche. “I’m a long-time racing nut, and that’s closest I’ve been able to get,” he said. “The family is gone, so I went and bought something for myself. My daughter wanted me to get the car, and I looked for two years.” To join the club, stop by the club at the Camarillo Premium Outlets on the first Saturday of each month.

area faces. It seems to me, and I know this from when I worked in Manhattan, Jersey City, and Queens, New York, overcrowding spawns violence. So, here’s the problem, let’s hear some answers.

But most lot of the time, I’m busy, and I just want to make something delicious, quickly. I don’t want to pull that much out of my refrigerator, but I also want something super satisfying. And this Lemon Hoisin Chicken hits every note. Easy, quick, and 3 ingredients.

Ingredients • 1 pound chicken (breast, thigh, or wing all work) • 2 tablespoon hoisin sauce • 1 tablespoon lemon juice To Cook Preheat grill on high heat. Combine the hoisin sauce and lemon juice in a bowl. Mix. Add in chicken and thoroughly coat. On the hottest part of the grill, sear each side of the chicken for 3 minutes. Remove from direct heat and put on indirect heat. Indirect heat is the part of the grill that doesn’t have a flame directly underneath. You

may need to turn a burner or two off. Brush chicken with remaining marinade. Close lid and cook at 350 Degree on indirect heat. Flip. Brush other side with marinade. Finish cooking until chicken has reached an internal temperature of 165⁰. Rest chicken in foil for 10 minutes. EAT

NEWS Council approves five-year action plan By Chris Frost tify Oxnard-- The City Council, April 5, approved the fiveyear Public Housing Authority (PHA) Plan, Annual Agency Plan, Capital Fund Program (CFP), and the Five-Year Action Plan for Low Rent Public Housing.

HE action adopts a resolution approving the 2021 Annual Agency Plan, fiveyear PHA plan for the Housing Authority and authorizes and directs the chairman to execute the Department of Housing and Urban Development (HUD) Public Housing Agency Certification Compliance Form certifying the Housing Authority’s compliance with HUD’s policies and procedures. In council questions, Gabriela Basua acknowledged that HUD budgets are constrained, but she hoped that Housing Director Emilio Ramirez could find some grant money to put into security and possibly pay an officer next year. “It’s food for thought,” she said. “I’m hoping that you’ll be able to fund additional police for the public housing units with HUD funding.” Ramirez said his department will get that done. “We’re working on an agreement right now for security at Pleasant Valley and La Colonia,” he said. Council Member Gabe Tehran thanked Ramirez and his staff for their work and asked about comments from residents that addressed areas of concern. “Some of them were deferred due to Covid-19, but I am wondering if there is some kind of timeline on when you’ll be revisiting the issues as we move into the orange tier and continue to improve,” he said. Ramirez said the process staff undertook happens each year. “Every year, we go through a process to iden-

The capital fund, which is what this is, gets used for sight improvements.” Councilman Bert Perello asked if all the questions needed to be addressed that may not have been addressed because of Covid-19. Ramirez said all the questions were addressed. “I think what Councilman Tehran was referring to is that some of the residents were asking that we undertake improvements we cannot do,” he said. “We cannot address improvements at this time. We can plan for them in the future, but they are not happening now.” T h e Housing Authority did not receive any written comments but did receive verbal comments at the Resident Advisory Board meeting. One comment asked why vehicles

parked across from the housing public office on Marquita Street are being ticketed even though the OHA (Oxnard Housing Authority) did not propose a parking policy to be enforced. The staff explained by saying that “parking across from the public housing office on Marquita Street is allowed after business hours. There are visible signs posted that indicate parking hours and parking enforcement. Residents were reminded that the parking is only for staff and office visitors. So far, vehicles that received citations had been parked overnight for several days. In addition, there is sufficient public parking available nearby.” The item passed unanimously.

meeting for the council, staff, and the community, despite being disrupted by the pandemic last year, which hit right about now.” Powers said the last 12 months were quite a year. “I was reflecting on how difficult it was to encapsulate this year,” he said. “It was taxing, grueling, unsettling, needed adaptation-afteradaptation, twists, and turns,” he said. “Yet, from a city perspective, it was still extremely productive. I am immensely proud of our city team. This has been a truly transformative year for our organization. We are emerging from this pandemic as a stronger, nimbler, even more, productive workplace. Our team consistently embraced the challenges and adapted to circumstances to continue to deliver top-tier services.” Moving forward, the city’s theme is to respond, rebuild, and recover. “In working with the National League of Cities, they’ve encouraged cities to embrace this theme as they look towards the future and develop policies and supportive investments,” Powers said. Finance Director Jaime Boscarino said the past year had challenges; the city is moving forward as a stronger organization.

“It goes without saying that Thousand Oaks has long been a leader in fiscal sustainability,” she said. “The leadership of the city council and management throughout the year, with a focus on long-term proactive and strategic approaches to financial management, have set this city up for success. The State Auditor publishes California cities’ fiscal health each year, and she said the City of Thousand Oaks ranked 416th out of 453 cities. “This is where you don’t want to be ranked number one,” she said. “Not only was Thousand Oaks ranked in the top echelon out of cities with a population over 100,000; we had the thirdhighest overall rating.” One highlight the council took to maintain fiscal responsibility for strategic and financial management was establishing the pension rate stabilization fund and the fresh start program in 2018. “The city council established the fund with an initial $22.5 million contribution,” she said. “In two short years, that investment has grown to $28.8 million. The one-year return in funds is 19 percent, in comparison to 1.5 percent in the city’s portfolio.” The Fresh Start Program

takes the city’s unfunded pension liability, and at that time, was being amortized over 30 years. “It’s similar to our mortgage and eventually refinanced that liability over a 15-year period,” Boscarino said. “The estimated savings to taxpayers from this council action is $30 million. That’s equivalent to our public safety contract for the entire year, or repaving 100 miles of streets.” The strategic action brought forth by the staff and city council positioned the city to utilize the pension fund to pay off the unfunded liability for an additional 7-8 years. “This will lead to annual savings of approximately $8 million a year,” she said. “Or, what we might see if we were to pass the sales tax. In addition to actions taken in 2018, and prior to that in the fiscal year 2014-15, we have been using budgetary savings in salaries and benefits to make additional payments to pension and open liabilities. This has helped raise our funded status for the open plan from 49 percent to 75 percent.” Staffing is a key component of the City of Thousand Oaks operation, and the city has maintained its 381 existing city-wide

positions since the fiscal year 2013-2014. “We have resisted adding positions over the past eight years, despite strong financial results,” she said. “The ongoing operating cost that entails can instead be creatively reoriented and aligned as needs arise. With the ever-increasing role technology plays in the operation of city services, significant investments are made to optimize the use of technology to provide quality service to the public more efficiently and at a lower cost of service.” Implementing the land management system, she said, is one example of staff effort. “We’re focused on our digital transformation from eliminating paper forms to electronic versions that significantly reduces our time to process changes,” Boscarino said. “We also started utilizing Microsoft Teams and other collaborative tools to work with one another. We have also focused entirely on environmental sustainability, which reduced ongoing operational costs and carbon footprint at the same time.” The city’s focus on longterm financial sustainability and financial management has enabled it to operate within its means and set aside

funding for future reserves, economic downturns, and products to invest in the community. “The leadership from the city council and staff has placed the city in a fiscally sound position,” she said. “Past actions, combined with the city’s immediate actions a year ago, temporarily deferred certain capital projects, and the soft hiring freeze enabled the city to continue providing services to the public during Covid-19.” Additionally, she said the city staff met with the sales tax people regularly about what the impact would be the city’s largest revenue source. “The retail landscape was already changing from lesser reliance on brick and mortar sales to online sales, and the pandemic quickly accelerated this,” Boscarino said. Our share of the county pool, which is where we receive our online sales tax, increased by 40 percent in the fourth quarter of 2020, in comparison to the year prior. In addition, auto sales are booming, increasing almost 9 percent in the fourth quarter. Council Members react to Cypress violence By Chris Frost Oxnard-- During council comments at the April 5 Oxnard City Council meeting, Gabriela Basua said she’s been receiving emails and phone calls from people in the Cypress Neighborhood, and they are concerned about the criminal activity that happened last weekend. The Oxnard Police Department responded to the 600 block of Howell Road, April 4, where a man was shot and killed. “We can all understand and sympathize with the fear within that neighborhood,” Basua said. “One of the challenges we have is our police department, we all recall, we had budget cuts. I am asking my fellow council members that as we go into next year’s budget, that we restore the services at the police department and add additional resources to the department that is needed because part of us feeling safe is having a police department that has the resources, personnel, and our support to go out into our community and make a presence there. Now the Cypress neighborhood is asking for some of those resources. I spoke to Chief Benitez today, and he is doing everything in his power that he can in order to support the neighborhoods. Not only in Cypress but everywhere else. I hope that I will have the support of my fellow council members as we go into next year’s budget.” Councilman Gabe Tehran offered his condolences to the families affected by the violence in the Cypress neighborhood. “It’s indicative of larger social issues that are happening, and I am hoping we can all work together to support the community and find solutions that can be addressed,” he said. HOUSAND Oaks City Council and staff members engaged the public on environmental justice and equity elements in its general plan and addressed diversity, equity, and inclusion on March 16. Raimi said the environmental justice element is new and is part of the city’s general plan process. “If a community is updating two or more of its elements, you are required to look at whether you should be including an environmental justice element in your general plan,” he said. “There are essentially three steps to creating the environmental justice element. This first is the identification of what is termed disadvantaged communities or communities of concern. That is an analysis of existing conditions on a variety of factors.” Once a city identifies the potentially disadvantaged communities, he said it should work with community members to confirm if they are disadvantaged areas or identify other disadvantaged areas. “Finally, you integrate goals, policies, and programs to address the priorities identified in the disadvantaged communities,” Raimi said. “The topics you need to look at are pollution exposure, access to public facilities, safe and sanitary homes, physical activity, and any other identified health risks or burdens, including food access.” He noted that the State of California tries to identify the environmental justice element and specific disadvantaged community areas; he looks at the disadvantaged areas and overall health conditions. “For example, if you are a low-income area and next to a freeway, you might be a disad-

Therefore, we believe it is important to address this in the general plan.” Raimi identified two methods to determine a disadvantaged community, which is an index called Enviroscreen. “The second is to combine low-income census tracts with some measure of disadvantage, so traffic density, groundwater, impaired water bodies, toxic waste sites, and lack of access to services you look at,” he said. “You identify those disadvantaged areas.” Raimi’s team did a comprehensive analysis of health conditions in the community, and overall, he said Thousand Oaks is a healthy community. “There’s higher life expectancy than the state; the poverty rates don’t vary by race and ethnicity, which is great,” he said. “There are lower obesity rates than the state and lower asthma and diabetes rates overall. There are few polluting uses in the city, a significant amount of parks and open spaces, 45-50 percent of the city, and there are relatively low crime rates.” With all that said, Thousand Oaks does have areas of concern, he said, including concentrations of lower-income residents in the city. “Income in the city does vary by race-ethnicity,” he said. “We see patterns of lower-income poverty populations, which are also the minority populations. There’s lower educational attainment among Hispanics and Latinos. While obesity rates are lower, there’s still adult obesity of over 20 percent. Just because you’re better than the state average in the state, it doesn’t mean there isn’t room for improvement.” He said some households are experiencing a housing

Raimi said there are higher suicide and self-harm rates in the county, northwest of the 23 and 101 Freeway. “In this analysis, there are a few areas which we believe are disadvantaged areas in Thousand Oaks that we have to look at in the general plan,” he said. Emergency room rates for people with diabetes are doing well, while the asthma rates are 29.6 kids per 1,000 people, and for adults, it’s 13. “All across the board, you see that some areas in the city are doing well compared to the county, so that’s great,” he said. Raimi said that Thousand Oaks is 69 percent White and 17 percent Hispanic or Latino, which is higher than the county as a whole. “The percentage of the White population is much higher than the Hispanic population,” he said. Income is a strong social determinant of health, along with the ability to live in an area where there’s access to high-quality healthcare, afford healthy foods, and pay for quality housing. “The average household income in the city is just over $105,000,” he said. “The Hispanic and Latino income is significantly below the average, and it’s the lowest of any race ethnicity in the city.” The median household income that SB1000 uses, he said 80 percent of the state and county median income, shows patterns where lower-income populations are in the city along the 101 Freeway. “Some of the census tracts have much lower incomes and household incomes,” he said. “We’re starting to see patterns develop about where the lower-income populations are in the city.” The data points to the fact that many people work in Thousand Oaks, but they can’t

afford to live in the city. “For example, if you have a retail salesperson, fast-food cook, or a janitor making about $30,000 a year, that’s way below the median household income,” he said. “That includes nurses, paralegals, school teachers, firefighters, and engineers,” he said. “A lot of folks are not meeting the household income and are considered lower-income in the City of Thousand Oaks. The connection between income, housing, and health is critical.” The city’s overall asthma rates are good, but Raimi said some areas of the city have higher concentrations. Ventura County averages 13 percent per 10,00 people, while the city’s average is over 30 percent per 10,000 people. “That 2.5 times the county rate in these areas,” he said. “Then there’s diabetes among adults, and overall, the city’s average is 8.3 per 1,000, and the state average is 10.02 per 1,000. “We’re starting to see some of the same geographies in some of these areas,” he said. “They track closely with income. We have identified several communities which are disadvantaged communities that we need to look at closer in the process.” The community engagement process, he said, revolves around the general plan advisory committee discussion conducted in July 2020, which identified housing, homelessness, and access to social services, and quality healthcare. “They also gave a number of suggestions to think about in the general plan, including more housing for people in the community, more apartment complexes to reduce the number of people commuting, and rental apartments that are safe, clean, and healthy,” he said. “There were concerns that some of the apartments didn’t meet the high-quality standards for a healthy home. Improved transportation access to public services, more parks, and open space well-lit streets and improved accessibility. ADA (Americans with Disabilities Act) should be the minimum.”

stage when Robert Aaron Long killed eight people in three spas in Atlanta, which spawned fears of anti-Asian hate crimes across the United States. The group’s goal is to create a safe space to unite, uplift, and empower AAPI voices in Ventura County and beyond. Sophie, Co-Founder, and Organizer of 805 AAPI Solidarity and a California State University Channel Islands student, said she is a daughter of immigrants and a proud Asian woman. Aurora co-founded the group with Sophie and said seeing all the people attending the solidarity event means a lot. “We gather today to honor our Asian-American and Pacific Island community members who have passed due to anti-Asian and AAPI racial violence,” Sophie said. “Those whose lives were robbed in such a disgusting, gruesome, and painful way. We grieve their lives

and those who have survived; we grieve their trauma and pain. We pray for their healing, and we pray for the healing of all families and loved ones affected.” She said as violence skyrockets; they grieve their own pain. “And for our parents and grandparents, who maybe never had this space to heal,” Sophie said. “We come together to heal and to hold space, an inclusive space, a safe space for one another. It’s a space for our AAPI community members, a safe space to share our experiences as Asian-American Pacific Islanders, and express their feelings, sentiments, and anything else they’d like to share.” Aurora said the group stands on indigenous Chumash land and respects the Chumash people, history, culture, and respect for the community. “We pay respects to the Chumash elders, past, present, and

future,” she said. “They hold the memories, traditions, and cultures of this area, which has become a place of learning for people all over the world.” Supervisor Carmen Ramirez felt good to be among like-minded people and said the community can’t be bystanders. “I’ve been watching the trial of Derek Chauvin, and we know what suffering the bystanders who were threatened with mace are going through because they really couldn’t do anything,” she said. “We can do something. We have to speak out, act when necessary, and call people out to protect our neighbors.” Oxnard has a unique history of Asian immigrants for many generations, she said, who built the city, created communities, and were neighbors and friends for generations. “We are one community, and we have to protect each other,”

she said. “As a county supervisor, I would say the few weeks I’ve been there, it’s so clear that the first duty of government is to keep people safe. Unfortunately, in the last four years, up until recently, the National Government did not keep us safe. They promoted racism and blaming other people completely unfairly for problems in our country. We all have a job to do, and we have to heal the harm that has been caused in so many ways. I look forward to working, whatever way I can. My message is, learn history, act, and don’t be a bystander.” We Belong 805 Founder Cindy Liu helped Aurora plan the event and started by expressing hate language she’s heard about Chinese people, saying, “go back to your country, you fu@$%g chink.” “That’s how I was introduced to racism on the playground when I was 7 in Berkley,” she said. “I never heard those words before

and didn’t really know what they meant. The way they were said to me, I knew exactly what they meant. They were meant to wound me.” She recalled the day her mom explained it to Cindy and said the people were trying to cut her down because she is Chinese. “I was so confused,” Liu said. “She told me, you may feel American, and you may eventually understand the American culture more than the Chinese culture, but you will never be white, and you will never be American like your white friends. Some people will only see a Chinese face. You must love your beautifully shaped almond eyes, your gorgeous skin, and black hair. You must be proud to be Chinese.” She welled up and told the crowd that her mother told her to have grit.
