Oxnard-- The Public Works and Transportation Committee, Feb 9, approved purchasing heavy equipment for the wastewater division. The action includes purchasing a new Crane Truck for $23,001, a new roll-off truck from Velocity Truck Center for $219,915, and three agreements with the Quinn Company for a new Excavator, valued at $266,275, a new Backhoe, valued at $146,895, and a new Forklift for n Equipment, see page 9

HE Harbor, most notably Fisherman’s Wharf, has experienced tough times of late, with mostly broken down and

dilapidated vacant buildings. A proposed 400-unit apartment complex to anchor the area received vehement opposition, led by Rene Aiu, and the Oxnard City Council and the California Coastal Commission rejected that development. “The main trade area where most visitors come from is about 10 miles,” Sargent said. “The Harbor is about 15 minutes off the 101 Freeway, which is a challenge in terms of attracting customers and visitors. It’s adjacent to the Port of Hueneme and the newer Seabridge development. Other n Harbor, see page 10

Repairing the reserve is a 5-Year priority objective By Chris Frost chris@tricountysentry.com Oxnard-The Finance & Governance Committee’s conversation about scoping the council’s 2021-2025 5-Year priorities continue with City Manager Alex Nguyen asking the committee to focus on organizational effectiveness, public safety, cultural services, and economic development.

The council first saw the scoping priority in Jan, followed by a continuing community survey, and will have a special workshop in Feb, followed by its adoption in March. Nguyen said the city presents the scoping plan as a starting point, and he strongly recommends they do their best to stay within the talking points. “We don’t have unlimited money,” he said. “Even with

When we get to the council special workshop and ask the council members, based on what each committee scopes and what our community survey brings back, we will publish everything, and we hope to take these buckets of investments and put them not only with the appropriate n Priority, see page 3

Oxnard-- You know, I hate to admit it, but my life, like many other people, has become computer-centric in far too many ways.

I

spend most of my days typing on my computer and think nothing of that activity. It’s a far cry from when I was a teenager, when I would register for classes and when asked, my father would tell me not to waste time with typing classes unless I wanted to grow up and be a secretary. I’m not cracking on secretaries, and I know that’s politically incorrect to say that, but my mother was an executive secretary with American Express in the 1950s, but she gave all that up to marry my father and raise my siblings and me. Anyway, my computer has taken my television’s place. I watch a lot of news and classic television shows. I like the old shows because I am old. The bottom line is that I am no different than anyone else. Then my computer goes on the fritz, and it seems like the world is coming to an end. At first, it wasn’t bad. I switched from my Mac to my

NEWS To the Editor of the Tri County Sentry: I am a longtime resident of Ventura and Ventura County who, like so many people, had been receiving Unemployment Insurance benefits due to Covid-19 closures. Those benefits were exhausted, then approved for extension by Congress over a month ago. I’ve not received a cent from EDD since Dec 20th and am now actually destitute.

’VE run the gauntlet that ‘contacting EDD’ has become several times since January 3rd. I have been placated, argued

with, passed off, hung up on, placed on hold in excess of 3 hours, laughed at, out and out lied to, and have received contradictory and inaccurate information from each of the representatives I’ve managed to speak to; and after all this, still have no answers, no explanation, and no money. I’m certainly not alone. In fact, I was advised twice by EDD reps in the last 30 days that far from being a solitary case, there are hundreds of thousands of people with the same ‘glitch’ affecting their payment. I do not find that comforting at all! What I’ve gathered from the lame excuses I have heard for the last month (I paraphrase): our computers are old and outdated, we are overwhelmed, and there was no programming in place

to pay money from a nonexisting funding source. So, how long does CA get to hold on to these federal funds before paying them to the people who so desperately need them? I’m 43, and this is the first and only time I’ve ever drawn unemployment benefits. I don’t deserve to be forgotten and treated as though I don’t matter, or even exist, because our legislation has made me and so many others dependent on these benefit payments. Last Monday morning, I used my time on hold with the EDD to contact everyone I could think of who may be able to help or provide some sort of resource that could assist me. I emailed everyone from the county ombudsman to the President. Hey, I had the time,

right? I have only received two actual responses- from the office of Assemblymember Steve Bennett’s (D-37) office, and state Senator Monique Limon’s (SD 19) office. Yesterday I spoke to the Field Rep for Asm. Bennett’s office, and while he was empathetic, he couldn’t provide me with any real assistance, as the EDD is stonewalling our elected officials just as they are the citizens who rely on them. I don’t exaggerate at all my desperation, constant anxiety, frustration, and now, anger at the EDD’s epic failure to provide subsistence to all of us who have paid into the system for years. I read in your paper early last year that there are over 1700 homeless people in Ventura County. I may add to that number myself very soon.

If these issues aren’t resolved with the utmost urgency, that number will seem like a bygone dream; and you can only expect opportunistic crime to increase as people become more desperate. How can a government agency fail the people so spectacularly and then have zero accountability? Is there some reason beyond ineptitude and apathy for this failure? Can CA just hold these federal funds indefinitely? Is the state drawing interest on this money somehow? Please, print this letter as a cry to action! The only news stories I read about EDD just regurgitate their lame excuse that, because they were ineffective in anticipating and preventing fraud, the citizens who need help get to suffer?

Every person that is in this boat needs to row together! Reach out via email to your elected reps, and then follow up. This is the easiest way to document your contact, and they can show Sacramento how many emails they receive. It would also be helpful to have an up to date listing somewhere for charitable organizations, rent or utilities assistance programs, food banks etc., that are actually open and operational with Covid restrictions, as the county’s 211 informational website is woefully out of date, and lists more services in LOS ANGELES county than Ventura or Santa Barbara.

Committee Member Gabriela Basua asked Nguyen to lead off the organization effectiveness conversation. “Making the reserve funds up to par is one of the things that we should focus on,” she said. “Natural disasters are important in your presentation. It’s not a matter of if it’s going to happen. It’s when it’s going to happen, and do we have the resources available.”

She also asked Nguyen to define what the city needs to be efficient. Zaragoza said he’s on the same page as Basua. “We have an excellent budget and excellent revenue projection, much greater than we had before,” he said. “That was due to the CARES Act and state and county revenues that will help us secure long-term financial stability. That will give us some transparency.”

Nguyen said once the council adopts the priorities, they’ll be reflected in the upcoming budget. “We will bring in fine detail what it means when we say getting staff,” he said. “Whether it means making changes to existing positions or having new staff. That will be clear in the budget. We also need to restore a training budget. It’s one of the casualties of severe budget cuts over the years.

In many of our departments, we had to cobble together funds for the required training for people who have to provide work that meets various state mandates their professions require.” He also wants to make sure the proper number of staff are in the right positions. “Just to make sure

the supervision ratio is appropriate and the span-ofcontrol for any department isn’t too great,” he said. “I strongly recommend investing in a 21st-century robust disaster preparedness program that fully engages the community.” The item passed unanimously.

We have to get the priorities set. That will inform the budget. One step at a time in the proper sequence. This should ultimately flow smoothly, in terms of informing next year’s annual budget.” During the Finance & Governance Committee Jan 26 meeting, City Manager Alex Nguyen said when the city takes the bucket of investments from Measure E, he wants long-term financial sustainability replenishing the city’s reserves, continuing to expand the city’s financial sustainability, and expand transparency to make sure Oxnard is securely situated to be self-sufficient and respond to emergencies and natural disasters. SENIORS 805 A divided house makes a happy home Never has our world been more divided than today. Politics, religion, sports and on and on I could go. For the most part, so many people think being divided is a negative thing. And for many people it is. However, after being married to the Gracious Mistress of the Parsonage for almost 50 years, I have discovered that a divided house can be a very happy house. It just depends on how you are divided and what divides you. That makes all the difference in the house. Being married as long as I have been does not make me an expert in this area. I am only an expert in forbearance, which is the reason there is always a smile on my face. Whether you believe it or not, that smile is genuine. All of this came to focus recently when we finally finished adding an office room to our house. It has been in process for at least four years. That’s where my “forbearance” comes to play. When I think everything is ready to close, something happens that kicks that can down the road

another mile or two. Last year we were almost ready to finish when the coronavirus hit and put everything on the pause. I’m not too fond of pause unless on a cat or dog. So, except for some bookcases, the office has come to the point of completion. This has brought our house to the Great Divide, which has brought a lot of happiness to our home. On the other side of our house is a room called the Craft Room, which the Gracious Mistress of the Parsonage supervises. This is a room that, although I may be allowed to step in, for various reasons, I don’t. I look into that room, and I see all kinds of crafty stuff that I have no idea in the world what it is. And believe me, I am not going to ask what anything in that room is. So, at one end of the house, we have my wife’s Craft Room, and at the other end of the house, we now have the Pastor Cave, of which I am the sole supervisor and administrator. It is the place where I am in control of everything. When my wife is in her Craft Room on one side of the house, and

I’m in my Pastor Cave on the other side, we are significantly divided but enthusiastically happy. My wife does her thing in her room, I do my thing in my room, and the twain shall never cross paths. This great divide has brought a lot of happiness to our home. The saying is true, what divides us may destroy us. But, if put together craftily, what divides us may bring us together on a different level. She’s happy in her room, I’m happy in my room, and the house rings with enthusiastic happiness. Occasionally, my wife will come to the door of the Pastor Cave and say very enthusiastically, “Look what I just made.” Then she shows me some craft that she has put together. Because I’m not very crafty, what she shows me is very delightful, and I express my great delight in her craftiness. One of the essential aspects of a good marriage is knowing what the other person delights in. For example, my wife delights in crafts. I could not spend five minutes in a craft room working on some

birthday. “Oh, my,” she said very enthusiastically, “I need to go and make them a birthday card.” And off she went to make a birthday card. It may be a thank you card that we need to send to some family member or friend. And the good thing about all of this is, we don’t have to go out to purchase any cards of any nature or holiday. It’s so wonderful to have all that you need where you need it. I read in the Bible just the other day a wonderful verse, “Can two walk together, except they be agreed?” (Amos 3:3). Amos must’ve been a husband to say something like this. The important thing is the focus of the agreement. At the opposite ends of our house, my wife and I are in full agreement. Dr. James L. And you know what they say, a delighted wife means a delighted husband. I am delighted when she is delighted, and that makes everything come together. If our home weren’t so divided, we wouldn’t have all that delight that we enjoy right now. NEWS Gabriel Tehran appointed to District Two City Council seat By Chris Frost chris@tricountysentry.com Oxnard-- In a marathon Oxnard City Council special meeting, the council appointed Gabriel Tehran to represent district two on the council.

T

HE District Two seat became available when former Mayor Pro Tem Carmen Ramirez was elected to the Ventura County Supervisor District Five seat. Tehran will serve on an interim basis, as the council will hold a special election, Nov 2. The winner of that race will complete Ramirez’s term. The council received applications from Larry Barbarine, Justin Beranich, Pedro Chavez, Orlando Dozier, Tai Hartley, Lizanne Nanez, Enrique Petris, Veronica Solis, Vincent Stewart, Christopher Taccone, Tehran, Ricardo Torres, and Alfred Velasquez. City Clerk Rose Chaparro randomly picked an applicant to tell the council why they’d be the best choice for the seat, starting with Nanez, an Oxnard native who has lived in district two for the last 34 years. “I have a good overview of the city, and I think I know end-to-end how it works,” Nanez said. “I think that I can bring a good perspective to the council, and I believe that I would complement the council. I am coming from the private sector, and I believe the current council is all coming from the public sector. I can bring in a different perspective and give different ideas.” She feels her master planning controls and cost experience is another attribute she can bring to the dais. “My role at Proctor and Gamble is equivalent to what is known as the six-sigma master plan where I shape strategies and develop key measures and metrics,” she said. “I’ve cut costs, and current value works out of processes, and bring them to ideal situations.” Ricardo Torres greeted the Spanish audience and considers himself an Oxnard product who mostly grew up in public housing.

“I went to local schools, graduated from Hueneme High School, and went to California Lutheran University where I got a degree in criminal justice and Spanish,” he said. “I also did a semester in Mexico. I will graduate this May with a Master’s in public administration with an emphasis in leadership at California State University in San Bernardino.” With experience in the public housing industry, he’s been involved in implementing federal, state, and local grant pilot monies. “I am familiar with fiscal budgets and the CAFR (Comprehensive Annual Financial Report),” he said. “The key to my success is my ability to form partnerships. I’ve been instrumental in forming multiple partnerships through the county, several non-profits, and GEOs.” As someone who is a “really good” liaison, he said it’s a key attribute of an Oxnard City Council member. “As a council member, that is important,” he said. “I’m an effective leader and empathic listener and a team player. I’m a neutral candidate, so I don’t have a hidden political agenda. I believe I will govern with heart and passion, but I am realistic with the expectations. I’m interested in our present, the future, and the future of our next generation. As a father of two, I want my children to be able to live in the city, and I want future children to succeed that way I have been able to succeed.” He’s committed to Oxnard’s agricultural roots. “I believe in public safety,” he said. “I have a criminal justice degree and understand community policing and the importance of it.” Tehran told the audience he is the most qualified applicant to fill the district two seat. He’s spent the last 17 years working with Ventura County

youth and communities and helps kids struggling with alcohol and drug use. He has a bachelor’s degree in information technology and a master’s degree in management and leadership. He attended Oxnard College, and while exploring careers, he found the addictive disorders program, which clicked for him. “I work now with positive health and wellness promotion within our education system in Ventura County,” he said. “I directly oversee a $300,000 annual budget that supports four staff within our department. I have to monitor that budget through the year, propose it for the upcoming year, and close it out, as well.” Tehran is the chair of the Fremont South Neighborhood Council and was elected as a member-at-large in 2013. He was voted the chair in 2018 after the neighborhood was dormant for four years. “The first neighborhood cleanup we had when I the chair was the first neighborhood cleanup we had in almost five years,” he said. “One of the accomplishments I am proud about is the navigation center on K Street. The navigation center was previously an overnight warming shelter that had been there for the last 20 years in our neighborhood. We have worked towards consensus and solutionsoriented discussions with the city to make sure it’s well run. We’re good neighbors.” Tehran advocates restoring city service and understands the residents’ frustration with

unkempt landscaping and medians. “I understand why it had to happen and the finances behind it, but now we have an opportunity to restore that in our city to the beautiful state it has been in the past,” he said. “We also have to restore services to meet our infrastructure needs.” Tehran also advocates investing in the city’s youth. “My career has been spent with youth,” he said. “Many are in underserved populations who are underserved or at the promise of many things coming their way. Investing in our youth now will save us money on many social and financial issues later down the line. If we are able to keep young people from getting into negative behaviors, to begin with, later on, we’ll have less need to address those negative behaviors.” He sees the housing stock and homeless issues as being two intertwined issues. “Our housing stock absolutely needs to be addressed,” he said. “We should look at many policy strategies, collaborations, and partnerships with the county and how we can improve and increase our housing stock. We can address a large portion of our population experiencing homelessness because there is not enough housing for them.” Robles-Solis believes in Oxnard’s promise as a beautiful city, and she’s deeply rooted, raising her family and feels a special connection to the land and community. She’s a social worker and helps senior citizens and people with mental health needs. For people with disabilities, she works to support them and give them skills for their life. “As a social worker, I recognize specific barriers and inequalities that lie within our society,” she said. “I believe my academic background and experience as a social worker provides me an excellent foundation to serve alongside you as a council member.” She advocates adding to the council’s work and support the city’s backbone, its small businesses.

“We need to revitalize downtown Oxnard,” she said. “With the pandemic, we have more bike-riders around our neighborhoods. We need to make sure our city is bicycle and pedestrian-friendly. I believe public safety is essential. We need to prioritize public safety and bring back community-based policing. Public safety within our neighborhoods, it’s essential to our economic development in our city. I believe we have a great responsibility to make sure our police and fire departments have the resources they need to make our city safe.” She’s worked with many homeless individuals who suffer from mental health issues, and housing is still an option. “There are many homeless individuals who have mental illnesses or substance abuse,” she said. “We need to look deep into families who have been displaced or families who are homeless and living in vans. Each situation is different and unique. The city has a plan that will be successful if we all work together. The city cannot work alone, and we need the county’s support.” She understands the city’s investment in its youth and advocates investing in partnerships between the city, school board, and local nonprofits to meet their needs. “Tonight, you are going to hear from other community members who want to serve our city, but I want to tell you that my candidacy is unique,” she said. “I have worked with underserved members of our community, and I know the work and challenges that lie ahead. W a s t e w a t e r Infrastructure Manager Jeff Miller presented the item to the committee and said the wastewater treatment plant needs to update its aged equipment and rolling stock. “These purchases of new equipment will ensure increased in-house capabilities, increased efficiency, and reliability and will decrease the need for outside contractors and rental services,” he said. “The three selected vendors are members of the nationwide competitive bidding process conducted by the Sourcewell Competitive Cooperative. Depending on availability, the equipment would be delivered within 5-8 months. The existing Crane Truck, rolloff truck, backhoe, and forklift will be sent to the fleet division for auction.” The city wants to replace vehicle 2565, a 1988 International Harvester Crane Truck, with a new upgraded Crane Truck that can remove and replace pumps, valves, and other wastewater-asso ciated equipment. “It will also minimize the need for specialty crane rental and allow for quicker response times,” Miller said. The city also wants to replace vehicle 3293, a Volvo roll-off truck, with 368,000 miles on the odometer and needing extensive repairs with an Autocar ACX64 rolloff truck. “It will be utilized in the wastewater treatment plant to move large containers of processed greens, trash, and green waste,” he said. “We are requesting the addition of a Caterpillar 320 excavator. This excavator will increase our in-house capabilities, including the excavation of deep sewer process piping, as well as exposing buried storm discharge points in the Oxnard Shores and Mandalay Beach Road areas.” He said vehicle 3472 will be replaced, which is a 2001 John Deere backhoe with a failed hydraulic system that no longer can operate safely and is damaged beyond repair. “It has been identified as a gross polluter and must be removed from service by Jan 2022,” he said. “The new backhoe will be utilized for debris removal, green waste, refuse handling, as well as

shallow excavations and snail removal during routine activated sludge system maintenance.” Miller said the city needs to replace vehicle 2894, a 1991 CAT forklift because it has a failed hydraulic lift system and power steering component. It will be replaced with a Caterpillar Model GP 30N5 forklift. “It will be used to move treatment plant equipment, chemicals, pallets, and general warehouse duties,” he said. “The maximum cost of these one-time purchases, pending final delivery date, and the effective tax rate is $900,996. The cost will be funded using existing appropriations from Wastewater Fund 621 and 611 during the fiscal year 2020-2021.” During Committee comments, Vianey Lopez asked if the equipment gets used at one location or moved around. “If they need to move, how is that done because of the size,” she asked. Miller said most of the vehicles will be used within the wastewater treatment plant and the headworks facility. “We don’t have any way to transport the excavator, but we can ask the water division or the streets department that has the capability to do that,” he said. “We’re going to budget for a trailer specifically designed to move the excavator to locations as need be.” Committee Member John Zaragoza pointed out the purchase enhances safety for city employees. “It’s important for the wastewater division,” he said. Committee Chairman Bert Perello asked questioned purchasing a transport device versus using a transfer company for infrequent and use. “Granted, there are times when a transfer company is not available at the drop of a hat, but the amount of money that can be saved by hiring a low bed to pick up something is something we need to look at further,” he said. “We’re still an approval city, and we need to do the right things.” He also mentioned and pointed out this equipment

will be next to the ocean. “The saltwater is rough on equipment,” he said. “I have no knowledge to challenge the use of a large crane, but we’re going to have an expensive piece of I need it equipment, and I’d like to know if the people who use it will be trained to use it and if the people are not trained will not be allowed to use it.” Miller said anyone who uses the new equipment will be trained. “Someone who does not have the training will not be allowed to operate that piece of equipment,” he said. “Our intent is to try and get as many people trained as possible. There will be some people initially trained to make sure they can operate it safely.” Miller said the city will need to transport items more than projected by Perello, so purchasing a transport device makes sense. During public comments, Ray Blattel said a Capital Improvement Plan (CIP) was considered for the wastewater department when they considered a rate increase. “This plan covered the five-year period from 2017-2018 to 2021-2022,” he said. “On page 54 of this plan, it lists a Crane Truck for $34,000. On page 58 of this same plan, the Crane Truck is again listed for $102,000, which happens to be three times the $34,000. This leads one to believe the CIP included plans for the purchase of four Crane Trucks with a $34,000 unit price. Now we see the plan to purchase a new Crane Truck for a little over $232,000, assuming the Measure E tax hike is applicable. The CIP report says a new Crane Truck, singular. If four Crane Trucks are being purchased via this proposal, the unit price will be over $58,000 each. The cost increase will be 71 percent, which is much more than inflation, and $34,000 seems too little, even for 2017-2018. If only one is being purchased now for $232,000, this seems like way too much.” Miller said the Crane Truck will be used specifically at the wastewater treatment plant to move pieces of equipment, pumps,

and valves. “Specific to this, it is not tied to the CIP,” he said. City Manager Alex Nguyen said Blattel refers to the five-year plan, and Nguyen wanted to know if he was referring to a different kind of crane truck. Miller said the truck in question is larger than the

ones in the CIP. “It has a larger capacity and the ability to lift a heavier weight and has more range and reach,” he said. “It’s more specific to hard-to-get areas and pieces of equipment within the treatment plant.” Nguyen asked if the city anticipated the truck’s size in the five-year plan.

“No, it was not,” Miller said. “When we purchased this particular Crane, it was going to minimize or do away with the need to have larger Crane Trucks to do larger jobs. It makes us more efficient and gives us the ability to do things in-house.” The item passed unanimously.

destinations that are nearby include Camarillo Outlets and the Collection.” He called it “the middle of a lot that is going on. “There’s a lot of airports (when he zoomed out on the map) as there are private aviation airports, Santa Barbara and Los Angeles International Airport,” he said. He called the Harbor a great area to escape the heat and cool down. “There’s direct access to Channel Islands National Park and Catalina,” he said. “It’s on the edge of the everyday shopping trade area, and it’s a bit of a challenge to keep the place self-supporting.” One challenge is there are many new destinations where people can dine, shop, walk around and enjoy themselves since the Harbor was developed. “The good news is if the Harbor becomes a desirable place to spend the weekend or vacation in the summer, these other competing locations, or potentially locations

that visitors would find compelling to visit,” he said. “Then once again, people will find the Harbor not being on the edge of things and in the middle of many things.” There are “beautiful and expensive homes in the area,” he said; many of them are second homes that are not occupied full-time. “It challenges the harbor further in terms of sales and all more important, attract people from a wider area,” he said. “How do you do that? It’s not a place with a shopping center where people can go for their everyday conveniences. Our economic and retail consultants have advised us that it should be a specialty or experience retail and hospitality location.” People will make emotional and discretionary shopping decisions, Sargent said, and they go to the Harbor because they wanted to go and not just to buy something. “The sense of place is important,” he said. “This location can probably only support about four acres of

these kinds of businesses in the near future, but they’ve got about 28 acres they need to lease. It’s important that it has a harbor-related anchor that it can be themed around, which is its main asset. It’s a beautiful place right around the water.” The survey revealed that people want walking, biking, dining, a farmers’ market, special events, rowing, paddling, and education about the water, which would leverage the destination. The Harbor needs diversification to succeed, he said, and the core is retail, food, beverage, entertainment, and things surrounding the water at Channel Islands Harbor. “The Harbor hasn’t been drawing those as a lot of vacant land and buildings tell you, and it’s very unlikely that those uses can be attracted in the foreseeable future with enough revenue to sustain it,” he said. “It needs to have a balanced mix that and some additional hotels. There’s one hotel that’s on the way.” Sargent said the Harbor

would need some kind of housing to make the area economically viable. “If some people live here or lodge here for periods of time, that will have the effect of increasing the amount of patronage of the businesses per vehicle trip,” he said. Wide streets surround the Harbor, and that does not give people a feeling they’ve arrived at a “cool waterfront destination.” “They are a lot of already publically-owned real estate facilities,” he said. He showed the viewers concepts that would refine and improve the area to make it a walking and biking environment that people want. “The water is clearly the most beautiful thing,” he said. “It was a public works project in the early 60s, and they did a fine job building the water channels themselves, the docks and slips. The environment on the water is a lovely thing.” Currently, the environment

around the water, he said, is “less optimized,” with relatively narrow sidewalks. “It’s not a place that’s screaming come, let’s go see what’s here,” Sargent said. “It’s nice to walk along them, but it isn’t competitive with all the other places to go and spend time, these days.” The North Harbor in Oxnard, above Channel Islands Boulevard, has walkways that connect housing and commercial amenities in beautiful spaces along the water’s edge. “Those don’t connect to the South Harbor unless you happen to have a boat,” he said. “It’s creating an environment with beautiful facilities right along the water’s edge. The South Harbor needs to pull up its socks and compete with that. We think it’s important that a walkable, bikeable, more attractive face along Channel Islands and Harbor boulevards and Victoria Avenue be developed.”

Sargent said there are lots of parcels that will be available to develop soon and offer a lot more fun for visitors and more revenue for the Harbor. If the available parcels start developing, he said other parcels with businesses would most likely be improved. “However these individual parcels are developed, it’s important they’re connected to one another, so if someone visits one of them, they can walk or bike to the next one, rather than getting in their car and driving around,” he said. “As soon as they get in their car, they might decide to check out Ventura Harbor, go over to the Camarillo Outlets or Santa Barbara. You want to keep them walking.” He advocates a water taxi system for people to travel from parcel-to-parcel on the water. “It’s so much more beautiful than the land side,” he said.
